Shortly after final unofficial results were read Tuesday night at Clarke County Courthouse, Mayor Thomas Kedley gave Rob K o v a cevich a congratulatory handshake. Kovacevich, run- Kovacevich ning on the Demo-

cratic ticket, won the Clarke County sheriff election in one of the most tightly contested races in the county for partisan offices. Kovacevich prevailed with 48.53 percent of the votes and Ed Stoll received 31.90 percent. George Williamson finished with 19.38 percent of the vote. Clarke County experienced a slew of new voter registrations during Tuesday’s voting period. In total, 4,499 or 73.29 percent of 6,139 registered voters cast ballots in the general election.

CCHS to perform ‘Footloose’ CCRC approves final site plan By SCOTT VICKER

A resolution approving the final site location and authorizing public improvement, which may require acquisition of agricultural land by the use of condemnation, was passed by Clarke County Reservoir Commission during a public hearing Wednesday, Oct. 26. The new reservoir that will be built as a result of the resolution will be located at dam site 4B, the same location that had previously been proposed. Design of the reservoir will occur in 2017, with construction taking place in 2018 and 2019. The reservoir would then fill and be ready to use in the year 2020.

Tuesday, Oct. 4, Osceola City Council voted to assist in the construction of a hammerhead design at the end of the lane to aid in proper turnaround. In return, the developer, Pragnesh Patel, agreed to forfeit any tax abatement on the property. This plan has since changed, with the hammerhead design being replaced by a cul-de-sac in order to encourage the

Hilary Ferrand has joined the Osceola Sentinel-Tribune staff as news editor. Ferrand, 39, is from Fort Dodge. She replaced Amy Hansen Willey when Willey left the newspaper. “Osceola’s a charming town,” Ferrand said. “I’m really excited to take over.” Ferrand graduated from Fort Dodge Senior High School in 1996 and attended Westmin- Ferrand ster College in Fulton, Missouri. She has been a freelance writer for the past 17 years, working with magazines and newspapers such as E-The

development and resale of residential plots located at the end of the street. “From the city’s perspective, the cost for the materials wouldn’t likely change much between the two designs,” Wheeler said. “At this point, the city is supportive of whatever the developer feels will best accommodate future development, so long as the final project is constructed to city specs.” Original plans called for the development of Kelly Lane to be completed Dec. 1, 1999.

Kelly Lane project continues ■

According to Mark Duben of HDR Engineering, Iowa law requires the owner of a surface water source reservoir to have legal control of the land areas 400 feet from the shoreline at the normal pool level in order to provide adequate protection for water quality and protection against development in the immediate area of the shoreline. In July 2015, state legislature passed laws regarding the use of eminent domain that hampered Clarke County’s progress toward building a new reservoir. That legislation made it so the sizing of a new reservoir could not be based on any more than the size of the population in the most recent census – in this case 2010.
