County Board officials mull vitality of Public Building Commission

mmallory@shawmedia.com JOLIET – The Will County Board’s Capital Improvements Committee is exploring whether the county should continue using the Will County Public Building Commission for projects.

The commission is responsible for constructing, acquiring, enlarging, repairing or replacing specific public improvements to buildings or facilities in the county. Its board is composed of two representatives of the city of Joliet and three of the county.

At one time the county’s tax levy for the commission was $5 million a year.

It is now $500,000, said County Board Speaker Jim Moustis, R-Frankfort.

Commission project manager Joe Mikan gave a quarterly update on the commission’s work, but said the board should consider not using the commission after this year because of how active a role the Capital Improvements Committee is taking in all county property-related projects.

“We no longer maintain the huge balances that we used to,” Mikan said.

Capital Improvements Committee Vice Chairman Mike Fricilone, R-Homer Glen, said the county has to look at what the future of the commission is.

Moustis said the commission office is run by one full-time employee, a parttime employee and Mikan, also a parttime employee. He said he hoped these employees could apply to other county positions if the commission was no longer active.

The committee then discussed preliminarily the correct way to remove the commission, which was created through a referendum, from future projects.

Moustis cautioned against eliminating the commission completely because there may come a time when it’s needed again.

“It’s not easy to put in place and there could be a real need for a PBC one day,” Moustis said, noting the city of Chicago

uses it on every public project.

Though the city of Joliet has representation on the county commission, it has used the entity only once, when it built the current city hall, Moustis said.

Board Majority Leader Chuck Maher, R-Naperville, said making the commission dormant, rather than eliminating it through a resolution, would be the way to go.

“You don’t want to make a decision for future boards and take away their ability to use tools that we’ve been using in the past,” Maher said.

The committee also heard updates on the Will County Public Safety Complex’s construction progress and the Will County Judicial Complex’s design progress.

Project managers have used 12 out of 20 “weather days” that were built into the safety complex’s schedule. But soon, a temporary roof will go over the structure and allow crews to work in poor weather.

The project is still on track for completion by the end of the year.

Meanwhile, the judicial complex’s design team is set to submit a “design deliverable” on Feb. 3. Design firm Wight & Co. wrapped up meetings last week with the Will County Circuit Clerk’s Office to put final touches on office layout. Similar meetings have occurred with Will County judges and the sheriff’s office.

Crest Hill partners with electric rate collaborative

The council adopted a resolution authorizing the city to participate in the Northern Illinois Municipal Electric Collaborative, a group of 140 municipalities that band together to drive down pricing for residential and municipal electricity, according to its website.

The city’s current contract expires in May, and McGuire said the best price is usually only available one to three days.

“So, not enough time to get into a council meeting,” McGuire said. She’ll be allowed to sign the contract when the low price becomes available through a bidding process.

The council also agreed to adjust the water bill of AB Gustos Bar & Grill, which opened in 1978.

Mayor Ray Soliman said the city met with owners of the business to discuss a past water bill owed to the city. The bar uses well water, but the city provides it sewer and garbage services.

The owner showed proof he had been paying the garbage portion of the bill privately since 1997, Soliman said. The city adjusted the bar’s bill and waived the garbage portion of the bill, which amounted to $320.17.

In other news, the council approved an ordinance amending the city’s code regarding alcoholic beverages, allowing for the decrease of Class A liquor licenses from 10 to eight.

This is because two of the 10 retailers with Class A licenses have closed. Soliman said the city updates this ordinance every year according to how many places with the licenses are open and in business.

Joliet District 86 seeks funds for officers at its schools

fsarver@shawmedia.com NEW LENOX – Hilary Lithgow, a school resource officer at Lincoln-Way Central High School, is more than just a uniform.

As a Will County sheriff’s deputy assigned to the school, Lithgow’s job is to keep the students and staff safe, but she’s also there to be a resource to students. Sometimes that can mean answering questions about Spanish, which she speaks, or how to handle a traffic ticket.

“I’m a resource to these students for anything and everything they can possibly think of,” she said.

Law enforcement and school district officials say school resource officers can benefit schools as they can help students feel more comfortable about police, as well as increase information sharing needed to solve crimes or threats.

That’s part of why Joliet Public Schools District 86 is seeking funding to

bring a resource officer program to the district’s junior high schools.

“Anytime we can set up a situation for our youth to have a positive interaction with a police officer, we’re helping ourselves down the road,” said Theresa Rouse, the district’s superintendent.

Rouse brought up the idea several months ago with district officials to work with the Joliet Police Department to get the program going. She said she’s still looking for funding to help jumpstart the program.

“It could be a huge win across the system, but we need helping funding it,” Rouse said.

The district had the program several years ago, but it was eliminated because of budget cuts. The cost to bring back school resource officers in the district would be $150,000 an officer.

A similar situation has happened over the years with the county sheriff’s own school resource officer program, which was established in 2000. The program used to be federally funded but the

sheriff’s office is continuing it.

The sheriff’s school resource officer program covered districts such as Lincoln-Way District 210, Summit Hill District 161, Plainfield District 202 and Fairmont District 89, but has now narrowed to the three remaining schools in District 210.

When District 89 lost its resource officer last year because of limited funding, it raised fears with the district’s teachers union, which appreciated how the officer kept the teachers safe. The district later brought on a student resource supervisor who is similar to the resource officer.

Lithgow said that when she first arrived at Central in 2014, she felt like the students were looking at her as if they were in trouble. But the more visible she was to them and the more she interacted, the more comfortable they became with her, she said.

“The uniform is scary for some people,” Lithgow said.

She said she begins her day secur-

ing the building, but she’ll also roam through the school so students can see and talk to her. Sometimes students will ask her about becoming a police officer themselves.

Before Lithgow became an school resource officer, she worked patrol for six years, including in the Lincoln-Way area. She said her goal in serving as a school resource officer is to give people in and out of the school a positive view of the police.

Rob Schiffbauer, the district’s personnel director, said the relationship between the district and the county sheriff’s office has been great. The resource officers help with crowd and traffic control at events and assist in potential threats to the schools.

“It’s interesting to see some of the kids that gravitate toward the SROs. …

For the kids, it’s probably a greater resource for them, just because it gives them a little bit different perspective on the role of a police officer,” Schiffbauer said.

O’Dekirk makes Rialto appointments

bokon@shawmedia.com JOLIET – The new Rialto Square Theatre board should be ready to do business after Mayor Bob O’Dekirk’s appointments were confirmed by the City Council on Tuesday.

O’Dekirk’s four appointees have a mix of business, legal and government experience.

They are: • Jeff Pierson, who is president of the Joliet Township High School board and works as a financial adviser; • Donnie Chestnut, a Joliet resident and banker at Providence Bank & Trust’s office in Lockport; • Kathy Trizna, who is co-owner of Chicago Street Bar & Grill in downtown Joliet and organizes Hopstring Fest, a popular summer music festival, with her husband, Mike; • Joe Carlasare, an attorney who was an unsuccessful Democratic candidate for Will County Board in November; They will join Robert Filotto, a Joliet businessman who was named to the board by Gov. Bruce Rauner on Jan. 4.

The governor has three appointments and the mayor has four appointments to the seven-member board.

Rauner has not yet named his two other appointments.

The previous Rialto board resigned on Dec. 29 after a tumultuous year in which the theater stopped paying payroll taxes for several months, the former general manager was forced out,

The five members now on the board are enough to constitute a quorum so the board can do business at its next scheduled meeting Jan. 25.

“We’ve spoken to all the current appointees so far,” Carlasare told the council. “I think we have a good team.”

Carlasare appeared before the council with Chestnut, the two appointees who were at the meeting, to introduce themselves.

“I’ve been in banking for the last 29 years,” Chestnut said. She has lived in Joliet since 1974.

O’Dekirk emphasized during the meeting the difficulty of appointing four people out of more than 40 applicants.

He reiterated his plan to create a blue ribbon committee, including businesspeople who, he said, would provide “a nonpolitical, honest assessment of the theater.”

“There’s people who have co-opted this issue and just used it as an avenue to attack people,” he said.

Ed Rachel, president of Theatrical Stage Employees Local 124, which provides stagehands at the Rialto, told the council he is hopeful about the theater’s future.

“It’s been a real challenge,” Rachel said. “It’s great to see you’ve all worked together and found a way and a solution to keep things going.”

D-210 official: District on track to end year with surplus

fsarver@shawmedia.com NEW LENOX – The Lincoln-Way District 210 superintendent says the district is on track to end the fiscal year with a surplus, although potential loss in state funding could still impact it.

Superintendent Scott Tingley gave a midyear budget review to the district’s Finance and Building advisory committee Tuesday that outlined how the district has been performing financially.

Among some of the issues the district has faced since 2015, it has landed on the state financial watch list twice, the board approved closing one of its four high schools – Lincoln-Way North – to stave off budget deficits and in December Moody’s Investors Service downgraded its bond rating to junk status.

District officials have said they’re aiming to end fiscal 2017 with a $2 million surplus.

Tingley reported from a Jan. 12 memo that the district is on track to end the year with a surplus although state revenue to the district could be $2 million less than budgeted if the district receives only two of four budgeted quarterly payments.

According to the memo, the potential loss in revenue could be offset by expenses being 3 percent under budget.

The district projects a minimum surplus of $1 million or maximum of $4 million, if all state revenue is received.

“We are on pace to operate a surplus. … This will help put us in a better financial position moving forward as we continue to strengthen our dayto-day financials,” Tingley said to the

committee.

Tingley said the district has to “get out the business of borrowing money.”

“The short-term tax anticipation warrants were difficult this year,” he said.

In September, the board approved $20 million in tax anticipation warrants, or short-term debt issued by districts to finance operations before property taxes are received. Over the years, the district has been reliant on the warrants and Tingley has said the district can’t build surpluses until the warrants are paid off.

An argument about the closing of North arose between committee member Norman Roney Jr. and board member Christopher Kosel following discussion about needed capital improvements. Roney said there needs to

be an understanding of the total cost of the buildings, including North.

Kosel said the closing of North has been brought up before but Roney said the building is an asset to the district and asked why officials would not consider using it.

Kosel said the board has not made a directive to reinvestigate the closing or opening of North, saying the “variables have not changed” to the point where it needs to be discussed.

“We have not even seen our savings.

We haven’t gone through the year to realize our savings from closing [North] yet,” Kosel said.

Roney said why there hasn’t been discussion about salaries, the district’s biggest expense, or savings from North.

Kosel disagreed, saying it’s been talked about “ad nauseam.”

Police question teens after shots fired

bokon@shawmedia.com BRAIDWOOD – Police said they are investigating recent car burglaries for possible connections to an incident last week in which five juveniles were apprehended.

On Friday, police were called about shots being fired in the 900 block of Annadon Lane in Braidwood.

Police found two vehicles with damaged windows on Annadon Lane. A witness told them that two white males had gotten out of a Ford Explorer with a loud exhaust and shot at the vehicles,

according to a news release from Braidwood police Police “a short time later” found a Ford Explorer at a BP gas station, the news release stated. The occupants were identified by the witness.

The five occupants were between the ages of 16 and 17. They were taken to the Braidwood Police Station for questioning.

Police searched the Ford Explorer and found an airsoft pistol, two knives and “other items,” the news release stated.

“These items are possibly associated with other crimes that have occurred in

the area,” the news release stated.

Police Chief Nick Ficarello said police also are investigating five incidents in the last two weeks in which car windows were shot out or cars were burglarized in Braidwood. He said there have been similar incidents in Morris and Braceville.

Ficarello said the juveniles were later released to their parents.

“At this point the state’s attorney is reviewing the case,” Ficarello said. “We are also continuing to investigate.”

Shorewood police: Man tried to bribe officer to get out of speeding ticket

bstanley@shawmedia.com SHOREWOOD – A speeding driver allegedly offered cash for a Shorewood officer to change his traffic ticket to a warning.

he stopped a car for going 67 mph where the speed limit is 40 mph.

When Haitham Zegar, 35, found out the officer was going to issue a ticket that would go on his driving record, he offered $200 to change the ticket to a

written warning, Allen said.

“The traffic stop and the statements were recorded by squad car cameras,” Allen said.

Zegar, of the 1100 block of Stonecrop Lane in Joliet, was arrested on a charge of bribery. He was released from the Will County Jail on Monday after posting a $30,000 bond.

Last year, students from Grundy

County received scholarships totaling $8,000 for their accomplishments.

Those receiving scholarships were Michael Bernhard, Rhett Higgins, Austin McLuckie, Heidi Warning, Sara Wise, Livi Isham, Kenneth Hume, Luke Severson, Michael Isham, Joe Micetich, Nick Micetich, Seth Severson and Trent Zelko.

Victoria Wax, Grundy County Farm Bureau manager, said the support of local businesses and individuals who attend events make the scholarships possible.

“He showed the victim he was carrying what appeared to be a handgun, but was unable to take any proceeds,” Clark said. “A very short time later, he approached another victim in the nearby 1400 block of Rock Run Drive.”

This time Bell allegedly obtained credit cards. When he later used them, detectives were able to track the purchases and identify Bell, Clark said.

Bell was arrested about 5 p.m. Sunday in Joliet and booked into the Will County Jail on charges of armed robbery and identity theft.

Chicago man dies after tow truck crash in Lockport

The only occupant of the minivan, Armando Piemonte, 45, was freed from the vehicle by Lockport Township firefighters and taken to Silver Cross Hospital in New Lenox. Piemonte was pronounced dead at 7:16 p.m., according to the Will County Coroner’s Office.

The tow truck driver, a 55-year-old Lockport man, was hospitalized with injuries that were not life-threatening, Huff said.

The cause of the crash is under investigation.

10 Judge: Joliet man who killed mother could spend 60 years in asylum

bstanley@shawmedia.com JOLIET – A Joliet man who killed his mother could spend the rest of his life confined to a mental health facility.

Judge Carla Alessio Policandriotes on Tuesday ordered Charles “C.J.” McCullum to remain in the custody of the Department of Health and Human Services until 2073. Mc- Charles “C.J.” Cullum, 25, would have McCullum to show doctors and the legal system he has regained his sanity to be released from his commitment to the Elgin Mental Health Center.

McCullum had a documented history of schizophrenia before he choked Jeanie Parker on March 20, 2013, at their home in the 100 block of Fifth Avenue in Joliet. McCullum believed his mother wanted him to kill his brother and that she needed to be “sacrificed” so he could have a professional basketball career, according to trial testimony.

After choking Parker, McCullum stabbed her more than 100 times with two knives, using a baseball bat to

hammer one in. He then dumped her body into the Des Plaines River, where it remained for a month.

McCullum underwent three psychiatric exams while being held in the Will County Jail and was found not guilty by reason of insanity during a bench trial last year.

McCullum showed no reaction throughout Tuesday’s court proceedings and it was hard to determine whether he was listening as other relatives told the judge about the impact Parker’s death had on their family.

Catherine Robinson said her sisterin-law was “the backbone” whose dinners provided great food, comfort and a family identity.

“When Terrance developed [a fatal] cancer, he kept saying he wished he could talk with his sister,” Robinson said. “It was very difficult to see the division [her slaying] created in the family.”

Darrell Williams said his older sister had been the “mother” of their family.

“I really don’t understand how a son could’ve been so cruel to his mother ... especially one who would do anything for him,” he told Alessio Policandriotes.

er the teen was driving while under the influence, but despite the report of the juvenile disposing of a small bag of marijuana at the scene, there was nothing to suggest he had smoked any of it leading up to the crash.

“In short, there was absolutely no evidence that the juvenile was impaired. Although the juvenile declined to give the Sheriff’s Department a statement regarding the accident, he allowed his blood and urine to be collected. The juvenile told officers that he last smoked marijuana two days before the accident,” the release stated.

The teen’s DUI kit was sent to the Illinois State Police crime lab for testing. On July 27, a state police forensic scientist stated that the teen had THC, the intoxicant in marijuana, in his urine. The teen’s DUI kit was then sent to NMS Laboratory in Pennsylvania for analysis.

The teen’s blood was tested and found to have 2.8 nanograms of THC – well under the 5 nanogram legal limit.

The result was reported to the state’s attorney’s office Aug. 9.

Helland stated in the news release that his office intended to charge the teen as an adult with two counts of aggravated driving under the influence for causing the deaths and the case was going to be presented Aug. 3 to a grand jury. However, because of a change in the law, the office was unable to bring the case to the grand jury.

On Sept. 21, a wrongful death lawsuit was filed on behalf of the Wendlings’ estates against the mother of the teen and the owner of the vehicle he was driving, alleging negligence.

That case is ongoing.

MORRIS – A Morris teenager accused of killing a couple in a crash last summer as they were riding their bicycles was fined $1,000 and will have his driver’s license suspended after pleading guilty Tuesday to failing to reduce speed to avoid an accident.

Grundy County State’s Attorney Jason Helland said Mark and Janice Wendling were riding their bicycles June 21 on Old Stage Road, when they were struck and killed by the inexperienced driver.

The teen was issued a traffic ticket for failure to reduce speed to avoid an accident at the time the crash occurred. By state statute, a petty offense charge can carry a maximum fine of $1,000.

Helland stated in a news release that during the past six months his office worked closely with the Grundy County Sheriff’s Department to investigate the case to see whether any additional charges were warranted.

“It is not unusual for a traffic fatality case to take months to conclude an investigation and make a charging decision,” he stated in the release.

The state’s attorney’s office and defense counsel had the teen surrender his license July 14 as a pretrial condition of bond, according to the release.

Helland said the investigation included processing the crime scene, including a crash reconstruction and lab testing, as well as warrants and subpoenas gaining access to the teen’s cellphone.

On Nov. 16, the state’s attorney’s office received the final report from the sheriff’s department, which included the results of the examination of the cellphone and its records. An examination of the cellphone did not yield anything to suggest that the teen was using it at the time of the crash.

The crash reconstruction report by the sheriff’s department estimated the teen’s speed at between 56 and 64 mph.

Born: February 18, 1928; in Oak Park, IL Died: January 15, 2017; in Joliet, IL James E. Allegretti, age 88, of Joliet, and formerly of Villa Park, Elmhurst, and Oak Park, passed away peacefully, Sunday, January 15, 2017, at Joliet Area Community Hospice Home with his family by his side.

Born February 18, 1928 in Oak Park, he was the son of Aldo and Mary (Sullivan) Allegretti.

He worked for Park Farms Cheese, Elmhurst, and later for General Mills, West Chicago, retiring in 1992.

Jim was an avid bowler and woodworker, and enjoyed playing pinochle and computer solitaire. He also enjoyed watching sports. He supported his grandchildren by attending many choir and band concerts and dance recitals.

He was a member of St. Paul the Apostle Catholic Church, and a former member of St. Alexander Catholic Church and its Holy Name Society. He was also a member of the General Mills 25 Year club.

Surviving are his beloved wife of 61 years, Josephine “Dolly” (Guardalabene) Allegretti; one daughter, Theresa (Frank) Reis; three sons, Gregory (Kathryn) Allegretti, Mark (Carol) Allegretti, and David (Susan) Allegretti; five grandchildren, Simone and Angela Reis and Joseph, Erin and Megan Allegretti; two brothers, Thomas (Ethel) Allegretti and Dan (Shirley) Allegretti; and many nieces and nephews.

He was preceded by his parents; brothers, Aldo, Francis and John Allegretti; and sisters, Mary Marseille and Margaret Johnsen.

OBITUARIES MARK BARGERY Mark Bargery, age 59. Passed away Monday, January 16, 2017. Born and raised in Cleveland, OH and a longtime Joliet resident.

Formerly employed by Servicemaster for 30 years. An avid fisherman, he enjoyed watching sports and was a die hard Chicago Cubs fan.

Mark had a great love for his grandchildren that he absolutely cherished.

Survived by his loving wife, Jeanie (Warner) Bargery; his son, Steven Bargery; his daughter, Misty Moore; stepson, Shaun (Amber) Ebner; four grandchildren, Jace Moore, Brittney, Kylie, and Savanah Ebner; stepfather, Paul Pierce; brothers and sisters including Debbie Pierce and Freddie Lytton. DOMINICK T. CAP Dominick T. Cap, age 64, passed away on Friday, January 6, 2017 with his loving family by his side.

Dominick is survived by his loving wife, Andrea (Sinchak); children, Laurel Cap and Daniel (Amy) Cap; grandson, Lyric Cap; brothers, John (Sandy), Al (the late Linda), Tony (Nancy), Matt (Maria) and Dave (Christine) Cap; numerous nieces and nephews; and special friend Al Gernenz, his wife, Annie, and son, John. Preceded in death by his parents, John and Rose (nee Filipowski) Cap;

sister, Jeanette Stanford; brothers in infancy, Chester, Andrew and Mark Cap. Dom worked at Caterpillar as a machinist.

After graduating Joliet Catholic Academy (class of 1970), he served in the United States Navy as an AWI with squadron VP-60 Cobras.

He was a proud member of the South Side Civic Club (SSCC), Moran A.C, Loyal Order of Moose Lodge #300, Associated Clubs of Will County, Illinois State Rifle Association, a founding member and past president of American Legion Riders Chapter 1080, and member/former Commander (2001) and Chaplin (2003-2010) of the American Legion Post #1080. Dom served as secretary (18 years) with the Maverick Bowling League at Town & Country. He was a donor for the past 22 years to the Heartland Blood Center. He participated the last 6 years in the American Legion Legacy Run (the largest multistate/ multiday cross-country motorcycle event supporting national fundraising providing educational assistance to the children of active duty who died while on active service). He was also a member of the Patriot Guard.

An avid White Sox and Blackhawks fan, he also enjoyed golf especially the SSCC annual “Dan O’Leary” golf outing with Wags, George and Kaz, camping, bicycling, and spending time at the range with George and Ryan. More importantly, he loved spending time with family especially his grandson Lyric. He will be remembered for his infectious smile and hardy laugh.

Survived by his loving wife of 48 years, Mary Burton (Nee Lagrimini); son, Michael (Christine) Burton; and daughter, Kristy (Joe) Masters; Proud papa to four grandchildren, Alex and Emily Burton, Allison and Ava Masters; A sister, Margo Burton.

Q. My father is 94 years old and he is dying. He refuses to go to a doctor or to the hospital.

Neither mother, who is 92 years old, nor I can make him go. He says he wants to die at home. Is there anything we can do?

A. My advice is to call the Joliet Area Community Hospice office at 815-740-4104 and ask them to send out a staff member to your house to talk about athome “comfort care”.

Hospice care involves a teamoriented approach to medical care, pain management and emotional and spiritual support tailored to the dying patient’s needs and wishes. For patients who qualify, Medicare will pay for this comprehensive end-oflife care delivered at home or in a nursing home or in a hospice facility. The Medicare benefit includes many services not generally covered by Medicare.

Medicare will cover any care that is reasonable and necessary for the palliation (comfort or reduction of pain) of a patient who has a terminal illness.

These services include: physician services, nursing care, medical appliances and supplies, drugs for symptom management and pain relief, short-term in-patient and respite care, homemaker and home health aide services, counseling, social work services, spiritual care, volunteer participation and bereavement services.

Services are considered appropriate if they are aimed at SM-CL0390600

improving the patient’s life and making him more comfortable.

Medication related to the patient’s terminal illness is covered at no more than $5 copay. This alone can save a family a huge amount of money since pain medication is extremely expensive.

To be eligible for Medicare’s hospice benefit, a patient must be entitled to Medicare Part A and be certified by a physician to have a life expectancy of six months or less if the illness runs its expected course. But living longer than six months does not mean the patient loses his hospice benefits. After the initial certification period of six months, each patient receives an unlimited number of 60-day periods as long as their physician certifies that the illness is still terminal.

Some of my clients have had the misconception that hospice care is reserved only for the last days oflife. Many comment that “I wish we had hospice in to take care of dad/mom sooner”.

My lawyer says to always remind my doctors that I was injured in an accident and then tell my doctors about ALL of my complaints. She says to include even those things that hurt before the accident. Why?

Not only is this is good for you, as the patient, it is also good for you as the victim in an injury case. This type of detailed reporting of symptoms and history of accident is often vital to obtaining just compensation for your injuries. Though repeating the history of your injury each and every time you see your doctor serves no medical purpose, if you don’t mention it, the doctor more likely than not will also not note it in his file each time he sees you. Unfortunately, insurance companies and their adjusters frequently go by the theory that if the accident is not specifically mentioned each and every time in connection with the complaint of pain, then it is simply not related.

Well, it’s not logical to the insurance industry. And so, in order to prevent the insurance company from forcing additional monies to be spent by the victim, it is the better approach to simply always mention the accident or incident at treatment so the doctor can write it in the records every time. The more accurate the information is, the less likely the insurance company can delay dealing with it by denying the logical progression of your treatment. So, please, when receiving treatment for an injury related to any accident, remind the doctor why you are there and what condition/pain started or was aggravated by that accident. Do not let the insurance industry victimize you twice!!!

The simple answer is for completeness and accuracy. Though you might not realize it, many doctors will only write down your complaints and not mention the accident in their records. This is because the doctor is treating your injury; his job is to focus on the complaints and not necessarily on how or when the complaints started. Telling the doctor of all you complaints and when each started can often help the doctor focus more accurately on a proper course of treatment. Obviously, this is paramount to you as you try to heal after an injury.

WILL THE NEW TRUMP ADMINISTRATION HAVE AN EFFECT ON WORKERS’ COMPENSATION?

A. Workers’ Compensation laws are State laws, so it is highly unlikely that the new administration will try to make changes.

Traditionally, matters such as workers’ compensation, since they involve State employment, are left to the States. However, an argument could be made that under the Commerce clause of the Federal Constitution Workers’ Compensation could be regulated, if Congress sought fit to do so. I would think the Federal Government has a lot more to worry about than State workers’ compensation laws, since each State has their own and they all tend to vary from one another.

In many States, including Illinois, the number of workers’ compensation claims and the average costs which accompany such claims are going down. One of the problems in Illinois, however, is that insurance companies have not passed on the additional profits they have made by reason of the costs

lessening to their insured in terms of savings. Rather rates seem to continue or go up notwithstanding that the claims losses are going down.

The earliest change we can expect regarding injury cases from the Trump Administration could be Medical Malpractice reform, which is not a workers’ compensation matter but a personal injury matter. This would not be coming from the President elect himself, but rather the special interests in Congress who still want to collect high premiums from the doctors yet pay less in claims, and which would mean that many victims would not get full and fair compensation. At this time it’s been proven that such laws do not reduce medical malpractice insurance rates, nor do they help anyone besides the insurance companies. The question is, why ask for this right out of the box? The answer is that it would be part of the repeal of the Affordable Care Act. One has nothing to do with the other, but since they are on the same general topic the special interests are always busy at work taking care of their own.

While this may seem ridiculous to the average person, it is a real problem when trying to discuss the value of your case. For example, one of my clients was prescribed pain medication on the day of the accident, just a few hours after the trauma. She had not been on any type of pain medication prior to that day. While the average person would easily make the connection, the insurance adjuster claimed there was no connection to the accident because the doctor’s note simple said the medication was for pain and never mentioned the accident! This type of disconnect in logic is very common in the insurance industry and raises the costs of litigation born by the victim because instead of using logic, the insurance company forces the victim to pay for a deposition of the doctor. A deposition where the doctor testifies that, of course, given the timing, the medicine was for the injury and he simply didn’t put it in the note because it was logical and unnecessary!!

DUAIN C. CHRISTENSEN SR. Duain C. Christensen Sr., 72, passed away peacefully at his home. Duain was the owner of Christano’s Italian Restaurant in Ashkum, IL from 1980-2007. He and his wife, Mary Ann, then moved to Chicago where he pursued a career with Blue Cross Blue Shield. Duain loved gardening and especially loved growing roses.

Survived by one son, Duain Christensen Jr; one sister, Joan Martin of Hinsdale, IL; numerous nieces and nephews.

Mary Ann was a big people person that enjoyed spending time with her children and grandchildren the most.

the final days of WWII. He was employed at EJ & E Railroad as a signal supervisor and Metra Railroad. Jerome was a dedicated White Sox fan and groundskeeper for Ingalls Park Youth Baseball for many years. He especially enjoyed rooting for his grandchildren on the ballfield. Jerome was a lifetime member of VFW Cantigny Post #367. He was a faithful attendee at the monthly EJ & E retirement luncheons. He was a grateful member of Alcoholics Anonymous being sober for 57 years.

More than anything Jerome was a devoted family man. His wife, children, and grandchildren were his life.

An avid knitter, June found joy in creating gifts for others, including knitting over 450 handmade hats for hair loss patients at Silver Cross.

June loved traveling, fishing, following local sports teams, and gathering over a meal with friends and family. She will be remembered for her kindness, warmth, wit and wisdom. June was always perfectly and beautifully adorned and coordinated from head to toe.

Tony retired from Caterpillar after 36 years as a machinist and enjoyed singing and dancing with his sweetheart and anyone else he could pull on the dance floor. His greatest loves were his faith, country, heritage, wife, children, and grandchildren. Tony faithfully served St. Joseph Church in Joliet and the Slovenian Catholic Mission in Lemont as a parishioner and choir member for over 50 years. He was a member and former president of the St. Joseph Holy Name Society organizing many trips to Comiskey Park, a member of the elite group of singers, Slovenska Pesem, Polka Mass-sters, and helped build the Slovenian Catholic Center. As a member and former president of St. Francis de Sales KSKJ #29 and Slovenian Catholic League, and Slovenian Catholic Center, Tony volunteered countless hours and worked wherever he was needed.

Tony loved to sing and was often welcomed to take center stage to sing his favorite polkas and waltzes. He loved his racing buddies at the Indy 500 and Chicagoland Speedway.

Tony happily enjoyed “checking the coolers regularly” and visiting with his friends at Bobby’s Tap. Tony loved being with family and friends, playing bocce ball, bowling, softball, and sharing a good story or laugh.

He will be lovingly missed by all and celebrated for eternity.

STEPHEN B. LUZBETAK Stephen B. Luzbetak “Steve,” age 79, of Lockport, passed away suddenly Friday, January 13, 2017 at Silver Cross Hospital.

He was born in Joliet and was a lifelong Joliet-Lockport resident. An active partner with Luzbetak and Caneva Law Firm in Lockport, which in 2016, celebrated 50 years of practice in Lockport. Member of the Will County and State Bar Associations; formerly was the attorney for Ludwig, Kelvin Grove, Fairmont, Chaney-Monge school districts, the Lockport Fire District, the Fire District Foundation and the Channahon Park District and is presently the attorney for the Lockport Park District.

Steve started his career at Legal Aid in Chicago; was active in politics, served as Democratic committeeman and Joliet Township supervisor, served on the Will County Board for 10 years, first from Joliet, then from Lockport, losing by 1 vote in the battle for chairman of the Will County Board in the 101 ballot vote; he ran for Will County recorder of deeds and judge of the Circuit Court; was member and past president of both the Lockport Rotary Club and Lockport Chamber of Commerce, served 25 years on the Lockport Old Canal Days Committee and served on the boards of the Will County Historical Society, American Cancer Society and the United Way. Member of the Lockport Moose Lodge #1557, Lockport American Legion John Olson Post #18; past president of SS Cyril and Methodius Parish and Holy Name Society; a current member of St. Dennis Church, Lockport; was chairman for the 25th Anniversary of the Diocese of Joliet and was on the diocese First Diocesan Council. Steve graduated from SS Cyril and Methodius Grade School, Joliet Catholic High School, Valedictorian Class of 1955, Loyola University in Chicago, majoring in political science and Loyola University Law School, where he was a member of the Tau Kappa Epsilon Fraternity. He was an avid golfer and poker player, but his greatest joy was attending his grandchildren’s activities. He was a United States Army Reserve veteran.

Preceded in death by his parents, Steve and Anna (Matuszewski) Luzbetak; his first wife, Jacqlyn (Rushing) Luzbetak; sister-in-law, Carol Rushing; brother-in-law, Terry (Sara) Aversa and a special uncle, Michael Matuszewski.

Born May 27, 1947 in Chicago, Diane Kathleen was a daughter of the late James and Charlotte (Chernowski) Vlasak. She was raised and educated in Chicago, and went on to attend Lewis University, as well as College of DuPage, where she earned her master’s degree in counseling and psychology.

In 1977, Diane joined on as the program director for Prisoners Release Ministries, and would later on September 4, 1978 marry its founder Roger Logue. Roger wrote over $7.5 million in grants for the ministry, which he and Diane directed. They were proud to have placed over 15,000 individuals in jobs, with a 70 percent job retention rate.

Diane was a good-hearted, kind and generous person, who just wanted to help people. Some of her enjoyments included warm water diving,

cave and cliff diving. She was a master scuba diving instructor, and surpassed certifying more than 400 trainees. She also took pleasure in training dogs and was not only proud to own, but train and show her Dachshund, which earned the title of grand champion. Diane was worldly traveled and leaves behind of legacy of service to others.

Survivors include her husband of 38 years, Roger Logue; mother-in-law, and stepdaughter, as well as several nieces and nephews. Diane was preceded in death by her parents and one brother, James Vlasak.

WASHINGTON – President Barack Obama commuted the prison sentence of Chelsea Manning on Tuesday, allowing the convicted Army leaker to go free nearly three decades early as part of a sweeping move to offer clemency in the final days of his administration.

Manning, who will leave prison in May, was one of 209 inmates whose sentences Obama was shortening, a list that includes Puerto Rican nationalist Oscar Lopez-Rivera. Obama also pardoned 64 people, including retired Gen. James Cartwright, who was charged with making false statements during a probe into disclosure of classified information.

WASHINGTON – Education secretary pick Betsy DeVos said Tuesday that American parents must be able to send their children to high-quality schools, including charter, magnet and religious schools, if public schools are failing.

Responding to fierce criticism from teachers unions that the Republican donor and school choice activist is working against public education, DeVos told the Senate Health, Education, Labor and Pensions Committee that she will be “a strong advocate for great public schools.”

“But,” she added, “if a school is troubled, or unsafe, or not a good fit for a child – perhaps they have a special need that is going unmet – we should support a parent’s right to enroll their child in a high-quality alternative.”

Committee Chairman Lamar Alexander, R-Tenn., a former education secretary, expressed confidence that DeVos is an “excellent” choice for the job. “She is on the side of our children,” he said.

But Sen. Patty Murray of Washington state, the top Democrat on the committee, said she was “extremely disappointed” that DeVos has not yet finalized her financial and

Born February 20, 1937 in Chicago, Henry Edward was a son of Henry and Wanda Jaros-Wroblewski. He was raised and educated in West Pullman, and graduated from Chicago Vocational School. Hank married

Arlene Jeanette Mackiewicz on June 7, 1958 in Saint Salomea Catholic Church in Chicago, and together they would raise their family in South Holland, before relocating to Elwood in 1999.

He was tool maker who worked for multiple companies before retiring with Federal Signal Corporation in University Park.

Hank was a member of the Versatones Polka Fan Club and enjoyed collecting stamps and baseball cards. He was an avid sports fan, whose favorite teams were the Chicago White Sox, Blackhawks and Bears, in addition to watching NASCAR to support his favorite driver: Jimmie Johnson. Above all else, Hank was a devout family man who loved his children and grandchildren, but no one was more important than Arlene, who was the love of his life.

Survivors include his wife, Arlene Wroblewski of Elwood; three children, Denise Charles of Hegewisch, Janet (fiancé: Richard Roberts) Wroblewski of Monee, and Gary Wroblewski of Elwood; three grandchildren, Zachary Wroblewski of Crest Hill, and Sarah and Adam Wroblewski, both of Elwood; two siblings, Mary (Al) Pizzato of Manteno, and John Wroblewski of Minnesota; and many cousins. Hank was preceded in death by his parents.

Per Hank’s wishes, cremation rites have been accorded, and a Mass of Christian Burial will be Wednesday January 18, 2017 at Saint Rose of Lima Catholic Church, 604 South Kankakee Street, in Wilmington at 11:00 a.m., with Reverend Steve Bondi officiating. Inurnment will be Saturday January 21, 2017 in Holy Cross Catholic Cemetery, 801 Michigan City Road, in

Calumet City.

WASHINGTON – The roster of House Democrats planning to boycott President-elect Donald Trump’s inauguration grew to about 50 on Tuesday in a protest of the New York businessman’s policies and his repeated criticism of legendary civil-rights activist John Lewis.

The Georgia congressman made headlines over the weekend for challenging Trump’s legitimacy to be the next president and erroneously claiming that Trump’s inauguration would be the first he will have missed since coming to Congress three decades ago.

Trump struck on Tuesday morning, as is typical, on Twitter: “WRONG (or lie)!” Trump tweeted, citing a 2001 Washington Post report that noted Lewis had skipped George W. Bush’s inauguration.

VIEWS Rich Miller If I had to choose a word to describe the Democrats’ nominating speeches for House Speaker Michael Madigan’s re-election last week, it would be either “defensive” or perhaps “joyless.”

The speeches seemed directly aimed at Madigan’s toughest critics – and there are plenty of those out there.

The nominators at times angrily justified their own votes for Madigan and their continued willingness to support him while under siege by a hostile kabillionaire governor and much of the state’s media. They literally cannot go anywhere without being asked about why they continue to back Madigan.

For the most part, these were speeches from an all-too-real bunker.

Rep. Dan Beiser, D-Alton, told a touching story about how Madigan dotes over his grandchild, but began his speech with an anecdote about how he figured the child would get him in trouble by playing with a toy car in Madigan’s office – a clear acknowledgment of his leader’s fearsome reputation. It was an attempt to humanize a man who has been turned into a cartoon caricature of an evil villain. But it was too little, too late.

Beiser, by the way, was a Tier One campaign target last year who was repeatedly forced to distance himself from Madigan. His nominating speech was the clearest indication yet that he won’t be running for re-election next year. Former Rep. John Bradley lost his House race last year partly because the Republicans aired an ad that used video from one of his own Madigan-nominating speeches. Beiser’s speech was likely not so much an act of courage in the face of overwhelming retribution, but a way to show his thanks to the top dog on his way out the door.

While House Democrats repeatedly lashed out at the opposition to Madigan, Senate Democrats were heaping praise on Senate President John Cullerton for being, in the words of Sen. Toi Hutchinson, D-Olympia Fields, “uniquely qualified at building bipartisan bridges because, above everything else, he has demonstrated a love for this state.”

(D-Chicago) speech, which began with a story about how a friend warned him against seconding Madigan’s nomination because the Republicans would bash him with tons of negative ads.

The strong sense of political danger about the vote was a sentiment widely shared by Sims’ fellow Democratic House members. But in the end, the members did their grim best to power their way forward.

Madigan began his own speech by asking for bipartisanship, but then defiantly refused yet again to participate in any “race to the bottom” with Gov. Rauner and appeared to dismiss out of hand any attempt to reform workers’ compensation insurance, a key component of the compromise brewing in the Senate.

Madigan’s speech was nothing like Senate President Cullerton’s, who mildly complained about the fact that the Senate is often ignored by reporters because “if there’s no conflict, there’s no coverage.”

Cullerton talked about the advances he and Senate Republican Leader Christine Radogno have made together. The two were elected to their leadership roles as the divisive end of the Rod Blagojevich era was coming to a tragic end. “We’ve seen some pretty bad times and we’ve gotten through them by working together,” he said.

“How about we just try governing for a little bit?” Cullerton gently asked near the end of his speech after saying the nonstop campaign-style messaging needs to stop. “That’s what the people have sent us here to do.”

That same sentiment was expressed much more forcefully in the House, where Republican Leader Jim Durkin angrily demanded an end to the Democrats’ “gotcha” games of holding endless roll calls purely designed to be used in campaign ads.

Watching the two ceremonies was truly a study in contrasts. The Senate was brimming with hope that it can finally lead the way out of this horrific two-year impasse. The House, mean-

while, is still mired up to its collective neck in the stalemate with no clear way forward.

And then there was the lone “Present” vote by Rep. Scott Drury, D-Highwood, who issued a long and rambling press release afterward predicting that he will likely face “repercussions” for his (mostly meaningless) act, and claiming that “Illinois is in a free-fall into the abyss.”

Despite his usual melodramatics and penchant for self-aggrandizement, Drury’s statement was almost the perfect cap for a joyless and grim afternoon. It is clear, he wrote, that “a majority of the General Assembly is not ready for a new Speaker.”

That is very true. Last week, the House Democrats continued the ageold political practice of dancing with the one who brung them. But there were few smiles to be seen.

With 1 minute, 46 seconds left in Tuesday night’s classic nonconference matchup between Joliet Central and unbeaten Bolingbrook, the Steelmen’s Don Joachim drove hard to the basket and scored a tough layup to give Central a 55-50 lead.

However, Raiders junior point guard Kaleb Thornton hit a 3-pointer from the top of the key with 1:26 left to make it 55-53. The fun – from the Bolingbrook perspective – had just begun.

After a timeout, the Raiders came out in a full-court press and forced four consecutive turnovers. The first three resulted in inside baskets by Nana Akenten, Joseph Yesufu and Thornton. A Thornton free throw with 0:17 remaining provided a 60-55 final.

“All the credit goes to Larry and his team,” Bolingbrook coach Rob Brost said of Central coach Lawrence Thompson Jr. “When you play one of Larry Thompson’s team, it’s like getting a root canal.”

After the game, Thompson spent a few minutes in the corner of the court with his team, not even saving his message for the locker room.

“They were upset we lost,” Thompson said. “But it wasn’t only the end where we lost it. We didn’t play very well at the start, and we had times in the middle of the game where we didn’t do things well.

“They say they’re not placing the blame, but when you get upset like that, it looks like you’re blaming this

Central (14-3) started slowly, falling behind 10-2 midway through the first quarter.

“It wasn’t smart on my part to come out man-to-man against them,” Thompson said. “After we went to a zone, I thought that gave them some

problems. We got back in it.”

The Steelmen, indeed, switched defenses and battled back within 12-11 after one quarter. From that point, it was game on.

“They’re a very aggressive team,” Thornton said of the Steelmen. “They just keep coming and keep coming at you. Kudos to them. They made us a

better team.”

The Steelmen eased into a 27-21 lead midway through the second quarter as Bolingbrook (15-0) was experiencing significant foul trouble. However, 6-foot-7 senior Brandon Lawani provided a lift off the bench and helped get

Lockport hangs tough, beats Bloom in OT

dgoss@shawmedia.com LOCKPORT – The Lockport boys basketball team had lost seven games prior to Tuesday night to teams with a combined record of 96-24.

This night against longtime adversary Bloom would be different. The Porters used overtime and came away with a 58-51 nonconference victory.

Lockport (10-7) has been in every game this season and the experience of those games kept the pesky Porters in it all night.

“This was a big win because it was the next game on our schedule,” Lockport coach Brett Hespell said. “Whether it’s an upset or not, that is for the people outside of this team to determine. We practice and play to make every game win-able.

“This team has played that way all

season and tonight we finished. This team never gives in and I credit the seniors from last year who instilled that attitude into the players on this team.

Even when we were down by seven in the second half, we just wanted to play one possession at a time.”

Down 38-35 heading to the fourth quarter, Bloom’s Austin Ritchie scored the first four points of the quarter to give the Trojans (12-5) a 42-35 lead. It was Bloom’s largest lead of the game.

The Porters kept fighting back with four points from John Meyer and a field goal from Chase Travis (eight points) to get within 45-43 with 4:15 left in regulation.

Then with 2:55 remaining, Jacob Karli hit a basket to tie it, 45-45.

Ritchie made a three-point play to give Bloom the lead 48-45 with 1:30 left. He ended the night with 27 points

along with 11 rebounds, but those would be his final points of the game.

Matt Smietanski, the senior leader for the Porters, answered with his own field goal and free throw to knot the game 48-48 with 1:12 left.

Bloom called timeout and then ran the clock down to get the final shot and missed.

In overtime, Karli (14 points) hit his fourth 3-point field goal and Smietanski (17 points) made two free throws to give Lockport a 53-48 lead. Bloom hit a three with 56 seconds left but the game was over.

“Coach and my teammates tell me to keep shooting even when I’m not hitting anything, like tonight,” Smietanski said. “This is a big win, but we play to win them all. No one thought we would win outside of this team.”

Karli, a sophomore, hit his first 3-pointer out of the gate to give Lock-

port a 3-0 lead and it gave him the confidence all night.

“When I hit that first three, it felt good,” he said. “That gave me the confidence to keep knocking the shot down.”

A low-scoring first quarter, which ended 7-7, saw both teams only shoot 3 of 13 from the field. But in the second quarter, both teams began to find the flow of the game a little more comfortable.

Lockport never lost the lead until 2:57 remained in the half as Bloom’s Ritchie made two free throws to give them the lead, 16-15. Ritchie kept the Trojans in the game as he scored 10 of his first half 12 points in the second quarter.

Lockport fought back with a tough man-to-man defense and made four free throws to knot the game at 19-19 at the half.

“Joliet Central isn’t whatever they are and three for no reason,” Brost said.

“There’s a reason they gave Wheaton Warrenville South their only loss. On top of that, we had all those foul problems with three of our best players on the bench for more than half the game – which we did to ourselves – and that’s a recipe for the kind of game it was.

“Anytime Nana [Akenten] and Malik [Binns] aren’t out there, it changes us. But I am proud of the guys. They never gave up.”

Central went on a 10-2 run to open the third quarter and take a 39-33 lead.

But again, Bolingbrook battled back, getting within 40-39 entering the fourth quarter.

The Steelmen responded, leading by six points once and five points three times in the final quarter. The last time was 5550 under the 2-minute mark, before the Bolingbrook press stole the game.

“Our press is one of our strong suits,” Thornton said. “And we were down. We had that as motivation.”

“We talk about playing at a high level of intensity,” Brost said. “I don’t know that we played at that level until the final minute.”

“We got nervous at the end, and we probably got nervous some other times, too,” Thompson said. “For the most part, our guys did a good job. At the end, we were shooting the bonus and we didn’t get them to foul us. Maybe they got hands on us when they were pressing, but you can’t complain about that.

Jose Grubbs finished with 14 points and seven rebounds for the Steelmen.

Cameron Blackmon chipped in 13 points. Joachim had 12 off the bench, including two 3-pointers in the first half,

and JoJo McNair added 11 while also drawing several charging calls on the defensive end.

“Jason [Bingham] was struggling a bit, and Don [Joachim] came in and did a real good job overall,” Thompson said.

Binns led Bolingbrook with 17

points, Thornton had 13, Akenten eight, Ross and Tyler Cochran seven and Lawani five.

The Raiders earned a 36-25 rebounding edge and committed 18 turnovers.

Central committed nine of its 20 turnovers in the fourth quarter.

BOYS BASKETBALL: BISHOP McNAMARA 56, JOLIET CATHOLIC 34

JOLIET – When a player is on the court most of the time and contributes in a lot of different ways, it’s hard for a team to make adjustments if that individual exits due to an injury.

That’s just what happened to Joliet Catholic Academy’s boys basketball team when senior guard Jack Surin suffered an ankle injury in the opening half of Tuesday’s home game against Bishop McNamara.

While the Hilltoppers did their best to hang close despite the absence of their key performer, the Fightin’ Irish took control late in the third quarter and then broke things open in the final period to capture a 56-34 nonconference victory.

“Donavan Finch and Pete Ragen are tremendous players, but as far as the glue to our team, it’s Jack Surin,” Hilltoppers coach Joe Gura said. “He runs the point, posts up, plays the wing, is our best shooter and he leads our fast break. When he left, it just took the wind out of our sails. When somebody gets hurt and he’s a cog in the wheel, you have to do mid-game scrambling and that’s hard to do.

“And it’s not like this is good timing with St. Viator and Marist coming up. I told our guys that we have to have a good practice and

determine a rotation as to where we want to go. We have to get some of our kids back on track and give some others an opportunity. We might have some strange lineups and do some crazy things, but we’ll compete.”

Things were tied at 8-8 after one quarter and McNamara (13-4) grabbed a 20-17 halftime lead. Pete Ragen (17 points, six rebounds) hit a jumper with 5:28 left in the third to give JCA (9-9) its final lead at 23-22 but the Irish moved in front for good with an 8-0 run, with half of those points supplied by Jalen Chavers (11 points).

But despite being behind the eight-ball with Surin out, the Hilltoppers still only trailed 32-26 after Ragen tossed in a free throw late in the third quarter. But Chavers converted a three-point play and Chris Bell (16 points) added a layup to make it 37-26 with one period remaining.

McNamara continued the run into the final quarter and it extended to 13-0 before Ragen made a layup with just under four minutes left but the Irish later added another 9-0 burst.

The Irish also received 14 points from Dylan Post and six points from William Washington while Aidan Tyrell added six points and Thomas Pritz contributed four points for JCA.

Roark, Cingrani avoid arbitration, sign 1-year deals VIEWS Dick Goss The offseason in Major League Baseball is anything but.

The regular season does not end until October, it’s November before the World Series concludes, the winter meetings are only the beginning of the Hot Stove League, arbitration cases need to be settled, and before you know it, spring training arrives.

Two Joliet area pitchers in the big leagues were involved in the process this offseason. Washington Nationals right-hander Tanner Roark, a Wilmington graduate, and Cincinnati Reds left-hander Tony Cingrani (Lincoln-Way Central) were arbitration eligible for the first time, and both signed last Friday shortly before the deadline for player and team to submit competing figures.

Roark inked a one-year, $4.315 million deal with the Nationals, a huge raise from the $543,000 he was paid in 2016. With what he has accomplished since he was traded to the Nationals from Texas, however, there were projections he would merit even more in the arbitration process.

By all measures, the 30-year-old Roark has become an upper-echelon pitcher. He was 16-10 with a 2.83 ERA last season. When Stephen Strasburg went down with an elbow injury, he became the No. 2 starter behind Max Scherzer on one of the game’s most highly regarded staffs.

Roark pitched 210 innings last season, averaging 7.37 strikeouts and allowing 3.13 walks per nine innings. He held opposing hitters to a .227 average, .309 on-base percentage and .330 slugging percentage for a lowly .639 OPS. He was among the big league leaders in scoreless starts of seven innings or more. His career 3.01 career ERA ranks eighth among all major leaguers with at least 500 innings pitched since 2013.

Roark also was in the news earlier this month when he committed to play for Team USA in the World Baseball Classic. He will leave spring training with the Nationals in early March and miss at least a week while the USA plays in the first round of the tournament in Miami. He also could be on the West Coast later in the spring for second-round games in San Diego and the championship round in Los Angeles.

Cingrani’s deal with the Reds, meanwhile, was for one year and $1.825 million. He is coming off a season where he largely was the closer, and results were mixed. Cingrani finished with 17 saves, six blown saves and a 4.14 ERA.

The Reds have used Cingrani, who will turn 28 in July, as a starter, in middle relief and as the closer in his five years with the club. Reports are that he may begin this season in a setup role but also will be available to fill in as a starter if need be.

The other major leaguer from the Joliet area, Atlanta Braves righthander Mike Foltynewicz (Minooka), was mentioned in trade discussions with the Yankees earlier this offseason.

The Braves were interested in reacquiring catcher Brian McCann.

However, the Yankees reportedly wanted young outfielder Ender Inciarte and Foltynewicz both for McCann.

The Braves responded they would not include either one, much less both, in such a deal.

Atlanta used multiple young pitchers in starting roles on a trial basis last season, and Foltynewicz came through looking as if he should begin 2017 in the rotation even though some scouts have said he may be better suited to a career in the bullpen. In 22 starts in 2016, he was 9-5 with a 4.31 ERA and struck out 111 while walking only 35 in 1231⁄3 innings. He had seven starts with zero or one earned run allowed.

The next local product to wear a major league uniform probably will be first baseman Sam Travis (Providence). The Red Sox’s farmhand was playing for Pawtucket and leading the Triple-A International League in RBIs in 2016 when he tore his left ACL on May 29 and was lost for the season.

Without the injury, he might have made his major league debut, perhaps as a September call-up.

Travis’ good friend and former college teammate at Indiana, the Cubs’ Kyle Schwarber, suffered a similar injury early last season. Schwarber, in fact, tore two knee ligaments three games into the season. The two reportedly talked and offered each other encouragement during their rehabs.

Travis, who has a .303 batting average, .364 on-base mark and .453 slugging percentage in three minor league seasons for a healthy .817 OPS, has been working out and plans to be ready to return sometime early in the season, if not at the very beginning.

He probably will spend all or most of this season at Pawtucket, but reports out of Boston indicate he remains high in the Red Sox plans. As evidence, Boston this offseason signed Mitch Moreland to a one-year deal. With David Oritz’s retirement, it is likely Moreland and Hanley Ramirez will share time at first base and designated hitter while the parent club awaits Travis’ arrival.

NEW YORK – The cloud of steroids hovers above Hall of Fame voting, much like it shrouded baseball in the 1990s and early 2000s.

Tim Raines, in his 10th and final year of eligibility, appears likely to gain election along with Jeff Bagwell when the Baseball Writers’ Association of America voting is announced Wednesday night. Ivan Rodriguez, eligible for the first time, and Trevor Hoffman also could make it.

But along with focusing on the electees, many will study the vote totals of tainted stars Barry Bonds and Roger Clemens.

Bonds, a seven-time MVP who holds the season and career home run records, received 36.2 percent in his initial appearance, in 2013, and 44.3 percent last year. Clemens, a seven-time Cy Young Award winner, has risen from 37.6 percent in 2013 to 45.2 percent last year.

This year, Bonds is on 62.8 percent of the 219 ballots obtained by Ryan Thibodaux and posted on his Hall of Fame vote-tracker and Clemens on 61.9 percent. That is about half the total, so both project likely to fall short of the 75 percent needed.

But they are gaining momentum.

Peter Gammons of the MLB Network who joined the BBWAA in 1972, voted for Bonds and Clemens for the first time. He differentiates between players suspected of steroids use before the start of testing with penalties in 2004 and those suspended for drug violations.

“I judge players by their eras and who they played against,” he said Wednesday. “Clemens and Bonds, they were the best pitcher, player of their eras. And while I wrestled with it, I just decided that how do I know who did and who didn’t? ... I finally just decided, you know what, they’re so great that they should be in the Hall of Fame because it’s a museum of baseball history.”

The election of former Commissioner Bud Selig by a veterans committee in November impacted the decisions of some because he presided over the era.

Bruce Miles of the Daily Herald in suburban Chicago also voted for the pair for the first time.

“I was hoping that Bonds and Clemens maybe would speak up a little more, talk about what they had done, why they had done it, their feelings on the integrity of the game, their feelings on the Hall of Fame,” Miles said Tuesday.

“With the veterans committee electing Bud Selig to the Hall of Fame, I thought it was high time that the standouts from

Bonds was indicted on charges he lied to a grand jury in 2003 when he denied using PEDs but a jury failed to reach a verdict on three counts he made false statements and convicted him on one obstruction of justice count, finding he gave an evasive answer. The conviction was overturned on appeal in 2015.

Clemens was acquitted last year on one count of obstruction of Congress, three counts of making false statements to Congress and two counts of perjury, all stemming from his denials of drug use.

Hall of Fame pitcher John Smoltz thinks just the passage of time and change in voting pool leads to a difference perspective.

“Writers come and go. New writers are given the opportunity to vote that may not have covered an era 20 years ago,” he said. “When it is strictly circumstance and evidence that you do not know or don’t have firsthand and

you’re just following the rumor-mill, then that’s a difficult proposition to put in a writer, to be judge and jury.”

Manny Ramirez, however, appears to be viewed differently. Suspended twice for drug violations after testing with penalties began in 2004, he is tracking at 23.5 percent in his first ballot appearance. Sammy Sosa, also alleged by some to have used steroids, is tracking at 9.3 percent.

Raines, fifth in career stolen bases, received 24.3 percent of the vote in his first ballot appearance in 2008. He jumped from 55 percent in 2015 to 69.8 percent last year and is on 89.8 percent of the vote-tracker’s ballots, set to join Andre Dawson and Gary Carter as the only members of the Hall representing Montreal. He spent 13 of 23 big league seasons with the Expos, who left Canada to become the Washington Nationals for the 2005 season.

“If I get in, that’s the team I deserve to go in for, regardless if they no longer have a team,” Raines said last week.

“That was the team I played with and I’m real comfortable with that.”

Bagwell, on the ballot for the seventh time, has increased from 41.7 percent in 2011 to 71.6 percent last year, falling 15 votes short when Ken Griffey Jr. and Mike Piazza were elected. Bagwell is tracking at 88.5 percent this year.

“I just want to get it over with,” Bagwell said. “This is the first year I’ve kind of been keeping track of it and just kind of looking. So I’m excited about it.”

Rodriguez is tracking at 78.3 percent in his first ballot appearance, but the vote-tracker’s percentages have been higher than the final totals in recent years. Vladimir Guerrero, also on the ballot for the first time, is tracking at 71.7 percent.

Hoffman, on 67.3 percent of the ballots in his first appearance last year, is tracking at 72.6 percent. Only five pitchers who were primarily relievers are in the Hall: Hoyt Wilhelm, Rollie Fingers, Dennis Eckersley, Bruce Sutter and Rich Gossage.

No. 21 Purdue dominates Illinois

WEST LAFAYETTE, Indiana – When Caleb Swanigan and Isaac Haas are in sync, it’s difficult trying to name a better power forward-center combination in college basketball.

No. 21 Purdue’s two interior players certainly were in sync on Tuesday night against outmanned Illinois.

Haas had 24 points and six rebounds, and power forward Swanigan added 22 points and 10 rebounds in the Boilermakers’ dominating 91-68 victory.

Haas scored 13 points in the second half when the Boilermakers (15-4, 4-2 Big Ten) led by as many as 27. Swanigan had a four-point first half but was almost unstoppable during the second half, accounting for 18 points and five rebounds.

“It was Illinois’ game plan not to double us,” Swanigan said. “You could hear their coaches yelling to them to pressure the ball. That was their game plan, and we had success with it.”

Purdue placed five players in double figures, also getting 14 from freshman guard Carsen Edwards, 11 from

forward Vince Edwards — no relation — and 10 from point guard P.J. Thompson.

“We have to have balance, and we did that tonight,” Purdue coach Matt Painter said. “When Isaac got the ball deep like he did tonight, that’s hard to stop. When Isaac is good and efficient, it really puts the other team in a bind.”

Illinois (12-7, 2-4) got 15 points from Maverick Morgan and 12 from Malcolm Hill but had no answer for the Boilermakers’ two post players, each of whom had his way around the basket.

With this victory, Purdue leads the all-time series with Illinois, 100-87.

Purdue made 9 of its first 14 field goal attempts, including 5 of 7 from 3-point range, built a 19-5 lead with 13:01 to play in the first half and led 44-30 through 20 minutes, shooting 60

them with good shooters. We let them get loose from 3 early, and the 3-point line got them out front and eventually into a double-digit lead.”

Haas was grateful for the 3-point help.

“I don’t think the 3-point success made the game easy, but it gave us confidence and definitely let us get our heads up,” Haas said. “It wasn’t like we were taking contested 1-on-1 shots.

We were moving the ball and getting open looks.”

Carsen Edwards had 12 first-half points for Purdue, and Haas had 11.

The two were a combined 9 of 10 from the field before halftime. The Boilermakers outrebounded Illinois 20-13 during the opening 20 minutes, although they did not get a single offensive rebound.

Poll implications: If the 21st-ranked Boilermakers beat Penn State on Saturday in Mackey Arena and improve to 16-4, 5-2, chances are solid that they will move up a bit in the AP Top 25.

Road woes: Including Tuesday’s loss, Illinois is 0-3 in Big Ten road games, losing by 25 at Maryland, by 16 at Indiana and by 23 at Purdue.

“It’s a lot about being inconsistent,” Groce said.

Up next: Illinois: The Illini travel to Ann Arbor on Saturday to play Michigan.

Mavericks edge Bulls for 3rd straight win

The Associated Press CHICAGO – Wesley Matthews made a go-ahead 3-pointer from the wing with 12 seconds left, and the Dallas Mavericks beat the Bulls, 99-98, on Tuesday night for their first three-game winning streak of the season.

Six players scored in double figures for the Mavericks, including all five starters. Harrison Barnes had 20 points, Seth Curry added 18 and Dirk Nowitzki finished with 10 points and 10 rebounds.

Dallas trailed 98-96 after Jimmy Butler made a long jumper over Matthews with 23 seconds left, but Mavericks coach Rick Carlisle decided against a timeout and Deron Williams drove into the lane before kicking out to Matthews for the 3.

The Bulls had one last chance, but Dwyane Wade missed a potential game-winning jumper from the corner on his 35th birthday as time expired.

Butler finished with 24 points, 12 as-

sists and nine rebounds for the Bulls, who had won two in a row. Robin Lopez scored 21, and Wade had 17 on 8-for-21 shooting.

Wade’s fadeaway jumper gave the Bulls a 94-90 lead with about 31⁄2 minutes left, but they were unable to close out Dallas. The Bulls have dropped four in a row against the Mavericks, including a 107-82 loss in their first meeting of the season.

The Bulls played without forward Taj Gibson, sidelined by left ankle soreness. Paul Zipser, a second-round pick in last year’s draft, started in Gibson’s spot and finished with five points and three rebounds in his 13th game of the season.

Gibson, averaging 12 points and 7.3 rebounds, could return Friday night at Atlanta. He had played in every game this season.

NEW YORK – A suicide at Northwestern brought back painful memories for Penn track coach Steve Dolan.

It was three years ago that one of his athletes, Madison Holleran, killed herself. He could empathize with what Northwestern coach Joe McKeown and his team were going through when Wildcats guard Jordan Hankins took her own life last week.

“My heart goes out to the students of the team on Northwestern and her family and friends,” Dolan said in a phone interview with The Associated Press.

“In our society at large, and on college campuses, it’s a real problem and we’re concerned. It’s hard to fathom and deal with it.”

A study released last year found that of 477 deaths of NCAA athletes from 2003-12, 35 had killed themselves, including 13 football players. The overall suicide rate for NCAA athletes was 0.93 per 100,000, lower than the incidence rate of 7.5 per 100,000 that the Centers for Disease Control and Prevention reported for all college students.

The sudden loss of a teammate hits players hard, but it presents coaches with a different set of difficult questions.

When do they start to play or practice again? Is it a chance to teach or better to give players space and time to grieve?

After the body of 19-year-old Hankins was found in her dorm room, Northwestern postponed its game at Minnesota, scheduled for last Wednesday.

The Wildcats played at home Saturday against Indiana, beating the Hoosiers in an emotional game that included a tribute to their teammate.

The 60-year-old McKeown has coached for almost 1,000 games, but nothing he had faced prepared him for this.

“Everything I’m telling you is off the top of my head,” he said after the game.

“We’re going to lean on each other.”

Dolan leaned on former Penn football coach Al Bagnoli, who had two players who killed themselves during his long tenure at the school.

“I dealt with it a lot more than I ever dreamt of dealing with it,” said Bagnoli, now the coach at Columbia. “It’s a very difficult scenario. The kids are trying to identify what has happened and there are no answers. There are no answers that can justify the action. It’s always tragic when you lose a young person.”

The coaches and players are left figuring out how and when is the right time to move forward.

While Northwestern postponed its

game, Dolan had a tough choice when Holleran died. His team had a meet the next morning. With a co-ed team of nearly 100 members, including some who didn’t know the freshman that well, he let his players choose whether they wanted to compete.

“The healing process is different for different people,” Dolan said. “We had part of the team compete because they wanted to and they thought that was the best way to honor Madison. We had others who didn’t and stayed back.”

Dolan sent a few assistants to the meet and stayed on campus to be there for his athletes.

“That’s how we did it,” Dolan recalled. “I’m not sure there’s a right or wrong answer. You try and do things you love to do. Our team likes to do track and field and they chose to do it. It’s a physical outlet. It’s difficult as a coach, the hardest thing I’ve had to deal with by far. The challenge of the sadness and the challenge I felt personally, yet trying to still be a strong leader for others.”

One of Bagnoli’s players, lineman Owen Thomas, killed himself in April 2010. Thomas’ death came five years after Penn running back Kyle Ambrogi killed himself during the season, two days after scoring two touchdowns in a game.

“Our first one happened right in the middle of the season and the second one happened during the spring,” Bagnoli recalled. “Each were devastating, each was arguably the most popular kid on the team. Each one had a different set of circumstances. No one saw it coming. ... You question yourself, why didn’t I see this. You’re dealing with the kids on a very extended basis. That’s the first thing you have to come to grips with.”

When Ambrogi died, the team, which included the player’s brother, decided the best way to honor his memory was to keep playing, Bagnoli said.

Both Dolan and Bagnoli said the deaths helped bring their teams together.

“I felt that, over time, in a way, it made our team come closer,” Dolan said. “We really valued each other, going through this together, we needed to support each other. We needed to pull together.”

McKeown and the Wildcats took their first step by playing Saturday.

“We as a team decided she would want (us) to play,” Northwestern point guard Ashley Deary said. “She loved this game. We’ve been through so much this past week. To get that win for her and get that release, (there was) just satisfaction knowing we could come together and play as hard as it was.”

Fox’s Restaurant and Pub in Plainfield hits the spot MYSTERY DINER PLAINFIELD – When you head to a restaurant in the last hours it’s open in search of a limited item, you have to temper your expectations.

I waited to go to Fox’s Restaurant and Pub in Plainfield on a Thursday on the chance I could try the Roast Prime Rib o’ Beef or the Prime Rib melt. They make limited batches after 4 p.m. on Thursday through Sunday. But I got delayed and knew it was unlikely when I walked in.

But that wasn’t going to ruin my night as I wandered toward the bar, the main piece of liveliness in the room just to the right of the entrance. This was back right before Christmas, so the tree was lit and the bar was nearly full, an interesting conglomerate of locals enjoying the time before the holidays.

When the bartender came to take my order, I knew I was probably too late for my first choice. As it turns out, it had just run out. So I chose the next best thing in the Philly Prime Panini with pepper jack mashed potatoes and got comfortable as I watched the Thursday night NFL game and enjoyed Great Lakes Brewing’s Christmas Ale from Fox’s pretty expansive menu of beers on tap.

It was the perfect drink to get me ready for the meal, tasting of fresh honey, cinnamon and ginger.

For starters, however, I had to try the Reuben rolls, something the menu touts as a “Fox’s invention.” I only say it that way because I’ve seen them on other menus and have no way to confirm the originator. But they seem confident enough, putting it in print for all to see.

It would be easy for smaller rolls to end up dry or just plain greasy, but this were neither. They were soft and arrived with both 1,000 Island and horseradish dip options.

After enjoying the rolls and the Christmas Ale, I moved on to the panini and a Revolution Fistmas for the main course. Fistmas is a red ale and the Chicago-based brewery’s holiday brew with caramel and fruit aromas.

As for the sandwich and mashed potatoes, I wasn’t disappointed.

While it wasn’t what I came to the restaurant expecting, it was downright delicious. The panini was crisp and toasted with melted white cheddar and provolone inside along with the shaved prime rib, peppers and creamy garlic dressing.

And consider this: In an Australian survey study of 3,000 adolescents ages 11 through 17, those who had the highest levels of psychological distress were those who spent the most time playing electronic games or roaming the internet. It might be gaming itself is not the full problem. Rather, the gaming might be an outlet for children with emotional issues.

However, the biggest problem with gaming is it can be addictive. The Diagnostic and Statistical Manual of Mental Disorders identifies Internet Gaming Disorder as a condition that warrants further studies.

My feeling is electronic games can have benefits for children and adolescents, but exposure to them must be limited.

I recommend you watch for addictive behavior from your son in connection to these games and you limit the amount of time he spends with them each day. The American Academy of Pediatrics recommends no more than two hours of screen time a day.

If your son is playing these games and in addition watches television, he may have an increased risk of obesity, poorer health and behavior problems.

When it comes to activity, keep two other pieces of advice in mind. One, encourage your son to substitute more active video games over the more passive variety and, even better, encourage him to pursue sports and other forms of exercise.

Dear Doctor: My son is obsessed with electronic gaming. He spends hours a day doing this. Is this unhealthy?

Dear Reader: When I was younger, in the infancy of computer games, the games were of low resolution and the goal was simply to develop enough skill to master them. To me, this was a fun activity, often separating me from the mundane and stressful activities of everyday life.

Today’s games are more complex, requiring a variety of skills in complex reasoning and hand-eye coordination. Proficient players record their techniques on YouTube, and the truly elite compete in auditoriums, watched online by hundreds of thousands of people. Is there a downside to this? Definitely – if parents don’t manage it properly.

The first potential problem with these games is the prolonged sitting required.

This type of sedentary behavior can lead to obesity.

A 2004 study performed in Switzerland compared obesity rates and the hours people spent either playing electronic games or watching television. Researchers found a significant correlation between playing electronic games and obesity, with a connection especially likely among people who spent more than two hours a day playing games.

On the plus side, the obesity rates were not as high among game-players as among people who watched television, supposedly because of the passive nature of watching television and the greater amounts of unhealthy food consumed while watching it.

In a study by the American Academy of Pediatrics in 2009, children and teens who said they played more than 45 minutes of video games a day were more likely to report poorer health and increased psychological distress than those who played less than that amount. Those gamers also were found to have more behavior problems.

Typically, this would have said that he was raising spades and really liked his hand, but he had denied four spades by failing to make a negative double on the first round. So, this bid said that he had the club ace, diamond support, probably a high spade and a suitable hand for a diamond contract.

After South control-bid in hearts, North bid what he thought his partner could make.

West led the heart king (king from ace-king at the five-level and higher, asking for a count signal from partner) and shifted to a trump.

Simpson won on the board, cashed the spade king, played a spade to his ace, ruffed a spade, led a club to his king, trumped another spade, ruffed a club, drew trumps and claimed.

None of the other 11 pairs found six diamonds.
