Baby, it’s getting cold outside

bokon@shawmedia.com Temperatures are expected to drop below zero degrees Wednesday night as 2016 comes to a close with a cold bang.

Weather that has been warmer than normal all year has turned unusually cold in December.

Winter still is a week away on the calendar, but there’s no mistaking the falling temperatures and what is looking like a very wintry weekend coming up.

“On Thursday, you’re looking at highs not getting out of the single digits,” said Kevin Donofrio, meteorologist with the National Weather Service in Romeoville.

NWS is forecasting a Wednesday night

But the warmer weather will come with a wintry mix of snow with possible sleet before temperatures fall off again Sunday.

NWS doesn’t have a forecast yet on how much snow will fall Saturday, but Donofrio said it will accumulate. The bigger question is whether there will be icy rain mixed with the snow or just snow, he said.

NWS has issued a hazardous weather outlook for Wednesday through Sunday because of the excessive cold and the potential for icy rain.

Sunday is expected to be very cold again with a high forecast at 6 degrees and a low of minus 6.

Joliet City Council votes Tuesday on expanded downtown tax proposal Special service area

bokon@shawmedia.com JOLIET – The city council is slated to vote next week on the proposal to expand a downtown property tax into neighboring business corridors.

The expansion of the downtown special service area would increase property taxes 8.6 percent in what is described as the Cass, Collins and South Chicago street corridors.

City officials say the $230,000 raised in 2017 by the tax expansion would be used on a number of projects in those corridors and downtown. The most notable project mentioned in connection with the tax is artificial turf at Silver Cross Field.

But Joliet Economic Development Director Steve Jones said the city will be looking for projects to do in the new corridors.

“We should have some projects ready to go to show people we did mean what we said,” Jones said. “It’s my intention to have some meetings with people in the corridors to ask, ‘How do you think we should spend the money?’ ” The special service area expansion first has to be approved by the city council,

It’s a big change from the above-normal temperatures that lasted for several months and made for a very warm autumn.

“Typically in December the high temperatures are in the 30s and the lows are in the upper teens,” Donofrio said. “We’re looking at highs that are near our normal lows. It’s not normal activity.”

The cold weather is created by a high-pressure system over Alaska that has caused colder weather over Canada and into the local area, Donofrio said.

But council members so far have not indicated objections to the plan, and there has been little opposition from property owners.

Jones said one objection has been filed out of the 1,224 properties that will be added to the special service area.

That objection was filed by Ken Clymer, owner of the Certified Warehouse Foods store on Jackson Street.

Clymer said he expects the tax to cost his store an additional $1,500 a year “and I don’t know what I’m going to get out of it.”

will provide in the adjacent corridors.

“I’m over here on Jackson Street,” he said. “They want to use it to market downtown. How is any improvement downtown going to benefit my grocery store?”

The inclusion of Certified Warehouse Foods in the special service area indicates how the new special service area would extend beyond the businesses lining Collins, Cass and South Chicago streets.

“I think we were included because they used a broad brush and needed to be contiguous,” he said.

There have been some concerns about residential properties being included in the expanded special service area.

Jones said the area includes some properties zoned commercial but used for residences. But staff plans to develop a rebate program that could be used to offset the tax for owner-occupied residential properties.

The city has held an open house and public hearing on the proposal.

The existing special service area is used to fund the City Center Partnership, which promotes the downtown business district.

City officials have said the expansion of the area will be used for economic development for the business corridors that lead into downtown.

Seniors gather at Jacob Henry Mansion for ‘White Christmas’ event

mmallory@shawmedia.com JOLIET – It was Kathleen Warren’s first visit Tuesday morning to the Jacob Henry Mansion Estate in Joliet.

“It’s gorgeous,” Warren said, pointing to her phone. “I’ve got pictures of it.”

That was about 11:45 a.m., as Warren and a couple of hundred others attending the estate’s “White Christmas” event dined in the Victorian Ballroom on chicken apricot or pork roast, both with sides of vegetables and a dessert. About 20 tables were

filled with 10 to 12 people each.

After lunch, attendees were treated to a 1 p.m. performance of songs from Irving Berlin’s “White Christmas,” touted in a news release to take them on a “musical journey from a World War II performance for the troops, to the glamour of a Florida nightclub and finally the charm and simple beauty of a New England town.”

The Victorian Ballroom featured many Christmas trees of various sizes, as well as wreaths and lights.

a.m. from the Warren Township Senior Center in one of several motor coaches to the mansion, which held its second “White Christmas” event of the month Tuesday. Attendees arrived at 10:15 a.m. and toured the mansion, which was full of Christmas decor, before settling in for lunch at 11 a.m.

Susan Pritz-Bornhofen, part of the family that has owned the estate since 1985, said it’s the 12th year the mansion has hosted a “White Christmas” event.

They sell out every time, and December 2017 performances are almost sold out.

“People come from all over,” Pritz-Bornhofen said. “Last week, we had groups from Wisconsin and Michigan.”

Since its inception, the same performance troupe has done the “White Christmas” shows, she said.

“Some groups have been coming five, six, seven years,” she said.

Mansion staff, as part of its marketing campaign, try to book large groups on motor coach trips that allow them to escape for a day – often to historic places.

Trustees hear results of signage focus group

mmallory@shawmedia.com PLAINFIELD – The village of Plainfield was presented Monday with some options to spruce up entrances to the village.

Upland Design returned to Village Hall to give the Plainfield Village Board and village staff the results of a series of focus group meetings aimed at developing themes and ideas to enhance village entrances.

said Tuesday that a group of eight residents met with Upland Design, a Plainfield-based company hired by the village, to help with the project.

There were no votes taken Monday night, but the focus group has proposed two artistic signs – one at the entrance to the village at Route 30 and Renwick Road and another at Route 126 and Route 59 – be designed and installed.

The group proposed smaller signs be added at lesser-known entrances to Plainfield. Upland Design also presented some options for lighting of over-

New Lenox approves higher tax levy; tax rates are down

Shaw Media correspondent NEW LENOX – The New Lenox Village Board has passed a 2016 property tax levy that is higher than last year, but the village’s share of property owners’ tax bills is expected to go down.

Board trustees Monday night approved an estimated 2016 tax levy of $2.64 million, up 2.77 percent from $2.57 million in 2015.

However, the limiting rate has decreased this year to 0.3222 from 0.3358 last year, Finance Director Kim Auchstetter said.

The increase in the levy is predominantly attributed to new residential and commercial growth, Auchstetter said in a later interview. For 2016, new growth is expected to have a value of about $16.5 million.

“The village has seen growth, meaning a larger tax base, which allows for the tax rate to decrease,” she said.

Of the about $71,000 increase in this year’s tax levy, about $53,000 can be attributed to new construction, while the remainder comes from inflation, Auchstetter said.

Property values have also increased slightly this year – about 3.25 percent – for the first time since the recession, Auchstetter said. Last year was the first time since the real estate market declined in 2008 that New Lenox Township did not see property values decrease.

With a lower limiting rate, a resident with a house valued at $200,000 will see about a $9 reduction to $124.82 on their property tax bill this year,

compared with 2015. For a house valued at $300,000, the tax bill will decrease about $13.57 to $322.23.

Most of that will likely come back to residents in 2018.

The village has had a tax rebate policy in place for the last seven years, which has given a portion of the property tax bill paid to the village back to its residents in the year following that in which the bills were paid. That percentage has steadily increased over the years.

In October, the village adopted a resolution approving a 75 percent refund to residents on 2015 property taxes paid this year. Residents who qualify for this rebate and send in an application by Dec. 15 should receive their checks in the spring of 2017.

The village’s share of New Lenox residents’ property tax bills was about 3.8 percent last year, according to Auchstetter’s summary report presented to the board.

Auchstetter also noted in the report that “although the tax levy is an important revenue source for the village, it only covers 6.4 percent of the village’s $41 million 2016-2017 operating budget.”

The committee also was updated by village staff on progress in regard to its strategic plan and two key roads that are seeing improvements.

Collins said the Route 30 project is slated for completion in 2017, as originally planned. The construction has been ongoing since 2015 between Renwick Road and Route 59.

The project includes a three-lane roadway from Heggs Road to 150 feet east of the Northwest Community Park entrance. The village is paying $673,000 of the $2.673 million project.

Lockport Township woman critically injured after smoking in bed

bstanley@shawmedia.com LOCKPORT TOWNSHIP – A woman was seriously burned while smoking in bed early Tuesday.

Lockport Township Fire Protection District Deputy Chief Paul Hertzmann said firefighters were called to a fire about 1:25 a.m. in the 1000 block of McCameron Avenue in Lockport Township.

The homeowner was able to extin-

guish the fire before crews arrived, but one resident suffered severe burns.

“She’d been smoking in bed and it appears she fell asleep,” Hertzmann said.

After being brought to Silver Cross Hospital in New Lenox in critical condition, the victim was transferred to the burn unit at Loyola Medical Center in Maywood. No update on her condition was available Tuesday afternoon.

The fire damaged only the contents of one bedroom, Hertzmann said.

Lockport Township murder suspect arrested in Georgia

bstanley@shawmedia.com NORCROSS, GEORGIA – The suspect in a Lockport Township slaying was taken into custody Thursday in Norcross, Georgia.

Tariq Pinnick, 20, had been sought on murder charges since shortly after the Jan. 13 shooting death of Dylan Tariq Pinnick J. Somma.

Will County Sheriff’s Office Deputy Chief Rick Ackerson said a recent tip left on the sheriff’s office website regarding Pinnick’s potential whereabouts led investigators to contact U.S. Marshals in the Atlanta area.

At 6:30 a.m. Thursday, marshals and Gwinnett County deputies found Pinnick and Cynthia Martinez, 38, at a residence on Gulf Terrace, according to a news release from the Gwinnett County Sheriff’s Office.

“Pinnick is facing charges of obstructing justice [in Georgia] after giving a false name to police when they encountered him a week before.”

Martinez was arrested on unrelated Georgia warrants. Pinnick is expected to face extradition back to Illinois.

Pinnick and Somma were in front of a home in the 200 block of Barry Avenue when Pinnick allegedly shot him once in the chest. Ackerson said Pinnick refused to talk to police about the confrontation.

who conducted the training. “At 30 meters, it’s accurate to 2 millimeters.”

The scanner can be set on a tripod and take a thorough scan in less than 10 minutes, then moved to a different point. Computer software combines the images into the virtual map. The camera is controlled by a touchscreen, but can also link to a smartphone or computer.

“The ‘average’ crime scene can be captured in 1.5 to 2 hours, but when they used these at the site of a huge warehouse fire, it took several hours,”

Dustin said.

Measurements are done automatically so an investigator only needs to click on an item to determine its distance from another object. Because the scanner has infrared capabilities, blood can become more visible when color is removed from the images produced.

The device also can measure trajectory of bullet paths to determine where a victim or offender was standing.

The camera costs $90,000, but the sheriff’s police received several discounts and purchased one for $58,000.

Family Counseling Centers support those in need Family Counseling Center

Shaw Media correspondent At some point in their lives, one in three residents of Will County will reach out to one or more of the 46 United Way of Will County agencies.

These agencies provide 109 programs concentrated on bettering the lives of those who call Will County home.

“It’s important to help address the health and human services our residents need. You never know what tomorrow will bring,” Will County United Way President and CEO Mike Hennessey said.

For almost 80 years, United Way has offered assistance to the county as it supports programs through agency partners. One such agency partner is the Family Counseling Center through Trinity Services Behavioral Health Program.

The program has its headquarters in New Lenox, but offers counseling centers in Naperville, Joliet and Homewood, as well.

Bonnie Hassan, director of the Family Counseling Center, said that between the four centers, about 250 clients, 5 years of age and older, receive services each month, with 60 percent of the clients being families with children.

“There is a huge need for mental health services in general, and in Will County there are not a lot of places to go when you have Medicaid funding.

We have more foster children right now – it’s on an upswing – and those are usually abuse and neglect issues,” Hassan said.

The centers offer individual and family counseling, couples therapy, anger management and Project Protect (a class on divorcing with children). They also have newer neurofeedback and di-

agnostic programs, as well as an autism program to help parents navigate the world with a child with autism.

Hassan said the center has always differed from other offices that offer counseling services, because it accepts Medicaid patients, works with a sliding scale and offers a Spanish-speaking counselor.

Jose Andres, counseling therapist, speaks Spanish, which allows 30 percent of his clients to receive services in that language. He said often in family counseling, the children do speak En-

glish, but the parents do not or speak limited English.

“There are no other options, no other mental health offices in Grundy or Will counties that are Medicare accepting of people with mental health needs. It’s very rare,” Andres said of offering Spanish-speaking sessions. “Most of these people have life stressors that they don’t know how to manage. They hold onto serious things for years, if not decades, because services are not available.”

Within the four offices combined, Hassan said, there are 24 unpaid interns, three clerical staff, nine full-time therapists and three part-time therapists.

She said United Way funds help to offset costs of taking Medicaid patients, the Spanish-speaking therapist, intern training sessions and other expenses.

“The funds we receive from the United Way allows us to provide services to people uninsured or on Medicaid and allows us to serve more of that population because the funds supplement the rates,” Hassan said.

United Way helps to fund the counseling center, but Hassan said the networking between the 46 agencies proves to be an asset, as well.

“The agencies meet quarterly and share what we are doing and find ways to help each other. There have been times when I hear of a new program and I think of someone I know who could benefit from those services,” Hassan said.

One way residents can help United Way’s partner agencies is through the Herald Angels giving campaign. The Herald-News collects donations from its readers during the holiday season, and contributes them to support the agencies.

JJC approves $58.7M levy

fsarver@shawmedia.com JOLIET – The Joliet Junior College Board of Trustees has approved several staff changes and the 2016 tax levy.

Trustees approved at Tuesday’s meeting a 2016 tax levy of about $58.7 million, including the debt service portion, about a 6 percent increase over last year. The levy is the amount in property tax dollars the college requests to operate.

The education, operation and maintenance, LPS, audit, and health, life and safety portions of the levy amount to $50.7 million, a 2.9 percent increase over last year’s levy, but Jeff Heap, interim administrative services vice president, stated in an email that the final levy is expected to be less.

On Nov. 8, trustees adopted a tentative version of the tax levy that would not reduce the debt service levy this year – or not rebate back to taxpayers the interest earned on general obligation bonds issued for projects under the college’s Master Plan – because of lack of state funding.

Heap stated the college abated the 2008, 2012 and 2013 A and B bonds be-

cause they are paid by the students through the capital assessment fee, but the 2009 bond the college could not afford to abate because of lack of state funding.

In the past seven years, the college reduced the debt service levy by a total of $12.8 million to taxpayers.

Board Chairman Robert Wunderlich said he hopes the abatement issue serves as a “call-to-action” to JJC District 525 residents. He said the college wants its taxpayers to understand how the “state’s continued fiscal crisis impacts local resources like the college.”

Staff changes

Trustees also approved Patty Zuccarello and Amy Murphy as dean of career and technical education and dean of applied arts, workforce education and training, respectively.

Malinda Carter also was approved as the executive director of human resources.

Zuccarello was the dean of health and industrial technology at Prairie State College. She developed and oversaw a $2 million budget and managed accreditation for the division, according to JJC.

Tears rolled down the face of Kristi McNichol, superintendent of the Will County Veterans Assistance Commission, as she was surprised with a Quilts of Valor award at the commission’s regular board meeting Monday night.

McNichol went into the meeting excited to surprise her board and three staff members with the same award, but was not aware that a local Land of Lincoln Quilts of Valor volunteer had, in turn, nominated McNichol.

“I nominated her because she is phenomenal and works so hard for these veterans,” Quilts of Valor volunteer Pat Clower said of her nomination of McNichol.

Board chaplain and fellow Quilts of Valor recipient Jim Singler spoke warmly of McNichol after she received her quilt.

“She is the best-kept secret in Will County,” Singler said. “She has goals and those goals change every year.

The outreach she performs allows our services to expand. She is the hardest-working person and we love her.”

Once the women walked in and lined the room, all holding quilts, the board and staff looked around at one another and put the pieces together.

Clower had each individual veteran stand, while the quilter placed the quilt around the shoulders to wrap the veteran. The veteran then said what branch he or she had served in, and gave a history on their service and life now.

“Thank you. I know the board was getting these, but I didn’t know I would too. The military was the best and worst times of my life. It taught me things I wouldn’t learn anywhere else,” former Marine and commission employee Erik Papineau said.

Clower said Quilts of Valor began in 2003 and the first was awarded in November of that year at Walter Reed Army Medical Center to a soldier from Minnesota who had lost his leg in Iraq.

“They saw the value of providing comforting quilts to the wounded because of the message the quilt carried – that someone cares. As of today, 151,073 quilts have been awarded,” Clower said in her presentation.

The organization mission statement says, “The mission of Quilts of Valor Foundation is to cover service members and veterans touched by war with comforting and healing Quilts of Valor.”

“People walk through the mansion, see the Old Central Church,” Pritz-Bornhofen said.

Both the mansion and church are part of the estate grounds that are a National Historic Landmark.

Warren said she’s fond of period pieces and historical places, so she was drawn to the Jacob Henry Mansion when presented with the opportunity to go by the Warren Township Center.

“I like to see how people lived in another time,” Warren said. “I hope

to see the [Old Central Church] later.”

Warren has been warned by her kids to stop buying Christmas decorations.

“I wanted to see the mansion decorated for the holidays,” she said when asked what inspired her to make the trip.

After the performance, the groups boarded their motor coaches at 2:30 p.m. and headed home.

On Wednesday, the Jacob Henry Mansion is hosting a Victorian Holiday Luncheon. Tickets are $30, all-inclusive.

D-202 to offer full-day kindergarten through lottery THE HERALD–NEWS PLAINFIELD – Plainfield School District 202 will run a random, computerized lottery for a second straight year for full-day kindergarten in 2017-18, according to a district news release.

Parents will be able to apply online for the lottery starting 7 a.m. Jan. 17 and ending 5 p.m. Jan. 31.

The lottery itself will be held on Feb. 9. Families will be notified no later than Feb. 10 whether their child has been accepted or put on a waiting list.

Full-day kindergarten tuition will be $100 a month, in addition to the one-time $88 kindergarten registration fee. The $100 tuition will help offset the cost of additional staff and resources to offer the program, according to the district.

All students must be 5 years old on or before Sept. 1 to attend kindergarten, per state law.

Each family can complete only one online lottery application. Families with multiple kindergarten students will complete one online application, including the names of all prospective students. This online application will create individual lottery entries for each child.

Families without internet may register online at their child’s home school on any regular school day from 9 a.m.

Jan. 17 to 3 p.m. Jan. 31.

Families will apply for the lottery with the intention of them attending their home school based on their primary address. The actual classroom for the home school may be housed at another building, depending on available space.

Students chose for this program must complete the normal school registration process by March 10 or they will lose their slot.

District officials said, once again, there will be 408 full-day kindergarten spaces awarded for the 2017-18 school year, 24 students at each of the district’s 17 elementary schools.

Between 1,400 and 1,500 children are expected to be eligible for kindergarten next fall.

“District administrators continue to research options to provide full-day kindergarten cost effectively for as many students as possible,” the news release stated.

According to district officials, the pilot full-day kindergarten program this school year has “gone very well.”

The curriculum is the same for half-

and full-day kindergarten. Teachers get more time and can incorporate more play-based learning in the fullday program.

District 202 identified full-day kindergarten as a priority through the 2011 strategic planning process. The district still does not have enough space in its

17 elementary schools to accommodate students.

The board and administration decided last year to implement a limited pilot program this school year. The district held a lottery to assign 24 students to full-day kindergarten eat each elementary school.

Mr. Robert W. French, age 91, a resident of Columbia, TN and formerly of Dwight, IL, went to be with his lord and savior on Saturday, December 10, 2016.

Mr. French was born on July 30, 1925 in Joliet, IL He was the son of the late Raymond and Margaret Simon French and the husband of the late Wanda French, who preceded him in death on December 21, 2015. Robert served his country in the US Navy during WWII aboard the USS Charles J. Badger (DD-657). After returning from service, he joined the trucking firm Sheik Motor Express and worked there for 43 years before retiring.

He was a history buff who liked reading, trains and traveling. He especially enjoyed antique farm machinery and mules. Along with his wife, they were members of the Dwight United Methodist Church.

Paul Arthur Lambrecht, 93, died on December 7, in Greenville, SC. Paul was born on August 18, 1923 in Frankfort, Illinois to Herbert and Hilda Lambrecht where he and his sister Kay were raised. Paul graduated from Joliet Township High School and attended Joliet Junior college for 2 years. He entered the Army Air Corps in September of 1943 and was discharged March 7th of 1946.

He met the love of his life, Victoria Gerodimos (Vicki) in Chicago in 1946. They were married on March 2, 1947. Paul and Vicki moved to Frankfort, Illinois where they were longtime residents and very involved in their community.

They had 2 children, Nancy and Tom. Paul loved his family and his extended family above all else and always put them first.

Paul had a long and successful career with Brown and Lambrecht Earthmovers, a business that he started in 1947 with partner Laverne (Bitz) Brown. His son, Tom became involved in the business which he eventually owned and operated as TJ Lambrecht Construction until his death in 2003.

Paul was well-known in the Joliet community and statewide for his participation in the Illinois Road Builders Association, where he served as president, Illinois General Contractors, Rotary and Lions Club. He served on numerous boards in the area including Silver Cross Hospital, Joliet National Bank and Easter Seals. He was actively involved in the Evangelical and Reformed church in Frankfort, where his grandfather, Gustav Lambrecht, was the pastor for many years.

Paul and Vicki spent summers in Manitowish Waters, WI from 1972 until 2013. In 1980 they moved to Naples, Florida where they lived during the winter for 28 years before moving to a retirement community in Hilton Head, SC to be near their daughter, Nancy. Vicki died in 2013.

Paul then moved to Greenville SC to be near his daughter, his grandchildren and great-grandchildren.

All of us that knew him well would agree that he was always impeccably dressed and sported the best tan in the Midwest. He had many nicknames that were given to him over the years including PAL, Pop, Papa, Blue Pop, Silver Fox and Gadgetman. His love of gadgets required many trips to Ace Hardware and elsewhere.

He bought not only for himself but mostly by the dozen to share with family and friends. No task, project, or problem was too big for Paul to handle. His modus operandi was to cogitate and then delegate. He always had a “guy” who along with a few bucks could take care of business. He and Vicki loved to entertain and hosted many dinner parties and events for family and friends.

Paul did not know a stranger. After ten min-

utes of entering a room he was best friends with everyone. He liked his Old Fashioned with “extra bitters” and more often than not picked up the tab for the entire table. His generosity was wellknown and appreciated.

He and Vicki toured the world. He loved the American flag probably more than anyone and displayed it proudly on every car, boat, hat, shirt, you get the idea. Paul lived life to the fullest. We love him and we will miss him but also know that he is already planning the next party.

He is survived by his daughter, Nancy Clay (Stephen), of Greenville, SC; his sister, Kay Anderson of Ormand Beach FL; His grandchildren, Lindsey Schulz, Alex Clay(Kelly); and his great-grandchildren, Ally Schulz (8), Chase Schulz (7) , Sydney Clay (5)and Baron Clay (3) all of Greenville, SC, Melissa Lambrecht of Chicago, Jack and Matt Lambrecht of Palm Beach FL; and daughter in-law, Patricia Lambrecht also of Palm Beach FL. He was preceded in death by his son, Tom Lambrecht in 2003 and his wife, Victoria in 2013.

A memorial service will be held in January at the Cascades Retirement Community in Greenville, SC. Details to follow. His wishes are to have his and Vicki’s ashes spread in Northern Wisconsin. Trump fears linger at Guadalupe feast

CHICAGO – Heckel Villa noticed something different as tens of thousands of Catholics made their annual pilgrimage to a suburban Chicago shrine to Mexico’s revered patron saint.

As always, they brought daily concerns about family and health, but the daughter of Mexican immigrants who’s worked and worshipped for years at one of the largest shrines to Our Lady of Guadalupe in the U.S. said it was fear and anxiety about President-elect Donald Trump’s approach to immigration that permeated their prayers.

“The spirit was there, but people were actually afraid,” she said Monday during the Feast of Our Lady of Guadalupe. “Their main goal was to pray to make sure that they get some type of answer and trying to make sure our (incoming) president thinks differently, changes his way of thinking, especially with Hispanic people.”

The sentiment was echoed in small parishes and big city cathedrals across the country as Trump’s win and aggressive pledges on immigration changed the dynamic of one of the biggest Catholic holidays, particularly in Latin America.

CHICAGO – A Cook County judge has ordered a group home owner Tuesday to turn over 18 residents with developmental and intellectual disabilities because they were in danger of “irreparable injury.”

The Chicago Tribune reported that Judge Kathleen Pantle ordered Disability Services of Illinois to turn the residents over to the Illinois Department of Human Services.

CHICAGO – The son of late Comptroller Judy Baar Topinka is suing for more than $60,000 in contributions she made to the state retirement system.

The (Springfield) State Journal-Register reported Joe Topinka filed the lawsuit last week in Sangamon County Circuit Court. He’s seeking to overturn a General Assembly Retirement System ruling that found he shouldn’t get the money. The ruling said that’s because Topinka was paid more in retirement benefits than she contributed over her life.

Medical marijuana sales reach $4.4M in November

SPRINGFIELD – Medical marijuana sales reached more than $4.4 million in November at licensed dispensaries throughout Illinois, marking another month of steady growth for the year-old industry.

The state released new sales figures for November along with a new tally for how many patients qualify to buy marijuana legally. The Illinois Department of Public Health now has approved about 13,200 patients for medical marijuana, including 100 children and teenagers.

The number of Illinois dispensaries continues to grow with 47 now licensed to sell medical marijuana.

Dubbed by several including Pope Francis as “the mother of the Americas,” she’s viewed as a protector, among other things. Her iconic image with hands held in prayer is found everywhere.

Last month’s figures bring the total retail sales in Illinois to $32.5 million since purchasing began Nov. 9, 2015.

The state’s medical marijuana law is set to expire in July 2020.

Quigley: Budget woes could hurt odds for Trump funds

CHICAGO – A Chicago-area Democratic congressman said Illinois could miss out on federal infrastructure money under President-election Donald Trump if the state doesn’t sort out its budget problems.

U.S. Rep. Mike Quigley told the Chicago Tribune that if Illinois can’t come up with matching funds from a capital plan, then it will miss out on new federal money from a big federal infrastructure program. Trump has talked about $1 trillion in infrastructure spending.

Quigley said that if the state match money “isn’t there, that (federal) money goes to another state.”

Trump taps ExxonMobil CEO for secretary of state Rex Tillerson has close ties to Russia

The Associated Press DALLAS – ExxonMobil CEO Rex Tillerson, President-elect Donald Trump’s choice to lead the State Department, has close ties to Russia through years of deal-making that will serve as valuable experience – but also raise concerns.

Tillerson has claimed to have a “very close relationship” with Russian President Vladimir Putin and will have deep knowledge of the country’s power structure, having led ExxonMobil into a rare oil exploration deal with Russia’s state-owned energy company.

His ties, however, could cast a shadow over important decisions on relations with Russia, from whether to extend sanctions to the handling of intelligence reports that Russia interfered with the U.S. presidential election to help Trump.

As an oil executive, Tillerson has argued against sanctions that the U.S. and European allies imposed on Russia after it annexed the Crimean Peninsula from Ukraine in 2014.

The sanctions are aimed against key sectors of the Russian economy, including financial services, energy, mining and defense, but also individuals in Putin’s inner circle. Experts say that if they remain in the long term, the sanctions could affect Exxon’s joint venture with Russia’s state oil company.

A native of Wichita Falls, Texas, 64-year-old Tillerson is a career Exxon employee, having joined the company after graduating from the University of Texas in 1975 with an engineering degree. Groomed for an executive position, he spent years in the rough-and-tumble world of oil production, work-

By the 1990s, Tillerson was overseeing many of Exxon’s foreign operations. He played a key role in Exxon’s involvement in the huge Sakhalin oil and natural gas project on Russia’s eastern coast. That was a warm-up for a $3.2 billion deal in which Exxon and Russian state-controlled Rosneft announced they would work together to explore for oil in Russia’s Arctic region.

In 2011, Tillerson flew to the Russian resort town of Sochi to meet Russian President Vladimir Putin for the announcement. As news photographers recorded the scene, the men shook hands and smiled broadly at each other.

“This project promises to be highly interesting and ambitious,” Putin said at the time.

Success in Russia required aligning the company’s interests with those of the Russian government, mettle, and good relations with Putin. Exxon steadily expanded its Russian business while its rivals faced expropriation and regulatory obstacles. In 2013, Putin awarded Tillerson the Order of Friendship, an honor given to foreigners who improve relations with Russia.

“My relationship with Vladimir Putin, which dates back almost 15 years now, I’ve known him since 1999 and have a very close relationship with him,” Tillerson said in a speech a few years ago.

Like other oil companies, Exxon has had to develop its own diplomacy and foreign relations, so many skills Tillerson honed at Exxon could help in his new role, said Antoine Halff, head of the global oil markets program at Columbia University’s Center on Global Energy Policy.

Exxon also has operations in Indonesia, Azerbaijan, Chad, Equatorial Guinea, and many other countries, from the Arctic Circle to the southern tip of Australia. Africa and Asia were its leading sources of oil production in 2015.

Tillerson became Exxon’s CEO on Jan. 1, 2006, and is expected to retire next year. His heir apparent, Darren Woods, has been in place for a year, so there would be virtually no disruption to Exxon’s succession plans.

In 2015, Exxon valued Tillerson’s compensation at $27.3 million, most of it in stock. At the end of 2015, he held awards that had not yet vested that were worth $149.2 million.

OPINIONS Zero trust has led to zero budget framework proposals in Illinois

Top folks in the governor’s office said they didn’t quite understand last week why the Senate Democrats and House Speaker Michael Madigan’s spokesman were so upset with them about canceling last Thursday’s leaders meeting to discuss ending the long Statehouse impasse and finishing up an incomplete budget.

Gov. Bruce Rauner’s chief of staff reached out to Rep. Greg Harris, D-Chicago, last Wednesday to see whether he’d finished up a budget framework. Harris, who Madigan refers to as his “chief budget negotiator,” had reportedly made it clear earlier in the process that he wanted to get input from House Democratic membership before moving forward with any budget proposal. He hadn’t yet been able to do that, which led to the decision by the governor’s office to cancel last Thursday’s meeting.

Trouble is, the press release announcing that cancellation was sent at almost exactly the same time as top Democratic staff were informed of the news. And that led to internal confusion and more than a little anger.

“I’m seriously floored by this,” said one clearly ticked off top Dem involved with the negotiations. “Every time we start to make progress, they pull the plug.”

Public comments by Madigan’s spokesman (who is not involved with negotiations) were a bit harsh: “Somehow they had it in their heads that we’re going to take over some executive action [by proposing a full budget]. I don’t think that’s going to happen,” Steve Brown told the Chicago SunTimes.

But the real reason the Democrats haven’t presented a plan after almost two years of demanding that Rauner propose one is that if they do lay out an actual spending

VIEWS Rich Miller plan, they’d have to essentially reveal the size of the tax hike they’d prefer, which is why Rauner hasn’t done it, either.

It wouldn’t be difficult for the governor to take the Democrats’ spending proposals, subtract out expected state revenues and then label what wasn’t yet funded as “the Democrats’ tax hike plan.”

Or, more likely, “the Mike Madigan tax hike plan,” since the Republicans truly relish whacking the unpopular House speaker.

That may not happen, but the complete lack of trust among Statehouse leaders exacerbated by the governor’s year-round campaign style pretty much makes that expectation a reality.

After all, I already get more than a dozen e-mails almost every day from the Illinois Republican Party slamming individual House and Senate Democrats for being Madigan’s minions. A “tax hike proposal” from Madigan could exponentially increase those attacks.

Not to mention that the governor’s state party sent a video “tracker” to the Statehouse this month to harass a few politically vulnerable House Democrats. The party posted video of one somewhat embarrassing encounter on YouTube.

This stuff is, at the least, inanely juvenile and, at most, darkly autocratic. The governor’s party shouldn’t be paying people to follow opposing party legislators around Springfield with a camera. Period. And it could easily escalate out of control if the other side starts responding in kind.

In the past, the leaders and the governor would all figu-

ratively hold hands and jump off the tax hike cliff together.

But, in the past, nobody was blasting out campaign press releases just days after the campaign ended and hounding legislators with video trackers. So nobody trusts anyone enough to do that now.

And that’s why Senate President John Cullerton went on WTTW’s “Chicago Tonight” program last week and said, “It’s not a matter of who’s going first,” but then firmly and repeatedly demanded that Rauner had to be the one to go first.

Even so, they actually appear to be making some slow progress behind the scenes.

Despite public comments

by Republican leaders that reconstituting the rank-and-file legislative working groups was a waste of time, a small group planned to meet last Friday with the governor’s people to engage on a workers’ compensation reform plan. Cullerton said earlier in the week that he was confident a deal could be struck, particularly if it focused on weeding out fraud and abuse. Speaker Madigan said after last Tuesday’s meeting that he was willing to negotiate on that topic.

Another small working group was also scheduled to talk about local government consolidation and state mandate relief. Madigan said he was willing to engage on that topic as well. Madigan also said last week he was willing to talk about pension reform, which is another major Rauner demand and for which Cullerton already has a proposal.

They just need to find a way to trust each other enough to make it all happen. Don’t bet on it yet.

But midway through the meet, the second-ranked Class 3A Porters owned a 26-6 lead over the No. 5 Warriors after capturing wins in six of the first seven matches.

While the hosts fared better during the latter half of the competition, Lockport still wound up winning 10 matches to help it post its 17th-straight victory after claiming a 41-18 triumph.

“This was something that coach (Brian) Glynn emailed me about early in the school year and said they did it with Lincoln-Way Central last year and were interested in doing it again,” Porters coach Josh Oster said. “They thought it would work with us, if we wanted to do it, and I’m glad that they gave that opportunity since it was a fun event and he does a great job of getting everything put together.

“The score doesn’t really indicate how good they are, because they’re really good. I think we have 24 or 25 kids who have wins already on the varsity level and we’ve been relatively healthy this year. It’s just that all of those kids are ready to be out on the varsity mat, so we get them in when we can.”

In the opener at 182, Lockport’s Payton Fernandes got a takedown with 16 seconds left to claim a 3-2 win over Trevor Schmidt to improve to 17-0 on the season. At 195, Porter Chan-

Bell on target as Joliet West tops Lockport

dgoss@shawmedia.com JOLIET – Joliet West opened Tuesday night’s nonconference matchup against longtime rival Lockport on fire.

Trevian Bell stoked the flames all night long as the Tigers whipped the visiting Porters, 74-45, to remain unbeaten.

After Teyvion Kirk hit a 3-pointer to open the scoring, Bell hit two straight from long distance and Kirk scored on a layup as the Tigers converted three Lockport turnovers into points and led, 11-2, two minutes into the game.

“That’s what we try to do, get the first hit, knock ’em down early,” said Bell, who made 10 of 11 shots, including 4 of 5 from 3-point land, and 2 of 3 free throws for a game-high 26 points.

Lockport scored the next basket, John Meyer’s layup, to make it 114, and that’s as close as the Porters would get. West led, 38-20, at half and Bell finished things off in the second half when he scored 16 of his points.

“I have been one of our top scorers in the past,” Bell said. “I’ve been trying to get my teammates involved more. But it’s always a good feeling to come out and shoot like this. That builds a lot of confidence.”

“Trevian has been working hard trying to get his stroke back,” West coach Nick DiForti said. “He needed a night like that.”

DiForti said the quick start for the Tigers (8-0) was the result of how they practiced for the Porters (4-4).

“Our defense played really hard, similar to how we practiced,” he said.

“We practice according to how we want to play.”

There was some talk in the Tigers’ camp about how Lockport had knocked them off on their floor a year ago.

“We talked about that a little,” DiForti said. “Lockport played how they were supposed to last year. That was two or three times they beat us at home.”

“We talked about it, but we didn’t let that affect us,” Bell said. “We just wanted to come out and play our regular game.”

Kirk finished with 15 points, 13 in the first half. Eddie Creal chipped in eight and Tabyous Casterberry, Elijah Ward, Michael Smith and Charles McKinney had five.

“He sparks us,” DiForti said of Kirk. “What I liked was the other night against Plainfield East when he had 20 and we had four or five guys with eight points.”

Lockport coach Brett Hespell said his team is searching for answers. He used everyone on his bench.

“First of all, take nothing away from Joliet West,” he said. “They are good, they know they’re good. They play with that confidence.

“We don’t have that collective belief. The lack of fight has to change.

Whoever we have on the floor representing Lockport, regardless of who is playing, we have to find a way to match that.”

Point guard Matt Smietanski led the Porters with 11 points, and he did a good job against West’s pressure less than a week after he faced the same sort of heat against Bolingbrook and Thornton.

“We have put so much on his

plate,” Hespell said of Smietanski. “He is starting to get accustomed to the speed, all the bodies and hands flying around.”

Christian Schultz, Jacob Karli and Zachary Pytlewski all scored six points for Lockport, which 38.1 percent on 16 of 42 and committed 17 turnovers.

West, meanwhile, shot at a .592 clip (29 of 49), committed 13 turnovers and held a 26-20 rebounding edge. Bell led all rebounders with six.

“We’ll keep plugging away,” Hespell said. “We have a lot of questions for ourselves that everyone has to answer.”

So, a West-Lockport nonconference game is in the books, what with the Tigers having moved to the Southwest Prairie this school year.

“It’s weird to play them in a nonconference game,” DiForti said. “That’s why we want to keep playing them and Bolingbrook. We three coaches [including Bolingbrook’s Rob Brost] get along really well.”

West will visit Bolingbrook on Jan. 24, a date more than a few local fans have circled on their calendars.

In the match at 132, two-time placewinner Abdullah Assaf beat returning medalist Gehrig Simon, 17-6, in just his second match of the year to give the Porters a 30-9 advantage. Then at 138, Lockport’s Brandon Ramos (15-0) used a third-period takedown to claim a 3-2 victory over Jake DiBenedetto. At 145, West’s Joey Schloegel recorded a fall in 3:41 and Porter Zach Reese followed with a 5-0 win over Jake Price at 152.

Lockport claimed its last win at 160 when top-ranked Trevell Timmons (110), a two-time medalist, won by technical fall in 5:50 over A.J. Patterson.

“I think you have to look at summer travel teams that play many games over the course of a weekend, and the showcases,” Petrovic said.

“Maybe those are more risky than high school baseball.”

Plainfield North coach John Darlington, who guided his team to fourth place in the 4A tournament last spring, said, “I think the guidelines are good for high school pitchers.

Hopefully the numbers are the same in the summer.”

And, hopefully, kids will be smart about what they are doing in the winter as well.

“Showcases do have some positives,” Smith said. “Colleges play games when we do, so summer ball and showcases in the winter may be the only times they have to see kids.

But if a kid goes out and throws as hard as he can for 15 to 20 pitches at a showcase in January, he could be putting himself at risk.”

One thing Smith said has helped keep kids’ arms from harm’s way is encouraging multi-sport participa-

tion.

“We encourage multi-sport athletes at Providence,” he said. “If a kid plays football in addition to baseball, that gives him 3 to 4 months to rest his pitching arm. You can’t control what goes on outside your walls, but you do all you can do.”

Smith said in general the guidelines are good, but the maximum pitch count of 76 to 105 “is a big window. That may have to be tweaked.”

He also cited the postseason, where guidelines are the same, but with no maximum number of pitches in the pitcher’s next appearance.

However, suppose Team A is facing Team B in a Wednesday sectional semifinal and Team C is taking on Team D in a Thursday semifinal.

According to the letter of the law, the Wednesday winner could use its ace in a Monday supersectional, but the Thursday winner could not. That’s something Smith said needs to be addressed – perhaps both semifinals played Wednesday, or both Thursday, at different sites – to maintain competitive balance.

“Maybe in the postseason, the rule should be changed,” Petrovic said.

“Should the rule be the same at the end of the season, when your arm is stronger, than it is the first week?”

Smith said he and his staff already have discussed the need to keep a couple of extra pitchers this season so as to not get caught short.

“I am concerned about smaller schools, though,” he said. “If a coach has only 13 or 14 kids on his team, he may have a problem finding pitchers.”

Things could get confusing with the pitch counter from each team having to compare notes every two innings, and when reports need to be made to the IHSA, how many pitches each pitcher threw each day. Those things will work themselves out over time.

The IHSA guidelines overall should be beneficial. However, unless similar safety measures are in place in the summer, regardless of where and with whom kids play, and unless kids are smart about what they do in the winter, the frequency of arm injuries may not change appreciably.

The pitch counts and mandatory rest periods approved this week by the IHSA Board of Directors will not change much about how Joliet area baseball coaches operate.

“I’ve coached 20 years in a certain way,” Minooka’s Jeff Petrovic said.

“It will be interesting to see how this plays out. But I looked back, and I really can’t find anywhere we would have been affected.”

“A majority of the high school coaches I know have the best interest of the kids in mind,” said Mark Smith, coach of Providence’s threetime defending Class 4A state champion.

“I think our coaching staff, and the coaching staffs in our area, do a very good job of understanding a player’s individual limitations and keeping him safe from injury,” Joliet Central coach Kevin Fitzgerald said.

The IHSA guidelines begin with a 105-pitch limit on the varsity level.

Smith said the 115 that had been proposed by the Baseball Advisory Committee “was a little loose.”

If a pitcher throws 105 pitches, he must rest four days before pitching again, at which time his maximum pitch count is 90. It remains at 90 any time he throws a second time in a seven-day period.

The Chicago Catholic League, of which Providence is a member, schedules conference games Monday, Wednesday and Saturday. The Southwest Prairie, which includes Minooka and seven other local schools, will play Monday, Wednesday and Friday.

In either of those instances, coaches assign a different starter to each conference day each week, so the new measures would not come into play much, if at all.

One thought in the coaches’ minds with the implementation of the pitchcount guidelines is they are being looked at as the bad guys, the guys who cannot be trusted to do things properly.

“I really have no concerns with the rules that are implemented,” Plainfield East coach Adam O’Reel said.

“We always have had the pitch-count rule in our program, anyway (one hour of rest per in-game pitch).

“I do think that most high school programs are not as big a concern as some of those travel tournaments and showcases. I also think we are missing the boat here because it is the proper preseason throwing program that helps as much as watching pitch counts. Players throwing year-round

The Associated Press NEW YORK – Artem Anisimov scored the tie-breaking goal late in the second period to lead the Blackhawks over the New York Rangers, 2-1, on Tuesday night.

Trevor van Riemsdyk also scored as the Central Division leaders improved to 3-0-1 in their last four games.

Scott Darling stopped 33 shots, upping his record to 7-2-2.

Artemi Panarin had two assists and Anisimov had one as the Hawks got even with New York following a 1-0 overtime loss at home to the Rangers last Friday.

Jesper Fast scored for the Rangers and Antti Raanta, starting for the fourth straight game, made 24 saves. Raanta had won three consecutive starts, including shutouts in the last two. New York had won four of its last five.

Hawks captain Jonathan Toews was activated from injured reserve earlier in the day after missing nine games with an upper-body injury.

The Rangers had some chances in the final minutes, but Darling stopped Mats Zuccarello’s slap shot with about 3 minutes to go, and then a tip-in attempt by Jimmy Vesey less than a minute later.

Anisimov put the Hawks ahead for good with 1:09 left in the middle period. As Brian Campbell skated past the left side of the net he sent a centering pass in front to Anisimov, who fired it past Raanta for his 13th goal.

The Rangers tied it less than 3 minutes later as Fast, standing at the left side of the net, had the puck coming from behind the cage deflect up off his body and he then batted it in out of the air for his third at 8:15.

Vesey had a chance for the Rangers on a rush minutes before the Hawks’ goal, but Darling made a nice pad save on his attempt.

Raanta then denied Patrick Kane’s wraparound attempt with about 9 minutes left in the second.

The Hawks outshot the Rangers 11-7 in a tight first period.

Raanta made some nice stops

during an early Hawks power play, stopping two slap shots by Duncan Keith and then a slap shot by Patrick Kane and a follow-up wrister by Anisimov. Raanta also made a pad save on Richard Panik and then dove on the puck with about 9 minutes left.

Darling stopped a slap shot by Marek Hrivik and an attempt by Oscar Lindberg near midway through the first, and then denied Kevin Klein on a slap shot late in the period.

NOTES: Toews had four goals and eight assists in 21 games before he was injured in the Hawks’ 2-1 loss at San Jose on Nov. 23. The Hawks were 5-22 in his absence. The 28-year-old center has no points in his last six games, and just two assists in his last nine. ...

Hawks starting goalie Corey Crawford has missed the last six games after an appendectomy on Dec. 3. He started 20 of the first 25 games, going 12-6-2 with two shutouts and a 2.27 goals-against average. ... Campbell’s assist on Anisimov’s goal was his 16th assist and 20th point in 40 games against the Rangers. ... New York starting goalie Henrik Lundqvist was the backup in a fourth consecutive game for the first time in his career. ... The Rangers were without D Ryan McDonagh due to an illness. He was replaced in the lineup by Adam Clendening. ... Rick Nash missed his fourth straight game due to a groin injury. Rangers coach Alain Vigneault was optimistic about getting Nash back soon. “I think he’s looking good,” Vigneault said after the team’s morning skate. “I would say he’s very, very close.”

Timberwolves beat Bulls in Thibodeau’s Chicago return

CHICAGO – Zach LaVine scored 24 points, Andrew Wiggins added 23 and the Timberwolves rallied to beat the Bulls, 99-94, in Minnesota coach Tom Thibodeau’s return to Chicago on Tuesday night.

The Timberwolves wiped out a 21-point deficit and got Thibodeau a victory in his first game in Chicago since the Bulls fired him in an acrimonious split in 2015.

Gorgui Dieng and Karl-Anthony Towns each scored 16 points, and the Timberwolves snapped a four-game losing streak.

Jimmy Butler led the Bulls with 27 points, and Robin Lopez added 14. But the Bulls continued a pattern of letdowns against losing teams, this time falling to one that came in tied for the NBA’s worst record.

That wasn’t what the Timberwolves expected when they hired Thibodeau. After all, the Bulls went 255139 and made the playoffs in all five of his seasons, including a run to the Eastern Conference finals with 2011 MVP Derrick Rose leading the way.

The Timberwolves looked like they were going to get blown out in this one, trailing by 21 in the second quarter. Instead, they came roaring back.

Minnesota was leading 91-87 when

Butler threw down an alley-oop dunk off a feed from Dwyane Wade in transition and nailed a fadeaway jumper off a steal to tie it with 1:34 remaining.

Wiggins then hit a pullup jumper and LaVine scored on a reverse layup to make it 95-91 with 52 seconds left.

Wade picked up two technicals and an ejection with 14.1 seconds left after his driving layup was blocked by LaVine. Butler also got called for a foul on the play.

It all led to Ricky Rubio hitting two technical free throws and LaVine making two foul shots to make it 99-91, sealing the win for Minnesota.

Tip-ins: Timberwolves: Thibodeau got a nice ovation during the pregame

introductions. ... The 38 points were the most the Timberwolves allowed in the first quarter this season. That also matched a season high for any quarter.

Bulls: G Rajon Rondo sat out the game because of a sprained right ankle after landing awkwardly near the end of practice on Monday. ... Coach Fred Hoiberg said G Michael Carter-Williams has a “pretty important” doctor’s appointment on Friday that could determine whether he returns from left wrist and left knee injuries next week. He has been sidelined since Oct. 31.

NEW YORK – A person with knowledge of the meeting says baseball owners have ratified the sport’s new collective bargaining agreement by a 29-1 vote.

Speaking on the condition of anonymity because no announcement was made, the person says Tampa Bay Rays managing general partner Stuart Sternberg was the lone dissenting vote during the telephone meeting Tuesday.

Players also had been scheduled to hold a ratification vote.

The five-year deal was agreed to Nov. 30, about 3½ hours before the expiration of the previous contract.

The agreement raises the luxury tax thresholds, increases some of the tax rates, imposes a hard cap on signing bonuses for international amateurs and bans smokeless tobacco for players who do not already have major league service. It also eliminates the provision that gave World Series home-field advantage to the All-Star winner and bans rookie hazing that includes costumes as women.

They’re the 1 – USF women top NAIA national poll SUBMITTED REPORTS

JOLIET – For the first time in the program’s history, the University of St. Francis women’s basketball team has achieved a No. 1 ranking in the NAIA Division II coaches’ top-25 poll.

One of three undefeated teams in NAIA II, USF (10-0, 5-0 Chicagoland Collegiate Athletic Conference) garnered 307 points in the national poll released Tuesday afternoon. Coach Samantha Quigley Smith’s team, which stood No. 3 last week and ranked as high as No. 2 a season ago, received six of 12 first-place votes. Concordia (Nebraska) and Saint Xavier claimed the No. 2 and No. 3 spots with 299 points (four first-place votes) and 293 points (two), respectively.

USF has won nine of its 10 games by double digits, including an 80-69 victory over Lewis, which entered the game ranked No. 18 in NCAA Division II. Women’s basketball joined men’s cross country and men’s basketball as the third USF team to earn an NAIA No. 1 national ranking in the past two years. USF returns to action at 5 p.m.

Saturday when it hosts No. 16 Cardinal Stritch in CCAC play.

Chicago Street Pub a festive place to eat, drink downtown

By MYSTERY DINER It was a Monday night, so there wasn’t a lot of action downtown as I wandered down Chicago Street, past the downtown Christmas tree toward Chicago Street Pub. Most nights of the week, Chicago Street Pub is a live music venue, located across the street and a little down from the Rialto Square Theatre.

Nights when there are events at the Rialto or Tin Roof, it gets packed. So I purposely went on a night when nothing was going on, because I can’t handle loud noises anymore.

So on this Monday, I stumbled upon Cinco de Modelo, which essentially meant $1 tacos, tequila specials and $3 pints of Modelo.

While I entered thinking I was going to order a Reuben and Guinness, I was easily persuaded into trying three tacos before I even opened the menu. Essentially, I was going to eat a lot ... because I could.

With a ton on tap, I also took advantage of the $6 Monday night draft beer flight, essentially because I couldn’t decide from the more than 20 options on tap. It was a cop-out, but a good one.

Chicago Street also has special tappings at times, including one on a Saturday for Goose Island’s Bourbon County Stout, the beer that was the only thing that could draw me out on Black Friday to go shopping. But that’s a different story.

For now, it was sampling the Chicago Street Cream Ale and Amber along with Oskar Blues’ Pinner Session IPA and the Victory Hop Devil Ale Nitro in 7-ounce glasses.

While open mic was scheduled for 8 p.m., it was definitely a relaxed and Christmasy vibe earlier in the evening. The bar is decorated for the season, with a Christmas tree right inside the front window and the three tall wall mirrors in the dining area lined with Christmas lights and cheer.

OK, you can’t line something with cheer. But you get the point.

You could tell it was the holiday season by the decor, which is something that isn’t true everywhere you go to eat or drink.

Now back to the tacos. I was pleased with my opening choice (two chicken, one pulled pork). For sure, they were a little messy. But I knew I was going all in on this. So I poured on a little hot sauce, ordered some wings for later and dove in.

When the wings arrived, it was immediately clear they don’t skimp on sauce.

And it was clear my hands weren’t staying clean.

But, as I mentioned earlier, I was going all in on this, so it didn’t matter.

The difficulty had been choosing a sauce. But I tried to stay with the theme of trying something new, so I went with the Chicago Street Original, basically a mix of barbecue and hot sauce, along with the honey bourbon barbecue.

looking like too much of a slob.

It was a homey atmosphere, as some regulars (I think I can assume that) stood around near the bar and a few patrons sat at the tables behind.

It was relaxed, the food was good and I could imagine it filling up fast when something is going on downtown.

I’ve heard it’s a good lunch spot, too, and that the waitresses have impressive memories on orders, but none of that was my experience.

I just came in, sat at the bar, enjoyed my meal and drinks, and left satisfied.

This is a spot where I’ll definitely return.

If further risk factors besides age are added, then the benefits of aspirin increase.

So a 55-year-old with diabetes who smokes cigarettes clearly would benefit by taking a daily baby aspirin. This benefit outweighs the risk of a stomach bleed and the risk of bleeding in the brain.

More interesting – for some people, anyway – is much of the mortality benefit seen with long-term aspirin use may be in decreasing colon cancer, not in its reduction of heart attack. People who take low-dose aspirin for more than 10 years can reduce the risk of colon cancer by 20 to 40 percent, studies have shown. In fact, the mortality benefits associated with aspirin – in the general population – may be more strongly linked to a decrease in colon cancer than to a decrease in heart attacks.

The bottom line: If you have low risk for a heart attack or have no family history of colon cancer, aspirin offers little benefit.

Dear Doctor: If you don’t have risk factors for having a heart attack, should you be taking aspirin every day?

Dear Reader: Let’s consider the risk factors, how aspirin works and the numbers.

The risk factors for having a heart attack include diabetes, high blood pressure, smoking, high LDL cholesterol (the socalled “bad” cholesterol) and age.

Aspirin decreases blood clotting within the vascular system by not allowing platelets to adhere to each other. This effect can be shown even with low-dose, or 81-milligram, aspirin, also known as baby aspirin.

Daily use of standard aspirin has been shown to significantly benefit those who are having a heart attack and those who have had a heart attack in the past. For people who have a history of heart attacks, taking a low-dose aspirin will decrease the chance of having another heart attack by 20 percent.

However, if you’re a 40-year-old who has never had a heart attack and has none of the above risk factors, your chance of having a heart attack is low. For you, aspirin will have little benefit, and may cause more harm due to increased chances of bleeding in the stomach and a small increased risk of bleeding in the brain.

If you’re a 55-year-old who has good blood pressure, low cholesterol and does not have a significant smoking history, your risk also is low, so again there is little benefit to aspirin compared with its risk.

If you’re 65 without risk factors, aspirin might reduce the risk of a heart attack, but that risk reduction is offset by the increased risk of bleeding in the stomach.

The same is true for a 75-year-old. These

husband drinks a lot. When he does, his personality changes to the point I don’t want to be around him. He’s aware of this, but he continues to drink.

Recently I caught him sneaking alcohol, so I hid the bottle. When he realized what I had done, he retaliated by letting our cat out after dark, which we don’t do because of the coyotes in our area. Another good book is “Six Steps to Winning Declarer Play” by Jay Apfelbaum (Master Point Press). It is purportedly aimed at intermediate players, but these 52 declarer-play problems would really tax my intermediate students; even the better players would trip up occasionally.

The analysis of each deal is comprehensive. The author advises that declarer always ask himself six questions: How many tricks can I take right now? How many tricks can the defense take right now? Where can I get more tricks? Where can the defense get more tricks? How many tricks do I need for a good score?

(More relevant in a pair event, where overtricks can be so valuable.) What is the best way to play the contract?

Apply those to this deal from the book. South is in five diamonds, and West leads his trump.

Note that three no-trump makes only if West leads a spade.

Now let’s answer Apfelbaum’s questions. South has eight top tricks.

The defenders have two. There are three ways to try for extra tricks: establish hearts, take a winning spade finesse or ruff spades on the board.

The defense will triumph if declarer does not or cannot find a successful line. To score well, South needs to get home.

It should be clear from the bidding that ruffing spades on the board is the best line. Win the first trick in hand, cash the spade ace, ruff a spade, play a club to the ace, ruff a second spade, cash the club king, ruff dummy’s last club and trump the spade queen. South wins one spade, two clubs, five diamonds in hand and three ruffs in the dummy.

The project site is located just east of I-55 about 2.5 miles northwest of the City of Wilmington. Cofferdams are needed to dewater two work areas so the pipeline can be inspected and, if needed, repaired.

One work area is on the east side of the river and the other is on the west side. The east cofferdam will extend 122 ft. into the river and the west cofferdam will extend 70 ft. into the river. The cofferdams are 5 ft. high "Porta-Dam" aqua barriers and will be in place a total of 2 to 4 weeks.
