Shaw Media correspondent SHOREWOOD – It was standing room only at the Shorewood Village Board meeting Tuesday night.

The room was packed with people who came to see what would happen after word of Mayor Rick Chapman using village-owned gas to fill up his vehicle spread after a flyer mailed to residents before the April 4 mayoral election was brought to the attention of trustees and media.

Village Administrator Roger Barrowman said he has been accused of sending out the flyer because back in June 2016, he inquired about the mayor using village-owned gas and got a clarification from village attorney Dave Silverman that all expenses of elected officials needed to be expensed and approved by the board.

“I’ve been accused of putting the flyer out there. I didn’t do it. If I was going to do it, I would have done it in June,” Barrowman said.

The flyer showed a surveillance image of the mayor filling up his vehicle with village-owned gas timestamped 1:30 p.m. Feb. 15, 2017.

Mayor Chapman was not in attendance at the board’s April 11 meeting to give a statement on what had happened, and prepared a statement Tuesday to the board and residents in the room and via TV, as the meetings are televised. He first apologized the board, his supporters, his wife and his family for the controversy.

“Never for one moment did I think I had done or was doing anything against the village. I have served faithfully for many years. ... I do not steal from the residents of Shorewood,” Chapman said.

Chapman said that about six years ago, there was frequent turnover in the village and he had to take on multiple roles while new staff was interviewed and hired, which was when his use of village gas started.

Chapman said Barrowman claimed that Chapman asked village foreman William McGowan for a program key so he could use gasoline, just like the former village administrator.

“The problem with that claim was that without some staff guidance, I had no idea who handled the process of issuing these keys, and would not have known to see Mr. McGowan. Regardless of whom I discussed this situation with, I’m not blaming

anyone else for the matter at hand. I take full responsibility,” Chapman said. “Once I issued the electronic key and it was registered to me, I felt assured that everything was done properly.”

Trustee Ed Murphy said that, according to village ordinance, elected officials are to file expense reports to be presented to the board for approval. Travel expenses are reimbursed at 30 cents per mile.

Chapman cost the village about $2,585 in village-owned gas over six years, according to village invoices, about $1,678 less than what the cost of the gas would’ve been through reimbursements.

Several attendees spoke for and against the mayor and his actions.

“I no longer trust you to run the village,” Kelly Buell said.

Tom Kirkland, husband of trustee and Chapman’s recent mayoral opponent, Cookie Kirkland, challenged Chapman to a polygraph to straighten out the gas and the flyer incident since some blamed Cookie Kirkland for circulating it as well.

David Lombardo said Chapman did not do anything illegal and that the information was in village documents and the board had the information.

The board was unsure how to proceed Tuesday, but expressed interest in exploring the matter further. Trustees agreed that clarification of the rights of elected officials was needed. There was no clear consensus about whether the village would seek action against Chapman or ask for reimbursement.

East Side rec center plans to be presented Thursday

The Joliet Park District will host the meeting at 6 p.m. in the Unity Community Development Corp. offices at 1 Doris Ave., which are located across the street from Nowell Park, where the center is to be built. The park board in March approved a revised plan for the project.

“It gives us the flexibility to work with the community and add what is popular,” Carstens said.

A rubberized gym floor will be available for basketball, volleyball and indoor soccer, he said.

“And then,” he said, “when we have community events, we can have community events there.”

Will County summit looks into the future for freight and roads

bokon@shawmedia.com BOLINGBROOK – The future for Will County is growth in freight and uncertainty on how to pay for the infrastructure to move it, according to speakers at a Tuesday conference called “Building the Future.”

Chief among those prognosticators was Illinois Transportation Secretary Randy Blankenhorn, the keynote speaker at the event, who told attendees to start brainstorming ways to fund big public projects.

“If we’re going to do things, you’re going to have to help us to think big,” Blankenhorn told the large gathering at the Bolingbrook Golf Club for a global logistics summit organized by the Will County Center for Economic

Development.

Attendees included businesspeople in the logistics industry and local government officials.

The topic of President Donald Trump’s $1 trillion infrastructure spending promise was brought up more than once while speakers advised caution.

“God, I hope that’s true,” Blankenhorn said of a $1 trillion federal spending program. “I personally am not counting on that. But I do think something is going to happen.”

Whatever federal spending comes along, Blankenhorn said the traditional system of projects being built with 80 percent federal money and 20 percent state or local dollars is likely to go away.

vate partnerships will be the way of the future, he said.

“If you can bring local money to the table to match our money, to match federal money, that’s going to move projects forward,” he said. “It’s going to take a package from multiple sources that is going to move the big projects that have to happen.”

Joliet bridge and future airport

Blankenhorn pointed to the future bridge over the Des Plaines River in Joliet to be built by CenterPoint Properties as a “first-of-its-kind project” that will involve mostly private money while the state pays for a new interchange at Houbolt Road and Interstate 80.

“We expect to start breaking ground in the next year or so,” he said.

Blankenhorn and another Illinois Department of Transportation official also gave an update on a recent request for proposals from private developers to build a south suburban airport in the Peotone area.

Blankenhorn said the state began meeting with potential developers last week.

“It’s still under analysis,” he said.

Erin Aleman, director of IDOT’s Office of Planning and Programming, said the state would have more to say about the project “sometime this year.”

Blankenhorn repeated a previous vow to make a decision whether to build the airport, which has been in various stages of planning for about 30 years.

JJC board urged to decline developer’s request

fsarver@shawmedia.com JOLIET – JJC professor Andy Neill asked the Joliet Junior College Board of Trustees to decline a developer’s request to build a road across the campus’s natural areas and fen.

Neill was at Tuesday’s workshop meeting with several supporters who held up signs that said “Save our preserve” and “Save the fen.”

Neill and the college’s natural areas committee has opposed a part of Cullinan Properties’ proposal to build the County Farm Road extension that is for the company’s lifestyle mall project called Rock Run Crossings.

“We believe there are alternative routes to be taken,” he said.

Neill said he was speaking on behalf of other groups, such as the sustainability committee, the grounds advisory committee, the natural science department and many students and community members. Students on campus have gathered more than 550 signatures for a petition concerning the proposed road, he said.

He urged the board to continue to honor its 1998 resolution to grant continued protection and active stewardship of the natural areas.

“The fen has a stunning array of unique plant life like no other,” Neill said.

JJC develops new plans for boosting enrollment

fsarver@shawmedia.com JOLIET – Joliet Junior College officials are planning to redouble efforts to boost student enrollment with a new strategic plan and more marketing initiatives.

At Tuesday’s workshop meeting, trustees were given updates on the college’s enrollment and marketing initiatives.

In light of precarious state funding and enrollment declining from peak years after the Great Recession, college officials have been focused on trying to increase the number of students at the college. Tuition, state funding and property taxes are the three major revenue sources for JJC.

For this school year, $296,500 was requested for marketing to attract students to JJC, according to college’s budget.

The current spring semester continued to show declines in enrollment.

The full-time equivalent enrollment is at 7,800 students and the total headcount is at 14,453 students, both about an 18 percent decrease from 2013.

The college’s peak enrollment years were between 2009 and 2013, which was likely because of the Great Recession and people coming to JJC after losing work, said Joseph Offermann, JJC Office of Institutional Research and Effectiveness director.

“We’re still coming off those high enrollment years and that’s kind of what we’re seeing. We’re starting to level off,

hopefully,” he said.

JJC officials began the strategic enrollment management – or SEM – plan in 2014 that focused on data targets such as enrollment, persistence, retention and completion.

Yolanda Isaacs, JJC student development vice president, said the college achieved three out of four of its data targets and will begin a new plan called Momentum 2020 that is focused on more defined pathways for students.

Since the SEM plan was launched, the number of students who were new to the college increased by 31 percent, said Mike Hernandez, the college’s marketing and creative services director.

Hernandez said the additional funding for marketing was used to produce TV and digital commercials,

registration guide postcard reminders, radio spots, Google Adword campaigns, church bulletin advertising and other initiatives.

Board Trustee Alicia Morales recommended more “in person” marketing and working with community-based organizations and local churches.

“I know everyone’s on social media but we still need to keep the personal connection strong,” she said.

In response to question about high school counselor outreach, Isaacs said JJC has a strong partnerships with counselors in all of the schools that are in the college’s 525 District. She said twice a year counselors are invited to campus to talk about the college.

“Are we scaling up those efforts? Absolutely,” she said.

Joliet police: Parolee was carrying gun on street

bstanley@shawmedia.com JOLIET – A young parolee allegedly ran from police while carrying a gun in his waistband Monday.

Dameonta D. Travis, 20, of the 700 block of Third Avenue in Joliet, was arrested on charges of aggravated unlawful use of a weapon and unauthorized possession of a firearm.

At 6:15 p.m., Joliet police were called to the 400 block of Sherman Street after witnesses reported seeing Travis with a gun, Will County Assistant State’s Attorney Chris Dameonta Messina said Tuesday. “[Travis] was one D. Travis of three subjects standing outside a Ford Explorer and when

he saw two officers approached, he backpedaled and ran,” Messina said.

“During the chase, he pitched a black Glock 27 from his waistband before he was caught.”

Police reportedly found a case and clip for the semiautomatic handgun in the Explorer, which belonged to one of the other men at the scene. The two men police saw with Travis were not charged.

According to the Illinois Department of Corrections, Travis has been on parole since December from the Vienna Correctional Center after a conviction for a 2013 theft in Will County.

“He also has a prior arrest for aggravated assault ... where he pointed a gun at a woman,” Messina told Judge Art Smigielski.

Smigielski set Travis’ bond amount at $200,000.

Police: Lockport man pretended to be retired cop

bstanley@shawmedia.com BOLINGBROOK – Police say a Lockport man’s attempt to pass himself off as a retired officer failed with real cops Monday.

Charles J. Garcia, 58, of the 16400 block of South Dorchester Place, was arrested on two counts of impersonating a police officer.

Lt. Anthony Columbus said police were called at 9:49 a.m to the 1600 block of Manhattan Street in

Bolingbrook to mediate a property dispute between Garcia’s brother and his ex-wife. “[Garcia] showed the officers a badge and claimed to be a retired Stone Park officer,” Charles Will County Assistant J. Garcia State’s Attorney Chris Messina said.

New Lenox trustees adopt zoning ordinance for gun shops and ranges

Shaw Media correspondent NEW LENOX – New Lenox village trustees Monday night adopted an amended ordinance that allows gun shops and indoor gun ranges to be built in some commercially and industrially zoned portions of town, but with some restrictions.

The ordinance was tabled last month after residents complained to the village board about the removal of a separation provision.

The ordinance has been amended with the inclusion of the provision requiring that prospective gun shops and ranges be 500 feet away from residential areas, schools, day care facilities, churches and parks.

The board brought the ordinance back for discussion at its April 10 meeting, at which time no residents made any public statements.

According to the ordinance, allowing guns shops in C-3 (general business), C-7 (regional shopping) and I-1 (limited industrial) districts and gun ranges only in I-1 districts “would not negatively impact the public health, safety and general welfare.”

On the advice of village counsel, village staff had cited a 7th Circuit Court of Appeals case that ruled against a similar provision that Chicago had required in its own zoning ordinance as the reason that the language was originally removed from the New Lenox ordinance.

The new ordinance specifically references that case – Ezell v. City of Chicago – noting that the ruling stated that Chicago “’severely restricted’ the ability to site a shooting range in the city limits.”

The New Lenox ordinance notes that of the 1,460 acres of C-3, C-7 and I-1 parcels existing in the village, 59 percent would still be available for prospective gun shops, despite the separation provision. For prospective gun ranges, of the

Last month, Mayor Tim Baldermann said that a party interested in building a gun range in the village had prompted the village to move to amend its zoning ordinances to include these businesses.

At the April 10 meeting, Assistant Village Administrator Robin Ellis informed the board that the interested party would not be affected by the limitations of the provision.

Ellis said Monday after the meeting that with zoning in place that party will now need to move forward by first filing for a special use request for the proposed gun range. This will require a public hearing once the request is filed.

The village code was amended in 2012 requiring masonry for exterior walls of shops primarily selling guns, as well as silent alarms, surveillance cameras and gates and bars on doors and windows. This was a result of a break-in at a now-defunct gun shop on Route 30.

Joliet resident scratches $100K lottery ticket

JOLIET – Joliet resident Marinko Kraljevic scratched a 100X The Money ticket and instantly won $100,000.

“When I saw the prize amount, I was very surprised!” Kraljevic said, according to an Illinois Lottery news release, when he presented his ticket at the Illinois Marinko Lottery Prize Center in Kraljevic Des Plaines.

Kraljevic has lived in Joliet for 10 years. He bought his winning ticket at Shell, 2350 Plainfield Road, in Crest Hill, and took it home to scratch. He plans to share the windfall with his family.

Shell received a bonus of $1,000, 1 percent of the prize amount, for selling the winning ticket. 100X The Money is a $20 instant ticket featuring four top prizes of $4 million and eight prizes of $100,000. Three of the $4 million prizes and six of the $100,000 prizes have not been claimed.

D-202 to test schools for lead The HERALD–NEWS PLAINFIELD – Plainfield School District 202 will test the water in all its schools and district facilities in early May to comply with a new state law enacted in response to the significant problems with water in Flint, Michigan, according to a district news release.

The new law, which took effect in January, requires water sampling to be done by Dec. 31, 2017, in schools serving preschool through fifth-grade students built before Jan. 1, 1987.

The new law also requires testing to be done by Dec. 31, 2018, in schools serving children in preschool through fifth grade built between Jan. 2, 1987, and

District 202 will test the water in all of its facilities, although there are no concerns about the quality or safety of district water, the news release stated.

Testing will be done May 2 to May 9. Environmental Services Inc. of La Grange will test the water at about 1,900 drinking fountains and commercial sinks in District 202’s 30 schools, the district administrative center, the operations and maintenance facility and the technology building.

The testing will be done about 6 a.m.

Results will be publicly reported by the end of May and posted on the district website in early June.

The priority in Washington, he said, is deficit reduction.

Joylene was born in Cherokee, Oklahoma to Alfred and Ethel (Gaff) Andree. Her family moved to Blackstone, IL in 1930. Graduate of Streator Township High School Class of 1945, and St. Joseph School of Nursing, Class of 1948.

Preceded in death by her loving husbands, Lloyd Leupold (1965) and Al Bournas (2008); her cherished granddaughter, Rachael Dahlben (2016); and brother, James Andree (2016).

Alvin “Al,” “Oop” Raymond Bokoski, age 84, passed away surrounded by his loving family on Saturday, April 22, 2017, at Presence St. Joseph Medical Center in Joliet, IL. Alvin was born on July 17, 1932, in Joliet, IL, a graduate from Joliet Catholic High School in 1950. He was in the Navy Reserves from 1950 to 1954, during the time in the reserves he was employed by Commonwealth Edison. From 1954 to 1956 he was active duty with the United States Navy as an electronic technician on the USS Thomaston (LSD-28) as a 3rd class petty officer. After his return he continued to work for Commonwealth Edison until he retired in 1991.

In 1954, he married Marilyn (Misischia).

They were married for 29 years until her death in 1983. In 1988, he married Nancy (nee Edmunds) Akeman, who survives. He is also survived by three sons, Alan (Colleen) Bokoski parents of Kevin and Brian, Michael (Susan) Bokoski parents of Katelyn, Patrick and Megan, Dave Bokoski, father of Joshua, Jillian, and Nicholas and by his stepchildren, Vicki (Raymond) Adams parents of Jacob, Valerie (David) Jelinek, parents of Kyle and Christopher.

Preceded in Death by his parents, Raymond J. Bokoski and Dorothy J. (Roberts); his wife, Marilyn (Misischia); and his brother, Robert Bokoski.

Al is remembered as a devoted family man, husband and parishioner/usher of Holy Family parish. He was also an accomplished woodworker, avid golfer and the guy who could fix anything and had the willingness to help. He will be greatly missed and his memory will live in our hearts forever.

Marilyn “Mernie” Ruth (Beaudry) Fiday, age 95, passed away on April 23, 2017, at The Residence at Village Green in Colorado Springs.

She was born on March 16, 1922, to Raymond Beaudry and Glenna (Alstott) Beaudry. On June 28, 1941, she married Raymond Joseph Fiday in Joliet, Illinois, where they lived until 1968, then they moved to Colorado Springs.

Marilyn worked at Hewlett Packard in Colorado Springs for 19 years. She was also an active member of First United Methodist Church, American Business Women Association, and the Senior Center as well as helping with various charities. She enjoyed quilting, cooking, gardening, traveling and cheering on the Cubs.

She is survived by her four children, Raymond Joseph (Gloria), Ruth Ann VanDerWege (John), Dawn Marie Jacobs (David) and Michael Dennis; four grandchildren, Hans Eric VanDerWege, Lynn Amber Kueck (Bleys), Valerie Paige Fischer (Donevan), and Audra Nicole Stephenson; and four great-grandchildren. ‘Zen and the Art of Motorcycle Maintenance’ author dead

The Associated Press NEW YORK – Robert M. Pirsig, whose philosophical novel “Zen and the Art of Motorcycle Maintenance” became a million-selling classic and cultural touchstone after more than 100 publishers turned it down, died Monday at age 88.

Pirsig’s publishing house, William Morrow, announced that he died at his home in South Berwick, Maine. He had been in failing health.

“Zen and the Art of Motorcycle Maintenance” was published in 1974 and was based on a motorcycle trip Pirsig took in the late 1960s with his 12-year-old son, Chris.

Like a cult favorite from the 1950s, Jack Kerouac’s “On the Road,” the book’s path to the best-seller list was long and unlikely. It began as an essay he wrote after he and Chris rode from Minnesota to the Dakotas and grew to a manuscript of hundreds of thousands of words.

After the entire industry seemed to shun it, William Morrow took on the book, with editor James Landis writing at the time that he found it “brilliant beyond belief.”

Pirsig’s novel was in part an ode to the motorcycle and how he saw the world so viscerally traveling on one, compared with the TV-like passivity of looking out at the window of a car.

“Zen and the Art of Motorcycle Maintenance” ideally suited a generation’s yearning for the open road, quest for knowledge and skepticism of modern values, while also telling a personal story about a father and son relationship and the author’s struggles with schizophrenia.

A world traveler and former philosophy student, Pirsig would blend his life and learning, and East and West, into what he called the Metaphysics of Quality.

“But some things are better than others, that is, they have more quality,” he wrote. “But when you try to say what the quality is, apart from the things that have it, it all goes poof! There’s nothing to talk about.

But if you can’t say what Quality is, how do you know what it is, or how do you know that it even exists? If no one knows what it is, then for all practical purposes it doesn’t exist at all. But for all practical purposes it really does exist.”

SPRINGFIELD – The Democratic-controlled Illinois House approved legislation Tuesday that would allow the state to cover abortions for state employees and Medicaid recipients, voting just hours after several hundred people from across the state flocked to the Capitol to lobby their lawmakers to support it.

The 62-55 party-line vote coincided with a rally by women’s groups outside the Capitol that focused on a “progressive” legislative agenda, headed by the abortion measure.

Springing from the inauguration of Republican President Donald Trump in January, the issue has gained enough steam this spring to force GOP Bruce Rauner to walk back his former support for expanding publicly funded abortions.

Despite the familiarity of the arguments from both sides, the floor debate

lasted two hours and was fueled by the morning rally, called the Illinois Women March, which was patterned after similar marches worldwide Jan. 21.

“Women should have access to safe, legal and accessible abortion no matter what their insurance is,” Chicago Democratic Rep. Sara Feigenholtz, the proposal’s sponsor, said in closing the floor debate.

Feigenholtz and other Democratic proponents argued the measure is a matter of fairness, ending the “twotiered” system that denies low-income women and state employees the same access to abortion coverage that women insured privately or by some units of local government receive and protecting their right to make reproductive health decisions.

They said the proposal would also safeguard abortion access in Illinois by striking language in current law expressing the state’s intent to criminalize the procedure if the landmark 1973 U.S. Supreme Court ruling that

legalized it is ever overturned.

But Republicans claimed the Legislature lacks necessary public support to use taxpayer dollars in funding the controversial procedure, particularly amid the state’s two-year-long budget crisis.

“Where should this money come from?” asked Republican Rep. Peter Breen of Lombard, who said Medicaid-funded abortions do not qualify for a federal match and would cost Illinois an extra $60 million a year. “Should it come from cancer screenings? Legitimate medical expenses like heart medicine or insulin?”

Breen also called striking the socalled “trigger language” in existing law – which advocates say would criminalize abortion in Illinois if Roe v.

Wade is overturned – a “smokescreen” to cover the bill’s funding expansion.

He cited a 1989 analysis from the state’s nonpartisan Legislative Research Unit that found Illinois would need to reinstate criminal penalties for abortion

before that language could have any practical application.

During the debate, Democratic Majority Leader Rep. Barbara Flynn Currie of Chicago read from a statement she said Republican Gov. Bruce Rauner made during his 2014 run for governor in support of ensuring women can access abortion services regardless of income level.

Rauner said last week he opposes expanding publicly funded abortions, although he supports Feigenholtz in her effort to keep abortion legal in Illinois if Roe v. Wade is overturned.

The issue has become a political flashpoint in the 2018 gubernatorial race, in which Rauner already faces six Democratic opponents, three of whom joined Tuesday’s rally in support of the Women March’s agenda. That agenda covers a multitude of issues advocates say would improve women’s lives including protecting immigrant rights, increasing the minimum wage and ratifying the Equal Rights Amendment.

Palestinian activist pleads guilty to immigration crime

DETROIT – A Chicago Palestinian activist with a decades-old record of bombings in Israel pleaded guilty Tuesday to concealing those convictions when she applied for U.S. citizenship.

Rasmea Odeh, 69, will be deported to Jordan or another country in the months ahead. Supporters traveled to Detroit from Chicago to pack the courtroom, and many were in tears later on the courthouse steps.

Odeh was convicted at trial in 2014 and sentenced to 18 months in prison, but the verdict was overturned.

A second trial was planned in Detroit, the city where she went through the citizenship process in 2004, before she decided to accept a plea deal.

But even with the plea agreement, Odeh found it impossible to say the word “guilty” when repeatedly asked by U.S. District Judge Gershwin Drain. He gave up and accepted her reply that she had admitted her crime in the court document.

“I signed this,” Odeh said.

She won’t spend any time in prison and will wait for U.S. immigration officials to tell her when she must leave the country. The deportation won’t happen until after she appears in court in August.

Caterpillar’s 1st quarter results top Wall Street

PEORIA – Caterpillar’s first-quarter adjusted profit handily topped expectations on Wall Street, and revenue climbed thanks to improved sales across its business segments. The construction equipment company also boosted its full-year outlook thanks to a stronger-than-expected start to the year.

Shares jumped 6 percent in Tuesday premarket trading.

For the three months ended March 31, the Peoria company earned $192 million, or 32 cents a share. That compares with $271 million, or 46 cents a share, a year earlier.

Stripping out restructuring costs, earnings were $1.28 a share. That easily beat the 62 cents a share that analysts surveyed by Zacks Investment Research called for.

Revenue rose to $9.82 billion from $9.46 billion. That topped the $9.36 billion in revenue that analysts expected.

EVANSTON – Northwestern University said it has suspended a fraternity chapter for violating terms of a disciplinary probation for serving alcohol to minors.

The school announced Monday that the Sigma Alpha Epsilon chapter at Northwestern is suspended until Sept. 1, 2018, and members must leave the fraternity house

by May 6. The university said the fraternity repeatedly hosted parties and provided alcohol to minors.

Sigma Alpha Epsilon said in statement Tuesday it “maintains stringent guidelines and expectations for our members.”

The national fraternity said it hopes to re-establish recognition at Northwestern after the suspension.

WASHINGTON – North Korea conducted live-fire artillery drills and a U.S. guided-missile submarine arrived in South Korea on Tuesday, as the Trump administration prepared an extraordinary White House briefing for senators on the escalating nuclear threat.

Fears North Korea could mark the 85th anniversary of its military’s founding with a nuclear test explosion or a ballistic missile launch proved unfounded. But the unpredictable communist nation rattled its saber all the same, with drills that served as a reminder of the threat it poses below the border to U.S.-allied South Korea.

The exercise in the area of east coast city of Wonsan involved 300 to 400 artillery pieces, South Korea’s Yonhap news agency said.

WASHINGTON – President Donald Trump plans to propose massive tax cuts for businesses big and small as part of an overhaul that he said will provide the biggest tax cuts in U.S. history.

In addition to big tax cuts for corporations, Trump also wants to cut taxes for small business owners from a top tax rate of 39.6 percent to a top rate of 15 percent, said an official with knowledge of the plan.

The top tax rate for individuals would be cut from 39.6 percent to the “mid-30s,” the official said. The official, who spoke on the condition of anonymity, was not authorized to discuss the plan publicly ahead of Trump’s announcement, scheduled for Wednesday.

White House officials already had revealed that Trump’s plan would reduce the top corporate income tax rate from 35 percent to 15 percent. The plan also will include child care benefits, a cause promoted by Trump’s daughter, Ivanka.

Republicans who slammed the growing national debt under Democrat Barack Obama said Tuesday they are open to Trump’s tax plan, even though it could add trillions of dollars to the deficit over the next decade.

Echoing the White House, Republicans on Capitol Hill argued Tuesday that tax cuts would spur economic growth, reducing or even eliminating any drop in tax revenue.

“I’m not convinced that cutting taxes is necessarily going to blow a hole in the deficit,” said Sen. Orrin Hatch, R-Utah, chairman of the Finance Committee.

“I actually believe it could stimulate the economy and get the economy moving,” Hatch added. “Now, whether 15 per-

The argument that tax cuts pay for themselves has been debunked by economists from across the political spectrum.

On Tuesday, the official scorekeeper for Congress dealt the argument – and Trump’s plan – another blow.

The nonpartisan Joint Committee on Taxation said Tuesday that a big cut in corporate taxes – even if it is temporary – would add to longterm budget deficits. This is a problem for Republicans because it means they would need Democratic support in the Senate to pass a tax overhaul that significantly cuts corporate taxes.

The assessment was requested by House Speaker Paul Ryan, R-Wis., who has been pushing a new tax on imports to fund lower overall tax rates.

Senate Republicans have panned the idea, and officials in the Trump administration have sent mixed signals about it. The import tax is not expected to be part of Trump’s plan.

Trump dispatched his top lieutenants to Capitol Hill Tuesday to discuss his plan with Republican leaders. They met for about half an hour. No

Democrat was invited.

Afterward, Hatch called it, “a preliminary meeting.”

“They went into some suggestions that are mere suggestions, and we’ll go from there.”

Republicans have been working under a budget maneuver that would allow them to pass a tax bill without Democratic support in the Senate – but only if it didn’t add to longterm deficits.

Senate Majority Leader Mitch McConnell, R-Ky., said the Senate was sticking to that strategy.

“Regretfully we don’t expect to have any Democratic involvement in” a tax overhaul, McConnell said. “So we’ll have to reach an agreement among ourselves.”

Democrats said they smell hypocrisy over the growing national debt, which stands at nearly $20 trillion. For decades, Republican lawmakers railed against saddling future generations with trillions in debt.

But with Republicans controlling Congress and the White House, there is no appetite at either end of Pennsylvania Avenue to tackle the longterm drivers of debt – Social Security and Medicare. Instead, Republicans are pushing for tax cuts and increased defense spending.

Congratulations, everybody! Illinois now has five public universities with junk bond credit ratings. That has to be some kind of record.

Last week, S&P Global Ratings lowered the credit score of both Southern Illinois University and Western Illinois University into junk bond status. Eastern, Northeastern and Governor’s State were already in junk bond territory and their ratings were lowered even further last week. The University of Illinois, the state’s flagship, was also downgraded to just three notches above junk status and, like all the other universities, put on a “credit watch with negative implications,” meaning it could be downgraded again within the next 90 days.

All of the downgrade reports noted that none of the universities have received any funds since their partial “stopgap” appropriation in June of last year. The reports also seemed to advocate for another stopgap funding bill this fiscal year.

For instance, while noting in the U of I’s report that a stopgap had been passed last year to cover the first six months of this fiscal year, S&P went on to write: “the state has yet to pass a budget for fiscal 2017 and has not conclusively communicated plans for stop-gap funding to support the state’s public higher education institutions.”

As you may know, Gov. Bruce Rauner and his legislative Republicans are adamantly opposed to another temporary stopgap budget that would use existing special state funds that are currently piling up in bank accounts to help out struggling universities, college students and human service providers and recipients.

Their argument is that distributing the money would take the pressure off everyone to pass a real budget with the governor’s demanded reforms. At the same time, Rauner and GOP legislators want to take state employees out of the “pressure” equation with a continuing appropriation, which means those salaries would essentially be funded throughout eternity. But since the lack of funding for social services and higher education over the past two years hasn’t spurred anyone in Springfield to action, it might be that only an actual government shutdown after state employees can’t come to work will actually move the needle.

“If state operating appropriations are received in fiscal 2017,” S&P declared in its SIU downgrade report, “we will incorporate the impact of those appropriations at that time,” suggesting that some money thrown at the universities via a stopgap plan could

Junk status means many investment institutions, such as pension funds, cannot buy those bonds. So, while the state hobbles the universities by refusing to make full appropriations, it’s also undermining their ability to borrow at semi-reasonable rates.

Speculators looking for relatively high returns on bonds that have to be repaid will gladly buy those bonds and rake in the dough. Meanwhile, precious dollars that the universities cannot afford to spend have to be used to make higher interest payments.

It’s a horrific fiscal cycle and, in our case, it’s completely man-made.

It could take our universities a decade or more to recover from these body blows.

At the very least, we need a stopgap budget now and then a full, “real” budget before the beginning of next fiscal year.

The governor is currently running all over the state proclaiming to anyone who will listen that a deal is “very close.” He said at an Elk Grove Village event last week that “a big comprehensive package” was being prepared. Democrats say they have no idea what he’s talking about.

Rauner had better be right because, even though the Democratic Party has its own dirty hands here, the governor is the state’s chief executive, so he will wear the jacket for failure. He’s come up with excuse after excuse for more than two years now for why he can’t get a budget passed, or even why he won’t propose his own balanced budget. No more.

And if you dig a little deeper at those S&P reports, you’ll see that the ratings agency had some very specific warnings for state government as well.

Illinois’ credit rating is just barely above junk status. And S&P warned in several of its downgrades that the universities could be in for a “multinotch downgrade” if the state’s rating is lowered. Another downgrade report warned that there was “at least a one-in-two likelihood of a rating change within the next 90 days,” more than implying that action against the state’s credit rating could happen soon.

LETTER TO THE EDITOR Reject taxpayer funding of abortion

To the Editor: House Bill 40 has been introduced in the Illinois Legislature, which is a serious threat to unborn girls and boys. H.B. 40 forces Illinois taxpayers to pay for elective abortions for those on Medicaid.

It declares open season on unborn babies during all nine months of pregnancy. No restrictions. It makes abortion a “health benefit” for state employees. It allows state grants to go to organizations that refer for, counsel for or provide abortions. It even removes language protecting women from abortion doctors with a criminal history against women.

Not only would H.B. 40 undo a decades-old ban on taxpayer funding of abortion for any reason, but it could cost the lives of 12,000 more babies a year. This does not include the 39,000-plus who die annually by abortion in Illinois.

The provisions of House Bill 40 make all taxpayers participants in the abortion industry, even those who view abortion as a grave and morally wrong.

This type of forced participation has long been rejected by

the federal government (Hyde Amendment) and the state of Illinois. People do not want it.

Polling on this issue consistently shows solid majorities opposed to the use of taxpayer money to pay for abortions.

This bill also serves as a public funding mechanism for Planned Parenthood, making them eligible for state grants.

The state of Illinois should have no desire, especially fiscally (considering our state’s condition), to become a financial backer of such organizations.

If you believe in the protection of unborn life, contact your state legislator and express your opposition to H.B. 40.

Plainfield North beats Joliet West to remain perfect in the SPC

cherron@shawmedia.com PLAINFIELD – A big key for the softball teams from Joliet West and Plainfield North on Tuesday was trying to get the ball into the air with the strong winds making any well-hit ball a potential extra-base hit, while keeping their opponent from doing the same.

Front-running North remained perfect in Southwest Prairie Conference play with more timely, big hits against West in a 7-2 home victory.

North starter Abbey Kruzel allowed 10 hits in a complete-game effort, but only yielded one extra-base hit, a homer, and got two-thirds of her outs on balls that never left the infield.

Meanwhile, the hosts collected four doubles and a home run among their 12 hits. That helped them to score runs in four of their six trips to the plate, as eight players had hits and five drove in runs to help them improve to 15-2 on the season and 6-0 in the SPC. “They’re a good-hitting team and they’ve come from behind a few times to win,” North coach Kelly Ash said.

“So we were conscious of that and Abbey hit her spots today. She has a lot of confidence on the mound right now, and she has great defense behind her and we’re fortunate to be hitting the ball, too. We’ve got a very talented group. Our motto in every game is to win every inning, and so far, we’ve been doing that for the most part.”

West (15-6, 6-3) had won seven in a row after claiming three victories on Saturday at the Larkin Slugfest, but

But despite Tuesday’s final score, West coach Heather Suca was happy with how her team hit the ball. She only wished that a few more hits fell in or were delivered at key times.

“We hit it right at them but we couldn’t catch that break, but give them credit since they made some defensive plays,” Suca said. “Both sides were putting the ball in play but they got the timely hit and we didn’t. We

had three times where we had people in scoring position and we hit line drives right at them. They’re a good team that has been playing well all year.”

North put itself up for good when it scored twice in the opening inning against West starter Kiley Robb. Carolyn Hett scored on a single by Jenna Dunbar, while Greta Thompson (2 for 3) came home on an infield hit by Makenzie Miller (2 for 4, two RBIs).

After DeShonte Smith led off the top of the second with a blast over the

left field fence to make it 2-1, North got a run back in the bottom of that frame when Sam Mallinder scored on a sacrifice fly by Lexie Siwek (two RBIs) to give the hosts a 3-1 advantage.

North built a 6-1 lead in the fourth when Krista Ferry (2 for 3) doubled, Kaylee Piven (RBI) doubled her in and scored on a single by Siwek, who scored on a double by Hett. That run support proved to be more than sufficient for Kruzel.

Two batters after Langley’s single, Lawson delivered a sacrifice fly to tie the score 4-all.

“For the last about month-and-ahalf, our offense has been there,’’ Fitzgerald said. “It hasn’t slouched. We’ve been putting up runs. We’ve been hitting the ball hard. We’ve even been outhitting some teams and losing baseball games.’’

Fitzgerald credited Langley for the Steelmen taking the right approach when it comes to hitting.

“He’s our rock for us,’’ Fitzgerald said. “He’s hitting around .400. He’s by far been the most consistent. He’s the guy that we tell our other players to watch. We say, ‘If you’re struggling right now, watch Tommy. Watch what

he’s doing in the cage before games.

Watch what he’s doing in practice.

Watch when he makes adjustments in at-bats.

“We struggled sometimes early in the year with our reaction to bad things happening. That’s been a lot of our focus, our body language, how we present ourselves. I firmly believe the way you present yourself is the way you will play. I think that’s starting to come out of us.’’

Plainfield Central coach John Rosner was impressed with Joliet Central, a newcomer in the conference this year.

“They’ve got some players,’’ Rosner said. “They’ve got some guys who can flat-out swing. We came into it knowing we had to score runs in order to beat them.’’

Central (16-5, 5-3) has had a successful season so far. The Wildcats play Minooka on Thursday.

“We’ve done a great job of winning games that were close, tight battles where we executed well,’’ Rosner said.

“We’re doing well on offense and our defense is also good. This has been a really fun season so far. We have a lot of talent this year and have a lot of confidence in each other so anybody can go in at anytime and we’re fine with that.”

West collected seven of its hits between the fourth and sixth innings. Its best late hope came in the fifth when Savana DelRose (3 for 3) singled in Robb but the inning ended after some confusion on the base paths.

North answered in the bottom of the fifth with a solo shot by Miller, her fourth, which was the lone run allowed by reliever Natalie Edwards.

“Our team gets big hits when we need them,” Miller said. “We have clutch players and we have confidence in everybody, so we know that we can get it done and even if we’re down, we can come back.

This is the best team that I’ve ever played on and we’re all close, which makes it that much better. We have one goal and that’s pushing us even harder.”

PLAINFIELD – Losing 4-1 to a team with 16 wins in 20 games seems like a lot to overcome on the baseball diamond.

It wasn’t for Joliet Central.

The combination of Connor Lawson’s pitching and Tom Langley’s hitting propelled Joliet Central to a, 5-4, 10-inning road victory Tuesday over Southwest Prairie Conference rival Plainfield Central.

Langley completed a 3-for-5, threeRBI day with a double that scored Jared King, who started the top of the 10th with a bunt single.

“That’s a huge win against a very good team,’’ Joliet Central coach Kevin Fitzgerald said.

Joliet Central (9-10-2, 3-5) fell behind 4-1 in the third inning after a solo homer by Plainfield’s Nathan Yusko and a two-run bomb from Kyle Cockrell, but the Wildcats didn’t score again against Lawson and Carlos Garcia, who pitched the final two innings.

“By and large, Connor Lawson on

the mound is the guy who won the game,’’ Fitzgerald said. “He’s out there just battling and we played good defense behind him. That’s the story of the game.’’

Lawson had a less dramatic view of what he accomplished.

“I just trusted my defense, threw strikes, tried not to throw balls,’’ Lawson said. “Just keep my head straight and trust my defense. Trusting my defense was the main thing.’’

Lawson settled down and scattered four singles in five innings after he struggled in the third inning.

“He just goes about his business,’’ Fitzgerald said. “He doesn’t really get too high. He doesn’t get too low. His brother, Tyler, played for us last year.

I think he learned a lot from him from a mental standpoint. We made a couple errors today and he’s just, ‘Give me the baseball and let’s go back to work.’’’

While Lawson held down Plainfield Central, his offense chipped away at the deficit.

Plainfield South goes on roll against Joliet West

In Game 1 of the Southwest Prairie Conference match, Joliet West’s boys volleyball team stuck to its game plan and took a 13-8 lead over Plainfield South. Toward the end of the set, the Tigers held onto a 20-17 lead over the favored hosts.

Most likely frustrated with the game, senior Logan Nash went up and bounced the ball well within the 10foot line to give the Cougars some momentum.

Plainfield South scored the next 22 points en route to a 25-20, 25-12 win over Joliet West.

“Attitude will beat athleticism all day, every day,” South coach Taryn Surbaugh said. “Sometimes with [the team], it comes down to that. They are completely capable athletically, but sometimes they have to choose their attitude. When they do that, it is completely different.”

“We usually come out a little slow, but once we get it going, we get it go-

ing,” senior setter Matthew Friddle said. “We joked around at the first timeout and realized that it was our game. We took over from there.”

For the Cougars (15-4, 6-1), Nash hit a court-high nine kills and added two blocks, two digs and an ace. On top of the 10-foot line bounce shot in the first game, he added a hard swing cross court on an inside set. The ball hit the floor, untouched over the shoulder of the libero.

Senior setters Andrew Colantone and Friddle both got the offense going in Game 2. Colantone totaled six kills, six assists, five digs, a block and two aces for well-rounded play, while Friddle dished out 12 assists and added three kills, five blocks and two digs.

Senior libero Brandon Langys led defensively with seven digs and got some help from the front row. Senior Mykkel Wilke had three blocks and Edward Jakubauskas (two kills) and Mark Guzman both had two. Amaan Shah chipped in four digs.

South is senior-heavy with eight players in their final season. Three of those players are already committed and one is in the recruiting process.

Many things are in favor for the Cougars this year, and their experience is one of the reasons why they were able to come from behind and score 23 unanswered points.

On the opposite side of the court, West (4-16, 1-6) is young. Each match is a learning experience for the Tigers who hope to peak at postseason.

The Tigers out-blocked and forced South to make errors in Game 1. Sophomore outside Edge Austin had a team-high five kills, while senior middle Matt Sudsberry had four blocks.

“We attacked and did our game plan [in Game 1],” West coach Jason Herrmann said. “We need to do a better job of bettering the ball. At the end of Game 1, they scored eight points and they eventually scored 23 points going into the second game. It’s tough to let a veteran team get that kind of roll.

“It’s about the process right now.

It’s not about necessarily the outcome of every match. We goal set. I think we met almost every one of those goals in Game 1. It’s probably a stretch to say that we met anything in Game 2, but we’ll take a look at it and work on it

at practice.

“We’re focused on the process and the process right now is to finish well and play our best volleyball at the end of the year. We’re hosting regionals and that’s a great opportunity on your home court to take somebody out. If we can finish a match like Game 1, toward regionals we can beat a team like that.”

With big conference matches against Plainfield North and Plainfield East coming up, the Cougars are hoping that they can play like they did in the second game consistently. They also hope to take that into postseason.

“The core has been playing together for five years including AAUs,” Surbuagh said. “They have that camaraderie as young men. It’s a really special class for me too because they were my first class as a head coach.

I’ve watched them grow into young men. When they play that way, it’s a really special thing to watch.”

“That’s just how we should be playing,” Friddle said. “Hopefully, we can keep it up for the rest of the season.”

Harty leads Plainfield South in must-win over Oswego East SUBMITTED REPORTS OSWEGO – In a must-win Southwest Prairie Conference game for the Plainfield South’s baseball team, junior lefty Ryan Harty (1-0) was the man of the hour.

The Cougars (13-6-1, 5-3) had been mired in a three-game conference losing streak, and Harty stepped up big time.

The junior southpaw fired 61/3 scoreless innings, allowing just four hits with four strikeouts, leading the Cougars to a 10-0 romp past first-place Oswego East (19-2, 6-2).

Jordan Mikel (two RBIs), Konnor Ash (RBI), Justin McGuigan (RBI), Marco Escobar (RBI) and Trey Stewart led the 13-hit onslaught. Stewart hammered his second home run of the season, with a pair of Cougars in the fifth inning.

BASEBALL Plainfield North 2, Minooka 1: Plainfield

North (15-4, 6-2) rallied past Minooka (13-7, 5-3) and won in walk-off fashion behind Anthony Fumagalli. With the win, the Tigers moved back into a firstplace tie in the SouthWest Prairie. Nick Cerrrato fired two scoreless innings of relief to pick up the win.

Hendricks outduels Cole, Cubs top Pirates Putnam, Petricka can’t get past injuries

The Associated Press PITTSBURGH – Kyle Hendricks rediscovered his 2016 form, limiting the Pittsburgh Pirates to four hits over six innings to outduel Gerrit Cole and lead the Cubs to a 1-0 win Tuesday night.

Hendricks (2-1) struck out two and walked three in easily his best start this year. The struggling Pirates managed just four singles off Hendricks and didn’t reach third base until he was out of the game. Wade Davis worked a perfect ninth for his fifth save as the Cubs won for the sixth time in seven games.

Addison Russell doubled in the second off Cole (1-3) and scored when second baseman Alen Hanson airmailed first base on a Jason Heyward grounder, the Pirates’ major league-high 20th error this season. They’ve also allowed 15 unearned runs, the most in the big leagues.

The miscue spoiled a terrific outing

by Cole. He struck out eight without issuing a walk and retired 14 of his final 15 batters. It wasn’t enough for Pittsburgh, which has lost six of eight.

Hendricks became the first Cubs

pitcher in nearly 80 years to lead the majors in ERA last year (2.13) but entered at 6.19 after three lackluster starts.

It dropped to 4.50 after he spent six innings keeping the Pirates off balance with a steady diet of breaking balls and change-ups.

It was the second straight strong start for the defending World Series champions, who have spent the past week riding their offense to shake out of an early pitching funk. The Cubs’ pitching did the heavy lifting while Cole dominated the highest-scoring team in the majors.

Russell’s double and a two-out infield hit by Kris Bryant in the sixth were all the Cubs managed against the Pittsburgh ace, who is hoping to put an injury-plagued 2016 behind him. After giving up five runs in a loss to Boston on opening day, Cole has surrendered just seven runs over his last 25 innings, a 2.52 ERA. Pittsburgh had a chance to tie the score when John Jaso led off the seventh with a double against Koji Uehara. Jaso advanced to third on a fly ball but was stranded when Hanson struck out and pinch-hitter Jose Osuna flied to center.

This was going to be the year righthanders Zach Putnam and Jake Petricka put injury problems behind them and get their careers back on track. Both right-handers reclaimed their roles in the White Sox bullpen after getting through surgeries last season, Petricka for a torn labrum in his right hip in June and Putnam for bone fragments in his pitching elbow.

Petricka looked strong during spring training, and Putnam, after a rocky spring, opened the season with 82/3 innings of excellent work over seven appearances, allowing a run on two hits and one walk while striking out nine.

His ERA sits at 1.04.

And then an injury bug that is making its way through the Sox’s pitching staff reared its ugly head, Petricka tearing his right lat in his first appearance April 4 against the Tigers and going on the disabled list, and Putnam going on the 10-day DL Tuesday (retroactive to Sunday) with elbow inflammation.

“It sucks,” Petricka said. “The timing of it. It was one of those one-pitch

things. You can do all the training, but they told me it was like a hamstring injury. You run down the baseline 400 times, and the 401st you might end up with a hamstring issue.’’

Petricka is receiving treatment, doing exercises and waiting for a go-ahead to begin throwing again.

Putnam exited his last outing against the Indians on Saturday, escorted by trainer Herm Schneider, during the seventh inning. He took a couple days to see whether he could work through it, but it wasn’t to be. The Sox couldn’t go any longer without an arm in the bullpen, and right-hander Chris Beck was recalled from Triple-A Charlotte to take Putnam’s spot on the 25-man roster.

“We needed to make a determination [Tuesday],’’ manager Rick Renteria said.

The Sox have used the disabled list the fewest number of days in the major leagues since 2012, but 2017 hasn’t been so good, to pitchers in particular. Putnam joins Petricka, James Shields (lat), Carlos Rodon (biceps) and right-hander Juan Minaya (abdominal strain), who was having a promising spring, on the DL. Minaya began a rehab stint with Triple-A Charlotte on Tuesday.

There’s a certain amount of self-awareness Dwyane Wade has these days.

Holding up the Larry O’Brien Trophy on three occasions and 14 years of experience in the Association, well, it’s either be self-aware or be retired.

So, of course, Wade knows that his Bulls team needs one of those “Dwyane Wade moments” sooner than later in this playoff series with the top-seeded Celtics.

Especially since the momentum has been ripped from them, watching a 2-0 lead in the best-of-seven series now sitting tied at 2-2.

“I was just talking to coach [Fred Hoiberg] about that,” Wade said of his role moving forward. “Obviously with [Rajon] Rondo going down [with a fractured right thumb], the ball’s going to be a lot more in my hands. But I talked to coach about it, there were a couple opportunities where I could have been more aggressive. Some of it is on me, sometimes when I’m running the offense, I’m doing it. I’m passive.

“I come off and the first screen is a pick-and-roll, I get off of it, and it doesn’t come back. So I have to figure out a way

“Those things are a part of basketball,” Wade said. “You’re playing those guys, you seeing them every other day, you get aggravated by the little things they do. And that’s all it is. At the end of the day the focus is on what it needs to be, and that’s basketball.

“The coaches play their games in the media and all these things, but we’re focused on the game of basketball. When you’re out there, it’s a physical sport, a testy sport. But at the end of the day you have two teams trying to win and doing whatever it takes.”

The other warning Wade offered up to his teammates? Momentum is fragile, and takes very little to grab back.

Star Dale Earnhardt Jr. to retire after season

The Associated Press CHARLOTTE, N.C. – It’s never easy to be the son of a legend, especially when he is a tough-as-nails hero and the most feared man in his profession.

Follow in his footsteps? Forget it.

Just being able to drive cars was enough for Dale Earnhardt Jr., and if it made his daddy proud, well, hopefully somebody would tell him.

The Earnhardt era of NASCAR opened its final chapter Tuesday when the driver known simply as Junior said he will retire at the end of this season, his 18th in the Cup series. It will bring to a close the golden days of the sport, when Lee and Richard Petty helped build a stock car series that they turned over to Dale Earnhardt to carry into the next phase.

When Earnhardt died on the final lap of the 2001 Daytona 500, the burden fell on a young Earnhardt Jr. to fill a void and help heal the broken hearts of Earnhardt Nation. His decision to walk away did not come lightly for NASCAR’s most popular driver and it is a blow to a series scrambling to hang onto its fans.

“When my dad was doing so well and there were a couple of guys coming into the sport that were sons, it was difficult for them to replicate their dads’ success,” Earnhardt said. “I just saw even at an early age, before I was a driver, that growing up in that man’s shadow was going to be a real hard challenge.

“I wanted to race, but I knew racing would put me in that shadow. I knew the odds of me really having any talent at all and being able to do it were thin. They are for anyone. So at a very young age, all I wanted to do was be able to make a living driving cars. I didn’t set goals. I didn’t dream of winning championships or Daytona 500s or working with one of the best owners in the business, driving for one of the best organizations. I was afraid of not being able to do it. So I guess what I’m saying is I’ve accomplished way more than I ever dreamed – way more than I ever thought I’d accomplish.”

Earnhardt called the decision, revealed to team owner Rick Hendrick on March 29, “very bittersweet” and admitted there were tears as he prepared for Tuesday’s announcement. But he wanted the opportunity to go out on his own terms.

“Having influence over my exit only became meaningful when it started to seem most unlikely,” Earnhardt said.

“As you know, I missed a few races last year and during that time I had to face the realization that my driving career may have already ended without me so much as getting a vote on the table.

Of course, in life we’re not promised a vote, and that’s especially true in racing.”

Colorful, candid and talented, Earnhardt has been plagued by concussions the last several years and he missed half of last season recovering from a head injury. He had delayed contract talks on an extension to drive the No. 88 Chevrolet, and the two-time Daytona 500 winner will now call it quits when the season ends in November.

“You deserve everything, all the awards and all of the accolades,” Hendrick said. “There will never be another Dale Earnhardt Jr. You’re the one.”

The news shocked and saddened drivers throughout the paddock.

“He has a tremendous sense of the history of NASCAR and, while he shares his father’s name, Dale has made a name for himself with his accomplishments in racing,” said Jeff Gordon, former teammate at Hendrick and once one of Dale Earnhardt’s biggest rivals.

Steve Letarte, the crew chief tasked with rebuilding Earnhardt’s shattered confidence during a lengthy slump in his career, said Earnhardt can’t be measured simply as a race car driver.

“Dale is all encompassing,” the NBC analyst said. “He carried the popularity of a sport on his shoulders. Anyone who tries to separate what he does behind the wheel to what he does in the sport doesn’t know Dale Jr.” Added NASCAR chairman Brian France, “His passion for the sport will leave an impact on NASCAR that will be felt over its entire history.”

The Dolphins traded up to No. 3 to select defensive end Dion Jordan in 2013, and the Browns did the same to take running back Trent Richardson a year earlier. They are two of the worst top-five picks of the last 10 years.

The Bears should hope that, against all odds, someone else wants to make a similar bet this year.

“The more analytics and different things are incorporated into the decision-making with teams, most teams are itching to trade down,” Palazzolo said. “At some point, you’re going to run out of trade-up partners.”

The Bears should want to move down. Record depth at cornerback and tight end – two glaring needs – will drive general manager Ryan Pace to pursue extra Day 2 draft picks.

“At a certain point, from 10 to 50, you’re getting a similar player,” former Browns GM Phil Savage said.

That should keep other teams from aggressively moving up.

“That’s really where this draft stands apart from some of the years in the past: The second- and third-round picks really are gold this year just because there’s exceptional depth at a couple positions that are normally difficult to find,” CBS Sports analyst Rob Rang said.

“I think teams are going to be very loath to give those picks up to move up the four, five spots it might take to get their first choice as a player. If they can get their consolation prize, so to speak, by holding pat, why not do that?”

The Bears are open to trading down from the No. 3 spot in the NFL draft Thursday, but they likely will struggle to find a partner.

Call it the Noah’s Ark Effect.

The tier below Texas A&M edge rusher Myles Garrett, the presumptive top pick, features two safeties, LSU’s Jamal Adams and Ohio State’s Malik Hooker, and two 3-4-scheme defensive linemen, Alabama’s Jonathan Allen and Stanford’s Solomon Thomas.

“Why am I going to move up for Jamal Adams and give away a second- and a third-round pick if I can get Malik Hooker?” ESPN analyst Todd McShay said. “Why am I going to move up for Jonathan Allen or Solomon Thomas and give away a second- and third-round pick when I can get the other guy? There’s just too many players in a similar grade area for teams to be willing to give up stuff to go move up.”

The Bears’ trade hopes could be saved by a ho-hum quarterback class, provided they don’t want to pick a

passer at No. 3 themselves.

None of the top four quarterbacks – North Carolina’s Mitchell Trubisky, Clemson’s Deshaun Watson, Texas Tech’s Patrick Mahomes and Notre Dame’s DeShone Kizer – are considered a sure thing. Still, a team with a glaring need could fall in love with one. And teams aren’t likely to lump them together the way they do the top defensive players.

So if a team trades into the top five, it likely will be for a passer.

“Some people have Kizer at the top of their board, some have Trubisky, some have Watson, some have Mahomes,” Pro Football Focus’ Steve Palazzolo said. “I think you might actually start seeing more teams maneuvering to get their guy.”

Two teams did that last year, and one paid the price.

The Rams fired their coach after top overall pick Jared Goff flopped.

They traded a first-round pick last year and this year, plus much more, to get him. The Eagles, though, helped themselves by making a similar deal for another quarterback, No. 2 pick Carson Wentz.

12 Handles’ taco special worth a Monday night visit If you go

By MYSTERY DINER CREST HILL – I happened upon it because I already was at a Crest Hill strip mall checking out Fire Water BBQ. I was happy I took notice of the 12 Handles Ale House sign a few stores down.

So, after a quick check of the website, I decided I would check out 12 Handles soon.

It was a Monday night and, unplanned, of course, it happened to be Mexi Monday at 12 Handles.

I expected to go and have a ton of beer options, good ones, but I didn’t necessarily know what to expect from the food.

The tacos, however, were excellent.

The deal involved three tacos with cilantro, rice and black beans for $7.99.

After that, you can choose any additional tacos for $2.50.

I ordered the chicken tinga tacos, with pulled chicken, crispy potatoes, roasted chili crema, lettuce and pickled onion, and headed to the drink menu.

There, I honestly couldn’t decide.

So I chose a flight with four of their darkest beers: Lagunitas Cappuccino Stout, Polyanna Movembeer, Tallgrass Vanilla Bean Buffalo Sweat and Abita Bourbon Street Barrel Imperial Stout.

While all four had similar looks, they all had unique tastes. I had tried other cappuccino stouts before and the Lagunitas version certainly held its own. It’s an ale brewed with coffee and tastes like it.

I happened upon 12 Handles Ale House in Crest Hill because I already was at a Crest Hill strip mall checking out Fire Water BBQ. beer, a smooth double oatmeal stout, which the company says is brewed with elderberries. Until I just wrote that and looked it up, I had honestly never heard of an elderberry.

But I bet the bartender would have known.

From the start, he seemed ... smart.

He was quick to conversation and, at one point, I overheard him telling the people next to me that he got a perfect 36 on his ACT. Maybe he was messing with them, but it came off as believable.

Now back to the beer.

Tallgrass Brewing’s Vanilla Bean Buffalo Sweat was another oatmeal cream stout, a variation of the original

Buffalo Sweat, and a good one. It had the creamy head you would expect on an oatmeal cream stout with the sweetness of the vanilla beans.

Second on the list of favorites was Abita’s Bourbon Street Barrel Imperial Stout. I’ve enjoyed plenty of Abita brews, from Purple Haze to Turbodog, but this one stood out as the best.

As for the food, well, the chicken tinga tacos were excellent, with a variety of flavors, with a bit of both sweetness and tang that had me wanting more. So I ordered two of the avocado tacos and two more of the pork al pastor, made with pork shoulder and caramelized pineapple salsa, bringing it sweetness.

The crispy avocado tacos came with Lagunitas beer-battered avocado, pico de gallo, lettuce and cilantro lime aoli.

I could have ordered other food, from wings to a variety of pizza or sandwiches or burgers. They also have a chicken dinner, several pastas, and mac and cheese, and, from November through April, chicken pot pie.

But I went with the special and was pleased by the composition, which leads me to believe that the rest of the menu will be better than expected as well. I haven’t been back, but I think I would try the “Like a Rolling Stone” burger (bacon, barbecue sauce, cheddar cheese and an egg) if I go.

And whatever has changed on tap, because those offerings change often to bring you a variety of drinking options.

of my patients, who are not B12 deficient, feel greater energy and improvement of their health with B12 injections. I am not certain why this happens, and it doesn’t appear to have a lasting effect. It is possible extra amounts of B12 can improve the metabolic function and allow the vitamin to be utilized better.

Water soluble vitamins, such as B12, can be tolerated at higher doses without adverse effects upon the body, and the National Academy of Medicine has not established an upper limit of vitamin B12 intake. The dose of 2,000 micrograms of B12 is more than 800 times the recommended daily amount. So, on the face of it, this dose seems too high, but as you increase the amount in your diet, less of a percentage will be absorbed.

Before continuing the B12, I would recommend getting your levels tested with your doctor. If you show a deficiency, your doctor may want to investigate and gauge how much of the vitamin you might need.

If you are not deficient, I believe it is safe to take a supplement at a lower dose; you don’t even have to take it every day because B12 is well-stored by the body. Further, if you want to ensure better absorption of B12, you can try preparations that can be absorbed under the tongue. The important thing is to investigate why this B12 dose had such an impact – and how you can safely replicate the effects.

Dear Doctor: I’m almost 90 years old and always tired. I took two capsules of 2,000 mcg vitamin B12 the other night, and felt stronger and not as tired. Is it safe?

Dear Reader: My first thought is you might have B12 deficiency, caused either by inadequate intake or by inadequate absorption of B12.

Animal products such as meat, dairy and eggs are the only sources of B12 in humans, and the recommended daily allowance is 2.4 micrograms a day.

The average intake of an individual in the United States is about 3.4 micrograms a day, but if you follow a vegan diet, you obviously lack sources of B12. Thanks to evolution, one-half of your B12 intake is stored in your liver, and it takes many years for this to be depleted.

If your intake is sufficient, it may be your ability to absorb B12 that is compromised. This can occur if you have inflammation of your stomach lining or disorders of the small intestine, such as Crohn’s disease. Antacids and proton pump inhibitors such as Prilosec, Protonix, Prevacid, Aciphex, Zantac and Pepcid also can lead to deficiency, because they reduce the stomach acid necessary to release the B12 from food. Metformin, a drug used to treat Type 2 diabetes, also can decrease absorption of B12 in the small intestine in 10 percent to 30 percent of patients.

Lastly, age can be a risk factor for B12 deficiency. Multiple studies in this and in other countries have found deficiency in 10 percent to 24 percent of people 75 and older.

The causes may be both inadequate intake and inadequate absorption. Significant B12 deficiency can lead to anemia, nerve damage and dementia.

But let us say your B12 levels are normal. Is there any benefit to taking more, and is there any danger in doing so? Many

Every now and then, one of my students does something especially meritorious. I used this deal in a class last month. How should the play go in four spades after the defenders take two heart tricks, then shift, say, to a diamond? If South misplays the trump suit, is there a way to recover with this layout?

With that North hand, I would have raised to three no-trump, thinking the heart king would bolster that suit. Here, though, that would have worked poorly, East-West taking the first five tricks in the suit.

In four spades, declarer has three side-suit losers: two hearts and one diamond. He must play the trump suit without loss. East needs to hold the spade king. But it might be necessary to take the trump finesse three times. This requires staying on the board for as long as possible.

If you wish to keep repeating a finesse, first lead the lowest card that will hold the trick if the finesse is successful. Here, after ruffing a heart on the board, declarer should start with dummy’s nine. When that finesse works, South continues with dummy’s queen. Now East cannot win. Declarer takes four spades, two diamonds, three clubs and a heart ruff in the dummy.

Etsie Bailey of Hobe Sound, Florida (who is 95, but you’d never guess), first ran dummy’s queen, playing the four from hand. The second round of spades went to her jack, but West discarded a heart. Unfazed, Etsie cashed her top clubs and diamonds, then, at trick 11, led her diamond six. East had to win and lead away from the spade king-six.

The class gave her a round of applause.
