Taste of Joliet announces 2017 country performers

mmallory@shawmedia.com JOLIET – The Joliet Park District has announced its lineup for one day of the Taste of Joliet.

On Saturday, June 24, Joliet Memorial Stadium will play host to a series of country stars – headliner Billy Currington and openers A Thousand Horses, Kane Brown and Stephen Neal.

Currington, a Georgia native, is known for his hits “Pretty Good at Drinkin’ Beer” and “It Don’t Hurt Like It Used To” among others.

es have been compared by country music critics to various southern rock legends.

They’re known for the hit “Smoke” off their debut album “Southernality.”

Kane Brown, a 23-year-old Georgia native, gained attention in 2015 when his video covers of famous country songs racked up millions of online views. They were followed up with his first charting single, “Used to Love You Sober.”

Attendees will be treated to an opening performance at 4 p.m. by Neal, a Joliet native who attended Joliet Catholic Academy.

Joliet Park District Deputy Director Brad Staab said after 12 years, the Taste

of Joliet has established a good reputation for a country show on Saturday.

“Thank you to the community for their support and our board of commissioners,” Staab said. “And our sponsors.”

In two or three weeks, the district will announce its lineup for Friday, June 23.

Tickets are on sale now at TasteOfJoliet.com. Staab encourages people to purchase tickets online and avoid the line at the gate.

Reserved tickets for the front section are $42.50, and general admission tickets are $15. The carnival mega pass is $60.

Children ages 11 and younger accompanied by an adult are free all weekend.

Joliet District 86 school board approves re-evaluating rent for downtown property

fsarver@shawmedia.com JOLIET – Joliet District 86 board approved a rental re-evaluation agreement for land the district has owned for decades in downtown Joliet. At Wednesday’s meeting, the Board of School Inspectors approved, in a 6-0 vote, a new annual rental rate for the next 20 years for a parcel of property known by district officials as Central Square school property, 250 N. Chicago St. Board Inspector Christine Kim was absent.

The building on the land is the Illinois Department of Employment Security, which sits across from Chicken-N-Spice.

The annual rental rate is higher than it was previously, which was $29,600 a year, said Nicholas Sakellariou, the district’s legal services and labor relations chief officer.

Under the new agreement, for the next 10 years, the annual rate will be $32,000 a year and in the 10 years after that, $35,200 a year. According to the agreement, the lease provides for a re-evaluation of the rent every 20 years.

District 86 is the owner of the Central Square property and as a special charter district, boards of those districts are allowed to enter into lease of properties not needed for school purposes for no more than 99 years, according to the board resolution on the agreement.

In 1956, the district entered into a lease with American National Bank & Trust of Chicago, with an expiration of Nov. 18, 2055.

Superintendent Theresa Rouse said to the board she wanted to pull an item on the agenda regarding the adoption of a lease agreement with Stoller International for lease of a tractor and loader. The company sells tractors, harvesters and other farming equipment and has locations in Pontiac, Herscher, Minonk, Streator and Ottawa.

Rouse said the item required more investigation and education.

“We’re going to pull it for now and do more homework,” she said.

Before the board was a lease agreement between the board and the company with an end-of-lease purchase option of $1.

mmallory@shawmedia.com NEW LENOX – Mental health experts say there should be 40 to 50 mental health beds per 100,000 people.

In Will and Grundy counties, there are only 10.15 mental health beds per 100,000 people.

Silver Cross Hospital and US HealthVest have teamed up to do something about that.

A proposed two-story, 68,000-squarefoot, 100-bed behavioral health hospital was announced Wednesday morning.

The project is expected to cost $22 million, $19 million of which will be devoted to construction.

It will be called Silver Oaks Hospital.

The facility will bring 200 new health care jobs to Will County. The staff will treat adolescents, women, seniors and chemically dependent patients, regardless of insurance status.

“One out of every four Americans, unfortunately, suffers from mental illness or substance abuse,” Silver Cross Hospital President and CEO Paul Pawlak said.

Silver Cross has explored this pos-

sibility for several months. In December, the hospital’s board approved the construction of a psychiatric hospital on the New Lenox campus, which is on Route 6 near Interstate 355, Pawlak said.

“If all goes well, we are hoping the hospital will be ready in early 2019,” Pawlak said.

US HealthVest is a provider of behavioral health services that operates Chicago Behavioral Hospital in Des Plaines and is developing another one in northern Chicago. It operates two psychiatric hospitals in Atlanta and will open one near Seattle this year.

“They’re a firm that has far more expertise in mental health, chemical abuse and substance abuse than most community hospitals, including Silver Cross,” Pawlak said.

The Illinois Health Facilities and Services Review Board will have to approve an application in order for the facility to be built. If that happens, construction is expected to start this year.

US HealthVest will bring programs that the hospital currently doesn’t have, despite its current capacity of 20 behavioral health beds at Silver Cross.

Those beds will move to Silver Oaks and be part of the 100-bed count.

Silver Cross Senior Vice President of Business Development Ruth Colby said Silver Oaks will be a short-term facility that does acute treatment of mental illness and substance abuse conditions, with numerous outpatient programs in which patients will be enrolled.

Colby said construction will be fully funded by US HealthVest, and patients won’t have to worry about getting denied based on insurance arrangements.

“Everybody will be welcome to come to Silver Oaks Hospital,” Colby said, “regardless of their insurance or lack of insurance.”

Silver Oaks Hospital born out of need

New Lenox Mayor Tim Baldermann said during his 22-year career in law enforcement, he often saw people who suffered from some form of mental illness who were thrown into the criminal justice system because “we didn’t know what to do.”

“It was not the right answer,” said Baldermann, who had a brother commit suicide at 19. “It continues to be a

problem. In my opinion, in this country, our inability to acknowledge and deal with mental illness is one of our biggest problems.”

He said Silver Cross coming to New Lenox was one of the best things to happen to the community.

“As the mayor of this community, it’s absolutely my pleasure to stand here today and say that I welcome this expansion,” Baldermann said.

Will County State’s Attorney James Glasgow called Silver Oaks “nothing short of a godsend.”

When the state closed Tinley Park Mental Health Center in 2012, it created a gap in mental health services.

In a county of almost 700,000 people, Silver Oaks is long overdue, Glasgow said. He credited Pawlak, going back to 1995 when he helped the Children’s Advocacy Center get off the ground.

Domestic violence court, drug court, mental health court, veterans court and the Redeploy Illinois program all will benefit from Silver Oaks, Glasgow said.

“All of these courts, in order to be functioning at their peak, need a facility like this,” he said.

New Lenox police make marijuana bust

bstanley@shawmedia.com Two California men were arrested Tuesday after allegedly bringing 94 pounds of marijuana to undercover officers.

New Lenox Deputy Chief Robert Pawlisz said during the last two weeks, police received information from confidential sources that Jacob S. Burkham, 39, Jacob S. and Joseph J. Sanders, Burkham 26, could deliver a large amount of marijuana to the New Lenox area.

Library referendum will be on April ballot The HERALD–NEWS PLAINFIELD – The Plainfield Public Library District Board of Trustees on Monday unanimously voted to place a $25 million building bond and operating rate referendum question on the April 4 ballot.

The board spent the past nine months reviewing community feedback and revised its original March 2016 referendum plan. The revised plan addresses 25 years of growth in the Plainfield community with a larger building and 21st century library services, according to a district news release. The plan includes renovating the current 27,000-squarefoot building and adding 23,000 square feet.

“The revised plan is the most efficient and cost-effective means of addressing the concerns of the community, which we learned about after the 2016 referenda failed,” said Interim Library Director Lisa Pappas in the news release. “The overwhelming feedback we received was, ‘make it smaller, keep the costs lower and stay downtown.’”

Voters in the March 2016 primary turned down two referendums aimed at building a $39 million library to replace the increasingly cramped one now in use. The library would have gone from 27,000 square feet to 75,000 square feet,

nearly tripling the size of the existing library.

The new ballot question authorizes a limiting rate increase that would cover the cost of building bonds. The bonds would fund a renovation and addition, property acquisition, equipment, library materials and furnishings, as well as provide dollars to operate the expanded library.

The limiting property tax rate increase would allow the library to issue general obligation alternate revenue bonds to fund the costs of the renovation and addition to the building, its contents and the purchase of additional property. The operation of the expanded building also is funded by this increase to the library’s limiting tax rate of 0.1754 percent, or just over 17 cents per $100 of home value, for a total rate of 0.3775 percent, according to the news release.

The estimated total cost to the average homeowner in Plainfield is $10.67 a month or $128 a year for a $237,000 home.

The limiting rate increase equates to a 1.84 percent increase in a homeowner’s total tax bill. The library currently is 2.12 percent of the total tax bill.

Burkham, of Santa Barbara, and Sanders, of Crows Landing, were taken into custody without incident. A statement from New Joseph J. Lenox police said the Sanders investigation was conducted with assistance from the Department of Homeland Security.

The marijuana has an estimated street value of $396,000.

Burkham and Sanders were charged with marijuana trafficking, delivery of marijuana and marijuana possession. On Wednesday, Judge Art Smigielski ordered both men held in the Will County Jail on $500,000 bond.

Will County police: Drunken man steals doughnut, demands ride home

bstanley@shawmedia.com FRANKFORT TOWNSHIP – Police say a Woodridge man stole a doughnut and created a disturbance last week at a gas station.

About 5:30 p.m. Jan. 3, Will County sheriff’s deputies were called to Speedway, 7218 W. Lincoln Highway, after a 63-year-old clerk reported a man’s unruly behavior, according to police reports.

The clerk told deputies Daniel J. Striska, 50, had come into the store, opened the pastry case and ate one of the doughnuts. When the clerk told Striska he would have to pay for the doughnut, Striska responded with profane language, according to the report.

After Striska began yelling loud-

ly and causing a scene, the clerk told him she would call the police. “[He] began yelling at her that she needed to drive him home or find him a ride,” the report stated. A “highly intoxicated” Striska stayed at the store “leaning on the coffee island” until deputies arrived, according to the report.

After being escorted out of the business, Striska demanded to be taken home, repeatedly swore at the deputies, then repeated everything they said.

“When we told Striska that he was not to enter the Speedway again and that he needed to leave, he walked directly back into the business,” the report stated.

Striska was arrested on charges of criminal trespassing and disorderly conduct, then released on bond.

Industrial park proposal takes step forward as residents voice dismay

Shaw Media correspondent LOCKPORT – A controversial 200acre industrial park planned in the center of five residential subdivisions will be able to make its case in front of the Lockport City Council despite the concerns voiced by outraged area residents, including the owner of a long-standing wildlife rescue ranch.

The city’s Planning and Zoning Commission, in a 5-1 vote Tuesday night, agreed to recommend to the City Council a modified concept plan presented

by Prologis for an industrial park, with five buildings totaling about 2 million square feet, located along the west side of Interstate 355 between 151st and 143rd streets.

The proposed park would stretch to Archer Avenue and is bordered by the 30-year-old Big Run Wolf Ranch and four Lockport subdivisions to the south and the Lockport Heights subdivision in unincorporated Will County to the north.

Commissioners told the residents present that since industrial zoning for the property has been in place in various stages since 1970, with the last of it completed in 2014, the commission had

no choice but to accommodate the owners’ rights to present a project for their property.

The city could face litigation from the property owners if it decides to deny the petition, City Attorney Tom Thanas said in an interview after the meeting.

Commissioner Jim Bilotta, who is a resident of the Creekside subdivision, was the single dissenting vote. Commissioner Dave Oxley was absent.

The issue had been tabled at the commission’s Nov. 8 meeting because of resident opposition, and since then the developers have made modifications to the concept plan in an effort to address the concerns of residents.

These include making some of the buildings smaller and increasing the buffer yardage above the city code requirement to increase distance from residences — especially the wolf ranch – as well as increasing the height of berms and cedar fencing to minimize sound and lighting intrusion, according to a presentation by Prologis representative Jim McGill.

McGill said smaller buildings generally would house smaller businesses, which would lead to less truck traffic, especially at night.

Prologis representative the project to continue, the company will need to pass a number of hurdles before construction can take place. These include presenting a detailed plan in order to get a planned unit development permit from the city and getting approval from state environmental protection agencies.

Commissioner Lance Thies said that the PUD process gives the city flexibility to attach its own conditions with approval of the project.

Commissioner Brent Porfilio made the passing motion to add a number of provisions to the proposal, including relocation of an emergency road that currently runs through the property toward the residential areas and communication with the Illinois Department of Transportation for a possible widening of Archer Avenue from a two-lane to a four-lane street.

The concept plan will be presented next to the City Council’s Committee of

the Whole at its regular Feb. 1 meeting.

The vote came after McGill presented the plan and numerous residents – including ranch owner John Basile – leaded with the commission to reject the project.

The mood was tense and contentious throughout the 3½ hour meeting as more than 50 residents in the packed City Hall board room cheered on the dissenting speakers and yelled out their displeasure while the commissioners and Prologis representatives spoke.

McGill said that the company takes the residents’ concerns very seriously and that Prologis “doesn’t want any issues.”

“If we make mistakes, our tenants won’t come here,” he said.

Basile told the commission that he has been told by experts to “shut down” because emissions and noise from truck traffic would create fatal health issues for the 21 animals on the ranch.

“My bear will have to be euthanized,” Basile told the commission. “If he goes down and I push that button, for animal rights groups, we will have a lot of problems.”

JOLIET – The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the city of Joliet by the Government Finance Officers Association of the United States and Canada for its comprehensive annual financial report, according to a city news release.

The certificate is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management, the news release stated.

An Award of Financial Reporting Achievement also has been given to James Ghedotte, director of finance for the city of Joliet and the person designated by the government as primarily responsible for preparing the award-winning report.

The report was judged by an impartial panel to demonstrate a constructive “spirit of full disclosure.”

The association is a nonprofit professional organization serving about 17,500 government finance professionals.

“GLBT has had ample time to plan for and prepare their application,” Melin said in the release. “It would seem that much of the information required for the application is the same as what would be required to put a solid business plan together.”

GLBT officials made the request Dec. 1, arguing that the application would provide the STB’s Office of Environmental Analysis assistance with its National Environmental Policy Act review.

In an email from Susan Sack, co-founder of BlockGLB Railroad, concerns were raised by citizens who make up the three-state opposition to the railroad.

The news release states that there are three areas of concern; the STB did not validate the reasons for the GLBT request to suspend or pause the Environmental Impact Statement. The STB letter is unclear how long the STB is willing to suspend the NEPA review process. The letter submitted by the STB acknowledges that this temporary

Before granting the temporary suspension, officials with the STB said the environmental review process could take upward of three years, given that the proposal has generated thousands of comments to the agency’s website.

In a letter dated Dec. 13, Victoria Rutson, director of the Office of Environmental Analysis, granted the temporary suspension and asked Frank Patton, GLBT’s founder and managing partner, to provide a status update on Feb. 28 on the application and anything else that might delay resuming the environmental review. is meant to “ensure that the suspension does not become unduly lengthy.”

The application, she said, likely will provide information that will help the accuracy of the environmental review.

“I must note, however, that stopping and starting the [environmental] review process often adds time and expense to the process and increases the burden on all stakeholders,” she wrote.

GLBT will work with the federal agency to see that all the appropriate requirements are met, regardless of the time frame, Mike Blaszak, an attorney for GLBT, said.

“Naturally we prefer that everything go quickly and smoothly, but there’s no cookbook for building a 278mile railroad around a major city,” he said.

The STB letter states that once GLBT files its application with the board, Rutson wrote, “OEA will resume work on determining a range of reasonable and feasible alternatives to be addressed in the environmental impact statement.”

The STB will prepare a brief alternatives document for public review and comment and may have additional public scoping meetings if warranted.

Patton referred to Blaszak for comment. Blaszak did not return a phone call or email request before press time.

JOLIET – A new board member has been appointed to the Joliet Township High School District 204 board, after the resignation of former board member Tyler Marcum.

At a special meeting Tuesday, the board appointed Ford “Chet” June to fill the seat previously occupied by Marcum, who ran and won the race for Will Ford “Chet” County Board District June 10. Marcum resigned in December. “[June] has an extensive history with the school district and board and will be a welcomed addition,” board President Jeff Pierson said in a news release.

June, who is an attorney, served on the board from 1995 to 2011, according to a district news release. He ran in the April 5, 2011, board elections and

was one of two candidates who lost.

“It’s a pleasure to be back on the board,” June said.

June said he does not plan to run in the April 4 elections and only is filling out Marcum’s term. Board member Don Dickinson is running for Joliet City Council, and board Vice President Tracy Spesia is running to retain her seat.

“I’ve got the experience to hit the ground running. … I know the territory. I was very active in getting the strategic plan together,” June said.

Camp JC a hit with kids in Channahon, Minooka

Shaw Media correspondent Since she was 8 years old, JoLeigh Buchanan, now 16, loved to party plan and made each one of her own birthday parties special for her friends with gift bags, special treats and games, said her mother, Tara Buchanan.

With her love of young children, and a flair for parties, JoLeigh offered Camp JC this winter break to girls in kindergarten through fourth grade in the Channahon and Minooka area.

“I wanted my girls to participate in Camp JC, because I knew the kind of interactions they would have with JoLeigh. She loves being around my girls, and she treats them with respect and makes each one of them feel special,” Christine Costabile of Channahon said. “JoLeigh is someone you just want to be around.”

JoLeigh had a similar camp in the summer and, afterward, parents asked her to host another. Because of the desire to raise money to go on a winter retreat with her church group, JoLeigh created this three-hour camp for a $5-per-child charge. She posted the idea on her own Facebook page with the hopes of 16 girls and two sessions.

JoLeigh hit up Pinterest for age-appropriate ideas for each group. She had two kindergarten through second-grade groups and one second- to fourth-grade

group. Because it was it was winter, she chose a snow theme, even though the week of camp, it looked more like spring with the rain and mild temperatures.

As each girl arrived, JoLeigh welcomed them, and they all gathered for a game of freeze dance and the name game to break the ice. Then the favorite (and most messy) part began and the girls made chocolate cookie balls dipped in white chocolate.

First, they all smashed the cookies in bags. Some used their hands or a rolling pin, but sisters Alena, Isabella and Emilia Costabile of Channahon and Maddie Sedorook of Minooka decided to use their feet.

“Crushing cookies was the best because we got to smash and crush them,” Maddie said.

After the crushing stage, JoLeigh paired the girls in groups of two and gave them cream cheese to mix into the cookie crumbs. The girls looked at their gooey hands and giggled, as using hands took precedence over using a spatula.

“Who needs Play-Doh when you have cookies and cream cheese?” Campbell Warren of Channahon said as she rolled the mixture between her hands.

After all of the cookie mess, the girls then rolled the mixture into balls and drizzled with white chocolate.

The rest of the afternoon was spent making snowflake wands with paint, glue, glitter and sequins which flew all over the basement table and floor, and a few of the girls decided to paint themselves and JoLeigh. Then a class on paper snowflake making, marshmallow and toothpick building and snacks of berries, cake balls and hot chocolate rounded out the camp.

“We got to do lots of fun things because JoLeigh is nice, and she does nice things for all of us who are here today. I can’t wait to come back to do more fun stuff,” said Sydney Sedorook, 6, of Minooka.

Another reason JoLeigh said she wanted to spend time with these young girls was because, during her younger years, JoLeigh had older girls pour energy into making her feel special when they spent time with her doing the things she loved.

“I hope they know they are special and loved and have a day to have fun and mess around,” JoLeigh said.

Kinley Hannig, 7, of Coal City said she likes hanging out with JoLeigh because she is a fun person.

The main agreements with Flores and the village are as follows, in addition to the business being compliant with all village ordinances and regulations: • Vehicles waiting overnight for repair and/or pickup will be parked within the rear fenced area; • Drop-off and pickup of semitrailers between 8 p.m. and 8 a.m. will be prohibited; • The 2009 site plan, including the privacy fence, will be installed subject to engineering approval; • A sign will be posted at the rear yard gate indicating headlights must be turned off;

• No refrigeration units can be left running on the site.

In other news, Trustee Dan Anderson said his Public Works Committee has begun to form an ad hoc committee for feral cats, dog ordinances and pest animals. The committee is looking for volunteers from different areas of the village for two to three meetings within the next 90 days.

Within the next two weeks, Black Road between the DuPage River and River Road will experience lane closures to research a line leak. Public Works Supervisor Chris Drey said residents can be informed on specific dates via Nixle.

Drey said ash trees will be removed this winter and early spring in the Vintage and Hunt Club subdivisions, and bids will go out for replacement trees. Homeowners who have had a tree removed before Dec. 1, 2016, and those in the Vintage and Hunt Club subdivisions are slated to have new trees planted beginning in September.

SHOREWOOD – During the regular Village Board meeting Tuesday, village of Shorewood trustees voted to grant a conditional use permit to R&L Ultimate Truck Shop for automotive and truck service and cleaning in the I-2 industrial district located at 301 Earl Road.

All board members voted for the permit, with Trustee Ed Murphy absent. The village Planning and Zoning Commission held a public hearing Jan. 4, when Shorewood residents and the business’ owners, along with the commission and village engineer Bryan Welch, discussed the terms of the permit and the property’s proximity to a residential neighborhood.

Karen James, community development director, brought the meeting’s findings to the board Tuesday for a first read, which was waived, and the permit was approved.

According to a memo written by

James to the mayor and board of trustees after the Jan. 4 hearing, Maria Flores, owner of R&L Ultimate Truck Shop and contract buyer of 301 Earl Road, requested the conditional use permit.

James explained in the memo that the conditional use would allow the business to offer servicing and cleaning to semitrailers that the owners of the business do not own. A site plan amendment would include necessary building modifications to accommodate the increased height of the bay doors on the west elevations.

Other modifications to the exterior – such as an increased asphalt area, an evergreen landscaping buffer and a privacy fence – were approved in an amendment in 2009, but the work was not accomplished. James said there also has been an issue with water pooling toward the back of the property, and that will be addressed at the owner’s expense.

OBITUARIES JOHN BALLENGER John Ballenger died peacefully of cancer at the Joliet Area Community Hospice Home on January 7, 2017 at the age of 54. John was an honest, caring person, who had an amazing talent and passion for cultivating plants. He struggled with depression and alcoholism, which held him back for most of his life. John attended St. Mary Magdalene Grade School and graduated from Joliet East High School.

He is survived and missed by his siblings, Louis, Barbara, Jean, Kenneth and Raymond.

George Gandy, our cousin, was most helpful to John for many years.

Preceded in death by his parents, Louis and Laureen Ballenger.

John’s body was cremated. There will be a visitation at the Blackburn-Giegerich-Sonntag Funeral Home, from 2:00 to 5:00 p.m. on Saturday January 14, 2017.

Robert was a 1955 graduate of Lockport Township High School. He worked as a Central Office Technician for Illinois Bell / Ameritech in Plainfield, IL retiring in 1994 after 38 years of service. Following his retirement, Robert worked at J&M Printing in Crest Hill, IL. He was a member of IBEW Local #336, Club 66 and the Croatian Cultural Club. He played gold and silver league fast pitch softball for several years, and enjoyed golfing, especially at Inwood Golf Course in Joliet where he scored his first and only hole in one. Robert was also an avid Green Bay Packers fan.

Michael Chamberlain, father of baby killed by dingo, dies The Associated Press

SYDNEY – Michael Chamberlain, who waged a decades-long battle to prove his baby daughter was killed by a dingo in Australia’s most notorious case of injustice, has died, his former wife said Tuesday. He was 72.

Chamberlain died suddenly, his ex-wife, Lindy Chamberlain, said in a statement. Michael Chamberlain’s longtime friend and former lawyer, Stuart Tipple, told Australia’s Fairfax Media that Michael died on Monday night as a result of complications from leukemia.

Lindy and Michael were wrongly convicted in the death of their 9-weekold daughter Azaria after the infant vanished from their tent during a 1980 camping trip to Uluru, the sacred monolith in Australia’s Outback.

The mystery surrounding Azaria’s disappearance was the most divisive and sensational legal drama in Australian history. It gained a place in global pop culture after Meryl Streep portrayed Lindy in the movie “A Cry in the Dark.”

The Chamberlains insisted that a dingo snatched their daughter from the tent. But officials doubted the wild dogs

were capable of carrying an infant. Instead, prosecutors argued that Lindy had slit her daughter’s throat and buried her in the desert.

There were no witnesses, no motive and no body; Azaria’s remains were never found. But in 1982, Lindy was nonetheless convicted of murder and sentenced to life in prison. Michael was convicted of being an accessory after the fact and given a suspended sentence.

Three years later, Azaria’s jacket was found in the desert near a dingo den and Lindy was quickly released from prison.

Madigan re-elected as House speaker

SPRINGFIELD – The Illinois House re-elected Michael Madigan on Wednesday to a 17th term as its leader, putting him on track to soon become the longest-serving statehouse speaker in modern U.S. history, and he pledged to help find a solution to the state’s ongoing budget stalemate.

For two years the Democratic-controlled Legislature has failed to secure a budget deal with Republican Gov. Bruce Rauner, easily the top priority for the 100th General Assembly.

In one possible sign of an olive branch to Rauner, the Senate voted unanimously to limit leaders’ tenure to 10 years – the first time the chamber has ever taken that step.

One House Democrat took the rare step of not voting for Madigan, instead voting present, as a sign of his constituents’ exasperation with the deadlock in Springfield that many blame on the speaker.

The steely Democratic speaker has held the gavel for 32 of the past 34 years.

Judge denies Lincolnshire right-to-work ordinance

LINCOLNSHIRE – A federal judge has struck down a right-to-work law in Lincolnshire aimed at organized labor, ruling that federal law pre-empts the local ordinance.

Judge Matthew Kennelly wrote in his ruling that only states have the power to enact laws that prohibit union security agreements, the Pioneer Press reported.

So called right-to-work legislation allows people to work for a company in union-protected positions without having to join the union or pay the complete share of union dues.

In 2015, Lincolnshire approved its ordinance, which doesn’t apply to public-sector jobs like firefighting or police service.

CARBONDALE – A doctor involved in an ongoing battle with the state over his certification of patients in Illinois’ medical marijuana program is planning to close his clinics in Marion and Orland Park.

Dr. Bodo Schneider announced Tuesday that he’ll close both locations of the Pied Pfeifer Compassionate Care Clinic on Feb. 17, The Southern Illinoisan reported.

Officials: Man who was shot on train killed himself

WAUKEGAN – A suburban Chicago man who exchanged gunfire with police on a commuter train died from a self-inflicted gunshot wound. That’s the preliminary finding of the Lake County Coroner’s Office that was revealed by Illinois State Police.

Authorities said Jamal Parks turned the gun on himself after shooting at “several officers” on the Metra train that was stopped in Deerfield on Friday and died of a single gunshot wound to the head.

Chicago veterans museum acquires Vonnegut art prints

CHICAGO – The National Veterans Art Museum in Chicago has acquired 31 screen prints by the American writer Kurt Vonnegut Jr. The museum announced the acquisition Tuesday. An exhibit of Vonnegut artwork is on display at the museum through May 6.

The late Indianapolis-born author is best known for his 1969 novel “Slaughterhouse-Five,” which is drawn from his World War II experiences. He later created a series of fine art prints.

Vonnegut enlisted in the U.S. Army in 1943 and was deployed to fight overseas in Europe. He was captured at the Battle of the Bulge and served as a prisoner of war until 1945, when he returned to the United States and was awarded the Purple Heart.

Trump concedes Russia’s role in election hacking

The Associated Press NEW YORK – In a combative and freewheeling news conference, President-elect Donald Trump said for the first time Wednesday that he accepts Russia was behind the election year hacking of Democrats that roiled the White House race. Looking ahead, he urged Congress to move quickly to replace President Barack Obama’s signature health care law and insisted anew that Mexico will pay the cost of a border wall.

The hour-long spectacle in the marbled lobby of Trump’s Manhattan skyscraper was his first news conference since winning the election in early November, and the famously unconventional politician demonstrated he had not been changed by the weight of his victory.

He defiantly denied reports that Russia had collected compromising personal and financial information about him, lambasting the media for peddling “fake news” and shouting down a journalist from CNN, which reported on the matter. His family and advisers clapped and cheered him on throughout.

Trump’s transition has been shadowed by U.S. intelligence assessments that Russia not only meddled in the election, but did so to help him defeat Democrat Hillary Clinton. After spending weeks challenging that idea, Trump finally accepted at least part of the intelligence conclusions.

“As far as hacking, I think it was Russia,” Trump said, quickly adding that “other countries and other people” also hack U.S. interests. Still, he kept needling the intelligence agencies, saying it would be a “tremendous blot” on their record if officials were leaking information from his classified briefings.

Lawyer Sheri Dillon stepped to the lectern midway through the event to announce that the president-elect was relinquishing control of the Trump Organization to his adult sons and an executive, as well as putting his business assets in a trust.

While new international business deals will be banned, the company will be allowed to start new projects in the U.S. The move appears to contradict a previous pledge by the president-elect. In a tweet last month, Trump said that “no new deals” would be done

while he was in office.

With dramatic flair, Trump aides piled stacks of manila folders on a table next to the lectern – in front of 10 American flags – before the news conference began. Trump said the folders contained documents he had signed formalizing the new business arrangements, though journalists were not able to view and independently verify the materials.

Some 250 journalists crammed into the Trump Tower lobby for the news conference, which was not only Trump’s first since the election, but his first since July.

Journalists shouted for his attention. At times, he skipped past questions he appeared to not want to answer, including an inquiry about whether he would keep in place sanctions Obama slapped on Russia in retaliation for the election-related hacking.

Until Wednesday, Trump had spent most of his two months as president-elect doling out policy pronouncements, attacks on critics and boasts about his victory in 140-character increments on Twitter.

His preferred mode of communication has left some of his positions vague – an approach that often is by Trump’s design.

It’s time for compromise from Illinois lawmakers The members of the 100th legislature who were sworn in Wednesday in Springfield are the lawmakers who will be in office when Illinois marks its bicentennial in December 2018.

Illinois has survived some tough times in its 200 years, and it will survive this period of budget crisis. However, the state needs to start down the path to recovery now, and the members of this legislature – and this governor – are responsible for making it happen.

It has been 18 months since Illinois had a bona fide budget in place, and during that time, the state’s backlog of unpaid bills has grown to $11 billion. Its credit rating, which determines how much interest the state must pay to borrow, has slipped to the lowest of any state in the union.

Unfunded pension liabilities have continued to grow and are threatening to swamp not only state government but local ones as well.

Meanwhile, people are fleeing our state in droves.

The players involved will not change in this legislature.

Chicago political boss Michael Madigan was elected Speaker of the House by the majority Democrats on Wednesday, his 17th turn in the leadership position from which he rules the House, and much of what goes on in this state.

Chicago Democrat John Cullerton was re-elected Senate President.

Republican Bruce Rauner remains our governor.

If the players will not change, then attitudes must, for the sake of the future of our state and its citizens. There must be compromise.

There are signs that attitudes are changing.

In the Senate, Cullerton and Republican leader Sen. Christine Radogno have presented a negotiated plan that they say could break the budget stalemate. The good parts include local government consolidation, term limits for lawmakers, a two-year property tax freeze, and streamlining purchasing agreements; the bad parts include increasing the personal income-tax rate to 4.95 percent from the current 3.75 percent, and increasing the corporate rate from 5.25 to 7 percent.

We have said repeatedly that Illinois taxpayers already pay too much, and increasing the tax rate is no solution to our problem. The last increase, passed under Democratic Gov. Pat Quinn, simply enabled more cronyism, waste, and unrealistic employee retirement benefits. We want a government we can afford with the tax bills we’re already paying.

If a tax increase is necessary to force compromise, it should again be temporary, and only if it enables real reforms that will improve the business climate in Illinois and stop the outmigration of people and jobs to neighboring states.

A future General Assembly should be forced to vote on whether to extend any increase – and explain to voters during the next campaign what they will do. However, the presenting of a plan – any kind of plan – is more than we have seen from Springfield in months. It is cause for optimism that maybe the frustration and anger that Illinois citizens have been feeling is finally starting to make an impact on our representatives.

Our state has many problems it must confront in the coming years to get back on stable financial footing. Let this legislature be the one that finally finds the courage to take the first steps.

LETTERS TO THE EDITOR Concealed carry law isn’t the problem

To the Editor: In response to Mr. Ramirez on “throwing gas” on the fire that passing the concealed carry permit law in 2016, I don’t believe has that much bearing on the violence in our society today. If citizens want to carry guns, they will, but the honest citizen will apply for a concealed carry permit.

Granted, there were citizens that weren’t pleased with the law, but Illinois was the last state in the union to pass it.

To curb some of the violence today would be to stop the plea bargaining that goes on when criminals are charged with a combination gun/ drug arrest. There are some gun charges that are thrown out with a plea and they are charged with a drug conviction. Putting them away on the multiple charges with a justifiable sentence would keep the offender off the streets.

This again starts with our judicial system. Until they start standing up and not allowing the lawyers to bring this into play, there will continue to be the relentless gun violence in our society.

This would be one of many solutions, but a good start.

As far as obtaining a concealed carry permit, law abiding citizens must go through stringent requirements to obtain the concealed permit.

And let it be said about the “Ten Commandments” and the “Constitution of the United States” that church and state don’t mix.

4 teams have chance to win state trophies VIEWS Curt Herron

The Illinois High School Association announced the postseason draws for bracketed team sports earlier this week, and the big news for local wrestling fans is that two of the area’s top three teams in Class 3A won’t have to meet up in the sectional.

According to the most recent rankings on Illinois Matmen, No. 1 Lockport, No. 4 Providence Catholic and No. 7 Lincoln-Way West have the opportunity to reach the dual team state finals in Bloomington, and would all have a good chance of earning a trophy for a top-four finish.

The only problem is that the Porters and Celtics are stuck together in the same regional in Lockport, which should be regarded as the state’s best since it also features No. 18 Oswego and No. 24 Plainfield Central.

So thanks to the IHSA’s messed-up format of determining who the top dual teams are (advancing one team from a scored regional meet to the dual team sectional), either Lockport or Providence will be done as a team after the regional.

That’s a real shame since both Josh Oster’s Porters and Keith Healy’s Celtics are clearly two of the top dual teams in the sectional, as well as in the state. As I’ve often argued, if the IHSA can’t address this simple problem, then don’t even stage the flawed tournament.

Whichever team wins the regional, it will face the Granite City Regional

stopped in the sectional dual every year but one. They had the misfortune of running into state finalists such as Montini, Geneseo and Washington. And the one time that they did get to state, they had to square off with Montini in the quarterfinals.

If West gets past No. 15 Marian Catholic in the Lincoln-Way East Regional, it would run into the Rock Island Regional winner, which could

be No. 23 Moline or Plainfield South.

The site of that dual meet will be determined depending on who wins the Quad City regional.

St. Rita’s Austin O’Connor, who lives in Lockport, is top-ranked at 145 by InterMat. He’s 33-0 after winning his fourth straight title at the Cheesehead Invite, the same feat he pulled off at the Dvorak Memorial Invite before Christmas. This weekend he’ll try to capture his fourth

Illini Classic title at Lincoln-Way East, and then he goes after his fourth Catholic League championship.

O’Connor, who is 168-4 in his career, has won more than 113 straight matches since last losing early in the 2014-15 season. He hopes to conclude his high school career as the fifth Illinois wrestler to win four large-school championships. Only one area wrestler has ever won four titles – Providence’s Mark Ruettiger, who was the state’s first four-time champ from 1978-81.

Plainfield East’s Michael McGee, who is 26-0 this season, is ranked fourth nationally at 120. He won a state title in 2015 and was a runner-up last season. In the national team rankings, five Illinois schools are in the top 40, with Lockport leading the way at No. 24.

Are Chargers on move to LA? THE WAY WE HEAR IT

The Jan. 15 deadline for the San Diego Chargers to tell the NFL whether they will be joining the Rams in Los Angeles is this Sunday.

While there is still the possibility the Chargers will ask for an extension of the deadline, our sources are telling us Chargers owner Dean Spanos is leaning toward a decision sooner rather than later, perhaps you’ve even heard it by the time you read this and we’re told it may not be what most are expecting.

A decision by Spanos to make the move to Los Angeles would be personally painful for him and his family, but certainly not difficult.

Financially, the opportunity in Los Angeles is a can’t-miss, expensive in the short-term but practically guaranteed to be extremely lucrative in the long run.

But unlike Rams owner Stan Kroenke, who couldn’t wait to leave St. Louis Rams fans whistling in the wind, Spanos doesn’t want to be the guy who deserted his home, neighbors and friends to chase the NFL’s strange vision and certain riches.

NFL fans refused to support the Rams the first time around and let the Raiders come and go as well. Clearly there were stadium issues, and nothing in L.A. vaguely resembling the football and entertainment palace Kroenke is building and being forced to offer tenancy in to either the Chargers or Raiders.

But the fact that TV ratings actually improved markedly in L.A. after the Raiders and Rams were gone has to give one pause to wonder why Los Angeles residents will support these two clubs, particularly if they both continue to be among the worst in the league as they are now.

Roger Goodell’s fixation on putting a team back in L.A. has been a mystery to many insiders and experts we talked to from the

jump. While that is and should be a concern to Spanos, we hear the bigger issue is financial and exactly what Spanos is going to get for his trouble and his bucks.

The NFL has agreed to finance the Chargers relocation fee and stretch the payments out over 30 years, but it will still cost Spanos $650 million to move to Los Angeles and become Kroenke’s tenant. Spanos will also have to build new offices and practice facilities for the team in the area.

It’s safe to say Spanos will spend at least $700 million to move to L.A. and rent space in Kroenke’s building.

It is believed Spanos would share in all his parking and concession dollars and that he can sell PSLs to season-ticket holders, but it’s unclear what piece, if any, Spanos would get of other events held at the complex beyond NFL games.

The Way We Hear It, Spanos was working up to the 11th hour to determine exactly how much money he could get from the city of San Diego and the NFL to build his own complex and stay put with the thinking being why spend $700 million for the right to rent if I can spend that or a bit more to own.

Our sources are telling us Spanos is also concerned that contrary to popular opinion, a significant number of loyal Charger fans will not be willing to shell out big bucks for PSLs and/or season tickets to make the roughly two hours each way drive to L.A. 8-10 times a year.

A lifetime competition with the Rams for the hearts of notoriously fickle L.A. NFL fans may not be the best way to spend $700 million.

According to our sources, Spanos was at least 60-40 or stronger on finding a way to stay in San Diego right up to his drop-dead date to make the call.

Coughlin a strange call In Jacksonville

Folks we’re talking to around the league are scratching their heads a bit over the decision

by Jaguars owner Shad Khan to remove the

interim tag from head coach Doug Marrone and retain general manager David Caldwell but then cut off his claws by bringing in Tom Coughlin to be Caldwell’s and Marrone’s boss.

Marrone is an experienced offensive mind who didn’t exactly fail in his first head coaching stint, going 15-17 in two years in Buffalo, 9-7 in his second season before resigning when the club was sold to the Pegulas.

And it is fairly common in the NFL when a team fails with a head coach from one side of the ball – Gus Bradley was a highly respected defensive coordinator in Seattle before taking the Jacksonville job – to make its next hire from the other side of the line of scrimmage.

Where it gets puzzling is why bring in Coughlin if you’re going to keep Caldwell?

One top NFL exec said, “Giving the job to Marrone seems to clearly be a double down on Blake Bortles.

Caldwell’s the guy who picked him and there is a lot more young talent on that roster, so where does Coughlin fit?”

It’s a really good question. While Coughlin is a highly accomplished and respected head coach, he comes from the offensive side of the

ball like Marrone, succeeded with the help of excellent defensive coordinators and worked under strong executives in Ernie Accorsi and Jerry Reese.

Coughlin has minimal if any front-office experience, is not known as a talent evaluator and it is hard to see how he fits as part of the Jaguars’ three-headed management team.

There is also the issue of Coughlin making it as clear as possible to anyone who’d listen from the moment he “resigned” in New York that he wanted to coach again.

Should the Jaguars start slow under Marrone, Coughlin will clearly be looming.

We’re not sure what Khan was thinking in putting these three together, but more than a few insiders tell us they believe he has put both his coach and GM more in positions to fail than he has to help them succeed.

On Sunday night in Week 4, the Steelers blew the doors off the Chiefs at Heinz Field, jumping out to a 36-0 lead en route to a 43-14 thrashing. Back-toback turnovers by the Chiefs, leading to back-to-back Steelers touchdowns, opened Le’Veon the rout. Three Bell months later, the Steelers head to K.C. coming off a convincing 30-12 win over the Dolphins, but the focus postgame turned to Ben Roethlisberger’s walking boot and assistant coach Joey Porter’s arrest. On the field, though, Pittsburgh’s offense rolled. The Chiefs went 10-2 after that loss to Pittsburgh, winning the AFC West and a bye. This

Le’Veon Bell ran through and around a Dolphins defense to the tune of 167 rushing yards in the wild-card round. The dual-threat back had 144 rushing yards against the Chiefs in Week 4, his first game back from a three-game suspension. He has averaged a staggering 143.1 rushing yards in his past seven games. The Chiefs’ defense – one that is without ILB Derrick Johnson – gave up 4.43 yards per touch on the ground this season, ninth-worst in the NFL. Starting with a push from nose tackle Dontari Poe, Kansas City’s front seven will need to find a way to contain Bell. Inside ‘backer Ramik Wilson has to be a sure tackler on the patient and explosive Bell. The Chiefs held opponents under 100 rushing yards only four times this season.

NFC PREVIEW PACKERS VS. COWBOYS OVERVIEW

Dak Prescott, Ezekiel Elliott and the Cowboys steamrolled the Packers, 30-16, at Lambeau Field in Week 6 behind 191 rushing yards – Green Bay permitted 171 in its first four games combined – and four takeaways, or three more than Green Bay’s past seven opponents totaled. Dallas continued overwhelming Aaron foes en route to the NFC’s Rodgers top seed, whereas the Packers lost four of their next five but haven’t stumbled since. Divine intervention helped Aaron Rodgers overcome a sluggish start in the wild-card round for a fabulous flourish and 38-13 conquest of Big Blue and the NFL’s hottest defense. Green Bay’s advancing came at a significant cost, however: Jordy Nelson (NFL-leading 14 receiving TDs) suffered a rib injury that’ll likely keep him out.

MATCHUP TO WATCH

It’s one thing to stop Paul Perkins and Rashad Jennings with six defenders; Dom Capers knows he’ll need box reinforcements to contain Elliott, Dallas’ do-it-all dynamo and the NFL’s rushing leader, who logged 30 touches and 174 scrimmage yards at Lambeau.

Mike Daniels will tussle with a pair of All-Pros in C Travis Frederick and RG Zack Martin, attempting to keep ILBs Jake Ryan, coming off perhaps his best game as a pro, and Blake Martinez free. Julius Peppers, who turns 37 Wednesday, was exceptional vs. the Giants while playing a season-high 74 percent of the snaps (compared to just 48 in Week 6), but it’ll be top run defenders Clay Matthews and Nick Perry most responsible for setting the edges against Elliott and Prescott, another dangerous perimeter threat.

Remember, Dallas’ best defense against the planet’s hottest passer is Elliott and the NFL’s leading ball control attack.

SEAHAWKS VS. FALCONS

Coming off a Week 5 road upset in Denver – their fourth consecutive win – the Falcons flew high into Seattle, where a 26-24 defeat ended in controversy with Richard Sherman avoiding a pass interference penalty despite egregiously holding Julio Jones’ right arm on Atlanta’s final offensive play. Fast-forward three months: Seattle, after running roughshod over the Lions, travels cross-country to face a rested Falcons squad in the rematch from earlier this season and the 2012 divisional round, when Matt Ryan and Co. squandered a 20-point fourth-quarter lead but positioned Matt Bryant in the final minute for a 49-yard field goal as time expired for a 30-28 triumph. Perhaps the weekend’s best matchup, Sherman vs. Jones, takes on a different feel than the first meeting, when Jones had a game-high seven catches, 139 yards and a touchdown, and that was with Earl Thomas patrolling the deep middle.

Unlike the Lions, who failed to expose Thomas’ replacement Steven Terrell, Ryan (NFL-high 9.3 yards per attempt) and offensive coordinator Kyle Shanahan’s bread and butter is attacking vertically.

Shanahan, through motion and bunch sets, effectively schemed to free Jones from a frustrated Sherman’s star coverage. Expect Sherman to again travel with Jones, increasing the onus on DeShawn Snead and nickel Jeremy Lane against Taylor Gabriel and Mohamed Sanu, among others. Kevin Kozan (Providence), a 6-0 senior guard at Henderson State (10-2) in Arkansas, has started all 12 games and is averaging 26.0 minutes, 11.1 points, 2.2 rebounds, 1.2 steals and 1.0 assists, He is shooting .443 from the floor, .426 (26 of 61) from 3-point range and .813 (13 of 16) from the free-throw line.

Kevin Krieger (Plainfield North), a 6-6 freshman guard, is in the regular rotation at Minnesota State (10-5). He has started six of the first 15 games and averages 21.1 minutes, 6.5 points, 3.8 rebounds, 1.3 assists and 0.5 steals.

He is shooting .516 from the floor, .480

JIM HALEY COURT

Jim Haley grew up in the St. Pat’s neighborhood in Joliet. He attended St. Patrick Grade School, Joliet Catholic High School, Joliet Junior College and Northern Illinois University.

He once coached the eighth-grade basketball team at Troy and was an assistant under Ernie Kivisto at East Aurora for a while.

In 1973, however, Haley moved to Florida and became the head coach at Vanguard High School in Ocala.

Last month, the school honored him when it dedicated “Jim Haley Court.”

That’s not the type of recognition a coach tends to receive without good reason. So let’s review what Haley brought to Vanguard.

For starters, his teams won 665 games in 36 years (he retired in 2009).

That works out to an average of 18.5 per season and includes state championships in 1978, 1979 and 1982.

He also founded the annual Kingdom of the Sun Tournament in December that draws teams from all over the United States. His teams won the Kingdom tourney in each of the state championship seasons. He served as the director of the tournament for 37 years, from 1974 through 2011.

Despite all that, Haley’s biggest accomplishment may be something that does not show in the numbers.

He is credited with bringing an up-tempo approach – emphasizing a full-court press and the fast-break – not only to Vanguard, but to Florida high school basketball in general.

Now, Florida basketball is considered on a par with that of virtually any state in the nation.

So, yes, there are very good reasons Vanguard now plays on “Jim Haley Court.”

ROARK ON TEAM USA

According to a story by MLB.com writer Jon Paul Morosi, Washington Nationals right-handed pitcher Tanner Roark (Wilmington) has committed to play for Team USA in the upcoming World Baseball Classic.

Roark will help fill the void left when Max Scherzer, his Nationals teammate, pulled out Monday because of a stress fracture in his right ring finger. Roark, though, was invited by Team USA before Scherzer’s injury was announced. He went 16-10 with a 2.83 ERA last season and led the major leagues with nine scoreless starts of at least seven innings.

He finished 10th in the National League Cy Young Award voting.

This will be Roark’s first appearance in a World Baseball Classic.

Bolingbrook boys basketball coach Rob Brost not only is guiding the No. 1-ranked program in the Herald-News area rankings, but two of his former players are enjoying success at the NCAA Division I level.

Ben Moore, a 6-foot-8 senior, is a starting forward for SMU (14-3, 4-0), which has a huge American Athletic Conference game Thursday night at Cincinnati (13-2, 3-0). He is averaging 31.1 minutes, 11.6 points (third on the team), 7.6 rebounds (second), 1.0 blocked shot and is shooting 57.3 percent from the field and .667 from the free-throw line.

Moore has 1,013 career points, becoming the 39th player in school history to eclipse 1,000. He scored the 1,000th point on a dunk against Temple on Jan. 4.

In addition to entering Thursday’s game as the 37th-leading scorer in school history, he has 637 career rebounds (16th at SMU), 104 blocked shots (eighth), 191 assists and 81 steals. He is the fifth Mustang to have at least 1,000 points, 600 rebounds and 100 blocks. Moore leads that group in assists and is second in steals.

Another product of Brost’s program at Bolingbrook, 6-1 sophomore guard Prentiss Nixon, has started all 17 games for Colorado State (11-6).

He is averaging 28.2 minutes, 12.5 points, 2.4 rebounds, 1.8 assists and 1.0 steals while shooting .385 from the field, .333 (23 of 69) from 3-point range and .831 (59 of 71) from the free- throw line.

Nixon is a former Herald-News Player of the Year, and so are two others who are playing on the Division I level but not getting an abundance of playing time.

Morris Dunnigan (Joliet West), a 6-3 junior guard in his first season at Houston (12-4) after a strong twoyear run at Blinn College in Texas, is averaging 7.8 minutes, 2.4 points and 0.8 rebounds. He is shooting .333 from the floor, is 2 of 13 from 3-point range and 5 of 7 from the free-throw line.

Then there’s Illinois’ 6-5 sophomore guard Aaron Jordan (Plainfield East). The Illini were 11-5 entering Wednesday night’s game against Michigan. Jordan had played in 13 of those 16 games, starting one, and was averaging 7.8 minutes, 1.6 points, 0.8 rebounds and 0.5 steals. He has made 7 of 20 shots, a solid 6 of 14 from 3-point range, and was 1 of 2 on free

CHAMPAIGN – Maverick Morgan scored 16 points, leading Illinois to a dominating 85-69 win over Michigan on Wednesday night.

Illinois (12-5, 2-2 Big Ten) changed up its lineup after its 96-80 loss to Indiana on Saturday and the improvements showed as six different players finished in double figures.

The Wolverines had a 4:30 fieldgoal scoring drought and the Illini put together a 17-2 to close the first half for a 49-36 halftime.

Both teams shot better than 60 percent in the first half but the Illini were even better in the second, making 17 of 21 shots, and finished 9 of 14 from 3-point range. Michigan cooled off to 45 percent in the second half but finished 7 of 14 behind the arc.

Kipper Nichols had his strongest performance of the season, coming off the bench for 13 points and eight rebounds, helping the Illini to a 30-17 rebounding advantage. Illinois outscored Michigan 28-9 off the bench.

DJ Wilson led Michigan (11-6, 1-3) with 19 points and Muhammad-Ali Abdur-Rahkman added 14 points.

Big picture: Michigan: John Beilein’s team couldn’t sneak away with a win that it needed to impress the NCAA Tournament selection committee.

Michigan will need to rebound quickly with red-hot Nebraska coming into town Saturday.

Illinois: The Illini won a game they needed to win for their NCAA Tournament hopes to stay alive. A home loss against a fellow bubble team wouldn’t look good come Selection Sunday.

ORCHARD PARK, N.Y. – The Buffalo Bills are putting their faith in Sean McDermott to fix their under-performing defense and restore relevance to a franchise that hasn’t reached the playoffs since the Music City Miracle loss in January 2000.

The Bills announced on Wednesday they Sean agreed to hire the Car- McDermott olina Panthers defensive coordinator to be their next head coach. The deal was reached shortly after McDermott conducted his second interview with the team in eight days. The 42-year-old has no previous head-coaching experience and spent the past six seasons overseeing the Panthers defense.

McDermott replaces Rex Ryan, who was fired two weeks ago for failing to deliver on his bold promises to build the Bills into a bully.

McDermott becomes the team’s ninth head coach since the 1999 season, when Buffalo last made the playoffs under Wade Phillips. The Bills’ season

ended with a 22-16 loss in an AFC wild card playoff game at Tennessee, where Frank Wycheck’s lateral to Kevin Dyson set up a 75-yard kickoff return for a touchdown in the final seconds.

The Bills have managed just two winning records since – 9-7 in both 2004 and 2014 – and extended the NFL’s longest active playoff drought to 17 years following a 7-9 finish this season.

McDermott has 18 seasons of NFL experience, spending his first 12 years with the Philadelphia Eagles. He started as a scouting coordinator for two years, then mentored under late defensive coordinator Jim Johnson. He eventually succeeded Johnson in 2009.

In college, McDermott played safety at William and Mary, where he spent two years playing with current Steelers coach Mike Tomlin.

He takes over a team in Buffalo that featured the NFL’s top running attack but an underperforming defense in two seasons under Ryan.

The defense finished 19th in yards allowed two years straight, and was particularly porous against the run.

Buffalo allowed 200-plus yards rushing to opposing running backs three times this season, including twice against Miami’s Jay Ajayi.

ENGLEWOOD, Colo. – A runner-up two years ago, Vance Joseph is John Elway’s pick this time around.

“It’s official. Excited to announce Vance Joseph as head coach of the Denver Broncos!” Elway tweeted Wednesday afternoon.

The 44-year-old ex-Colorado quarterback Vance built a reputation as one Joseph of the league’s best secondary coaches as he worked his way through the ranks in San Francisco, Houston and Cincinnati before serving as Dolphins defensive coordinator last season and helping Miami end an eightyear playoff drought.

“Becoming head coach of the Denver Broncos is a dream job for many reasons,” Joseph said in a statement. “The Broncos have an unbelievable winning tradition and great fan support. But what makes this even more special is it’s a place that’s ready to win.

“This is not a rebuilding situation – it’s a reboot. There is a culture of winning here, and the standards around

here won’t change. Those are to win championships.”

Joseph, who will be formally introduced as the team’s 16th head coach on Thursday, impressed Elway in 2015 when Gary Kubiak got the job and the Broncos even tried to hire him as their defensive coordinator, a move the Bengals blocked. So, he stayed in Cincinnati for another year as secondary coach before joining Adam Gase’s staff in Miami.

Kubiak, 55, stepped down over health concerns last week, capping a tumultuous season by the Broncos (9-7), who missed the playoffs a year after winning the Super Bowl.

Elway also interviewed Chiefs special teams coach Dave Toub and Falcons offensive coordinator Kyle Shanahan over the weekend. Joseph flew to Denver on Tuesday following Miami’s wild-card loss at Pittsburgh.

Joseph also had interviews lined up with the Chargers on Wednesday, the 49ers on Thursday and the Rams on Friday. But he canceled his California trip after his meeting with Elway, which was followed by dinner at Elway’s signature steakhouse.

He returned to Broncos headquarters Wednesday morning to negotiate a four-year contract.

Furyk appointed next U.S. Ryder Cup captain

Jim Furyk was appointed Wednesday as the U.S. captain for the 2018 Ryder Cup in France, where his team will try to win on European soil for the first time in 25 years.

Furyk was a unanimous choice by the Ryder Cup committee last month.

The former U.S. Open champion, and the only player in history to twice post rounds in the 50s, brings more playing experience than any other U.S. captain. Furyk played on nine consecutive teams starting in 1997, and he was an assistant captain to Davis Love III last year at Hazeltine.

Love will be one of his assistants in France.

“He’s going to be a very tough act to follow,” Furyk said from PGA of America headquarters in Palm Beach Gardens, Florida. “He put a system in place. He put the players behind it. It won’t make my task easier, but it makes it easier knowing there is a system in place. To have him by my side – his advice, his experience, two captaincies and one vice captaincy – is going to be priceless for me.”

The Americans reshaped their thinking after the 2014 loss at Gleneagles, where Phil Mickelson publicly questioned Tom Watson’s leadership and the lack of player involvement. That spawned a Ryder Cup Task Force that allowed for more input from the players, and now a Ryder Cup Jim Furyk committee composed of three players (Mickelson, Love and Tiger Woods) and the top three PGA of America officials.

Part of that model was to allow for more consistency at each Ryder Cup, such as captains previously serving as assistants.

The committee met Dec. 6 and decided on Furyk, waiting until the start of the new year to announce him. PGA of America President Paul Levy said it took Furyk “one second” to accept the job.

Jordan Spieth and Brandt Snedeker were among players who thought it was the right choice and a logical one. Spieth referred to Furyk as a role model, and smiled when he added that Furyk would “embrace the idea of

having an away game.”

The Americans haven’t won on the road since 1993 at The Belfry, when Love was a Ryder Cup rookie, Woods was in high school and Spieth was 2 months old.

“He’s got a lot of scar tissue in the Ryder Cup,” Spieth said, referring to five Ryder Cup losses that Furyk endured in front of European fans. “I think it will be more fulfilling being there, having a chance to win over there. He can take the experience of all those Ryder Cups and throw that down the drain with a win.”

Furyk agreed.

While he said it would be a challenge to win at Le Golf National outside Paris, where the French Open has been since 2002, he said it’s a chance to end a losing streak that has been around as long as he’s been on tour.

“Our team hasn’t won in 25 years – I’ve heard that a lot today,” Furyk said. But I view it as an opportunity.

It’s exciting, and it’s a new day and age for the U.S. Ryder Cup team. We have some momentum right now.”

Furyk is 46 and still going strong on the PGA Tour. He is No. 37 in the world ranking and had a chance to

make his 10th straight team last year except that he missed the first four months of the year recovering from wrist surgery. He set a PGA Tour record in August with a 58 in the final round of the Travelers Championship.

Furyk had shot 59 at the BMW Championship three years earlier.

The Ryder Cup has not had a playing captain since Arnold Palmer in 1963 at East Lake, and Furyk wasn’t ready to consider the prospects of playing in France, even if he were to qualify for the team.

“I don’t want to say ‘no.’ My main focus and what I’m interested in now is a captain,” he said. “Worrying about point and where my game is putting the cart before the horse, in my opinion. My main goal is being the best captain I can, getting the best 12 players and providing an atmosphere to let them succeed.”

Thomas Bjorn was appointed European captain last month.

Furyk said he and Bjorn walked one match together at Hazeltine and talked about the future, including the prospect of both being captain. The two never faced each other in the Ryder Cup as players.

HUNTERSVILLE, N.C. – Carl Edwards listed reason after reason for stepping away from full-time NASCAR competition this season, less than two months removed from nearly winning his first Cup title.

He’s content with his career accomplishments.

He wants to spend more Carl Edwards time on his outside interests. He’s healthy and doesn’t want that to change.

Edwards, one of NASCAR’s top stars and driver for a top organization, really seemed at peace with a personal decision he made right before Christmas. But for a brief moment, he had to turn his back to the audience and compose himself.

“Yeah, I just want to be a good person, you know?” he said, his bottom lip quivering.

Edwards quickly recovered and returned to script. He has so many outside interests – aviation, agriculture, a possible career in politics – that he literally

has no idea what will come next.

“There’s no life raft I am jumping onto, I’m just jumping,” he said. “This is a pure, simple, personal decision.”

Edwards had one year remaining on his contract with Joe Gibbs Racing, and he came 10 laps away from winning his first Cup title two months ago. He informed Joe Gibbs in late December he did not want to race this season, and used about 40 minutes Wednesday at team headquarters to explain his reasoning.

“This was such a surprise,” Gibbs said. “When he sat down in front of me and shared what he was thinking, I was totally surprised. I said, ‘This is a huge decision, let’s take some time with this.’ ” Four days later, Edwards and Gibbs spoke on the phone, and the team owner knew the decision was made.

“I could tell he was totally committed,” Gibbs said.

About 10 minutes after Edwards finished, Gibbs began a second news conference in which Mexican Daniel Suarez was introduced as the replacement for Edwards’ No. 19 Toyota. Suarez is the reigning Xfinity Series champion and the first foreign-born winner of a national series crown.

‘Present at the moment Christ is baptized’

NEW LENOX – Despite sunshine, the wind chill kept the temperatures Jan. 6 hovering around zero.

But that didn’t stop Matthew Stengel, 23, of Homer Glen, from wading into the icy waters of Hickory Creek in New Lenox three times – even though he forgot a towel and his knee-high boots.

Stengel, a catechumen at St. Luke Orthodox Church, South Chapel in New Lenox since June, was retrieving a cross as part of a water blessing for the feast of Epiphany.

“This is my first time doing it,” Stengel said. “It’s a big honor.”

Even the cross itself had special meaning. Stengel’s pastor, the Rev. Andrew Harrison, said the late Mother Alexandria, founder of Transfiguration Monastery in Pennsylvania, had given him the cross many years ago.

Harrison said he’s performed the water blessing in Israel with the cross three times. The first was in 1998, the last was in 2008.

“We would go to the Jordan River, have the prayers and throw the cross in the river,” Harrison said.

Stengel said he was happy to retrieve – even though he didn’t volunteer for the role or ask for it. As one of the youngest – if not the youngest – chapel member present, Stengel felt the honor belonged to him.

“They shouldn’t be getting into the water this time of year,” Stengel said of the senior members. “It’s really cold.”

A timeless mystery

The word “epiphany” – or “theophany” as the day is also called – means “manifestation.” In this case, it’s the manifestation of Jesus as God to the world. In the early days of the Christian church, the feast day celebrated four events: Jesus’ birth, the visitation of the Magi, Jesus’ baptism and Jesus’ first miracle – changing water into wine.

Epiphany is traditionally celebrated Jan. 6, with variances. Roman Catholics in the United States observe Epiphany on the first Sunday after Jan. 1. Eastern Orthodox churches, following the Gregorian calendar, celebrate Epiphany Jan 6. Those on the Julian calendar will observe Epiphany on Jan. 19.

For Eastern Orthodox Christians, the celebration includes blessing water, often an outside body of water, Harrison said.

“In Russia, they cut holes in the ice and people actually dive in,” Harrison said. “I don’t do that. Someone just retrieves it. I have a string tied to it anyway so I don’t lose it.”

The reason for the water blessing is

consistent with Orthodox spirituality.

“Christ’s baptism was outside in a river,” Harrison said. “Anything liturgically done is kind of like those events in Christ’s life – they’re eternal events.

So when we go down to the river, we

don’t refer to something happening in the past; it’s something happening now. It gets mystical. We’re entering a timeless history and we’re present at the moment Christ is baptized. You just don’t get that [sense] inside of a church building.”

Harrison recalled his first outdoor water blessing – in 1962 when he was a seminarian at St. Vladimir’s Orthodox Theological Seminary in New York.

“A brook runs right through the seminary,” Harrison said. “I had on a cassock, and the boots were red, and I went down into the creek to retrieve the cross that Father [Alexander] Schmemann threw in.”

Other notable Epiphany water blessing sites through the years for Harrison include Beaver Creek in Pennsylvania, the Platte River in Colorado and the Pacific Ocean while staying in California.

“We actually got together with a priest from a Greek church and sailed down the harbor,” Harrison said. “We threw the cross in the bay and a diver went after it ... it was kind of interesting doing Greek chants with the boats around us.”

JOLIET – St. Patrick’s Church at 710 W. Marion St. in Joliet is sponsoring a bilingual faith formation video series entitled, “Apostolic Fathers – Handing Down the Faith.”

This will be from 6 to 8 p.m. on four Thursdays, beginning Jan. 26. A free meal will be served at 6 p.m. followed by the video presentation (Spanish subtitles) and discussion in English and Spanish.

In this “Footprints of God” film, Steve Ray takes viewers on an journey to the Roman Empire and the world of the first Christians.

Viewers will feel as though they are at the feet of the apostles, celebrating the Eucharist in hiding, tremble at the

suffering Apostles endured for Jesus Christ and retrace their steps through Israel, Turkey, France and Italy.

The film is a fast-paced, biography, travel documentary, Bible study, apologetics course and Church history study rolled into one adventure.

Church fathers featured in this film are Ignatius of Antioch, Clement of Rome, Polycarp of Smyrna, Irenaeus of Lyons and Justin Martyr.

The lectures will be led by the Rev. Peter Jankowski, who has taught as a theology professor at the University of St. Francis since 2007, and Deacon Chuy Dominguez, who has served the Hispanic Community of St. Patrick’s since 2011.

Lemke He has earned medals in physics and world history, as well as certificates of achievement in English II, English III, U.S. History and band in his classes at JCA. Lemke plans on attending the University of Nebraska-Lincoln, where he’ll study electrical engineering. He aspires to specialize in power systems and go on to work as a power systems engineer.

Claire Allgood, daughter of Scott and Donna Allgood, currently holds a 4.50 GPA. Allgood is a member of Na-

tional Honor Society, National Latin Honor Society and Mu Alpha Theta.

She also is a member of the girls varsity tennis program, 41-88 (JCA’s art and literary magazine), science club and student ambassadors.

Alexander Khater, son of Russ and Susan Khater, currently holds a 4.35 GPA. Khater is a member of Mu Alpha Theta, French National Honor Society

and the French and Science Clubs at JCA. He was a bronze medalist in the National French Contest in 2015, and has earned certificates of outstanding accomplishment in international relations and theology classes while at JCA. Outside of school, Khater is a member of the Joliet Jets Swim Team, volunteers as a swim instructor at the YMCA and received the Joliet Alliance for Youth 2016 Student of Excellence Award.

He currently is undecided on which college he will attend, but plans on majoring in computer science.

Chris Sherman, son of Tom and Lori Sherman, currently holds a 4.66 GPA. Sherman is the president of National Honor Society at JCA, and is also a member of the National Spanish Honor Society, National Art Honor Society and Mu Alpha Theta.

He also is a member of the boys varsity tennis program, science club, Spanish club, math team and student ambassadors at JCA. Sherman was recently named an Illinois State Scholar and in his spare time he does private tutoring and provides tutoring and homework assistance at St. Mary Nativity in Joliet.

Running can be good for your knees Dear Doctors: I recently added running to my weight-loss program. Not only do I feel better, but the pounds are coming off faster.

However, I keep reading running is bad for my knees – am I making a mistake?

Dear Reader: We’re happy to reassure you running, when done properly, is not bad for your knees. In fact, a number of recent studies suggest the opposite is true.

In addition to a lowered risk of stroke and heart attack, runners in the studies had lower rates of osteoarthritis than the non-runners did. And thanks to the runners’ general level of fitness, their chosen form of exercise was seen as beneficial to maintain joint health.

The idea that running is bad for your knees is one of those myths that just won’t go away. It sounds like common sense – you hit the ground with a certain amount of force as you run, so over the course of a few miles (or quite a few, if you’re a distance runner) your knees must take a beating. But numerous studies conducted over the past decade repeatedly have shown that’s not so.

Researchers found no correlation between running and osteoarthritis, also known as OA. Sure, a percentage of the participants in the long-term studies did develop OA. However, when scientists looked closely, it turned out running was not a risk factor. Instead, obesity, family history, advanced age and previous muscle or joint injury proved to be the real predictors of future osteoarthritis.

In fact, it turns out people who exercise – and this includes short- and long-distance runners – get extra protection against OA. As we mentioned earlier, runners’ muscles are more toned and therefore reduce the pressure the joints are asked to bear. Add in the fact runners tend to have a lower BMI – that’s body mass index, a measure of fitness calculated by height and weight – and

Before you race out the door, though, there are caveats. If you have injured yourself in the past, whether a muscle, cartilage or ligament, you indeed might be at risk of further damage. But if you’re a healthy individual without a history of injury, running is a good way to boost your weight loss – and, as you also noticed, your mood.

A few things to consider as you add regular running to your routine: • If you’re older than 40 or more than 20 pounds overweight, it’s probably wise to talk to your primary care physician about your plan to run regularly.

• Proper training takes time, probably longer than you imagine. Don’t think in terms of miles at the beginning. Instead, pick a time interval – 10 or 20 minutes to start – and mix running with walking as you ease into your new routine.

• Get good shoes and insoles. It makes all the difference to the alignment of your leg, which helps protect your knees. And be sure to replace your running shoes before they wear out.

• Never run when injured. Ever. Sharp pains, sudden pains or pains that are on one side of the body but not the other can be warning signals.

• Yes, you really do need that day (or two) of rest each week to stay injury-free.

My mom wants me to exercise more. Currently, I just walk a lot (in my house and around the block). I know exercise is a good idea, but I’m really self-conscious about it. I never feel like I’m doing it right (because I know you easily can pull a muscle), and I feel like everyone else in the gym is judging me.

Now that I’m 17, Mom expects me to be more mature about this. I don’t even feel comfortable swimming in public places anymore. I feel stressed about it, but Mom just thinks I’m being picky.

Being in a gym makes me feel unhappy and judged. I wish there was a better way to exercise, but I don’t know what. How can I get my mom to understand how hard this is for me?

– Wondering In Wichita Dear Wondering: Going to a gym can be fun if you do it with a buddy. Most of the people there are more concerned with what they are doing than what anyone else is. That said, going to the gym isn’t for everyone. There are many forms of exercise.

Tell your mother you would prefer to exercise on your own rather than go to a gym. Then put on your walking shoes, leave the house and walk for 20 to 30 minutes a day. It’s good for you.

Listen to music when you’re doing it and it will make the time go quickly. And on days when you don’t want to go outside, put on some music and dance. It’s good for the circulation, and it’s also good for the soul.

Dear Abby: My husband and I have been married for 44 years. We eloped in high school and still feel like newlyweds. We built a successful business, ran it for 40 years and recently had an opportunity to sell it.

The problem is my mother. We bought a second home in California, but kept our first home.

East opened with a natural, weak four diamonds, South overcalled four hearts, and everyone passed.

West led the diamond jack, of course.

Declarer probably should have played low from the board, but he covered with the queen. East won with his king and continued with the diamond ace. What happened after that?

East’s opening bid made reaching three no-trump fairly difficult! But with that crazy a hand, he had good reason to think that three no-trump would not be his side’s last making contract.

South ruffed the second diamond with his heart 10, and West smoothly discarded a club.

Declarer was very suspicious. He led the heart seven from his hand and ran it when West played low.

After East pitched a diamond, South took his top clubs and ruffed his last club with the heart king. (West threw a spade.) Now declarer ruffed the diamond 10 with his heart eight.

West overruffed, but was endplayed.

When he tried the spade king, South won with his ace, cashed the spade queen and exited with the heart four.

West had to lead from his queenthree into declarer’s ace-nine.

That was brilliant play by the best young Italian player, 17-yearold Giovanni Donati. But even he could not have made his contract if West had overruffed at trick two and returned a club or low heart.

REQUEST FOR RELEASE OF FUNDS On or about January 31, 2017, Will County, as the Responsible Entity (RE) with respect to environmental responsibilities under 24 CFR Part 58, will submit to the Department of Housing and Urban Development (HUD) a release of Program Year 2015 and 2016 Home Investment Partnership funds (HOME) under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, in the amount of $150,000 for the development of a 53-unit affordable senior living housing project located at 1101 S. Cedar Road, New Lenox, IL known as New Lenox Horizon.
