2nd witness testifies in rape trial Prosecution shows video where alleged victim can be heard resisting Oliver By CHELSEA McDOUGALL cmcdougall@shawmedia.com WOODSTOCK – As the trial for the alleged Craigslist rapist carried into a second day of testimony, a second witness detailed a similar but separate encounter she had with Charles Oliver. Jurors again on Wednesday watched a video of sex acts between Oliver, 45, and the woman,

who met him after she posted a Craigslist ad under the headline “looking for something new.” She testified – like the first alleged victim – she too agreed to meet Oliver to have sex in exchange for money. They met in January 2013. Both women are in their early 20s and have testified that once at Oliver’s Woodstock home, he led each of them to a locked room
in the basement where he threatened or pushed them around. The second woman’s testimony only can be viewed as limited evidence establishing Oliver’s pattern of committing sex crimes, Judge Sharon Prather told the jurors. The second alleged victim is not a complainant in the state’s case in chief being tried this week. In all, eight women have come

forward saying they were attacked by Oliver after agreeing to meet him for sex in exchange
for money. The cases are expected to be tried separately. On the roughly six-minutelong video that played for jurors on Wednesday, the alleged victim can be heard resisting the man, saying Oliver was performing sex acts to which she didn’t agree. She was in the courtroom as jurors watched the footage.
Charles Oliver, 45, is charged with criminal sexual assault and unlawful restraint.

Review of unified ordinance finished By KEVIN P. CRAVER kcraver@shawmedia.com WOODSTOCK – McHenry County’s proposed Unified Development Ordinance will go to public review starting the first week in April. After about a year of joint meetings, the County Board Planning and Development Committee and the Zoning Board of Appeals are scheduled to move the ordinance forward next Wednesday. The public review process will start with public presentations to be hosted by the Zoning Board of Appeals, planning committee Chairman Joe Gottemoller, R-Crystal Lake, said. Both groups met Wednesday to finish the review of the second draft – they have met to review the ordinance at least 32 times since 2013. Work began on the ordinance three years ago, following the 2010 ratification of the 2030 Land Use Plan. The 300-page, 20-chapter ordinance updates county government’s zoning, sign, subdivision and other ordinances and combines them into one document. It only applies to unincorporated areas and does not supersede municipalities that have enacted their own zoning ordinances. Times, dates and places of the public reviews of the ordinance will be announced after the joint committee moves it forward.

RYSTAL LAKE – A few simple handshakes with his high school teachers might have unlocked the tools Victor Brito could need to start a successful career one day. The sophomore is part of a pilot program at Crystal Lake Central High School called AVID, which aims to teach students “soft skills” such as communication, time management, organization and other skills that business leaders say incoming workers are lacking. Which “soft skill” do you struggle with most? Vote online at NWHerald.com. Branding, a Generation Y research and consulting firm, showed employers are concerned with the lack of communication skills, time management and work ethic shown by employees in their 20s. Roughly 50 percent of all managers surveyed said those employees have unrealistic compensation expectations, a poor work ethic and are easily distracted.

MAYOR LOOKS TO FUTURE IN SPEECH
IHSA RULE AFFECTS MARIAN CENTRAL
Despite a challenging economy, McHenry has brought in more businesses, implemented new programs and has several large road projects lined up, Mayor Sue Low said during the annual State of McHenry address. In the speech made at a chamber of commerce lunch Wednesday, Low laid out the city’s accomplishments.
Drew Potthoff’s reaction to the new IHSA Success Advancement Component might seem surprising given his position. Potthoff is athletic director at Marian Central, the only local school likely to move classes because of the new rule, but he is not spewing any venom toward the IHSA. For
