Joliet council may review Rialto funding proposal this week

JOLIET – The Joliet City Council will meet Wednesday to discuss a proposal from the Rialto Square Theatre that would ensure funding for the theater through 2017 and beyond.

The Rialto Square Theatre developed the proposal at the same time that city officials have been contemplating a takeover of the theater.

Mayor Bob O’Dekirk said Monday that he is uncertain whether Joliet should take ownership of the theater, but he also sounded skeptical about the intergovernmental agreement proposed by the Rialto.

The special city council meeting is at 6 p.m. Wednesday at City Hall. The Rialto board also is slated to review the agreement when it meets at 4 p.m. Wednesday.

O’Dekirk noted that the proposal has some changes from a similar agreement proposed by the city earlier this year, most notably that it seeks four years of funding.

“The terms in the agreement – some of them – are significantly different than anything that’s been discussed before,” the mayor said. “I think it’s odd that they want

The proposal gives the city finance director and inspector general access to all financial records, contracts and other financial information. It also pledges Rialto cooperation should the city ever want to conduct a forensic audit of the theater.

The city, in turn, would fund the Rialto for the next four years starting at $500,000 in 2017 and declining in the next four years to $450,000, $400,000 and $350,000 for 2018 to 2020, respectively.

Police seek public’s help in Joliet slaying Friday night

bstanley@shawmedia.com JOLIET – Police are asking the public for information regarding a fatal shooting Friday night. James D. Waddell, 56, was found at 10:15 p.m. lying unresponsive near the northeast corner of Ottawa and McDonough streets.

“We are working to backtrack the victim’s whereabouts and learn why he was there,” Deputy Chief Al Roechner said Monday.

Police reported blood was also found on Waddell’s vehicle, which was left running in the 300 block of Ottawa Street.

Waddell was taken to Presence Saint Joseph Medical Center, where he was pronounced dead at 10:48 p.m. An autopsy performed Saturday showed he died from a single gunshot wound.

“We came up with this trying to figure out what the city’s concerned about and trying to address the issues preemptively,” said David Silverman, the attorney for the Rialto board. “It was intended to prompt a discussion.”

The city budget scheduled for approval next week, unlike city budgets for years, does not include any funding for the Rialto.

Joliet City Manager Jim Hock last week made a proposal for the city to seek a change in state legislation, which set up the governing authority for the Rialto, in order to transfer control to the city.

Hock on Monday acknowledged that such legislation could not be done until the spring at the earliest.

But Councilman Michael Turk said legislators in a meeting to discuss the issue said it could take a year or longer.

Turk said the proposed intergovernmental agreement could become a basis for negotiating city spending for the Rialto, but he said the four-year funding proposal would definitely be an issue.

“I think that’s going to be one of the sticking points, and I think that’s one of the things that’s going to be negotiated,” he said.

LOCAL BRIEFS Car catches fire at TCF Bank drive-thru in Shorewood

SHOREWOOD – A car caught fire Monday while going through a bank drive-thru in Shorewood.

The incident occurred about 4:10 p.m. at the TCF Bank at 998 Brook Forest Ave., Troy Fire Protection District Capt. Kyle Smicker said.

No one was injured, and while the car was destroyed after becoming fully engulfed in flames, there was little damage to the bank, Smicker said.

Firefighters extinguished the blaze in about 15 minutes, Smicker said, and Brook Forest Avenue briefly was shut down.

Fire agencies from Plainfield, Minooka, Channahon, Lockport Township, Manhattan, Wilmington, East Joliet, Rockdale and Romeoville assisted Troy firefighters in their response.

bokon@shawmedia.com JOLIET – Seven candidates lined up outside the Joliet City Clerk’s Office at 8 a.m. Monday for an election in which being first on the ballot could be especially important.

Monday was the opening day for local candidates to file petitions to get on the ballot for April 4 elections, when voters will choose people to oversee their cities, villages, schools, townships, libraries, parks and fire districts.

The race for Joliet City Council has promised to be particularly interesting with 26 people taking out petitions to run in the election for three at-large council positions, which are elected citywide.

How many of those petitions will be brought back by the filing deadline at

5 p.m. Dec. 19 is uncertain.

But Rachel Ventura, who was first in line Monday at City Hall, didn’t want to wait to find out.

“I don’t want to be in the slew of 30 names,” said Ventura, a first-time candidate for elected office. “I want to stand out.”

Being first in line did not guarantee Ventura the top spot on the ballot. But it does guarantee her a chance in the Dec. 27 lottery for all candidates in line as of 8:01 a.m.

Word about the lottery must have gotten around. No one beat the sunrise to get to the city clerk’s window Monday.

City Clerk Christa Desiderio expressed some surprise not to see anyone waiting at the clerk’s window at 7:30 a.m.

“Last time, it was 6:30 a.m., and we

had someone sitting out here,” Desiderio said.

Others there for the 8 a.m. opening included the three council incumbents: Brooke Hernandez Brewer, Jan Quillman and Michael Turk.

Brewer, however, is running for election for the first time. She was appointed in October to fill the spot vacated when Jim McFarland resigned.

Also there were Don Dickinson, a member of the Joliet Township High School District 204 Board; Nathaniel Romeo, a retired deputy chief with the Will County Sheriff’s Office; and Betty Washington, past president of the Joliet chapter of the NAACP. Two more candidates filed later Monday: Diane M. Harris, a member of the Joliet Public Library Board; and Christian Egwunwoke, who is making his first run for elected office.

For those who aren’t first on the ballot, being last may be the next best thing.

The last name on the ballot also is seen as advantageous, and many candidates over the years have timed last-minute filings so as to get the spot.

So many have done so that the city clerk also will hold a lottery for last spot on the ballot Dec. 27 for all candidates who file between 4 and 5 p.m. on the last day.

This is the first at-large council election that will include a lottery for the last spot.

The three at-large positions on the City Council tend to attract a lot of candidates, since they are open to anyone living in Joliet. The council’s five district seats are limited to certain sections

Driver had seizure

bstanley@shawmedia.com NEW LENOX – A rogue pickup truck took out two parked New Lenox Fire Protection District vehicles on Sunday.

The incident occurred about 1 p.m. while the 2002 Chevrolet Suburban and 2006 Ford Expedition were parked on the east side of the Fire Station 1 parking lot, 261 E. Maple St. “A New Lenox man in his 20s was driving on Route 30 when he had a seizure,” Police Deputy Chief Robert Pawlisz said. “He drove into the grass and struck the two unoccupied vehicles.”

According to police reports, the man was not seriously injured, but was taken to Silver Cross Hospital, where he experienced another seizure.

“We are very thankful no one was seriously injured in this crash,” Fire Chief Steve Engledow said. “Vehicles can be replaced.”

Engledow said the vehicles, which are used by the fire inspector and public education officer, are fully insured. Some landscaping and lights also were damaged.

“Unfortunately, we were getting rid of two [older] vehicles and these were the two we were planning to keep,” Engledow said. The fire chief estimated the pickup drove at least 50 feet into the grass to reach the parking lot.

Pawlisz said no tickets will be issued, but a driver who suffers a seizure typically has their license suspended for 90 days and must undergo a medical evaluation before it is reinstated.

“Unfortunately, we were getting rid of two [older] vehicles and these were the two we were planning to keep.”

6 escape apartment fire Monday

bstanley@shawmedia.com JOLIET – Three adults and three young children were able to escape a fire midday Monday in an apartment near Six Corners in Joliet.

Joliet Fire Department Deputy Fire Chief Ray Randich said the blaze was reported at 12:05 p.m. at a two-unit building in the 700 block of Plainfield Road.

A 19-year-old man heard “crackling and the smoke detector in the vacant downstairs unit and woke up the oth-

er adults,” Battalion Chief Jeff Carey said.

The teen, a 36-year-old woman, a 6-year-old boy, a 4-year-old girl and a 2-year-old boy were on the front porch when firefighters arrived.

“There was heavy smoke and flame visible from the back of the upstairs unit,” Randich said. “One man had gone back inside for an unknown reason.”

Firefighters used thermal imagining equipment to locate the man in a smoke-filled back bedroom attempting to break out a window, Randich said.

He was led back downstairs by firefighters.

There were no pets in the residence.

“The cold weather and the amount of fire made this [an elevated] box alarm right away,” Randich said.

The fire was extinguished in about 10 minutes, but Plainfield Road was closed to traffic at Six Corners for more than an hour.

Firefighters said the Red Cross was expected to arrive at the scene about 2 p.m. and arrange shelter for the family.

The cause of the fire still was being investigated Monday afternoon.

Fire damages Lockport Township home The HERALD–NEWS LOCKPORT TOWNSHIP – Fire damaged a home and destroyed a garage on Saturday.

The fire was reported at 10:52 p.m. near McCameron Avenue and Dundee Drive. Deputy Chief Frank Blaskey

said in a statement that crews arrived to find a fully involved garage with fire that had already extended into the home.

All of the occupants evacuated safely, according to the statement. The fire was brought under control in 30 minutes.

Homer and Northwest Homer firefighters assisted Lockport Township with the blaze.

The house sustained “extensive damage” and the garage was a total loss, the statement said.

The cause of the fire is under investigation.

Joliet nears start of Saint Joseph’s-area TIF district

mmallory@shawmedia.com JOLIET – The city of Joliet appears close to making the Presence Saint Joseph area tax incremental financing district official.

The TIF district would provide property tax incentives for renovations and construction to owners of property in the district. TIF districts use increased property tax revenue, which is generated as assessments go up on land that is improved, to offset private development costs.

The area surrounding Saint Joseph experienced a jump in real estate vacancies with the economic recession

six to nine years ago. These vacancies have gone unfilled and many meet the criteria of a blighted property.

Last week a joint review board – consisting of representatives of taxing bodies included in the TIF district – met and reviewed the public record of all steps in the process to create a TIF. They made a unanimous recommendation to Joliet City Council to adopt the TIF. Joliet director of economic development Steve Jones said Monday that the city can adopt the TIF at a Jan. 17 meeting after a Jan. 3 public hearing. The TIF lasts for 23 years.

The TIF district is bordered by Glenwood Avenue at the north and

Jefferson Street at the south. Its western border is the Joliet Junction Trail and spans east to encompass properties on both sides of Hammes Avenue.

Some properties within those roadway borders are not part of the TIF. Properties that aren’t included in the TIF didn’t meet criteria. Areas included in TIF districts must meet a legal definition of blight to justify the tax incentives.

The lot at the northwest corner of Jefferson Street and Springfield Avenue – the former home of Just Toni’s – is not part of the TIF. The site was redeveloped to be the home of a new Popeye’s fast-food restaurant.

Properties on each side of Hammes Avenue were added to the TIF after a push from property owners in the area that pointed out the vacancies extended to Hammes.

Property owners will be notified of the TIF developments, as well as those within 750 feet of the TIF district’s borders. Jones said he would like to plan a get-together with property owners within the TIF district at city hall to discuss their views, needs and priorities.

“They’re going to be the beneficiaries over time,” Jones said.

Jones said the city appreciates Saint Joseph’s as an economic engine.

Joliet police: Parolee caught with loaded gun, ammunition

bstanley@shawmedia.com JOLIET – Police say a man on parole for his second gun conviction had a loaded pistol and 44 rounds of ammunition when he was arrested Wednesday.

Gregory said. “After he was caught in the [same] block, officers found Avila was carrying a loaded semi-automatic weapon and he had 44 additional rounds on his person.”

Gregory said police databases indicate Avila is a known gang member.

According to the Illinois Department of Corrections, he has been on

Area candidates file petitions for board races in April

Candidates have through Dec. 19 to submit petitions.

CHANNAHON Channahon Village Board incumbents Chantal Host, Mark Scaggs and Sam Greco and nonincumbent Steve Czyz all filed petitions simultaneously at 8:30 a.m. Monday to run for three seats on the board.

CREST HILL Mayor Raymond R. Soliman is seeking re-election and submitted petitions Monday. John S. Vershay also filed petitions to run for mayor.

Officials handling petition filing for the villages of Shorewood and New Lenox did not immediately respond Monday to a request for candidate information.

MORRIS – For most Grundy County municipalities, Monday was the first day to file petitions for village leadership positions such as village president, mayor and trustee, as well as for city clerk and treasurer in the April 4, 2017, elections.

In Morris, where elections are run by established political parties, primary petitions were filed in November for Democrats and Republicans.

Monday marked the first day for independent or other party candidates to file.

According to the Illinois Board of Elections, municipalities with a population of more than 5,000 and not governed by the commission or council-manager forms of government or municipalities that have not adopted a nonpartisan primary system fall under Election Code dictating which municipalities use a party system.

Municipalities incorporated after May 13, 1993, are nonpartisan unless they adopt the partisan format.

She taught full-time at Triton College, was a volunteer teacher on the Pine Ridge Indian Reservation in S.D., worked in the family clothing store in Coal City (Ashamys), taught part-time at Joliet Junior College and retired as a City of Joliet parking deck employee.

Federal judge whose reputation ranged beyond Minnesota dies The ASSOCIATED PRESS MINNEAPOLIS – Miles Lord, a onetime federal judge in Minnesota who presided over a number of groundbreaking cases and spoke out against corporate abuses, has died.

Lord’s daughter, Virginia Lord, said her father died Saturday in Eden Prairie. He was 97.

Lord served as Minnesota’s attorney general and U.S. Attorney before being nominated as a federal judge in 1966

by President Lyndon Johnson. Former Vice President Walter Mondale, who succeeded Lord as Minnesota’s attorney general, told the Star Tribune Saturday that Lord handled some “huge cases that reformed the law and set a new standard for judicial courage.”

“When he got onto something, he really didn’t care about the consequences,” Mondale said. “He wanted to do what was right.”

Lord was behind the bench for the Reserve Mining Co. taconite pollution case on the Minnesota Iron Range in the 1970s. He also presided over a well-publicized consumer lawsuit against the maker of the Dalkon Shield IUD. The late Hubert H. Humphrey, a former vice president and political icon in Minnesota, once called Lord “the people’s judge.”

Lord was raised in Crosby and Ironton, Minnesota, as the second of nine children. He worked as a welder while he attended the University of Minnesota and graduated from its law school in 1948. Along the way, he campaigned for Humphrey, who was running for mayor

of Minneapolis.

Lord retired from the bench in 1985 and started a private law practice in which he was joined at various times by all four of his children.

“He instilled in his whole family a moral obligation to look out for others,” said his daughter, Virginia Lord.

In a case that was talked about for years, Lord ruled that Reserve Mining should be barred from dumping tons of taconite tailings into Lake Superior from its plant at Silver Bay, Minnesota, because of the health risks. The judge became locked in a bitter battle with the 8th U.S. Circuit Court of Appeals, which claimed he had shown bias against the company.

In a landmark ruling in 1980, Lord sided with environmentalists when he

ordered a continued ban of motorboats in the Boundary Waters Canoe Area in northeastern Minnesota. In 1983, he became embroiled in lawsuits brought by women who had suffered severe injuries from using the Dalkon Shield, an intrauterine birth control device. He accused the company of “corporate irresponsibility at its meanest.”

One of his proudest decisions, his family said, was a 1972 permanent injunction in favor of equal rights for women, ordering the Minnesota State High School League to permit two high school girls who had no girls teams at their schools to play on boys’ sports teams. Two months later, Congress passed Title IX legislation, prohibiting gender-based discrimination in federally funded education programs.

Gloria was President/CEO until her son Dan took over the business in 1999.

Gloria was an active member of Assembly of God Church in Joliet, where she met and married her second husband and soul-mate, Roger Tibbs in 1990. Gloria loved the Lord and dedicated her retirement years to spending time with her children and grandchildren.

CHICAGO – Gov. Bruce Rauner has eliminated a backlog of more than 2,000 clemency requests he inherited from previous governors, in what the Republican said is part of his effort to improve Illinois’ criminal justice system and help some people convicted of crimes go on to lead productive lives.

“I think our criminal justice system hasn’t served our residents well, and we’re trying to change it,” Rauner said Monday. “[Clemency] is an extraordinary measure, not something that’s granted lightly. But each request should be respected and treated on a timely basis.”

SPRINGFIELD – Former Illinois Congressman Aaron Schock, who just two years ago was the future face of the Republican Party, pleaded not guilty Monday in federal court to charges that he misused government and campaign money for personal use.

The 35-year-old Republican from Peoria pronounced his plea and gave short answers to questions by U.S. District Judge Sue Myerscough, who set a trial date of Feb. 7.

Appearing calm and dressed in a dark suit with thin stripes, the onetime formidable fundraiser and rising GOP star faces federal corruption charges alleging he used his position to spend lavishly on travel, World Series and Super Bowl tickets and other amenities of an extrav-

Out of the 2,333 applications Rauner has acted on since becoming governor in 2015, he granted about 80 pardons, or about 3 percent of the requests. He granted three commutations, his office said.

People can seek pardons after they’ve finished serving a sentence. If a pardon is granted, the offender may go to court to have the conviction removed from their criminal record.

With a commutation, a sentence is reduced or terminated while the person is serving it.

Rauner’s predecessor, Democratic Gov. Pat Quinn, acted on nearly 5,000 cases and granted more than one-third of them. They included a reduced sentence for a woman who killed her husband by dousing him with gasoline and setting him on fire while he slept. The woman, Tammy Englerth, said in her clemency petition that her husband abused her “in every way imaginable.”

Rauner acknowledged he granted requests at a far lower rate than Quinn, but noted that in some states, such as Alaska or Arizona, governors have gone years without issuing a single pardon.

Most of the pardons Rauner granted were for nonviolent crimes such as forgery, drugs or theft. He has been criticized for denying other cases, including a request for posthumous clemency for a man who was imprisoned for stabbing an elderly woman.

Rauner rejected it even though a serial killer confessed to the crime more than a decade after Grover Thompson died while serving a 40-year-sentence.

Rauner said that before making a decision, he reviews the Prisoner Review Board’s recommendation and consults with some senior staff and Lt. Gov. Evelyn Sanguinetti.

He said he considers whether a person has had an otherwise clean criminal record and whether the person has given back to the community through the military or other service. He also said the person must have “a need for clemency,” such as to get a job or a professional license.

Among those he pardoned was Elizabeth Helton, who was convicted at age 17 of attempted armed robbery. At the time, Helton said, she had already been in treatment for substance abuse, wasn’t going to school and was “a kid without a real understanding of the consequences.”

The Bloomington resident earned her GED in jail and later earned a master’s degree in social work from Illinois State University. She’s now 33 and a social worker at the same facility where she once was a client. But with the felony on her record, she couldn’t become a licensed clinical social worker. Now she’ll be able to make more money and have more career options, she said.

“It’s life-changing,” Helton said.

“I’ve spent my adult life with the weight of the decisions I made as an adolescent on my shoulders.”

Last month, Rauner pardoned a 79-year-old decorated Vietnam War veteran who pleaded guilty to reckless homicide after the car he was driving crashed more than 50 years ago, killing his best friend. Patrick McNamee said he wanted his record cleared so he could get a concealed-carry firearms permit.

Rauner created a commission on criminal justice and sentencing reform last year with a goal of reducing the prison population by 25 percent by 2025. He’s also signed legislation to help former prisoners get professional licenses and to make it easier for ex-offenders to have their records expunged.

City set to pay $3.8M in fire department gender bias case

CHICAGO – The city of Chicago is expected to pay $3.8 million to a group of African-American women who argued in a federal lawsuit that Chicago Fire Department exams were discriminatory.

The City Council Finance Committee was set to approve the payment on Monday.

The money covers three and a half years of back pension contributions for 12 firefighters who were bypassed for hiring in 2012 after they were required to take a controversial physical strength test. At the time, a group of women were challenging the test in court because they said it discriminated against women.

Great Lakes cleanup to continue under legislation

TRAVERSE CITY, Mich.– A wide-ranging Great Lakes cleanup program will continue an additional five years under newly enacted legislation that funds water projects around the nation.

Congress gave the bill final approval over the weekend. It authorizes spending $300 million on the Great Lakes Restoration Initiative through 2021, although separate yearly votes will be needed to secure the money.

The program already has pumped $2.2 billion into more than 3,000 projects.

They have cleaned up toxic pollution in harbors and river mouths, battled Asian carp and other invasive species, restored wildlife habitat and supported efforts to prevent harmful algal blooms.

The Associated Press WASHINGTON – Donald Trump held firm Monday to his skepticism of the huge intelligence apparatus he’s about to inherit, doubting anew the CIA conclusion that Russia tried to hack its way into tipping the U.S. election his way.

Trump emphasized that he does not accept the conclusion that the Kremlin tried to disrupt the election in his favor, an idea he dismissed as “ridiculous” over the weekend. He also demanded to know why the subject hadn’t been raised before Election Day – which it was, repeatedly.

The focus of reporting by leading news organizations, the issue has been in the headlines since at least June – after hackers broke into computers at the Democratic National Committee, after WikiLeaks began publishing Hillary Clinton’s campaign chairman’s hacked emails in October and after the Obama administration publicly blamed Russia’s government, also in October.

“Unless you catch ‘hackers’ in the act, it is very hard to determine who was doing the hacking,” Trump tweeted Monday. “Why wasn’t this brought up before election?”

Trump himself had raised questions during a presidential debate in September about whose hackers were responsible, after Clinton blamed Russia. “She keeps saying ‘Russia, Russia, Russia,’ and maybe it was. It could be Russia, but it could be China, could also be lots of other people,” Trump said then. “It could be someone sitting on their bed that weighs 400 pounds.”

Attempting to deflect blame from Russia, Trump has embraced one of the truisms about cybersecurity.

Skilled hackers can cover their tracks, use software tools traceable to others and feign their locations across borders or continents.

In the hacks against the Democrats, two U.S. cybersecurity firms found detailed evidence that the intrusions were linked to Russian hackers. The internet domains and registrants traced back to a hacking group, “Fancy Bear,” linked to Russia’s intelligence services. It’s unclear whether there is other, classified evidence uncovered by the administration. The Defense Department is widely known to monitor international internet traffic that might be used in such attacks.

Senate Majority Leader Mitch McConnell, R-Ky., said Monday that he had “the highest confidence in the intelligence community and especially the Central Intelligence Agency,” signaling that he disagreed with Trump. “Obviously, any foreign breach of our cybersecurity measures is disturbing. And I strongly condemn any such efforts.”

White House spokesman Josh Earnest said Monday that it was the “consensus view” of

the intelligence community that the Russians sought to meddle in the election.

“You didn’t need a security clearance to figure out who benefited from malicious Russian cyber activity,” Earnest said.

Trump’s skepticism might be boxing him in as president.

Openly questioning the U.S. intelligence assessment about what could be a historically important hacking will make it harder for him to persuade the public the next time the government looks to place blame for a cyberattack. Such official accusations effectively require the public to trust the government’s findings since the blamed nation invariably denies involvement and intelligence officials are loath to reveal much about how they reached their conclusion.

Such a high-level accusation “only works if the president has credibility,” said Rep. Adam Schiff of California, the ranking Democrat on the House Intelligence Committee. “That only works if the country is going to believe and our friends and allies are going to believe and indeed our adversaries are going to believe that the president means what he says.”

Colleges exist for sports TAKING STOCK Malcolm Berko grams in the top tier of college sports competition, only 20 are profitable, according to 2014 findings of the NCAA. Only two sports are profitable at these schools; basketball programs netted a median profit of $340,000, and football programs netted slightly more than $3 million.

To pay for their sports teams, universities have cut faculty and staff members, eliminated courses, and canceled degree programs. For instance, in 2015, when the University of Akron lost a huge bundle, UA cut 215 jobs and $40 million from its budget. Utah State University spent $25 million on its sports programs in 2014, earning $11 million from fees and attendance.

The remaining $14 million came from student tuition, much of which derived from student loans. The University of Cincinnati froze its tuition in 2015 but borrowed nearly $80 million to expand its football stadium. I estimate that 30 percent of a student’s tuition costs are dedicated to UC’s

athletics.

Stupid is as stupid does, and that kind of stupidity also infects the students of these schools. Athletic events have become egregious examples of misguided college sports programs, the losses from which have cumulatively morphed into billions of dollars. The costs of these programs are paid by the students, many of whom collectively borrowed over $1.4 trillion to attend classes at their colleges.

This greatly expanding student debt that’s being used to cover money-losing football and basketball programs at NCAA schools has become so huge that it can’t be repaid.

Basically, college sports programs are cleverly stealing your children’s education money. Universities are paying for fancy sports facilities that few students use and for professors who don’t teach.

So it’s little wonder that many students have seen a rapid increase in those grubby online courses for math, history, psychology, English et al.

And it’s little wonder that those grubby courses produce grubby results.

Society will end up with grubby professionals whose knowledge, capabilities and grubby skills fall far short

of what we consider adequate today.

Universities are taking in more and more dollars, not to become better but to become bigger so they can attract more (and less qualified) consumers and pay for their rising costs. As a result, we’ve been experiencing a phenomenon called the dumbing down of America.

This dumbing down has ridiculed the value of most college diplomas, which are now usually worth somewhere between bupkis and a few grand in the real world. Today employers are asking not where you attended school but rather, “What can you do for me?”

Unlike most foreign universities, where there tends to be tough competition for acceptance, most American colleges will accept you even if you are unable to read and can’t make correct change for a dollar. And if you’re a good athlete – even one with a police record – you don’t need a decent IQ to matriculate. All the above makes me wonder whether Earth has become the insane asylum for the universe.

Saint Joseph Medical Center recognized for nursing excellence

Saint Joseph’s announced last week that the American Nurses Credentialing Center awarded the medical center with Magnet recognition. The honor distinguishes organizations that meet rigorous standards for nursing excellence.

Just 447 U.S. health care organizations out of over 6,300 U.S. hospitals have achieved Magnet recognition.

Saint Joseph’s Chief Nursing Officer Jackie Medland explained that the nursing field experiences a lot of ebbs and flows in terms of staffing stability. Dating to the 1980s, the ANCC has studied characteristics of hospitals that nurses are not only attracted to, but also stay employed at. The studies look at different factors needed to attract and retain nurses.

“What the ANCC saw was that we’re special,” Medland said. “[Saint Joseph] is a place that has created a strong, positive and vibrant nursing culture, where nurses are valued and supported. A place where we encour-

age nurses to grow and develop in their careers.”

Saint Joseph CEO Lowell Johnson said in a news release that Magnet recognition was accompanied by glowing praise from ANCC’s leadership that moved many at Saint Joseph’s to tears.

Medland said this is because all the work put in over the years has been

acknowledged by a group that has no skin in the game.

“Being recognized as one of the best nursing organizations in the entire country, from a completely objective observer, it can move you to tears,” Medland said. “There’s a humbleness to the nurses at Saint Joseph’s.”

Your comments forever changed my investment philosophy. But your comment that “students aren’t failing their courses as much as American colleges are failing their students” was confusing. Please explain this to me. – PS, Solvay, N.Y. Dear PS: That was not part of my prepared remarks but rather a response to a question from someone in the audience about whether his son should join the armed forces and then enter college or go straight to college from high school.

Frankly, too many American educational institutions have become sports colleges – places where football and basketball are more important than scholarship. To help support their costly sports programs, many colleges accept students who are sex offenders, have criminal records, have room temperature IQs and have severe learning deficits. And if these students don’t have the tuition, many schools will help them borrow the money.

In 41 states, the highest-paid public employees are college basketball and football coaches. Of the 1,083 pro-

The biggest local wrestling dual meet of the season will take place today at 5:30 p.m. at Lincoln-Way West, but don’t go to the gymnasium for this event.

Instead, head to the opposite side of the school in order to see Lockport and West meet in an auditorium setting in a showdown of two of the state’s top teams.

While last year’s initial “Singlets on the Stage” meet between the Warriors and Lincoln-Way Central was a success, chapter two figures to be an even bigger spectacle since the two sides are both ranked among the top five teams in Class 3A. According to the most-recent Go Earn It Wrestling Apparel rankings on Illinois Matmen, the 16-0 Porters are ranked second behind three-time 3A champion Oak Park and River Forest, while the 9-2 Warriors are fifth, also behind Mount Carmel and Marmion Academy.

Coach Josh Oster’s Porters, who will also compete at No. 12 Sandburg on Thursday, already own 14 victories by 25 or more points. The only meets that have been closer than that were a 39-21 win over Mount Carmel and a 40-19 triumph over No. 11 Wheaton North.

The unbeaten Joliet West boys basketball team (7-0) has received the No. 3 seed in the 86th annual Pontiac Holiday Tournament, scheduled for Dec. 28-30.

Chicago Curie, the defending champion and top-ranked team in Class 4A, received the No. 1 seed. Chicago Simeon is No. 2 and Bloomington, which is ranked No. 2 in Class 3A, is the fourth seed.

will be special and memorable for the athletes and the fans. The wrestling alone should be worth the price of admission, but the show will be fun for everyone as well.”

The Warriors hope that their initial campaign in Class 3A leads to their second state trip and first trophy in the sport. While the move up in class figures to be challenging, the postseason route can’t be any tougher than it was in Class 2A, where West got boxed out of trips to state by the likes of Montini, Geneseo and Washington.

West is off to a 9-2 start this season, which includes a 38-17 victory over Sandburg and a 42-15 triumph over No. 8 Deerfield. Their lone losses were by a 31-28 margin to OPRF and 36-20 against Mount Carmel.

Brian Glynn’s teams are 142-31 (.821) in his seven seasons.

Several Warriors are off to strong starts. Nick Skentzos (285) is 11-0, Joey Schloegel (145) and Trevor Schmidt (182) are both 10-1 and Jake DiBenedetto (138) and Gehrig Simon (132) are 9-2.

Jake Dudeck (fifth at 220), Josh Bohne (eighth at 160), DiBenedetto (eighth), Schloegel (ninth), Skentzos (ninth), Chris Kennedy (10th at 120), Simon (10th) and Schmidt (10th) are ranked in the top 10. Dudeck, Kennedy and Simon won state medals last year while Tom Buell (126) did the same in 2015.

“I am excited to showcase the two best teams in the area,” Glynn said. “The team has been working extremely hard all season and this event is a nice way to reward them for their hard work. We have seen some of the best competition in the state so early in the season and the guys are learning the effort needed to reach their goals later in the year.”

The IHSA recently announced postseason assignments and the path to a state trip will be challenging right away since both the Porters and Warriors will be tested in the regional.

Lockport hosts a regional that includes No. 6 Providence Catholic.

Last year, the Porters beat coach Keith Healy’s Celtics in the thirdplace meet in the dual team state finals.

West will be in a regional at Lincoln-Way East that also features No. 9 Marian Catholic, who like the Warriors are moving up from Class 2A, where it finished second last year.

But that’s still a ways down the road. As for now, whoever wins tonight’s clash will own area bragging rights in what is shaping up as a memorable season for local wrestling teams.

Monken the right man for Army football VIEWS Dick Goss Before last Saturday’s Army-Navy football game – America’s Game – Army coach Jeff Monken discussed what the game means with The Associated Press.

The 1985 Joliet Central graduate and son of Mike Monken, a longtime football coach at Joliet Township high schools, is in his third season as Army’s head coach and spent six years as a Navy assistant.

“Every young man that’s playing in the game and 9,000 other college-aged students dressed in uniform sitting in the stands have all made a pledge of commitment to serve this nation,” Monken told The AP. “Ultimately, they’ll put their lives on the line for all of us who aren’t willing to make that commitment. If people don’t see this as America’s Game, I don’t know that they’re paying close enough attention.”

That was among the reasons Monken was hired to lead the Black Knights’ fortunes. He gets it. He knows how special it is, what it means, to lead the Army football team.

More than anything else, that’s what I recall us discussing during the Christmas holidays in 2013, shortly after he was hired. For no particular reason, I always had been a Navy fan in the big game. After Army hired Monken, however, that changed. Along with so many other local fans, so many associated with the Joliet Township schools, I was thrilled with Saturday’s outcome.

Army lost a 14-point halftime lead to fall behind 17-14, but the resilient Black Knights put together the decisive touchdown drive in the fourth quarter of a 21-17 victory. Before that, Army had lost 14 straight in the storied series.

The overall count now is 60-50-7 in Navy’s favor.

“It’s just a great rivalry that’s been a part of the college football landscape for over a century,” said Monken, who played wide receiver at NCAA Division III Millikin University and is a member of the Millikin Hall of Fame. “Each team wants to win, but they’re all in this thing together.”

He gets it.

Still, there was so much talk before the game about how Army has been down for the last couple of decades and had not beaten Navy (9-4) since 2001.

That ended Saturday.

“What a feeling,” Monken said during a television interview in the mayhem on the field. “I’m so proud of our guys. I’m so proud for this corps of cadets and for the United States Army. Everybody laying in a foxhole or

chasing a bad guy right now, this one is for you.”

In the postgame press conference, Monken answered questions about the end of the skid.

“I think it was a big deal to put that to an end,” he said. “I try not to put pressure on our own team to worry about the past 14 teams. They’re not

responsible for those teams, they’re responsible for the 2016 team, and that game was today. This team right here is 1-0 against Navy and will never play in this game together again.

“The seniors decided that it was time for us to get it done. They’ve worked tirelessly – a tough, resilient, hardworking group of guys that believe

in each other. No matter what’s come our way, they found a way to claw back and come back the next week and prepare for the next day. What a great example for the young guys coming behind them. I hope this is only just the beginning.”

We all do.

Monken, in fact, had the Black Knights (7-5) trending in a positive direction before they beat Navy. They already had accepted a bid to play in a bowl game in Monken’s third season.

They will have a rematch against North Texas in the Heart of Dallas Bowl at 11 a.m. Dec. 27 on ESPN. North Texas won the Oct. 22 regular-season meeting, 35-18.

Monken’s first two Army teams were a combined 6-18. This season, the Black Knights have reaped the benefits of Monken’s triple-option offense, which was so successful during his tenure as head coach at Georgia Southern.

Army is averaging 327.7 rushing yards and 403.8 total yards per game while allowing 123.3 rushing and 281.6 total. The Black Knights beat Temple, Rice, Texas-El Paso, Lafayette, Wake Forest and Morgan State before knocking off a very good Navy team. The losses were to Buffalo, Duke, Air Force, North Texas and Notre Dame.

It is fair to say Army has returned to respectability on the field, and there is no reason to believe the Black Knights can’t continue moving forward under Monken’s leadership.

A victory in America’s Game, and the Joliet area’s only current head coach in major college football has become a national figure.

LAKE FOREST – The Bears were certainly ready to welcome back top receiver Alshon Jeffery.

Jeffery rejoined the team on Monday after serving a four-game suspension for violating the NFL’s performance-enhancing drugs policy, giving the Bears and Alshon quarterback Matt Bark- Jeffery ley a big weapon for this weekend’s game against the Green Bay Packers.

“It’s good to have him back,” coach John Fox said.

Jeffery hasn’t played since an embarrassing, 36-10, loss at Tampa Bay on Nov. 13. The suspension came the following day, with the former Pro Bowl receiver saying he took a supplement for inflammation containing a substance banned by the NFL. Jeffery’s suspension was just another dose of bad news in a lost season for the Bears. The team leader with 630 yards receiving, he is coming back on the heels of a 20-17 loss at Detroit that officially knocked the Bears (3-10) out of playoff contention.

The suspension was another hit to a receiver who was limited to nine games last year because of injuries. Jeffery also has an uncertain future, playing for the $14.6 million franchise tag after he and the Bears were unable to agree to a long-term contract in the offseason, and he won’t be catching passes from injured starter Jay Cutler, either.

“Obviously we’re pretty tied into performance,” Fox said. “So I think obviously getting back and indoctrinated in what we are doing – you know, he’s got a new quarterback as well. And we adjust and customize a little bit per guy. So just getting a feel for that. That’s kind of been our downfall a little bit all season has been execution and so we’ll

just try to get all them on the same page.

It will be good to have a guy we think is pretty good back in the lineup.”

Fox said he reintroduced Jeffery during Monday’s team meeting. Receiver Cameron Meredith said Jeffery was subdued at first but opened up as the day wore on. He also said Jeffery appeared to be in good shape.

“He was happy to be Matt Barkley back,” Meredith said.

“It’s been awhile since he’s been in the building, talked to us.

We were able to hang out after we got done with lift, catch up on stuff. Anytime you come back around friends and teammates, it’s always a good thing.”

Defensive end Akiem Hicks said he greeted Jeffery with a hug.

“You can see how happy he was just to be back in the building with his teammates, his friends, his brothers,” Hicks said.

Barkley might be the happiest player to have Jeffery back. After all, receivers have had trouble hanging onto the ball in recent weeks.

They had 10 drops in a loss to Tennessee on Nov. 27, including one by Josh Bellamy on a potential game-winner in the end zone in the final minute.

Against Detroit on Sunday, he also had a fourth-down pass that would have put the Bears in field-goal range bounce off his chest in the closing minute.

A more sure-handed receiver probably makes the catch, giving kicker Connor Barth a chance to send the game into overtime. But the Bears instead walked away with another loss.

Drops and deflections aside, Barkley is making the most of his opportunity starting the past three games with Cutler and Brian Hoyer injured. He is 59 of 104 for 720 yards with four touchdowns and two interceptions in that stretch.

The Bears have dropped two of those three games, though they had a chance to win each one.

Fisher was the team’s coach since 2012, and compiled a 31-45-1 record with the Rams. He oversaw the move from St. Louis to Los Angeles this past offseason.

The lack of success on the field, capped by a, 42-14, home rout at the hands of Atlanta on Sunday, spelled the end for Fisher, who tied Dan Reeves with 165 regular-season defeats. That’s the most in league history, and Fisher has the lowest winning percentage (.512) among coaches with 130-plus losses.

Los Angeles is 4-9 this season and has scored a league-low 194 points.

“Making a decision such as this, especially during the season, is one of the most difficult in sports,” Rams owner Stan Kroenke said.

“I have great respect for Jeff as a coach, person, father and friend.

He has worked tirelessly despite some challenging circumstances. He played an integral role in helping this team make history in returning the NFL to Los Angeles, and we always will be grateful for his commitment and dedication to our organization.”

Fisher spoke to the team Monday before the firing was announced.

Fisher, 58, went 147-126 as coach of the Houston Oilers/Tennessee Titans and helped that franchise in its relocation. He led the Titans to the 1999 AFC championship.

Long respected in league circles

for his work on the NFL’s competition committee, Fisher never found success – or a franchise quarterback – with the Rams, who went 7-8-1, 7-9, 6-10 and 7-9 in his four full seasons.

They traded up for the first selection in this year’s draft and took Cal’s Jared Goff, but he rode the bench for much of the season behind journeyman Case Keenum as LA started the schedule 3-1. Fisher finally turned to Goff in Week 11 and the Rams dropped all four of his starts.

“Some of the performances the past few weeks have been a little bit more lopsided,” said Kevin Demoff, the Rams’ executive vice president.

“I think that’s what really tipped it. This is solely a performance-related issue. For the fans, for the players, for the coaches, for the organization, we wanted to make sure games like (Sunday) didn’t happen again.”

Kroenke said in his statement that “this is the right time to make a change as our performance has not lived up to my or our fans’ expectations. We all are focused on improving as an organization and building a team that makes Los Angeles proud. Our mission is to celebrate a Super Bowl title with our fans in Los Angeles. Today is the first step to bringing us closer to that goal.”

Oddly, Kroenke gave Fisher a contract extension before the season, though it was not made public until recently.

Now that extension looks more like a bonus to Fisher for his role in aiding the organization’s move to California than being any part of a plan for the team’s future.

Demoff would not commit to general manager Les Snead keeping his position, either.

“Starting today we are going to have a complete review of the entire organization. We sat down with Les, and again this team is not where it needs to be,” he said.

Pitch count approved by IHSA Board of Directors STAFF REPORT

BLOOMINGTON – In response to the number of arm injuries being suffered by young pitchers, the IHSA Board of Directors voted at its meeting Monday to establish an IHSA policy on pitch-count guidelines for baseball beginning with the 2017 spring season.

On the varsity level, no pitcher will be allowed to throw more than 105 pitches in a game, which is a change from the 115 that had been proposed by the Baseball Advisory Committee.

If a pitcher throws between 76 and 105 pitches, he must rest for four days before pitching again. After four days, he is eligible to throw 90 pitches.

If a pitcher pitches a second time in a seven-day period, his count is capped at 90.

A pitcher who throws 61-75 pitches must rest three days. After three days, he is eligible to cap at 75 pitches. If he pitches a third time in a seven-day period, that is capped at 45.

If a pitcher throws 46-60 pitches, he must rest for two days. After two days, he is eligible to cap at 60 pitches.

If he pitches a fourth time in a seven-day period, his cap is at 45.

A pitchers who throws 31-45 pitches must rest one day. After that, he is

eligible to cap at 90 pitches. With two days of rest, he can throw 105 pitches.

If he pitches a fourth time in a seven-day period, the pitch count caps at 45.

A pitcher who throws 1-30 pitches may pitch two consecutive days without rest, with a cap at 90 pitches on the second day. With one day of rest, he can throw 105 pitches.

During the regular season, each team is responsible for counting its own team’s pitches and the opposing team’s pitches. The head coach or designee will compare pitch counts with the opposing team every even-numbered inning and at the conclusion of the game. If the teams report different counts to one another, the teams will split the difference and use that number as the official number.

The postseason guidelines are the same as the varsity regular-season guidelines, with once exception. In the postseason, there is no maximum number of pitches in the pitcher’s next appearance.

The postseason guidelines: 1-30 pitches – eligible to pitch the next day; 31-45 – eligible after one day of rest; 46-60 – eligible after two days of rest; 61-75 – eligible after three days of rest; 76-105 – eligible after four days of rest.

The Associated Press MIAMI – The NBA is going to take a look at having more officials on the court.

The league said Monday that nine upcoming NBA Development League games will feature four- and five-person crews instead of the customary three, in an effort to collect data and see if having additional officials involved affects the game.

All nine games will be hosted by the Long Island Nets at the Barclays Center in Brooklyn, home of the NBA’s Nets.

The first of the trial games is Dec. 26.

It’s not the first time the D-League has been a laboratory of sorts for the NBA. The D-League has been a testing ground in the past for possible rules changes, along with changes in technology and equipment. This season, some of the innovations being brought to the D-League include a coach’s challenge, a

reset timeout and a 3-minute overtime period.

The experimental crews will have three different configurations.

There’s a four-person crew with two officials in lead spots, and two others split between slot and trail positions.

Another four-person test will have two officials in the slot, with the others in the trail and lead. And the five-person crew will feature the existing three-person system, but with two other officials in stationary lead positions on opposite ends of the court.

The NBA said five games will be devoted to the four-person tests, with the five-person tests being phased in starting Jan. 12. In all, 10 of the D-League’s teams will be exposed to the larger crews.

The NBA went from two-person crews to three-person crews for the 198889 season. There’s been talk of larger crews for years, and a four-person crew was studied during summer league play at Salt Lake City back in July.

About 30 people attended the annual Blue Christmas service the afternoon of Dec. 10 at Hope United Methodist Church in Joliet.

The Rev. Lora Zink, director of pastoral care at Grace United Methodist Church in Joliet, said the service is offered for people experiencing any form of loss: death of loved ones (including pets), divorce, job loss and loneliness.

The service included lighting candles and singing songs. Afterward attendees could participate in memory crafts or talk one-on-one about loss, Zink said. Plainfield United Methodist Church and Grace United Methodist Church collaborated on the event, Zink said, which was offered to the community.

“We don’t care if you go to a Methodist church or not,” Zink said. “We just want you to know people care about your pain.”

Peace Lutheran Church will offer its own version of a Blue Christmas service Dec. 17. The Rev. Dave Hedlin, Peace Lutheran pastor, said the “Shortest Day/Longest Night” service is open to all.

“The image everyone wants to project is, ‘Is this grand?’ and, ‘Everything’s wonderful,’” Hedlin said. “But if you’re not there, you can really feel left out, as if something is wrong with you.”

Hedlin said he encourages the community to invite anyone who is lonely or grieving. Not only will the service validate those feelings, but it will invite people to drawer close to Jesus.

“God was born in a remote place and then he died on the cross,” Hedlin said.

Loneliness and loss

Research shows lonely people have greater risk for infection, cardiovascular disease, depression, cognitive decline and increased mortality, said Anna Walters, director of health services at Senior Star at Weber Place in Romeoville.

This isolation can occur in older adults in two ways. One is a social disconnectedness that occurs from a pure lack of contact with others, Walters said. Causes may include the death of a spouse or losing friends after moving closer to their children, she added.

As they age, seniors may become housebound due to health issues or losing the ability to drive, Walters said. Or perhaps they’ve recently moved out of their family home and into an assisted living facility, she added, away from everything familiar.

Just because seniors never had families – or have families that live far away – doesn’t mean no one needs them.

“They could volunteer in hospitals and read to young kids at the library,” Walters said. “There are lots of opportunities.”

For people who are lonely, grieving and living at home, Walters said, family and friends can take turns bringing dinner and scheduling phone calls and video chats. Reminiscing over scrapbooks doesn’t replace loved ones, Walters said, but that’s OK.

“It can help them relive those memories and enjoy them,” Walters said.

It was just a dog

Although pets are often treated as family members, it’s often not socially acceptable to deeply grieve the loss of a cat or dog, said Julie Blackburn, licensed clinical professional counselor and registered art therapist.

“In that mindset, when someone is not an animal lover, it hard to explain why your heart is broken and how part of the your everyday life is gone,” Blackburn said.

That’s why Blackburn is offering monthly pet loss workshops at Kramer Veterinary Services in Plainfield starting Dec. 13.

“The idea is to have some place for people to talk about that, as well as create a memory piece around them,” Blackburn said. “A lot of times, people don’t know what to do.”

Blackburn encourages people to commemorate their pets during the holidays, too. They can hang up stockings with pets’ names on them or create ornaments from photos. Such activities can help children work through their sense of loss.

“My son tells people, ‘We had a dog named Aragorn,’ ” Blackburn said.

“But he’s in heaven now.”

Updated book aims to increase discussion in disability services

NEW LENOX – What does it mean to treat a person with disabilities respectfully? What do the terms “exploitation,” “abuse” and “neglect” mean? How should a suspected incident of abuse, neglect or exploitation be reported in an organization?

These questions are just a few of the discussion prompts included in “From Inquiry to Insight: Guided Discussion for Preventing Abuse and Neglect of Persons with Cognitive Disabilities,” which is an updated release from Trinity Services Inc. Executive Director Art Dykstra and nationally renowned expert Amy Tabor.

The updated 50-page guide includes a Dialogue Deck of 52 cards with discussion prompts that professionals can use to openly talk with each other.

This presentation addressed the need for guidelines in culturally competent health care and how to apply said guidelines. It took a systems approach to advocating for resources to support a defined set of values and principles that serve all patients as equals by providers, administration and educators across all avenues of health care delivery.

Nardi is a member of the combined American Academy of Nursing’s Global Health Expert Panel/ Transcultural Nursing Society task force that developed global guidelines for culturally competent nursing education, administration and practice.

As a member of the task force, Nardi has been working on these guidelines for the last seven years and written several editorials, research studies and papers on them. She also is an editorial board member for the Journal of Psychosocial Nursing and Mental Health Services and maintains board certification in Illinois and California as a psychiatric mental health clinical nurse specialist and therapist.

Morris Hospital’s Cardiac Rehabilitation program includes three distinct phases, with inpatient cardiac rehabilitation beginning while patients are in the hospital following a heart attack and/or coronary balloon angioplasty or stenting.

Early outpatient cardiac rehabilitation is a 12-week program for individuals who have experienced a heart attack, coronary angioplasty or stent, coronary bypass surgery, valve replacement surgery or heart failure diagnosis, while maintenance rehabilitation is an ongoing program that provides a structured environment for exercise. Morris Hospital also offers a series of educational classes focused on cardiovascular disease, as well as a Heart Failure Support Group.

Matthew Messina, D.D.S., a spokesman for the ADA, concedes the existing research on the benefits of flossing is less than rigorous. When flossing is done properly, however, Messina says it remains the most effective way to remove damaging plaque from those hard-toreach inner surfaces of your teeth.

If flossing is painful, then you’re probably doing it wrong. Rather than a sawing motion at the gum line, proper flossing is a gentle, vertical sweep along the inner edge of each tooth. Messina recommends you ask your dentist or dental hygienist to demonstrate proper flossing technique.

For optimal dental health, the ADA recommends brushing with a fluorinated toothpaste at least every morning and evening, and visiting a dentist for professional cleaning twice a year.

Considering how little time it takes and what’s at stake, dental professionals agree flossing should continue to be part of your daily personal hygiene.

Dear Doctors: If there’s no proof flossing is beneficial, do I really need to do it?

Dear Reader: You’re referring to an article published by The Associated Press last summer, which revealed the studies cited by the American Dental Association (ADA) and the American Academy of Periodontology to recommend daily flossing are scientifically inadequate. To say the story caused a ruckus is an understatement.

According to the AP investigation, the advice to floss daily is based on studies that are “very unreliable” and whose quality is “very low.” Many of the studies were funded by dental floss companies, which opened up “a moderate to large potential for bias.”

It’s important to note, though, while the AP story found fault with the research, it didn’t offer evidence flossing doesn’t work.

So while you could use the revelations as an excuse to ditch the dental floss, dentists and dental hygienists say manually cleaning the space between your teeth still is a good idea.

Their reasoning? Each tooth has five surfaces. Three of these – front, back and biting edge – can be cleaned with a toothbrush. However, the sides of your teeth, which sit adjacent to other teeth and can capture food particles and bacteria, require a different tool for removing both plaque and debris.

Dental plaque, a clear film, is actually a mass of hundreds of different acid-producing bacteria that naturally form in the mouth throughout the day. When left undisturbed, plaque can give rise to
