STERLING – Santa Claus traded in his jolly red sleigh Friday for a black Hummer with “Whiteside County Sheriff” stamped across the side in bright yellow letters. Absent chimneys to climb down, he also took to knocking on doors to make his deliveries to 27 children in nine families across Morrison, Sterling and Rock Falls. His elves were replaced with law enforcement from the sheriff’s department, Andrea Lapp of the YWCA of the Sauk Valley and a few youngsters along for the ride.
ROCK FALLS – No two brains learn and grow exactly alike, but if they come from similar backgrounds, they tend to learn similarly. Chris Ducoing, director of tech and curriculum for the Rock Falls elementary school district, has been using a new feature on illinoisreportcard. com to find out which schools struggle with poverty like hers does, and to pinpoint which are faring better, and why. “The brain develops differently if you’re in a poverty situation from 0 to 5,” she said. “What can schools do about that?” To find out, she’s emailing nearby districts and setting up visits. Then you can isolate math and English scores from the school district PARCC assessment. At any point, you can convert the information into a chart showing which schools’ performances and socioeconomic statuses align. That’s just on the public access end of the site. If you’re Ducoing, or any other administrator with a login, you can burrow further, to the point where you’re isolating individual students and scores. “It’s all right there,” she said. “It would be very hard otherwise to find other districts that are like you.” POVERTY continued on A34

money and disobey open meetings laws – is asking Whiteside County to justify why the airport board is paying an outside attorney to do what its state’s attorney is statutorily required to do. In other words, Whiteside County is breaking the law, Watchdog founder John Kraft says. He cites state law, and a 1975 attorney general’s opinion to back that claim up. Like most things legal, though, it
all comes down to how you interpret the law – and which statutes apply in the end. Former Whiteside County State’s Attorney Trish Joyce (she began her new job as a 14th Circuit Court judge on Wednesday) disagrees with Kraft’s interpretation, and cites other state statutes to support her position.
