Special census workers in Huntley Count underway could increase state funding, make village a home-rule municipality By CAITLIN SWIECA cswieca@shawmedia.com HUNTLEY – Representatives from the U.S. Census Bureau are going door-to-door in certain areas of Huntley this month as they complete a special census count that could push the village past the 25,000-population threshold needed to make it a home-rule municipality.

The special census was originally requested by village officials in late 2014 to confirm population growth they believe has happened since 2010. Julie Langos of the village’s finance department is coordinating the census operations. She said census workers are focusing on areas in the village that have seen high growth since 2010,

including the subdivisions of Talamore, Covington Lakes, Lions Chase and the newer portion of Sun City. Census workers began talking to residents Jan. 9, and the operation is estimated to take two weeks, Langos said. The official 2010 census put Huntley at 24,291 residents, but Assistant Village Manager Lisa Armour said

village officials’ latest projection was 26,380. In a 2014 Northwest Herald story, Village Manager Dave Johnson said the special count is meant to ensure the village receives all possible state revenue, and he estimated the village could receive an additional $231,740 annually with a population of 26,000. Surpassing 25,000 residents also would make Hunt-

ley a home-rule unit, which would grant the village broader taxing and licensing authority than it currently has. Armour said village officials have not had discussions about the additional authority or opportunities that status would give local government. Home-rule units in Illinois are allowed to impose and collect taxes locally on utilities,

hotels, restaurants, alcohol and tobacco sales, and real estate transactions, according to the Illinois Department of Revenue. Home-rule municipalities also are exempt from the state’s property tax cap law, which limits a local government’s annual levy request on existing property to the lesser of the rate of inflation, or 5 percent.

CHICAGO – Video released Thursday shows a 2013 fatal shooting of a 17-year-old black carjacking suspect by a white Chicago police officer, although footage of the moment the teenager is shot doesn’t clearly answer whether the teen turned toward the pursuing officers or was holding anything, as the officer who opened fire has said. A federal judge lifted a protective order on the video of Cedrick Chatman’s last seconds after the city – in a surprise about-face – dropped its longstanding opposition to making it public. Since the November release of video in a separate case showing a white officer shooting a black teenager 16 times in 2014, city leaders and the police department have come under intense scrutiny over cases of alleged misconduct amid calls for greater transparency. The video released Thursday was shot by several surveillance cameras and from various angles. It captured at least parts of the Jan. 7, 2013, incident in a South Shore neighborhood during daylight hours.
