Crash with tractor leaves Baxter motorcyclist in serious condition By Alex Olp Newton Daily News An accident involving a tractor and motorcycle Wednesday afternoon between Mingo and Baxter caused a temporary closure on Highway F17 and left one driver in critical condition. The motorcyclist, 59-yearold Jeffrey Brennecke of Bax-
ter, was transported by air ambulance to Iowa Methodist Hospital in Des Moines. He remains in serious condition at Iowa Methodist. The driver of the tractor was Jeffrey Harder, 67, of Manchester. He was not injured during the accident. The incident occurred at approximately 3:45 p.m. on Highway F17 west of Baxter.

School board to talk bond issuance, annual convention By Kate Malott Newton Daily News Newton Community School District Board of Education will host its regular meeting at 7:30 p.m. Monday at the Beard Administration Center, 1302 First Ave. W. in Newton. The meeting agenda is light with regular items and only few action items. The board will consider the bond counsel engagement agreement
for the proposed issuance of a $10 million general obligation school bond. It will also consider the nomination of a NCSD board member for a candidacy on the IASB Board of Directors and representation at the 71st IASB Annual Convention Nov. 16-18. The board will also discuss open enrollments and acknowledgment of Newton SCHOOL | 3A
According to the accident report from the Iowa State Patrol, both drivers were traveling westbound — the tractor on the north shoulder of the road and the 1995 Harley Davidson traveling behind within the boundaries of the lane. The report indicates that the driver of the tractor looked over his shoulder before merging back into the
westbound lane, but did not see Brennecke approaching on his motorcycle. Brennecke then collided with the left rear tire of the tractor and was ejected from the bike. According to the report, the tractor did not have a slow moving vehicle placard in place. According to Jasper County Chief Deputy Duane

Employee costs remain a warning trend for local government By Jamee A. Pierson Newton Daily News When year end numbers are calculated, local governments find out if they have generated an operating surplus or deficit. After several years of running at a deficit, in 2016 the city again had an operating surplus, its first substantial surplus since 2010. Operating Deficit or Surplus By definition, an operating surplus develops when current revenues exceed current expenditures while an operating deficit is when the reverse occurs. “An operating surplus or deficit may be created intentionally, by a policy decision, or unintentionally, because of the difficulty of precisely predicting revenues and expenditures or trends in the underlying local and national economies,” city senior analyst Natalie Umsted said. “Deficits are usually funded from designated fund balances; surpluses are usually used to increase fund balances.” The indicator is important to measure, Umsted said, because a pattern of deficits can be one of the first signs of an imbalance between revenues and expenditures. While operating at a deficit in any one year is not necessary a cause for concern, frequent or increasing deficits can indicate that current revenues are not support current expenditures. If that is detected, serious problems may be in the future. “If the city continues to have
