SERVING ROCK FALLS, STERLING AND THE SURROUNDING AREA SINCE 1854

STERLING | DOWNTOWN REVITALIZATION

Lofts’ financing falling into place Agency president: Tax credits secured, construction bids soon to follow BY PAM EGGEMEIER peggemeier@saukvalley.com 800-798-4085, ext. 5570 @pam_eggemeier

STERLING – Sterling Today has learned it will receive federal tax credits for a planned redevelopment project at the Lawrence Building. The county owns the building at 101 E. Third St., but the Whiteside County Courthouse is the only occupant. Plans are for 20 affordable housing units to be built in the long-vacant tower

area above the courthouse, which will remain on the ground floor. Sterling Today is partnering with the Rock Island Economic Growth Corp., a nonprofit agency that excels in bringing investment dollars for downtown revitalization projects. The estimated cost of the apartment complex is $5 million. The tax credits are the final piece in several layers of financing that is being put together for the project. “This was the last component, so we

are now working aggressively to finalize funding,” said Brian Hollenback, president of Rock Island Economic Growth Corp. Hollenback anticipates that will happen in February or March. This is the group’s second attempt at procuring financing for the project, which fell short by the narrowest of margins last year. After working on funding for 2 years, the focus soon can shift to construction.

The program The Lawrence Lofts project in Sterling is one of 13 affordable housing projects to receive incentives from the Low-Income Housing Tax Credits program. The federal program is administered through the Illinois Housing Development Authority. Since the program’s inception in 1986, it has generated more than $3 billion in private investment for the construction and rehabilitation of 51,000 apartments statewide.

ABOVE: St. Anne School seventh-grade Student Council members (from left) Katie Noble, Adrian Ackert, Jack Bontjes and Brady Partington talk about a bracelet fundraiser the school held Wednesday to benefit the Cancer Care Center of KSB Hospital in Dixon. “We wanted to teach the children about giving back and make them aware about needs in the community” second-grade teacher Mary Papoccia said. The school will hold a “Share and Wear” day once a month to give students an opportunity to dress differently for a donation toward a different organization. Jack and Brady are both most excited about the “Team Wear” day next month, with Brady planning to wear his school’s basketball jersey. The girls are looking forward to January’s “Pajama Day.” RIGHT: The bracelets sold out quickly. They came in a variety of colors, some of them commemorating Pope Francis’ visit, others boasting encouraging words such as “strength” and “courage.”

DIXON – Before Thanksgiving, the School Board will digest survey results. Before Christmas, it will unwrap the visual plan that could dictate its high school’s future. George Reigle, principal with Green Associates, will meet with the School Board on Nov. 4 to discuss the results of the district’s health life safety survey, which is conducted every 10 years. Needs that could come up during the audit include repairs to the exterior walls, asbestos abatement, and heating, ventilating and air conditioning repairs. “All of the buildings were looked at, but the high school has the most needs by far,” Superintendent Margo Empen said. “We will be getting updates on the status of our buildings inside and out.” On a December date to be determined, the board will discuss the district’s conceptual plan, which will include developing a visual layout of renovations and additions to the existing high school, and possible sites for a new high school. et’s face it – you flaked again. Last year, your Halloween costume was lame. You did what I did and Googled “cheap, costume for tall skinny white guy” the day of the party, bought a black wig and a pair of sunglasses and went as Howard Stern. Everyone gawked at you and whispered to their friends that you didn’t try hard enough. You did the same thing this year, too. You’re going to turn one of your green shirts inside out, put on a pair of brown slacks, mess up your hair and go as TODAY’S EDITION: 24 PAGES 2 SECTIONS VOL. 161 ISSUE 224

Shaggy from Scooby-Doo. And you’ll be horribly embarrassed. All the sexy nurses and scantily clad cats want to see effort, not cheap, on-the-fly, lazy Halloweening. But that’s not going to happen to you next year. You’re going to get a jump on your costume right now, through an online auction. And you’ll be the talk of Dixon for years to come.
