Parking concerns addressed, more on tap in Newton By Jamee A. Pierson Newton Daily News

A winter storm blanketed the county in ice Sunday night and early Monday morning causing slick roads and dangerous travel conditions. More rain is expected Monday, but temperatures are forecast to rise above freezing Monday afternoon.

Winter storm impacts roads, closes schools Newton Daily News A strong winter storm remains on track for much of Iowa through Monday, prompting all Jasper County schools to close. The National Weather Service said more rain is expected Monday, but the temperature in most spots is hovering above the freezing mark. There were several weather related school closings in Jasper County Monday, including, Newton, Baxter, Colfax-Mingo and Prairie City-Monroe. The period of most impactful weather was expected Sunday night through Monday with significant amounts of freezing rain possible, resulting in extremely hazardous travel conditions. Kayla Langmaid/Daily News A winter storm impacted roads and closed Jasper County schools Monday. The Jasper County Sheriff’s Office states that all roads in the county are 100 percent covered.

A stretch of road located near Newton High school will no longer h a v e parking restrictions. City council expedited the process and waived Wellik the third reading of an ordinance adopting an amendment lifting special parking restrictions on East 4 1/2 Street South from South Seventh Avenue to South Eighth Avenue. “The current ordinance restricts parking from 8 a.m. to 4 p.m., Monday through Friday when school is in session,” interim city administrator Jarrod Wellik said. “Due to parking lot expansion at the NCSD this roadway is no longer used for school parking.” The traffic safety committee assessed the area and recommended lifting the special restriction. A survey was also sent out to those living in the neighborhood with no responses received back to the city. Additional parking changes will be up for a third reading and potential adoption into ordinance at the city council meeting on Monday. Amendments include allowing parking on the north side of the 300 block of South Second Avenue East and restricting parallel parking on the north curb of South Third Avenue East PARKING | 3A

Need for foster homes in Jasper County continues Iowa Kids Net raising awareness through Heart Gallery By Kayla Langmaid Newton Daily News The Heart Gallery of Iowa, featuring portraits of foster children, made its way to the Newton YMCA this month and will be displayed at the Newton Public Library next month. It’s rather easy to overlook the portraits of children and teens at the entryway, and it’s even

harder to know each child’s story without digging a little deeper. The gallery is a part of Iowa Kids Net’s initiative to find foster and adoptive families for children across the state of Iowa who are in urgent situations. Children in the photos displayed have been selected by an adoption worker who needed assistance in finding an

adoptive family, Ann Kopf, of Iowa Kids Net said. Kopf helps assist families in the eastern portion of the state, including Jasper County. “Basically the kids that we have that go into care are from the Department of Human Services or from juvenile court or are unable to remain with their birth families,” Kopf said. “The majority of our kids are older kids, we typically don’t get a newborn baby.” FOSTER | 3A
