O’Dekirk says city needs to ‘fill the gap’ amid state budget stalemate

bokon@shawmedia.com JOLIET – Mayor Bob O’Dekirk said Tuesday that Joliet may have to step in to support social service organizations that depend on the state for funding.

O’Dekirk told the city council that he will approach Will County officials to determine how Joliet and the county can support nonprofits suffering financially amid the state’s budget standoff.

“We should sit down and see what we can do,” O’Dekirk said at a city council meeting. “Unfortunately, it’s becoming our problem. City government is going to have to step up and fill the gap.”

O’Dekirk stopped short of saying he is willing to commit city funds to local nonprofits. But the problem those organizations face is the lack of funding as a political showdown between Gov. Bruce Rauner and the state Legislature has stretched into a third year without a state budget.

The mayor said he grasped the severity

Joliet gets proposals for building outside Slammers’ stadium

bokon@shawmedia.com JOLIET – The city is trying to find a developer for a second vacant building it owns.

Two potential developers this week sent proposals for the three-story building that can be seen down the right-field line at Slammers’ stadium, Economic Development Director Steve Jones said.

The city is offering a $300,000 incentive package that is the same as is being provided for a potential developer of the old Crabigale’s building downtown.

“We’re not using either building for anything,” Jones said.

The goal, he said, is to put both buildings back into private use. The city acquired the building outside the ballpark when it acquired land to build the stadium, which opened in 2002.

of the situation during a recent visit to the Spanish Community Center.

“I guess I didn’t realize how dire things are getting at the Spanish center and other organizations in our city that rely on state funding,” he said.

He mentioned the Warren-Sharpe Community Center, Forest Park Community Center and Senior Services Center of Will County as other organizations that may need more attention from local government.

“These organizations are vital,” O’Dekirk said. “I don’t think we can sit back anymore. It’s not our problem, but it’s become our problem.”

“There’s literally an elevator shaft in there. They were hauling vehicles up and down,” Jones said.

The building totals about 18,000 square feet.

The next step, Jones said, is for city staff to form a review committee to examine the two proposals and then present a recommendation to the Joliet City Council Economic Development Committee.

Eventually, the full council will decide whether to accept one of the proposals.

would turn over the property to a developer once $300,000 in renovations are done.

The city is seeking proposals again for the Crabigale’s building after only one developer sent a proposal by an April 7 deadline.

The building at 1 E. Cass St. is formally known as the Loughran Building. But it was last used for the Crabigale’s comedy club, which closed in 2005.

The city has been seeking a developer that would put another restaurant on the first floor where Crabigale’s was located and finish renovations on the upper two floors. The latest request for proposals, however, no longer mandates a restaurant on the first floor, although the city still is urging a venue that would fit with Chicago Street redevelopment plans. The building is on the corner of Cass and Chicago streets.

Proposals on the Crabigale’s building are being accepted until May 8.

Will County Clerk’s Office counts provisional ballots

fsarver@shawmedia.com JOLIET – In some tight races across Will County, candidates who were ahead after the election April 4 stayed in the lead after a count of provisional ballots Tuesday at the Will County Board Room.

Candidates for mayor in Bolingbrook, Shorewood and Wilmington maintained their leads.

In another tight race, Matt McGuire appeared to be in the lead for the unexpired two-year seat on the Joliet Park District board against Patricia Marcum, pending confirmation of final vote results from Kendall County.

The Will County Clerk’s Office spent Tuesday counting provisional ballots from Election Day and mail-in ballots postmarked by that day.

Many of the candidates were there to watch the count, including Bolingbrook Mayor Roger Claar, who accumulated 131 provisional ballots in Will County, 46 more than his opponent, Jackie Traynere, a Will County Board member.

“It feels good,” Claar said of the outcome.

His overall lead in the contentious mayoral race that drew national attention was by 151 votes. With the race over, Claar said he believes the village needs to do a better job telling residents about what is happening, as criticism from Traynere over the village’s debt and property taxes was “blown out of proportion.”

Traynere said the message from both sides of the race “resonated really well” and that village residents clearly want change given how close the election was.

She said Claar has been in office for 31 years and has the support of Republicans behind him.

“I want to thank our volunteers, my family and countless supporters who believed in a new direction in Bolingbrook. That will happen because of what we accomplished a few weeks ago, just not as swiftly as we had hoped,” Traynere said in a statement.

He gained 80 provisional ballots Tuesday and had the third highest overall vote total among trustee candidates.

For Bolingbrook village clerk, Carol Penning won over Jaime Olson by 35 votes, with a total of 6,268 votes. Penning previously had a one-vote margin of victory over Olson.

Provisional ballots gave Shorewood Mayor Rick Chapman 17 more votes while his opponent, village Trustee Barbara “Cookie” Kirkland, only had five. Chapman had a total of 1,385 votes, and Kirkland had 1,327.

Chapman didn’t return a call Tuesday seeking comment.

Kirkland, who came to the provisional ballot count Tuesday, said she wasn’t really expecting a change in the

results.

“I feel like we gave it our best shot, and the voters decided [Chapman] was the candidate they wanted,” she said of her campaign. “I accept that decision.

I’m still grateful I get to serve as village trustee.”

The outcome of the two-year Joliet Park District board commissioner race remains unclear. McGuire appeared to be in the lead – although final Kendall County election results are pending – as he gained 80 provisional ballots Tuesday, 13 more than Marcum.

McGuire said he’s excited about the results and that he’s glad “it’s kind of finally over.” “[I’m] looking forward to kind of starting, knowing the hard work is just starting,” McGuire said.

Marcum said she didn’t think there were enough votes in Kendall County to make a difference in the race, and she already shared her congratulations with McGuire.

“It was a good race. I ran a campaign I wanted to run, and I’m satisfied with the effort we made,” Marcum said.

In the multicounty race for a sixyear term on the Joliet Junior College Board of Trustees, Alicia Morales had a 31 vote lead over Patty Deiters. That gap widened by 52 votes as Morales maintained her lead, based on Will County provisional ballots counted Tuesday along with unofficial results from JJC. The amount of provisional ballots

Braidwood police brass exchange allegations

bstanley@shawmedia.com BRAIDWOOD – Braidwood’s deputy police chief has filed a federal harassment complaint against the police chief.

Deputy Chief Michelle Soucie filed charges last month with the Equal Employment Opportunity Commission, which the agency is investigating. The EEOC investigates workplace discrimination, sexual harassment and retaliation complaints.

Michelle Soucie confirmed she filed the complaint against Chief Nick Ficarello and the city of Braidwood, but declined to give additional information. Her husband, Al Soucie, a former Braid- Nick Ficarello wood police officer, referred other questions to the couple’s attorney, who had no comment.

The complaint charges that Ficarello subjected Michelle Soucie to sexual ha-

rassment, retaliation and a violation of the American Disabilities Act. Michelle Soucie has been with the department since 1998 and was named deputy chief soon after Ficarello was hired in April 2015.

According to a source, Ficarello made inappropriate comments to his deputy chief during the time they worked together. Michelle Soucie was put on administrative leave in January.

Another source told The Herald-News the allegations against Michelle Soucie

involved “payroll issues.”

“I believe [the EEOC complaint] is in retaliation for the theft allegation she’s being investigated for,” Ficarello said Tuesday.

Ficarello planned to speak with Braidwood City Attorney Brian Kopman to discuss further comment to The Herald-News.

Ficarello served as a Will County sheriff’s deputy from 1978 to 2009 and narrowly lost in the Republican primary for the 2014 sheriff’s race.

Will County Judicial Complex design to Joliet to hold get wind tested; construction set for ’18 police parade

mmallory@shawmedia.com JOLIET – A wind tunnel test will be performed on the design of the new Will County Judicial Complex.

Jason Dwyer, of design firm Wight & Co., approached the Will County Board Capital Improvements Committee on Tuesday about doing the test.

The 10-story judicial complex is expected to cost in the $195 million range. The test is not required but is a good idea, Dwyer said.

“The wind tunnel test would give

us much greater detail in terms of the wind loading for the building,” Dwyer said.

The project’s curtain wall contractor indicated the extra information would help companies provide more accurate bids, Dwyer said. He added the test could save the county money in the long run if it shows the design needs to be tweaked to protect the structure from high winds.

Construction is expected to begin in 2018, and the county’s contract with Wight & Co. has a reimbursable budget for expenses such as the test.

County Board Speaker Jim Moustis, R-Frankfort, said if the test is something that is considered a best practice then it should be included from the start, even though it’s reimbursable.

Dwyer said that if the complex were a skyscraper, a wind tunnel test would automatically be performed. The size of the judicial complex does not require a test, but after discussing it, officials from Wight & Co. and the county executive’s office thought it would be beneficial.

Heroin prevention summit set for Friday

The sixth annual HERO-HELPS Southwest Coalition Community Summit is scheduled for 7:30 to 11:30 a.m.

Friday at the Edward Hospital Athletic and Event Center, 55 Phelps Ave. in Romeoville. Its goal is to raise awareness, fight the heroin and opioid epidemic in the county, and ultimately save lives.

Coming off a year when Will County experienced a record 77 heroin and opioid overdose deaths, 2017’s event is titled “On The Front Line: A Community Summit on the Heroin/Opioid Crisis.”

There will be a panel discussion about options to expand and support the initiatives various counties are using to help deter prescription opioid abuse, which often leads to heroin abuse when prescriptions run out.

fentanyl claimed at least 1,000 lives in northeastern Illinois last year, according to the Will County Executive’s Office.

It’s not just a local problem. Heroin and opioid abuse now kills more Americans annually than gun homicides or traffic accidents, according to the Centers for Disease Control and Prevention.

Last year’s event in Romeoville had more than 300 attendees and provided updates on state and federal laws, among other things.

On Wednesday, HERO, which stands for Heroin Epidemic Relief Organization, will unveil a “Hidden in Plain Sight” trailer at the New Lenox Police Department, 200 Veterans Parkway. The trailer will then make its first public appearance Friday at the summit.

JOLIET – The city will have a parade of police May 13.

The Salute to the Blue Parade and Festival to Honor Law Enforcement will be 1 to 5 p.m. downtown.

The event will begin with a parade on Chicago Street and continue with festivities at Slammers’ stadium.

Numerous law enforcement agencies already are participating, according to a news release from the City Center Partnership. They include police from Joliet, Channahon, Romeoville, Rockdale, Crest Hill, Wilmington, Will County and Kendall County.

Other agencies interested in participating can call the City Center Partnership at 815-774-6066.

The festival at the stadium will be free and family friendly, according to the news release. Food and beverages will be for sale. The Neverly Brothers rock band will perform.

“The Joliet Police Department does so much for our city, especially for the downtown city center,” Richard Fredrickson of the City Center Partnership stated in the news release. “We wanted to find a way to thank them and all law enforcement officers throughout the area, and also provide another big event in downtown Joliet with this parade and free concert.”

LOCAL BRIEFS Police: Man kept ammunition for different guns in safe

JOLIET – Police say a domestic fight led to a man’s arrest on ammunition charges Monday.

At 5:48 p.m., police were called to the 300 block of North Bluff Street in Joliet, where a couple was arguing, Deputy Chief Ed Gregory said. The woman told officers her boyfriend, Kenneth Cox, 28, is “usually carrying a firearm,” Gregory said.

Police found Cox in a car in the parking lot and detained him, but did not find a gun.

Officers did, however, find Cox was keeping ammunition in a safe at the apartment, Gregory said.

“There were numerous rounds of various calibers,” Gregory said.

Cox was arrested on charges of unauthorized possession of ammunition and criminal trespassing.

About 9 p.m., police were in the 500 block of East Cass Street when they spotted Miguel A. Gonzalez walking down the street, Joliet Deputy Chief Ed Gregory said.

“They knew he had an outstanding warrant. When they called out he took off running and tried to jump over a wooden fence before they caught him,” Gregory said.

Gonzalez, 24, was arrested on outstanding charges of delivery of drugs, delivery of marijuana and unauthorized possession of a firearm by a felon.

On Dec. 1, police concluded an undercover investigation by searching his then-residence in the 300 block of Harwood Street.

Gregory said officers recovered cocaine, marijuana and a handgun during the search.

According to Joliet police records, Gonzalez also was arrested on drug charges in November 2015.

JOLIET – The Ultra Foods store on Larkin Avenue is among nine stores in the regional chain that will close as its Joliet-based parent company plans to sell its remaining stores, the company announced Tuesday.

Ultra Foods is part of the Strack & Van Til supermarket chain owned by Central Grocers, a grocery cooperative headquartered in Joliet.

The Joliet store and eight others are scheduled to close by June 18.

Meanwhile, 22 other stores in Illinois and Indiana will continue to operate, Strack & Van Til stated in a news release.

Central Grocers is “working with legal and financial advisers toward implementing the sale of a majority of the Strack & Van Til stores as going concerns,” the news release stated. “These 22 stores are expected to continue to operate and serve their communities on an ongoing basis.”

Strack & Van Til began the process of closing the nine stores Tuesday.

An employee at the Joliet store said more than 100 people work there.

Other Ultra stores that will close are in Crestwood, Wheaton, Lansing, Chicago Heights, Calumet Park and Forest Park. Two Ultra stores in Indiana

that will close are in Gary and Merrill Point.

Strack & Van Til is based in Highland, Indiana. The company operates stores under the names Strack & Van Til, Ultra Foods, and Town and Country Market.

The company formerly had a Strack & Van Til store on Route 59 in Joliet that now is the location of Tony’s Finer Foods.

Central Grocers is a grocery cooperative owned by independent supermarket retailers supplied by the company. It supplies the Centrella brand groceries found in independent supermarkets, as well as fresh produce and other products.

The company warehouse is located in Joliet along with the corporate headquarters at 2600 W. Haven Ave. No one was available to comment late Tuesday afternoon at Central Grocers.

According to the company website, Central Grocers supplies about 400 independent supermarkets and is the seventh-largest grocery cooperative in the United States.

The Ultra store will be the third Joliet supermarket to close this year.

Certified Warehouse Grocers last week closed its two Joliet stores. Certified was among the independent grocers served by Central Grocers.

Channahon discusses allowing chickens in village

Shaw Media correspondent A seat may open on the Channahon Village Board this week, as the Will County Board votes Thursday whether to accept the nomination of longtime Channahon Trustee Debbie Militello to fill a seat on its board.

Militello was nominated by the Will County Republican Central Committee to fill the seat of Ragan Freitag, who resigned in February to become the county board’s new chief of staff.

If Militello is approved for the position, she likely will resign her seat on the Channahon Village Board immediately.

Channahon Village President Missey Moorman Schumacher said after Monday’s village board meeting that if Militello does resign her trustee position, those who wish to apply for her seat may send a résumé to the village hall, at lanselme@channahon.org, by Monday.

The resident who is appointed will fill the remainder of Militello’s term, which expires in 2019.

Backyard chicken rules discussed

The Channahon Village Board gave some area backyard chicken supporters homework Monday as trustees consider the residents’ request to allow the keeping of chickens in village neighborhoods.

Channahon ordinance states that residents living only in rural A-2 zones may keep chickens, and a maximum of four chickens are allowed on a five-acre parcel. No chickens are allowed in town.

This week, resident Jennifer Parshall gave a presentation, called “Channahon needs more chickens,” to the board on why she believes homeowners should be allowed to raise chickens on their properties. She also gave trustees a petition with the names of around 300 residents who support the effort.

Keeping backyard chickens is an in-

teresting hobby, a fun and educational experience for children and cuts down on the amount of food garbage going to landfills, Parshall said. They produce eggs and keep down the mice, mole, tick and flea population, as well.

Chickens do not attract predators or make a lot of noise, either, she added.

“Ten chickens make about as much noise as one person talking,” Parshall said.

Charles Davidson spoke up to say he was not in favor of the request. Growing up in the country, he said he has seen his share of rundown coops and chickens that owners did not take care of.

“I moved away from the country,” he said. “I’m not a fan of them.”

Parshall gave trustees a list of several area communities that she said allow backyard chickens, including Minooka, Westmont, Downers Grove, Naperville, Plainfield and Brookfield.

The city of Elgin began with a oneyear pilot program, she said, which worked out so well the city approved allowing chickens in town.

“Our group is willing to spend some time helping work out the details,” Sam Carlisle told the board regarding a pilot program in Channahon. “Maybe we can do the legwork if you give us help.”

The group campaigning for backyard chickens was asked to get more names on their petition.

The Channahon board this week also approved the village’s fiscal year budget, which begins May 1.

“Our budget is able to withstand two new positions and several capital projects.”

The budget includes funds that will be spent on the Bridge Street bike path, a snowplow, two new police cars, a code enforcement officer and a public works office assistant, Wagonblott said, and $20,000 to devote to a new beautification effort.

The board Monday also learned that the Illinois Department of Transportation will be doing road work on a section of Route 6 from Bell Road to the west, approximately 1,050 feet. Construction is tentatively scheduled for this summer, the IDOT memo stated, subject to “project readiness and funding availability.”

Also Monday, Police Chief Jeff Wold accepted a donation of $1,125 from the Bowling with the Docs Challenge that will go toward the department’s K-9 unit. Dear readers: Today’s column is a potpourri of things to be aware of and items of interest. There is the new garden/ backyard scam going on. A middleaged woman appears in your backyard. You go out to find out why she’s in your backyard. She engages you in conversation about what a lovely day this is and how beautiful your garden is. She asks you to show her around and explain what plants are what.

While you take her around the yard, her accomplice enters your now unlocked back door; heads straight for the master bedroom; opens the top drawer of your dresser; and takes the three jewelry boxes in the top drawer.

While you complete the tour of your plantings, your visitor’s accomplice runs to a car parked nearby but out of your sight.

When your garden walk ends, your complimentary new “friend” briskly continues her walk never to be seen again.

Later, when you go to the bedroom you notice some pictures on the dresser have been moved, and upon looking, you find that your jewelry boxes are missing.

You have just been robbed. Several lessons to be learned here: Don’t give an around-the-house/ garden tour to a total stranger… unless you lock your doors; and don’t keep your valuable jewelry in the “usual place,” where burglars will probably look.

A variation of this scam was recently reported in the Herald News. A strange woman appeared in a homeowner’s backyard and when questioned why she was there, she responded that she was looking for her lost cat, Whiskers.

The stranger engaged the lady of the house in extended conversation in which the stranger elicited the lady’s schedule for the day. While the lady was at the Jewel, someone broke into her house through a screened in window on her back porch. When she came home her jewelry was gone. The lesson here is: Do not tell a total stranger when SM-CL0383478

you are going to be gone from your home.

These con-artists do not look or dress like con-artists. They usually dress and look like people who live in your neighborhood.

That is why these con-artists are successful. They look and act like people whom you would normally trust. In this day and age my advice is: Beware first and trust later.

Karen A. Stukel, our Will County Recorder of Deeds, has asked me to remind you that you can always get a copy of the deed to your home or other real estate for a small fee of $1.00 per page. If you are a senior citizen there is no fee and if you go on line to print off your deed there is also no fee.

Apparently, there are “scare” letters being sent by unscrupulous companies primarily to senior homeowners telling them if they do not have a certified copy of their deed in their personal possession it could cause them a lot of problems. To correct this situation these companies, for a fee of “only” $75.00, will “research” and mail the senior homeowner a copy of his deed. Don’t be fooled.

Just remember that your deed is always on permanent file with the Will County Recorder of Deeds and will never be “lost.”

I SUSTAINED A CAREER ENDING INJURY, AND MY DOCTOR TOLD ME I AM APPROACHING “MMI.” WHAT IS THAT AND WHAT HAPPENS NEXT?

A. “MMI” means Maximum Medical Improvement. Once you are injured on the job, under Workers’ Compensation Laws you are entitled to workers’ comp, technically called “Temporary Total Disability” or “TTD”, until you reach MMI. If the company offers light duty you are required to perform light duty as long as the work is within the doctor’s restrictions.

Once MMI is reached, the right to Temporary Total Disability ends. In the case of a career ending injury, the employer may still offer work with reasonable accommodations for whatever permanent restrictions are given, and the employee then would have to return to work.

What happens next is that the employee meets with the vocational counselor, a plan is established and filed with the Worker’s Compensation

Once the employee finds an acceptable job, then it’s back to work and all compensation stops. If the job pays significantly less, there is a right to a wage differential award, which means that the employee will receive 2/3rds of the difference between prior wages and the new wages, or the average what would be suitable employment for the employee. The only problem with this wage differential situation is that this is in lieu of all other awards, so there is no other settlement or award, and because of some rather poor 2011 Laws, the wage differential payments stop at age 67 or after five years, whichever is greater. So for an employee in their late 50’s or 60’s, it is frequently preferable to take a specific loss award in lieu of a wage differential, which is the typical percentage disability of person as a whole, or arm, leg or other body part that had been injured.

As you can see, there are some difficult decisions to be made along the way, and selection of an appropriate vocational rehabilitation counselor can be vital. That is why, as I always preach, that it is better to hire a Lawyer on day one than it is to wait to the end, as you are going to be paying the same 20% contingent fee in any event. A good part of my day is spent giving advice to clients to help them through these difficult times, which is something we are happy to do as part of our contingent fee.

In the event the employer has no job for the injured worker who cannot work full duty after MMI, the workers’ compensation laws provide for vocational rehabilitation. Theoretically, a vocational counselor chosen by the employee or the employer will perform something called a “Labor Market Survey”, to determine what jobs are available to the employee, and whether retraining or some form of education is required to qualify for these jobs. The goal of the rehabilitation is not to find a better job for the employee, but rather only to place him/her in a job as close to prior wages as possible.

Commission, and then it is the duty of the employee to cooperate in looking for work consistent with the instructions of the vocational counselor. While this is going on, the law provides that the employee receive “maintenance”, which is the same amount as TTD but is to maintain the employee while looking for work or retraining.

Born: August 10, 1955; in Chicago, IL Died: April 16, 2017; in Plainfield, IL Thomas J. Adamski, age 61, of Plainfield, passed away suddenly Sunday, April 16, 2017, at home.

Born August 10, 1955 in Chicago, to Chester and Eleanor (Nowaczyk) Adamski, he was a graduate of Maine South High School.

He worked for the United States Postal Service for 37 years, retiring in 2008. Tom will be remembered for being a good husband and being very supportive of his family. He enjoyed playing golf, poker, and going bowling.

Sandy attended the prestigious Julliard School Dance Division in New York City. In 1972, Sandy was proud to establish the Vaughan Dance Academy and has offered quality dance instruction to thousands of students ever since.

Sandy loved to travel. Together with Richard, Sandy saw the world. She enjoyed the sunsoaked beaches of the Caribbean just as much as a simple campground with her family at her side. Sandy also loved to garden and kept her home like a showplace for all to enjoy. She was also a longtime member and supporter of the Plainfield Kiwanis Club. Sandy will be deeply missed by all who loved her.

Blagojevich’s attorneys seek term reduction

CHICAGO – Attorneys for former Illinois Gov. Rod Blagojevich urged an appellate panel Tuesday to grant him a third sentencing hearing, arguing their client’s behavior in prison justifies sharply reducing his 14-year term for corruption.

Some Illinois school districts offer free ACT exams

CHICAGO – Thousands of high school juniors in public schools across Illinois will also get to take the ACT college entrance exam courtesy of their districts in addition to the free SAT. According to ACT Inc., New Trier Township High School, Lyons Township High School District 204, Adlai Stevenson and Warren Township are among about 30 public school districts and private schools giving the ACT to their students.

ACT Inc.’s contract ended with Illinois public high schools after 15 years, the Chicago Tribune reported. The College Board’s SAT won a multimillion-dollar contract from Illinois to give its exam to more than 140,000 juniors starting this spring.

But educators said the history and connection to the ACT didn’t go away as

students in many district had taken precursor tests in earlier grades to pave the way for the ACT as juniors.

“So we’ve started them on the path to the ACT, but the state decided to go with the SAT in the middle of all this and we didn’t feel it would be fair for our students to not have a test they were familiar with,” said Scott Eggerding, director of curriculum and instruction at District 204.

Adlai Stevenson spokesman Jim Conrey said the district also wanted to honor its commitment to students who had received ACT-focused training.

West Side Heroin Task Force discusses opioid crisis

CHICAGO – Town hall meetings to discuss opioid abuse are scheduled in the Chicago area.

The West Side Heroin Task Force had a town hall meeting Tuesday to examine what officials have said is an opioid crisis.

Presentations were given by the Illinois Department of Public Health and Chicago Department of Public Health. Others discussed drug abuse and child custody, overdose prevention and information

about overdose-reversal medication.

The 2017 HERO-HELPS Southwest Coalition Community Summit will be Friday at the Edward Hospital Athletic and Event Center in Romeoville.

There will be a panel discussion about the Illinois Prescription Opioid Overdose Prevention Grant and prevention methods underway by Will, DuPage, Lake and Cook counties.

Jury awards $350K in teen’s fatal Chicago police shooting

CHICAGO – Jurors have awarded $350,000 in damages in a lawsuit brought by the mother of a black teen fatally shot

by Chicago police.

The Chicago Tribune reported that the jury found the July 2013 shooting of 17-year-old Christian Green unjustified.

They awarded the damages Tuesday.

Attorney Victor Henderson representing the teen’s mother told jurors Green already tried to ditch a weapon and was shot in the back while running away. Prosecutors said Officer Robert Gonzalez was justified shooting Green because the teen was pointing a handgun at him.

“I will grant you that Mr. Blagojevich has conducted himself admirably in prison and perhaps this is something that a different judge would give more weight to,” Rovner said.

Rovner also asked Blagojevich attorney Michael Nash whether Zagel was obliged to factor in laudable behavior by Blagojevich. Nash said his objection was that “Zagel dismissed it out of hand.”

The current appeal, filed in December, said Zagel should have put greater weight on 100 letters from fellow inmates who described how Blagojevich taught history and served as a life coach to prisoners. He even formed a prison band called The Jailhouse Rockers.

A bullet struck Green in the left side of his back, piercing his lung and heart. Court records show Green’s gun was found in a vacant lot about 75 feet from his body.

Henderson said the money won’t bring Green back, but is symbol that he mattered.

Lawsuit: Prosecutors faked evidence to convict man

CHICAGO – A lawsuit alleges two former prosecutors conspired with a Chicago police sergeant and others to fabricate evidence that led to a wrongful murder conviction.

The lawsuit filed Monday seeks $60 million in damages for Armando Serrano.

He and co-defendant Jose Montanez were released last summer, after more than two decades in prison, when prosecutors dropped charges.

The lawsuit alleges that former Detective Reynaldo Guevara and then-assistant state’s attorneys Matthew Coghlan and John Dillon collaborated to pressure a key witness into pinning the 1993 murder of Rodrigo Vargas on Serrano.

Facebook killer takes his own life as police close in

ERIE, Pa. – The man who randomly gunned down a Cleveland retiree and posted video of the crime on Facebook killed himself Tuesday during a police chase in Pennsylvania that began when a McDonald’s drive-thru attendant recognized him.

It marked a violent end to the nearly 48-hour multistate manhunt for Steve Stephens, whose case brought another round of criticism down on Facebook over how responsibly it polices objectionable material posted by users.

Acting on a tip from the McDonald’s, state troopers spotted Stephens leaving the restaurant in Erie and went after him, bumping his car to try to get it to stop, authorities said. He shot himself in the head after the car spun and came to a stop, police said.

Trump signs an order targeting visa program

KENOSHA, Wis. – Turning back to the economic populism that helped drive his election campaign, President Donald Trump signed an order Tuesday he said should help American workers whose jobs are threatened by skilled immigrants.

At the headquarters of hand and power tool manufacturer Snap-on Inc., Trump signed an order that asks the government to propose new rules and changes that will stop what he called abuses in a visa program used by U.S. technology companies. Dubbed “Buy American and Hire American,” the directive follows a series of recent Trump reversals on economic policies.

“We are going to defend our workers, protect our jobs and finally put America first,” Trump declared, standing in front of an American flag fashioned out of wrenches.

Much like some previous orders, however, Trump’s executive action Tuesday essentially looks for detailed reports rather than making decisive changes. In this case, the reports are about granting visas for highly skilled foreign workers and ensuring that government purchasing programs buy American made goods as required by law.

Trump chose to sign the directive at Snapon Inc., based in Wisconsin, a state he narrowly carried in November on the strength of support from white, working-class voters. Trump currently has only a 41 percent approval rating in the state.

He campaigned last year on promises to overhaul U.S. trade and regulatory policy, but his executive orders on those issues reflect the administration bowing somewhat to the limits of presidential power. Also, he has recently reversed several populist prom-

ises, including standing up to China, which he contended was manipulating its currency and stealing American jobs, and eliminating the Export-Import Bank, which he billed as wasteful subsidy.

But Trump returned to Tuesday to the economic tough talk of his campaign, saying: “We’re going to make some very big changes or we are going to get rid of NAFTA for once and for all,” referring to the Clinton-era U.S. trade pact with Canada and Mexico.

In his new directive, the president is targeting the H-1B visa program, which the White House says undercuts U.S. workers by bringing in large numbers of cheaper, foreign workers and driving down wages. The tech industry has argued that the H-1B program is needed because it encourages students to stay in the U.S. after getting degrees in high-tech specialties – and because companies can’t always find enough American workers with the skills they need.

The new order would direct U.S. agencies to propose rules to prevent immigration fraud and abuse in the program. They also would be asked to offer changes so that H-1B visas are awarded to the most-skilled or highest-paid applicants.

The number of requests for H-1B visas declined this year by about 15 percent, or roughly 37,000 applications, but the total was still nearly 200,000, far more than the 85,000 limit.

Tuesday’s order also seeks to strengthen requirements that American-made products be used in certain federal construction projects, as well as in various grant-funded transportation projects.

The commerce secretary is to review how to close loopholes in existing rules and provide recommendations to the president within 220 days. The order also asks agencies to assess the use of waivers.

Vital mass transit needs funding For nine years, I have been privileged to be a member of the Regional Transportation Authority Board of Directors representing Will County.

In that capacity, I am reminded daily of the importance of mass transit to the economic vitality of northeastern Illinois, including Will County, and to the quality-of-life enhancements provided by safe, clean and affordable public transportation.

The RTA’s Service Board partners, the CTA, Metra and Pace, provide more than 2 million rides each weekday. In 2015, for the fifth consecutive year, our transit riders traveled more than 4 billion miles.

Only New York riders traveled more. However, when we compare our regional capital investment in public transportation with that of New York’s, we fall short: We only invest about 40 percent of what New York does when you look at capital expenditures per resident.

Our regional capital needs are great with numbers that are almost too large to comprehend. A recent RTA study found that our 10-year capital needs are more than $37 billion.

That comes to about $2 billion to $3 billion a year over the next 20 years.

That’s what we need to address our backlog of deferred investments and keep up with ongoing reinvestment needs. These costs are for repairing/ replacing bridges, replacing tracks, purchasing and rehabbing buses and trains, rehabbing stations and making other improvements to achieve a State of Good Repair, when assets are operating at their full performance level.

More than 30 percent of our assets are now beyond their useful life, including rolling stock, stations and guideway. It may not sound glamorous, but it is essential we make these investments now and in the coming years.

Thanks to careful planning, budgeting and the outstanding work done

by Metra, Pace, CTA and RTA, the system suffers relatively few major breakdowns. But that is only going to be possible for so long as our system continues to age and maintenance costs continue to rise.

In Will County, residents use our system to move around the county or to head downtown. We have four Metra lines, eight Metra rail stations and 32 Pace routes. We know our residents rely on mass transportation just as others do throughout the region.

Even if you don’t ride, you benefit from public transportation and the RTA’s work in our area. RTA staff recently participated in the Will Connects 2040 Long Range Transportation Plan. The plan, approved by the Will County Board in March, identifies the county’s roadway investment priorities and articulates the desire for the county to partner with public transportation agencies such as the RTA, Metra and Pace.

The plan highlights the importance of transit supportive development.

Tied to that, the RTA has provided dollars to support many transit planning activities within the county that have led to major transit improvements, such as Bus-On-Shoulder along I-55, The Multi-Modal Transportation Center in Joliet and the new transportation center underway in Romeoville.

Over the past few years, the RTA has supported more than 40 planning studies for Will County. Regional transit operations are largely funded by the fares riders pay and the sales tax we all pay when we shop in our region. Last year, $47 million in sales tax was collected in Will County.

There is no question that Will County residents benefit from our public transportation system. Funding the system, to ensure our children and grandchildren have access to an asset that’s part of the historic success of our area, should be a top priority for us all.

We cannot take it for granted or forget its importance. It’s a benefit we all share and it’s critical that we continue to invest in it so it is so the next generation can inherit a robust transit system as we all have from previous generations.

Respect the beliefs of those against abortion We don’t need to spend public funds paying for abortions in Illinois.

Legal abortion long has been the law of the land since the Supreme Court’s Roe v. Wade decision of 1973.

It is likely to remain the law.

However, there is a substantial group of people who object to abortion on moral grounds. They sincerely believe that abortion is equivalent to killing children. They consider it odious.

Out of respect to those people, public funding of abortion procedures in Illinois has been limited to abortions that are deemed “medically necessary” to protect the health of the mother, and that funding is provided as a result of a court order.

According to the American Congress of Obstetricians and Gynecologists, about 600 women die each year from pregnancy and childbirth-related reasons, a figure that would be higher were abortion not possible.

Saving a life is a good use for public funds. But we don’t need government to go beyond that.

A group of Democratic state representatives disagrees. They have proposed House Bill 4103, which would delete language that stipulates

public health benefits programs, including for state employees, cannot be used for abortion or other pregnancy termination services.

Illinois Gov. Bruce Rauner has said he would veto the bill and we agree with that stance. A change in the rules could lead to the state paying to terminate many pregnancies.

Changes to state law prohibiting public funding for abortion took effect in 1980. In the yearlong period that ended on June 30, 1978, public funds paid for more than 12,700 abortions in Illinois, at a cost of $1.8 million. Abortion opponents argue those numbers could be higher today.

Even if they were half that, it’s still more than 6,000 abortions that the state could help finance.

We often hear that the state should not endorse or support religion because not everyone shares the same belief on the subject.

Abortion is a similar issue. Courts have found it constitutionally protected, but public sentiment on the topic varies greatly.

We should respect the beliefs of those who oppose abortion by not requiring they contribute to funding the procedure with their tax dollars.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

cherron@sjawmedia.com NEW LENOX – With a team featuring several individuals who were switching programs as well as a number of younger players, Lincoln-Way Central softball coach Jeff Tarala figured that it might take his team a little while to put things together.

But although the Knights played in just their 13th game of the season on Tuesday, they already appear to be headed in the right direction.

Central improved to 10-3 overall and 3-0 in the SouthWest Suburban Conference Red Division after beating rival Lincoln-Way West, 3-1, at the Lincoln Highway campus.

The Knights, who’ve only lost to Joliet West, Lockport and Marist so far, scored single runs in the second and third innings to grab a quick 2-0 lead over the Warriors (7-9, 2-1), who picked up their lone run in the fourth. Central later added a big insurance tally in the sixth inning.

Ashley Platek picked up the victory after allowing six hits and no earned runs while striking out six in seven innings. Brittany Schultz (2 for 3) and Platek both hit home runs while Lillian Vellenga drove in the other run for the hosts.

“Ashley pitched amazing today against a very good lineup in Lincoln-Way West, but she’s been fantastic all year,” Tarala said. “She’s also been great hitting the ball and is a big part of our team. Our three losses have come against some very good teams and in those games, minus the Joliet West, we were close.

dgoss@shawmedia.com JOLIET – After being no-hit through four innings by Joliet Catholic Academy senior right-hander Kailey Kovas, the Minooka softball team scored twice in the top of the fifth Tuesday on Gabi Robles’ two-out single to claw back within 3-2.

The idea from the Indians’ viewpoint was hold ’em and come back in and get more runs.

However, reality sometimes spoils plans. The Angels, helped by some porous Minooka defense, erupted for nine runs in the fifth, with Jen Kriszka’s long sacrifice fly to center field finishing off JCA’s 12-2 nonconference victory.

“We are a young team and have a long way to go,” said Indians coach Mark Brown, whose team dropped to 6-10. “We’re just trying to get better every day.

“We made too many mistakes, and that’s been the story of our year. You give four or five outs an inning, and these good-hitting teams will make you pay. We’ve been doing that, and we haven’t been getting timely hitting ourselves.”

The Knights moved in front for good in the second inning when Amanda Weyh led off with a double and then came home on a two-out single by Vellenga. In the next frame, they went up 2-0 when Platek smacked a two-out home run to left.

“It just too a little time to get used to everybody’s strengths and weaknesses and what we need to work on, but we’re coming together as a team,” Weyh said. “We’ve put in hard work and always pick each other up.

I’m glad that we communicate well. We bonded quickly because we knew that we couldn’t do anything about this change, so we’re making the best of it this season.

We just need to play as one and go out there and give it our all.”

West picked up its only run in the fourth when Callahan led off

The Angels (10-4) have a lineup featuring contact hitters, plus speed to burn at the top of the order. Leadoff hitter Reilly Swanson can run, and 2-hitter Paige Callans, who swings from the left side, is devastating with her legs.

With the bases loaded and two outs in a scoreless game in the second, Callans pulled a ground ball that went off the first baseman’s glove for an error as two runs scored. Then Callans gambled on taking second, drew a throw and Swanson also scored.

In the nine-run inning, during which Minooka starter Lauren Smith exited, Callans beat out a roller along the first-base line to ignite the uprising and later hit a line drive into right-center field for a two-run single – for most. She legged it into a double, and a slight bobble later, she kept going to third, arriving well before the throw.

“We like to get the lead early, any way we can,” Callans said. “We’re usually on, then off for a little while, and then once we’re on again, we’re pretty much unstoppable.”

“It was a great sign to see us come back with all those runs,” JCA coach Tina Kinsella said. “We’re not the big-

“With about half the team coming over from East, everybody was a little nervous at first with the change, but the transition has gone really well,” Sanders said.

“We just bonded super quickly and there were no problems and that was really nice to see. The best qualities of our team are that we always have each others back and are always cheering each other on.”

In her first season as the head coach, Kinsella has the Angels taking an aggressive approach at the plate. If they see a strike on the first pitch, they usually attack it.

“We have not had many strikeouts this year,” Kinsella said. “We’ve been making good contact. I want the girls to hit the first good pitch they see.

When you get behind in the count as a hitter, that’s when you usually get in trouble.”

An opposing pitcher can be in trouble whenever Callans puts the ball in play and then follows Swanson around the bases.

“Dean – I called her that because she’s our dean – has been working us a lot on fundamentals,” Callans said of Kinsella. “She has focused a lot on our hitting. We have been aggressive.”

itzer had two hits for JCA. Freshman outfielder Annie Nudera singled to keep the three-run second alive and reached base three times. Caitlyn Spreitzer singled and squeezed home run.

On the flip side, Kovas has done a remarkable job in her first varsity season in the circle.

“We’re a new team this year, with me being in my first year on varsity,” she said. “We’re getting into a rhythm now.”

Kovas had Minooka batters off balance when she used her favorite pitch, the changeup.

“The coaches had the pitchers working on developing one strong pitch, and for me, it’s the changeup,” she said.

As any pitcher would, Kovas smiled at the mention of the run support she has been receiving.

“We have four or five games this week, and I plan to pitch Kailey in all of them,” Kinsella said. “It’s incredible what she has been doing. She is stepping in as a leader on the mound.

“She doesn’t say much, she just does her job. She gets her infielders and outfielders the opportunities to make plays.”

“Coach (Thayer) has been teaching us a new approach at the plate,” Crouse said. “It worked well for us and I really crushed the ball on the two-run double.”

Meanwhile, Anderson was dealing. Other than the McDowell tworun homer, he was in complete control.

“Jake (Anderson) was outstanding,” Crouse added.

In the Porters’ fifth, Lockport loaded the bases with two outs. Anderson blew a fastball by catcher Ryne Davis (2 for 3, double) for his fifth strikeout. In his six innings, Anderson (4-0) allowed three runs on five hits with seven strikeouts.

“I pitched well,” Anderson said. “I made just one mistake. My defense made the plays behind me and we picked up a big win.”

“Every time Jake (Anderson) has taken the mound for us, he has given us a chance to win the game,” Thayer said. “He kept a very good Lockport team off balance. We really hit well with two outs today and I think Frank’s leadoff home run gave us a lot of energy early. Dylan (Murillo) continues to do the job as our closer.”

Lockport (6-7-1) received 31/3 shutout innings in relief from Ryan Gabriel.

“It was a great comeback by us in the seventh,” McDowell said,” I saw the ball very well today. I was able to really barrel up on the big homer in the fourth.”

The two teams will meet at 4:30 p.m. Thursday at Ed Flink Field in Lockport.

“I am very proud of the way the kids came back,” Lockport coach Andy Satunas said. “It showed great fortitude and gives us a lift going into Thursday’s game. I am also very proud of the effort Ryan Gabriel gave us.”

BOLINGBROOK – Whew.

In the Southwest Suburban Blue Conference opener for both schools Tuesday, Bolingbrook took a 7-2 lead into the top of the seventh inning. Behind senior right-hander Jake Anderson, the Raiders appeared headed for an easy victory.

Not so fast.

After Anderson walked Porters shortstop Steve Salvino (2 for 2) to lead off the seventh, Raiders coach Scott Thyer went to his bullpen, and the Porters’ bats awoke.

An RBI double from Nick Strysik (2 for 4) pulled Lockport within 7-3.

Brent McDowell (2 for 4, four RBIs), who had launched a two-run homer off Anderson in the fourth, singled home two more runs to make it a 7-5 game.

With one out, Thyer tried closer Dylan Murillo. Porters pinch-hitter Jimmy Heintz greeted Murillo with

an RBI single, making it 7-6. With the tying run at second and the lead run at first, Murillo bore down.

“It was really nerve-racking out there,” Murillo said. “I had to get outs.”

Indeed. Murillo got DJ Studniarz to pop out to shortstop Kellen Quigley. When the popup off the bat of Steve Davis came down in the glove of Raiders first baseman Jordan Jackson, Murillo had his fourth save and Bolingbrook (9-5, 1-0) had a huge win.

“I was so happy to see Davis’ popup end up in Jordan’s glove. What a great victory,” Murillo added.

Bolingbrook center fielder Frank Dixon opened the Raiders’ first with a blast over the left-field fence for a 1-0 lead.

“I didn’t think I got it all,” Dixon said. “It felt great to see it go out. It was my first home run of the season.”

Bolingbrook exploded for six runs in the third inning to open a 7-0 lead.

Cubs rally to snap 4-game skid

bmiles@dailyherald.com The Cubs insist it’s too early to be concerned about a lackluster start to the 2017 season, and so far, it’s OK to believe them.

But something definitely has looked amiss in April for the defending world champions. The team has lacked a certain crispness and sharpness to its game as it got off to a 7-7 start, including Tuesday night’s 9-7 victory over the Milwaukee Brewers at Wrigley Field.

General manager Jed Hoyer said he notices it, too. Hoyer talked to the media before the Cubs went out and snapped a four-game losing streak with a four-run rally in the sixth inning.

“April is difficult,” he said.

“We’re drawing big conclu-

sions from tiny sample sizes. If you were 8-5 after 13 games, you feel good. If you’re 6-7, you feel bad. I think that’s the nature of it. That said, I don’t think we’ve played the kind of baseball we played last year, that’s for sure.

We’ve been sloppier at times than we were last year.

“I think that’s the only part that I feel when I watch the games, we didn’t do that last year. We were very clean. We took care of the ball. We didn’t give other teams outs. The offensive part, I have zero concerns about that. That’s just a matter of time.”

Of course, the big question is why. Why have the Cubs looked so blah? Even though they brought back essentially the same crew that won last year’s World Series, these Cubs will need time to form this year’s team identity.

“One of the things about

“And I think every team has to create their own identity, and every team has to go through that process again. Maybe this is good for us in a way. It forces our guys to realize just bringing back a lot of the same guys on a really good team, it doesn’t just happen overnight. It takes time.

“It takes building that identity and working through some problems. Certainly not concerned. I hope that we start playing better soon. But as far as concern about it, no, I think this is sort of a part of a subpar 13 games, and we’ll get things going. I think that’s kind of how the clubhouse feels as well.”

NEW YORK – The rebuilding White Sox have had their moments, like Tuesday night for example, when they don’t look much like a rebuilding team.

Right-hander Miguel Gonzalez turned in the latest crisp start, going 8 1/3 innings of one-run ball in a 4-1 victory over the Yankees. David Robertson entered to record the final two outs against his former team, and after walking in a run, notched his fourth save in as many opportunities.

And Avisail Garcia launched a three-run homer to deep left in the seventh as he continues to run roughshod over AL pitchers in the first two weeks of the season. Garcia is leading the major leagues with a .440 average.

He has three homers and a team-high 13 RBI. Coming to a crashing halt was the Yankees’ eight-game winning streak and carrying on was the steady brand of baseball the Sox have played while building a 7-6 record. They are 5-3 on a road trip that began against the defending AL champion Indians, continued with the AL Central leading

Twins and is finishing with the hottest team in the game.

You are rebuilding, right Rick Hahn?

Yes, he is. And it’s too early to burn the plan and “go for it.”

Of course it is.

“We can wait a little bit longer to change course,” Hahn said.

“Not [at] 12 games or whatever it is. Maybe 15.”

Hahn was kidding, of course.

“Oh no, I’m hearing about it,” he said. “I saw an article recently about whether we’d stick to our plan if we continued to win and you know, we were like 6-5 at the time. We were 23-10 last year, remember? Let’s give this thing a little time to unfold.”

Leury Garcia homered against Luis Severino in the third to give the Sox a 1-0 lead. And Gonzalez (2-0) needed only 87 pitches to get through 81/3 innings.

The Sox close their road trip Wednesday night with Dylan Covey pitching. A Rule 5 draft pick, he is picking up innings while Carlos Rodon takes his time getting back on the disabled list. The Sox are in no rush to get their prized lefty back in action.

The ASSOCIATED PRESS NEW YORK – Pittsburgh Pirates AllStar outfielder Starling Marte has been suspended 80 games by Major League Baseball after testing positive for a performance-enhancing drug.

The league said Tuesday that Marte tested positive for the steroid Nandrolone. He will be eligible to return in mid-July.

Marte was an All-Star for the first time in his career in 2016 and moved from left field to center field in the offseason after winning his second Gold Glove.

The 28-year-old from the Dominican Republic is hitting .241 with two home runs and seven RBIs this season. The Pirates began play on Tuesday 6-7 through the first two weeks of the season.

Marte said in a statement that “neglect and lack of knowledge led to this mistake.”

“With much embarrassment and helplessness, I ask for forgiveness for unintentionally disrespecting so many people who have trusted in my work and have supported me so much,” he said.

“I promise to learn the lesson that this

ordeal has left me.”

Pirates president Frank Coonelly said he was “disappointed that Starling put himself, his teammates and the organization in this position.”

Barring postponements, Marte would be eligible to return for the July 18 home game against Milwaukee and would lose 91 days’ pay from his $5 million salary, which comes to $2,486,339.

Under a change to baseball’s drug agreement in collective bargaining during the offseason, he doesn’t get paid on off days during the ban. Under the old agreement, he would have lost 80 days’ pay, which would have amounted to $2,185,782.

Another change in the drug agreement means Marte will not be credited for major league service during the suspension. That would have delayed his eligibility for free agency by a year until after the 2019 season, but he agreed in 2014 to a $31 million, six-year contract that includes club options for 2020 and ’21.

Under the drug agreement, Marte is ineligible for the 2017 postseason if the Pirates were to advance.

Bulls beat the top-seeded Celtics to take 2-0 series lead

BOSTON – Jimmy Butler scored 22 points, Rajon Rondo finished one rebound shy of a triple-double and the Bulls beat the Boston Celtics, 111-97, on Tuesday night to take a 2-0 lead in their series against the No. 1 seed in the Eastern Conference.

Butler added eight rebounds and eight assists. Rondo’s night ended with 11 points and 14 assists on a night when all five Bulls starters reached double figures.

Dwyane Wade had 22 points, including 16 in the second half, and Robin Lopez added 18 points and eight points.

The Bulls host Game 3 on Friday.

After a better start by the Celtics, a familiar theme started to take hold as the Bulls took control by again dominating on the offensive glass. Chicago held a 43-38 rebounding edge for the game.

Isaiah Thomas scored 20 points for Boston.

Boston got within 91-82 early in the fourth before the Bulls went on a 14-4 run to push its lead up to 19.

The Celtics did a much better job containing Bobby Portis in Game 2 after he

hurt them with 19 points off the bench in Game 1. But Paul Zipser picked up the slack in Game 2, scoring 16 points in 29 minutes.

After getting thoroughly pushed around underneath in Game 1, the Celtics grabbed the first four rebounds of the night while scoring the game’s first seven points.

That changed quickly, though, as the Bulls responded with a 20-4 run. Boston’s early rebounding edge evaporated just as fast, with all five Bulls starters grabbing an offensive rebound in the first six minutes of action.

The Bulls again used its big men to push the Celtics out of the paint and was quicker to the ball in a lot of 50-50 situations. The Bulls outscored the Celtics in the paint 32-20 for the half.

Tip-ins: Bulls: Nikola Mirotic finished with 13 points and seven rebounds. ...

Boston held a 14-9 edge in fast-break points and 14-12 advantage on second-chance points.

Celtics: Finished with 16 turnovers, leading to 23 Chicago points. ...Thomas shot 7 of 13 from the free-throw line. ....

Hawks looking to ‘change the script’

mlazerus@suntimes.com NASHVILLE, Tenn. – They were six years younger back then, with a lot less mileage on their bodies and a lot less weariness in their voices. But looking back through all the postseason memories they’ve made over the past nine years, the veteran Blackhawks can still recall how they took a 3-0 series deficit all the way to overtime of Game 7 against the Vancouver Canucks in 2011.

There was Dave Bolland’s return from a concussion for Game 4, and his four-point night in a 7-2 Hawks victory. There was a 5-0 laugher in Game 5, as the Hawks chased Roberto Luongo for the second straight game. There was Ben Smith’s overtime winner in Game 6, during which they chased surprise starter Cory Schneider.

They did their best to ignore the daunting big picture the best they could, and focused only on the task at hand – win one game. Then see what happens.

“We came out and we had a good Game 4 and things started going in our direction,” Brent Seabrook said on Tuesday, in the aftermath of the Hawks’

3-2 overtime loss in Game 3 that put them in a 3-0 hole. “We started working, we started playing our hockey. And once we started doing that, we could feel the momentum switch, and then we were just rolling. We weren’t thinking about much, we were playing. … Doing that, we can create momentum. We can

But Dave Bolland isn’t walking through that door. Pekka Rinne has shown no signs of being as mentally vulnerable as Luongo. And the Hawks, suddenly looking their age after a 50win regular season, don’t seem to have the speed to keep up with the Nashville

Predators – a trendy preseason pick to reach the Stanley Cup Final whose record was significantly dented by their terrible record in 3-on-3 overtimes and shootouts, neither of which is an issue in the playoffs.

Four teams in NHL history have come back to win a series after being down 3-0, including the 2014 Kings (against San Jose) and the 2010 Flyers (against Boston). It’s hardly out of the realm of possibility that the Hawks, who have accomplished so much in the past decade, could become the fifth. But aside from a strong second period in Game 3, the Hawks have thus far given little indication that they have the speed, the depth and the will to pull it off.

“It’s a combination of everything,” Duncan Keith said. “We haven’t played up to the way we can. There’s no two ways about it. We’ve got to give them some credit. They’ve played well and done what they’ve had to do, and they’ve played with speed. We know what we can do. It’s just a matter of doing it and being confident about it.”

With an extra day to stew on the loss before Game 4, the Hawks took what amounted to a mental-health day Tuesday.

MYSTERY DINER LOCKPORT – You have to try it.

That’s what people had told me about Mamma Onesta’s in Lockport.

So a friend and I stopped one day when we had to be in downtown Lockport anyway.

One step inside and we were struck by its Old World elegance and café charm. I quickly snapped a couple pictures and sent them to a friend I thought might appreciate them.

“Mamma Onesta’s is very good,” came the quick reply.

Another confirmation. We were in good hands.

“Eight years ago,” our server said when we asked when Mamma Onesta’s opened.

The answer surprised us. We had never heard of it. So we made up for lost time.

We ordered a variety of food; the fried calamari and marinara dipping sauce arrived first. The calamari had a nice crunchy coating and the inside was cooked perfectly, hard to do as calamari tends to become rubbery quite quickly. We took this as a good omen.

My friend had the beer cheese soup, which this person thought tasted good but could have used less beer and a little more – what? This friend wasn’t sure what that ingredient could be, just that it needed something else.

We eagerly anticipated our entrées.

My friend ordered stuffed shells; I ordered the New York strip steak with Vesuvio potatoes: a garlicky delight with peas.

The steak was seriously the best steak I’ve ever eaten. Nicely seared on the outside, a perfect medium rare on the inside with a tender consistency that made my friend wish for a steak, too.

Yes, I shared.

Here’s the thing about the shells.

Stuffed shells at Mamma Onesta’s in downtown Lockport are full of cheese and flavor.

For my friend, less is more when it comes to red sauce (except for fried calamari), but that’s just this person’s opinion, because this entrée was delicious.

The shells themselves were cooked al dente (i.e. perfect). The ricotta filling inside the shells was creamy and well-seasoned. The melted mozzarella topping was a nice touch and added flavor and texture.

The cannoli? Absolutely wonderful.

The shell was crispy, the ricotta filling was smooth and finely textured, and the addition of the tiny chocolate chips

mixed with the ricotta filling was a pleasant surprise.

The cheesecake was creamy, not too sweet, with a nice balance of cheese and chocolate, which also was not overly sweet.

The service was friendly, personable, yet professional. Our server shared my praise about my steak with the cook, who came to thank us.

BTW, the salad was complimentary because the homemade rolls weren’t done yet when our food arrived. Reservations are recommended (we made reservations).

Will we go back? You betcha!

36 Does Vitamin D prevent respiratory infections?

Dear Doctor: I’m hearing that vitamin D can reduce the risk of colds and flu – and that more foods should be fortified with it.

What’s the evidence for that?

Dear Reader: As a doctor, I’m skeptical about such a broad claim. As I wrote in a previous column, vitamin D is not so much a vitamin as a hormone within the body. It’s produced by the body, and many foods are rich in the substance. If your vitamin D levels are normal, ingesting more vitamin D wouldn’t seem to help prevent the common cold.

That’s not to say such thinking is new.

The famed English general practitioner Robert Edgar Hope-Simpson, noting the influenza virus occurred predominately in the winter, surmised that lack of exposure to the sun may make people more susceptible to influenza. He also noted that in tropical climates, influenza occurs more often during the rainy season when there is a decrease in exposure to the sun. To produce vitamin D, the human body needs sun exposure, so the purported connection between vitamin D and colds seems to have started with that correlation. Further, a deficiency of vitamin D can lead to decreased white blood cell function, impeding the body’s ability to fight infection. Additional vitamin D stimulates the production of antimicrobial peptides.

As for scientific research on the topic, a 2012 study of 30 patients with chronic lung disease and very low levels of vitamin D (less than 10 ng/ml) showed a 43 percent reduction in exacerbations of the disease when they were given 100,000 units of vitamin D monthly (average 3,200 units a day) for one year.

Commonly, these exacerbations are related to infection. A 2015 study showed similar findings of a 43 percent reduction in moderate to severe exacerbations among lung disease patients with vitamin D levels below 20 ng/ml.

However, vitamin D supplementation did not change the upper respiratory infection rate. Also, in both studies, vitamin D supple-

In another 2012 study, patients with normal vitamin D levels were randomized to receive 100,000 units of vitamin D or a placebo monthly for 18 months. The authors concluded there was no difference in the rates, or the severity, of upper respiratory infections between those who took vitamin D and those who took a placebo. The latest study, to which I believe you are referring, was a combined analysis of 25 studies from around the world, including Afghanistan and Mongolia. This analysis linked vitamin D supplementation to a 12 percent reduction in the number of people who developed at least one respiratory infection.

However, in further analyzing the data, the authors found most of the benefit for vitamin D supplementation was seen in those with levels less than 10 ng/dl, which is very low. The authors did not find any statistical benefit in vitamin D supplementation among people with levels greater than 10 ng/ml. The authors also found daily or weekly intake of vitamin D had a greater benefit than larger doses given monthly.

In summary, vitamin D does seem to have benefits in decreasing colds and flu in those who have exceedingly low levels of vitamin D – numbers not seen in the majority of the population. Further, patients with chronic illnesses, elderly people and residents with long, cloudy winters may find vitamin D supplementation can decrease the frequency of upper respiratory infections.

So far this week, we have seen that when opener bids one of a suit and the next player overcalls in another suit (perhaps with a single jump), a double promises length in the unbid major.

Some claim that it shows length in the unbid major and the unbid minor, but that is not true. However, you should have some idea of what you will do if partner rebids in that minor and you do not have support.

But what happens when there are two unbid majors, as in today’s deal?

I like to play that the negative double shows exactly 4-4 in those majors.

(With 5-4, you bid the five-card suit; with 5-5, you respond one spade.)

Following North’s double, South jumps to three no-trump. How does he plan the play after taking West’s diamond-jack lead with his king?

Declarer has seven top tricks: four hearts, one diamond (trick one) and two clubs. Since West seems marked with the diamond ace, East is the danger hand, the one who must be kept off lead. So, declarer should cross to the club king and run the club 10. When this holds, he takes his nine winners, then plays a spade to collect an overtrick. But even if the club finesse loses, declarer is protected from a diamond attack and has time to establish his ninth trick in spades.
