Illinois has a people problem The U.S. Census Bureau released new migration data on Dec. 20, and it’s frightening. Illinois has a massive people problem.

From July 2015 to July 2016, the state’s population declined by more than 37,000 people.

That’s the worst population loss in the nation, and likely will mean the loss of a seat in the U.S. House of Representatives. Pennsylvania, which also experienced a net population loss in the Census, now is set to overtake Illinois as the fifth-largest state. Illinois is simply sliding backward faster.

Census data show an alarmingly rapid trend fueling Illinois’ shrinkage: Illinoisans leaving for greener pastures. And Springfield has had practically no solutions for this problem.

Illinois lost more than 114,000 people to other states over this period. That’s akin to losing almost the entire population of Peoria in a single year, or one Illinoisan every four minutes 36 seconds.

Lynn Cisco is one Peorian who already has left.

After moving to Indiana in 2015, Cisco said her family is saving more than $400 a month on property taxes alone.

“We felt like suckers for staying [in Illinois] for so long. That [property tax] bill affects how you structure your family,” she said.

Cisco’s husband works for Caterpillar as a service engineer and was transferred to Lafayette.

“I’m convinced Caterpillar is slowly, stealthily moving out of Illinois. The world headquarters might stay in Peoria, but the manufacturing is absolutely leaving,” she said.

The long-term trend of Illinoisans leaving for other states is astonishing.

Since 2000, Illinois has lost 1.2 million more people to other states than it gained from other states. This is roughly equal to the 10 largest Illinois cities outside of Chicago vanishing: Aurora, Rockford, Joliet, Naperville, Springfield, Peoria, Elgin, Waukegan, Champaign and Arlington Heights.

Tom Paul is leaving for Arizona.

He’s worked as a police officer and crime analyst in a village near the Wisconsin border for 30 years. But he won’t be able to afford Lake County property taxes on a fixed retirement income.

After that bill hit $5,000 a year in 2013, he and his wife began planning their escape.

“Our kids are here, our grandbabies are here, but we’ve done the numbers on trying to maintain a home in Illinois, and that math does not work at all,” Paul said. “We’ve lived here all our lives, so the weather wasn’t really a driver. The main driver is the fixed income and zero trust in government to get these costs under control.”

Some politicians refuse to believe this flight of people and wealth means anything about the state of the state. Steve Brown, the spokesman for House Speaker Mike Madigan, had this to say about Illinois’ out-migration during an August interview on Chicago’s AM 560: “The important thing is to figure out the ‘why.’ What part of it is due to the quality of government services, and what part of it is due to your grandchildren living somewhere, you’re retiring, [and] you want to be in a warmer climate? Nobody’s ever done that kind of qualitative analysis of the ‘why’ part.”

Brown was either clueless or lying.

The Paul Simon Public Policy Institute found in October that nearly half of Illinoisans want to leave the state. Pollsters asked why. The most common response? Taxes.

And data show it isn’t retired snowbirds driving the majority of Illinois’ migration losses: It’s working-age adults.

Kayla Williams and her young son are leaving for Minnesota.

The budget impasse has thrown her work as a legal advocate for domestic violence victims into disarray. And she pays about $3,700 a year in property taxes on a Springfield home she can’t sell for $50,000.

“We tax everything, and there’s still money for nothing,” she said. “You can’t really get much of a break in Illinois.”

Good luck trying to balance a state budget in the long term while young taxpayers like Williams are leaving in droves.

And hiking taxes on a population that’s clearly had enough is a great way to accelerate that trend.

Springfield lawmakers need to take a hard look at the long-term drift that has led the state to this point. Blaming the budget impasse is convenient, but it isn’t grounded in reality.

Illinoisans pay among the highest property taxes in the nation, suffer under the worst manufacturing job growth in the region, and aren’t seeing any signs of a better jobs climate or lower tax burden in the near future.

Illinoisans are holding politicians accountable for this state of affairs in the most damning way possible: mass exodus.

hprokop@shawmedia.com HUNTLEY – As Karel and Greg Roth of Wonder Lake rang in the new year, they joked that it wouldn’t be them having the first baby in McHenry County this year.

Less than two hours later, Karel

Roth was in labor at Centegra Hospital – Huntley, and by 5:34 a.m. her son, Korben Scott Roth, was born.

The baby, weighing 7 pounds, 3 ounces and measuring 20 inches long, was the first born in 2017 in McHenry County.

“No matter who’s holding him, he gets quiet,” Greg Roth said. “… He’s been very content.”

The hospital staff made the morning fun, Karel and Greg Roth said, and were in contact with nurses at Centegra Hospital – McHenry to see who would have the first baby of the county.

Saturday night at Centegra Hospital – Huntley, a baby was born at 11:56 p.m., just missing the new year, Centegra Hospital spokeswoman Michelle Green said.

On Sunday morning, Korben was visited by his 4-year-old sister, Leanne Roth, who Karel Roth said already wants to help

“Now I have another one to see how he grows up and who he becomes.”

“At first she just wanted to look at him,” Greg Roth said. “She just kept saying, ‘I just want to look at him, I just want to look at him.’ And then after about 15 minutes, she sat and held him.”

Greg Roth is adopting Leanne, so Korben is his first child, he said. When the family goes home, he said he is looking forward to learning what to do with a newborn.

“I get nervous holding him,” Greg Roth said. “He’s little, and I feel like they’re so fragile.”

Korben’s name was inspired by a character in the movie “The Fifth Element,” his parents said.

His middle name, Scott, is the name of both Karel Roth’s father and stepfather.

Greg Roth said this was the third baby in their family to be born in the past week.

Korben’s due date was Jan. 12.

The family expected to leave the hospital Monday, and Karel Roth said she was looking forward to being herself again and spending time with both of her children.

“I just love watching them grow up,” Karel Roth said. “I love watching my daughter, her personality and just the way she bloomed. And now I have another one to see how he grows up and who he becomes.”

Pasta, pizza sauce company honors late restaurant owner Woman keeps father’s Italian tradition alive

nlinhart@shawmedia.com WOODSTOCK – For 16 years, Brianna Pirro’s father, Terry, owned an Italian restaurant, Pirro’s Restaurante, formerly located at 228 Main St. in Woodstock. However, he had to give up his restaurant after he was diagnosed with cancer, which ultimately resulted in the restaurant closing its doors in 2012.

The same year the restaurant closed, Brianna Pirro helped her father start a new business venture – Pirro’s, a pasta and pizza sauce company that distributes jars of their sauces to various retailers.

“It’s very important to keep this going for him,” Brianna Pirro said. “My father passed away in May 2016, which I think has really driven me to expand the business and build on his legacy.”

How you can be more strategic in the new year The new year is here. I personally believe each day is an opportunity to improve yourself, strengthen your skills and work toward being a better version of you, so consequentially, I hate resolutions. It is often the minor adjustments to your habits that build to greater permanent behavior changes. Sometimes, it is just a simple change of mindset. Change requires some intention and strategic thinking.

So, what specific steps can you take to increase your ability to be more strategic in your role?

Believing that strategic thinking can be done regardless of your profession, your role within your company and your stage of career is a huge step. Strategic thinking should be done at every level of a group, and more importantly, at every stage of your career. Strategy is defined as “a plan of action or policy designed to achieve a major or overall aim.” Who of us wouldn’t benefit from a plan of action for the next 12 months?

Harvard Business Review columnist Nina Bowman recently identified four key abilities to improve your strategic thinking ability: the ability to know, think, speak and act.

Push yourself to ask for additional perspectives, teach yourself to view facts from multiple perspectives and explore multiple potential outcomes. Are there issues that are reoccurring? Is there another way? What does success look like? What could affect it? What are the early signs of failure? Without sharing these conversations, you are bound by your view of the universe and limiting the possibilities.

The ability to speak

Being able to speak in a coherent, concise way is a critical skill of strategic thinkers. Strategic thinkers often are able to communicate in visual terms, to paint a picture to help people focus on the key principles. They lay out their thinking in orderly, sequential steps, bringing their audience through the process. They provide their audience, whether in conversation or presentation, with a high level overview to keep the conversation from

falling into a tactical discussion. Like journalists, they speak concisely to the big points first rather than build up to them. Being succinct is a critical skill to communicating strategy effectively.

The ability to act

It is easy to fall into the confusion between busy and productive. I often have to check myself to prevent my calendar from becoming so filled that I lack the time or energy to act on any of the results of my numerous meetings.

In order to embrace a habit of strategic thinking, you must have a calendar that allows for time to think. You schedule time for all of your important tasks. Strategic planning is clearly an important task that requires time, focus and intention. Schedule it.

Strategic thinking is a process that requires time, practice and attention. It is a skill that grows more familiar with time. But once mastered, it allows you to contribute at a higher level, regardless of your role within your organization. Time is the great equalizer – we each only have 24 hours. It is how you use them that truly sets us apart.

In the 24 years where the first five days in January were negative, the results were much less predictable.

There were 13 of these 24 years where the market ended with a positive gain, and 11 of the 24 years ended with a loss.

The average gain across all 24 years was less than 1 percent a year, as compared with the 13.6 percent average gain a year across the 42 periods where the first five days in January were up.

We’re in the first five days in January. It may be worth noting whether the S&P 500 ends up positive or negative for this period.

Historically, if it’s positive, 83 percent of the time in the past 66 years, the market ended up making money for the year. Also, if the entire month of January ends up positive, 90 percent of the time in the past 66 years, the market ended up with a gain for the year.

Keep your fingers crossed for a good January.

Two patterns in January have historically predicted the direction of the stock market for the rest of the year, according to the Stock Trader’s Almanac.

What is known as the January Barometer shows that as the S&P 500 goes in January, so goes the year. If the S&P 500 is up in January for an overwhelming amount of time, it will be a good year for the stock market. And if the S&P 500 is down in January for the overwhelming amount of time, the market won’t do that well for the year.

This barometer has registered only eight major errors in the past 66 years, which goes all the way back to 1950.

This gives it an 87.8 percent accuracy ratio.

There have been 40 up Januaries out of 66 since 1950. Thirty-six of them ended the year with a positive return.

This means that over this time period, 90 percent of the time when the S&P 500 is up in January, it ended the year with a positive return.

Down Januaries are harbingers of trouble ahead. There have been 26 of them since 1950. All of these down Januaries were followed by a new or continuing market crash, a 10 percent correction or a flat year, although 12 of them ended the year with a positive gain.

The other pattern to watch is January’s first five days. In 42 of the past 66 years in the first five days of the year, the S&P 500 was up. This was followed by positive gains in 35 of the 42 years. This means that over this time period, 83 percent of the time when the market is up during the first five days of the year, it ended the year with a

DIXON – David Swegle wanted to do something unique for his Eagle Scout community project, and bringing the dead back to life certainly qualifies for that category.

The 15-year-old Dixon native isn’t going the route of George A. Romero or Mary Shelley, but he is bringing a second life to some of the oldest tombstones in Oakwood Cemetery.

“I think it’s great to do it because the stones have been buried for 100 years,” he said. “Now, we’re bringing them back to life and giving them a chance to be noticed.”

Swegle, a history buff and sophomore at Newman Central Catholic High School, sought a project that was both rooted in history and beneficial to the community in his trek to become an Eagle Scout, the organization’s highest achievement that only about 5 percent of Boy Scouts reach.

He found such an undertaking after reaching out to the Lee County Historical and Genealogical Society and discovering society President Pat Gorman had been restoring grave markers in the cemetery in his spare time.

Swegle worked with Gorman and identified eight stones that had been buried, broken or displaced, the oldest of which dates to 1845 and belongs to 2-month-old William McCraw.

“The grass keeps encroaching on them and just swallows them up,” Gorman said.

Before unearthing and taking the stones for repairs, Swegle filled out a

stack of paperwork requesting the city’s permission for the project in May. He and Gorman dug them up last month – large sandstone slabs weighing about 80 to 100 pounds each – and Swegle and two other scouts in the Dixon-based Troop 85 cleaned them.

Cleaning consisted of applying a special solution geared to removing algae and other material, scrubbing the stones, and hosing them off.

The next step was to re-letter the stones using pungent, dark shadow paint. They plan to seal the stones this weekend, store them during the winter and replant them in the spring.

Swegle also plans to research the departed to discover pieces of their history, their family and the like.

“It’s important to learn about the people of our past, what they did to shape our lives and how they affected everything we do today,” he said.

Gorman and Tom Kitson, a Lee County Board member who began restoring a tombstone about a year ago and is helping to oversee the project, said there could be more than 100 stones buried in the cemetery.

“If you drive through the cemetery and just look at it, it’s just devastating seeing what nature and vandalism have done to the stones,” Kitson said.

The project centers around the eight stones, but Swegle plans to continue the restorations as a hobby, slowly breathing life into stones that have been weathered by time, vandalism or accidental damage.

“I could spend my whole life doing it – there’s just so many that are buried,” he said.

Sandra worked for UOP with other family for many years prior to raising her family and later worked as an administrative assistant for Arthur Andersen.

In 1981 they moved to Wayne, Illinois.

Robert passed away in 1989.

In 1997 Sandra met Gerhard Landrowski and the couple made their home in Algonquin.

They have been devoted to one another for many years.

She was a member of the Boulder Ridge Country Club, book club and mahjongg group.

The Associated Press CHICAGO – One of the most violent years in Chicago history ended with a sobering tally: 762 homicides, the most in two decades in the city and more than New York and Los Angeles combined.

The nation’s third largest city also saw 1,100 more shooting incidents last year than it did in 2015, according to data released Sunday by the Chicago Police Department. The statistics underline a story of bloodshed that has put Chicago at the center of a national dialogue about gun violence.

The numbers are staggering, even for those who followed the steady news accounts of weekends ending with dozens of shootings and monthly death tolls that hadn’t been seen in years.

The increase in homicides compared to 2015, when 485 were reported, is the largest spike in 60 years.

Police and city officials have lamented the flood of illegal guns into the city, and the crime statistics appeared to support their claims: Police recovered 8,300 illegal guns in 2016, a 20 percent increase from the previous year.

ROCKFORD – Rockford police said one man is dead and three others were injured during a New Year’s Day shooting at a hotel.

Rockford Police Chief Dan O’Shea said there was a large group of people fighting in a hallway at Cliffbreakers Riverside Hotel and Conference Center early Sunday. He said several people exchanged gunfire. The chief called it “chaotic at best.” He said investigators are trying to figure out exactly what happened.

O’Shea said no arrests have been made and is asking for anyone with information to contact authorities.

Lovelace team seeks to bar testimony, evidence in retrial

QUINCY – Defense attorneys for a former western Illinois prosecutor accused of killing his wife have filed motions seeking to bar some evidence against their client offered by prosecutors.

Curtis Lovelace is charged with first-degree murder. He’s accused of suffocating his first wife, Cory Lovelace, in 2006. The jury in his first trial failed to reach a verdict.

In motions filed last week, Lovelace’s attorneys asked that evidence obtained from Lovelace’s laptop computer be excluded.

Coroner: 4 dead in southern Illinois small plane crash

VIENNA – Authorities in southern Illinois said four people died New Year’s Eve after a single-engine plane crashed in a wooded area.

Johnson County Coroner David Rockwell said he pronounced the two men and two women dead at about 8:15 p.m. on Saturday at the scene of the crash. He said the victims all appear to be adults and their identities are unknown. The Federal Aviation Administration said a Piper PA28 small aircraft crashed in unknown circumstances on Saturday night.

The FAA said it and the National Transportation Safety Board will investigate the crash.

Police said the shootings in those areas generally weren’t random, with more than 80 percent of the victims having previously been identified by police as more susceptible because of their gang ties or past arrests.

The city has scrambled to address the violence. Mayor Rahm Emanuel announced last year that 1,000 officers would be added to the police department. At the same time, police officials have been trying to figure out why homicides and shootings – which began climbing the year before – suddenly surged.

On Sunday, Johnson said he hoped several initiatives – including more street cameras in some of the city’s most dangerous neighborhoods, and the expansion of gunshot-detection systems – would lead to more arrests and drive down the violent crime rate.

Johnson has said several factors have contributed to the increased violence.

He noted 2016 was the first full year since the city was forced in November 2015 to release video of the fatal police shooting of Laquan McDonald, the black 17-year-old boy who was shot 16 times by a white police officer.

Rockwell said autopsies will be scheduled.

Springfield Crime Stoppers cold case effort leads to tips

SPRINGFIELD – Officials said a Springfield initiative focusing attention on old homicide cases that started in the spring still is generating tips.

Springfield Police Officer Mike Badger is coordinator for Crime Stoppers of Sangamon and Menard counties. He said no arrests have been made in the 30 homicides the program highlighted.

However, the Crime Stoppers program received another tip on one of the cases last week.

The Springfield State Journal-Register reported that the program initially focused on 10 unsolved homicides in Springfield and the surrounding area between 2003 and 2014. To help spur tips, Crime Stoppers is offering $5,000 instead of the usual reward of up to $1,000.

ISTANBUL – Turkish police struggled Sunday to track down a gunman who attacked New Year’s Eve revelers at a popular Istanbul nightclub, killing at least 39 people, most of them foreigners. Close to 70 more were wounded.

The attacker, armed with a long-barreled weapon, killed a policeman and a civilian outside the Reina club around 1:15 a.m. before entering and firing at people partying inside, Istanbul Gov. Vasip Sahin said.

“Unfortunately, [he] rained bullets in a very cruel and merciless way on innocent people who were there to celebrate New Year’s and have fun,” Sahin told reporters.

Nearly two-thirds of the people killed were foreigners, many from the Middle East, Turkey’s state-run Anadolu Agency said. It said the bodies of 25 foreign nationals killed in the attack would be delivered to their families Monday.

Countries from India to Belgium reported their citizens among the casualties.

An estimated 600 people were celebrating inside the club, which often is frequented by famous locals, including singers, actors and sports stars. Several shocked revelers were seen fleeing the scene after the shooting, and the music fell silent.

There was no immediate claim of responsibility for what authorities immediately called a terrorist attack. Turkish officials did not comment on the possible identity or motives of the

gunman.

The mass shooting followed more than 30 violent acts over the past year in Turkey, which is a member of the NATO alliance and a partner in the U.S.-led coalition fighting against the Islamic State group in Syria and Iraq. The country endured multiple bombings in 2016, including three in Istanbul alone that authorities blamed on IS, a failed coup attempt in July and renewed conflict with Kurdish rebels in the southeast.

President Recep Tayyip Erdogan vehemently condemned “the terror attack in Istanbul’s Ortakoy neighborhood in the first hours of 2017” and offered condolences for those who lost their lives, including the “foreign guests.”

Among the dead were an 18-year-old Israeli woman, three Indians, three Lebanese, a woman with dual French-Tunisian citizenship and her Tunisian husband, three Jordanians, a Belgian national and a Kuwaiti citizen, according to those countries’ foreign ministries and a diplomat.

A U.S. State Department official, who spoke only on the condition of anonymity, said one American man was among those wounded. Turkey’s minister for family and social policies, Fatma Betul Sayan Kaya, said citizens of Saudi Arabia, Morocco, Lebanon and Libya were among those injured.

Interior Minister Suleyman Soylu said the gunman, who had not been identified, remained at large. “Our security forces have started the necessary operations. God willing, he will be caught in a short period of time,” Soylu said.

Obama upgrades technology; Trump sees risks

The Associated Press WASHINGTON – As Barack Obama began preparing to leave office, the first smartphone-toting U.S. president ordered his team to upgrade the White House’s aging technology for his successor. New computers were purchased and faster internet was installed.

Not included in the modernization plans? A courier service.

But that delivery method of a bygone era may be in for a comeback under Donald Trump. Despite his voracious use of Twitter, the president-elect appears to be leaning toward old tech to ensure the security of sensitive messages.

“It’s very important, if you have something really important, write it out and have it delivered by courier, the old-fashioned way because I’ll tell you what, no computer is safe,” Trump told reporters Saturday in response to questions about Russia’s alleged hacking of Democrats during the presidential

election. Trump, who doesn’t email or surf the internet, said days earlier that computers “have complicated lives very greatly.”

Trump’s skepticism of some technology marks a sharp contrast from the president he’ll replace on Jan. 20.

Obama, who was a youthful 47 years old when he took office, carries a specially outfitted Blackberry, emails with a small number of friends and aides, and has received some of his daily security briefings on an iPad. He celebrated technological innovations at an annual science fair, created the job of chief technology officer in the White House and viewed technology as key to making the sprawling federal government more efficient and responsive to the public.

A much less frequent Twitter user than Trump, Obama let loose Sunday with a volley of tweets highlighting some of his accomplishments as president: boosting clean energy, bringing troops home, delivering “the longest streak of job growth in our history,”

passing a law to make health care affordable, reducing dependence on foreign oil and working “to reaffirm that all are created equal.”

But technology has also been a burden for Obama. Online sign-ups for his health care law were crippled by massive technical issues, resulting in one of the most embarrassing episodes of his presidency. National Security Agency contractor Edward Snowden stole classified information that he leaked to journalists, revealing the Obama administration’s bulk collection of millions of Americans’ phone records, as well as U.S. spying on some friendly foreign leaders.

Trump, 70, rarely uses a computer and sifts through stacks of newspapers, magazines and printed articles to read the news. He panned candidates’ reliance on data and technology in presidential campaigns, preferring to make decisions in part based on the reaction from audiences at his rallies. While Trump’s tweetstorms are already leg-

endary, he utters some of his messages out loud and leaves the actual typing to aides.

Incoming White House press secretary Sean Spicer said he expects Trump to continue using Twitter and other social media sites as president, casting it as an effective way to communicate with Americans.

“Absolutely, you’re going to see Twitter,” Spicer said Sunday on ABC’s “This Week.” “I think it freaks the mainstream media out – that he has this following of 45-plus million people that follow him on social media” and he “can have a direct conversation” with them.

Trump has shown some interest in technology since winning the White House. Billionaire tech investor Peter Thiel has been working with Trump’s transition team and could serve as an adviser to the administration. Trump met with several Silicon Valley executives last month, telling them his administration was “here to help you folks do well.”

WASHINGTON – Barack Obama is under pressure during his final weeks as president to do something – anything – to secure the future of hundreds of thousands of immigrants brought to the U.S. as children who could face deportation under the Trump administration.

His options appear few.

At least 50 congressional Democrats are pushing Obama to take the rare if not unprecedented step of granting pardons to the young immigrants who have stepped forward to identify themselves in exchange for a promise that they’d be safe from deportation. The White House, though, has repeatedly ruled that out.

Several Republican lawmakers are crafting legislative proposals to solidify the place of these immigrants, sometimes called Dreamers, before Donald Trump takes office Jan. 20. Similar efforts have repeatedly failed, even with Democratic majorities in both chambers of Congress, so the likelihood of a legislative Hail Mary isn’t great.

That leaves more than 741,000 immigrants wondering what’s next.

Trump’s plans for Obama’s Deferred Action for Childhood Arrivals program are unclear. As a candidate, he pledged an immediate end to what he called an “illegal executive amnesty.” But as the president-elect, he has softened that stance.

as children to come forward and go through background checks in exchange for a promise they would be safe from deportation and allowed to apply for work permits. They must reapply for the program and work permits every two years.

While the government promised approved immigrants that they wouldn’t face deportation, the program does not provide a legal immigration status. Un-

der Trump, their personal information, and that of some relatives, could soon be readily accessible to immigration enforcement officials.

When Obama announced the plan in 2012, he said he was taking executive action because Congress hadn’t acted.

“This is not amnesty, this is not immunity,” Obama said at the time. He called the program a “stopgap measure” that would protect young immigrants from deportation while his immigration agencies focused enforcement efforts on criminal immigrants and those who pose a threat to public safety.

The Homeland Security Department made clear then that a future administration could do away with the program.

The pardons being pushed by Democratic lawmakers are seen as a non-starter.

“Ultimately, it wouldn’t protect a single soul from deportation, so it’s not an answer here,” Cecilia Munoz, Obama’s top immigration adviser, told the Center for Migration Studies. “I know people are hoping for an answer, but by its very nature, the use of executive authority in this way is subject to the will of the executive” – soon to be Trump.

Even if Obama was inclined to offer pardons for immigration violations, that alone wouldn’t change the predicament these young immigrants are in because the president doesn’t have the power to grant someone legal immigration status on his own.

The Nashville Predators team is among about 300 companies, ranging from health-care giant HCA to FedEx, joining under the moniker Tennessee Thrives to oppose bathroom and religious objection bills, which they consider discriminatory and bad for business. Companies in other GOP-led states have had success voicing opposition under similar names: Georgia Prospers, Opportunity West Virginia, Missouri Competes.

“I honestly cannot believe that in 2016 I’m actually asked a question as to why I would support anti-discrimination groups,” Henry said. “I think the real question is: who hasn’t joined?”

After the U.S. Supreme Court legalized same-sex marriage in 2015, social conservatives turned to statehouses, seeking state laws to let businesses, pastors and government refuse services to LGBT people based on their religious objections to same-sex unions.

Social progressives hoping to hold back that tide appealed to citizens’ sense of equality and people’s pocketbooks.

Despite the political and economic repercussions that erupted in North Carolina, the American Civil Liberties Union expects an increase in statehouse

proposals limiting LGBT protections in 2017.

Frank Cannon, president of the socially conservative American Principles Project, encouraged Republicans to push back against those trying to cast North Carolina’s bathroom bill as a financial liability. He pointed to a GOP wave led by President-elect Donald Trump as proof that the public still embraces social conservatism.

“Republicans must keep fighting because, while the left was able to successfully define HB2 as an economic issue and convince elite corporations and celebrities to punish the state of North Carolina for protecting the privacy of young girls, their overreach clearly backfired in the presidential race in a big way,” he said.

North Carolina’s law omits LGBT people from state anti-discrimination protections and orders transgender people to use bathrooms in schools and government buildings that align with the sex on their birth certificate. Businesses, conventions and sports events have avoided North Carolina in protest, and Republican Gov. Pat McCrory lost his re-election under heavy criticism for signing the law.

Now, as lawmakers begin their work this winter, some Republicans are heeding business groups’ warnings to steer clear of the laws, even in some of Trump’s more favorable turf.

Kentucky looks on paper like a state likely to embrace a law like North Carolina’s: the GOP won control of both legislative chambers in November for the first time in a century, and Republican Gov. Matt Bevin joined a lawsuit this year challenging the federal government’s directive that public schools allow students to use the bathroom of their gender identity.

WASHINGTON – The stakes confronting Republicans determined to dismantle President Barack Obama’s health care law were evident in one recent encounter between an Ohio congressman and a constituent.

Businesses gear up to fight bathroom bills

of Medicaid health coverage to more lower-earning people. Federal aid to Planned Parenthood would be halted, reflecting GOP opposition to the right to abortion, one of the women’s health services provided by the organization.

They hope to pass the bill by late spring, but its provisions probably won’t take effect for up to four years to give lawmakers time to craft a replacement.

This won’t be easy. Many congressional Republicans are from states like Arizona, Nevada and Pennsylvania that have added about 10 million people to Medicaid and will oppose abandoning so many voters. Others will be nervous about voting to repeal the overall law without having replacement legislation to show constituents.

Republicans also worry that during the transition to a new system, health insurers – already struggling in some states – might protect themselves by leaving some markets and boosting premiums. To ease that, GOP aides say they’re considering including some kind of stabilization fund in the repeal bill to protect insurers against losses. That remains a work in progress.

Shielded sites thrust into debate over dams

The Associated Press BOISE, Idaho – A little-known federal program that avoids publicizing its accomplishments to protect from looters the thousands of Native American sites it’s tasked with managing has been caught up in a big net.

The Federal Columbia River System Cultural Resources Program tracks some 4,000 historical sites that also include homesteads and missions in Oregon, Washington, Idaho and Montana.

Now it’s contributing information as authorities prepare a court-ordered environmental impact statement concerning struggling salmon and the operation of 14 federal dams in the Columbia River Basin.

A federal judge urged officials to consider breaching four of those dams on the Snake River.

“Because of the scale of the EIS, there’s no practical way for us, even if we wanted to, to provide a map of each and every site that we consider,” said

Sean Hess, the U.S. Bureau of Reclamation’s Pacific Northwest Region archaeologist. “There are some important sites out there that we don’t talk about a lot because of concerns about what would happen because of vandalism.”

Fish survival, hydropower, irrigation and navigation get the most attention and will be components in the environmental review due out in 2021. But at more than a dozen public meetings in the four states to collect feedback, the cultural resources program has equal billing. Comments are being accepted through Jan. 17.

The review process is being conducted under the National Environmental Policy Act, or NEPA, an umbrella law that covers the well-known Endangered Species Act. Thirteen species of salmon and steelhead on the Columbia and Snake rivers have been listed as federally protected species over the past 25 years. But NEPA also requires equal weight be given to other laws, including the National Historic Preservation Act, which is where the cultural resources

program comes in. Among the 4,000 sites are fishing and hunting processing areas, ancestral village areas and tribal corridors.

“People were very mobile, prehistorically,” said Kristen Martine, Cultural Recourse Program manager for the Bonneville Power Administration.

Some of the most notable sites with human activity date back thousands of years and are underwater behind dams on the Columbia and Snake rivers. Celilo Falls, a dipnet fishery for thousands of years, is behind The Dalles Dam on the Columbia River. Marmes Rockshelter was occupied 10,000 years ago but now is underwater behind Lower Monumental Dam on the Snake River.

“If we’re breaching dams, it would definitely change how we manage resources,” said Gail Celmer, an archaeologist with the U.S. Army Corps of Engineers.

U.S. District Judge Michael H. Simon ordered the environmental review in May after finding that a massive habitat restoration effort to offset the damage

that dams in the Columbia River Basin pose to Northwest salmon runs was failing.

Salmon and steelhead runs are a fraction of what they were before modern settlement. Of the salmon and steelhead that now return to spawn each year, experts say, about 70 to 90 percent originate in hatcheries.

Those opposed to breaching the Snake River dams to restore salmon runs say the dams are an important part of the regional economy, providing irrigation, hydropower and shipping benefits. Meanwhile, several tribes said they are better able to take part in the review process than they once were.

“Tribes have not had much opportunity to participate in these things because they didn’t have professional staff or trained people,” said Guy Moura of the Colville Confederated Tribes in Washington state, noting that the tribe employed four people in its cultural resources program in 1992 but now has 38.

“With growth in size, there also came the evolution of what was being done.”

U.S. general praises Iraqi forces fighting in Mosul

IRBIL, Iraq – A senior U.S. military commander on Sunday praised Iraqi forces fighting to recapture the northern city of Mosul from the Islamic State group, saying they were “at their peak” and adjusting well to changing realities on the battlefield.

Brig. Gen. Rick Uribe told The Associated Press he agrees with the forecast given by Iraqi Prime Minister Haider al-Abadi that it would take another three months to liberate Mosul, the last Iraqi urban center still in the hands of the extremist group.

“We are pretty close to where we want to be,” Uribe said, adding that military planners knew that while the initial push toward the city would be quick, progress would become “significantly” slower on the city’s fringes.

Speaking in Irbil, capital of the selfruled Kurdish region in northern Iraq, Uribe said Iraqi forces north and south of Mosul have made progress since a new advance was launched last week after a two-week lull in fighting.

A government campaign to liberate Mosul and surrounding areas in Nineveh province began in mid-October, but most of the major fighting inside the city has been done by Iraqi special forces, known as the Counter Terrorism Service.

Uribe said the Iraqi forces are “at their peak,” and “will continue to improve because of the lessons they are learning on a daily basis.”

Uribe said Iraqi forces, backed by a U.S.-led coalition, would face a different fight when they cross to the west bank of the Tigris River, saying it will mostly

be a “dismounted” battle fought in part on narrow streets, some of which were not wide enough for a vehicle to pass.

“It will be a different fight and they will adjust as they go from the east to the west. They are already planning these adjustments,” he said.

He went on to praise Iraqi efforts to avoid harming civilians.

“They have been extremely good at taking care of those civilians. I don’t know whether you would have seen this a few years ago,” he said. “That was part of the training [by the coalition].

respect. You cannot go into a city and make it worse than before.”

Iraqi authorities have advised the estimated 1 million civilians believed to be still inside Mosul to stay in their homes until the city is fully liberated, but fears of getting caught in the crossfire have forced at least 120,000 residents to flee. Many are leaving because they have run out of food and money, or lack of essential services like water and power.

Uribe said the coalition airstrikes that targeted bridges on the Tigris inside Mosul were designed to cut off IS supply lines to their fighters in the eastern sector.

“Those bridges are not destroyed, they are only degraded. They will be fixed by the Iraqis fairly quickly once they retake the city,” he said.

Uribe also said the U.S. has the “required” number of military personnel in Iraq at present. “You got to remember that we are here as guests of the government of Iraq, they’ve invited us, they’ve asked very specifically [for] what they need, what capabilities they need to be able to advise and assist them on the battlefield, not on the battlefield but in their battle,” he said.

According to the Pentagon, there are 4,815 U.S. troops in Iraq, including special operations forces.

The Obama administration has authorized a maximum troop level of 5,262. That number does not include as many as 1,500 troops on temporary duty or short-term contracts.

SACRAMENTO, Calif. – California’s capital has emerged as a leading destination for Afghan refugees who were awarded special visas because of their service to coalition forces in the war. But life in the U.S. for them has proven a constant struggle.

These former translators, engineers and doctors awarded Special Immigrant Visas must start over in bug-infested, low-rent apartments with minimum-wage jobs while dealing with PTSD and other health problems, the Sacramento Bee reported.

More than 2,000 such visa holders and their family members have settled in Sacramento since October 2010, and many of them say they are struggling with anxiety and depression that have developed or been greatly exacerbated by their struggles in the United States.

They say they feel helpless and abandoned, lacking decent jobs, housing or an understanding of U.S. culture.

One of them is Faisal Razmal, a former interpreter for U.S. soldiers battling the Taliban in Afghanistan who was shot in the face in front of his Sacramento apartment in August 2015 by an assailant wielding a flare gun. A neighborhood teenager and alleged member of a gang

clinical social worker Jason Swain, who has counseled Razmal 18 times since the assault.

Razmal’s fate and his ability to support his family remain uncertain. The state Department of Rehabilitation said a decision on his application for disability payments may take a year, Swain said.

Razmal, who survived roadside bombs and firefights during the war, said he was never evaluated for PTSD in Afghanistan or the United States.

Razmal’s therapist, Homeyra Ghaffari, said she thinks he was already afflicted with PTSD from his experiences in Afghanistan, and he was “re-traumatized” by his shooting here.

“People hear about America and think it is a dreamland and everything is law and order and they are going to be absolutely safe, and when they enter they are in shock as they try to find their way around,” said Ghaffari, an Iranian marriage and family therapist in Sacramento who speaks the same Dari language as the Afghan refugees. She now counsels about 30 Afghans seeking help with mental health and domestic violence issues.

“They feel isolated, don’t have any clear direction,” she said. “Their dream shatters right away.”

Big Pharma and addiction Today’s nationwide epidemic of opiate addiction was spawned in part by doctors who, with the best of intentions, wanted to help patients in pain, and by drug companies that said they had just the remedy – long-lasting, effective painkillers with none of the addictive qualities of their predecessors.

Hundreds of millions of prescriptions later, we know all three of those company claims to be false.

Medications such as OxyContin have proved ineffective in treating the kind of chronic pain for which they are most often prescribed, and they have been widely successful at fostering addiction, setting the stage for the cheap and potent heroin that has devastated communities in every corner of the country.

Still, the companies that own these pain medications continue to push the old narrative, and still, they are finding friendly doctors to help them advance it.

And while it’s not surprising that companies are repeating what has worked when it comes to selling their products, it’s troubling that some doctors are so willing to go along.

Federal data analyzed by the Maine Sunday Telegram show that while policymakers and health and law enforcement officials were contending with an escalating opioid crisis, drug companies selling opioids were increasing payments and visits to doctors.

Between August 2013 and December 2015, the bulk of all payments by prescription opioid manufacturers to doctors in Maine went to one physician, Doug Jorgensen of Manchester, who received $42,522.

Another doctor received more than $13,000, while others received a few hundred dollars each.

These sorts of payments are legal, but they are discouraged by the Maine Medical Association and criticized by medical ethicists as a clear conflict of interest. Even small payments, they say, can affect – subconsciously even – what a doctor ultimately prescribes, a decision that should be guided by medical knowledge and patient needs, not whether a pharmaceutical company bought a doctor dinner.

The report follows a Los Angeles Times investigation showing how Purdue Pharma, the company behind OxyContin, is reacting to a 40 percent drop in prescriptions for that drug since 2010. Purdue, the Times reports, is trying to open new markets across the globe, using paid-off doctors to pitch the same script it used in the U.S., overselling the benefits and downplaying the risks of opiate medication.

Those countries will find out soon what most Americans know now.

We shouldn’t have to see this story play out again, either in another country or with more patients here at home.

Russian sanctions a good start

President Barack Obama’s imposition of sweeping new sanctions against Russian spies is risky and tarnished by political calculation. It is also the right thing to do.

The White House said on Thursday it planned to toss 35 suspected spies and their families out of the country; sanction two intelligence agencies, four intelligence officers, three companies and two alleged hackers; shut two compounds used by Russian diplomats; and take “a variety of other actions,” some of which will be covert. The penalties were in response to a long catalog of Russian provocations, most recently its interference in the U.S. presidential election.

In espionage, as in nuclear strategy, the name of the game is risk management. And on this score, the president’s actions were properly calibrated.

Ejecting the spies makes clear that the U.S. does not tolerate the

routine harassment of its diplomats in Moscow, and sends a message that any future electoral cyber-attacks will come with very high costs. That should offer reassurance (and perhaps a model) for European countries fearful that Russia has designs on their own elections.

Likewise, the sanctions placed on intelligence officials – including travel bans and asset freezes – signal that cyberattacks are no longer anonymous or beyond the reach of U.S. law, and that the humans behind them can be identified and held liable. That won’t prevent all future attacks. But it should force perpetrators to think twice: After the U.S. indicted five Chinese military hackers in 2014 for corporate espionage, such attacks all but ceased.

The promise of covert action is harder to judge without more details. A demonstration of U.S. power in cyberspace might well concentrate minds. But it could

also reveal sources and methods that are valuable to American spies, escalate a conflict in which the U.S. has much more to lose, and set a dangerous precedent: The disclosure in 2010 that the U.S. had used malware to sabotage Iran’s nuclear program seemed to legitimize a new form of cyberattack, and gave potential hackers plenty of new ideas.

More constructively, the U.S. has to come to an accommodation with Russia about norms of behavior in cyberspace. It should offer to cooperate on issues of common interest, such as terrorism. But it should also reserve the right to widen sanctions and penalties until Russia gets the message that the costs of cyberwarfare outweigh the benefits.

Which suggests a final concern. Obama clearly waited too long to make this announcement -- it would have been far more relevant before the election than – Bloomberg View after.

Clearly, if you have a child with asthma, moving him or her away from traffic would reduce the chance of a severe asthma attack.

I understand your concern. It also is a societal concern. Despite the evidence linking pollution to asthma, the levels of pollutants that are associated with an increased risk of asthma are well below the guidelines from the World Health Organization.

This doesn’t mean if you live near a freeway, you have to move. The majority of children who live near a freeway do not get asthma. But if your child already is showing signs of asthma at a young age, then moving to an area with fewer pollutants is something you should consider, if it is at all possible.

It took many years for our society to accept the ills of secondhand smoke from cigarettes. When it did, smoking was banned from many public places, even casinos. It is more difficult to ban housing near freeways or heavily trafficked areas, especially when that housing already exists.

Dear Reader: This is a valid question.

Cars release a number of small particles into the air that can irritate the lungs. This particulate matter, in addition to nitric oxide and black carbon, has been associated with asthma. Children are more vulnerable to the effects of pollution because their lungs and immune system still are developing.

An analysis of many studies, published in the journal Allergy, found a significant association between traffic-related air pollution and asthma. The association was seen as early as the age of 1 and increased as the child became older. The rise in asthma as kids get older seems to be related both to structural changes that pollution creates in the lungs and also to the extent of time older children spend outside compared with younger children.

One other important aspect of asthma is it can be exacerbated by stress. Noise pollution and the danger of cars in close proximity may worsen asthma symptoms in children because they can create a more stressful environment. This is an important factor if your child already has asthma.

A recent study in Minnesota evaluated the number of asthma cases in the emergency room, in the hospital and in a clinical setting. The researchers then looked at the proximity of people to a major source of traffic. After taking poverty out of the equation, which in itself is a risk factor for asthma, the researchers found that, as traffic density increased, so did the number of asthma exacerbations, or worsening of

Dear Abby: My DEAR ABBY mother-in-law passed away two Jeanne years ago from Phillips lung cancer. My father-in-law hasn’t taken it well. This year at Christmas he fabricated a letter and gifts “from her” for the grandkids, as if she had written the letter and bought the gifts before she passed away. He did it without my knowledge.

I am angry and upset I was made part of this lie without my consent. I refuse to lie to my daughter about this and plan to throw the letter away. My daughter is 6 and doesn’t seem to understand. My husband doesn’t think it’s that big a deal and doesn’t know what he can do about it. I loved my mother-in-law, but I’m tired of dealing with this. This is not the first strange thing my father-in-law has done. I feel like I get no support from my husband, who won’t ever say anything to his dad. Dear Abby: Over the years, we have helped out our daughters as much as we could. One daughter, “Doreen,” has needed more help than the others. She has four children who are near and dear to our hearts. They have been living with us the better part of their lives.

Doreen married a guy who is the father of three of the children. (I’ll call him John.) He’s in trouble with the law constantly and can’t hold a job. After we moved them all in with us, John decided he wanted to move back home to his family, so he packed up everyone and left. We told Doreen we no longer could support them financially, and if they wanted to move away, they would assume that responsibility.

Now she’s writing us saying they can’t pay the rent and their electricity is being shut off.

She wants us to “loan” them money. We refused. Now we no longer can talk to, text, write, Skype or communicate in any way with our grandchildren. The SIL says we lost that privilege. My wife is distraught. Can we fix this?

Every year, the International Bridge Press Association selects prize winners in various categories. (I am one of the voting panel.) The bestplayed deal of the year is unfortunately far too complicated for this column. The strongest group, in my opinion, was defense. There were six entries worthy of winning, with one theme that occurred a few times -- see if you can spot it as the week progresses.

In this deal, Frederic Volcker (East) and Thomas Bessis from France were defending against three no-trump.

West led his spade, and East covered with the 10. What happened after that?

South had seven top tricks: two spades, three diamonds and two clubs. Keeping a club miracle for later if necessary, declarer sensibly decided to play on hearts. He ducked the first trick, won the second with his spade queen (West discarded a diamond), played a diamond to dummy’s jack and led a heart to his queen.

You or I would have taken that trick and, probably, returned a diamond. But Bessis played low smoothly, as if he had never heard of the ace.

South, suitably deceived, now led a low heart from his hand and played low from the board. East won with his jack and drove out the spade ace.

South, still convinced that East had the heart ace, tried the club finesse, but East took that trick and cashed his spades for down two.

A clever, no-cost defense, but South should have realized that if East had king-jack-10-seventh of spades and the ace-jack of hearts, surely, even at unfavorable vulnerability, he would have opened one spade or three spades.

College football bowl games Outback Bowl: Florida vs. Iowa, noon, ABC Florida (8-4) looks to finish this season on a winning note after ending its first season under coach Jim McElwain with a 41-7 loss to Michigan in the Citrus Bowl.

Iowa (8-4) has lost four consecutive bowl games.

Cotton Bowl: Western Michigan vs.

Wisconsin, noon, ESPN Western Michigan (13-0) will try to “row the boat” to an undefeated season. Wisconsin (10-3) is trying to finish its fourth 11-win season in seven years and win a third consecutive bowl game.

Rose Bowl: Southern Cal vs. Penn State, 4 p.m., ESPN USC (9-3) won eight straight to end an eight-year absence from its postseason home away from home. Penn State (11-2) won its last nine games of the season, including the Big Ten title game against Wisconsin.

Sugar Bowl: Auburn vs. Oklahoma, 7:30 p.m., ESPN Oklahoma (10-2) can finish its season with a 10th straight victory while cementing its top 10 ranking. Auburn (8-4), which lost its final two regular-season conference games, wants to knock off the Big 12 champs not only to energize the program heading into the offseason, but also to give the SEC more bragging rights over another power conference.

So many holes to fill

It’s hard to read too much into the Bears’ 38-10 Week 17 thumping at the hands of the Minnesota Vikings.

Look at the 5-10 record of road teams Sunday and in particular the 1-7 record of road teams with no chance to make the playoffs. Only the Arizona Cardinals beat the hapless Los Angeles Rams.

Expecting anything more of the Bears in Minneapolis than what you saw Sunday was naive. We did however learn a few more things about this ballclub.

The Bears can bring Matt Barkley back to compete for the backup quarterback job in 2017 if they like, but it’s really not necessary.

In his six starts, Barkley’s final 2016 stats line – 129 for 216 passing, 59.7 percent completion rate, 1,611 yards, 7.4 yards an attempt, eight touchdowns, 14 interceptions, 68.3 passer rating – makes him the NFL’s lowest-rated quarterback with six or more starts.

Even Ryan Fitzpatrick snuck ahead of him, finishing with a 69.5 passer rating.

Barkley was better than anyone expected in his first three starts, but he was worse than we may have imagined in the last three, and it’s time to move on.

If Jay Cutler still is here, they should bring back Connor Shaw and some new blood, a veteran and a rookie and let them all compete.

If Cutler is gone, they should bring back Brian Hoyer and Shaw to compete with another veteran and at least one rookie.

There is no way the Bears should release Cutler before the 2017 draft if they’ve decided to move on.

With as many teams needing quarterback help as there is, it seems certain some team would give the Bears a fifth- or sixth- or at least a seventh-round pick for him.

After the draft, if they can’t get a pick for him, then they can release him.

But he is an asset, and at least for now

The Bears also have to do something to get better at left tackle.

With Kyle Long healthy next year, the Bears will be one of the best teams in the league at guard, center and guard with Long, Cody Whitehair and Josh Sitton, and Bobby Massie has been a different and much improved player since returning from a concussion in Week 12 against the Titans.

The Bears have a chance to have one of the better offensive lines in the league with an upgrade over Charles Leno Jr. Leno, who isn’t awful but appears to have reached his ceiling, and he just isn’t very good.

Unfortunately the only top left tackle who will be a free agent is Bengals Pro Bowler Andrew Whitworth, who just turned 35 a few weeks ago, and the only top prospect in the draft is Alabama’s Cam Robinson, who comes with a few red flags on the character side.

How they fix left tackle could be as puzzling as the quarterback conundrum.

On defense, everyone knows the Bears need at least two quality safeties and two more cornerbacks, but one of the lessons from the Bears’ finale is the

Leonard Floyd showed some exciting flashes this year, but he also missed four games because of injury and was limited in several others, and with two concussions in the past six weeks, it is reasonable to be concerned.

The Bears’ other prize pass-rusher, Pernell McPhee, missed two games last season, was limited throughout the second half of last season and missed his seventh game this season Sunday.

McPhee has given the Bears only 10 sacks in two seasons.

Willie Young is a nice piece as part of a group of four or five OLBs, and Lamar Houston may be back in 2017 or could be a cap casualty after his second ACL repair.

These Bears have the potential to be good in the front seven now, but they clearly are in need of another five-technique and a big-time pass rusher who can stay on the field is a need as well.

Bears fans can only hope that Santa swings through town one more time before September.

First-half run defense: The Vikings took the Bears apart through the air more so than the pass. The front seven helped hold Minnesota’s two running backs to 32 yards on 12 carries before halftime (2.7 yards a carry).

The season is over: The Bears don’t have to play again this season, their worst in 47 years.

They can get started on an offseason with big holes to fill on the roster.

Pass defense: Vikings quarterback Sam Bradford completed passes at ease, finding receivers, tight end and running backs wide open without much of a pass rush. The only time Bradford was hit, he completed the pass for a first down and the Bears were flagged for roughing the passer.

Protecting the football: After two weeks of interceptions and lost fumbles, things continued to spiral for Barkley. He threw two picks, both deep in Vikings territory, and lost a fumble, leading to his fourth-quarter benching for David Fales. Barkley turned it over 12 times in the last three games. Jeremy Langford lost a fumble, and Bralon Addison muffed a punt.

Covering Rudolph: Minnesota tight end Kyle Rudolph had 11 catches for 117 yards, including a 22-yard touchdown. Often, Bradford would find Rudolph up the seam or in the flat without a Bears defender nearby.

Barkley’s first interception: It ended a well-called and well-executed first drive that had gone 59 yards in eight plays. Barkley rolled out on a play-action and tried to force it to Alshon Jeffery. Xavier Rhodes intercepted the pass at the goal line, ending the Bears’ scoring chance. The Vikings went up 10-0 on their ensuing drive.

The muffed punt: Trailing by 10 points with 1:11 to go in the first half, the Bears had a chance to cut into Minnesota’s lead and then get the ball back to start the third quarter. Addison couldn’t catch Jeff Locke’s punt, and Minnesota recovered. The Vikings scored a touchdown five plays later.

Fales enters: After Barkley’s lost fumble, which resulted in a Vikings touchdown, Fox did what he said he had no plans of doing, which was put Fales in at quarterback. Seeing Fales make his NFL debut was quite the way for this Bears season to end.

What now?

Record: 3-13 What it means: It’s the worst record for the Bears since the NFL went to 16 games, and they will have the No. 3 pick in the 2017 NFL Draft.

What’s next: Bears players will clean out their lockers Monday, and general manager Ryan Pace and Fox will address the media Wednesday to close the season.

Jordan Howard: It’s fitting to end the season with Howard leading this category, as he did so often throughout his rookie campaign. He was the best thing going for the Bears on either side of the ball, thanks in part to great blocking, too, as he went off for 135 yards on 23 carries. Howard set the franchise’s rookie rushing record, finishing the season with 1,313 rushing yards.

Bears finish with back-to-back blowouts

kfishbain@profootballweekly.com MINNEAPOLIS – The Bears finished the 2016 season 3-13, and it’s going to be difficult for them to point to the six losses within a touchdown as reason for optimism the way the season ended.

Sunday’s 38-10 loss to the Minnesota Vikings caps a two-game stretch that saw the Bears get outscored, 79-31.

Coach John Fox’s team was supposed to be different than Marc Trestman’s 2014 Bears because they stayed competitive, but not on Christmas Eve or New Year’s Day. “Well, you go minus-10 [in turnovers] When you give the ball away that many times, the math doesn’t usually work very good,” Fox said after Sunday’s loss, marking his worst season as a head coach.

ESPN and NFL Network reported Sunday that Fox would not be fired.

Fox said he has not received assurance he would return next season, but he wants to remain head coach of the rebuilding Bears.

“You start something, you want to finish it,” he said. “I think compared to situations that I was in, chose to leave, this is a job I wanted. I think a lot of this organization. I think a lot of this city. I think a lot of the tradition of this team. … It’s definitely a job I want to finish.”

Jeffery not talking future: Alshon Jeffery had only one catch for 10 yards against the Vikings, which would be quite the way to end his time with the Bears, but he said the possibility that Sunday would be his final game never crossed his mind.

Expected to be the league’s top free agent at his position, Jeffery would only defer to general manager Ryan Pace and his agent when asked whether he wanted to return.

“As of right now, I’m a Chicago Bear,” he said. “It’s a business at the end of the day. Like I said, I’m a Chicago Bear.”

Jeffery did set the bar high for 2017 if he remains a Bear.

“I guarantee we’ll win the Super Bowl next year,” he said. “We had a lot of injuries. I don’t think a team in the league had as much injuries as us.”

Futility in takeaways: Cre’Von LeBlanc’s interception saved the Bears from setting the NFL record for fewest forced turnovers in a season. They tied the mark set by Baltimore in 1982 and beat last year’s franchise-low total by six.

Quick hits: Tracy Porter overslept and did not start, Fox said. The veteran cornerback had started every other game but did play a full 16-game season for only the second time in his career. … Receiver Cameron Meredith had 61 yards receiving and finished the year as the team’s leader in receptions and receiving yards. … Linebackers Leonard Floyd (concussion) and Pernell McPhee (shoulder) were inactive. With Floyd out, the Bears did not have a single first-round draft pick on the field.

The Vikings had eight.

Packers top Lions to win division; both make playoffs The ASSOCIATED PRESS DETROIT – Aaron Rodgers threw three of his four touchdown passes in the second half, lifting the Green Bay Packers to an NFC North-winning 31-24 victory over the Detroit Lions on Sunday night.

The Packers (10-6) closed the regular season with six straight wins to win the division for the fifth time in six years. Rodgers will lead fourth-seeded Green Bay at home Sunday against the fifth-seeded New York Giants in an NFC wild-card game.

Detroit (9-7) dropped its last three games but will be in the playoffs for the second time in three years with coach Jim Caldwell because the Giants beat the Washington Redskins earlier in the day. The sixth-seeded Lions will play at third-seeded Seattle on Saturday night in a wild-card game.

Patriots 35, Dolphins 14: At Miami Gardens, Florida, Tom Brady threw for 276 yards and three scores, and New England (14-2) clinched home-field advantage throughout the AFC playoffs by beating Miami (10-6). New England scored on a 69-yard fumble return by linebacker Shea McClellin.

The Dolphins already had earned an AFC wild-card berth.

Steelers 27, Browns 24 (OT): At Pittsburgh, Steelers backups assured Cleveland of the top pick in the 2017 draft.

Landry Jones hit Cobi Hamilton with a 26-yard touchdown with 2:57 left in

overtime. The Browns (1-15) took a lead on Cody Parkey’s 34-yard field goal with 7:17 remaining in the extra session.

The Steelers (11-5) will host Miami in the wild-card round next weekend.

Jets 30, Bills 10: At East Rutherford, New Jersey, Ryan Fitzpatrick threw two touchdown passes in what was likely his final game for New York.

Despite a 5-11 record, the Jets are making no changes in leadership.

The Bills (7-9) also face some uncertainty this offseason after firing coach Rex Ryan earlier in the week and elevating offensive coordinator Anthony Lynn to the interim role. Two other people with direct knowledge of the situation told the AP before the game that Lynn is the clear favorite to take over the job permanently.

Titans 24, Texans 17: At Nashville, Tennessee, Houston quarterback Tom Savage started for the AFC South champions and left in the second quarter to be evaluated for a concussion and was cleared. He took a snap to kneel down on the final play of the first half and was diagnosed with a concussion after being re-evaluated at halftime in a loss to Tennessee (9-7).

Houston (9-7) will host an AFC wildcard game next weekend, possibly with uncertainty at quarterback.

Eagles 27, Cowboys 13: At Philadelphia, Tony Romo threw his first touchdown pass in almost 14 months, and the playoff-bound Cowboys played it safe.

Dallas (13-3) locked up the No. 1 seed

and home-field advantage throughout the NFC playoffs when the Eagles (7-9) beat the Giants on Dec. 22. So Dak Prescott played only two series and Ezekiel Elliott watched from the sideline.

Buccaneers 17, Panthers 16: At Tampa, Florida, Jameis Winston threw for 202 yards and one touchdown, and Tampa Bay (9-7) broke up Cam Newton’s 2-point conversion throw in the closing seconds to beat Carolina (6-10) for its first winning season in six years.

Winston became the first player in NFL history to start his career with consecutive 4,000-yard seasons.

Colts 24, Jaguars 20: At Indianapolis, Andrew Luck threw a 1-yard touchdown pass to Jack Doyle with 9 seconds left to beat Jacksonville (3-13). Indy (8-8) went 75 yards in 84 seconds with no timeouts to avoid its first losing season since 2011, sending retiring linebacker Robert Mathis out with a win.

Bengals 27, Ravens 10: At Cincinnati, Andy Dalton completed his first 10 passes, one for a touchdown, and Rex Burkhead ran for a pair of scores in the Bengals’ fifth straight win at home over the Ravens. Cincinnati (6-9-1) missed the playoffs for the first time in six years.

Baltimore (8-8) failed to reach the playoffs for the third time in four years.

Giants 19, Redskins 10: At Landover, Maryland, facing an opponent with nothing to play for, Washington (8-7-1) blew its chance to make the playoffs with an uninspired loss to New York (11-5).

Chiefs 37, Chargers 27: At San Diego,

Alex Smith threw for two touchdowns and ran for another, and Kansas City (124) clinched the AFC West title and a firstround playoff bye in perhaps the final NFL game in San Diego. The Chiefs took the division with the win and Oakland’s loss at Denver.

San Diego (5-11) fired coach Mike McCoy after the game.

Broncos 24, Raiders 6: At Denver, Oakland lost its latest starting quarterback, Matt McGloin, to a shoulder injury, then lost to a team with nothing to play for.

Several Denver players said coach Gary Kubiak will be stepping down for health reasons. The Broncos finished 9-7.

The Raiders (12-4) fell to the No. 5 seed.

Falcons 38, Saints 32: At Atlanta, Matt Ryan bolstered his MVP credentials with a brilliant first half, throwing four touchdown passes to secure a first-round playoff bye for Atlanta (11-5) in a victory over New Orleans (7-9). Atlanta is seeded second in the NFC to Dallas.

Seahawks 25, 49ers 23: At Santa Clara, California, Russell Wilson threw for 258 yards and a touchdown, and Seattle (10-51) rallied from an early 11-point deficit to beat San Francisco (2-14). The 49ers fired coach Chip Kelly and general manager Trent Baalke after the game.

Cardinals 44, Rams 6: At Los Angeles, Carson Palmer threw touchdown passes to Jeremy Ross, Darren Fells and Larry Fitzgerald, and Arizona (7-8-1) wrapped up a frustrating season be defeating Los Angeles (4-12).

Coach Lehr urges defending state champ to move on

As they started handing out awards for the 138-pound bracket at the recent Al Dvorak Memorial wrestling tournament in Machesney Park, there was one spot on the podium, second from the top, vacant.

Crystal Lake Central’s Lenny Petersen emerged just in time to step up into the empty space and accept his second-place trophy. As coaches and parents snapped pictures, the contrast was stark, Glenbard North’s Austin Gomez beaming atop the podium and Petersen next to him with his eyes swelling and a thousand-yard scowl.

Gomez had just beaten Petersen convincingly for the second time this season, something no one else has done even once.

Petersen was clearly shaken after losing to Gomez by technical fall in the finals of the prestigious tournament. From the time the match ended, Petersen stayed in the adjacent gym talking with his coaches about the match for more than an hour, only emerging for that quick moment on the podium.

“He’s frustrated, obviously you’re frustrated any time you’re a competitor and you lose,” Central coach Justen Lehr said. “But Gomez did some things out there that I haven’t seen a lot of high school kids be able to do.

We’re really going to focus with Lenny on not trying to be Gomez, but try to be the best Lenny he can be, I guess, and try to say, ‘You’re not him; you’re not this kid. You’re not that kid; you’re Lenny. You’ve got to do what you do and get a little bit better.’ It’s just tough when you’re a state champ and you get teched.”

Since winning the Class 2A state title last season, Petersen has talked about repeating as a senior and dominating in the process. Thus far he has done that against everyone but Gomez.

Petersen had wrestled brilliantly to reach the finals. He started the tournament with two tech falls and a pin.

Crystal Lake Central senior wrestler 16 seconds left. Then from a neutral position, he went on the attack and got a takedown at the buzzer to win by one point.

That set up a rematch with Gomez, the bracket’s top seed and one of the best wrestlers in the country. Gomez is ranked No. 1 in Class 3A by illinoismatmen.com and No. 2 in the nation by trackwrestle.com. He is a two-time state champion, three-time place-winner and has committed to Iowa State.

Gomez won, 20-7, in their first meeting of the season, in the finals of the Conant tournament. Petersen, ranked No. 1 in 2A, said he didn’t try to adjust his game plan coming into the second meeting.

“I just went in trying to wrestle. I

didn’t really think about trying anything new,” Petersen said. “I knew his attacks, and I thought I knew how to defend them.”

Gomez was in control all the way, taking Petersen down and releasing him only to score again, finishing off the 23-8 tech fall in 3:26.

It was a bitter ending to swallow for a fierce competitor such as Petersen, but also a chance to refocus heading into the final two months of the season.

“I just have to work on (new) positions in the (practice) room,” Petersen said. “[Lehr] told me not to get frustrated because some kids are just next level, and I was getting frustrated on how I can be as good as him. It just reminded me that I just have to keep working harder in the room.”

In that hour after the match, Lehr said, “We were talking about some things like how we can get him in some of those positions or have those moves hit on him, and I’m like, ‘Lenny, honestly, I don’t know how many kids I could find in Illinois that could hit those moves on you. I could fly

them in from wherever I wanted, but there’s not that many.’ It’s tough.”

Petersen said that over the winter break he was working with local college wrestlers who are back home for the holidays. He talked about testing out new moves and positions, even if it means running the risk of getting caught on his back.

After the loss, Petersen remains ranked No. 1 at 138 in 2A. Standing in the snow after the tournament, Petersen said he definitely would like another shot at Gomez, but with Glenbard North being in 3A, he at least won’t see Gomez standing in his way in Champaign. As Lehr said, he can to learn from the loss to Gomez and apply those lessons while still being himself.

“You want to go in the room and push harder and do those things, and that isn’t necessarily the case of what’s going to work for him now,” Lehr said. “We just need to get back to the drawing board and say, ‘Hey, we’re going to get better at what you do and maybe we add a few things here or there.’ ”

Hawks ready for anything, including rain

mlazerus@suntimes.com ST. LOUIS – Hockey players are notorious creatures of habit, particularly on game days. Everything is always the same – the wakeup, the breakfast, the morning skate, the nap, the pregame meal, the warmup routine, the game itself. It rarely, if ever, varies.

There’s the home routine, and the road routine.

There most definitely is not a rain-delay routine.

So, no, the Blackhawks aren’t quite sure what they’ll do on Monday if they’re sitting around Busch Stadium waiting for the rain to stop falling and the Winter Classic to begin.

“I don’t know,” Corey Crawford said. “Batting cages, maybe?”

There is rain in the forecast for Monday, but the amount, duration and certainty have been changing on almost an hourly basis. The 2011 Winter Classic at Pittsburgh’s Heinz Field was moved from an afternoon start to the evening the night before. With the uncertainty about Monday’s forecast, and fog and rain possible even in the evening, the Hawks and Blues might not be so lucky.

So it could make for a long day, either at the stadium or back at the hotel. The Hawks are the league’s most experienced outdoor team; they have played outdoors in the freezing cold, in the snow, in the sun and in the wind.

But they haven’t dealt with anything like this.

So while Patrick Kane knows not to dress too warmly no matter how cold it might be, and that the wind plays a bigger role than a first-timer might expect, and that if it’s too cold, the ice will chip and the puck will bounce in unpredictable fashion, even he is facing some uncertainty going into his fifth

outdoor game.

“It’s one of the cool things about this time around – you don’t really know what’s going to happen,’ Kane said with a chuckle. “You don’t really know how to prepare for it. Either way, once you get out there, it’s going to be fun and you’re going to be just playing hockey like any other day or regular game.”

A lengthy delay is the worst-case scenario, of course, and if the NHL can avoid it, it will. The Hawks at least got to scout Busch Stadium on Sunday.

They practiced on the rink, enjoyed a family skate afterward and started to get the lay of the land in the bowels of the stadium, discovering weight rooms, batting cages and all sorts of other facilities that few hockey arenas have – especially for visiting teams.

Brian Campbell joked he was going to look for a corner in which he could build a makeshift bed, just in case of a delay.

“We’re used to a regimented schedule,” he said. “You’ve just got to think positively about it all. Everything’s different. You know where you warm up in every building, but here you don’t.

You just have to embrace it a little bit.

Who knows what’s going to happen?”

W. Michigan turns Cotton Bowl logo into reality

ARLINGTON, Texas – Western Michigan running back Jarvion Franklin remembers the initial reaction when the Cotton Bowl logo flashed on the screen during a team meeting almost a year ago, only days after the Broncos’ first bowl victory.

“As a team, we were all shocked.

We thought, OK, there goes coach (P.J.) Fleck doing something crazy,” Franklin said. “At the same time, we realized it was possible.”

The 12th-ranked Broncos (13-0) made it from Kalamazoo to the Cotton Bowl with their Fleck-ingrained “Row The Boat” mantra. The Mid-American Conference champs play No. 8 Wisconsin (10-3) on Monday.

Three years after winning only once in Fleck’s first season, Western Michigan is the only FBS team other than No. 1 Alabama with a chance to finish undefeated.

During that team meeting Jan. 7, five days after they won the Bahamas Bowl,

Fleck made his players aware of this season’s New Year’s Six game for the highest-ranked Group of Five team.

“But it wasn’t just the logo,” Fleck explained Sunday. “It was if you want this as players, this is not necessarily my goal for you or my vision for you and to put that pressure on you.”

Fleck told them to have a players-only meeting, and they came back to him after meeting twice. Yes, they wanted to get to the Cotton Bowl, but they didn’t want to talk about it again.

That was exactly the response Fleck hoped to get from his players. They had to win games and the MAC title before the Cotton Bowl even could be a possibility.

Receiver Corey Davis, who could have been a high NFL draft pick last year, came back for his senior season.

He became an All-American and the FBS career leader in receiving yards while helping WMU reach its goal.

Wisconsin’s losses were to the other Big Ten teams playing New Year’s Six games. After consecutive losses in October to Michigan and Ohio State –

teams that already have lost bowl games the past week – the Badgers won six in a row before losing to Penn State in the league’s championship game .

“Obviously, there’s still a bad taste in our mouth. But it didn’t take too long,” Wisconsin junior linebacker T.J. Watt said. “That’s a credit to Western Michigan. We can’t take them lightly. And we knew that coming in, so we couldn’t stress over the loss too much.”
