D-86 board approves firm to assess building conditions

fsarver@shawmedia.com JOLIET – The Joliet Public Schools District 86 board approved an agreement with a Chicago-based company to assess the conditions of the district’s buildings.

At Wednesday’s meeting, the agreement with STR Partners was approved 5-0 by the Board of School Inspectors.

Inspectors Christine Kim and Anthony Contos were absent.

The agreement with STR Partners stipulates the cost of a facilities condition assessment services for 23 sites is $154,500, with a contingency allowance of $4,000.

The board was informed at a Nov. 2 meeting that a facilities committee meeting took place and the district’s Request for Qualifications for architectural services yielded 15 firms. STR Partners was first in a top three ranking selection process.

Joliet Public Schools District 86 superintendent will give district officials an understanding of the needs in the different buildings and also help prioritize those needs.

“This will lead to us doing a facility master plan that will help guide us in the future,” Rouse said.

In a Nov. 3 letter to the district, STR Partners stated the facilities condition assessment study will include observing the building systems and component and site conditions to “identify physical deficiencies.”

The study will also form remediation budgets “for the purpose of creating a database for future expenditure planning and capital expenditure management,” according to the letter.

According to the district, of the total amount that will go toward the agreement, $151,034 will be paid for from the site and construction fund for all school sites, $3,466 will be paid from the operations and maintenance fund to cover the costs of the administrative center and building support service buildings.

The scope of the services by STR Partners include a pre-survey pilot program, a project kick-off meeting, a physical condition survey, data collection and more.

At an August committee meeting, the board inspectors and district officials discussed the maintenance needs of facilities.

Board Vice President Jeffrey Pritz recommended the district draft a specific districtwide facilities plan. Rouse said at the time the district has a need for a new plan.

In November, the board approved a bid for roofing work at its KEEP Center in the district’s administrative center after adopting an emergency resolution to waive bidding requirements.

Marital privilege an issue in murder case

bstanley@shawmedia.com JOLIET – Some of the statements a Joliet man made after allegedly killing his mother will not be used in his murder trial, a judge ruled Friday.

Some of the conversations Shane G. Smith, 36, had with his wife fall under the protection of marital privilege, defense attorney Philip Villasenor argued.

On Oct. 17, 2013, Joan M. Smith’s body was found in the Des Plaines River near Brandon Road in Joliet. Another relative had reported the 59-year-old woman missing a few days earlier. Shane Smith and his brother were living with their mother in the 1600 block of Black Road at the time.

“This is information given because of the marital relationship,” Villasenor said.

After Joan Smith was last reported seen, Shane Smith called his wife, Teri Smith, and invited her to go fishing with him, prosecutor Shane G. Smith Mark Fleszewski said.

“Out of nowhere, he called her up to go fishing. [She saw him] throw his clothes in the river. He turns to her and tells her he killed his mom, then says how he choked his mother and disposed of the body,” Fleszewski told Judge Carla Alessio Policandriotes.

and the message must be intended to be confidential.” Teri Smith will be able to testify about her observations and her actions, Alessio Policandriotes said.

And since marital privilege does not apply in cases where someone is threatening or harming their spouse, Teri Smith is expected to talk about what Shane Smith allegedly said after they fished.

“He gave her [his mother’s] purse and told her to throw it away ... and held a knife to her,” Fleszewski said.

“The court notes his confidence in the marriage ceases when he threatens her with the knife. She may testify about anything said from that point on. He loses the privilege of the marital relationship,” Alessio Policandriotes said.

The case is expected to go to trial next year.

CLOSE-KNIT BOND Joliet school district plans to memorialize Joliet East history

fsarver@shawmedia.com JOLIET – Joliet East High School has been closed for 33 years but alumni still share a bond and the history of the school will soon be memorialized in a display case.

Jean Olszewski, an East graduate of the Class of 1971, was one of many who came to the 45th class reunion in October to celebrate. Olszewski said there’s always a feeling of closeness and camaraderie between East graduates although the school lasted only 19 years

before it was closed.

“There’s a tremendous loyalty to East, and we still have that bond,” she said.

East, one of what were originally three high schools within Joliet Township High School District 204, opened in the fall of 1964 and closed in 1983 because of declining enrollment, according to the district. The school’s nickname was the Kingsmen and its colors were kelly green, gold and white.

The former high school now houses the Joliet Job Corps, an employment training center for low-income youths.

School district officials have called on the community and East alumni in recent months to create a permanent memorial to preserve East’s history, asking for funds to purchase materials for the project and school memorabilia.

Kristine Schlismann, the district’s spokeswoman, stated in an email that $1,010 has been donated for the project.

The display will be at the district’s administrative center at 300 Caterpillar Drive and work on the memorial is underway.

“This has been an amazing project, and Kingsmen pride is truly second to

none,” Schlismann said. “East Alumni Sandy Patrick [’73], Pat Maher [’75] and Mike O’Connell [’69] have been instrumental in championing this endeavor and bringing it to fruition.”

She said a number of memorabilia have been received, but the district is seeking more, and it can be dropped off at the administrative center during school business hours.

Timeline for Joliet’s Rialto takeover proposal is uncertain

mmallory@shawmedia.com JOLIET – Joliet City Manager Jim Hock introduced Tuesday night to the City Council a proposal and path for the city to take over the Rialto Square Theatre.

But not much was said Tuesday night about a timeline for the proposal, as the Rialto gets closer to the end of $1 a month interim contract with third-party manager VenuWorks, which was hired in August.

The interim contract was intended to give the Rialto’s legal counsel and VenuWorks time to negotiate a multiyear agreement during what was being deemed a “transition period.”

As it stands, funding for the Rialto is not in the city of Joliet’s proposed 2017 budget, a departure from precedent.

VenuWorks has requested $500,000 for 2017 to help operate the theater, but was denied because city officials said they haven’t had access to the specifics of the Rialto’s financial situation.

Hock said that last week the Rialto presented the city with an intergovernmental agreement proposal, requesting the city commit to four years of funding.

Tuesday night, Hock proposed the city adopt a resolution asking state lawmakers to introduce legislation that transfers ownership of the Rialto and its properties from the Will County Metro-

State Sen. Pat McGuire, D-Joliet, whose district includes the Rialto, said Wednesday a local problem calls for a local solution. He said his understanding is the Rialto made the pitch for an intergovernmental agreement in an attempt to answer the city’s concerns about the Rialto’s financial transparency.

McGuire said he hopes the city will negotiate with the Rialto and reach an amended intergovernmental agreement to keep the Rialto open.

The Rialto’s proposal is an actual document both sides have access to, McGuire said, while the city’s proposal is an idea that could take months, of which the Rialto may not have many left.

“Revising the intergovernmental agreement so that it’s acceptable to both sides seems to be the shortest route to solve the crisis the Rialto faces,” McGuire said.

He noted the lengthy process required to get legislation through the state.

“I’m not sure,” Joliet Mayor Bob O’Dekirk said Wednesday when asked

how long the city’s proposal could take to come to fruition. “But we’re trying hard to find a way though this. We’re trying to find an answer to the problem we have here.”

O’Dekirk said up until last week the conversation was whether or not the city would commit $500,000 to the Rialto in the coming year’s budget. Then the request for four years of funding came in.

“That was never even on the table before [last week],” O’Dekirk said.

O’Dekirk said he thinks the council is in agreement with Hock’s proposal and noted it was discussed in closed session Tuesday night with no opposition.

He said Hock’s plan is a creative way to try to move the ball forward but did acknowledge a lot of details would need to be filled in.

O’Dekirk said the next step is to find out from state legislators what can or cannot be done regarding the state statute pertaining to the Rialto board’s operation of the theater.

“We’ve given $18 million to the theater [over the years],” O’Dekirk said.

“It’s obviously still facing the situation it’s in now. I think we’re looking at, how do we face the people of Joliet if we keep pouring money into this?”

Calls to Hock, Rialto board Chairman Dan Vera and State Rep. Larry Walsh Jr.’s office were not returned Wednesday.

Rock Island Clean Line appeals 3rd Appellate Court decision

hlitchfield@shawmedia.com MORRIS – The fight continues in the proposed Rock Island Clean Line (RICL) project as the Illinois Supreme Court has decided to review the 3rd Appellate Court August ruling that it does not qualify as a public utility.

The ruling unanimously reversed the Order of the Illinois Commerce Commission, granting a certificate of public convenience and necessity to the Rock Island Clean Line, and remanded the cause to the commission with directions to enter an order consistent with its decision.

RICL, along with other special interest parties, are now appealing that decision.

In its Aug. 10 ruling, the appeals court reversed the commission’s order that had granted a certificate of public convenience and necessity to the Rock Island Clean Line, which wanted to build the transmission line from O’Brien County in northwest Iowa to

Grundy County.

“We are encouraged by the Appellate Court’s unanimous decision that RICL does not meet the requirements of a public utility, and [we] are confident that the law will prevail again at the Illinois Supreme Court,” Mary Mauch, executive director for Illinois Landowners Alliance (ILA), said in a news release.

As proposed, the line would run 379 miles through Iowa and 121 miles in Illinois before stopping in Grundy, according to court documents.

The project would channel 3,500 megawatts of wind energy from Iowa to Illinois through a series of aboveground transmission lines. RICL has proposed constructing a $300 million converter station in Grundy County – the end point for a 500-mile direct current energy transmission line where the energy could be converted into alternate current electricity and injected into the power grid, servicing areas throughout the Midwest and to the East Coast.

Four years ago, on Nov. 28, 2012, the newly formed ILA submitted its petition to intervene to the Illinois Commerce Commission (ICC) in opposition RICL. The ILA represents more than 300 landowners who own or have interests in more that 100,000 acres of land that lies on or along the proposed RICL route in Illinois.

“We have believed from the very beginning that private, start-up spec companies, operating outside of the established electric grid, do not have the same rights of eminent domain as the real electric utility companies. We are more determined than ever to protect our private property rights from a precedent that would push the boundaries of eminent domain,” Mauch said.

According to a news release from ILA, the Illinois Supreme Court process is very similar to the Appellate Court process. Briefs from RICL and the other appealing special interest parties are due December 28. Reply briefs from the opposing parties, including ILA, Illinois Farm Bureau and ComED, are due 35

days later. Oral arguments are expected to be scheduled 2 to 3 months after the last briefs are filed. An opinion normally takes 3 to 4 months, although the Appellate Court took much longer to rule.

Hans Detweiler, Clean Line Energy vice president, said in a past news release that the appellate court made “basic errors in its decision that we hope the Illinois Supreme Court will identify.”

Detweiler said in an email that the 2014 decision by the ICC determined that the proposal “satisfied Illinois’ public use standard by promoting competition in the state’s electricity market, bringing clean energy to Illinois consumers, and lowering electricity prices by hundreds of millions of dollars.”

Detweiler said the appellate court’s decision “discounted the ICC’s statutory responsibilities, ignored the ICC’s determinations of fact, and incorrectly usurped the commission’s regulatory role. The court’s decision erroneously creates barriers to competition that would lead to higher electricity prices.”

6 Walsh gives state of the county

address at Joliet Chamber luncheon

mmallory@shawmedia.com JOLIET – Business leaders, as well as officials from Will County and the city of Joliet, and others gathered Wednesday for the monthly Joliet Chamber of Commerce & Industry luncheon at the Republic Banquet Hall in Joliet.

Will County Executive Larry Walsh Sr. delivered a state of the county address to those Larry Walsh in attendance. Walsh, Sr. similar to addresses given at the Will County boardroom, highlighted many of the county’s accomplishments this year and what’s in store for the next year.

“Despite the challenges we face in Illinois, Will County remains strong both economically and physically,” Walsh said, “but most importantly, as a community that supports our neighbors when they are in need.”

The county recently passed a $569 million fiscal 2017 budget that is balanced and meets all of the county’s payment obligations.

“The budget was passed without

opposition in large part because we worked together,” Walsh said, highlighting cooperation between the Executive’s Office and County Board.

He said county buildings have shown age and loss in usefulness, and the county is seeking to fix critical needs by building a new Will County Public Safety Complex and Will County Judicial Complex at $29.5 million and $200 million, respectively. The county has also consolidated and moved department offices to streamline operations, he said.

He said business people in attendance know the importance of efficient transportation that gets people and goods to businesses. The county has averaged about $30 million a year in roadway expenditures.

“We must continue to invest as much as possible in our infrastructure to keep Will County a strong economic engine,” Walsh said, noting the county has committed $45 million to the upcoming Weber Road/Interstate 55 interchange project.

On a somber note, the county is up to 72 heroin-related deaths this year.

“I was preparing [to ship out] when it limped into Pearl Harbor. You could see all the wounded men on the deck and they had ambulances lined up one after the other. It was my first experience seeing the destruction of war,” Petrisko recalled.

Cemetery volunteer George Anthos told the audience it’s a duty to help future generations understand the Pearl Harbor attack is one of the major events that shaped the country.

“Will our children remember the 100th anniversary of Pearl Harbor? Or the 200th? Or will it be relegated to a few paragraphs in history books?” Anthos asked. “I hope not. Dec. 7 should always remain a date that lives in infamy.”

ELWOOD – Ceremonies were held Wednesday at Abraham Lincoln National Cemetery to mark Pearl Harbor Remembrance Day, the 75th anniversary of the attack that led to American involvement in World War II. Fifty service members from Illinois were killed in the Dec. 7, 1941, attack designed to destroy the Pacific Fleet, Lynn Shindel said.

Shindel is a naval veteran who served in Vietnam and later joined the Illinois Army National Guard. His father, the late Charles Shindel, was in the Army Air Forces, who was at Hickman Field in Pearl Harbor that morning.

Shindel joined an honor guard and color guard in laying a wreath Wednesday at the cemetery’s Pearl Harbor memorial statue. The statue – an obelisk topped by an eagle – was “dedicated [by the Pearl Harbor Survivors Association of Illinois] to the 2,403 gallant Americans who perished” in the attack.

Police: Man threatened to beat up Joliet District 204 staff, superintendent 9

JOLIET – A Shorewood man has been arrested after allegedly twice threatening to beat up Joliet Township High School District 204 personnel.

Christopher L. Johnson, 47, has been charged with two counts of disorderly conduct, according to Joliet Police Department Deputy Chief Al

Roechner.

On Nov. 28, a secretary at Joliet West High School called Johnson because his child was causing an issue at the school, Roechner said.

“Mr. Johnson became upset and said he would come down to the school to beat up the staff members,” Roechner said. “These threats were reported to Superintendent Cheryl McCarthy, who contacted Johnson on Saturday.”

Roechner said that McCarthy told Johnson

his threats against the staff banned him from school property and school functions, but he would be allowed to come in for an administrative hearing on the matter.

“Instead of arranging the hearing, Johnson said he would come down to the district office and knock her head off,” Roechner said. “The superintendent notified our school resource officer, who obtained an arrest warrant.”

“We have to take any school threat seriously.”

JOLIET – The Joliet Police Department will participate in a national effort during the holiday season designed to raise awareness of the dangers of drinking and driving, according to a news release from the city of Joliet.

Special enforcement efforts during this time will include high-visibility patrols, a roadside safety checkpoint and seat belt enforcement zones.

The police department urges everyone to celebrate the holidays in a safe, responsible manner.

Motorists are reminded to: never drink and drive, buckle their seat belts, drive at an appropriate speed and avoid distractions by not talking or texting while driving.

The department’s special enforcement is possible through a grant from the Illinois Department of Transportation.

Police will be deployed from Dec. 23 to Jan. 1 at various locations throughout the city. Assigned officers will enforce

all applicable laws with an emphasis on impaired driving and seat belt violations.

wrote in a composition provided by Olszewski that when East opened, it was characterized by other Joliet residents as “East is least, and West is best.”

“During all my years at East – from opening to closing – we proved over and over again that the opposite was true, in athletics, attitude and spirit,” Urquhart wrote.

O’Connell, an East graduate and Joliet Junior College trustee, said the high school was a pleasant place to be and that everyone got along. Dale O’Connell, his father, was the school’s first physical education teacher and coach when it opened.

“It was a real togetherness,” he said.

Olszewski said when the school closed in 1983, it was a shocking and saddening event, especially since it was open for only 19 years. She said for some, there was resentment. For a while, East alumni were adrift, she said.

“It was kind of like going into your own separate corners to grieve, so to speak, but then through the alumni association and alumni relations office, [we] were really brought back together,” she said.

COAL CITY – Competitive Power Ventures held an open house Tuesday night at Coal City High School to showcase the state-of-the-art electric generating facility that will be built at a price tag of nearly $1 billion. Michael Bruno, project director for the Three Rivers Energy Center, said that the company likes to take a proactive approach when they come into a community.

“It’s a great opportunity for the community to learn about the project and meet the team,” Bruno said.

He said CPV has a history of holding public events once a project is well defined, which is where they are on the Three Rivers project.

The CPV Three Rivers Energy Center is a privately funded project that aims to meet the future electricity demands of Illinois. The 1,100-megawatt natural gas-powered 2-by-1 combined cycle facility will provide enough electricity to power about 1.1 million homes.

The project’s goal is to have construction begin by the fourth quarter of 2018 and start supplying electricity by 2021. Several union representatives and workers were on hand to see how the 2½-year construction process will affect the tradespeople they represent. The construction process is expected to cre-

ate 300 to 500 locally sourced union jobs.

Nancy Norton Ammer, CEO of the Grundy Economic Development Council, said the $1 billion investment is a great opportunity for the union workers in the county, as well as those in the energy field, who will find full-time permanent jobs at the location once the construction is complete.

Once open, the facility is expected to have 25 full-time operational jobs with more than $3 million in payroll and benefits. There will be some indirect job creation as well, when factoring in landscaping, janitorial work and other jobs, Bruno said.

Bruno said holding community forums not only gives project planners a chance to introduce themselves and reveal project details, but it also allows them to hear and address concerns that come up repeatedly.

“We’ve already made refinements for cooling at the station,” Bruno said.

“There was concern abut using water from the Illinois River, so we have modified our cooling structure to use air cooling methods with no impact to the river.”

The 80-acre project site is just south of Exelon’s Dresden Generating Station in Goose Lake Township. The building, which will sit southwest of the mouth of the Kankakee River, will occupy 30 acres.

Balkema remains as Grundy County board chairman

hlitchfield@shawmedia.com MORRIS – Chris Balkema will retain the chairman seat on the Grundy County Board.

On Monday night, the Grundy County board met to swear in elected county board members and choose a chairman and vice chairman.

Balkema was the only board member nominated by the board and the board voted, 16-0, in favor with board members Dick Joyce and Harold Vota absent.

“I am humbled and I appreciate the willingness of you to have me as your leader,” Balkema said.

He asked the board to hold him accountable and to pull him aside if a member sees something he can do better.

The board also voted to approve Eric Rasmusson as vice chairman.

Balkema replaced David Welter as board chairman when he resigned to take the position of state representative. At that time, Rasmusson also was moved to the vice chairman position.

“Accountability is huge, we have

a vision going forward,” Rasmusson said.

Rasmusson said he hopes board members will continue to give input as they move towards that vision.

After the vote, Balkema stood and addressed the board, discussing Vision 2020, a plan to take the county forward to the year 2020.

“It starts with leadership,” Balkema said. “We have to have a good leader and we have that with Doug Pryor.”

He said Pryor not only works hard in his administrative role overseeing staff, but also works hard to attract business to help grow the tax base in the county.

He said the next goal of the vision is to build trust between the members of the board as they move forward to their committee assignments.

Balkema also discussed going from 10 committees to six with seven board members on each committee.

16 Racing Advocates for Community Enrichment announce charitable grants SHAW MEDIA JOLIET – Chicagoland Speedway and Route 66 Raceway’s charitable entity, Racing Advocates for Community Enrichment, donated $30,000 in grants to 15 Will County and Chicago area charities at its year-end luncheon, raising its total charitable gifts in 2016 to $49,720.50.

Santa’s Cops, Big Brothers Big Sisters of Will and Grundy Counties, Special Connections of Grundy County, Muscular Dystrophy Association, Will County Children’s Advocacy Center, Morris Cruise Night, Special Olympics Illinois, Grundy Resource Organization, Miracle League of Joliet, Pink Heals, United Way of Will County, Silver Cross Healthy Community Commission, South Suburban Family Shelter, Wade’s World Foundation and Wilmington Coalition for a Healthy Community were all selected and recognized for their contributions.

These 15 groups were awarded grants Tuesday: • Big Brothers Big Sisters of Will and Grundy Counties received $3,000 to help children reach their full potential through one-to-one relationships with mentors. The funds will help provide memorable experiences for participants.

• Grundy Resource Organization received $1,500 to promote and provide fresh produce to seniors, people with disabilities and low-income families in and around Grundy County. GRO President Heidi Litchfield also works as a reporter for Shaw Media, the parent company of The Herald-News.

• Miracle League of Joliet received $2,000 to provide children and young adults with disabilities the opportunity to play and participate in the game of baseball.

• Morris Cruise Night has grown substantially into one of the largest of its kind in the Chicago area. The organization received $2,000 as each month the Morris Cruise Night committee selects a charitable organization to benefit from the series of events and sells 50/50 raffle tickets and display material at a booth.

• Muscular Dystrophy Association received $1,500 to send children with neuromuscular disease to MDA’s summer camp where they can discover a world created specifically for them, and meet many other kids sharing the same needs and experiences.

• Pink Heals Joliet Area Chapter received $2,000 to continue its mission of raising awareness and funds for families battling cancer as well as for other nonprofit organizations that assist those battling cancer.

• Santa’s Cops received $2,000 to make the holidays a little merrier for local children in need. Several police

officers will volunteer and participate in the Joliet Police Department annual “Shop with a Cop” event. Those who volunteer will escort local kids on a shopping spree for Christmas.

• Silver Cross Healthy Community Commission received $3,000 to support the Children’s Community Garden/ Green Sprout Urban Farm Program.

This program is a grassroots initiative in partnership with the Warren-Sharpe Community Center, which is designed to educate youth about agriculture and healthy food choices, and increase physical activity, along with supporting a food pantry.

• South Suburban Family Shelter received $1,500 to increase its sustainability and to enhance the effectiveness of therapeutic treatment in its Children’s Counseling Program.

• Special Connections of Grundy County received $1,500 to connect people with disabilities to their community through social interactions, education, recreational opportunities and shared information.

• Special Olympics Illinois received $2,000 to provide children and adults with intellectual disabilities year-round sports training and athletic competition in a variety of sports.

• United Way of Will County received $2,000 to help unite communities and resources by empowering people and creating positive, sustainable change.

• Wade’s World Foundation received $2,500 to support its LIVE TO DREAM program, which was developed to provide high quality programming, events and opportunities for youth in Chicago, primarily in the West Pullman and Roseland communities.

• Will County Children’s Advocacy Center received $1,500 to provide services to young victims of sexual and physical abuse. Services the center provides include implementing child-sensitive interviews for law enforcement purposes, counseling, medical exams, legal advocacy and community resource referrals.

• Wilmington Coalition for a Healthy Community received $2,000 to fund Lions Quest, a program that helps young people develop the skills to deal with emotions constructively, make responsible decisions and set positive goals that lead to healthy, responsible lives free from the harms of drug abuse, bullying and violence.

Additionally, Bolingbrook Explorers Post 38 was presented with a check for $3,548 for their leading part in staffing 50/50 raffles at both Chicagoland Speedway and Route 66 Raceway. The Bolingbrook Explorers alone sold over $34,000 in raffle tickets between the Route 66 NHRA Nationals in July and the NASCAR Premier Series weekend in September.

Sterling Winslow Collier, 69, left this world on December 6, 2016 after a courageous battle with cancer. He passed from this life in Joliet, IL surrounded by those that loved him dearly.

Sterling was born on Nov. 3, 1947 in DeKalb County, Georgia. He was raised by Hollis and Dorothy Collier along with his two younger sisters Donna and Renee. He spent his childhood days competing in sports, riding his horse named General, and playing in the red Georgia clay.

Sterling graduated from Rockdale High School in 1965. In 1967 he was called by his country to proudly serve in the 1st Air Cavalry Division of the U.S. Army for which he was awarded the Purple Heart for his service.

In 1973, Sterling met and married Jo Ann Robinson, to whom he was married for 43 years. They began their life together exemplifying what it meant to be hard working in marriage, help meets for each other, and took their vows seriously.

Sterling held many jobs over the years, including air traffic controller and electrician.

But he found his calling as a Gospel Preacher and continued to do so for over 40 years until his retirement in 2013. His duties as Gospel Preacher took him to many towns throughout Illinois, Ohio and Texas. He also thoroughly en-

Indian actress-turned-politician Jayaram Jayalalithaa dies The ASSOCIATED PRESS CHENNAI, India – Jayaram Jayalalithaa, the hugely popular south Indian actress who later turned to politics and became the highest elected official in the state of Tamil Nadu, has died. She was 68.

She died after undergoing surgery following a heart attack Sunday night at the Apollo Hospital in the southern Indian city of Chennai, the hospital said.

Tamil Nadu declared a seven-day mourning period starting Tuesday in honor of the politician known by her followers as “Amma,” which means “Mother” in the Tamil language.

Jayalalithaa inspired intense loyalty among film fans and political supporters alike. As news of her death spread, thousands of people thronged the road long past midnight to watch as a motorcade escorted the ambulance carrying her body from the hospital to her home.

Police had a hard time controlling people from rushing onto the road. Many people wept and beat their breasts overcome by grief.

Bollywood and Tamil actors praised the former thespian Jayalalithaa and expressed sorrow over her passing.

“Not just Tamil Nadu but India has lost a brave daughter. I pray to God to rest her soul in peace,” Tamil superstar

Rajinikanth said in a Twitter message.

Both Tamil Nadu and Kerala states declared public holidays. In Tamil Nadu, schools, offices and businesses were to be closed for the next three days.

Jayalalithaa’s body, in a casket draped with the national flag, was taken Tuesday morning to a public hall in Chennai to allow people to pay their respects. The date and time of her funeral has not been announced as the state government needed time to arrange security to handle the hundreds of thousands of people expected to attend.

Within hours of Jayalalithaa’s death, her trusted lieutenant, O. Panneerselvam, was sworn in as chief minister

of the state.

Indian Prime Minister Narendra Modi said he was “deeply saddened” by Jayalalithaa’s death. “Her demise has left a huge void in Indian politics,” Modi tweeted.

Jayalalithaa was 13 when she began her film career and quickly became known as a romantic lead in many of the nearly 150 Tamil-language movies that she worked on.

She entered politics in the early 1980s, under the guidance of Ramachandran, and after his death in 1987 she declared herself his political heir and took control of the All India Anna Dravida Munnetra Kazhgam party.

SPRINGFIELD – Illinois Gov. Bruce Rauner approved a plan Wednesday that will provide billions of dollars in subsidies to Exelon Corp. to keep two unprofitable nuclear plants from closing prematurely.

The Republican appeared at Riverdale High School in Port Byron to sign legislation he said will save thousands of jobs by rewarding Exelon for producing carbon-free energy.

In addition to $235 million a year for Exelon to prop up nuclear plants in the Quad Cities and Clinton, the plan provides hundreds of millions of dollars in energy-efficiency programs and assistance to low-income energy users.

“I was unwilling to gamble with these communities, gamble with thousands of good-paying jobs and gamble with our energy future,” Rauner said in a statement. “While this legislation isn’t perfect, it allows us to protect jobs, ratepayers and taxpayers.”

The law ensures the plants in Cordova and Clinton stay open for 10 years and allows for expansion of alternative power generators, such as wind and solar.

It caps the increase in ratepayer bills at an average of 25 cents a month for the 13-year life of the deal for ComEd cus-

Judge blocks Rauner from imposing contract terms

SPRINGFIELD – A judge in southern Illinois issued a temporary restraining order to keep Gov. Bruce Rauner’s administration from imposing contract terms onto state workers.

The order this week from Judge Robert LeChien comes after the Illinois Labor Relations Board last month issued an opinion saying contract talks between the state and the American Federation of State, County and Municipal Employees union were at an impasse. That ruling let the state impose final contract terms, which included $1,000 merit bonus payments, overtime after 40 hours, bereavement leave, and drug testing of employees suspected of working impaired.

the Illinois economy, while preserving competitive rates.”

Rauner previously criticized “special deals” for corporations, but last week said closing the plants would have “devastated the two communities.”

Critics including BEST Coalition, a nonprofit that opposes the deal, said the nuclear plants aren’t needed because Illinois produces 41 percent more energy than it needs and exports the excess. BEST Coalition said subsidizing the plants will mean a steep increase in rates.

The Illinois Manufacturers’ Association complained that Rauner had weakened the state’s chances at recruiting middle-class jobs because of power costs to manufacturers. The group said in a statement that Illinois lost nearly 10,000 “high-paying jobs” in the past year while neighboring states have grown.

“Building a guaranteed electric rate hike into state law and reversing 20 years of deregulation (are) not the answer to get our economy booming again,” the group said.

But state Rep. Elaine Nekritz, a Northbrook Democrat who sponsored a “clean energy” bill that later was folded into the Exelon subsidy matter, said the “new law is a tremendous victory for Illinois” with “more jobs, more savings for consumers, cleaner air and smarter energy choices.”

DETROIT – Prosecutors dropped murder charges Wednesday against a man in the killing of a Detroit college police officer who was shot in the head while on duty, but did not elaborate on why they no longer consider him a suspect.

DeAngelo Davis’ defense attorney said authorities lacked evidence and “dropped the ball” in their handling of the case.

Police and prosecutors said they’re committed to finding the person who shot Wayne State University officer Collin Rose on Nov. 22.

Trump chooses hardliners but softens immigration talk

NEW YORK – Donald Trump embraced new Cabinet officers Wednesday whose backgrounds suggest he’s primed to put tough actions behind his campaign rhetoric on immigration and the environment, even as he seemed to soften his yearlong stance on immigrants brought to the U.S. illegally as children.

It’s clearer by the day, underscored by Trump’s at-times contradictory words, that his actual policies as president won’t be settled until after he takes his seat in the Oval Office.

Retired Marine Gen. John Kelly has been selected to head the Department of Homeland Security, and Oklahoma Attorney General Scott Pruitt, a climate-change denier whose policies have helped fossil fuel companies, is to be announced as head of the Environmental Protection Agency.

Separately, Trump named the former chief executive of World Wrestling Entertainment, Linda McMahon, to head the Small Business Administration – and may have breathed new life into the candidacy of a secretary of state contender.

Trump said he planned to name his choice for the key Cabinet post next week and insisted that former rival Mitt Romney still had a chance. Trump, who has met twice with the 2012 GOP presidential nominee, denied he was stringing Romney along to make him pay for earlier remarks that Trump was unfit to be president.

“No, it’s not about revenge. It’s about what’s good for the country, and I’m able to put this stuff behind us – and I hit him very hard also,” Trump said in a telephone interview on NBC. Three sources close to the selection process said late Wednesday that Romney’s stock is on the rise again within Trump’s circle after a period in which the celebrity businessman had cooled on the candidacy of the former Massachusetts governor. But Trump has changed his

mind repeatedly throughout the process and has expanded the pool of contenders beyond the previously identified final four of Romney, former New York City Mayor Rudy Giuliani, Senate Foreign Relations Chairman Bob Corker and former CIA Director David Petraeus.

Trump’s long presidential campaign was in large part defined by searing rhetoric and his steadfast promises to build an impenetrable wall on the border with Mexico and crack down on immigrants living in the U.S. illegally. But he struck a softer tone in an interview published Wednesday after he was named Time Magazine’s “Person of the Year.”

“We’re going to work something out that’s going to make people happy and proud,” Trump said. “They got brought here at a very young age; they’ve worked here, they’ve gone to school here. Some were good students. Some have wonderful jobs. And they’re in never-never land because they don’t know what’s going to happen.”

He offered no details about a policy that would make that clear.

During the campaign, Trump’s tough comments – including a vow to overturn President Barack Obama’s executive orders on immigration – have led to fears among immigrant advocates that he will end Obama’s Deferred Action for Childhood Arrivals (DACA) program. Hundreds of thousands of young immigrants have gained work permits and temporary protection from deportation under the 2012 program, which aides to Trump have said would be revisited.

Others continue to press the immigrants’ case. Chicago Mayor Rahm Emmanuel presented Trump a letter Wednesday from 14 bigcity mayors urging him to keep the program intact.

“They were working hard toward the American dream,” Emmanuel told reporters in lobby of Trump’s skyscraper. “It’s no fault of their own their parents came here. They are something we should hold up and embrace.”

Let reason prevail in OT rule updates

Business owners across the county, state and nation breathed a sigh of relief – and thanks – a few days before Thanksgiving.

Why? That’s when a federal judge in Texas blocked the U.S. Department of Labor’s edict that would have expanded overtime pay protections to more than 4 million Americans.

The Labor Department’s new rule, announced in May and scheduled to take effect Dec. 1, would have doubled the salary threshold for overtime pay from $23,660 (established in 2004) to $47,476.

The administration of outgoing President Barack Obama strongly supported the move as a way to increase incomes for salaried workers who put in more than 40 hours a week, but because they were on salary, did not qualify for overtime.

Critics, however, maintained that many problems for small- and medium-sized companies would result, such as reverting some salaried workers to hourly status, converting some workers to part time, reducing available hours for workers, and even eliminating some jobs.

And the Obama administration apparently ignored the abilities of employers to afford to pay higher salaries.

In halting the new federal overtime rule, the U.S. District Court judge said the Labor Department acted beyond its authority. Only Congress can set the overall policies regarding salaried workers and overtime, which the Labor Department is then required to carry out.

The concern of many in the business community was the one-size-fits-all approach taken by the Obama administration. Doubling the salary threshold might have sounded good to federal bureaucrats and their political allies, but it made little sense to business owners and governmental department heads who would have been forced to abide by it.

This is not to say that the salary threshold, established a dozen years ago, should not be revisited.

Much has changed since 2004, and it’s only common sense that the threshold should be reviewed.

Our concern is that the doubling of the salary threshold to more than $47,000 would cripple many small businesses, reduce hours for some workers while leaving others to pick up additional work, and result in some job eliminations.

What’s needed is a manageable approach to the issue and a gradual increase in the overtime threshold. The new Trump administration, in cooperation with Congress, should take on this issue and strive for a reasonable solution.

In the 21st century, many of the cultural, social and political elites have shown no higher ideals than robbery and plunder. Their real motivations are rationalized and obscured by the narrative of spreading democracy, fighting terrorism, or by questionable humanitarian interventions. Can humankind transcend the pathology of ruling elites that have adopted an ethos that worships profit at the expense of the environment and the earth’s inhabitants? This quintessential question of the 21st century and how it is answered may well determine our survival.

Unbeaten USF women show their grit in victory over Lewis

dgoss@shawmedia.com ROMEOVILLE – The two local women’s basketball teams entered Wednesday night’s nonconference showdown at Neil Carey Arena with a combined record of 16-1.

Visiting University of St. Francis is ranked third in the weekly NAIA poll, while Lewis is No. 18 in NCAA Division II. USF may play in a smaller division, but the Saints never let that affect their resolve.

They scored the final seven points in the final 26 seconds to secure an 80-69 victory.

“They got the big stops and hit the timely baskets,” Lewis coach Kristen Gillespie said. “The ball tends to bounce in favor of the team that plays with the most grit, and they were that team tonight.”

“These kids believe they can do it,” USF coach Samantha Quigley-Smith said. “They have that positive energy, it doesn’t matter who they’re playing.

That’s better than the reverse, going in not being sure whether you can beat a team.”

Lewis (8-2) led much of the way, but the Saints (9-0) would have none of it.

They went on a 9-0 run late in the third quarter to erase a, 55-49, deficit, and after the Flyers tied it at 58, St. Francis’ 6-foot-1 senior forward Jordan Giddings stepped outside and hit two straight 3-pointers for a 64-58 lead with 6:05 remaining.

When Lewis got back within 7067 with 1:22 to go, another Giddings three, along with a couple of clutch defensive stops, doomed the Flyers.

“We thought if we put Kaitlin [Aylward, a 6-0 freshman] inside and I went outside more, that would draw 52 [Lewis’ Jessica Kelliher] away from the basket,” Giddings said with what little bit of voice she had left.

“Our team really wanted this one.

We wanted to come out strong and stay strong. We never got down even though they were ahead a lot of the game. We knew if we could play good defense, we could win.”

“We did a great job continuing to get stops,” Quigley-Smith said. “We

thought if we could keep it close toward the end, we would be OK. In that last stretch, I thought our girls did a great job managing the game. We did a good job finishing.”

Not to be outdone, USF’s Jo Jo Ballestero and Jake Raspopovich employed Blaylock’s strategy in the second half. The two Saints’ guards combined to hit 7 of 8 from long range in the final 20 minutes, with Ballestero going 5 of 6 and Raspopovich 2 of 2.

Raspopovich finished with 20 points and Ballestero chipped in 17.

“Frank responded in the second half,” Trost said. “He had a really good second half. We needed that from him because St. Francis didn’t quit. They came out in the second half and hit some tough shots, and for the first five minutes, we didn’t respond.”

The Saints cut the Lewis lead to 79-73 on Landus Anderson’s 3-pointer with 3:16 left. USF finished 13 of 25 from 3-point range, 52 percent, while Lewis shot .536 from distance on 15 of 28.

After Lewis peppered the charitable north basket with 14 3-pointers in 21 attempts, USF went 9 of 16 in the second half. It may not have been necessary to call the fire department, but that net was burning.

“I don’t when the last time is we beat Lewis, but in this game, you can see where Sam [Quiogley-Smith] has taken this program,” Ekhomu said.

“This was definitely a big one.”

Charnelle Reed led the Saints with 24 points. She beat the buzzer with a 3-pointer to climax a 15-point second quarter and tie the game at halftime, 37-37. She also avoided a shot-clock violation with a long 3-pointer that ignited the 9-0 run late in the third quarter.

“Charnelle Reed’s two threes were huge, the heaves at the end of the half and to beat the shot clock,” Gillespie said. “We knew what Giddings could do, but Reed came in 0 for 4 for the season on threes, and tonight she hit big ones.”

“This was definitely as good an offensive game as I’ve had this year,” Reed said. “Once the first two go in, I start thinking ‘This is going to be pretty good.’ Of course, Khamari [Jordan] gave us the early spark and once they got on her, that opened it up more for me.”

Jordan (Bolingbrook) scored 10 of her 16 points in the first half. She kept USF close when she nailed three 3-pointers in the first quarter, which ended with Lewis on top, 21-16.

The Lewis men’s basketball team led St. Francis, 10-6, early in Tuesday night’s nonconference battle. A little while later, the Flyers led, 28-14.

Why the surge? Lewis swished six consecutive 3-pointers, four by Delaney Blaylock. The Flyers never really cooled off in the first half, finishing the first 20 minutes with 14 3-pointers in 21 attempts and a 57-34 lead.

St. Francis tried to take advantage of the friendly north basket in the second half, coming out of the break with 10-0 run to make it 57-44. The Saints

crawled back to within 79-73 with 3:16 left behind some deadly 3-point shooting of their own, but it was too much of a mountain to climb as Lewis prevailed, 85-73.

Blaylock hit 5 of 6 from 3-point range in the first half, when he scored 21 of his game-high 28 points. He finished 6 of 8 from long range.

“It felt good,” Blaylock said. “I knew after the second one that I was on fire.

It’s crazy how that works sometime.

You just know it’s going in.”

Blaylock said he has not been shooting well and needed a game of this nature. He was 9 of 35 from 3-point range before Tuesday.

“My teammates told me a couple games before this to keep my head up and it will come,” Blaylock said.

Lewis opens door to Elite Eight and more

kjasnica@shawmedia.com ROMEOVILLE – It only takes one team to break through the barrier.

Since women’s volleyball coach Lorelee Smith walked into Lewis, the Flyers have been a very strong program. They have qualified every year for the NCAA D2CCA tournament since and in 2007, they only had only four losses all year. In 2009 and 2015, Lewis had only five losses.

Despite that impressive resume, the Flyers had never made it past the regional tournament.

On Saturday, they changed that and opened a new door for the program.

No. 18 Lewis upset Ferris State, 25-21, 25-24, 25-18, to win the NCAA Midwest Regional Championship and advance to the Elite Eight. The Flyers face No. 4 Wheeling Jesuit Thursday at 5 p.m. in Sioux Falls, South Dakota.

“Whatever regional you’re in, it is extremely tough to get out,” Smith said. “In the past, I felt like we had a strong team that could get out of it. We never came in as the No. 1 seed, but there have been plenty of years where I felt that we had the ability to win.

“This was another one of those years. We weren’t the top-seeded team, but we had the players and the heart.

We put it all together on the right weekend and showed up playing our best. That’s the reason we won, and I am so excited.”

“Lewis has been such a strong program that it is surprising that this is coach’s first time,” Plainfield Central graduate Elizabeth Hyland said. “I know for her that it is even sweeter for her than us. This is a long time coming for her. She definitely deserves it.”

To get to this level Lewis (28-7) had to beat a team it lost to in five games earlier. Everyone was confident going in, however, in that earlier match they were playing without Great Lakes Valley Conference Player of the Year Aly Schneider and key contributor Maddie Seliga.

Ferris could not combat the strong passing and well-balanced attack led by the four all-region players – Schneider, Hyland, Seliga and Abby Becker.

More important than the play was the mentality.

“Going in they were the higher seed than us, but we knew that if we wanted it, it was ours to take,” Hyland said. “It was a challenging game. They did not give us many points. We had to earn every single point.

Another thing that not a lot of teams have is dedication year-round.

Going into the summer, the Flyers came up with an idea. They started challenging each other via social media. Teammates could accept or deny the task, but once completed they would take a photo of their accomplishment and challenge another teammate. Challenges ranged from drinking more water to not using elevators and escalators or timing the mile.

None of this came from the coaches, which impressed them even more.

“Summer can seem pretty long,” Smith said. “You can put off staying in shape. You can put off playing volleyball. I really think that [the challenge] helped us coming in at August. We were three weeks ahead of where we should have been, and we were able to build off of that.”

“When you have your teammates holding you accountable, it makes you more motivated to succeed and continue to work hard,” Schneider said. “It

helped because we have several girls who live farther away so it helps keep everyone on the same page.”

Players staying on the same page in the off-season helped them get to the next one during the season.

Making the Elite Eight is huge for the program. The Flyers not only get to finally reap the benefits from their hard work, they have the opportunity to play for a national championship, and they have more exposure.

Smith currently recruits in the Chicago-land area and neighboring states.

The area is drenched in talent, so she doesn’t even feel she would need to look any farther.

Playing at the next stage, however, means that more players across the country can see the Flyers compete, and some athletes might become interested. That gives Smith an even bigger pool to pick from.

It just gives Lewis the chance to get even better in the upcoming years.

Even though that future is a bright one to look at, the focus is one game at a time. The Flyers are again going against Wheeling Jesuit as the underdog, but that is not a new story for Lewis. The girls will go out and play like its just another match.

“They believe very strongly in themselves. They don’t want to just

get there and stop,” Smith said. “They really want to play the first round, and then focus on who we would see next.

I don’t think that they are done. They don’t talk like they are done. We drew a team that has been there eight years in a row, so they will be more comfortable. That does not always mean that they will be better.”

“We have nothing to lose right now,” Hyland said. “We have great seniors on the team, and we want them to play as long as possible. We’re really excited. There aren’t nerves because there’s nothing to lose. We’re really working hard and enjoying the moment.”

“We’ve been looking forward to this for so long, so now that it’s finally here it feels surreal,” Schneider said.

“We’ve kept the goal in sight. We all have the motivation and drive. We wanted this so bad.”

“When you get five players in double figures the game usually ends well, which it did for us tonight,” JJC coach Joe Kuhn said. “Kaveon had a tremendous second half controlling the game and breaking down their pressure defense.

“Johnny Campbell was extremely tough to stop, as well, and one of his overall better games on the year. And, overall, our defense was very good again. We accomplished several team defensive goals against a very good shooting and offensive team.”

Nationals get CF Eaton from White Sox for 3 young pitchers

OXON HILL, Md. – The Washington Nationals did make a deal with the White Sox during their hometown winter meetings, after all, only it was for center fielder Adam Eaton, not lefty Chris Sale.

The price of Wednesday’s swap still was steep: Washington parted with three young pitchers, including top prospect Lucas Giolito, hard-throwing Reynaldo Lopez – who made the team’s postseason roster – and 2016 first-round draft pick Dane Dunning.

“It’s never easy to let go of your prospects,” Nationals general manager Mike Rizzo said. “You feel like a proud daddy when they get to the big leagues.”

The trade came on the last day of the so-called “hot stove” sessions outside the nation’s capital, allowing Rizzo to avoid leaving empty-handed after failing in a bid to get Sale, who instead went from the White Sox to the Boston Red Sox. “We discussed [Eaton] and several other players with the White Sox for quite a while now. It did gain momentum after the Sale deal was done,” Rizzo said. “It actually came together fairly quickly over the last couple of days.”

Washington’s GM also had acknowledged talking with the Pittsburgh Pirates about a deal for center fielder Andrew McCutchen.

By putting Eaton in center, the Nationals can move Trea Turner – runner-up for 2016 NL Rookie of the Year – back to his natural position, shortstop.

Eaton, who turned 28 on Tuesday, has three guaranteed seasons left in a $23.5 million, five-year contract that calls for him to earn $4 million next year, $6 million in 2018 and $8.4 million in 2019. The deal includes a $9.5 million team option for 2020 with a $1.5 million buyout and, if 2020 is exercised, a 2021 team option for $10.5 million with a $1.5 million buyout.

“He’s a high-energy guy,” Rizzo said. “There’s an edge to him.”

Here’s the way Nationals manager Dusty Baker described Eaton: “The only negative I’ve heard is you have to calm him down a little bit, because he goes 100 percent all the time, which is not a bad way to play this game. ... He’s not afraid to get dirty and grimy, greasy, nasty – do everything there is to beat you.”

homers, 59 RBIs and 14 stolen bases, while leading the majors with 18 outfield assists.

“We see the arrow still going up with him,” Rizzo said.

As for where Eaton might hit in the lineup – like Bryce Harper and Daniel Murphy, he bats left-handed – Baker said: “That remains to be seen.

We do have options to try to break them up.”

For the White Sox – who picked up high-priced third baseman Yoan Moncada, considered by many the top young talent in baseball, along with pitchers Michael Kopech and Victor Diaz, and outfielder Luis Basabe, in the Sale trade – this represents another big step in a signifi-

cant overhaul after a 78-84 season and fourth-place finish in the AL Central.

The 22-year-old Giolito, a firstround pick in the 2012 amateur draft, made his major league debut in June and went 0-1 with a 6.75 ERA in six starts for Washington.

Lopez, also 22, was 5-3 with a 4.91 ERA in 11 games, including six starts, for the Nationals in 2016.

The 21-year-old Dunning was the 29th overall pick this year out of the University of Florida.

“We view all three of them, actually, as having the potential to become front-end-of-the-rotation pitchers,” White Sox GM Rick Hahn said.

“There’s still a fair amount of development with each of them.”

“There’s several guys out there right now that everybody would like to have, and the guys that are out there as free agents are obvious. Guys like Wade Davis, ask around the industry, how many people would like to have him,” Maddon said.

Asked about Davis vs. the Cubs’ closer last October, “I can’t tell you he’s better. He’s just different,” Maddon said.

“Like I said, Aroldis pretty much relies on his fastball. He’s got a great slider. Whereas Wade, growing up a starter, pitches,” he said.

Davis is a two-time All-Star who has dominated in recent seasons. Since the former Tampa Bay starter became a full-time reliever in 2014, Davis is 19-4 with 47 saves and a 1.18 ERA. Soler made his big league debut in 2014, and the Cuban is a career .258 hitter with 27 homers and 98 RBIs. He starred in the 2015 postseason when the Cubs reached the NL Championship Series, reaching base in his first nine playoff plate appearances and batting .474 with three homers and three doubles in seven games.

Soler went 2 for 13 in this year’s postseason, with both hits coming against Cleveland in the World Series.

Hoyer said the Cubs saw the physical toll it takes on pitchers to play until November. With the Cubs well positioned to try to extend their run, Hoyer said, “we want to plan accordingly.”

Chapman was traded from the New York Yankees to the Cubs late in the season.

“Having Wade there from Day One then makes everybody else a little bit better,” Cubs manager Joe Maddon said. “And also, when you win games, when you win a lot of games, win a lot of games in row, that’s where you have the tendency to beat somebody up. So by having this kind of depth, you don’t have to put the burden on one or two guys.”

“It’s going to mean you can spread it out a little bit more. So having Wade there at the end permits us to use these other guys differently and the ability to spread out the workload,” he said.

The trade was announced at the winter meetings, where relievers have been a main focus. The San Francisco Giants gave closer Mark Melancon a $62 million, four-year deal, while free agents Kenley Jansen and Chapman still are available.

OXON HILL, Md. – Wade Davis already had closed out a World Series.

And that was part of his appeal for the Cubs.

In a trade between the last two champions, the Cubs acquired the All-Star reliever from the Kansas City Royals on Wednesday for outfielder Jorge Soler.

Davis immediately takes over the spot held by Aroldis Chapman, who became a free agent after the Cubs won their first title since 1908.

“Wade is going to pitch the ninth inning,” Cubs general manager Jed Hoyer said.

Davis has done especially well in the postseason and helped the Royals win the 2015 crown. In 271/3 career postseason innings as a reliever, he has a 0.33 ERA with 39 strikeouts. The 31-year-old righty went 2-1 with 27 saves in 30 chances and a 1.87 ERA last season. He spent time on the disabled with a forearm injury and was limited to 431/3 innings but returned to pitch in September.

Hoyer said Royals GM Dayton Moore allowed the Cubs’ trainer to examine Davis earlier in the day, and the

medical report was fine.

“He looks fantastic,” Hoyer said.

The 24-year-old Soler hit .238 with 12 home runs and 31 RBIs in 86 games last season. He missed almost two months because of a strained left hamstring.

“Love his upside. Love his power,” Moore said.

For the Royals, the deal made financial sense as they try to cope with several star players eligible to leave after the 2017 season. Davis, who will make $10 million next year, was part of those looming free agents, along with outfielder Lorenzo Cain, first baseman Eric Hosmer, third baseman Mike Moustakas and pitcher Danny Duffy.

Starting next offseason, teams only receive a draft pick after the first round if a player signs with a new club for $50 million or more. Otherwise, it’s a lower pick.

At 24, Soler is under contract control by the Royals for a while, “so this was important for us,” Moore said.

Soler figures to play right field and can serve as a designated hitter.

Davis joins a bullpen that includes Hector Rondon, Pedro Strop, Carl Edwards Jr. and more. For a team that expects to play “that seventh month,” as

NEW LENOX – “Busy, busy, busy!”

So said the late actor Billy De Wolf as the magician in the 1969 TV short, “Frosty the Snowman.” “Busy” is a sentiment echoed by many during the holiday season.

This lack of hustle and bustle is what makes the United Methodist Church’s Living Nativity – to be held Dec. 18 – stand out.

“One of the nice things about this event is it’s calm,” Beth Darin, co-coordinator, said. “You drive through and listen to the story in this beautiful setting. It tells the story on a non-intrusive level and you get to enjoy it that way. ...

You take away from it what you need to take away.”

For the second time since 2014, the New Lenox church will offer a free drive-thru journey to the birth of Jesus.

“We’ll be offering a communion service every 15 minutes,” Darin said.

For Darin, a viola player and new to the leadership team this year, helping to coordinate the event has spiritually fed her. Darin said she’s grown closer to her church family and grown in appreciation of their gifts and dedication.

In addition, Darin is thankful for the highly organized efforts of Lisa Wainright, who spearheaded the event in 2014. That made coordinating this year’s Living Nativity much easier for Darin and co-coordinator Valerie Pasqua of New Lenox, Darin said.

“It’s impressive how many extraordinarily talented people we have at our church,” Darin said.

Lockport educator among nation’s best K-8 principals LOCKPORT – Lynne Scheffler, principal of St. Joseph School in Lockport was selected as Illinois’ 2016 National Distinguished Principal.

The National Association of Elementary School Principals established the program in 1984 to recognize and celebrate elementary and middle-level principals who set high standards for instruction, student achievement, character and climate for the students, families and staff in their learning communities.

Scheffler was nominated and selected through a nationwide search process conducted by the National Association of Elementary School Principals and National Catholic Education Association.

Scheffler was one of three Catholic school principals in the nation and the only principal from Illinois to earn this honor. Scheffler is graduate of St. Mary Nativity and Joliet Catholic Academy. She credits her strong foundation, drive for academic excellence, and spiritual formation from the priest, sisters, and dedicated laity

34 Heart disease risk tied to sugar consumption Dear Doctors: I read sugar might be worse for your heart than fat. Should I give up sweets?

Dear Reader: If you’re one of the millions of Americans with a sweet tooth, there’s some good news. According to current guidelines from the American Heart Association, eating a modest amount of added sugar each day – six teaspoons for women, nine teaspoons for men – is safe for your heart.

But before you pop open the cookie jar (or that pint of Ben and Jerry’s), let’s review some hard facts. Research shows eating too much sugar can significantly increase your risk of heart disease. Individuals who received between 17 and 21 percent of their total daily calories from added sugar had a 38 percent greater chance of dying from heart disease compared with people who limited added sugar to 8 percent of their total daily calories.

That study, published in the Journal of the American Medical Association in 2014, had even more sobering news. People who got more than 21 percent of their daily calories from added sugar doubled their risk of heart disease. Considering the average American now eats up to 20 teaspoons of sugar a day, we’ve got a problem.

Although saturated fat has received the lion’s share of blame for heart disease in the United States for many years, sugar now is taking center stage. Studies show sugar leads to potentially harmful changes in levels of blood cholesterol and triglycerides, both markers of heart disease.

While the occasional sugar splurge is probably not a problem, keeping daily consumption to a minimum is vital to heart health. Which brings us back to that recommended maximum of six (or nine, if you’re a man) added teaspoons of sugar a day.

It might sound like a lot, but consider this – the average 12-ounce can of soda has about 10 teaspoons of sugar. And with the stealthy addition of sugar to products such as breads, canned vegetables, pasta and barbecue sauces, staying within guidelines takes vigilance.

Still, it’s worth it. A recent study showed when a group of obese children reduced added sugar from their diets, it took just nine days for their triglyceride levels – a marker of heart disease – to drop by one-third.

So, an apple or an Oreo for your afternoon snack? Not really a difficult choice.

Todd is a great kid, but he has a genetic disorder and often wets his bed. When it happens, he changes his pajamas and then climbs into bed with us. I don’t mind, but I have told my boyfriend we need to start the process of his son not getting in bed with us three to four times a week.

If you haven’t already done so, schedule an appointment with the physician who has been treating your chronic depression (assuming it has been treated) and ask to have your medications reviewed. If you have not received treatment, tell your doctor what has been going on and ask for a referral to a licensed therapist who works with a psychiatrist who can prescribe something appropriate.

And remember while selling the house/ office is closing a chapter in your life, it also signals the beginning of a new one. It may give you the renewed energy – as well as the financial means – to salvage your business.

You probably have a copy of “25 Bridge Conventions You Should Know” by Barbara Seagram and Marc Smith. Now comes a companion book, “Practice Makes Perfect”

by Seagram and David Bird (Master Point Press). In each of the 25 chapters, you get a precis of the convention followed by four instructive deals showing that convention in action. (It is a pity that each deal isn’t set as a 26-card problem first, but then the book would be huge.)

In this deal, how should South plan the play in three spades after West leads the heart king?

North used a transfer bid, showing five-plus spades and at least zero points! I think South should have rebid three spades, a superaccept showing four-card support, a doubleton somewhere and an excellent hand for play in spades.

Given the 3-1 spade break, the dummy (the long-trump hand) has six potential losers: one spade, one heart, two diamonds and two clubs.

One of North’s clubs can be ruffed in the South hand, so declarer needs to find East with the diamond ace.

After winning with dummy’s heart ace, South should lead a diamond toward his hand. Assuming East ducks, declarer wins with his king, takes his top trumps and returns a heart.

West wins, cashes the spade queen and shifts to the club jack, but South wins with his ace, ruffs his last heart on the board and leads a second diamond toward his hand to get home.

Implementing the Plan and Project may stimulate the redevelopment of vacant, ill-configured and underutilized parcels, and provide new or improved public infrastructure, facilities and utilities. Redevelopment of the RPA will strengthen the economic base and enhance the quality of life of the City as a whole.

Rehabilitation and redevelopment of the Presence-Saint Joseph RPA is to be achieved through an integrated and comprehensive strategy that leverages public resources to stimulate additional private investment. The underlying strategy is to use Tax Increment Financing ("TIF''), as well as other funding sources, to reinforce and encourage new private investment. At the Hearing, there will be a discussion of the Plan and Project, designation of the Project Area, and the adoption of tax increment allocation financing for the Project Area. Pursuant to the proposed Plan and Project, the City proposes to facilitate redevelopment of the Project Area by incurring or reimbursing eligible redevelopment project costs, which may include, but shall not be limited to, studies, surveys, professional fees, property assembly costs, construction of public improvements and facilities, building and fixture rehabilitation, reconstruction, renovation and repair, financing costs, and interest costs, all as authorized under the Act. The Plan and Project proposes to provide assistance by paying or reimbursing costs including, but not limited to, site assembly, analysis, professional services and administrative activities, public improvements and facilities, building rehabilitation, capital costs incurred by a taxing district as a direct result of a redevelopment project, the payment of financing and interest costs, and such other project costs as permitted by the Act pursuant to one or more redevelopment agreements.

Tax increment financing is a public financing tool that does not raise property taxes but is used to assist economic development projects by capturing the projected increase in the property tax revenue stream to be created by the increase of the assessed value of the development or development area and investing those funds in improvements associated with the project.

At the hearing, all interested persons or affected taxing districts may file written objections with the City Clerk and may be heard orally with respect to any issues regarding the approval of the proposed Plan and Project, designation of the Project Area, and adoption of tax increment allocation financing therefore.
