Trustees approve tax levy ordinance with police pension fund increase

Shaw Media correspondent The village of Shorewood board of trustees approved an ordinance for its next tax levy at the regular board meeting Tuesday night.

“Amounts in the 2016 proposed levy remain constant over the 2015 tax extension, with the exception of the amount levied for the police pension fund, which is an increase over last year’s extension,” village Finance Director Anne Burkholder said.

In board packet documents, the corporate, police protection, tort/liability insurance and Illinois Municipal Retirement Fund remained constant over the 2015 tax extension, with a police pension increase from $600,473 in 2015 to $675,000 in 2016. The total amounts levied, minus debt, was $1,229,379 in 2015 and $1,303,906 in 2016.

a seven percent increase to their customers back in October.

“So, this would merely be a pass through of that increase that Joliet passed on to us.”

Chapman said for the average home water use, it would mean an increase of $.30 per 1,000 gallons.

Burkholder said the average house uses 6,000 gallons of water per month, so it would be an about a $1.80 increase per month.

The ordinance amending the Village of Shorewood Code of Ordinances Title 7 Chapter 3 Water and Sewer Use and Service was approved unanimously.

Dan Anderson, public works committee member and trustee, wanted to remind residents that after two inches of snowfall there is no parking on the streets of the village, in order to allow the fleet of plows to clear the streets.

Citizens advisory committee member and trustee Ed Murphy said the village of Shorewood offices would be closed for the holidays on Dec. 23, 26 and Jan. 2.

Man charged with felonies in fatal Frankfort crash

bstanley@shawmedia.com JOLIET – Felony charges have been filed against an Orland Park man who allegedly struck and killed a Frankfort man with his vehicle last summer.

Nathan R. Maslan, 39, was booked into the Will County Jail on Monday and released the next morning after posting a $50,000 bond. Maslan, of the 15600 block of Sunrise Lane, was charged last week with three counts of reckless homicide, two counts of aggravated driving under

Burkholder said there is a state statue that says municipalities should be 90 percent funded in their fire and police pension funds by the year 2040, and “we are well on the path to achieve that goal.”

Further discussion of actual increase amounts took place, as Mayor Rick Chapman wanted to know what the increase meant to the average homeowner in the village.

“Those amounts are not concrete until the EAV [equalized assessed value] is finalized because you divide the EAV by the levy and that’s how much each tax payer is responsible for. Based on our crude estimates, we don’t believe it will be more than $5 or $6 [per year] on the Shorewood portion,” Burkholder said.

Homeowners will also see another slight increase on their water/sewer bill.

Joliet Mayor Bob O’Dekirk calls for ‘a wholesale change’

bokon@shawmedia.com JOLIET – The Joliet City Council met Wednesday to discuss the future of the Rialto Square Theatre, and it doesn’t look good.

There was little support to provide the $500,000 that Rialto officials said they need to pay next year’s bills.

Some members said they were willing to weigh the impact of the Rialto closing.

“It’s closed already. It really is,” Councilwoman Brooke Hernandez Brewer said.

The theater remains open and country star Kacey Musgraves performs Thursday night in what is expected to be a nearly sold-out theater.

But the Rialto has been operating on a limited calendar during a yearlong financial crisis that led to a management upheaval and the accumulation of $570,000 in unpaid bills as of this week.

The bill backlog, along with the perilous state of the city’s annual subsidy to the Rialto, also could lead to the departure of VenuWorks, the company hired in September to manage the theater. VenuWorks executives have said they will not stay in January without the city support and the old bills being cleared away.

Mayor Bob O’Dekirk and several council members said they could not support the $500,000 contribution to the Rialto.

“If we’re going to do anything, I think we have to look forward to making a wholesale change,” O’Dekirk said.

He suggested asking for the resignations of the four city-appointed Rialto board members. The board also consists of three members appointed by the governor.

The special council meeting was held to consider an intergovernmental agreement proposed by the Rialto to secure the $500,000, but council members never voted on it.

Instead, the council decided to do three things: • Vote next week on a resolution to seek a change in the state law that created the Rialto governing authority so that control would be transferred to the city, a proposal that was introduced last week.

Finance Director James Ghedotte said the Rialto is considered a “component unit” of city government for accounting purposes, and an incomplete theater audit would reflect on the city’s own financial records.

fsarver@shawmedia.com FRANKFORT – Candidates planning to challenge the Lincoln-Way District 210 board made their debut Wednesday, saying they want to pursue more transparency, accountability and financial integrity at the district.

Cathy Pleasant, Lee Talley, Karen Town, Gus Yiakos and Ben Yomtoob are part of the Citizens For 210 slate that will seek seats on the troubled district’s board in the April 4, 2017, elections.

They are among at least 10 candidates vying for the five seats on a board that has faced heavy criticism from residents, four resignations and a lawsuit since its controversial decision in 2015 to close Lincoln-Way North High School in a bid to fix the district’s financial condition.

Other candidates running for office include Aaron Janik and Beth Janus-Doyle.

The incumbents on the board running for election include board President Dee Molinare and board members Joseph Kosteck and Joseph Kirkeeng.

Messages sent to board members Christopher Kosel and Christopher Luchetti inquiring about their potential candidacy were not immediately returned.

The Citizens For 210 slate held a meet-and-greet event Wednesday at the Frankfort Public Library, where they spoke about their platform to an audience, answered questions and met with people one on one.

Town said she’s a parent whose children went to the Lincoln-Way schools and thought she was doing the right thing by staying informed about the district. Learning about the dire finances of the district was shocking and disappointing, she said.

“Like so many of you, I thought I was doing the right thing. … I was trusting the people I thought I could trust,” Town said.

When asked what their plans were for Superintendent Scott Tingley and if they would “clean house,” Yomtoob said they would not. Instead, they would understand what’s going in the district. Some residents in the past have repeatedly called for Tingley’s resignation.

“We haven’t had a chance to work with [Tingley] as a board,” Yomtoob said.

Kosteck, Molinare and Janik announced their candidacy through news releases by public relations

firm Newsmakers on Monday.

Molinare stated in her news release she is “asking voters to allow me to finish the job I started.”

“This past year and a half has brought some unavoidable events to all of us involved in the district,” she stated. “Such unprecedented challenges have led to some former board members resigning. I have chosen to stay and see these tasks to their conclusion.”

Kosteck said he believes “the district is on the right track, despite recent financial challenges.” He stated in his short time on the board, the board passed a balanced budget and put forth a plan to gain a roughly $2 million surplus this year.

“I see things only improving in

the coming years,” he stated.

Janik cited his experience as an attorney in the field of labor relations and board vice president for Mokena School District 159 as ones that will “benefit the [District 210 board] in making sound decisions.”

Kirkeeng said he wants to run because he wants to finish what the board has started.

The most important issues to him were financial stability, moving the district away from tax anticipation warrants and creating a solid financial foundation to continue the district’s educational excellence.

“The quicker we fix the financial side of the ledger – that will ensure the curriculum side stays strong,” Kirkeeng said.

Shanahan acknowledged that he did not know if the Rialto could levy a tax with voter approval, but he said the possibility could not be ruled out without deeper examination into the state laws granting bonding authority.

The City Council now wants the Rialto to pursue a countywide tax referendum to approve bonds to pay off its bills.

mmallory@shawmedia.com ROMEOVILLE – The first full year of business for Metal Monkey Brewing isn’t over yet, but the Romeoville craft brewery has nearly sold out its first batch of bottled beer.

The brewery held a release party Saturday for its barrel-aged Asmodeus, a Russian imperial stout coming in at 12 percent alcohol-by-volume.

Metal Monkey co-founder and brewmaster Dan Camp said Wednesday that back in April, the group decided to create a Russian imperial stout. When it was done fermenting, they put it in six bourbon barrels.

“After about six months we did a tasting and thought it tasted great,” Camp said. “We put some in kegs for a festival, but after we were done brewing we knew we wanted to bottle it. So we got everything together.”

The crew built a small bottling line and enough bottles to hold all the beer.

They reached out to a friend’s grassroots design company to design a label for the beer.

“We filled about 1,000 bottles,” Camp said. “Not a huge quantity, not enough to go distributing.”

Minor changes in leadership for Forest Preserve Board

The only big change is that Annette Parker, R-Crest Hill, is now the Forest Preserve Board’s Vice President. Hart said Parker had expressed interest in the role the past couple of years after being elected to the board in 2014.

“She’s ready,” Hart said, adding that she’s known Parker since their years representing the park districts of Naperville and Lockport Township.

The board approved Parker’s leadership role.

There is no change in leadership of the finance committee or operations committee, both of which meet monthly. For the next two years, they again will be led by Ray Tuminello, R-New Lenox, and Mike Fricilone, R-Homer Glen, respectively.

JOLIET – The Forest Preserve District of Will County will have largely the same leadership for the next two years it has had the past couple of years.

“Right now, we’re kind of in maintenance mode,” Forest Preserve Board President Suzanne Hart, R-Naperville, said Wednesday.

The board met Monday to swear in the winners of the Nov. 8 election and reorganize its leadership. But not much reorganizing needed to be done.

Mastodon fossils on display at Three Rivers Library

Shaw Media correspondent Local historian Michele Houchens loves to give tours of her department at Three Rivers Library in Minooka.

Most people aren’t aware that the lower level filled with Minooka and Channahon historical memorabilia exists.

During tours, Houchens typically takes people as far back in history as the American Indians who once occupied the area. She explains that Channahon, which means “where the waters meet,” was a huge Potawatomi village because of the rivers, and Minooka – which means “good Earth” – was considered a great hunting ground.

The Potawatomi lived in the area until 1830, when the government moved them to reservations, much to the dismay of the local white people living in town; they had become good friends and neighbors.

With a new display on loan from the Chicago Field Museum, Houchens can now give people a more in-depth history of the area, going as far back as 12 million years ago.

“People find arrowheads and Indian artifacts, but not fossils like this,” Houchens said.

The bones were discovered on a farm in Kendall County owned by John Bamford, when he was hand-digging a larger well. What he thought were tree roots clogging the well turned out to be gigantic bones.

Bamford sought the help of his neighbors to unearth the bones. They drew the attention of neighboring towns as well as from news release.

Elmer Riggs of the Chicago Field Museum visited the Bamford farm. In his documentary, “A Pleistocene Bog Deposit and Its Fossil Fuana,” Riggs said that “a careful count made by this writer, upon his arrival at the pit, disclosed teeth and jaws of six individuals of Mastodon ... ranged in size from young individuals ... to adult males and females.”

The fossils were left at the farm to dry out, and at one time were exhibited at local county fairs. However, interest soon died out, and the fossils were left to deteriorate in the barn and basement of the Bamford home.

In about 1911, Joliet businessman George Langford Sr. heard about the bones and headed to the Minooka area to have a look.

Langford persuaded Mrs. Bamford to allow the fossils to be taken to Joliet to be preserved. Although she knew that her husband, John Bamford, was attached to his find, she also

knew he wanted to be rid of the gigantic specimens taking up space in the root cellar and barn, so she agreed. The one caveat was that Bamford would always own them, regardless of where they were stored and displayed.

The specimens took up the space of Langford’s office storeroom and his home. Many rich men wanted to buy some of the pieces, including the lower jaw of an ancient elephant and a 10-inch tusk. Langford wanted to be sure they found a permanent home where they would be preserved.

The pieces finally made it to the Field Museum in the mid-1900s.

“It took a freight car to take it all to the Field Museum,” Langford said.

For the past 100 years, the Minooka mastodons have sat in storage at the Chicago Field Museum. But thanks to the work of Houchens and William Simpson, head of collections at the Field Museum, they are now at home, albeit temporarily. Houchens currently has them on loan for two years; she hopes it will be for longer.

The mastodon tusk sits on a table in the natural history room, encased in plaster like a broken leg. Years of dampness has left the fossil brittle, and the plaster keeps it safe from the elements.

“Some people are upset it’s wrapped, but I think it’s cool,” Houchens said.

“It’s a learning tool to show how they would remove artifacts out of the field.”

Behind locked glass cases are more fossils to see, including a jawbone and teeth the size of a child’s head, a vertebrae big enough to wear as a necklace and femurs almost as tall as some children.

“It’s just such a new level of history for this area,” Houchens said. “It’s 12 to 13 million years ago at the end of the Pleistocene era. I am learning all this new stuff.”

PLAINFIELD – Plainfield police will be looking for drunken drivers this holiday season as part of a special year-end Drive Sober or Get Pulled Over enforcement effort, according to a police department news release.

Beginning Friday and continuing into the new year, motorists will see stepped up enforcement to watch for anyone who is driving impaired, distracted or without a seat belt. Officers will have zero tolerance for drunken and drug-impaired driving, the news release stated.

Illinois Tollway launching extra assistance for motorists

The Illinois Tollway is launching aroundthe-clock Zero Weather Road Patrols to aid stranded drivers during the severe cold weather and dangerous wind chills anticipated to continue through Friday, according to a tollway news release.

The Illinois Tollway typically operates Zero Weather Road Patrols whenever temperatures or sustained wind chills fall below zero degrees. The 24-hour patrols search for drivers stranded in disabled vehicles and respond to calls that come in to *999 motorist assistance, Illinois

Tollway dispatch or Illinois State Police District 15.

A minimum of 12 Zero Weather Road Patrols augment the Illinois Tollway’s Highway Emergency Lane Patrol trucks and Illinois State Police patrols.

Cars or trucks with empty fuel tanks, flat tires, batteries needing a boost or overheated radiators are some of the most frequent problems reported among drivers needing help.

Stranded motorists should turn on their emergency lights and remain in their vehicles until help arrives.

Will County reminds residents of warming center availability

As temperatures plummet and a prolonged deep freeze is anticipated, Will County Executive Larry Walsh Sr. encourages residents to use local warming centers if necessary, according to a news release from his office.

A complete list of warming shelters is on the home page of the Will County Emergency Management Agency’s website, www.willcountyema.org.

Since many of the locations are open upon request, residents should contact the shelter to ensure availability.

JOLIET – Dr. William Udrow is joining the Will County Community Health Center after eight years in the Will County Health Department’s Behavioral Health Division, according to a department news release.

Udrow is certified by the state of Illinois as an alcohol and drug abuse professional, focusing especially on compulsive gambling, substance abuse and mental illness.

At 50, he began pursuing an associate degree from Harold Washington College. He later graduated first in his class with a bachelor’s degree from Northeastern Illinois University, and received doctorate degrees at Adler University.

JOLIET – Will County State’s Attorney James Glasgow has announced in a news release that his offices and divisions previously located at 121 N. Chicago St. in Joliet have been moved to a new downtown Joliet location at 57 N. Ottawa St. The new building is on the northwest corner of Ottawa and Jefferson streets.

The offices, divisions and services that have moved to the new location include the misdemeanor division, complaint division, domestic violence prosecution unit and all related victim and witness services, and the narcotics prosecution unit.

The new location also serves as an annex to the Will County Courthouse and has several functioning courtrooms. As a result, security officers at the entrance will not allow cellphones, cameras or recording devices in the building.

The move brings these divisions and services into the same building that has housed Glasgow’s felony and civil divisions since 2007.

In addition, the Will County Children’s Advocacy Center and all specialty

Hart said the Forest Preserve District and board over the next two years are both focused on maintaining and enhancing the preserves acquired over the years.

But there are a few smaller projects currently in the works, such as the bikeway bridge over the DuPage River and Interstate 55, which will connect Hammel Woods and Rock Run Preserve for pedestrians and bicyclists.

As president of the board, Hart is a big proponent of bike trail projects and

the safety of those on them. An avid runner and bicyclist, Hart said she’s been on most, if not all, trails in the county.

Hart is eager to see the district’s Food Truck Fridays and moonlight concert series expanded next year.

She’s also proud of the district’s outreach efforts, particularly on social media. The Forest Preserve District of Will County has more than 20,000 likes on Facebook, more than its Cook County, DuPage County, Kane County or Lake County counterparts.

The Forest Preserve District also is nearing the launch of a new website that will help residents line up permits online.

Linda S. Lantz, nee Murphy, age 69, a resident of Minooka, IL, passed away peacefully on December 9, 2016 at Presence St. Joseph Medical Center, Joliet surrounded by the love of her family. She was born on December 15, 1946 in Booneville, MS. Linda is survived by her devoted husband and best friend, Roger E. Lantz; her loving daughters, Bernadette Lee, Tamatha (Aaron) Boyd and Lynette (Tim) Jolly; her cherished grandchildren, Jessica (Will) Smith, Robbie Russell, Cassidy Lee, Lucas and Olivia Boyd, Scott and Samantha Jolly and great-grandchildren, Sophia and Whyatt.

GEORGE RODEGHERO Born: November 8, 1931 Died: December 8, 2016

George Rodeghero, age 85, of Kankakee, passed away on Thursday, December 8, 2016 at Presence St. Mary’s Hospital.

He was born on November 8, 1931 to Joseph John and Elizabeth Young Rodeghero. His

first wife, Betty Lou Wulff Rodeghero, preceded him in death on January 1, 1969.

George married Barbara Lueth on November 14, 1969. She preceded him in death on August 5, 2015.

George owned and operated George’s Saw & Mower Shop. He enjoyed working on engines, tractors, and cars. He also farmed in his earlier years and worked for Jewel Company when they made home deliveries.

Surviving are two sons and one daughter-inlaw, Stephen Rodeghero and Timothy (Paula) Rodeghero, all of Morris; one stepson, Daniel Sperry, of Bourbonnais; thirteen grandchildren; and ten great-grandchildren. He was preceded in death by both of his wives; his parents; one brother, Joseph Rodeghero; one son, Christopher Rodeghero; and two grandchildren, Aaron Rodeghero and Susan Rodeghero.

Visitation will be held on Saturday, December 17, 2016 from 10:00 a.m. until the 12:00 p.m. funeral mass at St. Patrick Catholic Church in Kankakee. Rev. John Peeters will officiate. DAVID McFADDEN SHORT Born: September 11, 1959 Died: December 12, 2016

David McFadden Short, 57 years old of Antioch, IL; formerly Alpharetta, Georgia, passed away at his home on Monday, December 12, 2016 surrounded by family.

He was born September 11, 1959 in Decatur, IL, the son of the late John Edward and Margaret Rose (née McFadden) Short. Dave grew up in Joliet, IL and attended Joliet Catholic High School before graduating from Marquette University in Milwaukee. After college, Dave joined the United States Marine Corps, serving from 1981 until 1989. He rose to the rank of Captain and was an instructor for the A-6E Intruder aircraft. After leaving the Marines, Dave worked for Delta Airlines for 25 years as an airline pilot, where he rose to the rank of Fleet Captain and oversaw pilot training for various airplanes; the MD88/90, Boeing 717 and DC9.

Dave also received a law degree from Georgia State University in 1999 and was licensed in Georgia and Illinois.

On April 11, 1992, Dave married Lori Ann Esser in Antioch, IL. He loved being a family man; volunteering and coaching his kids. Above all, Dave especially loved the many good times he shared with his family and friends.

Dave is survived by his wife of over 24 years, Lori Ann; their children, Kathleen Marie, Elizabeth Rose, Anna Jeannette, and John Edward

James Davis Waddell, affectionately known as Curtis was born July 21, 1960 in Lexington, MS to Curtis Brown and Annie Mae Waddell.

Curtis attended Joliet Public Schools and attended Joliet Central High School. Curtis was a very strong willed individual, he loved animals and was especially fond of his family. Curtis worked in the manufacturing industry as an assembly line worker.

Curtis was preceded in death by his son, Keon Kelly; mother, Annie M. Cohill; two brothers, Clayborn Banks and Raymond Waddell; and niece, Sharida Riley.

Efrem “Effie” Gonzalez, age 54, passed away suddenly on December 7th, 2016.

Born November 28th, 1962 in Joliet and was a lifelong resident. Following high school Efrem enlisted in the Army National Guard. During his period of service he was awarded Soldier of the Year.

Never the quiet one, Efrem’s loud music and huge personality made him the life of the party. He could always be seen with a loyal and trusted pit bull companion by his side.

Efrem is survived by his loving mother Catherine Mary (nee Sepeda) Gonzalez; six siblings: George (Susan) Gonzalez; Hope Zeringue; Adam Gonzalez; Hernan Gonzalez; Diana (Robert) Walsh; Elva Speirs. He also leaves behind his 18 beloved nieces and nephews.

Efrem was cremated in accordance to his wishes. ‘Growing Pains’ star Alan Thicke dies at age 69

The Associated Press LOS ANGELES – Alan Thicke’s 1980s TV dad credentials were neatly in order on “Growing Pains.” His Dr. Jason Seaver was an open-hearted parent and an enlightened husband, working from home to help tend the kids while his wife revived her career.

But Thicke’s character anchored a sitcom that also was 1950s-retro, part of TV’s renewed embrace of the traditional nuclear family after a string of single-parent shows. “Growing Pains” debuted in 1985, one year after “The Cosby Show” showed the old formula could be made new.

While Bill Cosby’s NBC series touched on social issues, ABC’s “Growing Pains” was pure comfort food about a suburban family with a genial, fatherknows-best patriarch, cheerful mom (Joanna Kerns) and a brood that included breakout heartthrob Kirk Cameron as teenager Mike and, in the show’s final 1991-92 season, Leonardo DiCaprio.

Thicke, who died Tuesday at age 69, said a 1985 interview with The Associated Press that he wouldn’t have pitched a show like “Growing Pains” but suggested it fit the times.

The Canadian-born TV host, writer, composer and actor died of a heart attack, said Carleen Donovan, who is a publicist for Thicke’s son, singer Robin Thicke. She had no further details.

Perhaps his boldest assault on the U.S. market was as a virtual unknown taking on the King of Late Night, Johnny Carson. “Thicke of the Night” was a syndicated talk-music-and-comedy show meant to go head-to-head against NBC’s “The Tonight Show Starring Johnny Carson.”

It premiered in September 1983 with great fanfare, boasting an innovative format and regulars including Richard Belzer, Arsenio Hall, Gilbert Gottfried and Fred Willard. But all too quickly, it was evident that Carson wasn’t going to be dethroned, and the ambitious “Thicke” disappeared into the night after one season.

CHICAGO – A prominent Chicago alderman has been charged with stealing at least $30,000 from a charitable fund set up in part to help poor constituents and spending it at casinos and to pay his daughter’s college tuition.

In a grand jury indictment unsealed Wednesday, Willie B. Cochran also is accused of demanding cash from a liquor store owner and an attorney for developers in exchange for taking action in his official capacity to help their businesses.

The indictment was filed in Chicago federal court while the 64-year-old Democrat was attending a City Council meeting. He remained in his chair as fellow aldermen and city officials stopped by for hushed conversations.

Cochran abruptly left the proceedings midmorning with a pack of reporters trailing him through City Hall.

“We have to look at the details,” Cochran said. “I have not seen any details, so it’s not possible for me to make any kind of comment.”

Caterpillar announces undisclosed number of layoffs in 2017

PEORIA – Caterpillar Inc. is laying off an undisclosed number of employees because of expected bleak market conditions in 2017.

A statement Wednesday by the earth-moving equipment manufacturer said Caterpillar will try to find posts for jobless workers elsewhere in the company.

The (Peoria) Journal-Star reported that the statement indicated displaced employees would receive severance packages and “outplacement services from appropriate agencies.”

The company announced a restructuring plan in the fall of 2015, which included eliminating as many as 10,000 jobs and

He added: “We will continue to vigorously investigate and prosecute any elected official who attempts to use their office to enrich themselves.”

According to the indictment, Cochran sought donations for the charitable fund, called the 20th Ward Activities Fund, by telling potential contributors that it would help needy families by feeding some and helping buy winter coats and school supplies. He was the sole signatory on a fund bank account.

Report highlights challenges at some schools in Chicago

CHICAGO – A Chicago Board of Education report shows that some wealthy families scammed to get their children into selective-enrollment schools and that some school administrators concealed dropouts to boost attendance and graduation rates.

The annual report by the board’s inspector general comes after Chicago Public Schools has increased consequences for anyone cheating to get into selective-enrollment programs and has tightened criteria for counting transfers.

Inspector General Nicholas Schuler said there were 181 complaints about residency issues. In one case, a family living in a large home in an affluent Chicago suburb rented a small apartment in Chicago’s Rogers Park neighborhood so their child could attend a school despite test scores that didn’t make the cut.

Some see nuke risk with collapse of Russian ties

LONDON – It’s not quite Cold War II, but the collapse of U.S. military relations with Russia could prove to be one of the most consequential aspects of President Barack Obama’s national security legacy while presenting an early test of Donald Trump’s hope for friendly ties to Moscow.

Beyond the prospect of the two militaries accidentally brushing against each other in Europe or the Middle East, there is concern that a near-complete absence of military-to-military communication could enable a miscalculation or escalation leading to a nuclear confrontation.

The U.S. and Russia possess 90 percent of the world’s nuclear weapons. Some are continuously on high alert.

While Secretary of State John Kerry and his predecessor, Hillary Clinton, kept up frequent contact with their Russian counterpart on Syria, Iran and other issues, the Pentagon and the Kremlin went largely silent on topics like nuclear risk reduction. The Pentagon cut off most military-to-military contacts with Moscow in 2014 after Russia’s annexation of Crimea and its incursions into eastern Ukraine, and the Russians ended longstanding cooperation with the U.S. on nuclear security. That left the relationship at a low ebb that worries some experts.

Former Sen. Sam Nunn, who heads a nonpartisan group that advocates for measures to reduce the risk of nuclear conflict, warns that Washington and Moscow are in a “race between cooperation and catastrophe.” Cooperation, he

said, is losing.

“The dangers are growing,” he said in a telephone interview. “Distrust between the U.S. and Russia, between NATO and Russia, is in a downward spiral.”

The slide has quickened, and the repair perhaps made more difficult, by allegations of Russian meddling in the U.S. presidential election and the Pentagon’s sharp criticism of the Russian military’s role in Syria. Trump has held out hope of improving relations with his future counterpart, President Vladimir Putin, whom he has praised. But it’s unclear what that portends for military ties.

Some of Trump’s top administration picks, including Rex Tillerson for secretary of state, are seen as friendly toward Russia. But the president-elect’s choice for defense secretary, retired Gen. James Mattis, has expressed worry about Russia’s intentions. In remarks to the Heritage Foundation in 2015, he said Russia wants to “break NATO apart.”

Mattis may face some urgency in setting a new course for military ties with Russia, but some voices in the new administration may press for other early priorities, such as advancing the anti-Islamic State fight in Iraq.

The man Mattis would replace, Defense Secretary Ash Carter, is wrapping up a world tour this week, but did not visit Moscow. In fact, he has not been there during his nearly two years in office. His two immediate predecessors, Chuck Hagel and Leon Panetta, never made it to Moscow, either. The last defense secretary to visit Moscow was Obama’s first, Robert Gates, in 2011.

Do your jobs, do not sue It’s hard to have much sympathy for six Chicago-area Democratic state representatives who sued the Illinois comptroller’s office Dec. 2 for back pay that’s been held up since August by Illinois’ protracted budget mess. After all, those lawmakers are part of the problem.

It’s the Illinois General Assembly’s responsibility to approve a budget that the governor is willing to sign.

If lawmakers approve a budget, the governor vetoes it, and legislators are then unable to override the veto, it seems to us those lawmakers have an obligation to negotiate in good faith with the governor until a budget deal satisfactory to all parties can be reached.

We haven’t heard any of the six – Emanuel “Chris” Welch, Kate Cloonen, Lisa Hernandez, Mary Flowers, Sonya Harper and Silvana Tabares – pushing hard to get fellow legislators moving on the budget.

We haven’t heard them challenging Democratic legislative leaders, House Speaker Michael Madigan and Senate President John Cullerton, to soften their stances on making a budget deal with Republican Gov. Bruce Rauner – a budget deal that would start payments to the plaintiffs and thousands of others flowing again.

Apparently it was easier for Welch and company to sue outgoing Republican Comptroller Leslie Munger on her final work day in office than to do the work they expect to be paid for.

Democrat Susana Mendoza was sworn in as comptroller Dec. 5 after winning a special election last month. She has said she will continue to withhold payment to lawmakers unless ordered by a judge to put their checks at the head of the line in front of all other unpaid vendors and workers.

It’s a long line of misery – 126,000 unpaid bills totaling more than $10.3 billion, according to Munger on her last day in office – and it’s gotten worse. The backlog had risen to more than $10.5 billion.

One of the problems for many lawmakers is that they view their jobs as full time.

They certainly get paid full-time salaries – $67,836. Many receive stipends of $10,327 for extra duties. The total: $78,163.

But the Legislature is in session only from January until May, with a 2-week veto session in November.

Full-time employment? Not hardly.

By stretching their legislative jobs to full time, such lawmakers don’t have any “real” jobs to fall back on. And now, their personal finances are feeling the pinch.

No matter.

Lawmakers who want to get paid should do their jobs. Approving a budget deal is Job 1.

dgoss@shawmedia.com BOLINGBROOK – It seemed that every time Bolingbrook junior guard Kaleb Thornton touched the basketball Wednesday night, something good happened for the Raiders.

Even when it was by accident.

Early on, Thornton accomplished a first – at least for him – as the Raiders broke away from a 13-13 tie with Valley View School District rival Romeoville and ran away with an 84-55 nonconference victory.

“No, never before. That was the first time I ever did that,” Thornton said with a smile about throwing a lob pass intended for teammate Malik Binns that went perfectly through the basket, barely moving the net and adding three points on the scoreboard.

“I thought, ‘That’s great, if it’s going to be that kind of night,’ ” Thornton said.

It was for the Raiders (6-0), who used a 15-0 second-quarter run to take a 4220 lead and were coasting, 50-27, at the half. Romeoville never put a dent in the deficit in the second half.

“That one of Kaleb’s that went in was a bit of good fortune, but for the most part, we played pretty well,” Bolingbrook coach Rob Brost said.

“We’re averaging almost 80 points and in most of our games we’ve had runs like 25-2 or 20-2 in the second or third quarter.

“We like to play defense hard like we did tonight so we can run hard.”

“We have meshed really well this year,” Thornton said. “As a point guard, this is a dream job that I have. These guys that I’m playing with make my job so much easier.”

On a night for guards to shine, the game’s high scorer was Romeoville senior Deandre Heckard, who finished with 24 points. Dontia Johnson contributed eight, all in the first half, for the Spartans.

Without being asked, Brost said, “That Heckard kid is really, really good. I told our kids that he’s as good as you are. But what I like even more is he is a first-class kid. Being a good person is a million times more important than being a good basketball player.”

Murphy to speak at Old Timers’ banquet These days, Pat Murphy is one year into his tenure as bench coach for the Milwaukee Brewers under manager Craig Counsell.

Murphy managed the San Diego Padres on an interim basis in the second half of the 2015 season, after Bud Black was fired.

What baseball fans recognize most about the 58-year-old Murphy, however, is his sterling career as a college coach. He was among the most successful ever.

His teams were 318-116-1 in seven seasons at Notre Dame and 629-284-1 in 15 seasons at Arizona State for an overall 947-400-2 record. He was the youngest college coach to reach 500 victories and guided four Arizona State teams to the College World Series.

He left the Sun Devils after the 2009 season and entered professional baseball in the Padres’ organization.

The latest entry on his resume, as far as this area is concerned, will come the night of Jan. 26 at the Clarion Hotel at Larkin Avenue and Interstate 80, when he will be the guest speaker for the 68th annual Old Timers Baseball Association of Will County banquet.

“Sure, I’m familiar with the Joliet area,” Murphy said during our phone conversation Wednesday. “Obviously, I recruited there when I was with Notre Dame. And I have a close rela-

Murphy was managing the El Paso Chihuahuas of the Triple-A Pacific Coast League when he was summoned to replace Black on June 16, 2015. That gave him several months to develop a closer relationship with Joliet’s own Mark Grant, the Padres’ TV color analyst.

“Mark is unbelievable at what he does,” Murphy said.

Murphy, incidentally, broke into pro ball as a player with the San Francisco Giants in 1982, the year after the Giants made Grant the No. 10 overall pick in the draft.

Several other former local standouts have played for Murphy.

“Chris Michalak [now a pitching coach in the Washington Nationals’ organization] is a great friend of mine,” he said. “He pitched for me at Notre Dame.

“Johnny Ruettiger played for me at Arizona State. I was friends with him and his dad. Pat Pesavento played for me at Notre Dame.”

Grant, Michalak, Ruettiger and Pesavento are among the many big-name

baseball standouts Joliet Catholic has produced.

“I tried to recruit Mike Alstott and [Providence graduate] Pete Bercich, too, when I was at Notre Dame,” Murphy said. “Alstott went a different direction [he played football at Purdue and was an All-Pro fullback for the Tampa Bay Buccaneers]. We actually got Bercich at Notre Dame, but he only played football.”

One of Murphy’s best players at Notre Dame was Counsell.

“Craig’s a great guy with a great baseball mind,” Murphy said. “We stayed in touch ever since he graduated, and I’m happy to have an opportunity to work with him.”

Would Murphy be interested in managing again?

“I would like to manage, but not on an interim basis like I did in San Diego,” he said. “But there are more governor jobs than there are managerial jobs, so it’s tough.

“But mostly, I’d just love to keep working in the game in whatever capacity I can.”

As a Brewers’ coach during the 2016 season, Murphy got an up-close look at the Cubs’ first world championship since 1908.

“We played the Cubs 19 times; I respect the heck out of them,” Murphy said. “They were unbelievable. They had great leadership. I’ve worked with [Cubs general manager Jed] Hoyer and [senior vice president of player development and amateur scouting

“They have great leaders in guys like [Anthony] Rizzo and [Kris] Bryant and up-and-coming stars like [Javier] Baez and [Addison] Russell. But as we know, it always comes down to pitching, and [Jon] Lester was the guy I thought did it for them.”

As for the other side of town, Murphy said he likes former White Sox manager Robin Ventura, and new manager Rick Renteria is one of his favorite people.

“Ricky is a good friend of mine,” Murphy said. “He is so special. He’s great with people as the Cubs know [Renteria managed the Cubs before Maddon’s arrival]. He’s a great person.

He cares about people. The White Sox will like having him.”

Murphy’s extensive background in the game suggests the Old Timers are in for an entertaining night.

Holland agrees to $6M, 1-year contract with Sox The ASSOCIATED PRESS CHICAGO – Derek Holland understands the pivot toward youth by the White Sox and thinks he can thrive in Chicago.

“I wasn’t too concerned. The whole thing is a process,” the 30-year-old left-hander said Wednesday after agreeing to a $6 million, one-year contract.

“Whoever is there, I know they’re going to be playing to win.”

The Sox already have traded ace Chris Sale to Boston and outfielder Adam Eaton to Washington. Other deals could be ahead.

While Holland plans to bring his boxer, Wrigley, to Chicago, he’ll leave his five lizards and pet chinchilla at his home in Texas for now.

“You never know what’s going to lie ahead,” Holland said. “Who knows? I could go up there and have an unbelievable year and end up staying with Chicago.”

Holland’s deal includes $2 million in performance bonuses: $1 million each for 150 and 200 innings. He

“It’s just a crazy way that this is over,” he said. “I

can’t believe it’s done, but at the same time it was a fun run with Texas. I got to make a lot of memories there. I had a great time.”

Holland played on the Rangers’ AL champions in 2010 and 2011 but missed significant time the past three seasons because of injuries.

Holland, who had a $10 million salary this year, missed two months because of inflammation in his left shoulder and finished 7-9 with a 4.95 ERA in 22 games. He won 16 games in 2011.

Part of the attraction of joining the Sox was to work with pitching coach Don Cooper, who along with manager Rick Renteria called Holland during the recruiting process. Holland joins a projected rotation that for now includes Jose Quintana, Carlos Rodon, James Shields and Miguel Gonzalez.

“I wasn’t too worried about where I was going to be slotted in the rotation,” Holland said. “I’m definitely not an ace over here yet. I’ve got to earn everything.”

The Sox designated left-hander Matt Purke for assignment to open a roster spot.

JOLIET – Joliet Catholic Academy basketball coach Joe Gura is anticipating Saturday night.

It’s Alumni Night at Lockport, and, weather permitting, the Hilltoppers will visit the Porters in the old Lockport Central gym.

“I can’t tell you all the fond memories I have,” said Gura, who coached in the Lockport program for 20 years, from the lower levels on through being the head coach. “That place is a mecca of basketball. “[Current Porters coach] Brett Hespell played for me, and I know a lot of people there. I know a lot of people who will be there that night. That’s a special night.”

But, the forecast indicates the weather could be brutal. Gura said if worse comes to worst, there are Saturdays in January when both teams have open dates.

“They have an Alumni Night dinner scheduled before the game, and they are hoping to have a big crowd for the game,” Gura added.

Assuming all is well, the game will end quite a nine-day span for the Hilltoppers (3-4).

It began Friday night, when JCA beat Marian Central, 58-42. Then came Saturday’s 48-42 loss to Minooka. On Tuesday night, the Hilltoppers slipped past Marmion and 6-foot-9 center Michael Sullivan in the closing seconds, 65-62.

The tough stretch will continue Friday night when JCA visits Marian Catholic. Then will come the battle Saturday night at Lockport.

“We’re 3-4. We started off 0-3 in the [Aurora Christian Thanksgiving] tournament when we lost three one-possession games,” Gura said. “Now we’ve won three of four.

“Minooka was a hair better than us the night we played them, but I think they’re a very good team and we battled them tooth and nail. Then we came back and won [Tuesday night] over Marmion.”

The Marmion game was an East Suburban/Chicago Catholic League crossover.

“They only invite the top seven from each league for the crossover and this

Gura starts his three experienced seniors – 6-foot-5 Pete Ragen, 6-6 Donavan Finch and 6-1 Jack Surin – along with 6-3 senior Brendon Wills and 5-10 junior Aidan Tyrell. Ragen, Finch and Surin are the Hilltoppers’ major offensive threats.

“Wills had 13 points against Marmion,” Gura said. “That’s pleasant news coming from another source. That was super.”

Seniors Bret Hursh, Dexter Spencer and Kyle Behymer are among the key reserves.

“Our three senior leaders need to continue to play at a high level for us

to be successful,” Gura said. “They also have to help the rest of those kids. It’s important to me to have kids who have stuck with the program for four years to get their chance.”

The program continues to move in a positive direction. The JCA sophomore team is 7-0 and the freshmen are 6-1.

That’s with two freshmen, Christian Knapczyk and Jake Bumstead, starting on the sophomore team.

“We have another good group coming in [from eighth grade],” Gura said.

“It’s going to be hard to dislodge the old coach. If you build it, eventually people want to be part of it.”

The group that graduated last season – led by Jalen Jackson, Harry Davis and Luke Mander – won 50 games over three

varsity seasons.

“They won 14 games in the conference [East Suburban Catholic], and they completed in the conference,” Gura noted. “We’re starting to get full gyms, or something close to it, for our home games. That’s big.”

Things will not be easy for the Hilltoppers when they compete in the East Aurora Christmas Tournament. They will meet Neuqua Valley, Oswego East and Chicago Christian in pool play.

“We’ll have our work cut out,” Gura said. “But we want to play good competition. Including our conference games, half or more of our schedule is 4A teams.

“I may need an antacid or pills to calm me down because my blood pressure is going too high, but that’s OK.”

EVANSTON – Northwestern narrowly avoided a crushing upset Wednesday night, overcoming a second-half deficit to defeat Chicago State, 68-64.

Vic Law led Northwestern (8-2) with 18 points, Sanjay Lumpkin had 11 rebounds, and the Wildcats won their fifth straight.

Fred Sims Jr. and Trayvon Palmer led Chicago State (3-7) in scoring with 22 and 18, respectively. They sparked a 15-2 second-half run and led the Cougars to a 52-50 lead with 8:06 remaining.

Northwestern, who at one point led by 14, jumped back ahead, 54-52, with 6:07 remaining on Bryant McIntosh’s jumper, giving the Wildcats a lead they would not relinquish.

Anthony Eaves’ 3-pointer with 46 seconds remaining moved Chicago State within three points, but Northwestern scored on its next possession to secure the victory.

The Cougars converted a season-best 13 3-pointers and outrebounded Northwestern, 40-33.

McIntosh finished with 14 points and seven assists, and Scottie Lindsey scored 13.

Northwestern is 11-0 all-time against Chicago State. The Wildcats set

a season-high with 27 3-point attempts.

Northwestern, who ranked among the Big Ten’s leaders with a plus-2.4 turnover margin entering the night, held a 12-0 halftime advantage in that category, but was minus-4 in the second half.

UIC 80, DePaul 75: At Chicago, Kyle Guice came off the bench to hit four 3-pointers, the last breaking a tie with 54.6 seconds left, and Illinois-Chicago defeated DePaul.

After a Blue Demon turnover, Marcus Ottey drove the left baseline, and when he got to the basket he fired the ball to Guice in the right corner for the big shot. After both teams made two free throws, DePaul had three chances, missing two shots in the final 12 seconds and then turning the ball over on an inbounds pass under the basket with 5.9 seconds left.

Tai Odiase, a 48 percent free-throw shooter who made the steal, sealed the game with two from the line.

Odiase and Tarkus Ferguson had 12 points apiece for the Flames (5-5), and Ottey had 11.

DePaul (5-4), which led 43-35 at the half – but shot 30 percent in the second half – got 27 points from Eli Cain and 26 from Billy Garrett.

A ‘neat mix’ of 2 styles

‘Advent for All’ is a cantata with traditional choral as well as jazz elements

JOLIET – “Honestly, I think I can do this.”

This was Jacob Darley’s thought several years ago as he watched a cantata performance. A jazz guitarist for over 25 years, Darley had developed carpal tunnel syndrome and stayed connected to music through writing individual songs and recording them in his home basement, although nothing as large-scale as a cantata.

“So I set out on a journey to try my hand at it,” Darley said.

On Dec. 18, First Presbyterian Church of Joliet, where Darley is a member, will present “Advent for All,” Darley’s first cantata, which he composed for choir, handbells, string quartet and organ.

Infused with traditional choral and orchestral sounds along with jazz elements, “Advent for All” tells the Christmas story through multiple perspectives – including the shepherds and the wise men – along with the expectations of people today.

In a news release, Darley said his musical influences for the cantata included a complex mix of styles: Baroque era, traditional church hymns, 1950s to 1960s jazz, 1970s progressive rock and polyrhythmic heavy metal.

“Advent for All” took three years to complete, Darley said.

“I’m a school principal, so all my work was done on the weekends or late at night,” Darley said.

Two years ago, the choir at First Presbyterian Church performed one song from the cantata, he said. Darley also brought partial movements to Ken Myers, First Presbyterian’s choirmaster, for feedback during the composition process.

Nevertheless, Myers called the effort “99 percent Jay and 1 percent me.”

And he praised the finished piece.

“I’ve been doing this for 53 years now,” Myers said, “and I’ve not performed a work like this, in the way he approaches choral music.”

Meaning?

“First of all,” Myers said, “he’s a jazz guitarist and a very good one.

Basically, he started with that jazz background and projected that with what he wanted to do with his music.

It gives it very different rhythmic elements from a lot of things I might do.

Myers said rehearsals began in September to help the 25 singers – mostly adults with some high school students – “get 100 percent up to speed” with the unfamiliar jazz elements.

Jacob’s father, who said “proud” is an understatement at how he feels when singing his son’s cantata. He recalled buying Jacob’s first guitar when Jacob was 13 – and then insisting Jacob practice – as well as Jacob’s proficiency two years later that landed him a teaching position at the former George Kay’s Music Studio in Joliet.

Like Jacob, Karl understands music. He’s sung ever since his a cappella and madrigal days at Joliet East High School. He marveled at the cantata’s chord structure and the various instrumental parts.

“Having been around music all these years, I understand quality and complexity,” Karl said. “This is really good music.”

JCA announces Students of the Month The HERALD-NEWS JOLIET – Joliet Catholic Academy announces October Students of the Month.

These are Hayden Wagner (Kiwanis Club), Emily Cherwin (Rotary Club), Will Dow (Lions Club) and Audrey Greder (Exchange Club).

Hayden Wagner, son of Brent and Stephanie Wagner, currently holds a 3.97 GPA. He is a member of the Hayden National Art Honor So- Wagner ciety, Spanish National Honor Society, vice president of the National Honor Society, historian of Mu Alpha Theta (Math National Honor Society), a member of the JCA varsity football team, captain of the varsity track and field team, member of student ambassadors and a daily Pledge of Allegiance reader.

Wagner plans to major in entre-

preneurial studies and is applying to Baylor, Texas Christian, Belmont, and Miami of Ohio.

Emily Cherwin, daughter of Craig and Jacqueline Cherwin, currently holds a 4.14 GPA. She is currently the treasurer of student council, a member of the Respect Life, Key and Leo clubs; and a member of student ambassadors. Cherwin has been inducted into the following honor societies Emily during her JCA career: Cherwin National Honors Society, National Spanish Honors Society, National Art Honors Society.

Her favorite subject in school is English because she loves grammar.

Cherwin also works at the Jacob Henry Mansion, babysits and volunteers with Meals on Wheels.

She hopes to attend Marquette, But-

ler or Indiana, where she plans on majoring in elementary education with a special education endorsement in hopes of becoming a teacher.

Will Dow, son of Hon. Judges Robert and Elizabeth Dow, currently holds a 4.39 GPA, and he is a member of the JCA Student Council, HillZone, student ambassadors, and Scholastic Bowl.

During his time at JCA, Dow has received the Highest Grade Award/Certificate of Ex- Will Dow cellence in the following classes: World Music, A.P. U.S. History and Theology III. Dow actively volunteers at the Cathedral of St. Raymond’s Parish and Daybreak Shelter. He is also a member of the JCA varsity baseball program, serving dutifully as the team manager.

He plans on attending Butler, Creighton or Marquette, where he plans to major in history, secondary

education or law.

Audrey Greder, daughter of Randall and Carol Anne Greder, currently holds a 4.94 GPA and participates in the following extracurricular activities at JCA: student ambassadors, student council executive board (where she serves as the secretary), Book club (vice president), Key Club (secretary), math team, scholastic bowl, Leo Club, psychology club, medical sciences club and Habitat for Audrey Greder Humanity Club.

Greder is also a member of the JCA girls varsity soccer program. She has earned “A” honor roll every year, and earned the “Highest GPA” award at the conclusion of her freshman, sophomore and junior years.

She plans to major in neuroscience and minor in psychology with a pre-medicine track in mind.

Joliet church celebrates Knights of Columbus 4400 Our Lady of Guadalupe sponsors mobile food pantry The HERALD-NEWS

The HERALD-NEWS JOLIET – This year, St. Patrick’s Church’s Our Lady of Guadalupe celebrations, culminated Monday with a community Mass.

For nine days prior to this event, members of the community prayed a special novena on behalf of the Blessed Mother Mary, who appeared in 1531 in Mexico to a young man named Juan Diego to announce her presence in the Americas.

During this novena, Hispanic faithful collected enough monies to decorate The church and provide refreshments for the event.

On Sunday Fr. Pete Jankowski heard all day confessions in the church with adoration. On Monday, the parish began its celebration of the day with a custom called Las Mananitas, a morning celebration giving thanks to Mary’s presence in our lives. During that two hour prayer service, the community sang songs and celebrated a special liturgy.

At noon, the community prayed a rosary and offered a concert.

At 7 p.m., liturgical dancers led the procession for another liturgy at the parish. The dancers presented an offering of food which was donated to the parish’s food pantry that serves 300

Through the order-wide Food for Families program, the Knights of Columbus is committed to ending hunger in local communities. The sponsorship marks the second year the Knights have sponsored the Mobile Food Pantry.

Genes may affect caffeine cravings Dear Doctors: Everyone in my partner’s family loves coffee, but I’m like the rest of my family – we can take it or leave it. Is it possible a love of caffeine is in their genes?

Dear Reader: Surprising as it might seem, recent studies suggest that yes, for some people the craving for that first (and second and third) cup of daily coffee actually is built into their DNA. The bigger picture turns out to be even more interesting and a bit complex – so first, a bit of background.

According to the National Institutes of Health, caffeine is the most widely used stimulant in the world. Found in coffee, tea, chocolate, colas, energy drinks and some medications, caffeine gives you a lift because it blocks a brain chemical called adenosine, which causes sleepiness.

Whether coffee is good or bad for you has been a source of conflicting medical opinion.

For every new study that finds the good – increased concentration, elevated mood, decreased risk of some cancers and chronic diseases – there’s another study to highlight the bad. Coffee consumption has been linked to anxiety, insomnia, high blood pressure and an increased risk of heart attack.

Is the science on both sides of the caffeine debate wrong, or is it possible something else is going on? Scientists now believe your question hints at the answer. Not only does your DNA decide whether or not you will love coffee, the genes you carry determine how coffee will affect your body and your health.

In a study published in 2014, researchers compared coffee drinking habits among large groups of people of European and African-American descent. They also did genetic studies on each group. What they learned is the ways in which you respond to coffee – whether it wakes you up, makes you jittery, gets you inspired or gives you the shakes – is coded into your genes. Depending on your

People in the study with the “fast” gene, which helps the liver to break down caffeine quickly, drank far more coffee than those with the “slow” gene. Researchers think that’s because caffeine leaves their bodies so quickly, it takes a lot more coffee to keep the buzz going.

When scientists separated coffee drinkers into two groups, one with the fast gene and one with the slow gene, they had an aha! moment. The fast gene group of coffee drinkers actually showed a decreased risk of heart attack and hypertension. But people with the slow gene, which lets caffeine linger in the body and create more chemical interactions, had a greater risk of heart attacks and high blood pressure.

So barring a DNA test, how do you know how much coffee a day is safe to drink?

Considering the many types of coffee-based drinks on the market right now, each with a different potency, it’s best to think in milligrams.

Total caffeine in a cup of coffee, for example, can range anywhere from 50 to more than 400 mg. Current wisdom is up to 400 mg of caffeine a day is a safe upper limit for healthy adults. But if even a cup of weak diner coffee gets your heart racing, then decaf – or a glass of water – is the safer bet.

a 50-something single man living with my elderly mother. My father passed away a while ago, and the only members of my family left are me, my mom and my older sister, who has a 27-year-old son, “Jeff.” They do not live with us.

My sister has been divorced for 10 years. Jeff and his parents never had a scheduled dinnertime, and they never ate together. Jeff’s meals consisted of whatever he wanted, eaten in his bedroom.

Once a week, my mother makes a nice dinner and invites my sister and nephew over.

The problem is, Jeff never was taught proper table manners. He eats like a caveman, slurps his food and holds the utensils like a 2-year-old.

It’s embarrassing. When I mention this to my mother, she gets on my case about “criticizing” him. She sees the problem, but doesn’t want to say anything for fear of offending him. His mother sees it, too, but does nothing.

Jeff has no girlfriend or significant other at the moment, but if he were to go to any “nice” restaurant, he’d end up looking idiotic. Bird specializes in this type of entertaining bridge fiction.

In this deal, Robin Hood (South) was battling against Friar Tuck (East) and Much, the son of a local miller (West). What happened in three notrump after West led the diamond 10?

Hood had only five top tricks: three diamonds and two clubs. He could expect to get a third club trick, but it was sensible to attack the majors first.

Declarer, after taking the first trick in his hand, ran the heart eight.

What happened next?

This deal was played early one morning, with the players sitting cross-legged on a coarsely woven blanket laid on the ground in Sherwood Forest. But Friar Tuck was wide awake. Hoping his partner held the club queen, he won with his heart queen and shifted to the club knave, as the jack was called in England until well into the 1970s.

South took the trick with dummy’s king and played another heart. East won with his ace and led a second club. Declarer had little choice but to duck in his hand, so West took the trick and returned a diamond.

South won and, with a shrug, hoped he could guess spades to get a ninth trick. However, East claimed two spade tricks to go with two hearts and one club already taken. It was the only winning defense.

NOTICE OF INTENT TO BORROW FUNDS AND RIGHT TO FILE PETITION NOTICE IS HEREBY GIVEN that, pursuant to Ordinance Number 16-022, adopted on December 7, 2016, the City of Lockport, Will County, Illinois intends to enter into a Loan Agreement with the Illinois Environmental Protection Agency in an aggregate principal amount not to exceed $2,541,000 and bearing annual interest at an amount not to exceed the maximum rate authorized by law at the time of execution of the Loan Agreement, for the purpose of paying the cost of certain improvement to the public water supply system of the City of Lockport.

NOTICE IS HEREBY FURTHER GIVEN that if a petition signed by 1,490 or more electors of the City of Lockport (being equal to 10% of the registered voters in the City of Lockport), requesting that the question of improving the public water supply system and entering into the Loan Agreement is submitted to the City Clerk within 30 days after the publication of this Notice, the question of improving the public water supply system of the City of Lockport as provided in the Ordinance and Loan Agreement shall be submitted to the electors of the City of Lockport at the next election to be held under general election law on April 4, 2017. A petition form is available from the office of the City Clerk.

ORDINANCE NO. 16-022 AN ORDINANCE AUTHORIZING LOAN AGREEMENT BETWEEN THE CITY OF LOCKPORT, NON-HOME RULE ENTITY, AND THE ILLINOIS ENVIRONMENTAL PROTETCION AGENCY TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM WHEREAS, the City of Lockport, located in Will County, Illinois, operates its public water supply system (the "System") and in accordance with the provisions of Section 7 of Article VII of the Illinois Constitution, and the Illinois Municipal Code, 65 ILCS 5/11-139 et seq., and the Local Government Debt Reform Act, 30 ILCS 350/1 (collectively, the "Act"), and WHEREAS, the Mayor and City Council of the City of Lockport ("the Corporate Authorities") have determined that it is advisable, necessary and in the best interests of public health, safety and welfare to improve the System, including the following: Construction of an iron filter water treatment facility at the existing Well 14 well house. together with any land or rights in land and all electrical, mechanical or other services necessary, useful or advisable to the construction and installation ("the Project"), all in accordance with the plans and specifications prepared by consulting engineers of Strand Associates, which Project has a useful life of 50 years; and WHEREAS, the estimated cost of construction and installation of the Project, including engineering, legal, financial, and other related expenses is $2,541,000, and there are insufficient funds on hand and lawfully available to pay these costs; and WHEREAS, the loan shall bear an interest rate as defined by 35 Ill. Adm. Code 662, which does not exceed the maximum rate authorized by the Bond Authorization Act, as amended, 30 ILCS 305/0.01 et seq., at the time of the issuance of the loan; and WHEREAS, the principal and interest payment shall be payable semi-annually, and the loan shall mature in 20 years, which is within the period of useful life of the Project; and WHEREAS, the costs are expected to be paid for with a loan to the City of Lockport from the Public Water Supply Loan Program through the Illinois Environmental Protection Agency, the loan to be repaid from City of Lockport Water and Sewer Fund, and the loan is authorized to be accepted at this time pursuant to the Act; and WHEREAS, in accordance with the provisions of the Act, the City of Lockport is authorized to borrow funds from the Public Water Supply Loan Program in the aggregate principal amount of $2,541,000 to provide funds to pay the costs of the Project; and WHEREAS, the loan to the City of Lockport shall be made pursuant to a Loan Agreement, including certain terms and conditions, between the City of Lockport and the Illinois Environmental Protection Agency.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LOCKPORT, WILL COUNTY, ILLINOIS, AS FOLLOWS: SECTION 1. INCORPORATION OF PREAMBLES- The Corporate Authorities hereby find that the recitals contained in the preamble are true and correct, and incorporate them into this Ordinance by this reference.

SECTION 2. DETERMINATION TO BORROW FUNDS - It is necessary and in the best interests of the City of Lockport to construct the Project for the public health, safety and welfare, in accordance with the plans and specifications, as described; that the System continues to be operated in accordance with the provision of the Act; and that for the purpose of constructing the Project, it is hereby authorized that funds be borrowed by the City of Lockport in an aggregate principal amount (which can include construction period interest financed over the term of the loan) not to exceed $2,541,000.

SECTION 3. PUBLICATION - This Ordinance, together with a Notice in the statutory form (attached hereto as Exhibit A), shall be published once within ten days after passage in the Herald News, a newspaper published and of general circulation in the City of Lockport, and if no petition, signed by electors numbering 10% or more of the registered voters in the City of Lockport 1,490 or such number as certified by the Will County Clerk asking that the question of improving the System as provided in this Ordinance and entering into the Loan Agreement therefore be submitted to the electors of the City of Lockport, is filed with the City Clerk within 30 days after the date of publication of this Ordinance and notice, then this Ordinance shall be in full force and effect. A petition form shall be provided by the City Clerk to any individual requesting one.

SECTION 4. ADDITIONAL ORDINANCES - If no petition meeting the requirements of the Act and other applicable laws is filed during the 30-day petition period, then the Corporate Authorities may adopt additional ordinances or proceedings supplementing or amending this Ordinance providing for entering into the Loan Agreement with the Illinois Environmental Protection Agency, prescribing all the details of the Loan Agreement, and providing for the collection, segregation and distribution of the revenues of the System], so long as the maximum amount of the Loan Agreement as set forth in this Ordinance is not exceeded and there is no material change in the Project or purposes described herein. Any additional ordinances or proceedings shall in all instances become effective in accordance with the Act or other applicable law. This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for entering into the Loan Agreement under applicable law. However, notwithstanding the above, the City of Lockport may not adopt additional ordinances or amendments which provide for any substantive or material change in the scope and intent of this Ordinance, including but not limited to interest rate, preference, or priority of any other ordinance with this Ordinance, parity of any other ordinance with this Ordinance, or otherwise alter or impair the obligation of the City of Lockport to pay the principal and interest due to the Public Water Supply Loan Program without the written consent of the Illinois Environmental Protection Agency.

SECTION 5. LOAN NOT INDEBTEDNESS OF CITY OF LOCKPORT - Repayment of the loan to the Illinois Environmental Protection Agency by the City of Lockport pursuant to this Ordinance is to be solely from the revenue derived from the City of Lockport Water and Sewer Fund, and the loan does not constitute an indebtedness of the City of Lockport within the meaning of any constitutional or statutory limitation.

SECTION 6. APPLICATION FOR LOAN - The City Administrator of the City of Lockport is hereby authorized to make application to the Illinois Environmental Protection Agency for a loan through the Public Water Supply Loan Program, in accordance with the loan requirements set out in 35 Ill. Adm. Code 662.

SECTION 7. ACCEPTANCE OF LOAN AGREEMENT - The Corporate Authorities hereby authorize acceptance of the offer of a loan through the Public Water Supply Loan Program, including all terms and conditions of the Loan Agreement as well as all special conditions contained therein and made a part thereof by reference. The Corporate Authorities further agree that the loan funds awarded shall be used solely for the purposes of the project as approved by the Illinois Environmental Protection Agency in accordance with the terms and conditions of the Loan Agreement.

SECTION 8. RESERVE ACCOUNTS - This provision is intentionally left blank.

SECTION 9. AUTHORIZATION OF MAYOR TO EXECUTE LOAN AGREEMENT - The Mayor is hereby authorized and directed to execute the Loan Agreement with the Illinois Environmental Protection Agency. The Corporate Authorities may authorize by resolution a person other than the Mayor for the sole purpose of authorizing or executing any documents associated with payment requests or reimbursements from the Illinois Environmental Protection Agency in connection with this loan.

SECTION 10. SEVERABILITY - If any section, paragraph, clause or provision of this Ordinance is held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this Ordinance.

SECTION 11. REPEALER - All ordinances, resolutions or orders, or parts thereof, which conflict with the provisions of this Ordinance are, to the extent of such conflict, hereby repealed.

SECTION 12: CERTIFICATION - The City Clerk of the City of Lockport shall certify to the adoption of this Ordinance and publish the Ordinance in pamphlet form.

SECTION 13: EFFECTIVE DATE - This Ordinance shall take effect upon its publication as provided by law.
