The Savanna City Council heard a report from MSA Engineering’s Jared Fluhur detailing the full scope of their water systems needs at the council’s Dec. 13 meeting at city hall.
Relevant findings of the report included:
The city’s average water loss over a period of four years was 47.4%, with most communities averaging between 10% to 30%.
Savanna had about 25 breaks or repairs already this year, and each break or repair costs between $5,000 to $10,000 on average to repair. The average cost of breaks/repairs for the past two years was between $125,000 and $250,000.
Some of the existing water system deficiencies include:

potentially to the Bowen Lift Station, inadequate fire flows, no supervisory control and data acquisition reporting system, pressure zones don’t work together and the Pinnacle Tower has stand-pipe freezing.
The report recommended improvements to the system in several areas including water system controls and reporting, water source housing improvements, water capacity, lead service line inventory and replacement, water distribution system and other project needs.
Under current projections, the report said, the city’s water account will be operating in a deficit of $25,000 to $50,000 each year.
Fluhr offered suggestions regarding repair and improvement of the city’s systems, which included help from IEPA, and SRF low-interest loans with principal forgiveness, as well as DCEO and CDBG grants.
In other action, the council:
• Held a first reading of an ordinance that would raise the water rates and related charges for the city by a total of $4 per billing cycle, going from $9 to $13. If given final approval, this rate hike will take effect May 1, 2023, and was done as part of a stipulation of a minimum charge per resident requirement in order to qualify for grant funding to improve the city’s water delivery infrastructure. It also will aid in current operations and maintenance costs.
• Approved a resolution for Savanna’s participation in a MABAS (Mutual Aid Box System). This is a “statewide nondiscriminatory mutual aid response system for fire, EMS and specialized incident operational teams.”
• Approved a resolution to allow the release of MFT (motor, tax, fuel) funds for use on planned 2023 street maintenance.
PROPHETSTOWN – Someone who bought a Powerball ticket at Shaw’s MarketPlace will be celebrating Christmas $500,000 richer.
The winning ticket was purchased at the grocery store at 214 Washington St. in Prophetstown.
The lucky winner matched four numbers and the Powerball, and they
added the game’s “Power Play” feature to win $500,000 for the Wednesday drawing. The winning numbers were 36-51-59-66-68 and Powerball 25.
“What a great way to celebrate Christmas,” said Evelyn Fouts, manager of Shaw’s MarketPlace. “I don’t know who bought the winning ticket, but Prophetstown is a tiny town with less than 2,000 people – we don’t even have a stoplight – so the probability that it’s someone from our hometown

is highly likely.”
This is now the eighth Illinois Lottery player who has won a prize of $500,000 or more playing Powerball so far this year.
“I’ve been with this store for nearly 20 years and I’ve experienced many lottery jackpot celebrations; however, this is the largest winning ticket we’ve ever sold here. It’s pretty magical,” Fouts said.
Retailers who sell winning tickets receive a cash selling bonus of 1% of the prize amount, which means $5,000 for Shaw’s.
Winners have one year from the date of the winning draw to claim their prize. The Illinois Lottery encourages all winners to write their name on the back of their ticket and keep it in a safe place until they’re ready to claim their prize.
The next Powerball drawing was Saturday, Dec. 17. It had a jackpot of $149 million.
Powerball tickets are $2 each, and players have the option to add the Powerplay for an additional $1 for the chance to multiply non-jackpot prizes.

MOUNT CARROLL – The Carroll County U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) announced that Kara Durward of Thomson was elected to represent her local administrative area 1 (LAA-1) during the recent county committee election. Douglas Linker of Lanark will serve as the first alternate.
“County committee members are a critical component of the day-to-day operations of FSA,” said Julie Skiles, county executive director. “They help deliver programs at the county level and work to serve the needs of local producers. All recently elected county committee members will take office in January 2023 and will be joining the existing committee.”
Every FSA office is served by a county committee made up of local farmers, ranchers and foresters who are elected by local producers. Other members currently serving on the FSA county committee include Larry Alexander, Christopher Flikkema and adviser Janet Schmidecamp.
County committee members impact the administration of FSA within a community by applying their knowledge and judgment to help FSA make important decisions on its commodity support programs, conservation programs, indemnity and disaster programs, emergency programs and eligibility.
County committee members provide a service to local producers through their decision-making and help shape the culture of a local FSA office. They also ensure the fair and equitable administration of FSA farm programs in their counties and are accountable to the Secretary of Agriculture.
Members conduct hearings and reviews as requested by the state committee, ensure underserved farmers, ranchers and foresters are fairly represented, make recommendations to the state committee on existing programs, monitor changes in farm programs and inform farmers of the purpose and provisions of FSA programs.
They also assist with outreach and inform underserved producers, such as beginning farmers, ranchers and foresters, about FSA opportunities.

Joy M. Loomis (Groezinger) went home to Jesus on December 8th, 2022 at age 93.
Joy was born to Emiel and Eva Marie “Mayme” on April 11th, 1929, on the family farm in Savanna, Illinois. She graduated from Savanna High School in 1947, and went on to work at the National Tea store in Savanna, where she would meet her husband Rollyn. They were married July 1st 1951, and moved to Morrison and raised a family. Rollyn became the manager at the National Tea in Morrison, while Joy cashiered. They enjoyed dancing and following Busch Families Music from
Cuba City, Wisconsin. They went on to have two children Paula and Rollyn Jr. Joy worked various jobs throughout her life, G.E, caretaking to the elderly, babysitting and was a top selling Avon lady for many years. But her favorite job was being a grandmother and great grandmother.
Joy had many talents, but was especially known for her cooking and beautiful garden. She took pride in her work and could be seen mowing her yard into her late 80’s. She was a member of St Peters Lutheran Church in Savanna and then Morrison.
Joy is preceded in death by her parents, her husband Rollyn, Brother Glenn, Sisters Florence, Alice and Lois, and Grandson Shawn.
She is survived by her children, Paula Trent and Rollyn Jr. Sisters, Helen and Joan. Grandchildren Dawn (Jarren) Heckman and Jack(Amanda) Trent. Great Grandchildren, Chloe, Brantley, Lake, Taylor, Mia, Brooklyn and Drew.
She will be deeply missed by her loved ones.

Lawrence W. Miller, age 84, of Pearl City, IL passed away Friday, December 9, 2022 at OSF St. Anthony’s in Rockford, IL. He was born in Lena, IL on November 6, 1938 to the late Walter and Nellie (Harter) Miller. Lawrence married Sharon Wilkinson on February 22, 1957 in Carroll County. Lawrence attended the country schools in the area. He was a member of Ebenezer/ Salem United Church. Lawrence had worked as a welder for Stover Tanks for 22 years and hauled fuel for Stephenson and Ferrell Gas. He also farmed with his wife on their farmette. Lawrence enjoyed playing cards, hunting, mushroom hunting and fishing. Most of all, he loved spending time with his family and playing with the kids. He especially enjoyed family time around the bonfires. He always said they had the best nieces and

What a fun night we had at the charcuterie board class at Lake Carroll. And I have to also say what a great turnout.
We had 40 participate in our educational yet fun-filled evening. I need to thank Augusta Witt, Ellen Rahn and Jen Sturtevant for speaking on dairy, beef and pork.
The boards each participant received were made here locally in Mount Carroll by Dave Smith. Cami and Travis Yenney did a great job with instruction on creating a board along with the yummy food items.
I was especially excited about trying the micro greens.
This event was made possible with a grant through Illinois Farm Bureau Consumer Education Grant.
There was so much excitement around the event that we were asked about having another. Look for more information closer to spring on perhaps a fruit board.

A package of four screenings to identify risk for stroke, heart disease and other chronic conditions will be offered:
• Carotid Artery Screening (Plaque) An ultrasound is performed to screen the carotid arteries (a pair of blood vessels in the neck that deliver blood to your brain) for buildup of fatty plaque. This buildup, called atherosclerosis, is one of the leading causes of stroke.
• Peripheral Arterial Disease Screening An Ankle-Brachial Index (ABI) test is performed using blood pressure cuffs on the arms and legs. It is important to screen for PAD because it increases the risk of coronary artery disease, heart attack, or stroke.
• Abdominal Aortic Aneurysm (AAA) An ultrasound is performed to screen the abdominal aorta for the presence of an enlargement or aneurysm. AAA can lead to a ruptured aortic artery, which is a serious medical emergency.
• Atrial Fibrillation A 6-lead electrocardiogram (EKG) is performed by placing sensors on the arms and legs to screen for Atrial Fibrillation. AFib can lead to blood clots, stroke and heart failure and other heart-related complications.
These four vital screenings take 60 to 90 minutes to complete.

Newman 50, Pearl City 38: The Comets trailed 26-15 at halftime, but rallied for a win with a 35-12 second-half scoring run.
Ayden Batten scored 16 of his 25 points in the second half and hit six 3-pointers to lead Newman. Lucas Simpson scored 14 points, and Nolan Britt chipped in six for the Comets.

Lena-Winslow 58, Milledgeville 51: The Missiles fell into a 36-12 hole by halftime, then ran out of time to complete their comeback.

Noah Johnson hit five 3-pointers and led Oregon with 17 points, and Jameson Caposey finished with 15 points. Jordan Croegaert and Evan James added 12 points apiece.

Camryn Veltrop went 8 for 10 from the free-throw line and led all scorers with 26 points, while Shelby Veltrop chipped in 12 points and Jordan Eads added seven points for Morrison.
Camryn Veltrop was named to the all-tournament team.

Polo 37, Riverdale 32: The Marcos used a 14-7 fourth-quarter run to pull out a nonconference win at home.

Seven Sauk Valley area boys wrestling teams competed at the 15-team Erie-Prophetstown Holiday Tournament on Saturday, while several local girls tangled in their own tournament of 23 wrestlers in front of a packed crowd at Erie High School.
Champions were crowned for five of the seven local teams in attendance, and two of the five girls brackets were won by locals.
Lena-Winslow/Stockton claimed the team championship with 240 points, Illini Bluffs was the runner-up with 146, and Fulton came in third with 135.
The Steamers’ Zane Pannell went up a weight class and won the 182-pound championship, pinning Lena-Winslow/ Stockton’s Jace Phillips in 2:22.
“I knew [Phillips] was going to be a decent
wrestler, but I knew he wasn’t going to be as good as me. So I just went in there trying to have fun and tried to get another pin,” Pannell said of the championship match. “Yesterday, I moved to 182 from 170. I
Broden VenHuizen took second at 132 after a 13-0 major-decision loss to Illini Bluffs’ Ian O’Connor, while Ben Fosdick (145) fell 10-4 to Illini Bluffs’ Paul Ishikawa to finish second, and Mason Kuebel (170) and Braiden Damhoff (285) added a pair of fourth-place finishes for Fulton.
Rock Falls placed sixth with 100.5 points, led by a second-place finish and two third-place finishes.
Josiah Tarbill lost a 6-1 decision to West Carroll’s Connor Knop in the 106-pound championship, finishing second. In the third-place match at 120 pounds, Aaron Meenen won a 6-4 decision against Newman’s Briar Ivey, while at 285, Jacob Hosler pinned Fulton’s Braiden Damhoff in 26 seconds to take third.
West Carroll finished 14th with 39 points, led by 106-pound champion Knop.
“Hard work in practice, preparation, getting ready mentally and physically,” Knop said, citing reasons for his tournament success. “The tournament was pretty fun. Lot of teams here. Getting us ready for regionals, the state series. I think it was a great experience. First year as a high schooler, so pretty fun.”
