By Jason W. Brooks Newton Daily News The two sides negotiating the next Newton Community School District teacher contract are starting out 4.5 percent apart. At a special public meeting held Wednesday in the Emerson Hough conference room, the beginning of the contract negotiation process between the district and the Newton Community Education Association teachers union unveiled their initial 2016-17 teachers contract proposals. The NCEA’s proposal includes an overall compensation package that includes a 6.5 increase, while the district counter-proposed a 2 percent increase. Wednesday’s meeting was the first step in the process typical of union-district negotiations. Strategy sessions and face-to-face negoti-

NHS band, middle schoolers to take big trips

By Pam Ratliff Special to the Daily News

Some Newton-area students are scheduled to get on planes to see monuments this month, while others will board a bus to see palm trees. After extensive fundraising, the Newton High School Cardinal Regiment marching band and a Berg Middle School group are set to make separate trips this month. The NHS band will leave on March 16 for a trip to central Florida, while the Berg students and their chaperones are scheduled to leave for Washington, D.C. and New York City on March 20. For the NHS band, the trip is an every-four-years tradition, so this year’s senior class will get its one opportunity to go to Florida. This year’s eight-day bus trip is set to include a visit to Walt Disney World’s Magic Kingdom, Disney’s Hollywood

ations between the two sides will be scheduled in the weeks ahead. Another meeting has been scheduled for April 13. All of the items on Wednesday’s agenda were for discussion only, and no action was taken on the proposals at the meeting. This is the first year in recent memory a public session has been held to unveil initial proposals for Newton teachers union contracts. Drew Bracken, a representative of the Des Moines law firm of Ahlers & Cooney, PC, led much of the discussion on behalf of the district. NCSD Superintendent Bob Callaghan, director of business services Gayle Isaac, director of personnel Laura Selover and board vice president Travis Padget were also present. Teachers Alison Grier, Barb Hackworth and Lucinda Sinclair represented the NCEA. Bracken suggested the group immediately go into a closed negotiation session, but Grier said CONTRACTS | 3A

elieve in Newton. That has been the city’s goal, highlighted by the Get to Know Newton campaign, but also what homebuilder Bob VanErsvelde did when he decided to build a new speculative home in town. “I was intrigued by the idea that they would pay your interest after a year, that is beneficial. Also, that they gave a $10,000 bonus to the future homeowner, that’s a big selling point,” VanErsvelde said. “If they can knock off $5,000 to $10,000 right away, that helps a lot of people.” VanErsvelde is a 37-year veteran in the trade and owns VanErsvelde Construction in Grinnell. He said it took some convincing from city development specialist Craig Armstrong — who called him more than once about buildling in Newton — to finally pull the trigger. “He sold us on the idea that Newton has caught up on its
