DIXON – Ogle County eighthgraders were like two brainiac bookends up on the stage, politely battling it out for the title of queen bee. Brunette and bespectacled Lena, bold and confident on one side of the stage. Tall, blond Anna, reserved and intense, on the other. It was Round 22, and 24 other spellers from grades three through eight had been eliminated. It was down to the two slim 14-year-olds. Heifer, Lena spelled. Wainscot, Anna lobbed back.
Guillotine. Troika. Taupe. Glasnost. Beleaguer. Perennial. Banzai. Eiderdown. Neither gave an inch. The audience waited in the darkened auditorium, silent and still. Then the inevitable. Hippopotamus. H-i-p-p-o-t-a-mu-s. Immediately, Lena knew her mistake. Anna’s turn. She spelled forsythia, to finish round 28, then camphor, to take Round 29. With that, and a sweet, subdued smile, Anna Snider, the Forreston Junior High School spelling champ, became the winner of the

With the first official day of spring still a month away, cities are running low on road salt. Dixon started to cut its salt use by adding stone chips in an effort to make what it has last, while Sterling and Rock Falls haven’t had to do that yet and are hoping they won’t have to. With the heavy snowfall for the area this winter, cities have also had to deal with finding places for snow removed from streets and parking lots. Sterling has moved some snow to its riverfront area, near the former factories, Mayor Skip Lee said. Some snow piles in parking lots have made turning or exiting difficult, he said, by blocking the view of oncoming traffic. Dixon City Commissioner Jeff Kuhn said that
adding stone chips – similar to pebbles – doesn’t help to melt the snow, but does help with traction. “We’re just about out [of salt] now,� Kuhn said. With cities running low on salt, demand for additional salt is high. Dixon gets its road salt near Ottawa, and Kuhn said he heard there was salt available there, but what it has is on a barge, and there’s an issue with the Illinois River freezing. Rock Falls Mayor Bill Wescott said whether Rock Falls has to cut its salt use with additives will be determined by the next few winter storms that could hit the area. “It’s going to be pretty tight,� Wescott said of the city’s salt supply. “But we haven’t cut anything yet.� And the same goes for Sterling, Lee said, who added that it seems as though the city will be able to purchase more salt and have some in the
reserves, if necessary. The winter hasn’t just worn on the local road salt supplies. The roads have been worn down as well. As snow melts and then freezes, potholes develop in the roads. The extent of the damage won’t be completely known until the roads are cleared, Kuhn said. So by today, after the warmer weather on Tuesday, cities might have a better idea. Those potholes can be filled in any temperature, Kuhn said, so some of that work could begin soon. According to the National Weather Service, Thursday’s forecast includes rain and a chance of snow. In Sterling, Fourth Street, especially, has shown some wear, Lee said. The potholes in Rock Falls could be extensive and more than a usual winter, Wescott said.

Adding to the winter issues affecting cities is the frost line, Wescott said, which is more than 36 inches deep – increasing the likelihood of a water main break. Rock Falls and Sterling have both had more water main breaks than a typical winter, the mayors said.
When the weather warms, Wescott said, the frost line gets pushed down – not pulled up – toward the sewer and water lines. “Traditionally, when it
starts to warm up is when you have the water main breaks,� he said. “We’ve had the unfortunate deal of getting the breaks from the cold.�

IXON – This winter hasn’t been easy on road salt supplies or streets, as I wrote about in Wednesday’s edition. You can add Dixon’s water mains to that, as well. Rusty Cox, the water department’s superintendant, said Dixon has averaged a water main break every other day during the winter, which is a higher rate than usual. Water mains are also breaking more often than usual in Sterling and Rock Falls. Normally, a few water main breaks happen in the early fall and then the rate slows until the spring thaw, Cox said on Wednesday, but this year it has been consistent

LEE – A businessman has approached the village of Lee about growing marijuana, but the plans apparently are in the early stages, an official says. Village President Richard Boris said the businessman spoke with a village trustee about plans to present the proposal for the marijuana facility, which must be enclosed and locked. City Hall notes The council chambers at City Hall are much louder now that new microphones for the City Council have been installed. The council had been without working micro-
phones and speaker system for a few weeks, during which the members would pass a single microphone when needed. On Tuesday night, the City Council went into closed session to discuss, among other items, whether to release closed session minutes from after the arrest of former Comptroller Rita Crundwell. It was the third time since Jan. 21 that the City Council has discussed those minutes in closed session. The decision to release those minutes would have to be brought to the council as an action item on a meeting agenda.

The growing facility is believed to be planned for the Lee County side. Boris said officials would be open to the proposal. “It’s development for Lee,� he said. “Lee is relatively small. [The tax base] has decreased over the last 2 years.� Under state law, municipalities have the right to charge their own “cultivation center� fees for marijuana. Their zoning regulations can address such facilities. Sauk Valley Media couldn’t confirm the name of the businessman.

through December, January and into February. The deep frost line, which Cox said his crews have found at 5 feet deep at one point, is creating problems. Additionally, the frost heave that creates bumps in the roads – which can feel like road waves – also creates problems for water mains, as that pressure pushing up on the road also pushes down, toward the city’s water infrastructure, Cox said.

Wescott doesn’t dilute call to action Mayor talks water shutdown, citizens’ role in government BY PAM EGGEMEIER
ROCK FALLS – Mayor Bill Wescott was the guest for a discussion session with citizens sponsored by the Rock River Open Forum on Thursday night at Rock Falls Public Library. The mayor wasn’t surprised that the first topic on the table was the Feb. 13 water outage experienced by the city. He recounted the sequence of events, from the power outage at noon to the 2:35
p.m. notification that there was no flow at the lift station. It was a situation that called for some quick decisions. “I had 15 minutes to decide to shut off the water or not,� Wescott said. “But it was the right decision, because if we hadn’t, it would have backed up into homes and come out of the lift station door.� In accordance with emergency disaster protocol, plans were made to set up four water distribution centers, round up portable toilets, and get generators to light the distribution stations.
Some of the 21 people in attendance wondered how much the infrastructure breakdown would cost and who was footing the bill. Insurance claims have been filed, and if any liability turns up during the investigation process, that would be pursued, Wescott said. The magnitude of the problem, however, dictates that everything be fixed as soon as possible. “The city is taking care of the costs to get things done quickly,� Wescott said. “There are no invoices in yet on the costs, and we still don’t know exactly how this happened.�
As bad as the situation was, city officials initially thought it was going to be much worse, the mayor said. “During the first 12 hours of this situation, we thought it would be 4 or 5 days minimum before we got it fixed,� Wescott said. While on the subject of water, Ed Kobbeman of Rock Falls segued into the city’s action to bring 248 well water users onto the city’s water supply. “How could [former] Mayor [David] Blanton condemn the wells with the stroke of a pen?� Kobbeman, one of the well owners, asked. “Everyone’s water tested
fine; this was about generating revenue.� Wescott said the issue dates back to a 1970s state statute that said people within 200 feet of city lines should hook up. “Due diligence wasn’t done to enforce the statute, and the ordinance was drawn up to enforce it,� he said. The ordinance, which passed 8-0, eventually set the distance at 1,500 feet from outside the Reliant site perimeter. Wescott admitted that he didn’t like the fact that the public received much of the information after the fact. That situation is a good
example of why citizens must get involved in the civic process, Wescott said. “When you have questions, ask,� he said. “Look at committee agendas and minutes online. If you don’t have a citizenry that challenges, officials may think that no one cares.� Fred Turk of Rock Falls asked the mayor what citizens could do to help him. “Seek out people in your wards to replace the people you aren’t happy with,� Wescott said. “Don’t allow people to have eight terms with no one else on the ballot.�

re you concerned about controlling your blood sugar? Whether or not you have been diagnosed with diabetes or told that you are prediabetic, you should know that exercise and being more active in general can have a positive effect on your blood sugar. The hormone insulin in our blood helps move glucose into our cells, where it can be used for energy. In a person with diabetes, cells do not allow the insulin to do its job. That condition is called insulin resistance. During exercise, this resis-
tance is temporarily lessened and allows the insulin to work better. This effect can last for several hours after the activity. Another way that exercise can affect blood sugar is not dependent on insulin. Your muscle cells can store some of the glucose that comes into your body in the form of glycogen, but there is a limited amount of room for that storage. Exercise creates space in the muscle cell for glucose storage. If there is no space available in the muscle cell, the extra glucose is sent to the liver, where it is stored as fat. If you have diabetes and
would like to start being more active, be sure to talk to your health care provider. You will need to check your blood sugar before and after exercise to understand how your body responds to the activity. It might be helpful to work out with a friend or partner who is aware of your diagnosis. And you might want to wear a medical ID bracelet. Controlling blood sugar is not the only reason people with diabetes might wish to be more active. Exercise also helps to decrease the risk of cardiovascular disease by decreasing blood pressure,
cholesterol levels, and body fat. Exercise guidelines for people with diabetes – and for anyone in general – include 3 different types of activities. You should include cardiovascular or
aerobic activity such as walking, swimming, biking or dancing on several days each week. In addition, strength training or resistance training can be done 2 to 3 days each week. And, lastly, some stretch-
ing or flexibility exercises can be done on 2 or 3 days each week. Keep in mind that these are goals for which you should reach. Start slowly and increase your activity as you are able.

Bake winter blues away BY MARLENE PARRISH MCT News Service
W
ith frigid temperatures outside, one of the coziest places to be is in a warm, sweetsmelling kitchen baking, baking, baking. Especially on Sundays, when the game of the week is on. I’m much too fidgety to couch-sit for hours, so I half-listen to the television and bake. I like working with yeast doughs to make breads and coffee cakes. And no, they aren’t hard at all. They do take time, start to finish, but most of that time is unattended. Over the years, I’ve made dozens of sweet-roll dough recipes, all variations on a theme. I finally settled on one favorite recipe. My go-to dough makes three coffee cakes and requires no kneading. None. A hand-held electric mixer does the work. After the first rise, I shape the dough into twists, pan rolls, sticky buns, tea rings or monkey bread. Fillings are anything I have on hand. If you are new to baking sweet yeast breads, here’s a quick once-over of basic ingredients and what they do. s Yeast. This is the beneficial living one-celled organism that leavens the dough and lends its flavor. Find packets of dry, granulated yeast in the baking aisle of the grocery. Of the several ways to incorporate yeast into a dough, I favor the
traditional method. Run a large bowl under warm water and dry it. Add a small quantity (usually Âź cup) of warm water, scatter the yeast granules over the surface of the water and then sprinkle 1 tablespoon sugar over the yeast to feed it. The yeast cells eat the sugar and excrete carbon dioxide and alcohol. That’s why the yeast soon begins to bubble and foam. This is called “proofing the yeastâ€? because you have just “provedâ€? that the yeast is alive and ready to work its magic. Be aware that yeasts can be killed by heat, and the ingredients used in making dough should never be warmer than lukewarm. s Flour. Either all-purpose or bread flour can be used. Working, or kneading, the dough develops the protein called gluten, which gives elasticity to the dough, helping it to rise and keep its shape and structure. Because flours vary in their abilities to absorb moisture and develop gluten, bakers give measurements on a relative scale, rather than in exact amounts. While heavy doughs are kneaded by hand on a floured surface, rich soft doughs are beaten in the bowl by hand or electric mixer. s Milk, sugar, eggs, butter, flavorings and salt give color, richness, flavor and texture. After a dough is made, it is allowed to rest in a warm place, where it will double in size, thanks to the action of the yeast. It has risen enough

when it is no longer springy when you poke two fingers into the center. Then you punch the dough down and lightly work it to remove all air bubbles before shaping. Or, if time is an issue, after punching down the dough, cover the bowl and place it in the refrigerator. It should be punched down each time it rises and brought to room temperature for shaping. I have to say that punching dough is a very satisfying act. Most filled and shaped coffeecakes should be permitted to rise again on a parchmentcovered baking sheet or in greased pans until they have risen to almost double their original bulk. FILLINGS AND TOPPINGS Filling choices are unlimited. Butter, cinnamon sugar, and rum-soaked currants can hardly be improved upon, but some, though not all, prepared fillings are excellent, especially the Love’n Bake brand, if you can find it. I especially like their cinnamon and chocolate Schmears.
A rule of thumb for filling pinwheel rolls is: 2 tablespoons soft butter, 1/3 cup brown or cinnamon sugar and 1/3 cup rum-soaked currants or finely chopped walnuts. s #ANNED CHERRY PIE FILLING can be used, but almost all of the thickening goop has to be spooned off and discarded. Buy the best brand you can find. s 0OPPY SEED AND PRUNE lekvar fillings are easily found in better grocery stores. s 'ROUND NUT FILLINGS SUCH as those used in potica and other Eastern European sweet doughs are excellent, and the food processor makes fast work of the grinding. #OFFEECAKES NEED A FINishing touch. Try a simple vanilla icing, drizzle or glaze. For each coffeecake, place about 1 1/3 cups confectioners’ sugar, ½ teaspoon vanilla in a soup plate. Add water just a few drops at a time to make a spreading (thick), drizzling (flowing) or glazing (slow runny) consistency. Add maple flavoring for a flavor punch. The baked goods get a bit of drama when drizzled with vanilla icing and topped with sliced toasted almonds.

Melt butter over low heat. Remove from heat and add milk, vanilla, 1/3 cup sugar and salt. When the mixture is lukewarm, add to bubbled yeast mixture along with the beaten eggs. Stir the cardamom into 4 cups flour. Add 2 1/2 cups of flour to the yeast mixture. Using a hand-held electric mixer, beat for 4 minutes. Use a timer. It will make a sticky, heavy batter. Remove the beaters, scrape them and set aside. Add 1 1/2 cups more flour to the bowl and mix very well with a wooden spoon until the flour is thoroughly blended into dough. #OVER THE DOUGH WITH greased waxed paper and let rise in a warm place until doubled in bulk, about 1 hour. Turn dough onto a floured surface and flop it around to coat with flour. Knead lightly, adding just enough flour (about 1/3 cup or less) to keep dough from sticking. Divide the dough into 3 equal portions, about 13 ounces each. Roll each third of the dough into a rectangle ABOUT BY INCHES 0ROceed to shape the dough. Makes enough for 3 coffee cakes.

Streusel topping is a good change-up on cinnamonsugar pan rolls. When I bake a batch of dough, I use different fillings and toppings, depending on what’s on hand. I might make two almond twists and one pan of cinnamon buns. Or two streusel-topped and one maple icing-topped cinnamon buns. Or a loaf, a twist and a pan of buns. I often bake in disposable pans because I still hold to my mother’s generous Rule OF #OFFEECAKES MAKE ONE freeze one, give one away. Share the sweetness with a friend. SWEET ROLL DOUGH If you are new to yeast baking, this recipe is a good place to start. Ÿ cup lukewarm water 2 packages dry yeast 1 tablespoon sugar ½ cup butter, melted ž cup whole milk 1 teaspoon vanilla extract 1/3 cup sugar 1 teaspoon salt 3 large eggs, at room temperature, beaten 2 teaspoons cardamom 4 cups flour, plus 1/3 cup flour for dusting Add lukewarm water to a bowl, sprinkle with dry yeast and 1 tablespoon sugar.
