“Across the country, outrageous deductibles and fewer provider choices are commonplace under Obamacare,” Kinzinger said in a statement after the vote. “The AHCA puts patients back in charge of their own health care and includes several layers of protection for individuals with pre-existing conditions.”

The American Health Care Act provides generous tax credits to people who don’t receive coverage at work or have access to Medicare or Medicaid, introduces competition and choice into the marketplace and reforms Medicaid and provides more than $100 billion to help states provide coverage for those who can’t afford it.

Hultgren also highlighted that pre-existing conditions would be protected under the American Health Care Act, and that the House also passed H.R. 2192, which means Congress and staff would be subject to the same rules as everyone else.

“This bill is not the final product – it is not law,” Hultgren said in his statement. “It is simply one solution that offers a way out of the restrictive, costly and unsustainable ACA and moves deliberations to the Senate for consideration. I have faith that the Senate will keep their eyes on what matters most for residents of Illinois, including improving access to affordable coverage and high-quality care regardless of health status, income or age.”

The two U.S. representatives who represent DeKalb County voted Tuesday for the American Health Care Act, which would replace the Affordable Care Act. Randy Hultgren, R-Plano, and Adam Kinzinger, R-Channahon, both supported the bill, which passed in the House on Thursday by a 217-213 vote.

Republicans won passage only after overcoming their own divisions, which nearly sank the measure six weeks ago. The bill now faces an uncertain fate in the Senate, where even GOP lawmakers said major changes are likely.

“Maintaining the status quo under a failing law is simply unacceptable,” Hultgren said in a statement released Thursday. “I have had great concerns about this bill, and expressed those to Speaker [Paul] Ryan and House leadership.

But doing nothing isn’t an option, which is why I supported this amended bill as an important next step in the longer process of broader health reform that will benefit Illinois.”

Republicans have promised to erase President Barack Obama’s law since its 2010 enactment, but this year – with Donald Trump in the White House and in full control of Congress – is their first real chance to deliver. But polls have shown a public distaste for the repeal effort and a gain in popularity for Obama’s statute, and Democrats – solidly opposing the bill – said Republicans would pay a price in next year’s congressional elections.

However, craft beer lovers seemed to take the sale of Wicked Weed harder than other recent deals, judging from scores of social media comments, said Paul Gatza, director of the Brewers Association trade group. Cuts, deferred maintenance to help NIU shore up budget

dzimmerman@shawmedia.com DeKALB – Cuts and deferred maintenance at Northern Illinois University will be necessary to keep reserves adequate, President Doug Baker said.

Without a state budget, Baker has said the university is facing a projected $35 million funding gap, and must prepare for a worst-case scenario until the next fiscal year – lack of funding and no Monetary Award Program grants, which about 5,000 students rely on.

Baker said in an email April 28 that to offset lack of funding, spending reductions must be made – including cuts. He added that attrition will not be enough to support the burden of personnel costs, and some staff members have been notified about how their employment may be affected, while others will hear about the status of their jobs this month.

Baker said other keys to closing the gap will be increased support from donors and other revenue generators.

“We have amazing alumni and donors that really want to help the university succeed, and we will work hard with them over the year to provide additional revenue,” Baker said.

“One other example of revenue enhancement is to bring more conferences and institutes to the university to increase revenue and give the university more visibility.”

He added that a lot of progress has been made this year in NIU’s program prioritization plan, a comprehensive analysis of more than 450 university programs, to determine which ones should be invested, disinvested, left as is, reorganized or eliminated.

Other cost-saving measures that have been planned include deferring various purchases and maintenance projects.

NIU spokesman Joe King said scheduled repairs that are not creating safety problems or affecting university operations will be put off.

“For instance, the stone faces of Swen Parson and Davis halls are deteriorating with pieces falling off in some areas and in others, creating gaps where water infiltrates, but unless the condition poses a safety hazard, repairs will not be made,” King said. “Similarly, Wirtz Drive is in bad shape and needs an overhaul, but for now we will just patch potholes.”

Baker added that other proposed deferrals include buying new vehicles and paving campus parking lots.

Although Baker said it might put additional pressures on the universi-

ty, the NIU Board of Trustees set flat tuition and room and board expenses for this year to try not to burden students during this process.

The Division of Research and In-

novations Partnerships is the only area at the university that will not be asked to make cuts, Baker said.

He said RIPS underscores NIU’s commitment to the success of its faculty and the pursuit of excellence in all aspects of the school’s academic mission.

“RIPS helps build our research portfolio as well as provide innovation partnerships with for-profit and nonprofit organizations,” Baker said.

“We felt like that was an area where we need to at least maintain resources.”

This year, the division was able to build a relationship with Sycamore-based IDEAL Industries, a manufacturing company that provides products for electrical and telecommunications industries and gives students hands-on learning experiences.

“We’re excited that this division can be making those kinds of positive relationships in helping students and the university move forward,” Baker said.

Doctors barred from testifying Nicholle Martinez’s trial on attempted murder charges to begin Tuesday

SYCAMORE – Three doctors won’t be able to testify for a 44-year-old Sycamore woman when she faces trial Tuesday on attempted murder charges.

Nicholle Martinez, 44, of the 1800 block of Kerrybrook Court, is accused of trying to kill her estranged husband’s girlfriend in 2014, and faces charges of attempted first-degree murder and aggravated battery. The more serious charge, attempted first-degree murder, is typically punishable by six to 30 years in prison.

Chief Judge Robbin Stuckert, who will preside over the trial, granted First Assistant State’s Attorney Stephanie Klein’s request to take the doctors – an endocrinologist, a family practitioner and an obstetrician/gynecologist – off the defense’s list because no list of medications prescribed during Martinez’s cancer treatment had been provided.

Martinez’s attorney, Loren Blumenfeld, said Martinez was on Xanax and other medications three days before the alleged crime.

“I don’t know why this wouldn’t have been presented some time ago,” Stuckert said Thursday during a final jury hearing.

She said even if the state were provided a list of medications in the next four days, the prosecution would not have time to prepare to refute the doctors’ testimony.

“It’s my oversight,” Blumenfeld said, “and I don’t want it to affect Ms. Martinez’s case in any way.”

Stuckert pointed out that Martinez would be allowed to testify to drugs she was on. It’s not yet clear whether Martinez will take the stand in her defense.

Blumenfeld declined to comment after the hearing.

Martinez is accused of waiting in the parking lot outside the woman’s apartment in the 1300 block of Sycamore Road in DeKalb, and then attacking the woman when she returned, stabbing her repeatedly in the neck.

Martinez later told DeKalb police she had planned to knock the woman unconscious with a large rock and then

sever an artery in her neck to kill her “humanely,” according to a police synopsis contained in court records. She also told police she planned to dispose of the body and hide evidence, records show.

Blumenfeld has tried to have those

statements thrown out, to no avail.

Martinez was released from jail in May 2015 after her husband posted $50,000 bail.

She is forbidden from having any contact with the victim or her family, court records show.

SYCAMORE – A DeKalb man who has been charged in connection with an armed robbery is in jail on $100,000 bond.

Brendan Williams, 18, of DeKalb, was driving east on Route 72 into town when his Chevy Cavalier crossed into the westbound lane and then crashed into the pole, Smith said.

The pole in front of Genoa-Kingston High School, 980 Park Ave., snapped in half from the impact. Most of the town was without electricity for a couple of hours, with some outages extending past 10:30 p.m., Smith said.

Neither Williams nor his passenger were hurt in the crash, and Williams’ car was towed from the scene, Smith said.

He was born on December 9, 1942, in Parkin, AR, and he was the son of Dallas and Flaudia (Kirk) Woolbright.

Jerry was married to the former Darla Oden on May 23, 1975, in Sycamore, IL. He was a self-employed carpenter for many years.

Survivors include: wife, Darla of DeKalb; son, Jeff (Brenda) Woolbright of Davis Junction; step-son, Dan (Wendy) Lenz of Winthrop Harbor, IL; daughter, Sheryl Woolbright of DeKalb; eight grandchildren; and one great-grandchild; brothers, Carlos Woolbright, Jimmy (Kathy) Woolbright of Myrtle Beach, SC; and several nieces and nephews.

Jerry was preceded in death by his parents; son, Mark; and brother, Rayburn.

Memorial visitation will be held on Tuesday May 9, 2017 at 5:00 p.m. till 7:00 p.m. in the Finch Funeral Home in DeKalb. Cremation was handled by the Finch Crematory.

dzimmerman@shawmedia.com DeKALB – TAILS Humane Society welcomed the help of deaf and hard-ofhearing students from Clinton Rosette Middle School and Tyler Elementary School on Thursday in honor of Deaf Can Do It Community Service Day. Mary Peco, a Clinton Rosette Middle School teacher for deaf and hardof-hearing students, said this was the first year the event was recognized in DeKalb School District 428.

“This provides people who are deaf or hard of hearing the opportunity to do a service and give back to the community,” Peco said. “The purpose is to empower them and give them a developing sense of pride in being deaf to show everybody that deaf can do it.”

Students brought in several bags of shredded newspaper to help line animal cages and brought other products on TAILS’ wish list of needed items, including paper towels, hand soap and cat toys.

They were then assigned to perform various work around the shelter, such as making peanut butter treats for the animals, cleaning out pet carriers and washing dishes.

“They will be helping like any other staff person would,” Peco said.

The Deaf Can Do It program began about eight years ago when a committee of teachers for deaf students sought to determine what skills their pupils may be lacking, Peco said.

It initially started for students at the high school level in Illinois, but kids weren’t as interested in leadership activities so it was determined that a more structured activity was needed to get the students involved, Peco said. The program now offers community service opportunities across the country for students who are deaf or hard of hearing in elementary and middle school.

Other activities in the past have involved helping the American Red Cross, providing aid for the victims of the 2015 Fairdale tornado and volunteering at Lindenhurst-based Save-A-Vet.

Officials warn of floodwater risks Rivers at record levels in parts of Midwest

dreds of people have been forced from their homes across the region.

River levels are mostly falling except for a few spots on the Missouri River and Mississippi River, although damage along those big rivers will be minimized by flood buyouts over the past two decades. But people living along smaller rivers – such as the Meramec in suburban St. Louis and the Black River, which cuts through southeast Missouri and northeast Arkansas – are dreading what they’ll find.

Authorities are urging caution: Damaged buildings can pose hazards,

such as electrical shock, while wildlife displaced by flooding – such as snakes, turtles and deer – could be lurking in and around homes. Health officials said floodwater contains raw sewage, chemicals and other potentially toxic items. They said children and pets should be kept out of the water.

In Valley Park, about 20 miles east of Pacific, the Meramec has dropped sharply since cresting just short of an all-time record. The lower part of the town was evacuated Monday amid worries a nearby levee wouldn’t hold.

The soaked levee did hold, and Mayor Michael Pennise said Thursday that residents could return starting at 8 a.m. Friday.

St. Louis-area residents also got good news Thursday when westbound lanes of Interstate 44 reopened after a two-day shutdown. Officials were hopeful water would recede enough for eastbound lanes to open before Friday morning rush hour.

In northeast Arkansas, about 50 homes in Randolph County were destroyed or badly damaged when the Black River reached record levels.

More than 100 National Guard members were dispatched after at least nine breaches were reported along a levee near the town of Pocahontas, where some residents were evacuated.

A mudslide in southwest Illinois badly damaged a home and closed a road in Caseyville, near St. Louis.

And in Cape Girardeau, Missouri, Southeast Missouri State University football players joined other volunteers filling sandbags to protect homes outside the floodwall that guards most of the city.

Travel was restricted on and near parts of the Mississippi River, including a 14.5-mile stretch of the river at St. Louis that was closed to barges and other vessels because of high, swift current.

The warmest recorded temperature in April was in Kaskaskia, where it hit 89 degrees April 20. The lowest temperature was 19 degrees, recorded April 10 in Morrison.

If ratified, the agreement will cover 10,000 SEIU members at 103 nursing homes belonging to the Illinois Association of Health Care Facilities.

The ASSOCIATED PRESS ST. LOUIS – Joseph Fiorilli is ready to go home, even though most everything he left behind when the flooded Meramec River inundated his eastern Missouri home will be a soggy, stinky mess.

Fiorilli, his wife and their two dogs were forced to quickly leave when heavy rains pushed the river to near-record levels, about 18 feet above flood stage in Pacific, about 40 miles west of St. Louis.

Although water levels have dropped, Fiorilli’s home in a fourunit apartment remains underwater.

He expects to find his furniture, TV, laptop and most everything else they left behind ruined.

“Fortunately these are all replaceable things,” the 50-year-old Fiorilli said. Still, he added, “it’s really scary.”

Thunderstorms that started last weekend caused flooding and pushed many rivers to record levels in Missouri, Arkansas and neighboring states. Five deaths have been blamed on the floods in Missouri, while hun-

News from across the state Illinois sees 2nd-wettest April, warmest start to year

CHAMPAIGN – Illinois saw an average statewide precipitation of slightly more than 7 inches last month, making it the second-wettest April on record.

January through April also was the warmest on record, with an average temperature of 44.5 degrees. That’s 5.4 degrees above normal.

Jim Angel is the state climatologist with the Illinois State Water Survey at the University of Illinois. He said April’s statewide average precipitation was 3.23 inches above normal. The largest amount fell in Carbondale, which saw 14.41 inches. Other southern Illinois cities saw similar numbers.

Tentative deal averts strike by nursing home workers

CHICAGO – A tentative contract agreement has averted a strike planned by thousands of Illinois nursing home workers.

More than 5,000 workers at Chicago, Rockford and Springfield facilities planned a Thursday strike. But Service Employees International Union Healthcare Illinois officials said an agreement was reached on a three-year deal late Wednesday.

The union’s chief negotiator Larry Alcoff said the tentative agreement includes wage increases of up to 40 percent and staffing provisions to adjust work requirements. He said the contract also will address concerns over immigrant workers’ rights.

Poshard resigns as leader of Morthland College

WEST FRANKFORT – Former congressman and Southern Illinois University President Glenn Poshard has resigned as president of a private Christian liberal arts college after just more than two months on the job.

The (Carbondale) Southern Illinoisan reported Poshard resigned from Morthland College in West Frankfort in an April 26 letter, effective immediately.

Poshard said there were “serious issues – both personnel and financial – of which I was not notified when I began as president.” But school marketing director Leigh Caldwell said Poshard told the college he “resigned for health reasons.” She said the college’s founder Tim Morthland will return as president.

Vietnam War casualty honored with park

BOURBONNAIS – Bourbonnais village officials have dedicated a memorial park for a U.S. Marine who died in the Vietnam War. The village and Olivet Nazarene University dedicated the park to Marine 1st Lt. Wayne Michael Hayes .

Hayes was the first and possibly only Olivet Nazarene student to die in Vietnam.

Hayes was killed July 6, 1967, in a battle defending a South Vietnamese village. The lieutenant had just been put in charge of the five-tank company.

Hayes led a three-tank formation into a firefight with the North Vietnamese. He took the top-of-the-tank mounted gun and was hit by what was a rocket-propelled grenade or anti-tank shell.

Hayes’ spot is called Freedom Garden.

It is just south of the electronic sign that honors all area veterans.

The lopsided, 79-18 Senate vote sends the huge bill to the White House in plenty of time to avert a midnight Friday shutdown deadline.

Rumors surround Justice Kennedy exit

WASHINGTON – As one justice settles into his new job at the Supreme Court, is another about to leave? Eighty-year-old Justice Anthony Kennedy is so far refusing to comment on speculation that he might soon retire after 29 years on the court.

But that hasn’t stopped President Donald Trump and,

obliquely, the Republican senator in charge of high court confirmation hearings from weighing in on the prospect that Kennedy could step down as soon as this spring or summer. If not this year, several former law clerks said they would not be surprised to see the justice retire in 2018.

“I’ve heard the same rumors that a lot of people have heard.

And I have a lot of respect for that gentleman, a lot,” Trump told The Washington Times in an interview published Sunday.

Army offers $5K bonus to troops who train others

House GOP votes to repeal ‘Obamacare’ The ASSOCIATED PRESS WASHINGTON – Delivering at last, triumphant House Republicans voted Thursday to repeal and replace the “Obamacare” health plan they have reviled for so long, overcoming united Democratic opposition and their own deep divisions to hand a major win to President Donald Trump.

The 217-213 vote was a narrow victory, and ultimate success is far from assured since the measure still must make its way through a highly skeptical Senate.

But after seven years of campaign promises and dozens of show votes, Republicans finally succeeded in passing a health care bill that has a chance of becoming law.

They weren’t waiting for final passage to celebrate.

“What a great group of people!” Trump exclaimed at the White House, arms raised to salute the dozens of lawmakers who hurried to join him in the Rose Garden immediately after the vote.

Set aside for the moment were the feuds and philosophical divides that nearly sank the bill time and again.

And at the same time, the Republicans had begun to show that perhaps they can come together and govern the country now that they control Washington in full.

“Make no mistake, this is a repeal and a replace of Obamacare, make no mistake about it,” Trump declared. “Premiums will be coming down, deductibles will be coming down, but very importantly, it’s a great plan.”

President Donald Trump talks with House Speaker Paul Ryan of Wisconsin on Thursday in the Rose Garden of the White House, after the House pushed through a health care bill. for people with pre-existing conditions who had gained protections under Barack Obama’s Affordable Care Act. They also forecast that Republicans will pay a steep political price for passing legislation that’s polled poorly and takes concrete benefits away while offering only promises of more choices and lower costs.

“You will glow in the dark on this one,” House Minority Leader Nancy Pelosi dramatically warned, predicting Republicans will be radioactive with voters in the 2018 midterm elections.

Indeed, Democrats seemed practically giddy as the vote closed on the House floor, jeering at Republicans with chants of “nah, nah, nah, nah, hey, hey, goodbye” – an echo of how protesters serenaded Democrats seven years ago when they passed Obama’s bill.

The GOP health bill would eliminate the fines Obama’s law imposed on people who don’t buy coverage, and erase tax increases in the Affordable Care Act on higher-earning people and the health industry.

It would cut the Medicaid program for low-income people and let states impose work requirements on Medicaid recipients.

It would transform Obama’s subsidies for millions buying insurance, now based largely on their incomes, making the funding skimpier and tying it to consumers’ ages.

And states could get federal waivers freeing insurers from other Obama coverage requirements. With waivers, insurers could charge people with pre-existing illnesses far higher rates than healthy customers, boost prices for older people to whatever they wish, and ignore a mandate that they cover specified services such as pregnancy care.

The bill would block federal payments to Planned Parenthood for a year, considered a triumph by many anti-abortion Republicans.

The Congressional Budget Office estimated in March that the GOP bill would end coverage for 24 million people over a decade. The House voted without a CBO estimate for the latest version of their bill.

What the Paris accord means

President Donald Trump is getting closer to exiting the Paris climate agreement. According to reports emanating from the White House, the president’s top lawyer shifted the internal debate last week. More meetings are to come. Yet the choice ought to be an easy one: Staying in the Paris accord is cost-free, but pulling out is not.

Paris exiters argue that the U.S. cannot remain in and revise downward the international commitment President Barack Obama made to cut U.S. emissions by 26 percent to 28 percent by 2025 – a pledge that, no matter how important for the planet, Trump does not want to keep. The White House counsel’s office reportedly lent its voice to this argument in a meeting March 27.

This is nonsense. World negotiators considered making the agreement’s climate commitment language stronger, preventing countries from backtracking on their pledges. They purposely declined to do so. The envoys who hammered out the agreement insist that they wanted to keep nations’ options open, in part because countries would otherwise lowball their international emissions commitments in fear of never being able to reduce their stated goals.

Arguments claiming otherwise reflect a grave – or purposeful – misunderstanding of the nature of the Paris agreement. At its core, it is a political pact among sovereign nations based on nonbinding “nationally determined contributions.” It does not and was never meant to formally bind countries to specific emissions commitments; instead it is intended to encourage voluntary cooperation and government-to-government pressure.

Moreover, the parties get to decide what its terms mean. If the Trump administration is worried that a line in the agreement could be interpreted as improperly binding the U.S. government, U.S. officials can shape how countries understand the agreement’s language. Or the president could simply ignore it. Nothing in the Paris agreement could stop him from keeping the U.S. in the system and Obama’s pledge on the books, and then simply declining to meet the pledge. It is fanciful to imagine that U.S. courts would interpret Paris, an agreement with almost no legal requirements, otherwise. Even this path would be better than pulling out entirely.

The president must not underestimate the cost of pulling out. Only two countries – Syria and Nicaragua – have declined to join the Paris agreement.

Climate diplomacy has become a cornerstone of international engagement. By leaving Paris, the U.S. would surrender a huge amount of diplomatic capital and reputation – much more than it is already set to lose by unwisely reversing Obama-era emissions-cutting policies. Trump would hear about it for the rest of his presidency. And for good reason.

Now news that the granddaddy of retailers is about to fail.

Sears created shopping at home with delivery to your home 131 years ago, with brick and mortar stores a relatively recent addition in 1925. Online retailers took their model and are burying them.

Sears is based in the Chicago suburbs. They once were housed in Chicago’s tallest building.

You’d think our state leaders would be familiar with them and their woes.

Instead, state leaders demonstrate again just how disconnected they are from reality. They decide now is the time to push for a $15 minimum wage, up from $8.25 at present.

Never mind that our mini-

mum wage is already higher than every state we border, or that we lost 114,144 residents last year.

If we really want to do some serious damage to the service economy, push all those brick and mortar stores off the edge of the cliff by significantly increasing their labor costs.

At least Illinois Gov. Bruce Rauner seems to get it: “That’s not gonna happen. Companies will just leave.”

For more evidence of how the Springfield bubble acts like the Cone of Silence, turn to the recent report on just how rarely state lawmakers pay attention to cost.

Of 938 bills passed by lawmakers during 2015 and 2016, only 27 had fiscal notes telling lawmakers the financial burden created by their new laws, according to an analysis by the Illinois Policy Institute.

“They’re passing bills left and right without a clue as to how

much they will cost – or considering whether Illinois even has enough money to pay for them,” said Kristina Rasmussen, president of the Institute. “No private citizen, family or business can afford to act this way. It’s unacceptable that our elected officials are allowed to get away with this.”

Sears would be just fine if only shoppers acted like state lawmakers and ignored the price tags.

So how do you burst the bubble and get those who spend your money to pay closer attention to the real world?

While politicians posture, Illinois industry is getting crushed A glimmer of hope flashes in the furnaces of TriALco. Located just outside Ford Heights, one of the poorest areas in Illinois, Jay Armstrong has been running this small manufacturing business since 2001.

TriALco provides about 60 jobs for the surrounding community in south Cook County, making alloys for other manufacturers.

But its future in Illinois is in jeopardy. Armstrong puts the odds at 50-50 that he moves his manufacturing business to Indiana. And it’s getting worse each year.

“We are ready to do an expansion,” Armstrong says. “But our owner is questioning us: How could we expand in the state of Illinois when it would be about $400,000 to $500,000 cheaper per year to move to Indiana?”

Illinois has crawled out of the Great Recession. The state’s economy has recovered the number of jobs it lost during the recession years, albeit much later than most other states.

But try telling that to Illinois manufacturing workers.

Since the bowels of the Great Recession in January 2010, manufacturing jobs have grown less than 3 percent in Illinois.

And before blaming nameless com-

Iowa (6 percent growth in manufacturing jobs since January 2010), Missouri (8 percent), Wisconsin (11 percent), Indiana (21 percent), Kentucky (23 percent) and Michigan (33 percent) are all just beyond Illinois’ border.

Those states largely have been immune to the sickness that ails Illinois: perverse priorities that place trial lawyers and government workers ahead of the vast majority of middle-class people who remain here, fighting.

Those states have forged futures with manufacturing in mind. There are clear policy differences that made those states ripe for stronger recoveries.

One of the policies that affects manufacturers especially is workers’ compensation.

Compared with others in the Midwest, manufacturers in Illinois pay the highest workers’ comp costs by far.

For example, while the average cost of workers’ comp for steelworkers among neighboring states is less than $8 per $100 of payroll, the average in Illinois is nearly $12.

Armstrong said his business would save nearly $120,000 a year on workers’ compensation costs alone by moving just a few miles across the Indiana border.

Illinois lawmakers could pursue many easy policy fixes to bring down these costs while ensuring worker safety. Putting wage replacement rates in line with the average of surrounding states, tying medical fees to Medicare, barring workers’ comp doctors from selling pills out of their offices, and making sure workers don’t get a pay raise to stay off work are just a few.

But Illinois lawmakers seem to have no interest in real reform. Instead, the Illinois House passed a bill that would create a state-run workers’ comp insurance agency. After all, state government here is famous for its ability to provide quality service at a fair price.

Another big problem for manufacturers is Illinois’ infamously high property taxes. Armstrong estimates his business would save another $100,000 to $120,000 a year in property taxes by moving across the state line.

Much of Armstrong’s high property tax bill goes to fund Ford Heights School District 169. The entire district oversees fewer than 500 students. Despite this, Superintendent Gregory Jackson took home more than $325,000 in total compensation last year. Lavish pay and benefits are common among Illinois superintendents.

Thankfully, a bill in Springfield would allow nearby Chicago Heights School District 170 to absorb the small Ford Heights district, saving money on administrative costs and hopefully reducing Armstrong’s tax bill.

But Jackson wasn’t going to take that lying down.

The day after House members passed the bill out of committee, Jackson sought and received school board approval to add a special protection to a certain part of his contract: the part that guarantees he gets paid all the salary and benefits remaining in his contract should his district get consolidated.

The new provision lets Jackson decide whether he needs to sue in order to protect that rich payout, and the district would have to pay for the lawyer.

Only in Illinois.

Another black boy was killed by police, this time in Texas.

His name was Jordan Edwards.

Jordan was 15, a “model student,” a “popular football player” and “a kid that did everything right.”

He was a freshman at Mesquite High School, in a suburb east of Dallas.

In a recorded message to the school community, Principal Kevin Samples described Jordan as “a good student who was very well-liked by his teachers, coaches and his fellow students.”

Samples added that the “entire district – especially the staff and students of Mesquite High School – are mourning this terrible loss.”

Head football coach Jeff Fleener posted on social media: “Nothing can prepare you for a day like today. ... I have felt a range of emotions from extreme sadness, sick to my stomach, anger, questioning, and simply asking, ‘Why?’ My faith tells me that only God can tell me why, but that answer will come in His time. But knowing Jordan, his huge heart, his big smile, and his constant, positivity, God is putting him to work.”

I wanted to start with these details about Jordan, because how else can we even try to comprehend his loss? I am writing from the city of Cleveland, where less than three years ago, another

NEIGHBORS Sycamore Rotary and Interact mount donation drive for local charity DAILY CHRONICLE The Sycamore High School Interact Club and the Sycamore Rotary Club are mounting a donation drive on behalf of the Amazing Grace Organization, an area charity which provides care packages for hospitalized cancer patients.

The organization was founded by Sycamore resident Grace Waller, who started the effort after her own bout with cancer. Items that can provide comfort, entertainment and other assistance for those confined to a hospital for cancer treatment are provided through these care packages.

The Interact Club, a Rotary-affiliated club for students at Sycamore High School, is leading the effort to collect these items. Donations can be made at the high school, at Country Insurance and at Spex Expressions in Sycamore from now through Monday.

This project is in conjunction with Rotarians at Work Day, an annual service day in which Rotarians from the

Sycamore, DeKalb and Kishwaukee Sunrise Rotary clubs provide assistance to local charitable organizations in need of assistance with projects.

This year’s Rotarians at Work Day is scheduled for Saturday.

Spinoso Masters Scholarship applications now available SHAW MEDIA The DeKalb County Community Foundation is accepting applications for a scholarship for master’s level or post-undergraduate education. The Spinoso Masters Scholarship, worth up to $10,000, is available to graduates of DeKalb County high schools who are working on furthering their formal education.

The Spinoso family, of Sycamore, developed the scholarship when they discovered a lack of scholarship assistance for those beyond the undergraduate years. The family, who has lived in Sycamore for more than 30 years, believes continued education provides a strong foundation for future leaders.

row should be well educated as well as good citizens. DeKalb County, Illinois, has been an excellent place to raise our family and want to give back to our community,” Vivian and John Spinoso said in a news release about the scholarship.

Keith earns Eagle Scout rank DAILY CHRONICLE Caeden Keith, son of Mason and Tara Keith, received the Eagle Scout Award, Scouting’s highest honor.

Keith’s introduction to Scouting began in first grade as a Tiger Cub with Cub Scout Pack 134 in Cortland. He earned the Arrow of Light Award, later graduating into the Boy Scout program.

After joining Boy Caeden Scout Troop 33, sponKeith sored by the First Lutheran Church in DeKalb, many years of adventure marked his journey toward Eagle.

Winter included exciting cold-weather adventures such as Klondike Derbies, cabin campouts, sledding, snow tubing and more. Advanced winter camping included winter survival training, snow hiking, cross-country skiing and building winter shelters, highlighted by sleeping outdoors in subzero temperature.

Ice fishing in Wisconsin included catching Northern Pike for the troop’s giant fish fries at night.

Snowmobile trips included 100-mile and 200-mile snowmobile adventures through the north woods of Wisconsin and Michigan.

At Camp Lowden near Oregon, Illinois, he enjoyed several weeklong summer camp adventures filled with fun and opportunity.

A high adventure trip involved canoeing 61 miles across the Aftachalaya Swamp in Louisiana. Deep in Cajun country, adventure includ-

ed camping in jungle hammocks, a houseboat, swimming, stand-up paddle boarding, a blow gun tournament, air boat ride, swamp fishing, giant Cypress trees, plus snakes and alligators.

Keith considered community service as an important part of his Scouting experience. Keith took part in helping at both local and national service project locations.

His disaster relief projects with Troop 33 took him far and wide, working the Harrisburg tornado in southern Illinois, Hurricane Sandy in New Jersey, the Moore tornado disaster in Oklahoma, the Washington tornado in central Illinois and the local Fairdale tornado. Most recently, he worked helping Hurricane Matthew victims in North Carolina.

Earning the Eagle includes planning, developing and giving leadership to an Eagle Service Project. Keith’s Eagle Service Project involved removing and constructing a new cart bridge for Sycamore Community Golf Course. The project involved several steps before completion and involved a large work crew.

Thanks to his efforts, the new bridge provides golfers, carts and mowers a convenient and safe way to cross a creek.

Keith holds membership in the Order of the Arrow, Scouting’s national honor society. His leadership in Troop 33 included serving as assistant patrol leader, patrol leader, quartermaster and Order of the Arrow representative.

Nursing students from Kishwaukee College and Northern Illinois University hosted a health fair April 19 at Barb City Manor in DeKalb. The 17 students provided health information on hydration, constipation, fall prevention, polypharmacy, exercise and other topics. The students also provided blood pressure screenings.

The health fair, which also included several outside vendors, was well-attended

by Barb City Manor residents. This is the third year Kishwaukee and NIU have partnered to offer the free health fairs in the community.

Kishwaukee College is offering a nine-week Basic Nurse Assistant Train-the Trainer course for area nursing professionals who wish to become BNA instructors. The course is a hybrid, meaning that it is a combination of face-to-face traditional class meetings and online components. The class runs from May 6 through July 8 and the cost is $599.

To be eligible for this program, students must have a current Illinois RN license, a minimum of two years nursing experience, a minimum of one year of nursing experience within the provision of long-term care facilities services, experience in teaching theory in an accredited nursing program

and approval from Donna Kayes, coordinator of the BNA program at Kishwaukee College.

The BNA Train-the-Trainer program is a 35-contact hour program with an Alzheimer’s disease component and is approved by the Illinois Department of Public Health.

Face-to-face classes will meet at Kishwaukee College on the following dates: May 6 (9 a.m. to 12:15 p.m.); May 27 (9 a.m. to 12:15 p.m.); June 23 (9 a.m. to 2:30 p.m.) and July 8 (9 a.m. to 1:15 p.m.). There will be no class June 25 through July 1.

sports@daily-chronicle.com It’s not easy to keep a good offense down for an entire game, as the Sycamore softball team found out Thursday in a 5-1 loss to Class 3A No. 7-ranked Morris.

The game started out as a pitchers’ duel between Morris’ Gigi Corban and Sycamore’s Hannah Mizgalski. Corban did not allow a hit until the top of the fifth, when Joslin Peck singled. Corban finished the game allowing four hits and one unearned run while striking out eight.

Mizgalski, meanwhile, was matching her pitch for pitch, as Morris (21-6,

8-3) had just one hit, a single by Rachel Trader, through four innings.

Morris broke through with four runs on four hits and two walks in the bottom of the fifth to take a 4-0 lead.

Sycamore, however, wasn’t about to go down without a fight. The Spartans loaded the bases in the top of the sixth when Haley Trela and Faith Reynolds walked and Kayleigh Reifsteck singled.

Mizgalski then hit a high fly to left, but the strong wind blowing in prevented it from causing any trouble, and Morris left fielder Jasmine Cook caught it for the third out of the inning.

Sycamore finally got on the board in the top of the seventh on an RBI single by Trela that scored Anna Criswell,

who had reached on an error and went to third on a single by Mya Lee. Karasewski leads Barbs in win: Erin Karasewski had a big day at the plate, and the DeKalb softball team beat Yorkville, 6-1.

Karasewski went 4 for 4 with two doubles and an RBI, and Jenna Levine and Peyton Montgomery each added three hits for the Barbs, who improved to 9-12 overall and 5-5 in the Northern Illinois Big 12 East.

Torrie Newport earned the victory in the circle, throwing a complete game with five strikeouts and one walk. The Barbs play Friday at Ottawa and then host the Pirates on Saturday.

Cogs win big over Dixon: Genoa-Kings-

ton cruised to an 11-1 win over Dixon in Genoa.

Leea Perry collected three hits, Lexi Howie had two hits and two stolen bases, and Ashley Clemente had a two-run double. Olivia Simmons earned the win for the Cogs, striking out six.

DeKALB – Winners of nine straight and with a chance be in the driver’s seat to dethrone Sycamore as Northern Illinois Big 12 East champions, the DeKalb soccer team came out with a strong first half against its rivals.

But the Spartans got the first goal of the game on a one-timer from about 20 yards out by Jenna Lewey, weathered a fierce Barb attack, and added an insurance goal in the second half of a 2-0 win, locking up the conference title.

“We came out and got a strong win,” Lewey said. “Second half, we really picked it up because first half we were struggling a little bit in our attack. We knew they were on a win streak, playing good, so we needed to come out as strong as they did. I think it caught us a little off guard at first, but second half, we definitely picked it up and got a couple goals.”

Lewey scored in the 53rd minute, getting the ball over the head of DeKalb goalie Meghan Hanson just under the crossbar.

“I think that was crucial because it got us going, but also got them down a little bit,” Lewey said. “It was just really big momentum-wise.”

DeKalb (11-5 overall, 4-2 conference) answered back with a five-minute stretch in which two shots hit off the crossbar and failed to go in, and a third had to be cleared just in front of the net.

“They came back right away in front of our goal, and we had some

pressed with his Barbs.

“I’m really proud of the way we competed today,” Hamilton said. “We didn’t get the result we wanted, but we displayed the right effort, the right mindset.”

Beyond the stats: The game was part of a fundraiser for Ryker Newhouse, who survived shaken baby syndrome – the case against his day care provider is still pending trial. He had surgeries at two different hospitals in early 2016 and is currently in physical therapy, occupational therapy and speech therapy. The fundraiser includes 50-50 raffles and charging admission to Kaneland, DeKalb and Sycamore soccer games against one another during this week and next, among other events.

They said it: “They’ve had quite the winning streak; they’re on a high,” Lichamer said. “That can help out on the field a lot. ... That motivation, that extra drive, that push to do a little bit more – we kind of figured they’d come into the game this way. Maybe not to the extent they did, because they were all over the field, really working. We knew based on their previous games they’d really push it.”

Up next: The Barbs head to Yorkville on Tuesday, while the Spartans finish their conference slate with a home game Tuesday against Morris.

Knights lose close match against Foxes

jwelge@shawmedia.com Taylor Zitkus was the last Kaneland girl to leave the soccer field Thursday.

She had good reason to rest.

The Knights’ senior defender spent 80 minutes chasing Yorkville star Peyton Willie, an Illinois recruit. Club teammates for four years with Campton United and close friends, Zitkus knows the challenge that can be.

“She is very fast,” Zitkus said, smiling. “You have to get a head start, stand up to her and be aggressive or she’ll beat you. It’s hard to keep up with her.”

Kaneland kept Willie in check for the most part, but not when it mattered most.

Willie made a cross to Juleah Richardson in the game’s 66th minute and Richardson’s goal was the difference in visiting Yorkville’s 2-1 Northern Illinois Big 12 East win.

“The goalkeeper moved out of position, and I shot it,” Richardson said.

“I don’t get many of those, so it was really nice to get this one.”

Yorkville’s win gave the Foxes (115, 3-3) a season sweep against Kaneland (9-6-1, 2-3-1). Significant, considering their 1-0 victory in April was the Foxes’ first all-time against the Knights.

“It’s definitely not the Yorkville we’re used to,” Zitkus said “They’ve stepped up their game.”

It was a frustrating defeat for Kaneland. Yorkville had just two shot attempts in the second half. Kaneland, with the wind at its back, peppered Yorkville goalkeeper Sydney Hering to no avail. Holly Collingbourne, who scored in the first half, had five shots alone turned away.

“We couldn’t score with the wind

at our back, and that hurt,” Kaneland coach Scott Parillo said. “We’re not playing bad, we just can’t put the ball in the back of the net, and that’s a big problem. That’s been our [modus operandi] of late. We pepper the goal, but we don’t put them in.”

Willie, who missed the first game, struck first Thursday. Katie Straznickas sent a ball ahead to her, and Willie split two defenders for her 31st goal of the season in the game’s fifth minute.

Collingbourne tied it with 12:56 left in the half, sending a high-arcing free kick over the outstretched arms of Hering.

It was Collingbourne’s second goal in her second game back after missing two weeks from being hit in the face against DeKalb. She’s a sight for sore eyes to Parillo.

“You can see what it’s like when she’s on the field,” Parillo said. “Big difference.”

Montavon nearly goes distance as Spartans sweep Barbs

jseverson@shawmedia.com SYCAMORE – Sycamore baseball coach Jason Cavanaugh wanted to keep Jarod Montavon on the mound to finish a complete game.

However, with DeKalb mounting a comeback in the top of the seventh, Cavanaugh reluctantly pulled the senior starter with two outs, and senior reliever James Marcinkowski slammed the door with a strikeout in the Spartans’ 6-3 win to finish a series sweep of the Barbs on Thursday afternoon at Sycamore Park.

“He’s such a great kid, and I really wanted him to get (the complete game), especially because of the quick hook we’ve had on him the last couple of times,” Cavanaugh said.

“All we ever ask him to do is don’t walk people. Throw the ball over the plate. ... He didn’t get squared up very much. You saw toward the end they started getting some better swings, so I was like, ‘I got to get him out. I don’t want any drama.’ ” Montavon, who was part of a combined no-hitter earlier in the year against Belvidere North, finished the day pitching 6 2/3 innings, allowing two earned runs on five hits and striking out five. However, he admit-

ted he was running out of gas in the seventh inning after the Barbs scored a pair of runs on an RBI groundout by Ian Panke and an RBI single by Jake Neidel.

“Of course I don’t want to be taken out, but they were teeing off a little bit,” Montavon said. “I was losing my velocity. You can feel it in your arm.

I want to be in there, but it’s better that we had James come in and close it out.”

The Spartans (18-6 overall, 8-4 in Northern Illinois Big 12) closed out conference play with their only series sweep of the season and will be the team with the conference bye in the final week of the regular season.

Although Sycamore had been struggling offensively in recent games, the Spartans came alive with four runs late.

After only recording one hit in the first four innings against DeKalb starter Jacob Perkins, the Spartans scored two runs in the bottom of the fifth – on an RBI single by Jacob Cavanaugh and an RBI walk by Justin Pottorff – and added two more in the bottom of the sixth – on back-to-back RBI singles by Marcinkowski and Tyler Didio – to go ahead, 6-1, heading into the final frame.

“It felt like the guys who are sup-

posed to drive in runs started driving in runs,” Jason Cavanaugh said.

“Those two runs (in the sixth) turned out to be big insurance runs and probably helped my blood pressure a little bit.”

It’s the 14th loss in a row for the Barbs (6-18, 0-9 in Northern Illinois Big 12 East), but they played far better during the series than before the week. In the three games before the Sycamore series, they were outscored, 41-1, but only were outscored by five runs in three games against the Spartans.

“All three games could have gone either way,” said DeKalb coach Dedric Wright, whose Barbs close out conference play against Morris.

“Overall, we came out and played better than we have up until this point, so I’m hoping it carries over into next week. Our main focus now is preparing for playoffs and regionals.”

Beyond the stats: DeKalb scored a run in the first inning of all three games of the series, but also left a runner on third base in the frame in the final two contests. Sycamore sophomore catcher Matthew Cusumano – making just his second varsity plate appearance – was hit in the head by a pitch in the bottom of the second. He stayed in the game and eventually reached base on an error after a 10-pitch at-bat in the bottom of the fourth. Also, three balks were called in the game, with the first

They said it: “I think we’re still in the building process, and I think the biggest thing is just learning how to win,” Wright said. “Once you learn how to win and once you start to have the success of winning, it comes naturally. But when you go through a losing streak, you start to question yourself: ‘Can we win? Are we good enough?’ This is a good group that I have, and the biggest thing is just learning how to win.”

Up next: The Spartans travel to Oswego at 10 a.m. Saturday, and the Barbs host Sandwich at 10 a.m. Saturday.

As for being in these kinds of situations, Almora doesn’t mind a bit.

“If I’m on base, it means I did something well,” he said. “I just want to help.

In that situation, I wanted to get to second base. When (Szczur) hit the ground ball, you have it in the back of your head, ‘What if something happens?’

Szczur’s a great runner. He could beat it out. If the first baseman’s not paying

attention, I could score. It was in the back of my head. Luckily, he threw it away. I always try to think ahead of time what’s going on. It’s the same way in the outfield.”

Manager Joe Maddon is aware of Almora’s alertness.

“Albert’s been doing that kind of stuff,” Maddon said. “That’s the kind of stuff we like to do on a nightly basis. He seems to be in the middle of it a lot, with

Holland dominates on mound again in 3rd win

KANSAS CITY, Mo. – MLB Network was on the visitors clubhouse TV at Kauffman Stadium on Thursday morning before the White Sox played the Royals, and none of the players sitting nearby seemed much interested.

That is, until the question, ‘Who is the biggest surprise in the AL Central?’ perked up a few interested viewers.

Heads turned when the Sox, and their bullpen in particular, were mentioned first.

Whoa, national attention.

Derek Holland yelled something to the effect of, “That’s right!”

Holland then went out and held the Royals to one earned run over 62/3 innings to improve to 3-2 with a 2.02 ERA, and Jose Abreu and Matt Davidson each crushed a home run in the first two innings to provide an early cushion, and

the Sox (15-12) breezed to an 8-3 victory to give them a split of a four-game series.

On a day when Nate Jones became the fifth Sox pitcher to go on the disabled list, Holland and the Sox bullpen had their way with the struggling Royals lineup. Anthony Swarzak (0.00 ERA) has retired 30 of the last 31 batters he’s faced, and Tommy Kahnle lowered his ERA to 0.90 with a scoreless ninth.

That caliber of pitching, along with a few other ingredients, such as Avisail Garcia’s hot bat – he drove in two runs with a single to right to raise his club RBI lead to 23 – have concocted enough mojo to have the Sox playing winning baseball. While the threat of proven veterans such as Holland, Miguel Gonzalez, Todd Frazier, closer David Robertson and perhaps Jose Quintana getting traded in the coming months hangs over them, the Sox are trying to ignore it, believing they can win.

Not that anyone else is convinced, including a general manager who remains committed to his rebuilding plan for sustained success.

“It’s great we’ve started the way we have,” Holland said. “That’s more for us, our enjoyment. We already believe we can do this. We know we’re good. We have to get everyone else on the outside to believe this. Everyone is shocked, the White Sox are in first place.”

At 15-12, they are indeed tied with the Indians. On May 4, it might be more winsome than substantial, but it means enough. Just not enough for GM Rick Hahn to abruptly veer away from his rebuilding plan.

“Our focus isn’t going to change in terms of putting ourselves in the best long-term position for this club,” Hahn said Thursday.

“The team is playing really well right now and … as enthusiastic as we are about the wins and losses and the re-

sults on the field, the process and the environment that [manager] Ricky [Renteria] and his coaches have created, that’s the kind of thing we want to put in place and have in place for a number of years.

“And they’ve been extremely effective in putting that into place now, and as a result, it’s leading to perhaps more wins than some people might have projected for this club, at least those outside of the coaching staff and the players in the clubhouse.”

Holland, wearing the WWE belt given to the Sox player of the game – usually decided by Melky Cabrera – wore it proudly. He struck out seven and got swings and misses on 13 of his 91 pitches.

The Sox aren’t bad, he insisted.

“I try to tell people we have a lot of power in this lineup,” Holland said.

“We have a good team here with the chemistry and everything. It’s turning out to be what we want it to be.”

CHICAGO – If there’s a big baserunning play to be made, the Cubs want Albert Almora Jr. to be in the middle of it.

He seems pretty adept at it, going back to, oh, Game 7 of the 2016 World Series, when he tagged from first base on a flyout and went to second. He’d later score on a clutch double by Ben Zobrist.

The heady 23-year-old was at it again Thursday in a 5-4 victory over the Philadelphia Phillies at Wrigley Field.

Almora led off the bottom of the 13th inning by legging out a double down the left field line. After Javier Baez grounded out to pitcher Joely Rodriguez, the Phillies intentionally walked Zobrist.

Matt Szczur grounded to second baseman Cesar Hernandez, who got the forceout at second.

However, shortstop Freddy Galvis threw the ball away at first, and Almora chugged all the way home with the winning run.

The victory was the Cubs’ third in a row, and it improved their record to 16-12.

It all started with Almora reading the ball to left for the double.

“You can tell as a hitter when you have a chance to get to second base,” he said. “I knew it was going to be close. I

all of these baserunning maneuvers and aggressiveness. Here’s a guy without the greatest speed in the world. I’ve talked about that. But he’s a good base runner, he’s a good outfielder. He runs good routes. All that stuff is pertinent.”

In this back-and-forth game, the Cubs jumped ahead with single runs in the first and second against Phillies starting pitcher Zach Eflin. Cubs starter John Lackey worked five innings, giving up nine hits and three runs. The Phillies went ahead, 4-3, in the top of the eighth.

Miguel Montero tied the game at 4 with a solo homer to center in the bottom of the inning. The ball landed in the basket below the bleachers.

“As soon as I hit it, I saw the center fielder kind of looking at the ball, like he was under the ball,” Montero said.

“I’m like, ‘Oh, my God. He’s going to catch it.’ The next thing I know, the ball is in the basket. Basket. Amazing basket – when I hit. But when I’m catching, I hate it.”

As for the comeback, the Cubs pointed to their World Series rings.

“We never quit,” Almora said. “It’s on the World Series ring. And it really comes home. It really makes a lot of sense, and it’s organization. We never quit until the last out. We’re in that ballgame no matter what.”

Risk of developing meningitis low Dear Doctor: One of the schools in my area has been the focus of news reports about a bacterial meningitis case. How contagious is this disease?

Dear Reader: Bacterial meningitis cases in school-age children, adolescents and college students are predominately caused by two different organisms: Streptococcus pneumoniae and Neisseria meningitidis.

Streptococcus causes nearly 50 percent of meningitis between the ages of 2 and 18, while people in their teens and college years face an increased risk of meningitis caused by Neisseria meningitidis. In fact, 46 percent of meningitis cases between ages 11 to 17 are due to N. meningitidis.

The Streptococcus pneumoniae bacterium is spread by close contact with people who cough or sneeze. Upon inhalation, the bacteria adhere to the back of the nasal passage in an area called the nasopharynx.

Normally, there the bacteria sit, colonizing the nasopharynx without causing any problems. A study of 2,799 Italian children younger than 7 years of age found that 8.6 percent had S. pneumoniae colonizing the nasopharynx; the biggest risk factor for colonization was a sinus infection over the previous three months.

In most people with this colonization, the immune system keeps the bacteria from invading the cells of the body. However, when the immune system is weakened or when the body is fighting a viral infection, such as influenza, the bacteria can then invade the cells. From there, the bacteria can enter the bloodstream and cross through the blood-brain barrier, replicating readily in the cerebrospinal fluid, leading to the symptoms of meningitis.

Like Streptococcus, Neisseria also settles in the nasopharynx, where the immune system similarly keeps the bacteria from invading into the cells of the body. People can carry the bacteria for several months within their nasopharynx and unwittingly pass it on to others.

In fact, 5 to 10 percent of people in the United States carry this bacteria in the nasopharynx. Military recruits in closed quarters can have carrier rates up to 40 percent. College students in dormitory situations have carrier rates of 14 to 34 percent.

If one person develops meningitis from N. meningitidis, other people with whom they are in close contact are at greater risk.

Again, the bacteria that cause meningitis are quite contagious, but a person’s general risk of developing the illness is very low. In addition, children and adolescents are vaccinated for three types of bacteria that can lead to meningitis: Streptococcus pneumoniae, Neisseria meningitidis and Haemophilus influenzae type b. These vaccinations significantly have decreased the rates of meningitis, so make sure your child gets these vaccinations.

Lastly, if your child has been exposed to somebody with meningitis, watch for fever, neck stiffness and lethargy. If he or she begins to exhibit these symptoms, all potential signs of meningitis infection, take him or her to a doctor as soon as possible.

Dear Abby: I DEAR ABBY divorced my narcissistic husband Jeanne after our children Phillips were raised.

Over the years, I have tried to have a relationship with all of my children and their families. When I asked one of them for a three-day weekend with her children, she texted me saying they all had a lot going on.

Then she added, “Maybe next year.” I may not be here next year! I know she may never read this, but it doesn’t matter to me if it will help someone who does read it. I have decided to change my will. If I’m not worth my children’s time, they don’t deserve my money. Your thoughts? – Worthless Up North Dear Worthless: Could it be possible your daughter and her family are actually busy?

Not knowing how you raised your children, it’s hard to render an opinion, but from your reaction, you appear to have a troubled relationship with this daughter. Rather than disinherit her, try to find out what motivated her to text what she did so fences can be mended.

Many years ago, I was asked this question: What is the one thing you teach your students that they never seem to get and you cannot understand why? My answer is the theme of this column.

South is in four spades. West guesses well to lead the club two.

How should the defenders card to defeat the contract?

Over West’s takeout double, North applied the main conclusion from the Law of Total Tricks, jumping to four spades because he knew of a 10-card fit.

West might have led the spade ace, planning to exit with a diamond in the hope that his four honor cards would all win tricks. Here, though, that would not have worked.

When West leads a low club, which card should East contribute?

East is playing third hand high; his card might even win the trick. In this situation, East must play the bottom of his touching cards: the jack.

When South takes the trick with the ace, West knows his partner has the club queen. So, when South next plays a trump, West can win and continue with a second low club to give his partner the lead. Then, with luck, East will shift to the heart nine (the high card denying an honor in the suit), and West will take two tricks in that suit to defeat the contract.

East should not lead to a diamond, because if West has a winner there, it isn’t going to disappear. But a heart trick might -- and will -- evaporate.

Finally, if declarer ducks the first trick, East should immediately switch to the heart nine. West’s lead marks South with the club ace, so returning that suit would be a waste of time.

A single lump sum proposal will be received for All the Work required.The bid documents may be examined and obtained at Barb City Manor, 680 Haish Blvd., DeKalb, IL 60115, and at the office of the Architect, Donald C. Whitmore, 901 North First Street, Suite 4, DeKalb, Illinois 60115. A limit of two (2) sets of documents is available for each Contractor. Subcontractors and suppliers must deal directly with the Prime Contractor for sets of documents. No plan deposit is required.

Bids will be received until 3:00 p.m., Wednesday, May 10, 2107, at the Barb City Manor Retirement Home, 680 Haish Blvd., DeKalb, Illinois 60115.

Bids will be publicly opened and read aloud at that time. Bids received after the time specified above will be returned unopened. Sealed bids must be identified on the outside of the envelope as to bidder's identity and the project on which the bid is submitted.

A pre-bid meeting will be held at the site at 10:00 a.m., Thursday, April 27, 2017. Interested bidders are invited to attend.

Proposals must be accompanied by a bid guarantee which shall be not less than 10 percent (10%) of the sum total of the Bid. Bid guarantee may be a certified check, bank draft, or bid bond issued by a surety company.

Prevailing Wages for Public Works Projects, as determined by the City of DeKalb, shall be paid all workers on the project.

The successful bidder will be required to furnish and pay for a satisfactory performance and payment bond(s) in the full amount of the bid to Barb City Manor, Inc., DeKalb, by a surety company authorized to do business in the State of Illinois and acceptable to Barb City Manor, Inc. Bidders shall not include any Illinois retail sales tax in their proposals.

Bids shall be valid for a period of forty-five (45) days from the date of opening. No bid shall be withdrawn during that period without the consent of the Owner.

The Owner reserves the right to reject any and all bids, to waive any informalities in the bidding, and to accept the Bid Proposal which in the Owner?s opinion best serves the interests of Barb City Manor.
