Plainfield D-202 board approves school fees Board also adopted resolution for tentative 2018 budget

fsarver@shawmedia.com PLAINFIELD – The Plainfield School District 202 board approved the fees for next school year that included increases in the early childhood special education and parking pass fees.

At Monday’s meeting, the board approved, in a 7-0, vote a fee schedule that showed a $2 increase in early childhood special education to $90 and a $10 increase for parking pass at $100.

The rest of the fees stayed the same.

The board also adopted a resolution to prepare the tentative budget for the fiscal year beginning July 1 and ending June 30, 2018. According to the timeline, the district will establish budget parameters in February, financial projections will be made in March and a budget workshop will be held in April.

Thomas Osterberger named to Rialto board

bokon@shawmedia.com JOLIET – Local attorney Thomas Osterberger has been named to the Rialto Square Theatre board.

Gov. Bruce Rauner on Monday named Osterberger, who was the last of seven appointments to be made since the entire Rialto board resigned Dec. 29.

Osterberger, of Joliet, recently became chairman of the board for the Will County Center for Economic Development. He is an attorney with the firm Kavanagh, Grumley & Gorbold, which has its office in downtown Joliet.

The board approved appointing Zions Bank as the district’s new registrar and paying agent for the general obligation school refunding bonds, taxable general obligation limited school bonds and other obligations. The previous registrar and paying agent was Bank of New York Mellon Trust Co. The board also adopted a resolution abating the district’s working cash fund and transferring available amounts from the capital projects and educational funds to the debt service fund.

Under recommendations from the curriculum and technology committee, the board approved and placed on 30-day public display the estimated costs for high school textbooks for German, French, Spanish, American Sign Language, child development and math.

Tax preparers give advice as the new season for filing begins

fsarver@shawmedia.com JOLIET – Tax season began Monday and a new federal law this year means refunds on tax returns for certain credits will be held longer to prevent fraud.

Taxpayers need to be aware of the PATH Act, which requires the Internal Revenue Service to hold the refunds on tax returns claiming earned income tax credit or additional child tax credit until Feb. 15.

Al Shalash, manager for Liberty Tax Service in Joliet, said not many people are aware the new requirement is a federal law and that the IRS will be requiring more documentation for the affected credits.

Outside of that, not many other changes are taking place, he said. When it comes to preparing for taxes, Shalash said people need to trust the organization or company they plan to use.

Keeping track of documentation for

taxes is one of the main tips that tax preparers have for people planning to file on their own. The deadline for taxpayers is April 18, rather than April 15, because the latter falls on a Saturday, moving the deadline to the next Monday, which is a legal holiday in Washington, D.C., causing the deadline to be Tuesday, according to the IRS. Annette Jamerson, Jackson Hewitt Tax Service area manager for the south suburbs, said people can go to places such as Walgreens, CVS or their doctor’s office to receive a printout of what they spent during the year.

Jamerson said common mistakes people make is not knowing what they can deduct on their taxes and just guessing, not waiting for all their W-2 forms to come in, or – when they want a deduction on their mileage – not knowing what counts as mileage.

VenuWorks seeks 5-year deal with Rialto

bokon@shawmedia.com JOLIET – VenuWorks is proposing a five-year contract to remain the management company at the Rialto Square Theatre.

The proposal is on the agenda for the first meeting of the newly formed Rialto board Wednesday.

VenuWorks is now operating on a three-month contract that runs through March. But a minimum oneyear agreement with a theater management company is a condition for the Rialto to get its first installment of city funding this year.

“We’re hoping it happens at this meeting,” said Rialto interim Executive Director Timothy Berry, a VenuWorks employee.

Some of that uncertainty has been cleared away by an intergovernmen-

tal agreement with the city providing $500,000 this year under certain conditions.

The agreement approved by the old Rialto board before it resigned as a group Dec. 29 requires at least a one-

year agreement to be in place before the theater gets $250,000. The theater must line up 30 shows by June 30 to get another $250,000 in city funding for 2017.

So far, VenuWorks has booked four show for 2017, including two performances by comedian Ron White on Feb. 17. The first show of the year was Friday with Hairball, an arena rock tribute band.

Hairball attracted an audience of 1,135, Berry said.

“We made a little money, and everybody had a little fun,” he said.

Berry said he has distributed copies of the VenuWorks contract proposal to the new board members.

The IRS recommends people have their year-end tax statements, have copies of their prior-year tax returns for at least three years and adjusted gross income on their 2015 tax return if changing tax software products.

Free tax help is available to people who qualify, according to the IRS. When it comes to deciding on a professional tax service, IRS officials say

anyone can be a preparer as long as they have a proper IRS Preparer Tax Identification Number and their credentials can be checked with the IRS’s directory of federal tax return preparers with credentials.

Because of the law delaying refunds on tax returns for earned income and additional child tax credits, Liberty Tax Service is offering a program called Easy Advance that could give to eligible taxpayers upward of $1,300.

Jackson Hewitt Tax Service also is offering a similar program called Express Refund Advance that also offers upward of $1,300.

“People rely on these refunds to get caught up on bills,” Jamerson said.

SPRINGFIELD – Illinois Department of Human Services Secretary James Dimas has announced free income tax preparation and electronic filing is available for low-income workers and families, according to a news release from the state. The services are provided free of charge at locations across the state to families with incomes up to $55,000 and individuals with incomes up to $30,000.

“Many low-income families don’t have access to affordable, professional tax preparation,” Dimas stated in the news release. “Filing tax returns can be complicated and we want as many Illinois workers as possible to be made aware of this free service.”

Through a partnership between the Department of Human Services and tax assistance centers across the state, including the Center for Economic Progress and Ladder Up, volunteers provide counseling and advise workers about withholding

allowances, filing status and other tax benefits such as the earned income tax credit and child tax credit. Volunteer tax preparers can assist in filing federal and state income tax returns for tax year 2016, and, in some cases, for previous years.

Last year, more than 29,000 Illinoisans received free income tax preparation assistance from more than 1,800 volunteer tax preparers.

The Illinois Department of Revenue and the Internal Revenue Service began accepting 2016 state and federal individual income tax returns Monday.

The 2017 tax filing deadline is Tuesday, April 18. Most sites will be open through April 18.

Participants are asked to bring appropriate documentation. Appointments are made on a first come, first served basis.

Grundy County VAC office relocates to county administration building

hlitchfield@shawmedia.com MORRIS – Although the address of the Grundy County Veterans Assistance Commission has changed, the services have not.

Superintendent Ken Buck said the cost savings of bringing the office back into a county building from the Morris Business and Technology Center allows the VAC to stay within budget constraints issued by the Grundy County Board while continuing the much-used transportation program.

“We’ve moved to the County Administration Building, but the phone number and email are the same and so are the services we provide,” Buck said.

Originally the VAC was located in the Grundy County Courthouse. Once the county found a third judge, the office was moved to the Morris Business and Technology Center on Route 47.

It became evident as the Grundy County Board worked through its 2017

budget workshops that cuts had to address a more than $1 million shortfall.

“The root cause is the loss in revenue from sales tax,” County Board Chairman Chris Balkema said in September as the board worked on the budget. “There is a wide consensus in the county board that we don’t want to go into debt.”

The county had a $1.7 million shortfall when comparing expenditures and revenues, County administrator Doug Pryor said.

“The impact began to hit the county in fiscal year 2015,” Pryor said. “The county can’t continue to spend at the requested levels.”

The root of the issue came from the loss of supplemental sales tax after the Regional Transportation Authority sued Morris and Channahon, as well as other municipalities, for using taxing strategies enticing companies to open small purchasing offices in Grundy County to take advantage of low sales tax rates. Buck said he had been asked to cut $54,000 from his proposed $220,000 budget.

“I can cut the $54,000 if I completely eliminate the transportation program and don’t fill the part-time position we have open,” he said.

The job, which had been vacant for six months, represented a $10,000 cut from the proposed budget.

Buck said the transportation program, which provides rides for Grundy County veterans to medical appointments in Joliet and to Edward J. Hines Jr. VA Hospital, has been in service for 15 years. Many area veterans depend on it to get to their doctor’s appointments and treatments, he said.

As a way to accommodate the budget shortfall, the decision was made to move the VAC office into two offices at the administration building – one occupied by the county administrator and another room used for meetings and file storage.

The administrator’s office was

moved to the former county board chairman’s office, which is not used on a full-time basis.

Pryor said just the move to the new offices saved the VAC about $15,000 in rent and utilities.

Other savings will occur as leases on office equipment, such as copiers, expire and are not renewed. The VAC will have access to the equipment already used by other county departments.

Buck said proximity to the Grundy County Health Department and mental health services also is a benefit to the move.

It allows Buck or his assistant superintendent to walk veterans over to other departments that can provide them with services.

Schwiesow as assistant superintendent, filling a budgeted but previously vacant role.

Schwiesow is a U.S. Army veteran who has been working in the automotive technology program at the Grundy Area Vocational Center for several years.

He continues in his role as an educator at the GAVC by teaching the early bird class, which is finished before his hours at the VAC start each morning.

Schwiesow currently oversees the bus scheduling to get VA clients to Hines and to Joliet, as well as other medical appointments, while taking on day-to-day client cases as needed.

With two employees, the VAC now has the ability to provide services to clients throughout the year.

With one employee, there was no one to cover vacation or sick days, which could leave clients facing an emergency with more limited resources for help.

“It was a good opportunity that presented itself,” Schwiesow said.

“Providing veteran services has been something I’ve always supported, and is a high priority of mine.”

Re-elected Will County board member may take chief of staff job

bokon@shawmedia.com JOLIET – A recently re-elected Will County Board member is slated to become the board’s chief of staff, a hire that is raising some eyebrows.

Ragan Freitag, R-Wilmington, was re-elected in November, but would leave the board if she becomes chief of staff.

Board Chairman James Moustis, Ragan Freitag R-Frankfort, said Freitag has tentatively accepted the position.

“I was looking for someone who understood local government. I was looking for someone with a law degree,” Moustis said.

Freitag fits the bill on both counts.

But the fact that her departure after the election makes it possible for Republicans to name someone to fill her spot does raise a question of timing.

“Of course not,” Moustis said

when asked whether the appointment of Freitag was contemplated before the election.

Previous Chief of Staff Bruce Friefeld retired in December. Moustis said Friefeld had talked about possible retirement before the election, but it was not a sure thing then.

Minority Leader Herb Brooks Jr., D-Joliet, offered a slightly different version of events, saying Friefeld’s departure was known before the election.

“We did know that Bruce was retiring,” Brooks said. “After the election, when Ragan ... won, we didn’t know who was being considered [for the job].”

Freitag and Don Gould, R-Shorewood, both incumbents, won the two open board seats in District 6. Democrat Joe VanDuyne came in third and did not get a spot on the board.

Brooks said Moustis told fellow board members at a leadership meeting in December that “persons” were being considered for the job but did not mention names. Last week, Moustis told Brooks he wanted Freitag for

the job, Brooks said.

Moustis controls the appointment as county board chairman.

Brooks described Freitag’s selection as “kind of a surprise to us – a shocker – a sitting county board member who had just won re-election.”

Freitag did not return calls for comment Monday.

Brooks described her as “a well-accomplished attorney” and qualified for the job, but he questioned where her loyalties will be.

“I guess the suspicion in our caucus is, can you be fair with all 26 [board members]?” Brooks said. “I guess the suspicion is how you can be fair to our side?”

Freitag is a member of the law firm of Kavanagh, Grumley & Gorbold, which represents the Forest Preserve District of Will County.

County Board spokesman Gary Mack said Freitag’s firm recently learned she was considering leaving to become chief of staff. Mack said Freitag’s acceptance of the position is tentative because she has to work out her transition away from the firm.

JOLIET – A 15-year-old boy tried to rob another teen with a BB gun Monday at Joliet Central High School, police said.

“At 7:05 a.m. two 15-year-olds met in one of the men’s bathrooms, where one of them was going to buy $20 worth of marijuana from the other,” Joliet Deputy Police Chief Al Roechner said.

“Instead, the seller produced what appeared to be a realistic-looking handgun and demanded the buyer’s money and shoes.”

The robbery was interrupted when a school security guard entered the room, Roechner said. The weapon turned out to be a BB gun.

The teen was arrested on a charge of attempted robbery and booked into the River Valley Juvenile Detention Center.

Police: Chicago man stole teachers’ credit cards

bstanley@shawmedia.com ROMEOVILLE – Police say a Chicago man slipped into Romeoville grade schools to steal teachers’ credit cards.

Michael A. Duniver, 29, of the 7500 block of South Ingleside Avenue, was arrested Jan. 17 after returning to Robert C. Hill Ele- Michael A. mentary School, Ro- Duniver meoville Police Cmdr.

John Ferdinardo said.

About 3:20 p.m. Dec. 14, an employee’s credit card was taken from the school at 616 Dalhart Ave. Ferdinardo said video surveillance images of the suspect were obtained. On the same date, a teacher’s credit card was stolen from St. Andrew the Apostle School, 505 Kingston Drive.

About 3:45 p.m. Jan. 9, debit cards were stolen from two teachers at

Beverly Skoff Elementary School, 775 W. Normantown Road, and more surveillance photos were taken.

“These images were distributed to school staff in the area and at 3:24 p.m. Jan. 17, the suspect was seen by an alert security guard at [Robert C.] Hill School,” Ferdinardo said.

The guard called police, who found Duniver in the area.

After an interview with investigators, Duniver was arrested on four counts of burglary.

“He would grab the door when a parent was coming out and walk in the building,” Ferdinardo said.

Bolingbrook Lt. Anthony Columbus said that on Dec. 8 Duniver allegedly entered Pioneer Elementary School after dismissal and removed a teacher’s credit cards. The credit cards were subsequently used at retail stores in Chicago, Columbus said.

He is being held in the Will County Jail on $750,000 bond.

Deputy Chief Ed Gregory said that shortly before 10:30 p.m. witnesses

She retired from Silver Cross Hospital where she worked for 43 years in the Housekeeping Department. Mary was a faithful parishioner of St. Bernard Catholic Church for over 65 years.

Surviving are her two daughters, Carol Costa (Ronald) Aeschliman of Tucson, AZ and Elizabeth Grobarcik (Fred) Nahas of Elwood, IL; one son, James F. (Karen) Grobarcik; six grandchildren; 14 great-grandchildren; five great-great-grandchildren; a sister-in-law, Karen Ventura; and many nieces, nephews and cousins. She was preceded in death by her husband, Frank Grobarcik; her parents; one sister, Gloria M. Ventura; and one brother, Joseph A. Ventura.

Born: September 3, 1934; in Kanal, Slovenia Died: January 20, 2017; in Joliet, IL Francesca Medved, nee Berdon, 82, of Joliet, passed away peacefully on January 20, 2017, surrounded by her family at Joliet Area Community Hospice.

She was born in Slovenia in 1934 to the late Anton and Marija Berdon.

She immigrated to the U.S. in 1956. A Joliet resident, she was formerly employed as a cook at D’Amico’s Restaurant and Earl’s Café where she was known for her pasta sauce. She was also known for her baking, especially potica, kolachkes, and pizzelles. Franny enjoyed going to garage sales, doing yard work, and going dancing on the weekends. She was a member of the Young Timer’s Club of Lockport and the Croatian Cultural Club.

She was preceded in death by her parents; and siblings; and husband, Izidor (1989).

Louis Bank, age 102, passed away peacefully, Saturday, January 21, 2017 at Our Lady of Angels Retirement Home, with his family by his side.

Born December 26, 1914 in Aurora, he was the son of John and Margaret (Lenka) Bank.”Big Lou” was a lifelong learner who embraced and relished life, family, and friends and in doing so inspired others. At age 50, he got his GED, obtained his real estate license and taught himself to swim; at 90 and 93 he golfed his own age; at 96, he taught himself to keyboard so he could send emails on his iPad to friends and family; at 100, he travelled to British Columbia to vacation with family; at 102 he won his last euchre game at his birthday celebration.

Louie worked as a machinist for several years at Pines Engineering then Uniroyal, and retired from Global Wire. During his career he also operated Louie’s ConsumerHardware in Elwood, and sold real estate.

He was an active parishioner of the Cathedral of St. Raymond for over 60 years, and was also a member of the Knights of Columbus and the Elks Lodge. Louie was also an avid golfer.

Louis and his beloved wife of 70 years, Eugenia M. (nee Austin) Bank, were married November 22, 1941 and made their home in Aurora for 20 years until relocating to Joliet, where he has been an area resident until the present. Genie preceded him in death on April 21, 2012.

Louie was the loving father of the late Margaret Katt, Linda (Dave) Bates, Carol (Tim) Smith, Bill (Mary Jane) Bank, Chris (Paula) Bank, Warren (Amy) Bank, the late Leo Bank, Mary (Bob) Barney, Mike (Lauri) Bank and Bernie (Mark) Sienko; proud grandfather of 21 grandchildren and 25 great-grandchildren; and fond brother to Elizabeth (late Delbert) Dixon. He is also survived by many nieces and nephews; and a son-in-law, Dave (Dale) Katt. He was preceded by his parents, his wife, his son, Leo; his daughter, Margaret; and eight brothers and sisters.

Congress asked to be cautious on health law repeal

Bruce Rauner’s administration has sent a letter to GOP congressional leaders asking them to avoid “hasty” or “incomplete” action as they proceed with a planned repeal of the Affordable Care Act. Illinois concealed-carry rules survive suits by gun owners

CHICAGO – The U.S. Supreme Court on Monday let stand an Illinois system of issuing concealed carry permits that gun owners had complained violated their constitutional rights.

The court did not explain its decision, saying only that it would not interfere with the decision by the 7th U.S. Circuit Court of Appeals backing the state’s requirements for obtaining a concealed-carry license.

The letter urges Congress to provide “certainty and stability” to people covered through the health care law. It does not call for repeal, but said the law’s “major structural flaws” have resulted in higher insurance rates. In Illinois, the average rate increase on the health law marketplace is 45 percent for 2017 cov-

erage.

“Through the failures of the [Affordable Care Act], consumers in particular have faced enough hardships; please ensure that these are not compounded through hasty and/or incomplete action,” according to the letter, which was first reported by Crain’s Chicago Business.

On Medicaid, the letter states Illinois leaders have significant concerns about the state’s ability to run a sustainable program under proposed changes.

Rauner said last week that he had doubts about turning Medicaid over to

the states in the form of block grants because of what he called past mismanagement of the Medicaid program. He also expressed caution about repealing the law “with nothing to replace it.”

Illinois is among 31 states that expanded Medicaid under the law, covering an additional 340,000 Illinois residents. The state’s total Medicaid population is 3.2 million, “almost one-quarter of the state’s population,” according to the Illinois letter to Congress.

The letter is addressed to House Majority Leader Kevin McCarthy and three other prominent Republican leaders.

tions, the state’s system still violated their due process rights.

Mary Fran was a dedicated volunteer, offering her time at St. Ambrose Catholic School, St. Mary Nativity School and St. Joseph Hospital.

She was also employed by Mark Shale for several years. Also a talented seamstress, Mary

Fran was known for her elaborate Halloween costumes as well as being creative and artistic.

Her grandchildren were the highlight of her life. They will lovingly remember her for her famous Saturday morning pancakes, trips to the library and Naperville Riverwalk among many other fond memories.

The family would like to express a special thank you to Jean Konrad and to devoted friend Alice Scheffler for the routine lunches and shopping trips that brightened the last years of her life.

The Associated Press WASHINGTON – Charting a new American course abroad, President Donald Trump withdrew the United States from the sweeping Trans-Pacific Partnership on Monday, using one of his first actions in office to reject a centerpiece of Barack Obama’s attempts to counter China and deepen U.S. ties in Asia.

Trump’s move on trade aimed to fulfill a central campaign promise even as he appeared to be fixated on re-litigating the 2016 election.

In a meeting with congressional leaders on Monday night, Trump claimed that 3 million to 5 million immigrants living in the U.S. illegally voted in the election, costing him the popular vote, said a Democratic aide familiar with the exchange who spoke on the condition of anonymity to discuss the private meeting. There has been no evidence to back up that claim.

Trump’s assertions came in a White House meeting with Democratic and Republican congressional leaders.

They were similar to claims he made on Twitter in late November that he had won the electoral college in a “landslide” and “won the popular vote if you deduct the millions of people who voted illegally.”

Hillary Clinton won the popular vote by nearly 2.9 million votes despite losing the electoral college.

Trump aimed to make jobs and the economy the focal point of his first few days in office. He has repeatedly cast the 12-nation trade pact – which was eagerly sought by U.S. allies in Asia – as detrimental to American businesses.

“Great thing for the American worker that we just did,” Trump said in brief remarks as he signed a notice in the Oval Office.

The actions were among the long list of steps candidate Trump pledged to take on his opening day as president. But other “Day One” promises were going unfulfilled Monday, including plans to propose a constitutional amendment imposing term limits on members of Congress and terminating Obama’s executive actions deferring deportations for some people living in the U.S. illegally.

Spokesman Sean Spicer said Monday that Trump intended to follow through on his proposals, though on a more extended timeframe to ensure maximum attention for each move.

Storm death toll at 20 in the South

ALBANY, Ga. – A tornado warning on television sent Anthony Mitchell, his pregnant wife and their three children scrambling for what little shelter their mobile home could provide. They crouched in a hallway as the twister started taking their home apart piece by piece.

“The windows exploded, the doors flew off the hinges, the sheetrock started to rip off the walls and fly out the windows,” Mitchell said. “The trailer started to lift up. And about that time a tree fell on the trailer, and I think that’s what held the trailer in place from flying away.”

An unusual midwinter barrage of tornadoes and thunderstorms over the weekend was blamed for at least 20 deaths across the Deep South. Among them were three people killed at Big Pine Estates, the mobile home park in Albany where the Williams family lives.

A twister slammed into the southwestern Georgia city of 76,000 people on Sunday afternoon, carving a path of destruction a half-mile wide in places and leaving the landscape strewn with broken trees and mangled sheet metal. Few of the roughly 200 homes at the trailer park escaped damage from the tornado, which was rated by forecasters as at least an EF2, meaning it packed winds of 111 to 135 mph.

In addition to the three dead at Big Pine Estates, a fourth body was discovered at a home just outside the trailer park.

Mitchell lost his home and marveled that he didn’t lose his life, too.

“Something helped us walk out the front door of the house,” he said.

“There’s some people who weren’t fortunate enough to have a front door to walk out of.”

The National Weather Service said 39 possible tornadoes were reported over the weekend. The agency sent out teams to examine the damage and confirm how many of the storms were twisters, which can happen any time of year but are far more common in the spring and early summer.

A day after the violent weather passed, search crews looked for people

and pets in the Albany trailer park, stepping over tree limbs and ducking under splintered pine trunks as they went from home to home. One team discovered a terrified dog in a smashed-in trailer, where it had spent the night. Authorities said the pet owner’s fate was unknown.

In rural Cook County, about 60 miles southeast of Albany, Aretha Perry prayed aloud in front of the First Baptist Church, where a shelter was set up after a possible tornado destroyed about half the homes at the Sunshine Acres mobile home park.

Perry said her niece, 41-year-old Lawansa Perry, and the niece’s brother both lived there, and she drove out to try to help them after hearing the park had been hit.

“We were looking, looking,” Perry said, “but couldn’t find them.”

The coroner later confirmed seven people were found dead at Sunshine Acres. Authorities said the victims included the niece and her brother.

“They died in the storm trying to save her grandchildren,” she said, adding the children survived. “I know they’ve gone on to Jesus.”

Marking Roe anniversary, abortion foes pin hopes on Trump

The Associated Press TOPEKA, Kan. – Abortion opponents expressed optimism Monday that President Donald Trump’s early months in office would advance their cause as hundreds converged on the Kansas Statehouse to mark the 1973 Supreme Court decision that legalized abortion nationwide.

Trump, inaugurated Friday, has promised to fill a vacancy on the Supreme Court with what he has called a “pro-life” justice and has said he would

sign anti-abortion measures approved by the Republican-controlled Congress.

Even as GOP governors and legislatures enacted a raft of new anti-abortion laws over the past decade, the movement faced a big obstacle from Democrat Barack Obama’s eight years as president.

“I have high expectations,” said Karin Capron, a 69-year-old retired chemist from the Kansas City suburb of Mission who has been active in the anti-abortion movement for more than four decades.

“The more hear about him [Trump], the more I think he can be very helpful to

the pro-life movement.”

Longtime anti-abortion activists mixed with private school students and joined prominent state officials at the annual Rally for Life, one day after the 44th anniversary of the Roe vs. Wade ruling.

The rally, which is regularly the largest annual political event at the Capitol in Topeka, was accompanied by worship services and workshops – a prelude to the movement’s paramount event, the annual March for Life on Friday in Washington. The rally included prayers for Trump and seeking an end

to abortion.

Trump on Monday reinstated a ban on providing federal money to international groups that perform abortions or provide information on the option. The policy has been instituted by Republican administrations and rescinded by Democratic ones since 1984.

The anti-abortion rally has drawn several thousand people to the Statehouse in the past; the crowd Monday had as many as 1,000 people. But a women’s march and rally Saturday drew more than 3,000 people – many of them concerned about abortion rights.

And all of the above changes suggest that banks will be more inclined to lend to first-time homebuyers.

All those factors and more favor increased lending, improved capital utilization and a surge in business and consumer loans. And existing loans also will add to bank profitability because of the higher and growing spread between the federal funds rate (banks’ cost of money) and the rates charged to banks’ customers.

Don’t increase your Bank of America, Citigroup or BB&T position; however, hold onto each for further appreciation. And because the financial sector looks as if it will outperform the market, I suggest you consider owning 200 shares of each of the following exchange-traded funds:

Vanguard Financials (VFH), SPDR S&P Regional Banking (KRE) and SPDR S&P Bank (KBE).

VFH ($59), a $3.6 billion ETF, owns Wells Fargo, JPMorgan Chase, U.S. Bancorp, Goldman Sachs, Berkshire Hathaway and numerous other issues, and it yields 1.63 percent. Just before the crash (BTC) of 2008-09, this ETF traded in the high $60s.

KRE ($55) is a $2 billion ETF that owns Zions Bancorporation, Citizens Financial Group, Fifth Third Bank and 20 other regional banks. It yields 1.43 percent. This ETF is trading at its all-time high price.

Finally, KBE ($43) is a $2.4 billion ETF yielding 1.3 percent. It owns such names as KeyCorp, Huntington Bancshares, Comerica and SVB Financial Group. And just BTC, this ETF traded in the high $50s.

Those ETFs should do well as the Dow Jones industrial average reaches toward 30,000. Use Fidelity or Schwab, where the cost is $8 or $9 a trade. If you buy 200 shares of each, your total commission costs will be $27 – plus a buck, which is about the usual change for the Washington swamp.

McDonald’s sales dip in U.S., underscoring comeback challenges

The Associated Press NEW YORK – McDonald’s is trying stage a comeback, and offering Egg McMuffins all day won’t be enough to get more people in its restaurants.

The world’s biggest burger chain said U.S. sales dipped 1.3 percent at established locations for the final three months of the year. Customer traffic also continued to slide for all of 2016 despite the rollout of an all-day breakfast menu, marking the fourth straight year of declines domestically.

Since the start of 2013, customer counts are down 10 percent at established U.S. locations. Overseas, the company’s quarterly performance was better, and sales rose globally.

The Oak Brook, Illinois-based company attributed the sales decline at home to a tough comparison from the year-ago period, when it introduced the all-day breakfast menu that generated enormous buzz online.

The results underscore the hurdles

for McDonald’s as it pushes to revitalize its image while facing broader challenges, including convenience stores selling more foods and cheaper groceries encouraging people to eat at home. The NPD Group said this month it expects customer traffic for the overall restaurant industry to remain “stalled” this year, as it was in 2016.

McDonald’s CEO Steve Easterbrook said the company expects to start drawing more customers with compelling value deals and convenient ways to order. It also recently introduced its Big Mac in different sizes, and has been testing fresh beef for some of its burgers.

The company isn’t alone in struggling to attract more customers. Starbucks CEO Howard Schultz has said the retail landscape would undergo a “seismic” change as people do more of their shopping online, leading to less foot traffic in general. The coffee chain has delivered consistent growth in recent years, but saw its transactions at established U.S. locations slip by 1 percent in the previous quarter. Starbucks reports

its results for the last three months of 2016 later this week.

McDonald’s, meanwhile, has conceded that it failed to keep up with changing tastes and it’s speeding up efforts to transform into a “modern, progressive burger company.”

Easterbrook said the issue of customer counts in the U.S. “dominates our conversations as we plan our business.”

He noted that the modest expectations for the industry mean that increasing customer traffic may require taking market share from competitors.

The U.S. sales decline for the last three months of 2016 snaps a streak of five quarterly increases. Those increases could have been driven by higher prices or people ordering pricier or extra menu items. For all of 2016, McDonald’s saw customer counts decline 2.1 percent at established locations, according to a regulatory filing.

The company only discloses changes in customer counts with year-end results, and not on a quarterly basis.

McDonald’s also trimmed its base of

U.S. stores for the second year in a row, ending the year with 14,155 locations.

David Palmer, an RBC Capital Markets analyst, said U.S. sales trends may improve for McDonald’s this year as it rolls out more changes like the different Big Mac sizes and value deals.

Globally, McDonald’s expanded its footprint and had 36,899 locations at year’s end.

The company said the international unit that includes the United Kingdom saw sales rise 2.8 percent at established locations. The growth unit that includes China saw sales increase 4.7 percent.

The segment that includes Japan rose 11.1 percent.

McDonald’s has been slashing costs as part of its turnaround efforts, which helped boost operating income.

For the quarter, McDonald’s Corp. said it earned $1.44 a share, topping the $1.41 a share that Wall Street expected, according to FactSet. Total revenue was $6.03 billion, above the $6 billion analysts expected. Its shares were down 1 percent at $120.85 in afternoon trading.

The Joliet West at Bolingbrook game Tuesday night is so big that it merits television time.

That’s right, The U Too will present a delayed telecast at 9 p.m.

Tuesday. So in the event you were not able to land a ticket to the most ballyhooed regular-season game of the season in this area, you still can see it.

Tipoff is at 6:30 p.m., and the Raiders’ gym will be electric. Reports are that both sides have done well in their presales, indication the game could become a sellout.

The combatants formerly were rivals in the SouthWest Suburban Blue. However, with the Tigers now in the Southwest Prairie, their option to keep the rivalry alive was to schedule a nonconference game.

That does not in the least diminish how badly both teams want to play well and win.

Joliet West (17-2) is coming off a 73-64 loss last Saturday to Whitney Young, one of the state’s top teams, in a game where the Tigers made 14 of 40 free throws and missed their last 11. They trailed, 38-19, late in the second quarter. Yet, they had a one-point lead twice in the fourth quarter. If that doesn’t demonstrate how capable they are, then perhaps a victory at Bolingbrook will do the trick.

Bolingbrook (16-0), the No. 1 team in the Herald-News weekly rankings, moved up to the No. 1 spot this week in the Chicago Sun-Times rankings.

As we have mentioned on occasion this season, the Raiders have the ingredients of a team with the potential to win the Class 4A state championship.

A lesser team would have lost to Joliet Central last Tuesday. Instead, the Raiders’ press forced four consecutive turnovers in the final moments, and just like that, a five-point deficit became a five-point victory. If doubters remain, a victory over Joliet West should convince them Bolingbrook is for real.

West features Division I recruits Trevian Bell and Teyvion Kirk, while Bolingbrook counters with Nana Akenten and Malik Binns. All four may flourish in their opportunity under the bright lights.

But who wins this one may well be decided by the supporting casts, if you can call them that. West’s Eddie Creal, Tabyous Casterberry, Elijah Ward and Mike Smith come to mind.

So do Bolingbrook’s Kaleb Thornton, Trevor Ross, Joseph Yesufu and Tyler Cochran. Both teams are that

deep in talent.

The final score will not be the end of the world for the loser. In fact, if a team plays well and loses, it may have a psychological advantage in the rematch, which likely would occur in the championship game of the 4A Lincoln-Way East Sectional.

However, there is no way the winners will walk away from this one feeling that a loss would have done them more good in the long run.

Plainfield Central, Oswego meet for the SPC title

cherron@shawmedia.com Plainfield Central’s wrestlers have won one conference title since 2003, which came in 2012.

On Wednesday, the Wildcats have a chance to claim the outright Southwest Prairie Conference title, but they’ll have to beat the other contender on the road to pull off the feat.

Oswego and Central have both won all 10 of their SPC duals so far. In fact, the squads have only lost three dual meets between them this season. The meet is scheduled for 5 p.m. in the Oswego auditorium.

Ryan West’s Wildcats are led by Jared Ellingwood (No. 5 at 152 pounds) and Nick Minnito (No. 11 at 106), while Andrew Cook’s Panthers are paced by Josh Torres (No. 4 at 170) and Gannon Hughes (No. 7 at 132).

In the most recent Illinois Matmen’s Go Earn It Wrestling Apparel Class 3A rankings, the Panthers were 18th, while the Wildcats were 20th.

But unfortunately for both teams, they happen to be entered in the Lockport Regional, where they’ll run into the top-ranked Porters and fourth-rated Providence Catholic.

Auditorium dual clash

The area has hosted several auditorium dual meets this year, and the unique setting has definitely resulted in making these events popular wherever they’ve been held.

The final chapter of this season’s auditorium clashes figures to be one of the best as it not only features two of the state’s top teams, but they also happen to be rivals.

Coal City, top-ranked in Class 1A, hosts

No. 5 Wilmington on Thursday in a clash of squads who seek bragging rights as the Interstate Eight Conference’s top dual-meet team.

Mark Master’s Coalers used a strong finals round to defeat Rob Murphy’s Wildcats in the meet Saturday and they’ll be headed back to Wilmington next Saturday for the regional tournament that will determine not only the individuals who will advance to the Coal City Sectional, but also which team will move on in the dual-team series.

The Coalers are led by Alex Friddle (No. 2 at 113), Jake Hiles (No. 4 at 120), Ryan Wasielewski (No. 5 at 132), Brock Crawford (No. 5 at 195), TJ Jezik (No. 7 at 138), Danny Norton (No. 8 at 160) and Bryan Stopka (No. 10 at 182).

For many years, the dual meet between Mount Carmel and Providence has been one of the state’s best and things are no different for Thursday’s dual in New Lenox since Keith Healy’s Celtics are ranked fourth in Class 3A, while Alex Tsirtsis’ Caravan are just one spot back.

Dietz enjoying special season

Lockport graduate Vince Dietz, who capped his Porters career with a fifthplace state finish at 160 pounds in 2014, is enjoying a successful season at St. Cloud State University, the two-time defending NCAA Division II champions.

Dietz, a redshirt sophomore, was ranked third at 197 in the latest poll by D2wrestle.com. He’s one of nine ranked wrestlers on the Huskies, who also are top-ranked in Division II. Two seniors are ranked ahead of Dietz, who is 20-2 this season with six falls to his credit. He won a title at Minnesota-Moorhead’s Cobber Open and shared the top spot with teammate Uthman Rabiu at his own school’s Huskies Open.

He also earned Northern Sun Intercollegiate Conference Wrestler of the week honors by taking third at the Northern Iowa Open. His lone loss there was in the semis to Missouri’s top-ranked J’den Cox, a two-time NCAA champ and bronze medalist in the 2016 Olympics.

SPORTS BRIEF Jazz ownership transferred to trust

SALT LAKE CITY – The ownership of the Utah Jazz and Vivint SmartHome Arena has been transferred from Gail Miller to a legacy trust in a move that ensures the team will remain in the family for generations.

Miller and her late husband, Larry, purchased 50 percent of the franchise in 1985 amid concerns the team would move. They bought the remaining 50 percent a year later. Miller said Monday that the primary reason for the transfer is to make sure the team stays in the state.

The Jazz moved from New Orleans to Salt Lake City in 1979.

“It’s part of being an organized way

to keep the Jazz in Utah with the resources it needs in a trust,” Miller said, “to give our family an opportunity, as they grow up, to have stewardship over it and to be the ones to take care of it in the future.”

“Now I don’t have to worry about it.

It’s part of a big package of estate planning. But it’s one part that’s all done and it will last forever as long as we have people who are willing and able to take care of it,” she said.

Miller remains the trustee until her passing. The trust’s board of managers consists of six Miller family members, including children Greg, Steve, Bryan and Karen and grandson Zane.

Super Bowl LI offers compelling matchup Patriots-Falcons Super Bowl gives fans something old and new Super Bowl LI in Houston offers us one of the most compelling matchups in years, as the New England Patriots take on the Atlanta Falcons, and like most great unions, it will start with something old, something new, something borrowed and something blue.

What’s new is the Atlanta Falcons, in just two seasons becoming clearly the best team in the NFC. Matt Ryan, Julio Jones and Devonta Freeman are the names you know, but Thomas Dimitroff and Co. authored one of the NFL’s best draft classes in 2015, selecting OLB Vic Beasley Jr. (1st round), CB Jalen Collins (2nd,) RB Tevin Coleman (3rd) and DT Grady Jarrett (5th) and along with 2014 fifth-round pick S Ricardo Allen, all have become starters and key contributors this year.

Their 2016 rookie crop is as good or better with S Keanu Neal (1st), LB Deion Jones (2nd), TE Austin Hooper (3rd), OLB De’Vondre Campbell (4th) and nickel corner Brian Poole (UDFA) all starting as rookies and making huge

When team owner Arthur Blank decided to jettison head coach Mike Smith after 4-12 and 6-10 seasons following a 56-24 start in his first five, there were numerous reports that Dimitroff was in trouble, too.

Not only did Blank keep faith with his general manager, while the Broncos, Bears, 49ers, Raiders, Jets and Bills all rushed to hire Gary Kubiak, John Fox, Jim Tomsula, Jack Del Rio, Todd Bowles and Rex Ryan, respectively, only the Falcons’ braintrust waited patiently for Dan Quinn to wrap up coaching the Seahawks defense in the Super Bowl.

Quinn knew before taking the job he would make Kyle Shanahan his offensive coordinator, and with the addition this year of free agents Alex Mack and Mohamed Sanu and another outstanding rookie crop, Atlanta never looked back.

Their act is so old New England just played in its sixth straight AFC Title game. The only thing not old is 30 of these 53 Patriots weren’t on the roster two years ago for their Super Bowl XLIX win.

Something blue is of course the blue blood running through the Patriots’ veins, their classic blue uniforms and the Falcons’ mood in the knowledge

offensive whiz Shanahan will likely bolt for San Francisco straight from Houston.

Borrowed would be Dimitroff and his assistant GM Scott Pioli, both getting their starts 25 years ago with Belichick in Cleveland, and growing into their current posts working for him in New England.

The Pats, as usual, have borrowed half their roster from other clubs, including key castoffs LeGarrette Blount, Martellus Bennett, Chris Hogan, Danny Amendola, Chris Long, Alan Branch, Shea McClellin, Jabaal Sheard, etc., etc., wow.

This Super Bowl promises the two best offenses in the game and two bendbut-don’t-break defenses each loaded with playmakers and speed.

And now we’ve got two weeks to ponder whether the Falcons’ new No. 1 fan Roger Goodell will end this season happy, or will it come full circle with him presenting Super Bowl and MVP trophies to the Patriots and Tom Brady?

WASHINGTON – President Donald Trump’s first executive order targets the sweeping “Obamacare” law by giving federal agencies broad leeway to chip away at the measure.

But Trump still needs Congress to do away with the law for good.

Trump signed the executive order in the Oval Office on Friday, hours after being sworn in as the 45th president of the United States.

The one-page directive gives agencies authority to grant waivers, exemptions and delays of provisions in the Affordable Care Act. But until it becomes clear what steps federal agencies take as a result, its full impact on Americans and their health insurance is uncertain.

That language appears to be aimed squarely at undoing the law’s unpopular requirement that individuals carry health insurance or face fines – a key provision of the measure former President Barack Obama signed in 2010.

It’s not spelled out whether the IRS could waive the fines for failing to secure coverage and the White House has not explained how it wants agencies to respond to the order.

The measure also directs agencies to stop issuing regulations that would expand the health care law’s reach. And it says the federal government must allow states greater flexibility in carrying out health care programs.

“It’s a sign that the Trump administration is looking to unwind the law in every way it can administratively,” said Larry Levitt of the Kaiser Family Foundation, a nonpartisan clearinghouse for information and analysis about the health care system.

Q: Will people who get insurance

under “Obamacare” lose their coverage as a result of Trump’s order?

A: The order doesn’t directly target the insurance marketplace at the center of the health care law. But some experts say that if the directive

Insurers see the coverage requirement, or so-called individual mandate, as an essential tool to nudge healthy people into the coverage pool.

Without it, the companies and most independent experts believe premiums would spike, making HealthCare.gov’s insurance markets unsustainable.

Leslie Dach, campaign director of the Protect Our Care Coalition, issued a statement saying, “While President Trump may have promised a smooth transition, the executive order does the opposite, threatening disruption for health providers and patients.” He called the executive order “irresponsible.”

Q: How quickly will any changes take effect?

A: The executive order may not have much impact for 2017, since

government rules for this year have already been incorporated into contracts signed with insurance companies.

Departments such as Health and Human Services and Treasury will have to issue policies that embody the new president’s wishes.

The Trump administration can rewrite regulations carrying out the legislation.

New regulations cannot be issued overnight, but would have to follow a legally established process that requires public notice and an opportunity for interested parties to comment on the administration’s changes.

Q: What is Congress’ plan for the Affordable Care Act? A: With Republicans in control of both the White House and Congress, undoing Obama’s health care law is at the top of the party’s agenda for 2017.

There’s broad agreement among

Republicans that the law should be repealed. But lawmakers are far less unified about what should take its place and how quickly a new measure should take effect.

Shortly before taking office, Trump said he wanted Congress to pass repeal and replace measures “essentially simultaneously.” That put some Republicans on edge, given the complexities of unwinding the current law.

Trump has also been vague about what he wants included in a replacement package, saying his administration will have a plan after the Senate confirms his nominee to lead the Department of Health and Human Services, Rep. Tom Price.

The president has said he wants to keep some of the measure’s more popular elements, including allowing young people to stay on their parents’ insurance until age 26 and preventing insurance companies from denying coverage to people with pre-exiting conditions.

Radiology tech recognized for being a team player MORRIS – Erin Norris, of Diamond, a radiology technologist at the Diagnostic & Rehabilitative Center of Morris Hospital, does more than take quality X-rays.

Norris is an integral part of the immediate care and occupational medicine teams at Morris Hospital and inspires everyone around her. For all of these reasons, Norris was named December Fire Starter of the Month at Morris Hospital.

Inspired by her nurse mother, Norris chose a career path in X-ray immediately after high school. After graduating from Kankakee Commu-

nity College and completing her student training at Morris Hospital, she landed a job with Morris Hospital’s imaging department on the midnight shift in 1998.

She switched to afternoons and then to days before transferring to the Diagnostic & Rehabilitative Center when it opened in 2003.

NEW LENOX – The Advanced Endoscopy Center at Silver Cross Hospital will host a conference Feb. 18 for nurses, associates and technicians who are interested in increasing their knowledge of advanced endoscopy.

Dear Doctors: I keep reading about new cancer drugs that have been developed in clinical trials. What exactly is a clinical trial and how does it work?

Dear Reader: A clinical trial is a scientific study that looks into whether a specific drug, medical treatment, device or approach is not only effective, but also safe. Although clinical trials for new drugs often get the most press, other important advances arise from the process. New ways to screen for disease, new methods of diagnosis and techniques that will improve the quality of life for people living with disease all are important advances made in clinical trials.

New therapies are tested in treatment trials. Prevention trials investigate methods of lowering disease risk. In screening trials, optimal methods to discover the onset of disease are tested. Supportive care trials focus on quality of life for patients with debilitating disease. Diagnostic trials focus on tests and procedures to pinpoint the exact type of cancer or condition a patient has.

So how does a clinical trial work?

It starts with an idea. A researcher, doctor or other expert comes up with a “what if?” scenario. For example, what if it’s possible to develop a drug to help a patient’s own immune system fight cancer?

The next step is extensive laboratory testing. If the idea continues to show promise, research moves into a clinical trial.

A detailed plan, known as a protocol, is created. It states who is eligible to take part in the clinical trial, details all of the tests and procedures that will be performed, names the drugs that will be involved and how the drugs will be administered. The protocol also indicates the length of the clinical trial, and how the information will be collected and collated.

She has done this plenty of times – including popping in when I was having a dinner with my parents and children, which made her mad because she and my father-in-law hadn’t been invited.

She did the pop-in again last week. My husband, four children and I were about to sit down to a family dinner when she rang the doorbell.

I didn’t have enough food for her and my father-in-law, which made us all uncomfortable.

She made a sarcastic comment, “Gee, I guess I shouldn’t have come over,” then she sat in the living room staring at us as we ate.

I have begged my husband to say something, but he says it would be disrespectful. I said it is disrespectful that she comes over without checking with us first. What’s your take on this? – No Pop-ins, Please Dear No Pop-ins: You have my sympathy.

Your mother-in-law is a handful. Your husband might be so cowed by his mother he’s afraid to assert himself. You are under no obligation to entertain anyone who pops in, including her.
