DIXON – A Bettendorf, Iowa, man whose body was found along the side of Interstate 88 just west of Dixon in November froze to death, the Lee County Coroner’s Office said. Lee Catlin, 65, was found dead the morning of Nov. 13, almost 12 hours after two 911 calls were made by drivers who reported seeing a man lying on the shoulder, waving his arms. The temperature in Dixon the night before had dipped into the mid-teens. The coroner’s report showed that Catlin died of hypothermia, and that at the time of his autopsy, his blood-alcohol content was 0.105, higher than
the legal limit. He also was found to have severe cirrhosis of the liver. State police Maj. Jim Winters said that after extensive interviews with family members, police still don’t know where Catlin was going or what he was doing so far from his home. DEATH CONTINUED ON A4

STERLING – A panel of two regional boards of education shot down the Sterling school district’s request to leave an area special education services cooperative after a 3.5-hour meeting Tuesday in the high school library. The Whiteside and Carroll-Stephenson-Jo Daviess regional boards voted 7-6 in favor of letting Sterling leave the Bi-County Special Education Cooperative, but fell short of the two-thirds majority needed to allow the exit of the largest member of the 11-school co-op. The panel could have chosen to continue the meeting, which would have

given it 10 more days to vote. Although financial implications were a large part of the testimony from the school district and Bi-County, the vote was to be made based on whether the withdrawal was in the best interest of the special needs students in the Sterling district. The panel listened to comments from the public before hearing the testimony from both sides. Liz Davis, a 2008 Sterling High graduate, went through the Bi-County programs. She told the panel that the advocacy efforts provided were a huge help to her family.

ROCK FALLS – Plans are nearly finalized for a new Jimmy John’s Gourmet Sandwiches restaurant in Rock Falls. Owner Li Arellano hopes to close on the property Friday morning. If all goes according to plan, construction work Li can begin in Arellano about a month, Arellano said. He would not say where the property is. Arellano, part owner of the Jimmy John’s store in Dixon, had tried to open a store in Sterling before focusing his efforts on Rock Falls. Arellano had tried to reach an agreement with Sterling for more than 6 months, but the plans he had for the former Auto Store, at 2402 E. Lincolnway, fell through, largely over design standards in Sterling’s city code. Arellano still is working through some city code details with Rock Falls, but expects no problems, he said. Arellano said he would be the sole owner of the Rock Falls store.
