Parents charged in death of Decatur County infant LEON — Decatur County parents have been charged in the death of their 3-month-old infant son. Joshua Russell Guill, 25, was originally charged with child endangerment causing serious injury, a class C felony, April 5. That charge has been upgraded to child endangerment causing death, a class B felony, and first-degree murder, a class A felony.

Jasmin Leigh Kifer, 20, has been charged with child endangerment causing serious injury, a class C felony. According to a Decatur County Sheriff’s report, on April 4, at approximately 11:55 a.m., the sheriff’s office received a 911 call that a 3-month-old infant, identified as Sebastian Guill, was having trouble breathing.

Emergency crews were dispatched to 446 Washington St. in Grand River where they discovered the infant was non-reGuill sponsive. Emergency lifesaving efforts were started and

the infant was transferred to Decatur County Hospital by ambulance. The infant was then transferred to Blank Children’s Hospital by air ambulance, where he died April 7. An autopsy was performed at Polk County Medical Examiner’s Office. The results are pending. Guill is being held in Decatur County Jail on $500,000 cash only bond. Kifer is being held on a

$10,000 cash only bond. Iowa Department of Public Safety’s (DPS) Iowa Division of Criminal Investigation (DCI) and Leon Police Department are assisting Decatur County Sheriff’s Office with this investigation. According to the sheriff’s report, this is an ongoing investigation and nothing further is being released at this time.

Clarke to send four students to NSDA national competition in Utah By AMY HANSEN

Four is the magic number for speech students at Clarke Community High School. In June, Clarke will have four of its students compete at the National Speech and Debate’s Association’s (NSDA) national tournament in Salt Lake City, Utah. These are the four students and the areas they qualified to compete in: • Nicholas Johnston (domestic extemporaneous speech)

• Parker Smith (program of oral interpretation) • Zach Smith (informative speech) • Timber Kent (international extemporaneous speech) “You meet people from all over different parts of the United States, talk about all sorts of different things, what speech is like for them and their state,” Johnston said. “Or, it could be not speech related at all. It can be just anything. Just talking with people from all over is really cool.” Looking forward Johnston and Kent have attended nationals before.

This year will be the first time for Parker Smith and Zach Smith. Zach Smith said he’s looking forward to being around a bunch of new people. Parker Smith also elaborated on excitement of going to the competition for the first time. “I’ve heard it’s a lot different than everything else,” he said. “I’m looking forward to seeing what it’s like.” Johnston had some advice for the first-time attendees.

Ty Wheeler, Osceola city administer/clerk, is officially a full-fledged member of Clarke County Reservoir Commission (CCRC). During an Osceola City Council meeting Tuesday, April 5, Mayor Thomas Kedley appointed Wheeler as the CCRC representative for the city of Osceola. Brian Evans, chief executive officer of Clarke County Hospital, was appointed as the CCRC alternate. Wheeler replaces Clint Walters, general manager of Osceola Foods, who was appointed to the position in Jan- Wheeler uary. “Ty has been filling in pretty much the entire time, almost the entire time, of the appointment and he’s been

doing a fantastic job on that committee representing the city, I feel,” Kedley said. Building a reservoir The filling of CCRC seats is an important issue because CCRC is in the process of building a reservoir in northern Clarke County. The reservoir project comes from nearly three decades of work to build a new reservoir in Clarke County to replace West Lake. The reservoir was to provide a water supply for Osceola and Southern Iowa Rural Water Association (SIRWA) with an 816-acre lake, which could provide 2.2 million gallons of water per day. Funding for the project includes many sources, especially funding from the local-option sales tax. There have been many direct legislative setbacks involved with the project, as well as eminent domain, which is taking private property for a government purpose. As for why Evans was chosen as the CCRC alternate, Kedley said, “My reason ... is look what he’s doing with Evans the hospital. Number one (in quality rankings) in the nation, enough said.” Other city appointments The final appointment Kedley made during the council meeting was Kevin Emanuel to the city’s planning and zoning commission. He said Emanuel owned many businesses in Osceola. “He’s a self-made businessman and he’s a quality candidate, overall,” Kedley said.

Clarke Community High School hosted the State Solo and Ensemble Contest Saturday, April 2. Five schools attended, including Carlisle, Chariton, Clarke, Knoxville and Winterset. Students prepared music and performed for a judge. Their performance was rated on a 1 to 5 scale in the categories of tone quality, intonation, rhythm, balance and blend, technique, interpretation, articulation/diction, and other performance factors including appearance, poise, posture and memorization. Clarke band members, under the direction of Brad Lampe, received 27 “Division I, Superior” ratings, 12 “Division II, Excellent” ratings and three “Division III, Good” ratings. Clarke’s choir members, under the direction of Ann March, received six “Division I, Superior” ratings, seven “Division II, Excellent” ratings and eight “Division III, Good” ratings.
