It took four tries, but Whiteside County voters finally approved the County School Facility Occupation Tax for its nine school districts. More commonly known as the 1 percent sales tax, the measure passed Tuesday by a vote of 8,870 to 8,485, or 51.11 percent to 48.89 percent. The tax can be used for only infrastructure and building maintenance purposes. Supporters had previously fallen short, with 42 percent in November 2008, 45 percent in April 2009, and 46 percent of the vote in April.

DIXON – By an overwhelming margin, Dixon voters decided it was time for a new form of city government. Of 3,893 votes cast, 2,977 – 76.47 percent – favored the change from commission form to the managerial form. Only 916 voters, or 23.53 percent, voted to keep the current form. The change is one that doesn’t happen often. Only two northern Illinois cities in the past 25 years have changed their government – Rochelle in 1994 and Sycamore in 2003 – and both to the managerial form. Freeport has discussed switching forms for the past 15 years, and the issue has twice made it to the ballot but failed to pass both times. Marilyn Coffey, chairwoman of the Committee to Change City Government, was happy with the result and the margin, she said, because it showed a clear choice. “We’re just thrilled, and we were just talking earlier that it really was just a citizen initiative,” she said. “Democracy at work – people choosing their form of government.” A mayor-appointed task force recommended the ballot question in the aftermath of the massive Rita Crundwell embezzlement. The task force was put together to study various forms of government and to determine which would be the best form for Dixon. In August 2013, the task force made its formal recommendation public. Members advised that the City Council let citizens decide which form of government was best by asking this question on the November 2014 bal-
