Crystal Lake. The new three-year contract comes after roughly 19 months of negotiations and an intent to strike declared by faculty in March after the association’s negotiation team became frustrated with gridlock on the issues of salary advancement opportunities.

At the time, faculty members were concerned maximum advancement required a doctoral degree, which would prevent instructors in fields such as fire science, automotive, theater and other subjects from achieving advancement because a doctorate would not be relevant to their studies.

Both sides came to an agreement that advancement would be achieved for every 15 credit hours of graduate-level courses completed for those pursuing a traditional master’s or doctoral degrees or a minimum of 225 clock hours of

Campney said winter burn is similar to a sunburn for plants above the snow, and can be treated in a fairly simple manner. According to Campney, one of the most important aspects of keeping the plant with winter burn alive is to allow the present buds to bloom before attempting to prune the seemingly dead sections of the plant. She also added the plants need to be fertilized once in the spring, and once in June.

By JOSEPH BUSTOS jbustos@shawmedia.com At the Countryside Flower Shop in Crystal Lake, nursery manager Karen Campney said she’ll speak with customers, maybe even up to five times a day, who are worried because their evergreens are now brown. The home gardeners might have the initial instinct of cutting off all the brown, Campney said. “They really don’t want to cut it all off because the buds for the new growth are there on where the brown is,” Campney said. “You have to fertilize it.” Many people are dealing with winter burn this year, which is much worse than

‘CHRONIC NUISANCE’ ORDINANCE OK’D Harvard now has the ability to hold landlords accountable if their properties draw consistent police attention after the City Council passed a “chronic nuisance” ordinance Tuesday night. Violations of several Harvard ordinances, disorderly conduct, felonies and class A misdemeanors qualify as nuisance activity. past years because of the Midwest’s harsh winter. “It’s basically like sunburn that the evergreens get, and it dries foliage,” Campney said. “It doesn’t show up right away after it happens. It shows up later because the wind comes along and basically dries up that foliage. That’s when you start to see the brown starting to show up.” Cutting off the brown parts of the plant is not the best thing to do, especially when there are buds on the stems and branches. Campney said. “If you cut all that off, you don’t have any buds farther back,” Campney said. “You have to wait for that to come out.”

CHICAGO – Some of Illinois’ highest-profile Republicans voiced support Tuesday for an immigration overhaul that’s stalled in the U.S. House as a “morally right” and business-minded decision, an election-year move they hoped would help break the stalemate. The unusual gathering – even for a state that has some of the nation’s most immigrant-friendly laws – featured former U.S. House Speaker Dennis Hastert, former Gov. Jim Edgar, Republican state House and Senate leaders, and several candidates, including state Sen. Jim Oberweis, a U.S. Senate hopeful who has made divisive statements in the past about immigrants. Organizers said the GOP support, echoed in similar gatherings nationwide, indicated there’s been movement and Illinois could help bring legislation lead to a vote soon. Half of the state’s six Republican congressmen support Tuesday’s efforts. However, some political experts and members of Illinois’ active immigrant rights groups said the event was more of an attempt to win over immigrant and minority voters ahead of some likely tight elections this year. The message among Republicans at Tuesday’s event – which included business
