Thetitles“citymanager” and“city administrator” mightnotseemvery different,buttheformerallowsits holdertoberesponsibleforallof a city’sday-to-day administrativefunctions.
OntheNov.8ballot,Oregon residentswillbeaskedtovote onapropositionthatwouldchangethecity’sform ofgovernmenttoincludeacitymanager.Thepropositionisphrased onthe ballotas:“ShalltheCityofOregon adoptthemanagerialformofmunicipalgovernment?”
Thenewformofgovernmentwould gointoeffectfollowingtheApril4,2023, electionandafterthefirstmeetingof theincomingOregonCityCouncil, MayorKenWilliamssaid.Citizenswill continuetoelectamayorandfour at-largecouncilmemberswhowill directbudgets,strategicgoalsandthe city’svision,makezoningdecisions andmanageordinancesifthepropositionis approved,hesaid.
“Thecityisgrowingup,” Williams said.“There’salotmoreactivitygoing onthanthereusedtobeinthepastand it’sgettingmorecomplex.Thecity needstoberunbyaprofessional,not justwell-meaningvolunteers.”
OnFeb.23,CityCouncilmembers votedunanimouslytofollowanadhoc committee’srecommendationthatthe citypursuethecouncil-citymanager formofgovernment.Adhoccommittee membersareRogerCain,JohnDickson,RickBunton,CityCommissioner Melanie Cozzi,ChrisMartinandOtto Dick.
“Somecitiesgodirectlytohaving a citymanager,”Williamssaid.“We wereallowed,asacouncil,toappoint a

DeHaanwashiredascityadministratoronMarch31,2020,aftercity councilmembersvoted tocreatethe position.Priortothat,heservedas Oregonpolicechieffor15years.The movewasalateraltransferanddidnot createanyadditionalstaffpositionsor associatedcosts.
BecauseOregontookthatfirststep withacityadministrator,itmeanscitizenswon’tseeanythingdifferentifthe propositionisapproved,Williamsand Cainsaid.Allthechangeswouldbe behind-the-scenes.
“Soinsteadofmehavingtosign requestsforgrantsandgeneralpaper-
work–you signsomuchpaperworkall thetimeasmayor–hewillbeauthorizedtosignit,”Williamssaid.
Thecitymanageralsowillbein chargeofthevariousdepartments, Williamssaid.Underthecurrentform ofgovernment,eachdepartment’s employeesreporttothecitycommissionerelectedtorunthatdepartment, butalsotothecityadministrator.
Itmeansthat,rightnow,city employeesessentiallyhavetwobosses –acitycommissionerandthecity administrator, hesaid.Ifthepropositionpasses,departmentheadsand employees willreportonlytothecity manager,whointurnsreportstothe CityCouncil,whichiselectedbyOregoncitizens.
“Whenyouchangetheformofgovernment,notonlydoesthisallowthe councilmemberstofocusonpolicyand forward-thinking,italsopreventsonesideddecisionsonhowtoadminister allthesethings,”Cain said.“All the responsibility fortheday-to-daymovingofthechesspieceswouldbewithan employeeofthecitythattheCityCouncilhired.”
Thatcouldattractmorepeopleto runforCityCouncil,hesaid.Thereare
manycitizenswhoare“ideapeople,” but mightnotfeelcomfortablestepping intorunacitydepartment,Cainnoted.
“They won’thavetoworry they’re steppingintoajobthat’snotafull-time jobwheretheyhave tomakedecisions they’renotreadytomake,”hesaid.
Additionally,acitymanagerwould provideformoreefficienttransitioning betweenincomingandoutgoingCity Councilmembersbecauseit ensures someonewhohasbeeninvolvedin ongoingmatterswillbetheretobring newpeopleuptospeed,Cainsaid.
Hepointedtotheadditionof100new parkingplaceson1stStreet,ariverfrontimprovementstudythatledto two“strongnewbusinessesdown there” andthecreationofataxincrementfinancingdistrict whichhasbenefitedmultipledowntownbusinesses asexamplesofrecentcitygrowth.
“Allthesethingshavehadtocome frompeoplewhohaveotherjobs,and it’sbeenthemandthemayortomake thosedecisions,”Cainsaid.“There’s notaprofessionalinbetween.There’s notsomeonefull-timetospendonthese thingsthataresoimportant.”
Acitymanagerwouldbethatfulltimeperson,hesaid.

Eagle PointTownshipisoneofOgle County’s24townships.EaglePoint Townshipisoneoffivefractional townships. Anormalsizedtownshipis 36squaremiles.EaglePointcontains 19.77squaremiles,anapproximate halftownship.
Thistownshipin2010had apopulationof223and106 housingunits.Eagle Point Townshipgotitsnamefroman eagle’snestinawalnut treeabout wheretheEaglePointschoolwasbuilt.
Itislocatedatthesouthwest corner ofOgleCountywithCarrollandWhitesidecountiesitsneighbors.Originally itwaspartofBuffaloTownshipand becameaseparate townshipin1869.
Twomajorcountyroads,theFreeportandMilledgeville,passthrough EaglePointTownship.EaglePoint roadconnectsthetownship to Polo.
TheBurlingtonRailroadin1886 establishedthetownofHazelhurst. Thedepot,grainelevatorandstockyardwerelocatedneartherailroad andBrookvilleRoad.Farmersdrove theircattleandhogstothestockyards tobeshippedtoChicago.
Ageneralstoresuppliedgroceries,
hardwareitems,clothing,yardgoods, shoes,strawhats,etc.The1976BicentennialHistorymentioned“Farmers cameandsataroundthepop-bellied stoveandswappedyarns.”
Formanyyears,the storesentouta grocerywagonusing adifferentroute everyday.Atfirsthorsespulled the wagon.Later, atruckwasused.Farmerstradedtheireggsforgroceriesand CrackerJacksforthechildren.
Hazelhurstalsohad ablacksmith shopwherehorseswereshodand machineryrepaired.Dr.Pherson madehousecallswithhis horseand buggy.

TheOregonDepotMuseum’snewestarrival–asleekvintagerailcar–is nowofficiallyhers.
OwnershipoftheSilverViewvintagerailcarwasofficiallytransferred totheMuseumonOct.27,twomonths afterthe75-year-olddomecararrived inOregon.
“Thisis aculminationoftwoyears ofnegotiationsandplanningbyMike Abernethy(thecar’sowner),theDepot MuseumBoardandtheCityofOregon,”OregonDepotMuseumBoard PresidentRogerCainsaid.
CainandtheDepotBoardareworkingonrestorationplansthatwillbring theSilverViewtoascloseaspossible toitsoriginalglory.
“TheentireOregoncommunity can’tthankMikeenoughforentrustingthemwithfulfillinghisdreamof restoringSilverView,”Cainsaid.

“Ithoughtitwasanexcellentprogram,”saidLeannMoritz,whosetwo grandsonsarehome-schooledbecause ofthecurriculuminpublicschools.“I thoughtwegotalotofveryvitalinformation.IfeelthatbringingaChristian schooltothisareaisextremelyimportantbecause,asthepastorsaid,we need to getbacktofaithandaChristianfaitheducation.”
MoritzlivesinChana,buther daughter,ChristiZubler,andgrandchildrenliveinMt.Morris.
“Icameheretoseeifitwouldbe a goodthingforthecommunity,and I thinkitwouldbe,”Zublersaid.“It wouldbenicetohaveaschoolhere again.”
Attheendoftheprogram,Zubler turnedinaformexpressinginterestin enrollinghersons–ages2and6–ina GRACEAssociationschoolestablishedinMt.Morris.
“Theschoolsareunitedinastandardizedframework,supportingtraditionalvaluesandensuringacohesive academicstandard,” accordingto GRACEAssociation’swebsite.“Parentscanconfidentlyenrolltheirchild foranoptimalin-personlearning experience.”
ThefirstschoolintheGRACEAssociationnetwork,FamiliesofFaith ChristianAcademy,openedinChannahonin2005.
“Asourschoolbegan,Ihadno problemtellingalltheparentsthat ourprimarypurposeforbeingthereis noteducation,”Blansaid.“Itis,in fact,tobuildfamiliesoffaith.Educationis goingtobesecond.Nottomisunderstandthateducationisn’tgoing tobeaprioritybecauseourstudents havenotonlygottenavery,verygood
educationinourschools,they’vegone ontobeverygoodforfamiliesall acrossthecountry.”
Blantoldattendeesthattheystarted theschoolbecauseoftheNoChildLeft Behindlaw,whichhecalled“aninitiativethatHillaryClintonwasputting out.”
NCLBwasalaw“toclosethe achievementgapwithaccountability, flexibility,andchoice,” accordingto Congress.gov.Itwasintroducedinthe U.S.HouseofRepresentativesin March2001andwassponsoredby then-Rep.JohnBoehner,R-Ohio,and cosponsoredby84otherrepresentatives–83ofthemRepublicans.
Whenthebillwent to theU.S.Senate,Clinton–aDemocraticsenator fromNewYorkatthetime–wasoneof 87senatorswhovotedtoapprovethe bill;10votedagainstitandthreedid notcastvotes,accordingtoSenate. gov.
PresidentGeorgeW.Bush,aRepublican,signedNCLBintolawonJan.8, 2002.
NCLBultimatelyreceivedmuch criticismand,in 2015,wasreplaced withthe EveryStudentSucceedsAct. ESSAwassignedintolawbyPresident BarackObama,aDemocrat.
“Outofthatinitiative[NCLB]came whatwewouldknowas thecommon
core curriculum.Andwhatwewere seeinghappeningwasthecorecurriculumwasliterallydrivingparents awayfromthetable,”Blansaid. “Fast-forward20years later,wenow are seeingwhattheconsequencesof thatchoice.Butwhatwe’realsonoticingwas,inourcommunity,therewere alotofparentsthatwantedtobe involvedintheirchildren’seducation.”
GRACEAssociationhasfive schoolsopeninIllinois:SaukValley ChristianAcademyinSterling,FamiliesofFaithChristianAcademyin Channahon,LibertyChristianSchool inRomeoville,Lincoln-WayChristian AcademyinManhattanandFaith ChristianAcademyinNaperville.
TheSterlingschoolopenedinSeptemberandhas27students.Itoffers classesforstudentspre-Ktograde12 andishousedatNewLifeLutheran ChurchinSterling.
AccordingtoGRACE’swebsite, thereareplanstoopenschoolsinSt. Charles,Rochelle,Fairbury,Wood DaleandArlingtonHeightsin2023.
Duringhispresentation,Blansaid hewasincontactwithagroupof mothersinRochellewho wouldbring theirchildrentoMt.Morrisif a GRACEAssociationschoolopened there.Hedidnotspecificallyaddress
Mt.MorrisVillagePresident Phil Labash saidthewayheunderstoodit isthatplansforopeningaschoolin Rochelledidn’tworkoutbecausethere wasn’tanavailablebuilding.Franklin Grovewasconsidered,butthebuildingthere“wasindisrepair,”andthat’s whytheybeganlookingatMt.Morris, hesaid.
“Ithinkit’sencouragingforthe communitythatthisacademyisconsideringlocatinghere,”Labashsaid. “Ithinkitwouldofferfamiliesinthe communityaneducationoptionthatis notnecessarilyavailableandwould allowthemtomakeappropriate choicesfortheirfamily.”
OnFeb.22,theOregonSchool Boardvoted4-2tocloseDLRattheend ofthe2021-22schoolyearandmove seventhgradeandeighthgradestudentstoOregonHighSchool.ThedecisioncamedespitepleasfromMt.Morrisofficialsandresidentstokeepthe schoolopen.
DLRwasthelastremainingschool inMt.Morris.TheMt.MorrisSchool Districtmerged withtheOregon SchoolDistrictin1994becauseof financialreasons.
OregonSuperintendentTom MahoneyfirstproposedclosingDLR inMay2021,citingdecreasingenrollmentthroughout thedistrictand increasingmaintenancecostsatDLR asreasons.
InAugust,theOregonSchoolBoard acceptedahighbidof$51,000from FredKenney,ofOregon,forthebuildingandsurroundingproperty.
Kenneydidnotreturncallsfrom ShawMediaseekingcomment.
Thevillageisnot providing any financialsupportfortheproposed school,Labashsaid,notingthat GRACEAssociationhasn’taskedfor anyfinancialsupport.Fromthevillage’sperspective,whetherGRACE opensaschoolintheformerDLR buildingisanactiontobedecided betweenaprivateindividualandaprivateentity,hesaid.
VillageofficialsareprovidingKenneyandBlanwithinformationsuchas historicutilitycostsforthebuilding, Labashsaid.That’ssomethingthat wouldbeofferedtoanybusinesslookingtocometotown.
“Ithinknowit’sjustamatterof whatournextstepsare,”Labashsaid. “Itseemslikethere’s alotofdetails they’dhavetoworkoutiftheywantto opennextfall,butthey’vedonethis beforeandIhaveconfidencethatthey knowwhatthey’redoing.”

ThefirststopwasinRochelle for whatturnedouttobeoneofthemost excitinggamesinthestateastheHubs pulledoutanovertimethrillerover Dixon.
AftercoveringDixoninthefirst weekoftheregularseasonagainst Oregon,IfiguredRochellewouldwin by20points.
Wrong,andmyapologiestothe Dukesforunderestimatingthem Theyhaveimprovedgreatlysince thenandcredittotheircoachingstaff forthat.

Comingintothemeet,someofthem weren’thappythat themeetwas scheduledfortheafternooninsteadof themorning becausethetimingcompanywasdoinganothersectionalearlierintheday.
Thatdispleasurebecame irritation whenwordcameoutthetimingcompanywasrunninglateandthestart timewouldhavetobeadjustedfurther.
Becauseofthis,Oregonathletic directorMikeLawtontooksomeverbalabusefromacoupleofcoachesin thepre-race meeting.Bothofthese coachesaregoodfriendsofmineandI respectthemforlookingoutfortheir athletes’bestinterests.
However,thiswasn’tunfair.Everyonewasadverselyaffected.Whydwell onit?Justgooutandrun.
Thingsstartedahalfhourlateand acoupleofotherglitchespoppedup, delayingthegirlsfinal resultsuntil nearlythreehourslater.
Onerunnercouldnotbefoundon eitherofthetwomeetcameras.Itwas likeshedidn’texist.Ittooksome forensicsleuthingbyhercoachand meetofficialstofinallyidentifythe sideofhertorso,thusvalidatingher finish.
Thiswasimportantbecauseshe endedupqualifyingforstate.Another potentialstatequalifierhadhercase gototheIHSAofficeafteritwasdeterminedshehadthewrongbibon.
Technically,thatshouldbeadisqualification,butthequestionaroseas towhosejobitwastoensuretheright bibwasonbeforethe startinggun wentoff.
Aftermuchdeliberation,theIHSA deemed thefinalresponsibilitytobe onthemeetofficialsandnotonthegirl orhercoach.Thus,shequalified,but thefact-findingprocessmadealong dayevenlonger.
Maybetherealheroesthatday werethefanswhocameouttosupport theirteamsandstayeduntil4:45when thefinalawardsweregivenout.
