Sterling Public Schools Superintendent Tad Everett summed up nicely why the district takes more from homegrown education initiatives, rather than spending resources trying to glean data from the state-mandated exam, Partnership for Assessment of Readiness for College and Careers exam – better known as PARCC.

“We do assessments for learning, not of learning,” he said. Sterling is a Race to the Top district, which means it receives federal grants to spur innovation and reform. The district spent $100,000 over 4 years on training teachers in Common Core standards (which PARCC, effectively, assesses), teacher mentoring, and training its teachers on writing effective assessment and intervention plans.

STERLING – A sales tax ordinance that was brought before the City Council on Monday was tabled so some language changes could be made before it is put to a vote. The ordinance must be approved by the council before the referendum for a half-cent sales tax increase can be put on the April ballot. The deadline for passing the ordinance for an April referendum is Jan. 17, County Clerk Dana Nelson said. Some on the council wanted more specific wording in the referendum question stating the tax would be used for public infrastructure. The local option sales tax, by statute, must be used for some type of infrastructure work, whether it be roads, sewer, or riverfront. Alderman Joe Martin has been adamant about his desire to see the increased sales tax revenue, if approved, be used only for streets and stormwater sewer projects. He believes the first half-cent referendum, passed in 2004, was approved by voters largely because the city made it clear how it would be used. “The last sales tax increase we got was specifically for streets, and this one says it’s for infrastructure and capital projects,” Martin said. “I want to make sure this goes for streets and sewers, and isn’t just put into the general fund.” SALES TAX continued on A24
