ROCK FALLS – Two aldermanic candidates from each of the Twin Cities were on hand to field questions Wednesday at a televised candidate forum sponsored by the Rock Falls Chamber of Commerce. All of the candidates facing opposition started with a 3-minute introductory period, were given 2 minutes to respond to questions, and then had 2 minutes for closing statements. Rod Kleckler and Linda Pennell, candidates in Rock Falls’ 3rd Ward, fielded questions about rental inspections, government process, infrastructure and taxes. ROCK FALLS – When candidates running for a spot on the Rock Falls High School Board were asked about the biggest issue facing the district, each shared the same answer. “The biggest issues in the district are financial,” said Merle Gaulrapp, who has been on the board for 32 years. “That is always a problem, because the state has cut our funding, and they are expecting us

to fall back on the local taxpayers.” Four of the six candidates participated in a forum Wednesday night, put on by the Rock Falls Chamber of Commerce. They’ll vie for three open seats in the April 7 election. Newcomers Neal Folgers, a senior IT analyst at Timken Drives in Fulton, and Dennis Fulrath, a senior consultant at Donaldson Company in Dixon, joined incumbents Jana Jacobs and Gaulrapp at the forum. Candidates Michael Lewis and Roger Carlson were absent. School Board members in Illinois serve 4-year terms, with elections taking place in odd-numbered

years. The posts are nonpartisan. About 70 people packed into the Rock Falls City Council Chambers to hear each candidate give a brief opening statement. After all the candidates spoke and answered questions, they were each allowed to give a closing statement. Fulrath, 68, wants to see the district continue to give students the best education possible, despite the financial struggles. “We have to keep the education for the youth most important, but still allocate money for the other

essentials,” Fulrath said.

Gaulrapp, 64, said mandates handed down by the state create a financial cramp. “This last year, we had 29 mandates on the schools,” Gaulrapp said. “Each time you put a mandate on schools, that increases the cost someplace else in either time or actual money.” In addition to school finances, other issues were brought up at the forum. Jacobs, the only woman who’s served on the board since 2007, said she would like to see more parental involvement in the schools. “I’m not sure if there is an easy solution, but we have to find something to get parents involved with the education of the kids,” Jacobs said. “That goes hand-in-hand with so many different things going on.” Folgers, 49, who has spent 2 years on Sterling Christian’s School Board and 11 years on the East Coloma School Board, said it’s important for the district to continuously improve district facilities. “You have to maintain the buildings,” he said. “If you postpone investing in the buildings, you will pay for it and it will cost more in the long run.”

Kleckler, 60, owner of Car-Skaden Brake & Bearing Service in Sterling, is also president of the Sauk Valley Landlord Association. The first question he fielded was in regard to rental inspection programs, which he has fiercely opposed at meetings in both cities. “I think the cities need a cooperative effort rather than a forceful one to get people to have pride in their properties,” Kleckler said. “Instead of a program to tear down substandard houses, let’s set up programs to go in there earlier to help fix them up.” Pennell, a paraprofessional aide at Thome School, was an at-large alderwoman in Sterling from 2009 to 2013. She is a precinct committeewoman and a member of the Rock Falls Chamber board. Pennell has made fixing roads her top campaign issue, and said she would seek ways to do it without a tax increase. A half-cent sales tax referendum is on the April 7 ballot for Sterling and Rock Falls. If the increase passes, Sterling has said it would use the extra money for stormwater sewer projects, while Rock Falls has said it would fix roads. “I’m not sure where I stand on the sales tax increase, but I know we need to get the roads fixed,” Pennell said. “If I’m elected, I will seek avenues to do that without raising taxes.” Kleckler said he supports the sales tax

Pennell said change is needed on the Rock Falls council. “We need a woman on the council, and someone who can bring new ideas to the table,” Pennell said. “I will be available to the voters, and I will bring integrity, because I believe it is the key word in politics.” Kleckler said citizens must become more involved in city government, and he promised to sit on the council at no cost to taxpayers. “Start out by coming out to vote, and share your ideas with officials, and serve yourself,” Kleckler said. “Any money I make on the

council would go back to the city for public works projects.” Both of Sterling’s 1st Ward candidates participated in the event. Incumbent Retha Elston, 51, was appointed to the council in 2006, and has been there since. A nurse at KSB Hospital in Dixon, she is a member of the city’s Tobacco and Liquor Commission. Elston faces a challenge from political newcomer Diana Vasquez, 30, director of community and personal health services at the Lee County Health Department. Both Elston and Vasquez support passage of the sales tax increase to pay for the city’s long list of needed stormwater sewer projects. “We have serious stormwater issues in

this ward – at the mall and behind Walgreens,” Elston said. “I worry every time it rains, so I’m in favor of the sales tax because visitors can help us fund these projects.” Vasquez was born and raised in the ward she now wants to represent. In response to a question about lack of support for small businesses, she said she has a personal understanding of the challenges. “My parents were small business owners, and I’ve seen the struggles that they face,” Vasquez said. “I’d like to see us do more to help small businesses get off the ground, but I also want to support larger projects like the Kmart building.” Elston believes the city has made much progress on its old industrial buildings, but she

acknowledged that much needs to be done. “The Mill building has been a long process that took three grants,” Elston said. “The Stanley and Lawrence buildings are next, but there is no easy solution – it takes a lot of time and money.” Both Sterling candidates said they are concerned about the proposed state budget cuts. Elston said the city has been working hard in its budget study sessions to keep spending as lean as possible. “We’re looking at city staff overtime, and we are working hard to make sure money is spent wisely and efficiently,” Elston said. “We’re looking outside the box to maximize the dollars we have.” Vasquez said she has studied the looming budget cuts, because they threaten programs at her workplace. “We’re dealing with the state budget issues at the health department, too,” Vasquez said. “While the final budget usually looks much different than the one proposed, citizens need to stand up and make sure their voices are heard on the city and program cuts.” The three candidates in Sterling’s 2nd Ward – Christine Wilen, David Miller, and Shirley Sharp – were not at the forum. Three candidates who are running unopposed participated in the event. Sterling Mayor Skip Lee, and Rock Falls aldermen Glen Kuhlemier and George Logan Jr. introduced themselves and answered questions.

One of the first questions asked was what will happen to three-time convicted murderer Nicholas Sheley once he goes to trial in Missouri, and whether prosecutors there would be seeking the death penalty. Joyce responded that she spoke with the prosecuting attorney in Jefferson County, Missouri, on Thursday. Though she was helping them in gathering evidence, she didn’t know what their thinking was on whether they’d be seeking the death penalty. She said that – as far as she was aware – the Missouri attorneys still hadn’t decided one way or the other. A person in the audience followed up by asking how much money

ROCK FALLS – Residents at the Rock River Open Forum had three things on their mind Thursday night: Nicholas Sheley, jail population, and drugs. That trio of topics dominated a forum held by Whiteside County State’s Attorney Trish Joyce at the Rock Falls Public Library, where nearly 20 people showed up to talk to her. Joyce, a Democrat elected in November 2012, opened the evening by addressing things she’s accomplished since taking office, including creating a drug court; rescuing April House, the county’s child advocacy center, from almost certain closure; and the

Sheley’s prosecution has so far cost the state. She replied that she didn’t have an exact number, but that it costs about $30,000 per year to house someone in an Illinois prison. Sheley’s most recent murder trial, for the deaths of Brock Branson, 29; his fiancée, Kilynna Blake, 20; her 2-year-old son, Dayan; and Kenneth Ulve, 25, cost the county about $100,000. New bike racks coming in Dixon DIXON – In the next week or so, three Illinois Lincoln Highway Coalition bike racks will be placed in prominent places along the historic route in Dixon. Funding for the bike

ood and I, we have a complicated relationship. A little more than a year ago, I was sitting at around 350 pounds. I constantly felt sluggish and was generally not the happiest individual. My weight had gone up and down over the years. Iâ€™d been a heavier person for the majority of my life. I lost a significant amount of weight in high school, and maintained that weight for a few years, until college caught up with me. From about 2007 to 2013, I had managed to gain back all the weight I had lost, and then some. I probably peaked somewhere closer to 375 pounds. Lucky for me, my supervisor, Christopher Heimerman, night news editor here at Sauk Valley Media, asked me to join him in a weight-loss challenge in January 2014. Through 2014, I managed to lose more than 100 pounds. Throughout the year, I shared my journey on Facebook and Twitter, and to anyone who would listen, really. It has become increasingly important for me

to share my journey, in hopes that I can help someone in the shoes I used to be in. But, Iâ€™ll be honest with you; I still have some work to do to hit my goals. Also, I come from the mindset that you need to have your â€œcheat daysâ€? when it comes to nutrition. Iâ€™m not going to sit here and tell you to eat a perfect diet every day of your life. For most people, itâ€™s not realistic. However, finally breaking through the wall in 2014 did require some hard work and significant changes in my daily routines and habits. Still, in the spirit of being realistic, I am going to offer you two recipes. One is a healthy, simple Spicy Chicken Salad with Sriracha that I make quite a bit, especially when the weather gets nicer. The other? What will be my not-so-healthy legacy when generations look back in history: my Three-Meat Heat So Sweet Chili. Why? The journey to a better you should be enjoyable. Allow yourself some bad meals here and there. Just donâ€™t forget to get back on the horse.

For chicken: 6 oz chicken breast red pepper flakes garlic powder chili powder 1 tbsp diced yellow onions For rest of salad: 1 cup lettuce Handful of fresh spinach Â˝ carrot, shredded 2 green onions, diced Â˝ cucumber, diced 2 tbsp ranch dressing 1 tsp Sriracha Directions: 1. Bake or grill chicken topped with seasonings, onions. Can serve cold or hot with salad. This is where meal-prepping and cooking chicken in bulk can come in handy. 2. Shred lettuce, spinach and place in bowl. 3. Shred carrots, dice cucumbers and green onions, and place in bowl. 4. Cut chicken into smaller pieces, and add them to salad. 5. Drizzle sriracha and dressing over the salad. 6. Mix and enjoy.

to taste. I like to check back with the seasonings every few hours. You can always add more if you need to. 6. Cook on high for 3-4 hours or on low for 6-8 hours. I prefer to cook the chili to a boil, let it cool and refrigerate. The next day, I put the chili back in the slow cooker again. If you have time, I recommend this approach with any chili. 7. Serve with crackers and your favorite blend of shredded cheese.
