Osceola Foods GM appointed as city’s reservoir commission representative By AMY HANSEN

While the people appointed to the city’s new boards are definitely qualified, there was one appointment that stood out among the rest. For the city representative on Clarke County Reservoir Commission (CCRC), new Osceola mayor T h o m a s Kedley Kedley appointed Clint Walters, general manager of Osceola Foods, to take former Mayor Fred Diehl’s seat on the commission. “I felt Clint would be a great person to serve on that board because Osceola Foods, it’s the largest in-
dustry in Osceola — Clarke County, really. And, they use a lot of water. Water is a huge concern to industry around here,” Kedley said. “I’ve talked to Clint for hours about the reservoir commission, and I felt he was a quality appointment.” CCRC is in the process of building a new reservoir in northern Clarke County. The commission has monthly meetings, which are typically every third Thursday at 9 a.m. at Clarke County Development Corporation. The alternate is Ty Wheeler, city administrator/clerk, to take Charlie Morgan’s seat. Board appointments took place during the Jan. 5 Osceola City Council meeting. Can Osceola have its own recreational center? That’s been an issue on the back burner of local officials’ minds for many, many years. “The parks and recreation center is kind of like my depot,” said new Osceola Mayor Thomas Kedley during a Jan. 5 city council meeting. “We are a growing community. As a teacher, I see students every day after school saying, ‘There’s nothing to do here. There’s nothing do.’ If we want to keep quality of life good for citizens, we need to provide them something to do.” In 2010, the parks and recreation board had authorized in its budget to work with an architect to develop a set of plans for a recreational center. Three similar layouts were designed,
and they were presented to the city council late that year. Since then, there hasn’t been any action on this concept from the city council. In 2012, the parks and recreation board commissioned a feasibility study and brought in a consultant to ascertain how much could be privately raised in the community, which figured approximately $1 million. “Again, there was no action taken … it was shelved,” said Ty Wheeler, city administrator/clerk. Wheeler New interest Wheeler said the recreation center came up again in the last city council/ mayoral election, especially with Kedley. “Now, I’m not picturing, in fact I hope we wouldn’t move as quickly to
say, ‘Hey, we motion to approve these plans.’ But, I think this should be the beginning of a thorough discussion about this project because it has been hanging out in the community for several decades,” Wheeler said. “I think we’ve got renderings that go back to when the pool was still by the street shop. It goes back a long time.” Council members were concerned about the project being a major investment for the community and how it could be funded. It’s a topic that would require special meetings, including those with members of the public. The council thought park and recreation board members would need to act as liaisons and spearhead the issue.
