Voters began filing in and out of the Jasper County Auditor’s office Thursday, becoming some of the first Iowans to vote in person in this year’s Nov. 8 general election. Thursday was Iowa’s first day of early and absentee voting in this election cycle and hundreds of Jasper County voters took advantage of the opportunity. Two of those voters are Ila and Bruce Walker of rural Monroe. “It was so quick,” Bruce Walker said. “Sometimes, in a small place like Monroe, there will only be one or two places to vote, and it can take quite a while.” VOTING | 3A

A Knoxville man who filed an Alford plea earlier this month in the April 2015 sexual abuse case of a Monroe teenager now claims he has new evidence which would clear him of wrong doing. An attorney for 20-yearold Alex T. Vander Veer filed a motion in Jasper County District Court on Wednesday to withdraw the plea and set aside judgment. The motion Vander Veer states Vander Veer’s counsel obtained a sworn statement on Sept. 21 from a Mr. Nathan Fagg “detailing a conversation between him and the alleged victim regarding the fabrication of the story leading to the investigation, charges” and the Sept. 14 Alford plea by the defendant. The document claims the evidence from Fagg was previously undisclosed, and he approached Vander Veer’s family directly following a story about the Alford plea in the Prairie City News. Judge Terry Rickers issued an order setting a 10:30 a.m. Oct. 24 hearing to consider the motion. Court documents state the exhibits attached to Vander Veer’s motions have been sealed. Vander Veer was originally arrested and charged with third-degree sexual abuse, also a Class C felony, in November 2015, following an investigation by the Monroe Police Department and the Iowa Department of Human Services. Vander Veer entered an Alford plea — which allows a defendant to enter a plea of guilty without making an admission of guilt — to lascivious acts with a child, a Class C felony. VANDER VEER | 3A
Council finishes up goal setting session By Jamee A. Pierson Newton Daily News Newton City Council and staff met on Thursday to finish a goal setting session that was started on Sept. 7. Led by Jeff Schott, director at the Institute of Public Affairs at the University of Iowa, council and staff discussed organization effectiveness initiatives they would like to city take place in the future. Those initiatives include: • Having a strong and purposeful approach to succession planning, staff development and performance. • Holding forums on the Strategic Plan to complete assessment regarding leadership style of city administrator for the future. • Continuing SWOT analysis for this questionnaire (Strengths, Weaknesses, Opportunities and Threats). • Continue to better communication on projects and other matter of important. • Continue weekly reports and Strategic Plan Reports. • Continue use of council discussion agenda items and workshop sessions, including GOALS | 3A

The Newton City Council will look at a potential plat and infrastructure work for the new Cardinal Ridge Subdivision at its meeting on Monday. Cardinal Ridge is an upcoming subdivision, previously known as Cardinal Hills, to be built on 4.25 acres of land west of the former Newton Country Club that was purchased by the city in March. The Planning and Zoning Commission unanimously recommended the approval of the plat which is a proposed 13 lot, plus two out lots, residential subdivision. The project would allow for a high quality townhome development. Certain details were recommended to be addressed in the final preliminary plat document including the change in the name of the subdivision from Cardinal Hills to Cardinal Ridge, lot layouts are adjusted so a lot meets the minimum zoning equipment for lot size and the final plat will not be approved before a permanent road access is constructed. Also before the council is a public hearing and resolution approving the contract for the roadway and utility construction for the subdivision. Plans were prepared and put out to bid to construct a roadway and public utilities with Halbrook Excavating, of Ankeny, submitting the low bid of $711,031.
