De Immigrant marks 25 years as Fulton’s authentic Dutch windmill

FULTON – It was a special day Saturday as the de Immigrant Windmill in Fulton marked its 25th anniversary.

The celebration included games, a bake off, tours and a rededication of the authentic Dutch windmill.

Dale Green was one of the dedicated volunteer millers who shared the history and the functionality of the windmill with visitors Saturday afternoon.

Volunteer millers operate the windmill to grind grain into flour and corn meal that is sold at the Windmill Cultural Center.

The millers explain the process of the mill to thousands of visitors each year.

Green talked about the history of the windmill and how it arrived in Fulton.

In 1998, Fulton city officials proposed bringing an authentic Dutch windmill in recognition of the city’s Dutch heritage. De Immigrant was built in the Netherlands as a replica of an existing 1855 windmill in Groningen, Netherlands.

The windmill opened to the public in May 2000, poised above the Mississippi River on the Fulton levee.

Green said the windmill was taken apart and shipped to the U.S. in pieces. Dutch millwrights came to Fulton to reassemble

the structure.

In 2001, the millstones and canvas were added and the windmill became a working facility. Owned by the city of Fulton, the windmill is staffed by volunteer millers and other docents. Bob Newton serves as the chief miller.

The Windmill Cultural Center, located across the street from De Immigrant, opened in 2010. It provides visitors with a history of De Immigrant, along with other historical models of windmills, and has a gift shop.

The windmill officially was dedicated at Dutch Days in 2000. It was rededicated Saturday.

“I think we did pretty well today for the rededication,” Green said in between tours.

At the Windmill Cultural Center, Jane Laker manned the main desk while Kathy Bielema gave tours.

How to donate

Visit the city of Fulton‘s website for more information. The Volunteer Millers and the Friends of the Windmill each have endowment funds to continue Dutch heritage in Fulton.

Erie nonprofit group working to raise hope for foster children

DIXON – What started as a closet full of supplies has grown into a nonprofit organization helping foster children and families across the Sauk Valley.

Raising Hope, Erie is a nonprofit organization dedicated to supporting foster and adoptive families by providing essential items – toiletries, diapers, wipes, clothing – completely free of charge.

The organization began in 2021 as a small “foster closet” created by Tiffany Garcea of Erie. Since then, it has evolved into a vital community resource, ensuring that children in care have access to the necessities they need.

“I started it as a response to some of the needs I encountered as a former foster parent over the years,” Garcea said. “Sometimes children come into foster care and they don’t have anything with them. Maybe there wasn’t time to gather any personal possessions and so this helps to ease that transition.”

Garcea and her husband, Joey, are both pastors at local churches. They began fostering after learning about a child connected to Joey’s church who was entering the foster care system.

“Although we weren’t needed at that time, we did end up finding out about children who were

sleeping on the floors of offices because they couldn’t find enough foster parents in our area,” Tiffany Garcea said. “So that got us looking into the process of how to become foster parents.”

After sharing her hopes and dreams of starting a foster closet in the area, Garcea’s friend and fellow Raising Hope board member Stacy Bomleny offered a space to start the endeavor. More people became involved and in 2022 the small group grew into a 501(c)(3) nonprofit organization with board members Andrew Bohall and Leanne Holland.

“As word of mouth continues to spread and more people get involved in foster care, it has helped us to grow and reach more families in six counties across Illinois,” Garcea said.

Raising Hope depends on community donations and a handful of dedicated volunteers to help more than 100 children each year in Whiteside, Lee, Ogle, Carroll, Jo Daviess and Rock Island counties.

The organization hosts an annual Angel Tree Christmas present program and a summer carnival. This year’s carnival will take place from 11 a.m. to 12:30 p.m. Saturday, July 19, at Heritage Park, 421 Highland Ave. in Erie.

Want to make a donation or volunteer? Message the Raising Hope, Erie Facebook page, call Garcea at 815-656-0356 or email her at raisinghopeerie@gmail.com.

Erie man found not guilty of predatory criminal sexual assault of a child, acquitted on all 7 counts

MORRISON – Prefacing his decision with comments about the difficulty he faced in reaching a decision, a Whiteside County judge May 29 acquitted an Erie man charged with sex assault crimes that could have put him behind bars for the rest of his life.

David Skinner, 62, was found not guilty of all seven counts of predatory criminal sexual assault of a child younger than 13. The charges were filed against Skinner in August 2021 and accused him of having sexual contact with a child younger than 13 multiple times between October 2014 and July 2016.

According to court records, the girl was 12 when the first alleged assault occurred. Skinner, if convicted, could have received a sentence of six to 60 years in prison on each charge.

Morrison’s Clara Bush inducted into Phi Kappa Phi Honor Society

Morrison resident Clara Bush recently was inducted into the Phi Kappa Phi Honor Society at Bradley University.

Bush is one of 20,000 students, faculty, professional staff and alumni annually inducted into the society. Membership is by invitation only and requires chapter

ner’s two-day bench trial, Whiteside County Circuit Court Judge James Heuerman on May 29 issued his decision.

Heuerman said the decision to reach the “right verdict” was difficult. Finding Skinner guilty on even one charge could essentially send him to prison for life and it was impossible to know with certainty, based on the nature of the charges, whether the crimes did or did not occur, Heuerman said.

He said Skinner did not have to prove he didn’t commit a crime. Instead, it is the state’s responsibility to prove, through evidence, that Skinner was guilty. Heuerman said he based his decision on the evidence presented at trial, and the evidence was not enough to prove, with certainty, that Skinner committed the crime.

“That’s not a finding that he didn’t do it,” Heuerman emphasized, adding for someone who wasn’t there, there was “some minimum reasonable doubt.”

Carroll Whiteside 4-H’ers place in state Horse Bowl competition

SHAW LOCAL NEWS NETWORK contact@shawmedia.com

URBANA – Carroll Whiteside County youths with a passion for horses participated in recent statewide educational contests related to the equine industry with several earning awards.

The University of Illinois Extension’s 4-H educational programs enhance members’ knowledge of horse health, breed characteristics, management and feeding. Their knowledge and skills were tested during the State 4-H Horse Bowl, Hippology and Horse Speaking contests April 12 and 13 on the University of Illinois campus. Horse ownership is not a prerequisite in either the educational programs or contests.

Horse Bowl functions much like a Scholastic Bowl in a school setting with an emphasis on equine knowledge. Youths compete both individually and on teams.

Local top finishers in the Junior Division included Devin Burrs of Car-

roll Whiteside County in second place and McKenzie Merboth of Carroll Whiteside County in 10th place.

Among Junior Division Horse Bowl teams, Carroll Whiteside placed third. Members on the team included Burrs, Merboth, Quinn Temple, Paisley Hardt and Katie Merboth.

In Hippology, youths field a wide range of questions – from breed identification, anatomy, tack identification and feed samples to disease management, parasite identification and quality assessment. They also are given a timed problem-solving challenge they must solve on the spot in front of a panel of judges.

Top local finishers in the Hippology contest included Abigail Schmidt from Carroll County, seventh place in the senior division; Burrs, first place in the intermediate division; and McKenzie Merboth, seventh place in the junior division.

The Illinois 4-H Horse Speaking contest helps youths gain self-confidence, courage and persuasiveness, share ideas with others and develop the abil-

Fulton falls to eventual Class 1A state champion

DeKALB – Fulton‘s 2025 baseball season came to an end June 2 with a 6-3 loss to Ottawa Marquette at the Class 1A DeKalb Supersectional at Northern Illinois University’s Ralph McKinzie Field.

At the state finals four days later, Ottawa Marquette blew by Lexington 16-1 in the semifinals before edging Glen Carbon Father McGivney 6-5 in the championship game June 7, winning its second state title in as many years.

Marquette’s Griffin Dobberstein recalled the last out against Fulton and his team’s return to the state finals.

“Oh, yeah, I was thinking about it there, but I just had to play the moment down until it happened,” said Dobberstein, a sophomore who also played on last season’s state championship team.

“Once I saw the ball hit to [shortstop] Alec [Novotney], I knew we had done it.”

Novotney’s throw was true to first basemen Sam Mitre and the Crusaders

completed the win over the Steamers to clinch a second consecutive trip to state.

“I knew what was coming and got out of the way,” Dobberstein said of the impending scrum. “We have too many big guys on this team to be at the bottom of that pile.”

Fulton, which reached the Elite Eight for the first time since 2015, finished the season at 18-14.

“When you get to this time of the season, you have to be nearly perfect sometimes,” Fulton coach Brent Dykstra said. “A couple little mistakes can cost you a run or two. These guys fought hard today, like they have all season, but sometimes, like today, you had to be extra good.

“Marquette is a very good team, defending state champs, and the pressure was on them. But as you saw that experience in big games makes a difference. We believed we were going to win this game. It just didn’t work out for us, but I couldn’t be prouder of how we competed.”

Continued from page 13

Mitre’s two-run single off Fulton starting and losing pitcher Dom Kramer in the bottom of the first scored Novotney, who had reached on a bunt single, and Dobberstein, who had walked.

The Crusaders added a run in the second on an RBI single by Dobberstein off Steamers reliever Chase Dykstra, who struck out eight in five innings of relief.

Fulton made it 3-2 in the third on a two-run base hit by Dane VanZuiden (2-for-3) off Marquette starting pitcher Anthony Couch (3 IP, 3 H, 2 ER, 3 BB, 4 K).

“Anthony was pitching pretty well, but he was getting behind some hitters, so we went with Griff and he was really good,” Marquette coach Todd Hopkins said. “Griff held them until we could get a couple more.”

The Crusaders scored two runs in the fifth on a single by Grant Dose to make it 5-2.

Fulton got one back in the sixth on a run-scoring double by Jacob Voss off winning pitcher Dobberstein

(4 IP, 2 H, 1 ER, 0 BB, 6 K).

“I was ready if and when I was needed,” Dobberstein said of his relief outing. “I came in with us in the lead, so my job was to keep it that way. I felt like my slider – well, really more of a slurve – was really a pitch I felt confident throwing at any time.”

Marquette closed the scoring in the sixth when Novotney, who was 3-for-3 and also reached on a walk, scored all the way from second on a wild pitch.

The Crusaders ended with a 9-5 hit advantage.

“We hit some balls really hard that ended up in outs and others that we didn’t hit well went for hits,” Hopkins said. “That’s baseball sometimes. But when we needed a big hit the guys came through.”

Mitre said going through the postseason last year made a difference mentally for the Crusaders this time around.

“This year, while still nerve-racking, has been a little easier to deal with after going through a lot of the same [postseason] things last year,” Mitre said. “There is pressure, but I think the guys that went through this last year have taken that experience and used it to our advantage.”

Making the grade: Sauk Valley area students obtain career endorsements, plan futures through Pathways program

STERLING – More than 40 high school graduates from across the Sauk Valley took advantage of a program this year that helped prepare them for careers in the education sector.

Created under the state’s 2016 Postsecondary and Workforce Readiness Act, the Illinois College & Career Pathway Endorsement Program allows students to earn a formal endorsement on their high school diploma or transcript by completing a series of structured requirements designed to prepare them for life after high school in their chosen career path.

Students choose from one of seven career pathways:

• Agriculture food and natural resources

• Health sciences and technology

• Finance and business services

• Arts and communications

• Information technology

• Human and public services

• Manufacturing, engineering, technology and trades

According to the PWR Act, to qualify for the endorsement, students must:

• Complete an individualized learning plan that outlines their college pathway and relates to their career goals and plans for financial aid. They also must include a resume and a personal statement.

• Complete at least two career exploration activities or one intensive experience before graduating. This can include completing a career interest survey, attending a career fair, interviewing someone from their chosen career field, participating in a college visit and job shadowing or visiting a local business.

• Complete at least two team-based projects with adult mentoring that focuses on solving a problem related to their chosen career field.

• Complete 60 cumulative hours in a paid or for-credit, supervised career development experience, concluding with an evaluation of their professional skills. This can be completed at any point throughout their four years of high school, including during the summer.

• Complete two years of high school coursework or demonstrate equivalent competencies, leading toward a postsecondary credential with recognized labor

free college tuition and fees.

In 2022, Gov. JB Pritzker signed Public Act 102-0917, which requires all Illinois high school districts to begin offering college and career pathway endorsements. Starting with the Class of 2027, districts must apply to the state to offer at least one endorsement area –either on their own, through a career center or in partnership with other districts.

By 2029, they must add a second endorsement, and by 2031, districts with more than 350 high school students must offer a third.

ROE 47 digital teaching and learning specialist Stacey Dinges said 18 school districts throughout the Sauk Valley currently offer at least one pathway endorsement. Participating school districts are:

• Riverbend School District 2

• Dixon Public Schools District 170

• Rock Falls High School District 301

• Morrison School District 6

• Amboy School District 272

• Ashton-Franklin Center School District 275

• Forrestville Valley School District 221

market value. This includes a minimum of six hours of early college credit that can be earned by taking dual-credit classes, Advanced Placement classes or college classes.

• Demonstrate college-ready proficiency in English and math by graduation. This can be done in one of several ways, including earning the required scores on the ACT, SAT or college placement tests; achieving the required grade-point average set by their local community college; or receiving a grade of “C” or higher in transitional English and math classes.

Anji Garza is the director of professional learning and educational services for Regional Office of Education No. 47 in Sterling. She said students who earn an endorsement enter college better prepared and more confident in their chosen career paths, having already explored their interests through realworld experience.

“This allows students to explore their options much more intentionally, as opposed to students who go and maybe don’t have that career in mind and then they’re exploring those options in college, which we know can be a very

expensive career exploration endeavor,” Garza said.

Students with an endorsement also earn a $100 credit at Dixon’s Sauk Valley Community College. In 2021, SVCC – in partnership with ROE 47 – was awarded a $249,000 grant from the Illinois State Board of Education to support career pathways for high school students. It was the first phase of a four-part grant cycle totaling $747,000.

SVCC’s peer academic support services facilitator Celina Benson said the CCPE program offers students exposure to careers in their chosen field that they might not previously have considered.

“When you think about health sciences, the first thing you think of is a doctor or a nurse, but there’s so many other careers within that sector,” Benson said. “Whether it’s [radio] tech or sonography, they might not have been exposed to some of that information. With this program, they get to see it firsthand within those careers.”

Additionally, students who earn their endorsement in the education pathway are advanced to the final round for the Golden Apple Scholarship, which provides the winners with four years of

• Regional Safe School Center for Change

• Prophetstown-Lyndon-Tampico District 3

• Byron School District 226

• Rock Falls Elementary School District 13

• Sterling School District 5

• Whiteside Area Career Center

• Ohio School District 17

• Rochelle Township High School

• Oregon School District 220

• Polo School District

• Chadwick-Milledgeville School District 399

• Eastland School District 308

As of July 1, all districts must either apply to offer the required number of endorsement areas or have a board-approved plan in place to meet the deadlines. Districts also have the option to opt out by passing a formal resolution through their school board.

“Each school does it a little differently,” Dinges said. “Some students use their community colleges, some districts use their career center and some do it all in-house. It just depends on the district.”
