Armed with the skills to protect wounded warriors, Puppy Jake service dogs learn to “block,” “watch,” and perform other maneuvers that help protect veterans against post-traumatic stress triggers. Their training takes them into diverse environments to prepare for their jobs, anticipating and reacting to challenges on behalf of their human charges. Osceola residents will have a chance to get involves with one English lab’s journey through the program thanks to local foster mom Shanna Davenport. Elmer is only 12-weeksold, but he’s already well on his way to becoming an American hero. His classes started Tuesday, April 4. “We’ve learned our name, and we’re doing crate training,” said Davenport. “They have to learn to go to the bathroom on command. We give them one minute to ‘get busy,’ they call it.” Through the next 18 to 24 months, Elmer will go on trips to from coast to coast to acclimate himself to various terrain and social situations. He’ll be required to “get busy” without pause, whether on the beach or in a parking lot. The program utilizes clicker training and
Friday, April 7, was the final day on the job for Lakeside Hotel & Casino General Manager Bob Thursby. According to Senior Vice President and Chief Financial Officer of Affinity Gaming, a replacement will be named in coming weeks. There’s no word yet on what the future holds for Thursby, who came to Lakeside in Jan. 2009 after a seven-year stint at Affinity’s Mark Twain Casino in La Grange, Missouri. “I have enjoyed working with Bob and wish him well in the future,” said Bill Trickey, executive director of the Clarke County Development Corporation (CCDC). “Managing through a bankruptcy and a change in ownership had to present him with enormous challenges. it all he kept a steady hand on the business.” Affinity Gaming was aquisitioned by Z Capital Partners, L.L.C., in December 2016 after several years of slumping revenues. Other changes took place at the casino boat Thursby over the winter months, including a revamped menu and buffet selection and the introduction of new tech-based game machines. Bogumil said Thursby is leaving Affinity on good terms. The CCDC will continue to work with the casino in order to make the most of the gaming arrangement with the city and county. Trickey said, “We look forward to meeting his replacement.”

positive reinforcement to guide the dogs into learning what they have to do. “It’s been so different from what I have done before,” said Davenport. “We have to kind of let them figure it out. I can’t tell him. We have to let him work through it.” “We don’t teach dogs, we do what’s called shaping,” said Nancy Saltzstein, who manages the office for the Puppy Jake Foundation in Urbandale, as well as fostering. “Basically, letting the dog figure something out on
its own.” To aid in this special training, all of the dogs are fed by hand until they are 10- or 11- months-old. Kibble is rewarded whenever the puppy completes a task as expected. “You force them to think about what’s getting the reward,” said Saltzstein. “That’s so, if they sense their veteran is getting nervous, they can find a way to make things better. It teaches them to think. That’s why it takes two years to train a dog.”
Sessions start out short, sweet and in multitude. As dogs get older and become more intuitive, training changes to more intense, indepth sessions fewer times each day. “My dog in training right now is 17 months,” said Saltzstein. “We might train once a day by going to a mall for an hour.” The process is the foster parent’s biggest challenge. “You have to have the patience to let the dog learn at ELMER | 10

The year was 1987, and one of Osceola’s two financial institutions was going under. Five local families with a eye for finance saw an opportunity to turn things around while creating more jobs and expanding investment opportunities for everyone in town. failed Osceola State Bank and Trust Company. It was interesting,” said Schipper. “We had a town meeting at the high school gymnasium and a question-and-answer public session. It was quite an event.” According to an article in the April 30, 1987 edition of the Osceola Sentinel-Tribune, the Osceola State Bank was declared insolvent and was closed 3 p.m. Thursday, April 23, 1987 by State Superintendent of Banking William Bernau. The Federal Deposit Insurance Corporation (FDIC) took over the bank’s $8.3 million in deposits. Schipper, along with four other area residents, stepped up to the plate and pitched the FDIC a winning proposal. They would establish Osceola Bancorporation and purchase Osceola State Bank’s deposits as newly chartered American

State Bank. Creating a new bank to take over the assets meant continued service for customers of Osceola State Bank, nearly half of which were holders of residential loans. Osceola Bancorporation paid $62,558 to buy the majority of the failed bank’s assets, though the FDIC retained around $3.3 million worth of bad loans. Schipper and his team also had to contribute an additional $600,000 to the new bank’s capital. Officers of the newly minted American State Bank included: President and Chief Executive Officer Jim Schipper, Senior Vice President Forest Lewis, and Board of Directors: W. J. Emary of Osceola, Robert Garnett of Des Moines, Fred Reed, Jr., of Truro. Now chairman of the board, Schipper is staying focused on the future.

“We’re planning a retreat next month with our board to take a look at our 30 years of success and how to build on that,” he said, and there’s plenty to think about.
