Calbow steps down as county chairman Malavolti voted in to take his place By Dave Cook

HENNEPIN — After 18 years of helping guide the affairs of Putnam County, long-time board chairman Duane Calbow declined the nomination for

another two years in the position. Calbow said he felt it was time to step down and pass the responsibilities to another, adding he would remain on the board, providing help where needed and has full faith in the new leadership. He also said nothing else will really change, including his love for Putnam County. Board member and former

vice chairman Steve Malavolti was chosen to take the reigns after a nomination from board member William Holmes; the board selected member Luke Holly to fill the vice chairman position. In other business, Putnam County Highway Department administrative assistant Susie Simmons said the Magnolia box culvert project has been completed. She also reported the Illi-

nois Department of Transportation is in the process of conducting an audit for 2013-15; there have been no problems found. Simmons presented the board with a resolution they approved to request more Motor Fuel Tax (MFT) funding from the state. Saying several other counties are also submitting the resolution, Simmons informed the board that while expenses have kept increasing, funding has contin-

ually decreased. For a comparison, Simmons said MFT funding was at 38.1 percent in 1983 and has dropped to 21.5 percent. Also at the meeting, Sheriff Kevin Doyle reported the new boiler had been installed in the courthouse and was operating well, and the new cooling tower was scheduled to be installed in the spring.

New Route 89 bridge to be named The Illinois Valley Veterans Memorial Bridge SPRINGFIELD — A new Route 89 bridge connecting Bureau and Putnam counties and spanning the Illinois River will be named The Illinois Valley Veterans Memorial Bridge, under a resolution (HJR 142) sponsored by Illinois State Sen. GRANVILLE — Following Gov. Bruce Rauner’s signing of Senate Bill 2228 in July, which decriminalized possession of up to 10 grams of cannabis, the village of Granville has passed a new ordinance allowing the fines from the civil violation to be paid at the village hall. At the Dec. 6 board meeting, village attorney Brad Popurella said, “The Supreme Court has said the maximum fine is $120 for possession of up to 10 grams, plus court costs and attorney’s fees, and likewise with possession of drug paraphernalia.” Under previous Illinois law, possession of up to 10 grams was a Class B misdemeanor which could result in up to six months in jail and up to $1,500 in fines. In other business: • The board passed the yearly tax levy ordinance with trustee Jim Pettit saying residents should see no significant increase in property taxes. • After the season’s first snowfall on Dec. 4, the village reminded residents that vehicles should be off the streets during any night when more than 2 inches of snowfall is expected, so the plow can efficiently clear the village roadways. • The board approved donations of $250 to the Putnam County and Spring Valley Thundercat Wrestling Club for children in fourth to eighth grade and $100 to the Toys in the Pantry charity. • While no action was taken, discussions began about replacing two of the village’s older trucks, a 1999 and a 2002, both of which are in poor condition, with one new truck. Pettit advised against taking action this fiscal year, saying the village is on target with its budget, and any further major expenses would jeopardize it. Trustee Lucian Verda suggested the village shouldn’t delay too long because they will also be needing to replace the backhoe within the next few years.
