STERLING – Project organizers have decided to delay construction of the Lincoln Learning Center until spring. The Sterling-Rock Falls His-
torical Society had hoped to get the exterior up before winter, so work could continue indoors during the harsh weather. Organizers say the process is moving along, but there is more paperwork involved than they had envisioned.
“We are a long way from getting the paperwork done that allows us to apply for a building permit, and we had said that if we didn’t have one by mid-October, we couldn’t start until spring,” said Bill Abate, president of the historical society.
Abate said the organization discovered that the process is much more complicated when a commercial building is involved. All three of the properties the historical society owns in that area had to be surveyed, and architectural drawings must be approved and sent

to all of the subcontractors. “There are at least 25 drawings that must be reviewed by the architect and certified by an engineer before they can be submitted to the city for approval,” Abate said. LEARNING CENTER CONTINUED ON A2

DIXON – He’s held a number of odd jobs over the years, but owning a bookstore was one of the last things Larry Dunphy
envisioned for himself. But in 1998, his wife, Carolyn Chin, sold him on the concept. After spending a year looking around, the couple settled on the property at the southwest corner of West First Street and Hennepin Avenue. Books On First has evolved into a local favorite for coffee and chatter, and Dunphy said there’s a loyal following. Q&A CONTINUED ON A4
