ILLINOIS | BUDGET BATTLE

Higher education: Pass or fail State official warns of dire consequences if lawmakers don’t pass a budget SPRINGFIELD (AP) – University officials painted a dire picture of the state of higher education in Illinois on Thursday, telling lawmakers that the failure to pass a budget is leading to layoffs and students considering going elsewhere for an education. “We’re on the verge of dismantling the

higher education system in Illinois,” James Applegate, the director of the state’s Board of Higher Education, told the Senate Appropriations Committee, which was hearing funding requests from various institutions. Lawmakers are in the odd situation of considering funding requests for next budget year,

which begins July 1, while the state continues to limp along without a budget for the current year. There’s no end in sight to the budget stalemate between Republican Gov. Bruce Rauner and the Democrats who control the Legislature. Rauner wants business-friendly changes as a condition

for a approving a tax hike, while Democrats balk at what they say amounts to Rauner’s union-busting proposals. Higher education institutions haven’t received state funding in 9 months and are facing cuts because Illinois is dealing with a multi-billion-dollar deficit. EDUCATION CONTINUED ON A4

STERLING – What if you could rewrite history – more specifically, the Civil War? Going further, what if you could turn it into a comic book, an alternate-universe newspaper, a movie script, or a gaming app? If you’re an eighth-grader, how would that sound? Two Challand Middle School teachers are learning that sounds pretty doggone good.

Patrick Taylor, shown here in 2014 with his chicken car, will join his friends as they take to the highways and byways of America to raise money for – and awareness of – a topic that’s touched the trio in very personal ways: mental illness.
