Houston reservoir reborn as public space, canvas for art

HOUSTON – Houston’s first underground drinking water reservoir – a decades-old collection of more than 200 concrete columns inside a cavernous space near downtown – had been unused for years and was set for demolition when a nonprofit group reimagined it as something new: a public space.

The 87,500-square-foot space, dubbed the “Cistern” and reminiscent of ancient European water reservoirs, opened its doors to visitors in May. Then earlier this month, the structure’s darkened pillars and walls became the canvas for a piece of modern art.

“Repurposing it for a contemporary audience is the perfect solution,” said Judy Nyquist, a board member with the Buffalo Bayou Partnership, which incorporated the reservoir as part of a $58 million park renovation project.

It’s the latest example of efforts by U.S. cities – including Atlanta; Buffalo, New York; Philadelphia; San Francisco; and Washington, D.C. – to repurpose abandoned and dilapidated pieces of infrastructure as public spaces.

Urban planners see the preservation of historic buildings and other structures as essential in creating the kinds of communities people want to live in, said Stephanie Meeks, president and CEO of the Washington, D.C.-based National Trust for Historic Preservation.

Probably the best-known project is New York City’s High Line, an abandoned elevated railroad section converted into a park in 2009. It has shown cities that such pieces of infrastructure can be diamonds in the rough, said Robert Steuteville, with the Congress for the New Urbanism, a Washington, D.C.-based nonprofit that promotes sustainable communities.

often you can do something with it that actually generates value,” he said.

In Houston, the Buffalo Bayou Partnership saw the preservation of the Cistern, first built in 1926 and decommissioned in 2007, as a way to save a piece of history and educate visitors about Houston’s relationship with its bayous, which have provided both drinking water and drainage. The group also saw the Cistern as a good fit for its plans to display art throughout the renovated Buffalo Bayou Park, 160 acres that the reservoir sits next to.

The first exhibition is an abstract-video installation called “Rain” by Venezuelan artist Magdalena Fernández. The nearly two-minute video, accompanied by a soundtrack of snapping fingers and stomping heels that mimics falling rain, projects a series of white geometric shapes onto the darkened concrete columns and the shallow pool of water on the Cistern floor to evoke the atmosphere of a stormy night. It can be seen until June through scheduled tours.

In San Francisco, officials and community leaders are working to turn a reservoir shuttered in 1940 into a park. In October, officials in Philadelphia broke ground on a project to transform an abandoned rail line into a public park similar to the High Line. In Buffalo, a collection of concrete grain elevators that are remnants of the city’s heyday as a shipping hub are being reused as locations for restaurants, outdoor concerts and as the projection screen for a nightly light show.

In Washington, D.C., a cultural organization is transforming an abandoned trolley station underneath the Dupont Circle neighborhood into a place for exhibitions and artistic expression.

Atlanta is in the midst of a project to transform 22 miles of a mostly abandoned railroad corridor that encircles the city into a network of trails, parks, affordable homes and rail transit that will connect 45 neighborhoods. The project is set to be completed in 2030.

icking the top news story of 2016 was not an easy task for the Northwest Herald’s editors.

On Nov. 8, Republican Donald Trump pulled off one of the greatest political upsets in modern American history.

But barely a week before, the Chicago Cubs won the World Series in a seven-game matchup for the ages.

Sometimes, the best lead for a story is saying it plain – the Chicago Cubs won the World Series.

The curses are broken. This year was the year.

Hell has frozen over. The Cubs are “lovable losers” no more.

Lovable, yes, but certainly not losers. And it took only 108 years since the Cubs’ last World Series championship.

Trump rides anti-establishment sentiment to win presidency over Clinton

Up until Nov. 8, the conventional wisdom among the political and media elite was that the 2016 presidential election was Hillary Clinton’s to lose.

Which she did, when voters delivered in a historic political upset that ended one of the most bitter and contentious election cycles in memory against two historically unpopular candidates.

Trump won the key battleground states he needed to defeat Clinton, also narrowly flipping Wisconsin, Michigan and Pennsylvania – the last time a Republican carried any of those states was 1988 – giving him 306 electoral votes to 232 for Clinton. However, Clinton beat Trump in the popular vote by 2.9 million votes.

Voters also left the U.S. Senate under Republican control, giving the GOP control in Washington of both the White House and Congress.

Illinois’ budget impasse continues

Come Sunday, Illinois will head into its third calendar year without a permanent budget. But the news gets worse.

An impasse that started in 2015 when the Democratic-controlled General Assembly submitted a deficit budget that Gov. Bruce Rauner vetoed cooled off somewhat when lawmakers on June 30 approved a six-month stopgap budget. That budget expires with the new year, again leaving state government without a spending AP file photo plan.

Illinois Gov. Bruce Rauner Rauner, a Republican elected in 2014 on a platform of stopping the state’s downward spiral, has said he will not approve any budget without reforms such as a term limits or a statewide property-tax freeze. Meetings of “working groups” of lawmakers from both parties have not succeeded in hammering out any sort of final deal.

While state workers are being paid and most state duties continue to get financed under court orders, social service agencies are hurting because of chronically late reimbursements.

The Cubs defeated the Los Angeles Dodgers in six games to win their first National League pennant since 1945. That was followed by what could be one of the most memorable and entertaining World Series duels in the history of the sport.

One game away from elimination, the Cubs won the next three, ending with a Game 7 nail-biter that went into 10 innings after a 17-minute rain delay, to win it all.

More than 5 million people attended the Cubs’ victory parade and rally in Chicago.

Police shootings under scrutiny in a dangerous year for cops

Police continued to find themselves not only under greater scrutiny over officer-involved shootings including African-Americans, but also in greater danger.

At least 64 police officers have been shot and killed in 2016, according to the National Law Enforcement Officers Memorial Fund. This past year showed a disturbing trend of officers being intentionally targeted. The most significant attack took place July 7, when a gunman angry over the fatal police shootings of black men killed five police officers and wounded nine more at a Dallas protest. The rampage was the deadliest day for law enforcement since the Sept. 11, 2001, terrorist attacks.

McHenry County lost a police officer in the line of duty last year, when sheriff’s Deputy Dwight Maness succumbed to complications from a 2014 shooting.

The United States and the world were rocked in 2016 by Islamic terrorist acts, many of them on behalf of ISIS. A 29-year-old security guard pledged allegiance to ISIS before entering an Orlando gay nightclub on June 12 and killing 49 people and wounding 53 more. Two other domestic attacks – a set of September bombings in New York and New Jersey that injured 31, and a vehicle attack and mass stabbing Nov. 28 at Ohio State University that injured 11 – appear to have been influenced by extreme Islamist ideology.

The U.K. votes to leave the European Union

Before Trump, there was Brexit.

In a move that shocked the European Union and the United Kingdom political establishment, the island nation’s voters narrowly approved a referendum June 23 to remove it from the 28-state political and economic bloc. The U.K. currently intends to formally request withdrawal by the end of March, which under treaty likely would mean a 2019 separation.

The majority of voters in England and Wales voted to

leave, while more voters in Scotland and Northern Ireland wanted to stay in the EU. A judgment by the U.K.’s high court is expected in January as to whether new Prime Minister Theresa May, who took over after David Cameron resigned after the Brexit vote, can make the withdrawal request without Parliament’s approval.

While most of Parliament’s members have said they will respect the referendum’s results, they could add caveats that would mean less of a clean break.

Fidel Castro dies

Former Cuban leader Fidel Castro, who led the country’s communist revolution and whose decision to allow Soviet missiles on Cuban soil almost plunged the world into nuclear war, died Nov. 25 at age 90.

Castro remained a thorn in the side of 10 U.S. presidents during a half century of rule since seizing power in 1959, most notably during the Kennedy administration, which tried to oust him in the unsuccessful Bay of Pigs invasion in 1961. The Cuban Missile Crisis followed a year later.

Cuba faced a crippling U.S. trade embargo, exacerbated by the end of economic subsidies from the former Soviet Union.

Castro officially handed the presidency in 2008 to his brother, Raul, who now is 85 years old.

The nation’s chilly relationship with the U.S. thawed somewhat in 2014, with promises of restoring diplomatic relations.

Thousands of joyous Cuban exiles in Miami and neighboring towns took to the streets to celebrate upon hearing the news.

Leaked emails embarrass Democrats, raise questions of Russian influence

The release of hacked emails from top Democratic officials during the 2016 campaign not only hurt Hillary Clinton, but also raised concerns over potential foreign influence in

the election.

Almost 20,000 emails obtained through hacking the Democratic National Committee computer network were given to the website WikiLeaks, which posted them in July just before the party’s nominating convention.

Party Chairwoman Debbie Wasserman Schultz resigned under pressure – emails appeared to show a coordinated effort to help Clinton and hurt her Democratic rivals during the primaries. The emails contradicted claims by Democratic officials that Clinton’s rival for the nomination, Sen. Bernie Sanders, was being treated fairly by the party.

Politically embarrassing emails from Clinton campaign Chairman John Podesta were released by WikiLeaks in the weeks before the Nov. 8 election.

Earlier this month, the CIA told lawmakers that intelligence agencies had concluded that Russia may have been behind the hackings as an effort to ensure the election of Trump.

Protesters stop pipeline project, occupy wildlife refuge

Two very different groups of people occupied federal lands using different techniques for different reasons, yielding very different endings.

Members of the Standing Rock Sioux tribe and supporters spent months camping out in North Dakota to protest and block completion of the proposed Dakota Access oil pipeline, which would skirt the reservation’s northern border.

Protesters allege that the pipeline threatens their drinking water and cultural sites.

The Army Corps of Engineers announced earlier this month that it would try to find an alternate route.

On Jan. 2, an armed group upset over federal ownership of western lands occupied the headquarters of the Malheur National Wildlife Refuge in Oregon. The standoff lasted 40 days, and one of the group members was shot and killed by federal agents when several of them were arrested en route to a meeting.

While 12 of the members have pleaded guilty in court, a federal jury in late October acquitted seven of them of all federal charges.

Stock market hits record highs after a crazy year

The past year was an unpredictable roller-coaster ride for the stock market.

It started out with the worst opening month ever for the Dow Jones, which lost 5.5 percent of its value because of worries over plummeting oil prices and a slowdown in the Chinese economy.

Stocks took another tumble in June after U.K. voters decided to leave the European Union, startling investors who assumed based on polling that the Brexit effort would fail. While investors were sure that the Federal Reserve would raise interest rates in 2016, it did not happen until earlier this month.

Another unforeseen event did not hurt U.S. markets at all. While Dow futures plunged on the night of Nov. 8 as it appeared that Donald Trump was going to defy conventional wisdom and win the presidency, the stock market ended Nov. 9 on an upbeat note.

The Dow Jones is ending 2016 breaking records, and was poised as of last week to break the 20,000 mark.

Online freight management company to open tech center

hprokop@shawmedia.com FOX RIVER GROVE – Online freight management company Truckstop.com will be moving into Fox River Grove this week.

The company is expected to bring 60 new jobs to the village and have space to grow to about 100 employees at 912 Northwest Highway, said Jim Vrtis, chief technology officer with Truckstop.com.

The online freight-matching company was founded in 1995 in Idaho, according to a news release from the village. It provides services including load planning, transportation management, telematics, route optimization and logistics solutions.

The business’ technology center will be in Fox River Grove, Vrtis said.

This is its first office in Illinois, Vrtis said.

“Fox River Grove is thrilled to welcome Truckstop.com to the village,” Village President Robert Nunamaker said in a statement. “This is a great addition to our business community, and we look forward to being partners for years to come.”

New Italian restaurant Mia Passione preparing to open doors in February

nlinhart@shawmedia.com WOODSTOCK – Mia Passione, a new upscale Italian restaurant in Woodstock, is expected to complete renovations within the next three weeks in preparation for its grand opening.

“Feb. 1 is my target date to open, but we’ll see what happens, because not everything always goes the way you think it will,” co-owner Michael Palmieri said.

The new restaurant will be at 228 Main St., across the street from Woodstock Classic Cinemas.

The next few weeks will consist of the restaurant putting in new tables, chairs and equipment. Palmieri said he’s been hiring local businesses to help with the renovations because he likes to keep things local.

“Everything we’re doing here is all brand-new,” Palmieri said. “For instance, we’re putting all new, up-todate equipment in the kitchen.”

“In another week, the restaurant should be just about aesthetically complete,” Palmieri said. “Right now, we’re installing granite countertops for the bar area.”

The upscale Italian restaurant will boast a menu full of seafood, steaks and Italian dishes, such as eggplant parmigiana, pizza, salad and various pasta dishes. The dining room is expected to seat 150 people, Palmieri said, and the

banquet area is expected to seat about 250.

“Just for the restaurant part of it, we’re estimating we’re going to need to hire about 20 people,” Palmieri said.

This will be Mia Passione’s second location, as Palmieri opened his first location in River Grove in late 2014.

“Two things about this Woodstock location enticed me,” Palmieri said.

“One, the friendliness of this town is incredible. You feel like you’ve known everyone your whole life even though you just met them.

“The other reason was we really liked the banquet situation here, and that this particular facility has room for banquets.”

Looking to meet neighboring restaurant owners, Palmieri said he’s eaten at just about every restaurant in the area.

“We’ve sat down to talk with the owners, and they’ve all wished us good luck,” Palmieri said. “That just makes you feel very good, and we feel the same that we want to help them out as well.”

Become a certified mental health first aid instructor CRYSTAL LAKE – The McHenry County Mental Health Board and the National Council for Behavioral Health are inviting individuals to undergo training to become a certified mental health first aid instructor.

The council will offer an adult mental health first aid instructor certification training from April 3 to April 7.

The deadline to apply for the certification training is Saturday.

Training will be at the McHenry County Mental Health Board building, 620 Dakota St., Crystal Lake.

Much like people use CPR training to assist others during a heart attack, a certified mental health first aid instructor will prepare people how to interact with someone developing a mental health problem or experiencing a mental health crisis.

A mental health first aid instructor is tasked with serving as a presenter, facilitator and ambassador for the Mental Health First Aid USA program.

Publicist: British singer George Michael dies at age 53

popularity from the start with hits such as “Wake Me Up Before You GoGo,” “Young Guns (Go For It)” and “Freedom.” As a solo artist, he developed into a more serious singer and songwriter, lauded by critics for his powerful vocal and expressive range.

He sold well over 100 million albums globally, earned numerous Grammy and American Music Awards, and recorded duets with Aretha Franklin, Ray Charles, Luciano Pavarotti and Elton John among others.

“I have lost a beloved friend – the

kindest, most generous soul and a brilliant artist,” Elton John wrote on Instagram.

He reached the very heights of success, but agonized over being a celebrity. He spoke of cutting back on tours and interviews and letting his work speak for itself. One aging superstar thought he was behaving like a fool: In a public letter dated Sept. 9, 1990, Frank Sinatra advised Michael to “loosen up” and “swing, man.”

“The tragedy of fame is when no one shows up and you’re singing to the

cleaning lady in some empty joint that hasn’t seen a paying customer since Saint Swithin’s day,” Sinatra wrote.

Michael, with tailored good looks and an easy stage manner, formed the duo WHAM! with his school friend Andrew Ridgeley in the early 1980s.

Helped by MTV, founded around the same time, easily crossed the Atlantic to become popular in the United States with Michael, as lead singer, usually the focal point.

He started his solo career shortly before WHAM! split, with the release of the megahit single “Careless Whisper,” making a seamless transition.

Critics generally viewed his WHAM! songs as catchy but disposable pop and gave his solo efforts far higher marks.

Throughout his career, his drug use and taste for risky sex brought him into frequent brushes with the law, most famously in 1998 when he was arrested for public lewdness in Los Angeles. Yet, he managed to turn the incident into fodder for a popular song that poked fun at his behavior, and his acknowledgment of his homosexuality at that time made him even more popular with his fans.

His first solo album, 1987’s “Faith,” sold more 20 million copies, and he enjoyed several hit singles including the raunchy “I Want Your Sex,” which was helped immeasurably by a provocative video that received wide airplay on MTV.

LONDON – George Michael, the British pop superstar who reached early fame with WHAM! and went on to a solo career lined with controversies and chart-topping hits that blended soul and dance music with daring social and personal commentary, has died, his publicist said Sunday. He was 53.

Michael died at his home in Goring, England. His publicist, Cindi Berger, said he had not been ill. Michael’s manager, Michael Lippman, said the cause of death was heart failure. His family issued a statement through Thames Valley Police saying that he “passed away peacefully at home over the Christmas period.

“The family would ask that their privacy be respected at this difficult and emotional time. There will be no further comment at this stage.”

Before Lippmann’s announcement, police issued a statement calling the death “unexplained but not suspicious” and that “a post mortem will be undertaken in due course.”

The loss of Michael continues a year of grief in the music industry, with David Bowie, Prince and Glenn Frey among those dying before age 70.

CHICAGO – One of the last chances for former Illinois Gov. Rod Blagojevich to win early release from federal prison rests on a pending decision by the man whose Senate seat Blagojevich was convicted of trying to sell – President Barack Obama.

Blagojevich, 60, is in the fourth year of a 14-year prison term. He recently submitted a request to have his sentence on wide-ranging corruption convictions commuted, the U.S. Department of Justice has confirmed.

Obama has rarely mentioned his fellow Chicago Democrat since Blagojevich’s December 2008 arrest, a month after Obama won the presidency, so it’s hard to gauge whether he’d give Blagojevich’s request for a reduced sentence serious thought.

A commutation is a reduction of a sentence, while pardons amount to forgiveness of a crime that also removes restrictions on rights to run for office and vote. In federal cases, only presidents have the power to reduce a sentence.

Illinois high court clears doubt over snow-shoveling law

CHICAGO – Property owners can take comfort, but shouldn’t lapse into negligence, now that the Illinois Supreme Court has clarified a 1979 state law protecting them from some slip-and-fall lawsuits.

The high court reaffirmed earlier this month that the Snow and Ice Removal Act shields property owners from liability if someone gets hurt because they didn’t do a good enough job of shoveling, but only when the snow or ice was the result of natural conditions.

Report: Arrests by Chicago police drop 28 percent

CHICAGO – The number of arrests in Chicago fell about 28 percent this year.

The Chicago Sun-Times reported that the number is on target to be the lowest since at least 2001. Through mid-December, police made about 50,000 arrests citywide in 2016, down from about 69,000 a year ago.

Arrests have dropped in every major crime area, from theft to aggravated battery with a handgun. Narcotics arrests

On Dec. 19, he pardoned 78 people and shortened the sentence of 153 others, the greatest number of individual clemencies in a single day by any president. But the focus has largely been on drug cases.

Compared with the total number of requests made, Obama, like other presidents, has granted only a small percentage. Nearly 32,000 commutation petitions have been submitted to Obama since 2009, with just more than 1,000 granted, Justice Department data indicate. That’s a 3 percent success rate for applicants.

Longtime Belleville hobby shop closing after 70 years

BELLEVILLE – A 70-year-old shop featuring model railroads and trains in Belleville is set to close by the end of the year.

The Belleville News-Democrat reported that Harter’s Hobby Shop will close its doors because the owner is retiring.

The shop has operated in Belleville since 1946. Ron Bayer of Swansea has worked there since 1950 and owned the shop since 1959.

He told the newspaper that he’ll take any items left over in the store to a model railroad show in St. Charles. If there’s anything left after that, he’ll donate it to charity.

SOCHI, Russia – Backed by ships, helicopters and drones, Russian rescue teams searched Sunday for victims after a Russian plane carrying 92 people to Syria crashed into the Black Sea shortly after takeoff. Investigators said they were looking into every possible cause for the crash, including a terror attack.

All 84 passengers and eight crew members on the Russian military's Tu-154 plane are believed to have died when it crashed two minutes after taking off at 5:25 a.m. in good weather from the southern Russian city of Sochi. The passengers included dozens of singers in Russia’s world-famous military choir.

More than 3,000 rescue workers on 32 ships – including more than 100 divers flown in from across Russia – were searching the crash site at sea and along the shore, the Defense Ministry said. Helicopters, drones and submersibles were being used to help spot bodies and debris.

Powerful spotlights were brought in so the operation could continue all night.

Emergency crews found fragments of the plane about 1 mile from shore. By Sunday evening, rescue teams had recovered 11 bodies and Transport Minister Maxim Sokolov said fragments of other bodies were also found.

Asked whether a terror attack was a possibility, Sokolov said investigators were looking into every possible reason for the crash. Several experts noted factors that suggested a terror attack, such as the crew's failure to report any

malfunction and the fact that plane debris was scattered over a wide area.

The plane was taking the Defense Ministry's choir, the Alexandrov Ensemble, to perform at a New Year’s concert at Hemeimeem air base in Syria’s coastal province of Latakia. Those on board also included nine Russian journalists and a Russian doctor famous for her work in war zones.

Russian President Vladimir Putin went on television to declare Monday a nationwide day of mourning.

“We will conduct a thorough investigation into the reasons and will do everything to support the victims’ families,” Putin said.

The Black Sea search area – which covered about 4 square miles – was made more difficult by underwater currents that carried debris and body fragments into the open sea. Sokolov said the plane’s flight recorders did not have radio beacons, so locating them on the seabed was going to be challenging.

The Tu-154 is a Soviet-built three-engine airliner designed in the late 1960s. More than 1,000 have been built, and they have been used extensively in Russia and worldwide. The plane that crashed Sunday was built in 1983, and underwent factory check-ups and maintenance in 2014 and this year, according to the Defense Ministry.

Magomed Tolboyev, a decorated Russian test pilot, said it was clear that all on board had died in the crash.

“There is no chance to survive in such situation,” he said, according to the Interfax news agency.

Anti-refugee sentiment from election carries over to states

The Associated Press HELENA, Mont. – The push to restrict refugee resettlements and immigration in the U.S. that figured so prominently in Donald Trump’s election is now headed to states that are preparing to convene their legislative sessions early next year, immigration advocates said.

In Montana, which took in just nine refugee families from January to early December, about a dozen bill requests related to refugees, immigration and terrorism have been filed ahead of next month’s session. The measures include requiring resettlement agencies to carry insurance that would defray the cost of prosecuting refugees who commit violent crimes and allowing towns and cities to request a moratorium on resettlements in their communities.

Refugee rights advocates said those measures are a sign of what is to come as the anti-refugee rhetoric that featured prominently in the presidential election spills over to statehouses and local governments.

“It’s pretty widely known that this is going to be a hard year for those of us

who are seeking to protect the rights of refugees and immigrants,” said S.K. Rossi, advocacy and policy director for the ACLU of Montana.

The president-elect campaigned on building a border wall with Mexico to stop illegal immigration, deporting immigrants who are in the nation illegally and halting the resettlement of refugees to strengthen the federal program that vets them.

Some down-ticket conservative candidates took Trump’s cue and integrated the anti-refugee platform into their campaigns. Montana Rep. Ryan Zinke, for example, spoke multiple times about the possibility of child terrorists slipping into the U.S. Empowered by the issue’s prominence, anti-immigrant groups have state and local governments in their sights as targets to push restrictive measures in addition to whatever changes may happen at the federal level, said Michele McKenzie, deputy director of the Minneapolis organization The Advocates for Human Rights.

That would lead to further manipulation of the deeply visceral fear of newcomers to the U.S. that was exposed during the election campaigns, McKenzie said.

The college debt debate

Janet Yellen, chair of the Federal Reserve, spoke at the University of Baltimore’s midyear commencement last week, and her message was about as upbeat as any the students will ever hear from a practitioner of the dismal science.

The economy is nearly at full employment, with prospects especially strong for college graduates, for whom the unemployment rate is an infinitesimal 2.3 percent. What’s more, grads can expect a “large” advantage in lifetime earnings over contemporaries with only a high school education. Last year, college graduates’ earnings averaged 70 percent more than high school graduates’ pay; that is up from 20 percent in 1980, she said. And the advantage kicks in quickly: Only a few years after graduation, it’s almost $18,000 a year, Yellen reported.

Moral of the story: Higher education is a good long-term investment. That notion is being questioned as never before, though, due to concern about student debt, which now totals $1.3 trillion, spread out over 44.2 million borrowers. Yet as Yellen pointed out, government data shows the vast majority of student borrowers who complete their degree programs find work that allows them to keep up with interest payments and eventually pay off the principal.

Yellen’s words were a useful corrective to the view, expressed at great but tendentious length by presidential candidates this year, that student loans are “crushing” America’s young people – and that a major federal initiative is needed to correct that. In fact, debt distress is disproportionately concentrated in certain segments of the market, including professional schools and for-profit, four-year colleges.

Solutions, if any, should be targeted and limited so as not to waste resources that could go toward other purposes, such as enhancing the prospects of those who do not attend college. Donald Trump’s ideas still are rather murky at this point. During the campaign, a Trump adviser spoke of returning the student-loan business to private banks, as opposed to having the government originate them, and profit directly, as at present. The candidate advocated incentives for colleges to reduce tuition costs, as well as capped payments and long-term loan forgiveness – all of which already have been suggested or attempted by the Obama administration.

Whatever the next Congress and president do about student loans, policy must reflect the fact the benefits of investment in higher education accrue not only to society but also to the individuals who receive the education. It is therefore perfectly reasonable both to subsidize that investment – and to expect individual beneficiaries to pay for some of it themselves.

Your current health affects immune response to flu shot Dear Doctor: If I received the flu shot in September, will I still be protected from the flu in March?

Dear Reader: That’s a very good question – and the answer depends, in part, on your current health.

The flu season normally lasts from November to March, but it can begin in October and even end in May. The injected influenza vaccine, which contains three to four inactivated viruses from the prior flu season, spurs the formation of antibodies to help your body fight off influenza if you’re exposed. It takes about two weeks after the vaccine for your body to produce sufficient protective antibodies.

If you are a healthy person younger than 50, you’re more likely to get a good immune response from the vaccine – and also more likely to have an immune response that lasts six to 12 months. You’ll also have a greater and longer-lasting immune response if you get the flu vaccine every year.

So if you got your shot in September, you should have immunity that lasts throughout the flu season.

If you’re older than 50 and have diabetes, cancer, or kidney or liver failure, your ability to mount a good response from the vaccine decreases. So six months after your vaccination, you may not have sufficient antibodies to ward off the flu. This has been shown specifically for the H1N1 influenza virus. If you received the vaccine on Sept.

1, you may be less protected by April of the following year against H1N1.

ASK THE DOCTORS Robert Ashley This decreased immunity is especially pronounced in people older than 65. It decreases even further among those older than 65 who have chronic illnesses.

Some pharmacies have been administering the flu vaccine as early as the middle of August. This isn’t necessarily a bad thing for someone older than 65 or someone with chronic illnesses, because you still get immunity from the vaccine that should last through much of the flu season. Still, it’s probably better to wait until at least the middle of September to get the flu vaccine just to ensure you’re protected for as much of the flu season as possible.

Finally, it’s especially important to get yearly flu vaccines if you are: older than 60; between the ages of 6 months and 4 years; have chronic illnesses; or are pregnant.

The flu is especially risky for these groups.

While imperfect, the flu vaccine is the best way our society has found to decrease the death rates and the long-term complications from a potentially fatal disease that causes anywhere from 3,300 to 49,000 deaths per year in the United States.

DEAR ABBY has happened again, another Jeanne stressful, unPhillips pleasant Thanksgiving for me.

My husband has out-of-town relatives who fly in using frequent flier miles. They get picked up from the airport on arrival and returned to the airport for departure. They spend a week here eating, drinking and being entertained. Never once have they offered to buy any food, help with meals or take us out for dinner. If we go out for a meal, it is always our treat.

They brag nonstop about how much money they are saving, and they could well afford to be gracious. This has been happening for 15 years.

They invite themselves. I do not enjoy their company. My husband is aware of how I feel, but has asked me to tolerate them because they are the only blood relatives he’s in contact with outside of our family. I am left to do the laundry and cleaning after they leave. They have a nice vacation, and I feel used and abused. How can I get rid of them and still keep peace in the family? – Fed Up With Freeloaders Dear Fed Up: If your husband insists on entertaining these users because of his blood relationship, you should allow him to do it. If you’re feeling magnanimous, welcome them warmly and tell them you’re sorry you can’t spend more time with them, but you are leaving to visit: your grown children, your parents, your dear old school chum(s). hen Alex Timmerman was younger, he used to win the ball-handling competitions at Crystal Lake Central youth summer camps. Even then he was the biggest kid on the court.

Listed at 6-foot-8 now, he still has the handles.

The Tigers’ sophomore showed off his basketball instincts with four steals in Friday’s win over Wauconda at the E.C. Nichols Holiday Classic in Marengo.

Central coach Rich Czeslawski said he thinks Timmerman has a long way to go in his development as a basketball player, and it has the

coach dreaming big about his center’s future.

“I don’t think he’s anywhere close to what he’s going to be,” Czeslawski said. “I think he is going to be an absolute monster in this area. He works hard, he’s coachable, he loves to play the game and he’s just starting to come into it now. It’s fun to watch.”

Timmerman finished the 67-47 win over Wauconda with 13 points and eight rebounds to go along with the four steals. It came a day after he scored 24 points in an overtime loss to Sycamore to open the tournament.

Timmerman said he still has much room to improve in his athleticism.

“Jump more and get faster, strength and conditioning, speed and agility – that’s something I try to keep up with,” Timmerman said.

He played baseball in the past, but this is the first year he has decided to focus on basketball. He played AAU ball for EPIC Hoopz this year and said he plans to play for Fundamental U – the same program where Jacobs’

Cameron Krutwig plays – after the conclusion of the high school season.

Timmerman’s mother, Lauren Timmerman, played volleyball at Northern Illinois and Valparaiso. Alex hopes to become a college basketball player himself. “(I want to) play at the highest level I can play,” Timmerman said. “I want to play college basketball, whether that’s Division III, Division II or Division I.” Czeslawski said he hopes his big man isn’t done growing yet.

“That would be nice,” he said.

“We’re talking right now about how to use his body. He’s got great hands, his footwork is great, he’s a tough guy to move, he shoots the ball well. He has a chance to be very, very good if he keeps working as hard as he has.”

Timmerman has the ability to knock down some outside shots, too, making a pair of 3-pointers in the Sycamore game.

The Associated Press CHICAGO – Everything changed for the Cubs on a rainy November night.

A century-plus worth of heartache washed away by a wave of pure joy.

There were hugs, cheers and tears – and bottles and bottles of booze, sprayed everywhere from Cleveland to the shadow of Wrigley Field.

Lovable losers, no more. The story of so many lifetimes is The Associated Press’ Sports Story of the Year.

Muhammad Ali “The burden has been lifted,” manager Joe Maddon said.

The Cubs’ first World Series title since 1908 is the runaway winner for top sports story of 2016, collecting 48 of 59 first-place votes and 549 points in balloting by AP members and editors.

The death of Muhammad Ali after a long battle with Parkinson’s disease was second with 427 points, and LeBron James leading the Cleveland Cavaliers to the franchise’s first NBA title took third with 425 points.

In a year that seemed to be more about what we lost (Ali, Arnold Palmer, Gordie Howe, Pat Summitt, Jose Fernandez and the plane crash that killed most of the Brazilian club soccer team Chapecoense) than the winners on the field, the Cubs provided a feel-good mo-

ment that warmed at least the north side of Chicago well into the city’s notoriously brutal winter. They drew huge ratings throughout the playoffs, with much of the country tuning in to see whether it finally was the year.

It was.

“I think a lot of casual fans were initially drawn to the Cubs in the postseason because of the 108-year drought and the curse narrative,” president of baseball operations Theo Epstein said. “But when they tuned in, they saw a talented team full of young, exciting players who are also team-first, high-character people.”

As baseball stories go, the 2016 Cubs had it all. One last stand for David Ross, a retiring catcher who became a key figure in the team’s clubhouse. Loads of bright young stars, with Kris Bryant turning in an MVP performance.

An eccentric personality in Maddon, who cemented his status as one of the game’s best managers.

There was history, for the franchise and its front office, with Epstein helping end two of baseball’s biggest droughts. See Boston Red Sox, 2004.

That would have been enough to make it one of the top sports stories of any year, but an epic finish only added to the luster of the franchise’s third championship. The Cubs dropped three of the first four games in the World Series against the Indians, and then rallied to force Game 7 in Cleveland.

As the son of a golf professional, Zach Beaugureau was destined to spend a lot of time on golf courses.

The Cary-Grove senior, whose father, Scott, is the pro at McHenry Country Club, remembers first picking up clubs around age 4. Another golf venture, when Beaugureau was 13, has proven most beneficial.

That was the year Beaugureau, an Zach eighth-grader, became Beaugureau a caddie at his father’s club. As a caddie, Beaugureau was eligible to apply for a Chick Evans Scholarship, which is awarded by the Western Golf Association.

Beaugureau received his letter Saturday that he had received an Evans Scholarship, which covers tuition and room and board expenses for four years of college. Evans Scholars are chosen for their caddie record, excellent academics and outstanding character, integrity and leadership.

“I got a 31 on the ACT, that put me in good position,” Beaugureau said.

“It depends on volunteer activities and extracurriculars, too; it’s not just grades.”

Beaugureau is an accomplished player and hopes to walk on at whatever school he selects among Illinois, Marquette and Wisconsin. Each of those schools has a house where Evans Scholars live.

Beaugureau was a Northwest Herald All-Area first-team selection after finishing in a four-way tie for third place at the Class 3A boys golf state meet. Hinsdale Central’s Brendan O’Reilly won at 142, Prairie Ridge’s Ethan Farnam was second at 147 and Beaugureau tied with three other players at 148.

“I’m still going to try and play golf,” said Beaugureau, who also is the leading scorer on C-G’s basketball team. “It’s not the end of the world (if I don’t). The scholarship is setting me up for my future; I’m going to get out of school and have no college debt.

I’m going to a great university, so I’m really excited about that.”

Beaugureau began noticing other caddies receiving Evans scholarships when he was a freshman.

“There’s a lot of kids in our club (at McHenry) who have gotten them,” Beaugureau said. “It motivated me to get it, too. It’s fantastic. It’s awesome.”

Is Howard the only compelling Bear left?

Tailback 61 yards shy of team rookie rushing record

pfinley@suntimes.com CHICAGO – Will Blackmon thought he had an 88-yard interception return for a touchdown as he was sprinting down the right sideline after one of Matt Barkley’s five interceptions Saturday. By the time safety Duke Ihenacho knocked down Bears tackle Charles Leno, Blackmon let his mind wander.

“Duke made a [heck] of a block; I looked and I just saw the grass,” he said. “I was thinking like, ‘Hmm, what can I do.’ I think of pulling out a Rolodex of just dances and like, ‘I’m going to do something. It’s Christmas Eve.’ “But then I got taken out with a tranquilizer dart.”

Jordan Howard, the Bears’ running back, chased him down, dove and tripped Blackmon at the 9. In a year filled with mistakes, losses and spectacular injuries, the rookie proved, for the hundredth time this season, that he’s a rare Bears player worth watching.

That will be even more true in Week 17, when the Bears could be without rookie pass-rusher Leonard Floyd, who suffered his second concussion in five weeks Saturday.

The intrigue behind Barkley vanished as quickly as Blackmon did down the sideline, too.

With 61 rushing yards against the Vikings, Howard, who has 1,178 in 12 games, will pass Matt Forte for the most in franchise history for a rookie.

His 18 rushes for 119 yards Saturday gave Howard his sixth 100- Jordan Howard yard rushing game of the season, the most for any Bears rookie.

“It’s something that we’d always seen in training camp,” receiver Alshon Jeffery said. “I mean, he’s an impressive guy. He’s impressing us.

It’s something we’ve been seeing since training camp. We just wanted to see what we do when he get his opportunity when he gets the ball.”

But will he get it inside the 5-yard line?

After Howard ran for 23 yards and then 5 more on the next play in the first quarter, the Bears decided to throw on second-and-goal from the 4 – and then again on third down.

Both were incomplete, and Connor

Barth’s 22-yard field goal was blocked.

Offensive coordinator Dowell Loggains has been critiqued all year for not pounding Howard.

“Hindsight is 20/20 – let’s make that totally clear,” coach John Fox said after Saturday’s game. “I think we did the same on a later drive and scored a touchdown. Sometimes what the defense is doing and what we are capable of in our matchups, it comes down to execution, not just what play it is.”

The play Fox referenced was Barkley’s first-and-goal touchdown pass to Deonte Thompson from the 3 – although it came with 1:23 to play in the game, the clock running and the Bears down by 20.

“It wasn’t frustrating for me,” Howard said. “I just go with whatever the coach calls. I’m always going to have faith in whatever he calls is going to work.”

Despite ranking fourth in the NFL with a 5.1-yards-a-carry average, Howard has only six rushing touchdowns.

That’s almost one-third the total of league leader LeGarrette Blount, who has 17. The Falcons and Bills each have two running backs with more touchdowns, apiece, than Howard.

Howard’s most exciting red zone play, then, was the tackle he made on Blackmon.

His stellar season deserves better in the Sunday finale. In a game that

matters only for draft position, Howard will one of the few players worth your attention.

“As a team, we don’t care what our record is – we might be losing, but we’re going to come back and fight and give it our best shot,” he said. “We don’t have a ‘don’t care’ mentality. We are all going to fight to the finish.”

When the NFL announced its Pro Bowl teams Tuesday, Howard was perhaps the only Bears player who could conceivably have gotten his hopes up.

Two of the three NFC running backs selected were unimpeachable, however: Cowboys rookie Ezekiel Elliott leads the NFL in rushing. The Cardinals’ David Johnson leads all running backs in receiving yards and has 10 more rushing touchdowns than Howard.

The Falcons’ Devonta Freeman averages a half-yard per rush less than Howard. The Bears’ rookie still can earn a trip to Orlando as an alternate, however – particularly if Elliott or Freeman reach the Super Bowl.

“I don’t want to talk about the Pro Bowl, but I think Jordan’s had a really good year and he’s helped this football team,” Loggains said last week. “Obviously, it hasn’t shown in the win-loss column, but he’s helped our offense.

Injury numbers biggest X-factor heading into offseason

mpotash@suntimes.com CHICAGO – It’s only fitting that the one player on injured reserve that the Bears designated for return, did not.

With the Bears’ luck with injuries, it almost is an upset that cornerback Kyle Fuller isn’t worse.

The Bears thought Fuller could return this season, but he will not after the Bears decided last week against putting him on the active roster. With Fuller and nose tackle Eddie Goldman – a late, but not unexpected addition to injured reserve Friday – the Bears have 19 players on IR this season and 33 in two seasons under coach John Fox and general manager Ryan Pace. (That’s more than double the number of players on IR in two years under Marc Trestman – 15 (five in 2013 and 10 in 2014).

Those numbers underscore arguably the biggest offseason X-factor for the Bears as they get closer to what figures to be a critical season for both Fox and Pace in 2017. Almost regardless of who plays quarterback or how much better Leonard

Floyd, Jordan Howard, Cody Whitehair, Nick Kwiatkoski and Bryce Callahan are next season, if the Bears can’t avoid the glut of injuries and re-injuries that gutted them this season, they have almost no chance to taking the huge step they need to take to become a playoff contender.

Injuries are mostly considered a factor of luck in the NFL, but the Bears’ spate of injuries this season almost defies that explanation. The Bears have an NFL-high $32.7 million in salary cap space on injured reserve, accordJohn Fox ing to spotrac.com (the Vikings are next at $27.7 million). The Bears have 16 players who have played in all 15 games – the league average is 22.2 (only the woebegone Jets have fewer, with 14). The Bears have only two players who have played in 90 percent of the offensive/defensive snaps this season. The league average is more than triple that – 6.3. The playoff-bound Cowboys, Giants, Falcons and Raiders have eight or more.

“Some teams have stayed healthy,

and some not as much,” Fox said.

“There are actually teams that have more missed to injury than we have, and I think the records are similar.”

The Bears’ litany of injuries under Fox has at least a couple of red flags.

From Kevin White to Alshon Jeffery to Pernell McPhee to Marquess Wilson to Fuller, the Bears have a lot of injuries that often become more problematic than they appeared. The Bears tried to nurse White through is leg injury last summer and he ended up missing the entire season with a stress fracture.

Fuller had “clean-out” arthroscopic surgery and also missed the entire season.

And managing injuries seems to be problematic. McPhee tried to play through a knee injury last year and ended up missing the first six games of this season on the physically unable to perform list. Goldman, after missing six games this season with a high ankle sprain, re-injured the ankle after returning in Week 10, tried to play through the injury and ended up on IR. The challenge for the Bears is to not only get players healthy, but also to

keep them healthy.

Fox generally downplays injuries as part of the game – even repeat injuries, like Goldman, Royal and Wilson.

“I don’t think that is an issue,” Fox said last month, “other than anytime you’ve had an injury somewhere, that can repeat itself. People have chronic stuff in all walks of life.”

But with the injuries piling up, the losses piling up and Fox in need of a resurgent 2017 season, even he seems to understand the Bears might need to do more than just keep their fingers crossed and hope that the injury bug won’t bite them as much next season.

“You look at everything,” Fox said.

“There will be a lot of different things on the table I’m sure around the league.

I think injuries are up throughout the whole league. Even how we handle our offseason – which people could argue maybe is ideal or not ideal to prevent injuries. But either way, it’s going to be that way for a while. You’ve just got to deal with it and adjust to it, and that will be something we’ll look strong at when the season’s over.”

I don’t think we ever hung our heads. We kept fighting through the adversity, which is what this team has to do the remainder of the season when things aren’t going our way.

“We battled back in this building against a team of that caliber and take the lead in the second half … is a positive sign. It’s a step in the right direction for our group to be able to do that.”

Dwyane Wade scored 18 of his 24 points in the second half to lead the Bulls.

“We’ve got competitors – fierce ones at that,” Butler said. “Guys who fight. Guys that come out every night and hustle, do what they’re asked by the coaches. Yeah, we’ve got to execute. We’ve got to play better. But you can never doubt the fight that the guys in this locker room have. And I’m proud of that.”

The Aldridge Factor: LeMarcus Aldridge continues to haunt the team that drafted him second overall in 2006 but traded him for Tyrus Thomas. Aldridge hit his first 11 shots – several of them long jumpers – and 14 of his first 16 shots en route to 33 points and nine rebounds. Aldridge is averaging 20.7 points and shooting 51.7 percent in 21 career games against the Bulls.

“That’s what we were talking about before the game,” guard Jimmy Butler said. “He’s an elite long-2 guy. He makes those shots. This is the NBA. Guys are going to score. You can just continue to challenge his shot, try to run him out of them. If he makes them, you’ve got to tip your hat to him.”

SAN ANTONIO – The Bulls lost for the sixth time in seven games, but didn’t quit – rallying to take the lead in the second half after falling behind by 20 points in the first quarter against the San Antonio Spurs – before falling, 119-100, on Christmas Day at AT&T Center.

For a team trending toward shaky territory, that’s – as coach Fred Hoiberg called it – a positive sign.

“I want to win as everybody does in here,” said guard Jimmy Butler, who blue-collared his way to 19 points on 8-of-19 shooting in a tough matchup against the Spurs’ Kawhi Leonard. “But we’ve got to stay high-spirited, man. If it gets gloomy in here, everything’s going

have. These coaches. These players. We know what we’re capable of. We’ve jut got to get in the rhythm and get everything back on track.”

In the context of the season, the loss to the Spurs was a step in the right direction for a team headed off the tracks. The Spurs hit 12 of their first 13 shots and took leads of 17-2 and 30-10 in the first eight minutes. LaMarcus Aldridge (33 points on 15-of-20 shooting) hit four long jumpers and Leonard scored nine consecutive points to get it started.

With a strong effort off the bench from Nikola Mirotic (11 points), Jerian Grant and Doug McDermott, the Bulls avoided the blowout, trailing 55-50 at halftime. Taj Gibson sparked a third-quarter rally as the Bulls took a 70-67 lead on Butler’s 3-pointer with 4:55 to left in the quarter.

But backup center Dewayne Dedmon scored all nine of his points and Manu Ginobili hit a big 3-pointer as the Spurs outscored the Bulls,

Broken sticks a constant source of frustration

mlazerus@suntimes.com CHICAGO – Artemi Panarin glided into his usual spot in the left faceoff circle in the offensive zone, and cocked his stick high above his head, ready to unload and unleash as Brent Seabrook slipped him a pass right in his wheelhouse. Trailing by a goal and on the power play with less than two minutes to go in the game against the Winnipeg Jets on Dec. 4, the Blackhawks had the puck right where they wanted it.

Panarin’s stick – a marvel of modern sports technology, a one-piece composite with a significant amount of flex to it that retails for a few hundred dollars – shattered on the downswing. Panarin chucked the chunk left in his hand over his head in frustration and raced to the bench for a replacement. Barely 10 seconds later, Panarin was right back in the action, grabbed a rebound and got the puck to Seabrook, who delivered another perfect one-timer feed to Patrick Kane in the other faceoff circle.

Kane’s stick broke, too. Ninety seconds later, the game was over and the Hawks had lost, 2-1.

“It’s not a fun feeling,” Kane said.

There are so many things that can go wrong in a hockey game. A turnover. A blown bit of coverage. A bone-crunching hit along the boards. Heck, Kane once scored a goal into his own net from 195 feet away during a delayed penalty. But

“The unusual thing is when you pick up your new stick, and it still almost feels like it’s broken,” Kane said.

“It takes a couple shots to get it back to normal. It’s a pretty weird and unusual feeling, that’s for sure.”

It happens to everyone. Campbell survived a harrowing minute without a stick while the Sharks had the Hawks pinned in their own zone late in the third period last week. Seabrook saw a big opportunity for a power-play slap shot fizzle late in the second period against Ottawa on Tuesday. Niklas Hjalmarsson’s stick shattered when he had an open shooting lane Friday against Colorado.

Kane estimated he goes through about 100 sticks a year. Duncan Keith goes through even more. A typical player will go through, on average, about one a game. It’s a far cry from the old days, when two-piece wood sticks would last for weeks, months, even seasons at a time. They cost a lot less, and lasted a lot longer.

“Companies are smart,” Campbell quipped. “Parents are not.”

True, for kids just playing on a pond or at the local rink for fun, the sturdy old sticks might be a much better investment. But for NHL players who don’t even have to pay for their own sticks, the extra power generated by the newer technology is well worth the tradeoff – no matter how many open nets go undisturbed, no matter how frustrating it gets.

“I think it’s gotten better,” Desjardins said. “For a few years there, I think companies were playing with things, and I feel like there were a lot more broken sticks. But it’s always going to happen, and it’s always frustrating. I mean, hey, it can change a game.”

“The worst,” Artem Anisimov said.

“Just the worst. You see the empty net and somebody makes a great play to get you the puck and you try to score, and the stick just breaks. You just think, ‘Why now? Why in this situation? Why me?’ ” Seabrook, who has the biggest slap shot on the team, used to be the Hawks’ most frequent victim of twig trauma.

But he since has been supplanted by Panarin, whose booming one-timers from the left faceoff circle – he swings so hard, he often winds up on one knee on his follow-through – have made him one of the most dangerous power-play shooters in the league, and one of the most expensive. He goes through sticks like some players go through ankle tape.

In the aftermath of that Winnipeg game, Panarin was weighing an equipment switch in an effort to keep his stick – and his sanity – in one piece.

“It’s very frustrating, especially when it happens every other game,” Panarin said through an interpreter.

“You start feeling a little bit unlucky with how many sticks I’ve been breaking. Might be time for a change.”

Anisimov said that same day that Panarin told him he was going to change things up, too. Panarin has five goals and eight assists in the seven games since he said that, so he might be on to something.

Panarin had been using an average flex stick. Flex measures the stiffness of a stick – or how “whippy” it is, as Andrew Desjardins put it. The higher the flex number, the stiffer the stick.

is to break.

“You watch a guy like (Alex) Ovechkin, he uses around a 75 or 80 flex, and he breaks a lot of sticks,” Kane said. “I use a 102 to 105 flex, so I don’t break as many sticks. But they get a lot of wear and tear throughout a game, so a lot of factors go into it.”

Indeed, centers tend to break sticks a lot because of the battering they withstand during faceoffs. Penalty-killers and net-front power forwards tend to break sticks because every time they use their stick to block or rediArtem rect a shot, it weakens Anisimov the shaft. And high-end skill guys tend to break sticks because they have the puck a lot, and opponents constantly are slashing and whacking at their sticks in an effort to dislodge it.

Look at an NHL bench during a game and you’ll see players constantly evaluating their sticks, running their fingers over them and looking closely for nicks and fractures. Because the slightest ding could lead to an explosion the next time they rear back and fire.

“The only you way you can probably prevent it is just by looking at your stick,” defenseman Brian Campbell said. “Sometimes you get a puck off your stick, or you block a shot, and you’re like, ‘OK, let’s make sure there’s no dents.’ That’s basically the only means of prevention. But sometimes you can grab a brand-new stick right off the rack, and take one shot, and it breaks. Those are the bounces and the breaks of hockey, I guess.”
