Cold in-place recycling is the processing and treatment of the road with chemical additives of existing hot mix asphalt pavements without heating to produce a restored pavement layer. The crack and seat method of road repair is used to minimize the occurrence and severity of reflection cracks in the overlay caused by slab action. The process cracks slabs to reduce their effective length, then seats the cracks slabs to reestablish support between the sub-base and the slabs. The process of reclaiming the existing roadway, which is planned for South 44th Avenue, is much the same as the cold inplace process, except the chemicals are not added to the roadway, Stutt said. A high-voltage experience is scheduled to happen this weekend for Newton High School juniors and seniors. The 2016 NHS prom is set to begin at 8:45 p.m. Saturday. This year’s theme, taken from the movie “Grease,” is “It’s Electrifying!” Decorating will take place Friday from noon to 9 p.m. in the lower gym and on Saturday from 8:30 a.m. to 11 p.m. A public viewing of the decorations will be from 1 p.m. to 3 p.m. Saturday. The ceremonial walk-in is

held in the Centre for Performance. The public is invited to view the walk-in, and Fill the Centre for Performance at about 8:15 p.m. Couples will start to take the stage at about 8:45 p.m., with boys introducing their prom dates to the audience. After the walk-in, couples will head to the dance in the lower gym, and the general public will depart. All prom attendees must show up to the school by 10:30 p.m. to be admitted to the prom. Last year’s prom walk-in event was hosted — for the sixth time — by Berg Middle School teachers Trent Powers and Tara

Zehr. The dance ends at about 11:45 p.m. The After Prom event is set to take place from midnight to 4 a.m. Sunday at NHS. Games will take place and door prizes will be awarded; doors will be locked at 12:30 a.m. Dodgeball, palm reading and carnival games will be among the After-Prom activities. A hypnotist show will begin at 3 a.m. Many families around town will then host traditional gatherings for breakfast in their homes. Contact Jason W. Grinnell residents arrested by MINE Task Force The task force that includes the Newton Police Department and the Jasper County Sheriff ’s Office, made a drug arrest Tuesday on the Grinnell College campus. Lt. Brad M. Shutts, of Jasper County Sheriff ’s Office, said the Mid-Iowa Narcotics Enforcement Task Force, with the assistance of the Grinnell Police Department, executed a drug search warrant in rooms in two different campus buildings Tuesday at about 12:50 p.m. Illegal drugs and drug parapherReed nalia were seized and two Grinnell residents were arrested. James C. Reed, 20, was searched and arrested in Main Hall; Jeffrey T. Gabell, 19, was taken into custody in Cleveland Hall. Both were taken to Poweshiek County Jail in Montezuma, where they are awaiting initial appearances. Reed and Gabell are charged with possession of marijuana with intent to deliver and failure to affix drug tax stamp — both class D felonies — and possession of drug paraphernalia, which is a simple misdemeanor. The MINE Task Force is based in Des Moines and currently has 21 central Iowa local, county, state and federal agencies participating in the task force.

Newton Parks Board approved a Newton Community School District project and announced the date of its n e x t project at the April meeting Unsworth Wednesday at Newton City Hall. The board approved a Newton Community School District Eversman Field project plan. Newton Parks and Grounds and Newton Community School District entered a 28E agreement earlier this year which helps define each party’s role at all used public facilities. The school is now required to maintain the field at Eversman Field at Woodland Park.

Newton High School Baseball Coach Dustin Brisel and high school activities director Scott Garvis are working on is improving and investing in the field, working in stages, Newton Parks and Grounds Administrative Superintendent Nathan Unsworth said. The first project they are working on is tearing up backstop and adding a 39-inch concrete wall with a pulley backdrop. With fundrasing in place, this project could begin this spring. The larger goal would be to update dugouts in the next couple of years. “The city would not be taking any role in this project at all it would be all the school. It’s just a matter of informing you and making sure there is nothing you see unfit,” Unsworth said. “I think it’s a great plan. These guys have really done a lot of work and I think this will really enhance that field.” Also at the meeting, the Aurora Park playground installation project was announced for April 28-30.
