DIXON – A Bettendorf, Iowa, man whose body was found along the side of Interstate 88 just west of Dixon in November froze to death, the Lee County Coroner’s Office said. Lee Catlin, 65, was found dead the morning of Nov. 13, almost 12 hours after two 911 calls were made by drivers who reported seeing a man lying on the shoulder, waving his arms. The coroner’s report showed that Catlin died of hypothermia, and that at the time of his autopsy, his blood-alcohol content was 0.105, higher than

STERLING – A panel of two regional boards of education shot down the Sterling school district’s request to leave an area special education services cooperative after a 3.5-hour meeting Tuesday in the high school library. The Whiteside and Carroll-Stephenson-Jo Daviess regional boards voted 7-6 in favor of letting Sterling leave the Bi-County Special Education Cooperative, but fell short of the two-thirds majority needed to allow the exit of the largest member of the 11-school co-op. The panel could have chosen to continue the meeting, which would have

given it 10 more days to vote. Although financial implications were a large part of the testimony from the school district and Bi-County, the vote was to be made based on whether the withdrawal was in the best interest of the special needs students in the Sterling district. The panel listened to comments from the public before hearing the testimony from both sides. Liz Davis, a 2008 Sterling High graduate, went through the Bi-County programs. She told the panel that the advocacy efforts provided were a huge help to her family.

DIXON – A sewer replacement project has been on hold for years, and library repairs are needed. Both possible expenditures were discussed Tuesday during a workshop in which the Dixon City Council started work on the budget for the next fiscal year, which begins May 1. The workshop covered the city’s two enterprise funds, for the wastewater and water departments, and the restricted funds, which include the Social Security, library, motor fuel tax and airport funds, among others. The council and department heads will meet again Jan. 28, when the general fund will be discussed. There also will be presentations from The Next Picture Show, the Airport Board and Municipal Band to show how they use city funds. PROJECTS CONTINUED ON A2
