Sheriff ’s Office, Utterback fled on foot after Mahaska County Sheriff ’s deputies found him operating a vehicle near Highway 146 on the Poweshiek/Mahaska County line. Several law enforcement agencies assisted in Utterback’s arrest, including a Jasper County reserve deputy and a K-9 unit who found the Ottumwa man in the tree. An Iowa State Patrol aircraft, Poweshiek County Sheriff ’s Office, Mahaska and Poweshiek County Emergency Management and Mahas-
ka County Conservation also assisted in the search for Utterback. A second suspect, 23-yearold Kelsi Spears, of Kellogg, was arrested earlier Thursday morning after she eluded officers in a reportedly stolen vehicle. The incident began with a 911 call at 10:40 a.m. at a Reasnor residence from a male victim who reported two suspects broke into the home, assaulted him and took his vehicle. The victim suffered minor injuries. Jas-

A Jasper County deputy located two vehicles 12 minutes later at approximately 10:52 a.m., one confirmed stolen, southeast of Newton. The second vehicle immediately fled the area. Law enforcement attempted to stop the stolen vehicle, but the driver — who was later confirmed to be Spears — failed to pull over. CHASE | 3A
NCSD to chose contractor for Newton woman to receive public admin parking lot project health award By Jamee A. Pierson Newton Daily News The Iowa Public Health Association has selected Jasper County Board of Health Chair Margot Voshell for the 2016 Go the Distance Award. Voshell, who also works as the director of marketing and sales for Park Centre, was nominated by Jasper County Health Administrator Becky Pryor for her dedicated work to make the new county health department a reality. “As far as a board of health chair, Margot is the best you could ask for. She is knowledgeable, professional Voshell and a go-getter,” Pryor said. Voshell, who has been on the board since 2012, will receive the award at a luncheon ceremony held during the IPHA annual meeting. The ceremony takes place at 11:45 a.m. Tuesday at the Airport Holiday Inn in Des Moines. VOSHELL | 3A Jason W. Agenda includes budget hearing, with state deadline looming By Jason W. Brooks Newton Daily News A public hearing of the 201617 budget is probably the most important item on the agenda for Monday night’s regular Newton Community School District Board of Education meeting, but it certainly is one of many prominent topics. The meeting, set for 6:30 p.m. in the Emerson Hough conference room, will contain a few hearings in the course of the evening. The main hearing is on the 2016-17 budget, which must be submitted to the Iowa Department of Education by April 15. The other two hearings are for
the purchase of two 77-passenger buses and the repaving of the new administration building’s parking lot. Buses won’t be the only equipment discussed Monday, as consideration of purchasing a skid loader is also on the agenda. Also, the board will consider naming the administration building and renaming its alternative school programs that are set to be housed there beginning later this year. A basic 2016-17 district calendar was approved at the board’s March 25 meeting. Monday, the board will hear about final edits to the calendar. Elementary school principals
Jolene Comer and Tom Bartello will present finalized in-district K-4 student transfer procedures that will go into effect next year. Also, Transportation Supervisor Curt Roorda will make a presentation about proposed bus routes as a discussion-only item and recommendations will be made for policy changes. Consideration of The Flippen Group’s “Capturing Kids’ Hearts” training agreement — parts A and B — are on the agenda as separate items. The Texas-based program was one of the district’s most expensive and highly discussed professional development pieces of the past couple of years, and it drew positive feedback from the Newton educators who have been involved so far. Maternal Child Health Force holds inaugural meeting By Jamee A. Pierson Newton Daily News With the goal of decreasing child abuse, the Maternal Child Health Force which is composed of area human service providers met for the first time on Thursday to discuss how to accomplish the lofty goal. Jasper County Health Department Administrator Becky Pryor led the roundtable with representatives from Skiff Medical Center, Mid-Iowa Community
Action and Jasper County Council for the Prevention of Child Abuse along with staff from the Jasper County Health Department. The group began by discussing gaps in services that need to be filled to make progress with the issue of child abuse. A strong theme that was repeatedly mentioned was the lack of knowledge both new and well-established parents have about parenting. FORCE | 3A
Skiff Foundation receives $10,000 Wellmark Foundation grant Newton Daily News The Skiff Foundation recently received a $10,000 Wellmark Foundation Community Kickstarter grant for Jasper County Healthy Beginnings, a new program created to assist families by providing important nutrition education and support. The Wellmark Foundation’s Community Kickstarter grant
was awarded to 35 projects in Iowa and South Dakota. These projects focused on making communities more active or improving access to healthy foods. Skiff competed against 120 other projects and was awarded the grant based upon an application submitted by the Skiff Foundation and through votes received from the community. “We are very appreciative
of the community’s support in helping the Skiff Foundation receive this grant and for The Wellmark Foundation’s investment in our community,” said Leisa Zylstra, Skiff Foundation and Events Coordinator. “This grant will positively impact many families in Jasper County by providing them with knowledge and confidence to encourage a healthy lifestyle for their children.”
