STERLING – Residents and owners of Coventry Village Sterling Cottages implored city leaders Monday to move quickly to facilitate a resolution to a difficult and emotional situation that started 4 years ago. A special joint meeting of the City Council and Planning Commission filled council chambers as information was shared on the owner’s proposed plan for turning over deeds to the 68 units – 25 of which are currently occupied – to residents or heirs. The owners, petitioning as WC-Sterling LLC, gave a presentation which outlined the harsh financial realities that led to the decision to make its proposal to the Planning Commission in September. The city has no vote on an ownership structure change, but its approval is needed for the necessary zoning changes. UNCERTAINTY continued on A44

DIXON – Tuition waivers and scholarships at Sauk Valley Community College will be reined in starting in the fall to address the college’s financial plight. In reducing both athletic scholarships and tuition waivers for Sauk Scholars by one-third, and setting up a three-tier system for waiving tuition for dual-credit students, the college will save about $170,000. Sauk is operating with a $1.9 million deficit for fiscal year 2017, and is unsure how much – if any – funding it will receive from the state. While the stopgap measure signed by Gov. Bruce Rauner on June 30 fully funded K-12 education for the whole school year, Sauk got just 28 percent of its funding. TUITION continued on A54

House overwhelmingly passed the bill, 108 to 1, and Gov. Bruce Rauner’s office said the administration was on board with the plan. The bill applies to schools that teach children from pre-kindergarten through fifth grade that are hooked up to a community water supply. Schools built before Jan. 1, 1987, the year after lead plumbing was banned, would have to be tested by Dec. 31, 2017. And schools built between 1987 and 2000 would have to be tested by 2018.
