Patterson calls out Fry, Sinclair on their reservoir stance during luncheon By AMY HANSEN

Osceola Water Superintendent Brandon Patterson appears to be fed up with the water quality issues and reservoir situation in Clarke County — and he wanted his feelings to be known during a legislative luncheon Friday, March 25, at Lakeside Casino. Patterson directly called out Rep. Joel Fry, R-Osceola, and Sen. Amy Sinclair, R-Allerton, about where they stand on the progress of Clarke County Reservoir Commission’s reservoir project in the northern part of the county. “I go home at night, and I have on my shoulders to make sure every one of you in this room, you may not get your water from Osceola, but if you do, it’s on my shoulders that it’s safe,” Patterson said. “If it’s not, I’m the front line person that it’s going to come back to.” The reservoir project comes from nearly three decades of work to build a new

reservoir in Clarke County to replace West Lake. The reservoir was to provide a water supply for Osceola and Southern Iowa Rural Water Association (SIRWA) with an 816-acre lake, which could provide 2.2 million gallons of water per day. There have been many direct legislative setbacks involved with the project, as well as eminent domain, which is taking private property for a government purpose. Quality costs Patterson said West Lake doesn’t provide enought quantity or quality water. He shared these figures about chemical treatment and costs in the past couple of years • $258,000 in 2012-13 • $538,000 2013-14 • $651,000 in 2014-15 There’s also the struggle of meeting current regulations with West Lake. MURRAY — The time for Clarke County to gain more perspective of freedom is here. That perspective of freedom comes in the form of a Clarke County Freedom Rock, tentatively scheduled to be painted in 2017-18 by Ray “Bubba” Sorensen II of Greenfield. “In 1999, Bubba Sorensen decided that this boulder up by Menlo needed to be painted. He thought it was a great way to honor the veterans. So, every year since then, he goes and paints another mural on that big boulder to honor the veterans,” said Jason Gibbs, Murray Development Corporation vice chairperson. “He now wants a rock in each of the 99 counties (in Iowa), and it’s called the Freedom Rock Tour. What a great way to show-

Check out the architectural plan for Clarke County’s Freedom Rock on page 4. case our state, to honor the people that have served.” The plan to have a Freedom Rock in Clarke County began taking shape in 2015, but during the Murray Development Corporation’s annual meeting Thursday evening, diagrams were shown to the public depicting the corporation’s plan to move forward with the tourist project. A location has been tentatively decided as well, which is immediately west of Murray Cemetery. The cost is estimated to be about $40,000 for the project. Costs for the rock painting, raised concrete pads, an honor wall and

flags are included in the cost. “We wanted to do something a little more. The price tag goes up with that,” Gibbs said. Board members decided to include the 4-foot-tall honor wall in the Freedom Rock project to add a little flair. “I’d been visiting a lot of these Freedom Rocks around the state, and they’re all basically the same design. SHERIFF’S REPORT On March 23, Clarke County Sheriff’s Office received a report of a Select Farms hog confinement in Weldon that had been broken into. DeWalt drills, charger and batteries, sawzall, grinder, laundry slap, air compressor, hand tools, computer and scanner and

power washer tips were reportedly taken. According to the sheriff’s report, a key was used to enter the building as there was no apparent sign of forced entry. Loss estimate is $1,065. The sheriff’s office is investigating this incident.

CCRC audit report released Faller, Kincheloe & Co., PLC, certified public accountants in Des Moines, recently released an audit report on Clarke County Reservoir Commission in Osceola, Iowa. The commission’s revenues totaled $1,354,426 for the year ended June 30, 2015, an 8 percent increase from the prior year. The revenues included $35,000 in operating grants, contributions and restricted interest, $1,284,404 in capital grants, contributions and restricted interest and $35,022 in unrestricted investment

LENEXA, Kan. – EPA Region 7 reached a proposed administrative settlement of Clean Water Act violations by the city of Osceola, that requires the city to stabilize stream banks of a tributary flowing into White Breast Creek, and pay a cash penalty of $8,400. EPA investigations from 2012 through 2015 found several violations of the Clean Water Act. The settlement resolves violations of the city’s Clean Water Act permit effluent limitations for carbonaceous biological oxygen demand, ammonia, and total suspended solids. Inspectors also found operational issues such as a discharge because of an inoperable or out-of-service shut-off valve, and discharge overflows of some equipment. The city’s wastewater treatment plant, which is subject to the permit, discharges to a tributary of White Breast Creek in Clarke County, and thereafter to the Des Moines River. The cited violations could potentially impact downstream water quality. The Supplemental Environmental Project to stabilize stream banks is intended to reduce

earnings. Expenses for commission operations for the year ended June 30, 2015, totaled $346,535, a 163 percent increase from the prior year. Expenses included $287,756 for public works and $58,779 for general government. CARSPA CARSPA met Monday, March 14, after a “winter break” in December, January and February. Linda Foland presided with 15 members present. She opened the meeting with a poem about “Spring” and closed the meeting with a poem about “Easter.” Hostess Jan Chambers served doughnuts and coffee for a social time preceding the meeting. She also accompanied the group with the singing of “Grace.” Guest speaker Scott Kent, executive director of Clarke County Conservation Board gave a presentation about East Lake, plans for improvements and more being offered. He wants to get the children involved with outdoor life by having field trips and bringing different animals and reptiles to school for students to see. Pollutants in our water resources can impact water quality standards, pose risks to human health, threaten aquatic life and its habitat and impair the use and enjoyment of waterways.

Jeff began his working career at Paul Mueller Co. in Osceola after he returned from the service as a quality control supervisor. He later returned to school, attending Southwestern Community College where he earned his LPN degree in 1993 and his RN degree in 1994.

Jeff enjoyed his career in the medical field, working at Clarke County Hospital in Osceola and then as a nurse at Iowa Lutheran Hospital and Iowa Methodist Medical Center. Jeff finished his career at home in Osceola at Clarke County Hospital where he served as the ambulance and emergency room director as well as the emergency response coordinator when he retired in 2012. Over the years, Jeff was also a member of the Osceola Volunteer Fire Department from 1986-1994 where he held roles as lieutenant, captain and second assistant chief. On May 17, 2003, Jeff married Penny Lynn Ketcham in Osceola. Jeff is survived by his spouse Penny of Osceola; son Adam J. Brandhorst of San Luis Obispo, California;

I want to know where you stand on this because as the water superintendent, I have to be able to tell people that I’m providing quality water, and I can’t guarantee that with the lake we have.” Fry appeared to be a little frustrated when he responded to Patterson saying he has never been “in the closet” on the reservoir and his stance. “If you had been at any of these other forums in the past six years, you would have heard this issue brought up probably at every single forum and I have addressed it,” Fry said. Phone calls Patterson also expressed his frustration about hearing Fry had been calling people “in the field” about the water issue, and the fact he’s never received one phone call. Fry’s answer was he’s never voted on a bill in the legislature about the quality of water in West Lake. If there had been a bill about West Lake and

it’s water, he would have been calling the water superintendents in his district. As for the reservoir project itself, Fry owns land within the project area and abstains from issues when necessary. “I have publicly said that I do support property rights. Absolutely. I think that’s foundational principle for our country and our constitution,” Fry said. “I also understand need for quality water and there’s got to be a marriage between those two issues.” Local rights At this point in the tense discussion, Sinclair added she believes the reservoir is a local issue. She said eminent domain should be used judiciously as possible because without property rights, most of the other rights don’t matter, either. “I don’t need any more explanation,” Patterson said. “All I ask is, as the person that’s supposed to provide quality and quantity water to the community, I think we’ve been attacked. I think enough is enough, and I think, whether you want to be involved or not, it’s time you guys stand up for this community and do what’s right.” A round of applause went through the room after Patterson’s speech.

it is usually brick, and occasionally on the brick you can see a person’s name engraved in it.” The plan is to put the rock on a 2-foot-tall raised concrete pad. The rock is estimated to stand at 9 feet, so the total height is about 11-feettall. Then, a half-moon-shaped concrete pad will surround the Freedom Rock. That pad will be about 18 inches tall and provide natural seating. On that pad will also stand the honor wall, and behind the wall will be the United States of America flag and one flag for each of the branches of military. The honor wall will be covered in tiles that can be purchased for $50. Part of the cost is the purchase and engraving of the dark granite tile, while the other part will be put to-

ward project construction. Between 450 and 500 tiles will be available for purchase, and people with any connection to Clarke County will be eligible for engraving on the tile. “The biggest emphasis is that it’s for Clarke County,” said Craig Justice, chairperson of the Murray Development Corporation. “This is a big project for our community to take on. ... You got to keep an open mind that eventually communities like this have to do projects to keep people coming to this community to live here, to visit here.” Gibbs said the plan is to do the concrete work this summer so the painting can be started in spring 2017. “If people are going to plan a bus tour, we want to be on the top of their list,” Gibbs said. “In the end, the higher price tag is going to be worth it all.”

Expenditure Limitation Law sets FY2017 spending levels By Rep. Joel Fry

With the Revenue Estimating Conference’s meeting March 16, the size of the state’s budget will be governed by the Expenditure Limitation Law. For the last five sessions, the House has insisted that on-going revenue and not the Expenditure Limitation Law determine the total amount of state spending. The House has instituted a set of budget principles, which have prevented the Legislature from approving a state budget that spent more than the state collected – or spent just under the level of on-going revenue. From 2011-15 ongoing state revenue has totaled less than legally available revenue determined by the Expenditure Limitation Law. Legally available revenue includes on-going revenue along with any ending balance. This session, the Expenditure Limitation Law has set the legally available revenue amount under the on-going revenue amount. Since it has been several years since this has been part of the budget discussions, Io-

wans may want a refresher on how the law works. The primary goal of the Expenditure Limitation law is to ensure general fund revenues exceed expenditures to help lawmakers enact a balanced budget and to build sufficient cash reserves for cash flow and emergency purposes. There are three steps in calculating the expenditure limitation: STEP ONE — REVENUE — The base revenue estimate (ongoing revenue) adopted by the REC is multiplied by 99.0 percent. STEP TWO – REVENUE

ADJUSTMENTS — The accounting for revenue adjustments is a multi-step process: • Estimates of new revenue enacted by the General Assembly that were not included in the REC estimate are multiplied by 95.0 percent. • All estimated revenue decreases enacted by the General Assembly that were not included in the REC estimate are applied at 100.0 percent. • Estimates of new revenue that are not enacted by the General Assembly and not included in the REC estimate are multiplied by 99.0 percent. STEP THREE — ENDING BALANCE TRANSFER – Any excess funds carried forward from the prior year’s General Fund surplus after filling the state’s reserve funds (ending balance) are added to the expenditure limitation at 100.0 percent. This would be the figure after filling the Cash Reserve Fund and the Economic Emergency Fund. It would also be after paying what is due for performance of duty requirements, related to disaster assistance. How does this work for FY2017? Here is the calculation:

NEIGHBORS Osceola Water Works doubles up for better taste, quality OSCEOLA SENTINEL-TRIBUNE

In the continuing effort to provide Osceola residents with clean, great tasting water, as well as keeping costs low, Osceola Water Works has stepped up their filtering schedule with the a round of change-outs that took place from March 8 through the 11. Two of the main issues the water works department has been faced with in recent years are the taste and odor of the drinking water in Osceola. Part of the arsenal being used to fight these problems is the carbon filtering system already in place. There are eight filters that use granular activated carbon (GAC). Because their surfaces become saturated with the pollutants that have been absorbed over time, these activated carbon filters have a limited life span. The material in the filters has to be changed at regular intervals to maintain acceptable filtering properties. In the past, filters were changed four at a time on a

rotating annual basis. Starting this month, all eight of the filters will be changed at the same time each year, taking about four days. There will be no interruption of service during this procedure. The switch is being made to coal-based GAC from coconut-based GAC as the coal is less expensive and is more effective in filtering organic contaminants and other by-products. The raw-water quality of West Lake is deteriorating causing the carbon to lose its effectiveness at a higher rate. With West Lake being in such close proximity to the

treatment plant, filtering options and time are limited. When there is a greater distance for the water to travel, there will be much more opportunity for filtering along the way, reducing the burden on the filters at the plant. “We’ve been fighting the deteriorating raw water quality of West Lake for years. Changing out the filters at a higher frequency will be helpful, but we’re really looking forward to the new reservoir,” said Brandon Patterson, water works superintendent. “We’ll be much better able to tackle the filtering challenges before the water ever reaches

That will mean a lower need for chemical intervention and consistently better tasting water for the whole community.” Carbon Central out of Excelsior Springs, Missouri, will be assisting the Osceola Water Works Department with the filter change out. The cost to replace each filter is roughly $16,500, to be paid for with part of the increase in water rates seen earlier this year. But the improved filtration of organic material, chemical contaminants, as well as unwanted taste and odor, will provide a much safer and more pleasant water supply for all Osceola Water Works customers. This time of year, as “wedding season” nears and marketing campaigns for items from wedding jewelry, attire, and honeymoon destinations ramps up, so does the desire and yearning for finding and attracting the “perfect person” with whom we can share “perfect love” with. Here’s the thing, though: We already have perfect love! What we really, truly need is someone (or someones) to share that perfect love with. Here it is: Beloved, let us love one another, because love is from God; everyone who loves is born of God and knows God. Whoever does not love does not know God, for God is love. God’s love was revealed among us in this way: God sent his only Son into the world so that we might live through him. DES MOINES — Six of the top eight men’s 400-meter hurdlers in the world are scheduled to compete in the Rio Olympic Games Preview at the 2016 Drake Relays presented by HyVee, Relays director Brian Brown announced March 22. In addition to the world rankings, the field’s accomplishments also includes three Olympic medalists. Bershawn Jackson, the reigning Relays champion in the event, returns to the Blue Oval after finishing his 2015 season r a n k e d Jackson No. 1 in the world by Track & Field News. A veteran competitor, Jackson won the bronze medal at the 2008 Olympics and his personal best of 47.30 makes him the 10th fastest hurdler in history. He will be challenged by the 2008 Olympic silver
