SAUK VALLEY | PUBLIC TRANSPORTATION

Riding out the uncertainty How has the state budget affected 2 local bus services? One ride is bumpy and the other is smoother BY RACHEL RODGERS AND CHRISTOPHER HEIMERMAN Sauk Valley Media

STERLING – While the Lee-Ogle Transportation System has dipped into its reserves to pay its providers – and as a

result is cutting back services – Whiteside County Public Transportation is standing pat and trusting the state to sign off on its federal contract. What makes that possible is that WCPT is owed only about one-fifth of its fourth-

quarter payment from the state for fiscal year 2016. LOTS, conversely, is owed that whole quarter’s payment, or $270,895. WCPT has received about $483,000 from the state for FY16, and is owed about $22,000 from the state, Executive

Director Tori McDaniel said. “We’ve been very fortunate, and the [Illinois Department of Transportation] has been very good to work with for our agency,” McDaniel said. UNCERTAINTY continued on A54

Todd Felder (left) and Chuck McCarty have moved Elite Custom Cycle from Clinton, Iowa, to 1911 New High St. in Rock Falls. The business partners know the competition will be more intense in the Sauk Valley, but they say they’re not worried. “We’re doing something different here, and I know we can find our niche,” said Felder, a Sterling native. ROCK FALLS – Elite Custom Cycle still is in the process of moving from Iowa to Rock Falls, but for its owners, the Sauk Valley always has felt like home. Todd Felder was born and raised in Sterling, and Chuck McCarty, a native of the Melrose Park area, has lived in Rock Falls for several years. Felder and McCarty opened the custom motorcycle shop about a year ago in Clinton, but both have other full-time jobs, and their busy schedules dictated they cut down on their commuting times. DIXON – Officers who shot a man accused of stabbing another man in front of them last month have been cleared of any wrongdoing. Lee County State’s Attorney Anna Sacco-Miller announced Wednesday that no charges will be filed. Illinois State Police turned over investigation findings from the Sept. 7 incident last week. “I find that they did nothing wrong, and no criminal charges of any kind will be filed against any of the officers,” she said during a press conference at the Dixon Police Department. She said the decision was reached after reviewing all of the investigation materials, including video from squad car cameras and stun-gun cameras. Police say Justin R. Llanas, 33, held a woman hostage at knife point at his apartment at 805 W. Third St. on Sept. 7, and as officers tried to calm him, another man emerged from the building and struggled with Llanas, who stabbed him in the stomach. Sgt. Michael Wolfley and officer Leslie Shaw tried to stop Llanas using stun guns, without success, and Detective Andrew Oros and officer Charles Thomas then shot Llanas. The officers were placed on administrative leave after the shooting and returned to duty the following week. Police Chief Danny Langloss said the videos from the incident clearly show the officers were justified in using deadly force and “had no choice but to fire their weapons.” “It was textbook, it was done perfectly, and we could not be prouder of these officers,” he said.
