The Jasper County Board of Supervisors approved the purchase of two Ford extended cab pickups Tuesday to be used for the Secondary Roads Department. The two four-wheel drive Noble Ford pickups each have an 8 foot box extended cab. Jasper County assistant engineer Pam Olson said the current F250 trucks each have over 120,000 miles. Olson said they shopped around at four different dealers to find the best deal. Noble Ford in Newton ended up having the best option, as one truck was $28,670. The other dealers and vehicles the department looked at were a Chevrolet pickup at Bob Brown in Urbandale, a Chevrolet pickup at Noble Ford in Newton and a Ford pickup at Steve Link in Grinnell. New parking restrictions addressed by city council By Jamee A. Pierson Newton Daily News Newton’s Traffic Safety Committee is once again working on various parking restrictions throughout the city. The city council approved the first readings of four ordinances that addressed four new areas reviewed by the committee. East 4 1/2 Street South The committee recommends listing the special parking restriction on East 4 1/2 Street South from South Seventh Avenue to South Eighth Avenue. The current ordinance restricts parking from 8 a.m. to 4 p.m., Monday through Friday, when school is in session. “Due to a parking lot expansion at the Newton Community School District, this roadway is no longer used for school parking,” interim city administrator Jarrod Wellik said. “Surveys were sent out to the neighborhood and no responses were received.” South Second Avenue East The recent reconstruction of South Second Avenue East has brought the road to 31 feet in the 300 block. Due to the widening of the road, it can now
accommodate parking on one side of the street. Currently, code restricts parking on both sides of the street. The committee recommends allowing parking on the north side in the 300 block. South Third Avenue East The Newton Church of the Way has requested parallel street parking be restricted along the north curb of South Third Avenue East between East Third Street South and East Fourth Street South. The street, which is 31 feet wide, currently allows parking on both sides with The Way neighboring on the north and Aurora Heights Elementary School to the south. The request comes as the Way completes work on a new facility where new off-street parking has been added by way of six handicap spots and a parking lot. The handicap spaces are located south of the building and the parking lot is to the north. Following a review of the request, the committee recommends restricting the parking, even though the road is wide enough to accommodate the vehicles. The committee cited the peak traffic times in the area, where the vol-

Breckenridge hopeful for progress in upcoming session Newton Daily News Editor’s Note: Each year before the Iowa Legislative Session convenes, the Newton Daily News interviews local legislators. The following Q&A features Iowa State House Representative-Elect Wes Breckenridge who is newly elected to District 29, which covers the majority of Jasper County. The Legislature convenes Jan. 9, 2017. Q. As a freshman Democrat joining a Republican majority at the statehouse, what do you hope to accomplish in
the 2017 session? A. Even though Democrats are in the minority in both the Iowa House and Senate, I’m hopeful we still can make progress on solutions to state problems that both parties want and need to solve. Both sides want cleaner Breckenridge water, strong Iowa public schools, and efficient delivery of health care
and other services to Iowa’s most vulnerable citizens. Q. You campaigned heavily on addressing mental health care. How will you address this issue in the upcoming session? As a police officer, I’ve seen firsthand the tremendous cost of lack of available mental health resources. When individuals don’t get the care they deserve, they suffer, as do their families. Issues relating to mental health have probably directly or indirectly affected every Iowan. Providing timely assistance saves money and

statehouse this session? A. We have conducted two Medicaid-specific forums prior to this upcoming session and gained valuable input from providers and clients. We need to take current stock of the problems that still exist after eight months since the April 1 start of Medicaid privatization. The more specific we can be about the nature of the challenges faced by patients and providers, the more quickly we can move to clear them up. BRECKENRIDGE | 3A

heartache. I want to look at investing in the front end to help those in need instead of paying on the back end where we are expending money for emergency room visits and county jail stays, where they don’t have adequate resources to help those in need. The answer needs to be a bipartisan one. Q. Medicaid privatization has caused delays in service and other issues within your district. Aside from reaching across the aisle in general, what steps will you take to address these issues and what action can be taken at the
