Betty R. Carroll, 95, of Lanark, IL, passed away on December 17, 2022 at Allure of Mt. Carroll. She was born on March 25, 1927 in Lanark, IL, to Ralph and Helen (Adams) Burkholder. She graduated from Lanark High School in 1945. She married James Carroll on May 5, 1948 in Polo, IL. Organizations included the Red Hatters, Carroll County Home Extension, and St. Wendelins Ladies Society. She was a member of St. Wendelin Church in Shannon, IL.
Betty was an avid sports supporter of Lanark/Eastland and every grandchild and great-grandchild!
Survivors include her children: Craig Carroll of Chadwick, IL, Peggy (John) Mosher of
Prophetstown, IL, Paulette (Dan) Morris of Gurnee, IL, Mark (Nancy) Carroll of Lanark, IL, Clark (Lori) Carroll of Lanark, IL, and Karla (Denny) Merdian of Polo, IL; brothers: Keith (Lillian) Burkholder of Lanark, IL, and Ray Burkholder of Lanark, IL; sister Connie Kerr of Dakota, IL, 17 grandchildren and 30 great-grandchildren.
She was preceded in death by her husband James W. Carroll, parents Ralph and Helen Burkholder, brothers Larry and Jack Burkholder, and grandson Brett Morris.
Funeral services were held on Friday, December 23, 2022 at 10 AM, at St. Wendelins Catholic Church in Shannon, IL, with Fr. Mike Bolger officiating. Interment at Lanark Cemetery. Visitation was Thursday December 22, 2022 from 4PM-7 PM, also at St. Wendelins Church.

ICC approves Stephenson County public safety project
The Illinois Commerce Commission approved a stipulated agreement to improve public safety at the North Harlem Center Road highway rail grade crossing of the Chicago, Central & Pacific Railroad Company’s track located near Freeport. The track is designated as AAR/DOT 306823S, railroad milepost 118.63-W.
Stipulated Agreement 2213 requires the Chicago, Central & Pacific Railroad Company to install new automatic warning devices at the North Harlem Center Road highway rail grade crossing.
The estimated cost to complete the improvements at the crossing is $332,179. ICC staff recommended that the Grade Crossing Protection Fund be used to pay 95% of the cost, not to exceed $315,570. CC&P will pay all remaining installation costs, as well as all future costs to maintain the new warning devices.

Since then, Illinois has strengthened its commitment to public highway rail safety by increasing funding toward projects such as the closure and consolidation of existing public crossings, installation of new warning systems, highway approach improvements, upgrades to existing warning devices and interconnection to nearby traffic signals, construction/ reconstruction of grade separation structures and the construction of pedestrian grade separations.
The commission administers the GCPF, which is funded by motor fuel tax money designated for rail safety improvements. The General Assembly appropriates $42 million annually for the GCPF.

Savanna Historical Society among 27 agencies to receive funding
CHICAGO – The Savanna Historical Society is one of 27 agencies to receive funding and resources through the Illinois Humanities’ new Foreground Rural Initiative.
Located across 19 counties in Illinois, the inaugural Foreground grantee partners will receive grants of up to $10,000 and participate in skill- and resource-sharing programs. Illinois Humanities also will partner with grantees on the co-creation of place-based “hubs” that will host community events in 2023 in the regions where they are located.
“The organizations we fund in rural and small towns serve places that were under duress even before the COVID-19 pandemic,” said Gabrielle Lyon, executive director of Illinois Humanities. “They are trusted, responsive community members that serve as critical social and economic anchors. In short, they are the places that keep the people in our state creative and connected.”
In spring 2022, Illinois Humanities introduced the Foreground Rural Initiative, a first-of-its-kind program dedicated to supporting the arts and humanities in rural communities and small towns in Illinois – communities often overlooked by traditional funding efforts. Foreground provides critical resources for individuals and organizations working in the arts, culture and humanities, increasing their capacity and visibility. The initiative represents a multiyear commitment by Illinois Humanities to not only seed growth in rural communities, but ensure they flourish.
“A key priority for Foreground is that we are connecting grantees with the resources, tools and networks to advance their own missions,” said Fairouz AbuGhazaleh, director of statewide programs at Illinois Humanities. “We look forward to learning more about how to make this initiative as impactful as possible for them and the communities they serve.”
An advisory committee and group of 37 past grantee partners representing 25 counties informed the initiative through a series of listening sessions hosted by Illinois Humanities. Grantee partners shared their experiences organizing and funding arts and cultural work in their regions, and the unique challenges that rural communities face.
Experiences of being passed over funding, having trouble accessing resources and reaching potential audiences were common. Common, too, was the sense of pride and complexity in a rural identity. As the initiative enters its first year, these partnerships will remain paramount.
“The relationships we have been fortunate to build with rural partners have grown and multiplied over the years.
Their generosity of ideas has been great and fundamentally shaped the design of Foreground,” said Matt Meacham, program manager of statewide engagement at Illinois Humanities.

Free-throw contest to take place Jan. 14 in Shannon
SHANNON – The St. Wendelin Knights of Columbus 12841 Council will host a free-throw contest for boys and girls ages 9-14 from 8:30 a.m. to noon Saturday, Jan. 14, in the Old Gym at the Eastland Grade School in Shannon.
A parent or guardian must accompany participants to verify age. This is the first round of a state competition.

New Dementia Caregiver Support Group in Chadwick
CHADWICK – The first meeting of the new Chadwick Dementia Caregiver Support Group was Jan. 2 at First Lutheran Church, 19 W. Second St.
Individuals from Chadwick, Lanark, Shannon, Mt. Carroll and surrounding areas are welcome to attend future meetings, which will be at 3:30 p.m. on the first Monday of each month.
The purpose of the meetings are to provide a safe place for caregivers of a family member or a friend with dementia to develop a support system.
Co-leaders are Alan Skoog and Becky Geison, who have completed support group leadership training through the Alzheimer’s Association.
The group was formed in partnership with the CGH Health Foundation Dementia Project. One of the goals of the initiative is to help create Dementia Caregiver Support Groups in all towns in the CGH Medical Center service area.

PEARL CITY – The Pearl City Hornets 4-H Club will host its annual Taco Dinner from 5 to 7:30 p.m. Thursday, Jan. 5, at the Pearl City School Cafeteria.

‘Farewell party’ for Milledgeville police chief Jim Haag set for Jan. 7
MILLEDGEVILLE – A Jan. 7 “farewell party” will be held for Jim Haag, who retired as Milledgeville police chief after his shift Dec. 30.
The party will be at The Other Bar, starting at 5 p.m.
Haag is a graduate of Mt. Carroll High School, Sauk Valley Community College and Northern Illinois University. He served four years in the U.S. Army before returning to Carroll County. He served on the Carroll
County 911 Board, the Wysox Library Board, the Carroll County Substance Education Coalition and the Milledgeville Fire Protection District.
Haag worked part time for the Milledgeville Police Department from October 1981 until he became full time in May 1982.
He was promoted to police chief in December 1986.
Patrolman Christopher White started serving as police chief on Jan. 1.

I hope everyone had a Merry Christmas and a Happy New Year! It is quite crazy to sit and think how fast 2022 flew by!
They say as you get older, time flies faster, and I am surely not ready for it. I likely will be writing 2022 for about a month.
I also hope everyone stayed safe and warm during that cold spell and snow. For those of you who wished for a white Christmas, I am glad you got it. Now it can all melt away and warm up, which I see by the weather forecast already has happened.
What will 2023 have in store? I am not a resolution person but a goals person. I feel resolutions have a negative connotation and goals are set to be measurable, which is something I like. For one, I know membership in 2023 is going to be a challenge again, mostly because of our aging population. It didn’t happen overnight, obviously, but it still feels like everyone aged overnight.
In May, I will have been here 17 years. The 17 years have flown by. I’ve gotten older, but I look at those who weren’t older members when I became

Wild Winter Wednesday to feature ukuleles Jan. 11
The Windmill Volunteer Educators at the Windmill Cultural Center in Fulton invite the public to attend the next program of Wild Winter Wednesday on Wednesday, Jan. 11.
Playing the ukulele is one of the fastest growing crazes in the U.S. Phil Vernon and the QC Ukulele Club will be performing songs from the “good old days.”
Doors open at 9 a.m. for coffee, tea
and mill treats. The program begins about 9:20 a.m. The building is handicapped accessible.
The program is funded through a grant from the D.S. Flikkema Foundation and a donation from Nelson Corp. Programs are free and open to the public.
If Riverbend Schools are closed because of weather, the event will be canceled.

Morrison man wins Queen of Hearts jackpot
MORRISON – Brad Noble of Morrison won the Queen of Hearts Jackpot on Dec. 1.
Noble was present for the drawing at Brick Block Pub, 105 W. Main St., Morrison. He won 50% of the just short of $20,000 jackpot.
The other 50% of the jackpot was split between Friends of the Park and On the Move with Parks and Rec Morrison. Both groups work on improvements to Morrison and the groups are where the proceeds go from the Queen of Hearts raffle.
FOTP continues with the upkeep of the bike path and is helping with the Morrison Winter Park.
OTM has been working on the Bark Park, which opened in the fall, and has been helping with the Morrison Winter Park.
OTM also is fundraising for a new project – children’s playground equipment for local parks.

American Legion Auxiliary to host Winterfest activities in Lena
LENA – The American Legion Auxiliary will be hosting activities throughout Winterfest weekend in Lena on Jan. 13, 14 and 15.
Winterfest officially will kick off at 4:30 p.m. Friday, Jan. 13, with the traditional Chili Supper at the American Legion Home. The Chili Supper has been held every year since Winterfest started more than 20 years ago. This year, in addition to chili, sandwiches and dessert, chicken noodle soup will be offered. Price is $6 for adults and $4 for children 3 to 11.
On Saturday, Jan. 14, the American Legion Auxiliary Units of the 13th District will be hosting a pie baking contest. Fruit pies should be delivered to the American Legion Home in Lena by 10:30 a.m. Pies will be judged and cash prizes will be awarded. Get out your rolling pins and submit a pie for judging.
On Sunday, Jan. 15, the units will sponsor an activity from 11 a.m. to 2:30 p.m. More than 15 different soups will be available for tasting and there will be dessert for $6.
The American Legion Home is located on west Main Street in Lena, across from the historic water tower.

Moring Disposal sells operations to Republic Services

After 45 years in business, Moring Disposal Inc. of Forreston has sold its operations and land to Republic Services.
The sale was finalized Dec. 15.
In a joint announcement posted on the Republic website, both companies promised customers a seamless transition and said that customer fees, invoices, payment locations, garbage collection day and customer service phone numbers would remain the same.
Customers also can continue to use their Moring trash and recycling containers. Some will continue to see Moring Disposal trucks picking up their waste.
Moring Disposal always has been a family-owned operation. In a letter sent to some customers, owner Larry Moring said the decision to sell did not come lightly, but he assured customers would continue to receive the same level of service with Republic.
The Arizona-based company purchased the Rock Falls property at 2110 McNeil Road for $964,800 and five parcels of land in Forreston for $749,369.
Both companies declined to discuss the terms of the acquisition.
Republic Services, Inc. became the second-largest nonhazardous solid waste management company in the U.S. after purchasing its larger competitor Allied in 2008 for $6.1 billion.

Man sentenced for distributing heroin
ROCKFORD – Tristan Euell, also known as “Whip,” 39, of Freeport, was sentenced to nine years and three months in federal prison on a drug trafficking charge. U.S. District Judge Philip G. Reinhard imposed the sentence Dec. 16 after a hearing in federal court in Rockford.
In a written plea agreement, Euell admitted to distributing heroin and marijuana in Freeport in 2017.
Moring started the business with two older garbage trucks and a small trash collection route.
Moring Disposal had facilities in Forreston, Freeport, Lanark and Rock Falls.
According to moringdisposal.com: “Our company currently serves in excess of 30,000 homes and nearly 4,000 businesses throughout our core seven county service area along with our temporary roll off dumpster rental options in our expanded service area.”
Municipal contracts – numbering more than 20 –
included Savanna, Morrison, Oregon, Polo, Lanark and Rock Falls.
Moring Disposal also had a transfer station at 30687 U.S. 52, just east of Lanark.
Waste transfer facilities are specialized sites designed to receive, store, process and move waste material from one point to another.
According to Republic’s website the company operates in 47 states, has 14 million customers, makes 5 million daily pickups, and has 71 recycling processing centers.
The court determined that Euell qualified for an enhanced sentence due to his criminal history, which includes multiple felony convictions.

The case was investigated by the Rockford Area Violent Gang Task Force, the Stateline Area Narcotics Team (“SLANT”) and the Freeport Police Department. The Rockford Area Violent Gang Task Force is led by the FBI and includes members of the Rockford, Loves Park and Freeport Police Departments.
