Zero-Cost Development offers community benefits

Enter the Zero-Cost Development initiative announced in December. If a qualified builder comes up with a plan for developing a lot, has it approved by the City Council and obtains permits and financing, the CCDC will purchase the lot for the project. The corporation will provide it to the builder and pay up to 12 months’ worth of interest on construction loans for the property.

“When the house is completed and sold, the new buyer will not get the tax abatement,” said Trickey.

“Instead, the city will capture the taxes and funnel them back to us until we have our money back. With each transaction we will enter into a development agreement with the city on a lot by lot basis.”

When Marne started giving away free lots for building homes, they were looking for bodies to help pay the bills.

“Here, it’s about trying to keep the street lights on,” said Marne Mayor Randy Baxter.

The “small town” label is aptly applied to the community of just under 150 people. Despite the differences in size and incentive program details, Marne and Osceola have similar goals.

By investing in new housing, both towns hope to attract new people and new revenue, increasing opportunities for everyone.

According to an Osceola Police report, Bryce Andrew Thomas, 21, of Osceola, driving a 2000 Chevrolet, was headed north on Main Street and struck the rear of

a 2009 Chevrolet, driven by Eira Nallely Garcia-Flores, 31, of Osceola that was traveling north on Main Street and stopped for traffic.

Damages estimates are $3,000 for Thomas’ vehicle and $3,500 for Garcia-Flores’ vehicle.

Accident: Pamela Sue Hughes, 62, of Osceola was cited with failure to yield upon entering a through highway after an accident 1:43 p.m. Wednesday, Jan. 25, at East Eddy Saylor Parkway and US Highway 34. According to an Osceola Police report, Mamie Josephine Whitehead, 83, of Osceola, driving a a 1998 Nissan, was headed east on Highway 34 when Hughes, driving a 1996 Mercury, headed west on Highway 34, attempted to turn south on Southwest Boulevard without yielding, causing a collision. Damage estimates are $4,000 to Hughes’ vehicle and $4,000 to Whitehead’s vehicle.

Online car shopping can be a great way to pass some time, but if you’re seriously looking to purchase a vehicle from an online seller, the Iowa Department of Transportation has a few tips and tricks to make the purchase a success.

Take your time. For many people, buying a vehicle is the second largest investment next to buying a home.

You want to make smart decisions when shopping online.

Do your homework.

Whether you are researching a specific make and model of vehicle or a certain dealer, read the customer reviews and expert ratings.

Buy from a reputable dealer. Most reputable dealers will provide you with documentation to certify the authenticity of the vehicle title and disclose previous damage.

It’s unfortunate, but crim-

inals may create fake vehicle dealer sales websites to lure customers to send money toward the purchase of a vehicle. If buying from a private party, make sure the vehicle has legitimate documentation. Most consumers are not familiar with what legitimate vehicle ownership documents look like or how to research a vehicle’s history. It’s important to learn everything you can about the vehicle prior to signing a purchase agreement, making a payment for part or all of the vehicle, and taking possession of the vehicle.

There are several websites

that offer individualized reports on vehicles. These reports can provide valuable insight into a vehicle’s ownership and odometer history. Examine all of the details contained in these reports, including dates, mileage, title numbers, and vehicle title brands. There is a minimal cost associated with the use of these websites, but a little time and money spent ahead of time can save you from losing thousands later.

Extreme caution should be taken when purchasing a vehicle over the internet or outside of the United States.

For vehicles purchased outside the United States there is less vehicle history information available, the vehicle may not meet United States safety and emission standards, and vehicle ownership documents may be subject to counterfeiting.

Another challenge with vehicle purchases outside of the United States is you may have little, if any, recourse if

the vehicle turns out to be stolen or has had an odometer rollback.

If something doesn’t look or feel right in your research, ask questions and obtain more information from the seller. If you are still concerned about the validity of the vehicle, walk away from the deal. Remember: If something seems too good to be true, it probably is.

Council considers TEAP to find school traffic solution

A program available through the Iowa Department of Transportation might alleviate traffic issues around Clarke Community Elementary School. It was brought to the attention of City Administrator Ty

Wheeler by Becky Nardy, transportation planner for Southern Iowa Council of Governments (SICOG).

Wheeler discussed the Iowa Traffic Engineering Assistance Program (TEAP) at the city council meeting Tuesday night.

“It’s a grant program,” said Wheeler. “It’s 100 percent funded by the DOT.”

The program awards communities of less than 35,000 residents with up to 100 hours of consultation time with a traffic engineer. The program is specifically designed to deal with existing problems, from congestion to traffic control devices.

The council directed Wheeler to gather more information.

Lt. Governor Kim Reynolds and Iowa Art Council call for Iowa Women’s Art Exhibition Artwork Submissions DES MOINES – Lt. Governor Kim Reynolds and the Iowa Arts Council today announced an open call for female artists to submit art for the Iowa Women’s Art Exhibition, which showcases works from female Iowa artists and celebrates their contributions to the vitality of the arts and quality of life in Iowa.

“All across Iowa, business leaders tell me our state’s quality of life is one of the top considerations when they’re looking to expand or recruit new employees,” Reynolds said.

“Iowa’s female artists have played a significant role in improving our quality of life in Iowa, and they’ve done it in a way that improves our economic vitality, too. So I am pleased to highlight their works in my formal office and encourage them to apply to be in the exhibit.”

The new round of art will rotate semi-annually at the State Capitol in the formal office of the Lt. Governor with a Fall Exhibit July-December 2017 and a Spring Exhibit January-June 2018. The submission deadline is May 1, 2017, and artists must apply at www. iowaartscouncil.slideroom.

Applicants must be a current Iowa resident, female, 21 years of age or older and not enrolled in a degree-granting program.

Submissions must be original pieces in 2D or 3D media completed within the past five years. Film, video or installation work will not be accepted. Works also must be display-ready including frames, fastening/ installation material, and stand-alone without set up needs. Selected artists will receive $250 stipends to underwrite transportation and display costs.

Currently, works from Jody Boyer of Council Bluffs, Jane Gilmor of Cedar Rapids and Rachel Merrill of Des Moines are on display in the exhibit through June 30, 2017.

The exhibit series was created in 2014 by the Office of the Lieutenant Governor and the Iowa Arts Council. The public is welcome to visit the exhibit 8 a.m. to 4:30 p.m. Monday through Friday at the State Capitol.

Lee was b o r n Carper April 23, 1927, in Osceola, the youngest son of W.W. and Berenice (Tillotson) Carper. During his high school senior year he enlisted in the U.S. Navy. Following WWII, he graduated from Simpson College and began post-graduate work at Drake University.

On April 25, 1954, he married Jeanette Bruns.

To this union, six children were born. After 25 years in Waterloo, they moved to Des Moines in 1980.

Lee was a heavy equipment operator and training instructor for the International Union of Operating Engineers, Local 234. He volunteered countless hours to American Red Cross, Camp Sunnyside and John L. Lewis Museum, as well as coach his sons in all their sports.

Lee was preceded in death by his parents; brothers, Robert and Darrel; and son-in-law Marc Heiden.

Lee is survived by his wife of almost 63 years, Jeanette; daughter Barb (Joe) Overman; sons,

Craig (Ruth Hurley), Doug (Karen) and Mike (Nancy), daughters, Kolleen (Al) Hosford and Denise Heiden; 19 grandchildren and spouses; 27 great-grandchildren with two more on the way; brothers, Bud (Connie) and Bill (Norma); sister Carolyn Farr; sister-inlaw Loretta Carper; numerous extended family and friends.

Marilyn is survived by her sons, Eric (Penny) of Truro and Van (Carol) of Murfreesboro, Tennessee; grand-

children, Brent Schaffer, Valerie (Eric) Wilkins, Jody Schaffer and Rick (Carrie) Schaffer; sister Violet; brother Norman (Shirley); nine great-grandchildren; two great-great-grandchildren.

Marilyn was preceded in death by her parents; brothers, Herman, Gordon and Corwin; sisters, Mabel and Flora Belle and husband in 2010.

Ruby Lucille Gray, daughter of Lester Tillotson and Leila (Edwards) Tillotson, was born Dec. 12, 1915, in Grand River. Ruby grew up in the Grand River and Hopeville areas. She graduated from Osceola High School.

On Feb. 23, 1935, she married Frank Edgar Gray in Bethany, Missouri. Ruby worked as a master seamstress at Younkers in Des Moines and Killian’s in Cedar Rapids.

Ruby and Frank helped

establish three Wesleyan Methodist Churches in Iowa, including Hillside Wesleyan Church in Cedar Rapids. She always taught Sunday school and sang in the choir. She was currently a member of St. Mark’s United Methodist Church.

Ruby is survived by her sons, James A. (Mary) Gray of Marion and Jack E. (Seliece) Gray of Ruidoso, New Mexico; eight grandchildren; numerous great-grandchildren; as well as other relatives and many friends.

Ruby was preceded in death by her husband Frank Edgar Gray Sr.; son Frank E. Gray Jr.; daughter Suzanne Gray and a great-great-grandchild.

Phyllis Jeane Connell, daughter of Rex E. Welty and Carrie Mildred Mullihan Welty, was born Sept.

4, 1927, in Nevada. Phyllis received her early education in California and began attending high school in Yuba City, California. In 1942, the family returned to Iowa and Phyllis continued her education at North High School in Des Moines, graduating in June 1945. She later attended Electronics Business School in Minneapolis. After graduating from business school, Phyllis took her first job in Las Vegas, New Mexico, where she worked for Santa Fe Railroad.

On June 14, 1946, she married James Schlott Connell at Las Vegas, New Mexico. Phyllis worked in many roles throughout the

years ranging from a teletype apprentice to a housewife in later years.

Phyllis was a member of the women’s club at Osceola United Methodist Church and Federated Garden Club of Iowa.

Phyllis is survived by her daughter Janice (Roger) Shepard of Creston; grandchildren, Jodi (Bradley) Goodale of Eagle Grove, Julie (David) Chumbley of Halbur, Jennifer (Shawn) James of Prescott, Kati (Robert) Silliman of Osceola and James Shepard (fiancée Brandi Johnson) of Des Moines; 16 great-grandchildren, one great-great-grandson; as well as other relatives and many friends.

Phyllis was preceded in death by her parents; granddaughter Melinda Lee McCauley; daughter Karen Joyce McCauley and husband James Schlott Connell.

her education at Oskaloosa High School, graduating in 1952. During high school, Wilma began working for Western Electric until relocating to Des Moines. After moving, Wilma was rehired by Western Electric in Des Moines where she continued her employment.

On Jan. 14, 1954, she married Donald LeRoy Stuva at Des Moines Christian Church. Don and Wilma started their family living in Des Moines. In 1970, they moved to a small farm near Osceola where they lived until 1985, and then moved into Osceola. In later years, Wilma worked at Clarke Community Schools doing volunteer work and eventually was hired to handle all of the printing for the schools. She remained at the schools for more than 20 years and retired in 1999.

On June 6, 1946, she married Raymond VanZee of Milo. They lived on farms in the Motor, Humeston and Garden Grove areas. While living on the farm near Garden Grove, Ellen worked 14 years at O’Bryans in Leon. Ray and Ellen were married almost 49 years

and moved to Osceola in 1980 to retire. Ray passed away April 26, 1995.

Ellen was baptized at Lacona Methodist Church early in life and was a member of Medora Methodist Church.

Ellen is survived by 14 nieces and nephews, as well as other relatives and many friends.

Ellen was preceded in death by her parents; husband Raymond VanZee; sisters, Esther (Dick) Hines and Doris (Lyle) Williams; brothers, Lee (Thelma) Lepley, Ray (Beulah) Lepley and Herb (Hellen) Lepley and nephew Don Randall Hines.

Branstad, Reynolds to address minority unemployment

Loebsack to Address veteran suicide epidemic WASHINGTON, D.C. – Congressman Dave Loebsack (IA-02) and Congressman Steve Stivers (OH-15) today reintroduced bipartisan legislation to ensure no veteran seeking in-patient psychiatric care at a Veterans Affairs (VA) Medical Center is ever denied such care again. Last year, Sgt. Brandon Ketchum, a veteran from Davenport, Iowa, was turned away from a VA facility after seeking psychiatric help. After being denied care, he tragically took his own life. Sgt. Ketchum’s tragic death reinforces the need for a change at the VA to ensure any veteran who is suffering from a mental health issue gets the treatment they need and deserve. Simply put, under the Sgt. Brandon Ketchum Never Again Act, if a veteran asks for mental health care from the VA, they will get it.

“I am proud to reintroduce the Sgt. Brandon Ketchum Never Again Act to ensure no veteran in crisis is ever turned away. This legislation would require VA Medical Centers to provide psychiatric care for any veteran that asks for it,” said Loebsack.

Brandon Ketchum Never Again Act would require that when a veteran enrolled in the VA health care system requests at a VA Medical Center to be admitted for in-patient psychiatric care, the VA must provide that care for the veteran in the psychiatric ward of that Medical Center.

If there are not enough beds or providers at that location, the VA must find care for the veteran at a non-VA facility.

The bill would not prevent admissions as they currently operate – for example, if a veteran displays suicidal ideations but does not explicitly request to be admitted to the in-patient psychiatric ward,

Missing the somewhat off-color jokes of today’s Disney films, this crazy sci-fi caper harkens back to family movies from the late ‘80s and early ‘90s.

Like “Mac and Me” and “Harry and the Hendersons,” the story is going to sound absurd from an adult — or tween/teen — perspective.

Lucas Till plays Tripp, a senior in high school stifled by his hometown and yearning for adventure in the form of a four-wheel drive truck capable of handling any obstacle that lands in his way. He’s so determined,

he goes about making one of his own with spare parts from cars at the scrapyard.

What’s strange about “Monster Trucks” is it plays on the horrors of environmental disasters while promoting the fun and freedom of super-sized gas guzzlers. In true sci-fi style, an oil spill drives a mysterious creature out of the water and straight into Tripp’s life.

Coincidentally, his new friend loves going fast even more than he does.

Even more convenient is that it is able to fuel Tripp’s ride.

Yes, there are holes in the logic. No, there’s no scientific basis behind it.

For those who can’t prevent themselves from being wet blankets, it might be best to wait for the movie to be available at home.

(DES MOINES) – Governor Branstad and Lt. Governor Reynolds today announced a subcommittee of the State Workforce Development Board has been established to address disparities in the minority unemployment rate in Iowa. According to the latest Census information, Iowa’s statewide unemployment rate was 3.9 percent, while African Americans had an unemployment rate of 14.2 percent, Native Americans had a rate of 11 percent, Asian Americans had a rate of 5.3 percent (other pacific islanders had a rate of 13.6 percent) and Hispanic Americans had a rate of 8.1 percent for the same time period.

The goal of the subcommittee is clear and measurable: to reduce unemployment in minority communities by five percent (or to the state average) in five years. Lt. Governor Reynolds, co-chair of the Future Ready Iowa Alliance, said Iowa has a tremendous opportunity to close the skills gap in Iowa’s minority communities, while helping Iowa families find stable, good paying jobs. “Iowa offers programs that are working. We need to do a better job of matching those programs and job opportunities to Iowans who are eligible to take advantage of them.”

Gov. Branstad said the time has come to address this long-standing issue.

unemployment rate and the rates in our minority communities. We must be focused in our efforts to address this issue, and the minority outreach subcommittee is the first step. The subcommittee’s work will align with and support the goals of the Future Ready Iowa Alliance to help these Iowans find meaningful employment and meet the needs of Iowa employers.”

Former State Representative Wayne Ford is credited with bringing this issue to the State Workforce Development Board and helping in the development of the group’s goals and agenda.

Four counties have been identified as pilot communities: Polk, Dubuque, Black Hawk and Pottawattamie.

These counties were selected based on having high concentrations of minority residents and unemployment rates. Listening tours will be held in the spring, which will provide opportunities for members and leaders of the communities to gather a broad perspective and identify connections and influences within communities. A strategic plan will then be developed that aligns with the Future Ready Iowa Alliance’s recommendations to the Governor.

He most recently was employed as location manager for Landus Cooperative in Earlham, focusing on managing the grain and agronomy facility at that location.

Abbott graduated from Clarke High School in 2009 and received his B.S. degree in Agricultural Business from Northwest Missouri State University in August of 2012. He and his wife, Amanda, have one

Fun found in reflection Candra Brooks, the office manager at the Osceola Sentinel-Tribune, does an excellent job of keeping things organized, so the unclaimed photographs at the office were bound to be sorted sooner than later.

Wednesday, Feb. 1, the first batch were posted on Facebook. The response from the community was tremendous. More than 100 comments were posted in less than an hour. A week later, post engagement for the Facebook page had increased by 8,320 percent.

Thousands of people spent countless hours browsing, tagging and commenting on the pictures.

Roughly two dozen people stopped by to pick their photos up. A few asked their photos be deleted – or possibly, burned.

As fun as the experience has been, the pictures were posted for practical reasons. Photos get dropped off at the paper for inclusion in announcements, stories and ads.

Readers might have assumed old photos were thrown out or destroyed.

Not so! Care has been taken to preserve them for whenever family or friends could reclaim them. The paper is asking for the community’s help in clearing out roughly 2,000 photos.

Brooks said she’s scanned 1,659 to date, but there are still a few boxes left.

Bear in mind, unclaimed photos might become part of our permanent collection, on display for whomsoever chooses to come by the office and ask for a look. Interested parties are encouraged to call, e-mail or message the paper to reserve a photo for pickup, arrange for mailing or request disposal. Office hours are 9 a.m. to 2 p.m.

across Iowa converged on the World Food Prize Hall of Laureates and the Iowa State Capitol in Des Moines to build character and promote citizenship, volunteerism, and patriotism. Over 350 high school students from over 50 schools wore blue corduroy and flooded the Iowa State Capitol Building. The students visited with legislators Amy Sinclair and Joel Fry to exhibit skills learned in the agriculture classroom and to learn the importance of citizenship. During the morning, FFA members heard from Iowa Secretary of Agriculture Bill Northey and Iowa Farm Bureau President Craig Hill at the World Food Prize Hall of Laureates. Libby Crimmings of the World Food Prize addressed students about the future of Iowa agriculture and the importance of being involved with statewide issues. The FFA members will listened to remarks from Gov. Terry Branstad and Lt. Gov. Kim Reynolds about the importance young agriculturalists can play in the legislative process. Gov. Branstad then signed the FFA Week Proclamation, declaring February 18-25, the week of President George Washington’s Birthday, FFA Week in Iowa. The 32nd Annual Iowa FFA Legislative Symposium and FFA Day at the Capitol was made possible with support from Iowa Farm Bureau Federation through the Iowa FFA Foundation.

ALBIA — Clarke senior Nathan Bair may not have had his best day on the wrestling mat.

What mattered though is that he found a way to survive and advance.

He’ll be joined by his brother Jonathan at the Class 2A District 2 tournament Saturday in Fairfield after both placed second at the Section 10 tournament Saturday in Albia.

Saturday’s District 2 meet starts at noon at Fairfield High School.

Nathan Bair used a semifinal pin of Chariton’s Jade Spencer to eventually advance. Bair dropped a 10-7 decision to Albia’s Ben Mason in the final.

“I had some mental errors at the end (against Mason), but I’m able to go on,” Nathan Bair said.

Advancing out of sectionals was a big first step for the Clarke senior.

“It was big to get through sectionals for me,” Nathan Bair said. “I hadn’t done that before.”

For Nathan Bair, moving on was a big milestone.

“The big thing is he’s talented enough, been talented enough,” Reece said. “He’s either had a mental error or last year there was a tough draw and not his best day.

Combine the two and it’s not going to happen. But like I told him, you can’t make it to state if you don’t make it out of sectionals.

“He got that first hurdle out of the way. ow we have to focus on the next one.”

He’s two, possibly three wins away, if a wrestleback is needed for second, from becoming the first Clarke wrestler in many years to reach state.

“It’s going to be a fight,” Nathan Bair said. “I’m going to have to really show

OSCEOLA — Clarke’s boys basketball team came close to taking both of its games this past week.

The Indians rallied the second half of games against Winterset Saturday and Martensdale-St. Marys Monday.

Clarke came up on top against Winterset 62-57, but fell short against Martensdale-St. Marys 79-72 in overtime.

Against Winterset, the Indians fell behind 22-17 after one quarter and 41-34 at halftime.

Clarke used a 16-5 fourth quarter to earn the win.

Clarke was strong with the basketball in the fourth quarter “We looked to attack the basket,” said Clarke coach James Larson. “We took care of the ball and made some good plays.”

Cobey Robins led the Clarke offense with 17 points, along with four steals. Grant Wishon had 14 points on 6-of-8 shooting, along with nine rebounds and five blocked shots. Troy Morgan, who recently broke the 1,000-point plateau, scored 13 points. Brandyne Olin added eight points.

Clarke overcame a 31-22 halftime deficit against Martensdale-St. Marys.

“The main thing was we attacked the basket,” Larson said. “We used our

As fun as it has been for the Lady Indians senior, she would like some company this year in Des Moines.

Clarke took another step forward in building toward a run to state with a home win over Bondurant-Farrar Monday at Alley Lanes.

The Lady Indians finished with a 2,279 to 2,048 for the Blue Jays.

“Going to state is great being there for two years by myself,” she said. “It would mean so much more going out and having teammates next to me.”

Clarke has progressed nicely heading into the regular season finale today (Thursday) against Lamoni.

“I feel like we’re peaking at the right time,” Helgevold said. “We all have that mindset that we want to go in and take the top spot.”

Bondurant-Farrar’s test came at the right time for Clarke.

“We didn’t have our best performance of the year, but we kept solid and kept plugging away,” said Clarke coach Dale Helgevold. “We don’t want to get into the mindset that everything’s going to be smooth sailing.

It’s good to have someone push you.”

LeeAnn Helgevold led the Lady Indians with a twogame individual series of 337. Landi Helgevold had a 314 and Erin Silzer had a 311.

On the boys side, Clarke was steady in singles and bakers to earn a 99 pin win, 2,530-2,431.

Helgevold said. “They were nothing spectacular, but they got the job done.”

Clarke looks to be in the mix at districts. The top team and top individual earn automatic bids to state.

“Going into a seven team regional, we are considered one of the top three contenders for regional titles and individual titles for boys and girls,” coach Helgevold said. “I don’t see why we can’t come out with two qualifying teams for state.”

Coach Helgevold and the team have used a motto popularized by former Western Michigan and current Minnesota football coach P.J. Fleck as the postseason approaches.

“We’re going to row the boat and go to state,” coach Helgevold said, noting he played the video of Fleck’s conversation with Sports Center anchor Scott Van Pelt recently. “It fits what’s going on right now.

“I’ve got to make it.”

Mental toughness will be a key Saturday.

“He has to stay in better position for six minutes,” Reece said. “The key for Nathan is to push himself mentally for six minutes, believe he can do it.”

Jonathan Bair used a semifinal win over Albia’s David Morris to eventually advance. Jonathan Bair was pinned by Central Decatur’s Kade Kelso in the final.

Jonathan Bair showcased the work he’s put in this season.

“The Albia kid he beat in the semis he had lost to earlier in the year. He dominated sectionals. It was good to see that hard work pays off.”

Jonathan Bair is also on the cusp of state.

“Now it’s getting to the next level,” Jonathan Bair said. “I’ll have to beat two kids there. We’ll work on it.”

Reece still has both in the room this week just in case.

“We want them in there this week, preparing,” Reece said.

For Domina and Wilken to come close was a good stepping stone.

Having Jonathan Bair reach districts is motivating for both Domina and Wilken.

“It’s one thing for me to say it, it’s another for them to see one of their friends get there.”

Central Decatur enjoyed

a solid day, advancing to districts.

Kade Kelso moved to 50-1 on the season with a pair of wins to claim the 152 pound bracket.

Chance Masters continued his recent hot streak with a pair of wins to take the top spot at 160. Trace Carson advanced with two wins at 220.

The Cardinals added a pair a second-place finish courtesy of Wyatt Dale at 113. Dale advanced with a win in a wrestleback over Winterset’s Trey Allen at 113.

ORIENT — Murray fed its bigs early, and shot out to an insurmountable lead on its way to an 81-39 victory in Bluegrass Conference play Friday at Orient-Macksburg on Senior Night.

Thane Simmons’ play around the bucket got the Mustangs going, but it was Bryce Keller who really fueled the fire, using his long frame to score 23 points.

The Mustangs scored 21plus points in each of the game’s first three quarters and found themselves playing at a faster pace than they were accustomed too. That didn’t seem to bother Murray coach Darin Wookey’s squad.

“I thought we shot the ball well. I thought our defense was pretty solid for the most part,” Wookey said.

The Mustang bigs scored early and often, with Keller, Jack Jones and Thane Simmons combining for 51 points. Kenny Boles and Dustin Teas were effective in getting the ball to their bigs in good spots and combined for 11 assists.

“He (Boles) fed the big guys quite a bit,” Wookey said. “Our big guys played well tonight inside. When the big guys are scoring you get a couple assists.”

On Saturday, Murray sustained its second loss of the year, both to Grand View Christian this time by a 78-36 margin.

The Mustangs were held to just one point in the first quarter and could never put the stops on the Thunder.

Murray turned the ball over 26 times and only manage to shoot 11-of-31 from the floor.

Roadrunner wrestling sends seven to districts Team places second, advanced to regional duals ■

TRURO — Several Interstate 35 wrestlers came up just short of spots at Districts.

In other spots, Roadrunners stepped up mightily.

Enter Casey Baker.

The sophomore has been out since Jan. 7 at the Winterset Invitational where, he broke his hand.

“He has not been on the mat until Wednesday,” Interstate 35 coach Ryan Snyder said. “We put a brace on it and he wrestled from the four-hole and got second.

Four-seed. Amazing. Can’t say enough about that performance. We knew that was in him, just waiting to see it all year.”

Seven Roadrunners will advance on to Districts. Interstate 35 fell just short of a second consecutive sectional title, losing to Southeast Warren 205.5-204.

The Roadrunners advanced to the regional duals Tuesday at Sigourney.

Ethan Elliott (145) and Jake Hutton (285) emerged victorious.

Elliott knew that the team as a whole, him included, have to be better to move the bar from good to great.

“It just comes down to grinding and getting the job done,” Elliot said.

Dante Arzani (182), Jacob Steinlage (152), Brayden Egli (138), Casey Baker (120) and Nathan Phillips

(113) earned second-place finishes.

“Feels pretty good to make it to regionals,” Arzani said. “Kind of sour getting second place by a point and a half, knowing we were that close to being back-toback sectional champions.

But we’re going to regionals, so we can’t complain about that.”

Phillips knows with the team having each other’s backs, things have the potential to be even better for I-35 at the District meet.

“We always try to wrestle hard,” Phillips said. “We always try to look out for each other and be on the side of the mat. Just try and cheer each other on. Just being in the groove. It’s all about February and what you’re doing there.”

The Roadrunners defeated the Warhawks for the Pride of Iowa tournament title in Afton earlier in the season.

“We dropped some seeds which ultimately cost us the tournament,” Snyder said.

“We’ll get to regional tournament and we’ll just keeping on.”

Interstate 35 had the intensity it needed to compete at a high level from the start of the day all the way to the finish. Per usual, the Roadrunner wrestlers surrounded the mat of their teammates during their matches.

“We have kind of a family atmosphere. We promote that,” Snyder said. “They’re a pretty tight-knit group.

We promote that all the way through from the little kids program up. We try to keep them tight because at the end of the day, families win championships, not teams.”

AFTON — Interstate 35’s girls basketball team had only had two 1,000-point scorers in its history.

That changed in the Roadrunners’ 59-26 win over East Union Friday.

Senior Slye Richardson became the latest member of the fraternity, joining teammate Gracie Griglione and current assistant coach Olivia Sulentic.

Richardson reached the mark on 3-point basket late in the first half.

“It means a lot, only having three people do it,” Richardson said. “I couldn’t have done it without my teammates.”

Having all three in the East Union gym together added to the accomplishment.

“It was a special night for our program,” said Interstate 35 coach Jamie Smith.

Richardson’s hard work helped her reach that spot.

“Slye’s spent a lot of time working on her shot,” Smith said.

Richardson finished with 18 points on six triples, along with five assists.

ORIENT — Playing some of their best offensive basketball of the season, the Orient-Macksburg girls basketball team still came up short of the Murray Lady Mustangs Friday in Bluegrass Conference action, 55-31.

Murray stepped up the pressure defensively and scored the next 11 points after a 6-6 tie.

The defensive success continued into the second quarter for the Lady Mustangs, who even with some of their bench group on the floor, found ways to stoop the Bulldog offense. Zadie Hatfield sparked the offense in the first half with eight points as a 27-11 halftime lead stretched to 43-19. The Lady Mustangs scored the last eight points of the third, and got as high as 26 before the Bulldogs began trading buckets with the Murray second-stringers.

“I thought they (Orient-Macksburg) did a really nice job tonight,” Murray coach Jerry Shields said.

“They made some really nice shots from about 14-15 feet that surprised us from the very beginning. We were trying some different things tonight and fond out that a couple things we were wanting to try aren’t going to work just from the personnel we had.”

The Lady Mustangs showcased a recently installed triangle offense that helped them find their bigs from time to time in the low post.

It helped Ally Waske score several of her game-high 12 points. Kendra Boles also added 10 for the Lady Mustangs.

“That’s definitely something we’re trying to do, we’re trying to use our height on the inside,” Shields said.

On Monday, Murray and Grand View Christian entered the fourth quarter of Monday’s game knotted 28-28.

The Thunder girls were the side that made more plays, scoring 20 points in the final period to win 48-28.

Ally Waske led Murray with 15 points and 15 rebounds. Kayla Wookey contributed 11 points, six rebounds and two assists in the losing effort.

Also scoring were Bre Klein (7), Katie Otto (5) and Zadie Hatfield (4).

WINTERSET — Winterset’s tenacity and athleticism helped the host Huskies to a 64-37 win over Clarke Saturday in nonconference girls basketball.

“Winterset was more aggressive than we were in the glass and loose balls,” said

Clarke coach Eric Zoske.

“They have some nice players with natural athleticism.”

Winterset jumped out to a 15-7 lead after one quarter and 24-15 at halftime.

It extended to 41-26 after three quarters.

Clarke’s outside shooting struggled. The Lady Indians were 6-of-22 from threepoint range.

That’s something the Lady Indians have to improve in the tournament.

“We need to keep making shots,” Zoske said. “Our threes have to go in for us to make in districts. Handling

pressure, rebounding and making shots — we need to all three.”

Megan Linskens and Sydnee Redman each scored 10 points. Redman had eight rebounds, while Des Stubbe added six boards.

Clarke’s loss snapped a three-game win streak.

The Lady Indians (8-11) finish the regular season Thursday at Van Meter.

Clarke opens Class 3A 8 play Saturday at Chariton.

“We’ve had a nice run lately,” Zoske said. “Hopefully we can get better and are well prepared for Chariton.”

AFTON — Defense carried the way for Interstate 35’s boys basketball teams to a pair of wins last week.

On Jan. 31, the Roadrunners put the clamps down on Pleasantville in a 60-32 thrashing. Interstate 35 had another solid effort Friday in a 63-44 win at East Union.

Against Pleasantville, Interstate 35 dominated the final three quarters. The Roadrunners held a 25-16 lead at halftime and 37-25 edge after three quarters.

“That was a great team effort,” said Interstate 35 coach Nate Rankin. “They didn’t know what to do offensively. We cinched down on them and they didn’t know what to do.”

Christopher Godfrey led a balanced Interstate 35 attack with 13 points.

Richie Griglione had 12 points, six rebounds and four assists. Bridger Hutton added 11 points, while Austin Clark had nine points. Mick Schaffer added eight rebounds.

On Friday, the defense rose up again. Interstate 35 led 17-6 after a quarter and 29-18 at halftime The Roadrunners did not allow the lead to fall below single digits in the second half.

“We never let them get

that big run,” Rankin said.

“They got close, but they never got that big run.”

Interstate 35 had another balanced night offensively.

Godfrey, Clark and Brennan McCuddin each had 13 points. Hutton had seven, while Griglione and Schaffer each had six. Tanner Daniels added five points.

“It was sharing the ball, great basketball,” Rankin said.

“This team doesn’t care who scores. They want to win.”

Interstate 35 (12-6) hosted Martensdale-St. Marys Tuesday. They are at Clarke Thursday and at Earlham Friday.

The Roadrunners then open Class 2A District 13 play Monday against Woodward-Granger at 8 p.m. in Truro.

Reducing Copays for Outpatient Medications

The VA announced last month that it is amending its current regulations governing copays for outpatient medications for veterans with conditions that are not service-connected.

Currently, veterans receiving healthcare for conditions that are not connected to service pay either $8 or $9 for a 30-day or less supply of medication. This new regulation puts outpatient medications into 3 categories or tiers and sets the copays accordingly.

The new copays, effective February 27, 2017, are as follows:

$5 for a 30-day or less supply of Tier 1 (preferred generics) medications

$8 for a 30-day or less supply of Tier 2 (non-preferred generics, including over the counter) medications

$11 for a 30-day or less supply of Tier 3 (brand name) medications These changes will apply only to veterans receiving treatment for conditions that are not service-connected and who are not exempt from copayments.

Full Disability Benefits for Veterans Exposed to Contaminated Camp Lejeune Water

On January 13, 2017, the VA published the final regulations to officially add 8 diseases related to exposure to the contaminated water at Camp Lejeune to the VA Presumptive List.

While veterans are currently able to receive medical care for conditions related to their exposure, this new ruling means that veterans as well as active duty and National Guard members who served for at least 30 days at Camp Lejeune, NC between August 1, 1953 and December 31, 1987 are now eligible for full disability benefits for 8 diseases related to that exposure.

February has been known as the month of the presidents. Presidents with birthdays in February: George Washington, William Henry Harrison, Abraham Lincoln and Ronald Reagan. February could be also be considered the month of leadership.

In recent years, there has been a sharp drop off in leadership at all levels: government, business, education, and sadly the leadership in churches. One part of this drop off has been the collapsing of ethics, moral values, and honestly/ integrity. This is not a new problem in the history of the world.

Dr.John Oswald Sanders(October 17, 1902—October 24, 1992) was a general director of Overseas Missionary Fellowship in the 1950s and 1960s. He authored more than forty books on the Christian life.

He wrote: “A great deal more failure is the result of an excess of caution than of bold experimentation with new ideas. The frontiers of the Kingdom of God were never advanced by men and women of caution.”

In 2 Kings 22 and 23 tell of a very corrupt time with values being turned aside.

King Manasseh and his son, King Amon ruled over Judah for about 40 years. Biblical scholars describe their rule as deplorable.

They allowed worship of idols, foreign cults, and persecution of prophets.

King Manasseh took part in scarifies of young children.

The reign finally came to end, when King Amon was killed by his slaves because of his corruption and actions breaking morality.

Then 2 Kings 22- 23 turn our attention to a young King Josiah. King Josiah whose goodness shined brighter because it came after so much wickedness, which he had the honor to reform.

2 Kings demonstrates the general character King Josiah. He showed respect To God’s house, which he repaired.

To God’s book, which impacted him from reading it.

To God’s messengers, that he would consulted.

Upon which he set about that glorious work of reformation which we have an account of in the next chapter.

2 Kings 22 and 23 shows that King Josiah was given credit in reforming his era.

One thing he did was rebuilding the temple. While rebuilding the temple lead the workers to find the Book of the Law (Torah) from the hand of Moses.

King Josiah would bring back the traditions of their religion. It was forbidden to worship idols. Worship of God was encouraged by the King. He resumed the Passover celebrations. Judah moved back to the worship of God (Yahweh) under the leadership of King Josiah. As it turns out this was a peaceful time in Judah.

It is time that Christian people stop sitting by and not wanting to interfere with the “accept way of the world”. Values and ethics are not old or outdated.

The corruption of our time has grown stronger.

AMVETS invites all DEV: veterans to take part

AMVETS (American Veterans) was founded as American Veterans of World War II, Dec. 10, 1944.

On July 23, 1947, President Harry S. Truman signed Public Law 216 making the AMVETS the first World War II organization to be chartered by Congress.

Since then, many amendments have changed the original charter, one of the changes is to include al currently serving, or who have honorably served in the US Armed Services, from World War II to the present.

“AMVETS Mission Statement: To enhance and safeguard the entitlements for all American Veterans who have served honorably and to improve the quality of life for them, their families, and the communities where they live through leadership, advocacy and services.

“The National Service Foundation (also know as “the foundation”) is the fundraising arm of the AMVETS. A corporate subsidiary of the parent organization, it funds a variety of programs benefiting America’s veterans and their communities. Among them is the National Service Officer Program, the Memorial Carillon Program, the Americanism Program, AMVETS Scholarships, youth programs and hospital programs.”

Affiliate organizations: AMVETS Ladies Auxiliary — provides a range of services and support to veterans, communities and other nonprofit organizations; Sons of AMVETS — play

an active role in promoting AMVETS legislative agenda, providing services to hospitalized veterans and supporting charitable initiatives; AMVETS Riders — are a dedicated and patriotic group of motorcycle riders who hold true to unwavering respect for our Nation, our Flag and our Military...past, present and future. The Riders are committed to providing community service and fellowship, and to support the goals of the AMVETS National Organization; Junior AMVETS — are the sons and daughters (under 18) of AMVETS members.

The juniors undertake projects such as visiting a homeless shelter that benefits veterans and communities alike; and Sad Sacks — a fun-making and honor organization comprised of AMVETS members, the Sad Sacks who derive their name from the famouse cartoon character of World War II, provide as their chief community service project scholarships for nurses.

within 12 months, ownership of the land reverts back to the CCDC. For the majority of lots within Osceola, this effectively transfers the tax abatement currently available to homeowners to home builders, where the corporation hopes it will have a bigger impact on the community. There is one noteworthy exception.

Arbor Valley Lake “The lot giveaway program was not really developed with Arbor Valley in mind,” said City Administrator Ty Wheeler.

There are several lots nearer to the schools and downtown available. While, at present, lots at Arbor Valley

Lake are eligible, there’s little incentive for developers to take advantage of them once all things are considered.

“You can’t double or triple commit the same tax dollars,” said Wheeler. “If those tax dollars are used to buy a lot or abate the taxes for the property owners, then they aren’t available for a road.”

Homeowners currently investing in Arbor Valley Lake are counting on those tax dollars to pave the way to the city — literally. The development is located on Idaho Place, off 205th Street. Both are gravel.

see trying to make sure people have a place to live when they come here as part of economic development.”

Unfortunately, while word spread quickly about the CCDC’s “free land” initiative, no agreements are yet in place.

“They’re just so busy around here,” said Jay Iverson, the executive director of the Home Builders Association of Iowa, based in Des Moines.

There-in lies the need for incentives. People want new homes to buy, but builders have little reason to build in a small town when business in the Metro is booming.

The not-for-profit corporation invests in many areas of Osceola, from schools to the hospital and opportunities for recreation for the whole town.

“We are not quasi-government. We are not government,” said Trickey. “We have a membership in excess of 100 people and companies, and the board is elected by those members.”

The CCDC meets twice a month — 9 a.m. on the second and fourth Wednesdays — and all members of the public are welcome to attend.

The Zero-Cost Development initiative is somewhat complicated, but the goal is simple: improve opportunities in Osceola.

Buyer and builder incentives are an investment a community makes in its future. The pay-off is not immediate, but over time, these programs help bring in new businesses, create new services and, ultimately, keep the lights on.

Tuesday, Jan. 31, Mayor Thomas Kedley met with a local Boy Scout troop at City Hall to help them learn more about local government and how they can get involved.

Questions ranged from silly to serious, with an emphasis on the differences between city, county, state and federal government roles. The boys were also very interested in new park and recreation projects.

In February, the Iowa Iowa Grocery Industry Association announced the deadline for their Build with Bags program. Any group purchasing park equipment made of recycled high-density polyethylene (HDPE) plastic is eligible for a grant up to $2,000. Deadline for the grant applications is March 30. Winners will be announced on Earth Day, Saturday, April 22.

As spring gets closer, more programs focused on outdoor activities will be announced.

McCoy piano recital The piano students of Rachel McCoy performed in recital at LifePoint Assembly of God on Saturday, Jan. 21. Five of those students also competed in the Iowa Music Teachers Association pre-college district piano auditions. These were held at Graceland University in Lamoni on Saturday, Feb. 4. At Level A (ages 5-9) Macayla and Moyra Hicks received I-ratings. Moyra was also chosen as the alternate winner for Level A. Teryn Shields, Justin Hollinger and Amy Potter received I-ratings in Level B (ages 10-11). Justin was also chosen as the alternate winner for Level B. Congratulations to all of these students on their outstanding performances.

The Clarke County Reservoir Commission’s final site plan was approved Wednesday, Oct. 26, 2016, and the project has entered the land acquisition stage. Once purchased, structures on sites are demolished, wells are plugged and septic tanks must be decommissioned.

Thanks to a creative agreement with the DNR, landowners in select locations will be able to avoid relocation, which also means big savings for the commission.

“Their house is technically within the buffer area that DNR normally requires CCRC to have ‘control’ over for a water supply res-

ervoir,” said Project Coordinator David Beck. “However, after talking with the couple, CCRC proposed some variances at a handful of locations in the project to DNR.” The board voted Thursday, Jan. 19, to complete the purchase.

“We were able to keep the family where they wanted to stay, in their house,” said Brandon Patterson, “and save us quite a bit of money, too.”

According to Beck, the ​ commission was able to purchase just 16 of 22 acres and forgo the upheavel and expense of demolition. While five sites were included in the request, the remaining four have yet to receive DNR approval.
