NCSD board approves 3.25 increase for teachers By Jason W. Brooks Newton Daily News Newton teachers will be getting a 3.25 percent raise for 2016-17. The Newton Community School District’s Board of Education voted 6-0 at Monday’s regular meeting to approve the increase, which includes both wages and benefits. After meeting several times and going through an arbitration process, the vote was mostly a formality that needed to be done publicly. Board member Andy Elbert abstained from voting, as his wife is a teacher in the dis-

trict. The Newton Community Education Association — the teacher’s union — made an initial proposal of a 6.5 percent compensation at a public initial proposal session in March, while the district countered with 2 percent. The legislature approved a 2.25 percent increase in state aid this session for 2016-17. About 99 percent of NCEA’s membership voted to ratify the contract. “This is an increase of $603 to the generator base,” Business Director Gayle Isaac said. “That means any new teachers coming into the district will make that much more.”

Isaac also said the increase will add to NCSD’s expenses by more than $560,000 above what it’s spending in Fiscal Year 2016, even with administrators agreeing not to take a pay raise next year. The district spent nearly $20 million on payroll in FY 2015; the FY 2016 total won’t be known until June 30. Several volunteer clean-up or maintenance efforts are being made this month, including this past weekend’s cleaning out of the flag holders and this Saturday’s 8 a.m. flag placements. I shoot people” isn’t the typical opening line for most folks, but when it’s followed by a request to take a photo, hobby photographer Jim McKinstry usually gets a chuckle. McKinstry credits his grandchildren for coming up with the unique line. “My wife died about two years ago and they said, ‘Grandpa, a good hobby for you would be to shoot people,’” McKinstry said. The longtime Newton resident will openly admit he is not a professional photographer. He has been taking photos for most of his life, but it wasn’t until working on a genealogy proj-

ect for his mother he realized the importance of photographic memories. “My family took a lot of photos. My mother did a lot genealogy, and they took so many pictures that it made my job much easier when I went to put them into books,” McKinstry said. “It brought the genealogy alive. Without the photos of people, places and things, all you have a bunch of dry material.” McKinstry picked up a few new cameras and started work photographing wildlife in the area. He, along with his wife, would travel around the to photograph birds, bugs and any other wildlife that popped in the picture. “I bought my cameras before

my wife died because I was expanding on my hobby. It was a good way for me to take her out and about. She couldn’t walk great distances so I might photograph on a road trip and she could sit on a bench while I went out,” McKinstry said. The hobby was also a way for McKinstry to heal following his wife’s death. “My wife said to me — ‘don’t you dare sit with the shades pulled. You get you and you do things, you keep moving,’” McKinstry said. “That is what I did.” One of his favorite places to shoot is Lake Red Rock with its rich supply of wildlife and curious visitors. City continuing work on effective, efficient governance By Jamee A. Pierson Newton Daily News The city’s progress in the area of having an effective, efficient, democratic governance was presented to the city council for the second time as a part of the regular update on the 2015-2017 strategic action plan. The governance ideal is one of four essential purposes the city identified as a part of the action plan that serves as a detailed guide

of what the city staff is working on to further the city’s goals. “We’re currently in the midst of our 2015-2017 action plan, so we like to give regular reports to city council and to the public to let them know some of the accomplishments we are making toward those goals,” city senior management analyst Natalie Umsted said. As defined, the city’s purpose of having an effective, efficient, democratic governance is to

protect and prudently manage the city’s resources to enhance transparency, accountability, integrity, efficiency, effectiveness and innovations of all operation to provide responsive customer service to support database decision making with timely short term and long range analysis and to attract, motivate and develop a high quality workforce dedicated to collaborative decision making.
