MORRISON – One decision is in: Trish Joyce has been appointed resident circuit judge in the 14th Judicial Circuit Court. She will fill the seat of Judge John Hauptman, who retired Dec. 4. The jury is still out on another decision: Who will replace her as Whiteside County state’s attorney? Joyce, a Sterling Democrat, won a second 4-year term after running unopposed
in the Nov. 8 general election. Her term as judge will begin Dec. 21 and run through Dec. 3, 2018. The position will then be filled by the winner of the 2018 general election. “I am extremely honored to be appointed to serve the people of Whiteside County as a circuit judge,” Joyce said in a news release from the Illinois Supreme Court on Tuesday afternoon. “I will work hard to ensure that justice is accessible and that each side of the controversy is heard. I am very grateful for [Illinois
Supreme Court Chief Justice Thomas] Kilbride and to each Supreme Court Justice for affording me this opportunity.” Whiteside County Board Chairman Jim Duffy is taking applications for the state’s attorney job, and Administrator Joel Horn said a replacement must be named in the next 60 days. The new state’s attorney will serve a 2-year term, after which time the person must run in the 2018 election to continue in the position. JOYCE continued on A44

ROCK FALLS – The city took another small step Tuesday toward expanding its fledgling broadband business. The Rock Falls City Council gave its permission to gather more information on options for funding a fiber buildout that could service business and residential customers. The city has been working with Denver-based Magellan Advisors for nearly 3 years on business plans, and in September recommended that the city pursue a fiberhood option. The city would be divided into 20 fiberhoods, and the plan is based on the premise that only 14 would be built. Fiberhoods would allow the city to do its infrastructure buildout gradually, instead of spending the total of about $13 million up front. Because a fiber backbone has already been laid, the business corridors would be the first priority, and they could be done quickly. BUILDOUT continued on A44

DIXON – For nearly a half-century, Dixon native John McLane Jr. has been leaving his imprint on the Sauk Valley. “We’ve done more than 800 projects since my dad began the firm in 1939,” said McLane, 75, owner of the architectural firm McLane and Associates. “Everything from small additions and residential homes to
major construction projects.” The USF&G Building and Medical Arts Clinic (now KSB Town Square Centre) and its multi-tiered parking lot in downtown Dixon were designed by McLane, as was the Winifred Knox Memorial Library in Franklin Grove. Over the years, he has designed strip malls, office buildings, commercial establishments, apartments, and clinics. ARCHITECTURE continued on A54

WASHINGTON – U.S. Rep. Cheri Bustos has been elected to a party leadership position in the 115th Congress. The 17th District congresswoman was chosen to serve as a co-chair on the Democratic Policy and Communications Committee. She was nominated by returning House Speaker Nancy Pelosi, and Monday was elected by her colleagues in the House Democratic Caucus. Bustos will co-chair the commitCheri tee with Rep. Hakeem Jeffries of Bustos New York, and Rep. David Cicilline of Rhode Island. The committee’s main purpose is to reshape the party’s message to the working class and step up outreach efforts, particularly in rural America.
