ROCK FALLS – The state’s budget woes are hitting local adults where it hurts – right in the teeth. Because of the budget standoff in Springfield, the Whiteside County Health Department is being put in the position of trying to determine which procedures it can perform and reasonably expect to get paid for. Here’s why: Although private insurance pays private dental providers after every time care is given, Medicaid, a state program, pays public entities like the health department only when a procedure is completed, said Beth Fiorini, administrator of the Whiteside County Health Department.
