ROCK FALLS – The city knew it needed a new water well. It got the go-ahead to pursue a loan and put out bids. But it was missing one thing: the exact cost. On Thursday, the city got that number when an engineer filled in the blanks for the City Council. Now, officials can move forward with requesting money from the state Environmental Protection Agency to help pay for the project. Before the exact cost was known, the council had approved a resolution in June allowing the city to ask for up to $1.2 million from the EPA, giving themselves some wiggle room until the bids came in. It turns out they they’ll need about half of that. And what’s more, a wild card in the project could reduce the principal on that loan by as much as half.

DIXON – The faint scent of spent weapons cartridges make the air smell like the Fourth of July. It lingers down the third-floor hallway Thursday at the former Lincoln Elementary School building in Dixon, as local police and Lee County sheriff’s deputies scramble to find a shooter. Three deafening shots ring out; a staggered squad of eight officers advances toward the sound. “Sheriff’s department; get on the ground now!” yells the point man.

Meteorologists are still calling for a relatively mild winter on average, but that doesn’t mean there won’t be cold stretches. One of those is on its way, possibly giving the area its first subzero temperatures of the season as soon as Sunday. Precipitation is likely a more immediate concern, as the rain is expected to start today and continue through Saturday morning, when it changes to snow. Fog could also slow down motorists today. The snow should end sometime Saturday night, but not before depositing from 2 to 4 inches on the area.
