Council brings back reports after previous meeting tension By AMY HANSEN

OST news editor • ahansen@osceolaiowa.com

After weeks of Osceola City Council members not having end-of-the-meeting verbal reports, or the sharing local news updates, during a Jan. 7 meeting, the city council voted 3-2 to bring council reports back on a regular-meeting basis. The motion passed with Councilmen Dr. George Fotiadis, Dan Hooper and Glenn Schaff voting yes. Councilmen Chris Dorsey and Dave Walkup voted no. “I was trying to use it to remind the public about issues that get swept under,” Fotiadis said. “Like, oh by the way, how’s the lake level? Or, has there been any progress on reservoir development?” Where it all started Council members haven’t been allowed to have their verbal reports since tensions escalated during a Nov. 19 meeting. At the Nov. 19 meeting, the council had been addressing concerns of the low voter turnout in the November mayoral and city council elections. During that time, Osceola City Administrator/Clerk Ty Wheeler said he’d gotten inquiries about whether having two at-large and three ward seats on the city council was hindering voter turnout, and would it be better to have all at-large seats for the entire city to vote on? Since the inquiries directly related to city affairs, Wheeler said he looked up

the rules in the Iowa Code and found council members can’t take it upon themselves to change at-large and ward seats. It has to be done by a petition and voted on by the public in a special or general election. Wheeler addressed his findings in an email to council members. During council reports Nov. 19, Schaff questioned Wheeler about who asked him to look into the issue. Discussion on the issue became heated and tensions started to escalate between council members. Mayor Fred Diehl had to step in and tell the council members they were out of order. Council reports haven’t been on the city council’s agenda since Nov. 19 Please see REPORTS, Page 4

A new direction Council in favor of transferring jurisdiction of Highway 152 to Clarke County By AMY HANSEN

OST news editor ahansen@osceolaiowa.com

Highway 69 won’t be redirected. Several months ago, there was a discussion between city of Osceola, Clarke County Supervisors and Iowa Department of Transportation (DOT) regarding the transfer of Highway 152 into either the city’s or county’s jurisdiction. The DOT currently has jurisdiction of Highway 152. A potential scenario that concerned the city involved the “straightening out” of Highway 152, redirecting Highway 69 west to Interstate 35 and proceeding south. During an Osceola City Council meeting Jan. 7, Ty Wheeler, Osceola city administrator/clerk, said the city

wasn’t in favor of that scenario. “While there would be funds initially, after the transfer was made, received from the DOT for the increased mainte- Wheeler nance and the significant amount of work that would go into Highway 69, we wouldn’t see any increase in our road-use tax, which is a function of our population,” Wheeler said. Tentative deal The DOT has continued discussions with Clarke County Supervisors regarding Highway 152, and Wheeler said a “tentative deal” had been reached. “(It) would have the county taking

(Highway) 152 as is, and receiving a transfer of jurisdiction fee of around $2.5 million,” Wheeler said. He added, $2.5 million is not a set monetary figure. Wheeler said he believes the county will use those funds for highwaymaintenance projects as they arise on Highway 152, but not a rehab project. Highway 69 will continue to be a state highway and won’t be redirected. It will stay as is. Small portion However, the DOT still wanted input from Osceola City Council because the city limits cover a small portion of Highway 152. After a quick discussion, the city council unanimously approved a motion to not enter into the jurisdiction of Highway 152 and give the responsibility to Clarke County.

Solar Bees to the rescue? Water department finding solutions for West Lake water taste, odor issues By AMY HANSEN

OST news editor • ahansen@osceolaiowa.com

The solution to the taste and odor issues with the drinking water from West Lake could be in the works. West Lake currently has

algae problems, and they start with the annual spring rains. “Basically, all the runoff in the nutrients get in the lake because of the heavy rains, and then it turns really hot and dry,” said Osceola Water Superintendent

chemicals, however, it’s not working as effectively as it has in the past. Long term? The water department has looked at different types of treatments, but with Clarke County Reservoir Commission’s ongoing Squaw Creek Watershed lake project, Patterson said something long term and costly for West Lake might not be the best option. The ongoing CCRC lake project could provide a water supply for Osceola and Southern Iowa Rural Water Association (SIRWA) with an 816-acre lake, which could provide 2.2 million gallons of water per day. West Lake, the current water source for Clarke County and SIRWA, isn’t meetings its needs. Solar Bees What’s the best solution for the algae problem at

West Lake? The answer could be Solar Bees. Solar Bees, which look like pumps or fountains that disperse water, are solar powered and placed in lakes to help provide long-distance circulation in order to control harmful blue-green algae blooms, reduce taste and odor issues, improve fish habitats and improve overall water quality. Each Solar Bee unit costs approximately $54,000. Patterson said studies have shown West Lake needs two units. Solar Bees could also offset chemical costs in the water-treatment plant, Patterson said. Osceola Water Department is currently in the process of applying for grant assistance to purchase Solar Bee equipment. Department officials are wanting to have the equipment in-

High marks for Clarke County Hospital

Wanda Redman

By BRIAN EVANS

Van Wert

Chief executive officer, Clarke County Hospital

Last week’s newspaper had a story about Lucas County Health Center (LCHC) being recognized by Press Ganey for notable patient satisfaction scores in their emergency department. At Clarke County Hospital, we are happy for them and acknowledge the hard work they’ve put into achieving this honor. It is great for their community to have a place like LCHC to go for their emergency needs. Achieving national recognition is a team effort and requires dedication from every staff member to provide consistent quality care for all who walk through the door. But, you don’t have to look too far for quality care in this community. Clarke County Hospital has been commended multiple times for excellent health care service. Comparing apples to apples, Press Ganey ranked Clarke County Hospital emergency department within the top 4 percent (96th percentile) of U.S. hospitals for quality care in 2012 and in the 93rd percentile in 2013.

OSCEOLA SENTINEL-TRIBUNE

Additionally, Clarke County Hospital was presented with the National Rural Healthcare Organization of the Month in March 2013 and the 2013 Excellence in Patient Care award. Recognized as an employer, Clarke County Hospital was included on the 2012 and 2013 Des Moines Register Top 100 Work Places in Iowa. Beyond the emergency department, our other service areas also received high marks from Press Ganey in 2013: • 97th percentile in outpatient services • 95th percentile in diagnostic imaging • 93rd percentile in hospital stay services • 90th percentile in ambulatory surgery To conclude, Clarke County Hospital continually performs in the top quartile in all of our service lines. “Excellence Close To Home” isn’t just a slogan, it is who we are. The people we care for every day are our families, friends and neighbors. We constantly strive for excellence because of the people we care for deserve no less.

REPORTS: Continued from Page 1

Addressing the tension During the Jan. 7 meeting, Diehl said he felt council reports should be used when announcing something new and educational, rather than to criticize employees. Fotiadis said many issues can be solved at council meetings through a quick comment or a question. However, many issues can also be solved by city employees and staff, and things should go through their appropriate channels. “I like the idea of reporter comment,” Fotiadis said. “I like the opportunity sometimes, and I may not use it all the time, I like the opportunity to put something out.” Fotiadis added, he wants to keep topics positive and developmental. Hooper brought up the subject of department updates and said it would be beneficial to have monthly reports from Osceola Volunteer Fire Department. “You can’t appreciate something

if you don’t know what’s going on,” Hooper said. Ramifications Dorsey said he agreed with many of the things Fotiadis said, but he wanted to make sure the council stayed productive during meetings and not councilmen saying things that are just on their mind. “I see an asset in it. I see it’s valuable,” Dorsey said. “But, from a person who also understands some of the ramifications of things that are said through print, through verbal, it’s something we also want to be careful of … we really need to be very conscious of some of the things that we say.” Walkup said everything discussed during council reports should stay positive, even if you don’t agree with what another person is saying. “As a team, I think we’re positive, and we’re the team of Osceola,” Walkup said. “It (the report) reflects on what we do here and what we say here. And, also, I think we have to have respect for our employees.”

is going to be better,” Patterson said. “The reason for looking at this approach is it’s not only going to help the water quality, but the lake itself — the fishery side of it.”

Patterson said whenever there’s algae blooms and oxygen depletion, it affects the fishing and recreation. “Virtually, in the future, when we get our new reservoir, these units will still be used and benefitted in the lake,” Patterson said.

Hanson selected for SCIBA Honor Band Chris Hanson was selected to participate in the South Central District Honor Band. Auditions were held on Thursday, Dec. 5, at Roosevelt High School Hanson in Des Moines. “The competition for a spot in this honor band is very tough and this is especially true in the area of percussion where Chris was auditioning,”

said Clarke Community High School Band Director Brad Lampe. The SCIBA Honor Band concert was held Jan. 11 in Ames. “Also a big thank you to the other students who auditioned but were not accepted into the honor band,” Lampe said. “It takes a great deal of work and dedication to even audition for this event.” The other students who auditioned were Audrey Sebring, Macey Snell, Dakota Davis and Nick Johnston.

Burmeister bests Larson

By SCOTT VICKER

Morris entered the game averaging 25.9 points per game, but finished with just 12 points for the contest. Morris E i g h t of those points came in the second half. “I felt like we did a good job of getting him screens and trying to find him,” Larson said about the second half. “A lot of times, we didn’t set good, solid screens.” The Indians did manage to knock down five 3-pointers in the second half and eight for the game. Nodaway Valley improved to 9-0 overall and 7-0 in the Pride of Iowa Conference with the win, while Clarke fell to 1-9 for the season.

Nodaway Valley head coach Darrell Burmeister said he really didn’t want to play the game. But, at the end of the day, his team came away with an 81-46 win over Clarke here Saturday in a game that featured Burmeister taking on former Nodaway Valley standout James Larson as opposing coaches. “It’s hard to go against one of your former players on the state championship team, but we got this game over with,” Burmeister said. “It’s a good win, and we were coming off a big win last night (at Pleasantville on Friday), so I wasn’t sure how our guys were going to react.” For Larson, a member of the 2005-06 Nodaway Valley state championship team now in his second season as head coach of the Indians, coaching against Burmeister was a different experience. “I was kind of nervous at first,” he said. “I’m used to being on the bench, hearing him yell at me. But Larson it was fun. It was fun to go against the old team and seeing if we can compete with them.” Less than 24 hours after holding off upset-minded Pleasantville, 69-61, the Wolverines looked a little shaky at the start on Saturday.

Clarke senior post player Matt Blanchard looks to pass to a teammate while being defended by Nodaway Valley’s Zach Plymesser in the second half of Clarke’s 81-46 loss to the Wolverines on Saturday. Blanchard finished with 12 points and seven rebounds.

In a scoreless game just 1:23 into the game, Burmeister called a timeout because his team had given up several offensive rebounds to Clarke. Midway through the first quarter, the score was still just 4-2 in favor of Nodaway Valley. But, the Wolverines finally got into a groove, as the first quarter ended with a TJ Bower rebound, who found Zach Plymesser near halfcourt on an outlet pass, who then passed to Jackson Lamb under the basket for a nifty reverse layup, making the

score 15-3. Clarke was held without a field goal in the first quarter. “We have a tendency to play good at times, and there’s those few minutes we don’t focus on each and every possession, and that’s when those teams start to make runs on us,” Larson said. “You’ve got to play an entire 32 minutes.” After the Indians got a pair of 3-pointers from freshmen Brandyne Olin and Troy Morgan to cut the lead to 15-9, Nodaway

A hot night from behind the 3-point arc helped Clarke build a 10-point second half lead, but Nodaway Valley chipped away and came away with a comefrom-behind 49-47 win over the Lady Indians here on Saturday. The Lady Indians knocked down six 3-pointers in the first half, including three from senior Carley Robins, in building a 25-19 lead at the break. “She’s funny, because she makes that first shot, she’s lights out,” Clarke head coach Eric Zoske said about Robins. “Last three games she’s made her first shot. It’s nice to see her coming out of her coma she’s been in at the start of the year. When

these seniors start shooting like that, we’ll be fine.” Senior guard Libby Bemis got a basket off a Robins pass and then knocked down two free throws to extend the lead to 29-19 early in the third quarter. But, Nodaway Valley answered with an 18-5 run to take a 38-34 lead when Josie Carter dished to Jessica Nelson in the corner for a 3-pointer. It was Nelson’s second 3-pointer of the run. Carter had scored the first nine points of the half for the Wolverines, hitting a pair of 3-pointers of her own. “We used an 18-5 run midway through the third quarter to tie the game and played well enough down the stretch to pull out a hardfought win against a physical, hot-shooting Clarke team,” Nodaway Valley head coach Tom Thompson

said. The Lady Indians briefly regained the lead when Robins sank another 3-pointer and got a bucket to make it 39-38, but Paige McElfish ended the quarter with a free throw to tie the game at 39-39. A McElfish bucket with less than 5:00 in the game gave the Wolverines a 4440 lead, but Robins hit her fifth 3-pointer of the game to make it 44-43. After Carter converted a layup off a steal, Robins knocked down her sixth 3-pointer to tie the game at 46. Josie Clarke got a bucket in the post with 2:39 left to make the score 48-46, and Baylie Balcaen would make one of two free throws to cut

Valley ended the half on a 22-8 run. “We were struggling offensively,” Larson said. “Just couldn’t figure out what to do, and finally, our freshmen stepped up. And the best part about it is they’re freshmen.”

Second half Clarke couldn’t close the gap at all in the second half, as Bower scored 12 of his game-high 22 points in the second half. Bower got to the free throw line on four different occasions in the second half.

“TJ is really good on that first step and breaking kids down,” Burmeister said. Burmeister also played Lamb on Clarke leading scorer Colin Morris during the second half in a chaser defense. “I thought we’d mix it up a little bit on them, so he’d get a little different look,” Burmeister said. “We ran that chaser, so we always had two other people helping out on the person who was guarding Morris. I thought that really cut down on his shots tonight.”

it to 48-47. Clarke made 1-of-2 free throws with less than a minute left to give Nodaway Valley the 49-47 advantage. But, the Wolverines had to hold off one last effort from the Lady Indians. Clarke head coach Eric Zoske called timeout with :04 left in the game and drew up a play for the final shot. Bemis ran off a series of screens in a circular motion from the left wing, to the top of the key and to the left block from the right wing, where she found herself wide open. But, the inbound pass was just short of Bemis, knocked away by Nodaway Valley, which survived the scare to win 49-47. “The play was there,” Zoske said. “Credit the girls for running that correctly. We’d never practiced that. We just drew it up there on the sideline in

30 seconds. Maybe we just needed one time to practice it. If Libby gets two hands on that, it’s a layup as the buzzer is going off.” Robins scored a gamehigh 21 points for Clarke to go with her three rebounds, two steals and two a s s i s t s . Robins B e m i s added 11 points with five rebounds and three assists. Maddi Heath scored seven points with five rebounds. Balcaen grabbed a team-high eight rebounds. Devon Carson scored five points with five assists. “That one stings a little bit,” Zoske said. “We’re up by 10 in the third quarter, we just need to learn how to withstand their comeback. But we did a good job. We hit 10 threes tonight. If you tell me we’ll

make 10 threes in a game, I’ll tell you that we win that one. Credit Nodaway for really just, in the terms of a boxing match, they kept throwing haymakers to our haymakers.”

Main Street Iowa Challenge grants announced Iowa Economic Development Authority announced Osceola Chamber Main Street is to be awarded a Main Street Iowa Challenge grant in the amount of $65,000 for the O’Hair building project located at 130 S. Fillmore St. in Osceola. Pat and MacKenzie O’Hair represented the JSP Investments at the event. “This grant is just another example of the prosperity and drive shown by Osceola,” said Chance Porter, president of Osceola Chamber Main Street. “We are having a lot of great work being done in 2014 and we hope this continues to inspire growth and confidence in our downtown and our community as a whole.” A total of $951,000 in Main Street Iowa Challenge grants will be awarded to fourteen Iowa communities through a fund administered by the Iowa Downtown Resource Center and Main Street Iowa. The funding will be distributed in the form of grants to the selected Main Street programs. The estimated total project cost of the fourteen projects

is more than $3.6 million. Representatives from the Iowa Economic Development Authority and Main Street Iowa made the announcement during a special check presentation ceremony held at the Des Moines Botanical Center. The grants will benefit local improvement projects such as façade improvement and restoration, stabilizing buildings devastated by fire, upper floor rehabilitation and stabilizing and rehabilitating severely deteriorated buildings. “These challenge grants have proven to be catalysts for the revitalization of Iowa’s historic Main Streets” said IEDA Director Debi Durham. “Reinvesting in our traditional commercial districts is good business. It’s good for our economy and good for our state. These projects will bring new businesses and new residents to our downtown districts.” “Each project must provide at least a dollar for dollar cash match” said Main Street Iowa State Coordinator Michael Wagler. “Overall, these projects will leverage almost three times that

Clarke middle-school students chosen for honor band Four eighth-grade students from Clarke Community Middle School will participate in the 25th annual Simpson College Orpheus Honor Band Festival Tuesday, Jan. 21. Band members were chosen not only based upon written recommendations from their band teachers, but also to provide proper instrumentation for two balanced honor bands of equal playing ability. Both of the honor bands are named for Simpson’s colors — the red band and gold band. Students from 46 different schools have been given

music to practice in advance of the festival. On the day of the festival, all of the students will rehearse together during the morning and afternoon as an ensemble for the first time. Then, that evening, they will present a concert for the public. Each of the two honor bands has approximately 75 members. Holly Smith, an eighthgrade clarinet player, and Parker Smith, an eighthgrade trombone player, were selected to perform with the gold honor band. Remington Cook, an eighth-grade trumpet player, and Riley Elben, an eighth-grade euphoni-

um player, were chosen to perform with the red honor band. They are all students of Christie Averweg, Clarke Community Middle School band director. The concert will begin at 6:45 p.m. with a performance by some Simpson College instrumental ensembles, followed by both of the middle-school honor bands. All of the performances will take place in Pote Theatre at the Blank Performing Arts Center on the campus of Simpson College in Indianola. The concert is free and open to the public.

Intruder alert! By The Rev. Dr. Al Adams

First Christian Church (Disciples of Christ)

It seemed so simple — and so fun. She’d just have a few friends over for a party. Mom was gone for the weekend — what she didn’t know wouldn’t hurt her, right? What Jill hadn’t counted on was the fact that the house was clearly visible from the apartment complex down the street. She hadn’t thought through all the possibilities, such as: What if some of the teens from those apartments notice the ‘get together’ at her house? What if they decide to come and check it out? What if they bring, say, alcohol and smokes (of varying kinds)? What if things get way out of hand? What if the house ends up a big mess? What if Mom comes home just a little sooner than expected? So Jill’s plan began—- and turned out far differently than she ever expected. Mom came home to some interesting discoveries: Glasses with alcoholic drinks still in them, stashed in cupboards, behind and under furniture. Full ashtrays under furniture Interesting rearrangements of furniture And more ... After arriving and making some of those interesting discoveries, Mom asked Jill, “What happened?” “Oh my gosh, Mom, I never thought this would happen. Those kids just came over. Before I knew what was happening, they just ...” That day, Jill learned the importance of thinking ahead. She learned about planning, imagining possibilities, probabilities and consequences. Jill also learned an important life lesson — there are “intruders” everywhere, not just at parties, but in life in general. It’s not always easy to “keep them out of your house,” as the scripture warns us to do. Sometimes these “intruders” slip in, unnoticed until they make themselves known — usually in unpleasant ways. While the instruction, “Do not receive into the house or welcome anyone who comes to you and does not bring this teaching; for to welcome is to participate in the evil deeds of such a person.” (2 John 10-11) may seem particularly harsh, it is true. Many times it seems that the closer we are walking in God’s grace, love and purpose for our lives, the more determined these “intruders” are to get in the middle and ruin things. We must always be on the lookout. We must always stay connected to God, because God will open our eyes and give us the wisdom and sight we need to recognize these “intruders” in time — for what they really are. Once we recognize them, we can rely on the presence and power of God’s holy spirit to defeat them. Better yet, as we grow and deepen our relationship with God through Jesus the Christ, we will become more and more able to recognize the “intruders” as they approach. We’ll be able to take “holy evasive action.” So spend time with God this week. Pray. Read scripture. Share with Christian friends. Be spiritually awake and aware for the next “intruder alert!” from God.
